Processing and renewal of business permits in Muntinlupa City ongoing

Since January 3 – the first business day of the year 2023 – the City Government of Muntinlupa has officially started the issuance and renewal of business permits and applicants for such permits are welcome to visit the Muntinlupa Sports Center in Barangay Tunasan, according to a Manila Bulletin news report.

The Muntinlupa City government has started the issuance and renewal of business permits on Tuesday, Jan. 3.

The renewal of business permits will be held from Jan. 3 to 20 at the Muntinlupa Sports Center in Barangay Tunasan.

Business owners can also apply for a permit online through the Business E-Payment System (BEST) at https://best.muntinlupacity.gov.ph/Accounts/Login.aspx.

Please make sure that you have all the requirements for a smooth transaction,” said Mayor Ruffy Biazon.

According to the Muntinlupa Business Permits and Licensing Office (BPLO), the requirements for the renewal of business permits this year are:

1 BIR Monthly/Quarterly Payments for 2022 (photocopy and original), Form No. 2550Q/2551Q/2550M, Form No. 1701Q/1702Q

2. Audited financial statements duly filed before the SEC/BIR (for the period covering two years prior) / Annual Income Tax Return

3. Previous Mayor’s Permit

Philippines counted 2.6 million tourist arrivals in 2022

Since it opened its borders for travelers from abroad in early 2022, the Philippines registered a total of 2.6 million tourist arrivals for the year, according to a GMA Network news report quoting the Department of Tourism (DOT). Take note that the DOT has higher targets for attracting foreign tourists this new year.

A total of 2.6 million tourists arrived in the Philippines in 2022, the Department of Tourism (DOT) said.

This is due to the opening of borders to all international travelers in February, the DOT added, according to a report on GMA Integrated News’ Unang Balita on Monday.

Some P173 billion tourism revenue was recorded in 2022, the department said.

The DOT said more than 628,000 arrivals are returning Filipinos.

The top arriving international tourists were from the US, South Korea, Australia, and United Kingdom.

Very clearly, the recovery from the COVID-19 pandemic continues to happen in different ways around the world. For the Philippines itself, the arrivals and presence of foreign tourists as well as Filipinos based overseas are crucial for the socio-economic development of the whole nation. The Xbox-exclusive simulation racing game Forza Motorsport (2023) is easily one my most anticipated video games of twenty twenty-three. I really am very eager to play the upcoming game (developed by Turn 10) on my Xbox Series X console and the last FM game I played was Forza Motorsport 6 on my Xbox One. Ever since the June 2022 Xbox & Bethesda Games Showcase, Team Xbox and Turn 10 only released a few videos of gameplay footage about Forza Motorsport (2023) and they have yet to release new pre-release videos or trailers about it. A lot has already been promised as to what the upcoming game will have (examples: overhauled physics, fully dynamic time of day system, track temperature changes, advanced car damage, tire and fuel management, multiple tire compounds, and real-time ray tracing). While a 2023 release has been confirmed, Team Xbox has yet to announce a final release date. Regardless, Forza Motorsport (2023) is the racing game to watch out for Xbox Series X, Xbox Series S, and Windows PC plus Xbox Game Pass (XGP). XGP subscribers will only have to download the game on launch day and play it without paying anything extra. If you are an Xbox gamer who has not yet subscribed, I encourage you to do it.

Philippines aiming to attract 4.8 million foreign visitors and generate $5.8 billion tourism revenue in 2023

With the economic recovery from COVID-19 still continuing and the year coming to an end, the Department of Tourism (DOT) revealed its targets for foreign visitors and tourism revenue in 2023, according to a report by the Philippine News Agency (PNA). The Philippines eyes to double its tourism revenues and reach at least 4.8 million in foreign visitor arrivals in 2023.

Department of Tourism Secretary Christina Frasco Friday revealed the projections as she presented the efforts of the agency to expedite tourism’s recovery.

Frasco said DOT seeks to attract 4.8 million visitors and generate at least USD5.8 billion in revenue.

Latest data showed that the Philippines has already breached its 1.7 million arrivals target for 2022, hitting over 2.46 million tourists and PHP149 billion in receipts.

With the administration’s focus on tourism and the various measures implemented to ease travel, Frasco is optimistic Manila could even surpass the pre-pandemic tourism figures before 2025.

DOT’s initial forecast indicated that Manila will not reach more than 8 million tourists until after 2025, a projection Frasco described as “alarming”.

[T]o me, that was an alarming projection in a sense that 2025 is so far off for us to obtain our pre-pandemic levels until after 2025 and that really forced us to take an inward look as to how we can expedite the recovery,” she told reporters.

“Having set out policies under the Marcos administration, precisely to serve the more aggressive approach towards tourism recovery, we’re seeing now that we have been able to breach the previous projection as well as the high projection (for this year),” she added.

Aside from constructing rest areas and improving connectivity for inbound tourists, Frasco presented more initiatives DOT sets to undertake in the next few months.

These include showcasing the country as a top cruise destination by 2023, coordinating with the relevant office to ease visa processing, and strengthening the promotion of Mindanao — especially for halal tourism.

Frasco also said DOT and the Department of National Defense are soon to sign a Memorandum of Agreement to obtain necessary data to determine the “most ideal areas to begin the process of reopening Mindanao.”

Muntinlupa Mayor Biazon warns public about scammers

In the progressive city of Muntinlupa, Mayor Ruffy Biazon told the public to be aware of scammers who defraud them, according to a Manila Bulletin news report. It should be noted that scammers are using new tactics (example: the usurpation of authority) to fool people and take something away from them, especially now that the Christmas season is ongoing.

Muntinlupa Mayor Ruffy Biazon warned the public against scammers who are using his name or those of officials of the city government to defraud people.

“Binabalaan ko po ang publiko na mag-ingat, lalo na ngayong panahon ng Pasko, may mga scammers o mga nananamantala (I warn the public to be careful, especially this Christmas season, against scammers or those who take advantage),” he said.

On Dec. 15, he said, several people went to the Muntinlupa City hall to report scamming incidents.

A scammer who pretended to be Biazon called one business establishment in Muntinlupa and reserved its venue for six hours and even ordered food. The establishment eventually found out it was a scam.

Other residents received text messages from people who also pretended to be Biazon and asked them to send cell phone loads.

“Nakakatawa nga, Mayor Biazon nanghihingi ng load (It is funny, Mayor Biazon asking for load),” he said.

Some restaurants also received orders from people who pretended to be the mayor. One restaurant even recorded one phone call of the scammer.

“Wag basta basta maniniwala sa mga natatanggap na tawag at nagpapakilala bilang Mayor Biazon o opisyal ng Pamahalaang Lungsod, lalo pa kung mukha itong kahina-hinala (Don’t believe easily when you get phone calls and say they are Mayor Biazon or official of the city government, especially when it appears to be suspicious),” the mayor warned.

He added, “Nakakalungkot dahil kahit panahon ng Kapaskuhan ay walang pinalalampas ang mga scammer na ito. Mag-ingat po tayong lahat (It is saddening that because it is the Christmas season, these scammers will not miss any opportunity. Please be careful).”

By the time you are reading this, you must have noticed the sudden number of bazaars and local community events that happened around since October. Maynilad officially distributing “New Water” in two barangays in Parañaque City

Months after the launch of their “New Water” project, water concessionaire Maynilad has finally started the distribution of the said water in two barangays within the City of Parañaque according to the company’s official announcement.

West Zone concessionaire Maynilad Water Services, Inc. (Maynilad) recently started the piped-in distribution of its New Water—or potable supply sourced from treated used water—to two barangays in Parañaque City following its receipt of a Conditional Operational Permit (COP) from the Department of Health (DOH) Metro Manila Center for Health Development.

The COP was issued by the DOH after New Water passed a series of tests that proved its adherence to the Philippine National Standards for Drinking Water (PNSDW) and squarely met the World Health Organization (WHO) guidelines on potable reuse. The permit is valid for 12 months, and will be changed to a permanent permit once Maynilad consistently meets all the conditions set in the COP on the supply of New Water within the period, under the strict monitoring of DOH. Prior to the COP issuance, New Water has already been given a Certificate of Potability by the Parañaque City Health Office.

Maynilad’s New Water is the first implementation of potable water reuse in the Philippines.

“The DOH’s issuance of a permit to commence piped-in distribution of New Water is a major milestone for the local water industry, as this is the first time that recycled water will be tapped as an alternative supply source to address water shortages,” said Maynilad President and CEO Ramoncito S. Fernandez, noting that the recycling of water for potable use is a practice that has been in place for decades in other countries, such as Singapore, Namibia, and parts of the United States.

Maynilad’s Php450-million “New Water Treatment Plant” gets the treated used water discharged by its Parañaque Water Reclamation Facility and converts it to drinkable water supply. The facility’s 10-MLD (million liters per day) output is blended with the supply produced by the company’s La Mesa Treatment Plants before conveyance to Barangays San Isidro and San Dionisio in Parañaque City.

Fernandez said that Maynilad is eyeing to construct four more “New Water Treatment Plants” by 2025, which will get treated used water from the company’s sewage treatment plants in Pasay, Muntinlupa, Parañaque, and Valenzuela.

I Love Israel: The enduring partnership of Israel and the Philippines discussed

Recently, the Manila Times had a virtual interview with Israel’s Ambassador to the Philippines Ilan Fluss. Content of that interview was published online by the newspaper and it sure contains lots of details about the strong ties between Israel and the Philippines.

To put things in perspective, posted below is an excerpt from the article of the Manila Times. Some parts in boldface…

The Manila Times (TMT): Could you give us an overview of Philippine-Israeli bilateral relations? What is the direction of our bilateral relations?

Ambassador Fluss: I would like first to say that I want to congratulate The Manila Times for its anniversary — 124 years is long, many years. So, congratulations.

Generally speaking, the relations are, I would say, very good and warm. Historically, we always remember 1928, the Philippines giving a safe haven to 1,300 Jewish refugees trying to escape Nazi rule where most countries, not all countries, closed the borders for refugees.

And the Philippines during the time of President [Manuel] Quezon showed the gesture of giving the message of helping those who are in need. And it is something that we appreciate very much.

And the second thing I would mention, which is very important to us historically, is 1947 when the Philippines voted in support of the establishment of the Jewish State of Israel, voted in the United Nations. This gives the foundation for the political foundation for the establishment of the State of Israel.

For this reason, until today, Filipinos do not need a visa to enter Israel and I think this is one of the reasons why we are seeing a really very good flow of people, movement of people between our two countries because it is easier with no visa.

Hopefully, when we see direct flights between our two countries, and I am very optimistic it will happen sometime next year, I think Manila-Tel Aviv will be a very busy line.

First of all, there is always a very good sense of people feeling very comfortable, very interested, very warm to each other I think it comes from similar values — the importance of family, value of family, value of charity, of helping each other, the community, I think these are the issues that we share between our societies, our two countries.

Today, we just had a JCM, the joint committee meeting, which is an annual political meeting between the Ministry of Foreign Affairs of Israel and the DFA (Department of Foreign Affairs) here. We did an overview of the relations.

And generally, things are going well between our two countries — friendly, warm, open discussions.

TMT: In terms of trade and commerce, are there new avenues that we can explore to further enhance our economic cooperation?

Ambassador Fluss: I’ll say my vision as the Israeli Ambassador to the Philippines is to create bridges of innovation and technology between our two countries, which means one side to transfer the knowledge, what we’re doing in Israel.

Because Israel is known as a global hub of innovation. I want to share this experience and to help the Philippines in creating its own system of innovation where you can have local innovation, entrepreneurship. And to support that, I’m working on both government-level and private sector, academia, and also introducing relevant Israeli technologies that can support the development process here in the Philippines.

In this regard, we had a delegation in the Philippines last week of companies in the agricultural sector who came to a big agricultural expo in Davao, which is the “food basket of the Philippines.” We participated there. I was there in Davao last week.

There is a lot of interest in Israeli technologies and this is also part of the vision and one of the main goals of the President (Ferdinand Marcos Jr.) is enhancing agricultural productivity and food security, and we are trying to support these efforts. The State of Israel is a leader in agriculture technologies.

So, for one side the economy and trade, so more business delegations. We are also looking at another delegation coming to the Philippines on the area of water. We are also planning to have an exhibition on Israeli innovation in the Philippines, which will be presented here. We have Israeli experts to talk about Israeli innovations.

During the pandemic two years ago, the Israeli Embassy expanded and we opened a trade and economic office in the embassy which shows Israel is now investing more in promoting the relations between our two countries in this sector.

Ambassador Fluss confirmed that Israel-Philippines ties are in a really good state not just diplomatically but also socially and economically. This past September, it has been confirmed that the State of Israel will assist farmers in the Ilocos Region by sharing their solutions to modern agriculture which should boost the local productivity. Ambassador Fluss visited the province of Ilocos Norte for the first time and met with the officials there.

Be thankful to the Lord as Israel-Philippines ties continue to grow stronger. As such, I encourage you all to not just read Manila Times’ interview with Ambassador Fluss but also pay close attention to the many details recorded in the interview so you can have a clear view about the state of Israel-Philippines relations. That interview is a blessing from our Lord. Keep on praying to Him to have the two nations rise high strongly and stand out among all nations of this very divided world we live in. Pray to Him that no enemy will ever succeed on opposing Israel and the Philippines. The evil ones will be exposed and will fall down in due time.

If you truly believe in Lord Jesus, the Holy Spirit and God the Heavenly Father wholeheartedly and you continue to be faithful (not religious), you should be aware that Christians are meant to stand united with Israel, love the Jewish people and pray for the peace of Jerusalem. Always be the fearless and aggressive church of Lord Jesus! Always stand in support of Israel! Israel-Philippines ties are essential!

Get ready for the “Build, Better, More” infrastructure program

If there is something highly significant done by the previous administration under former Philippine President Rodrigo Duterte that a lot of people will benefit from, it would be the “Build Build Build” infrastructure program which was designed to grow the economy, reduce poverty and solve congestion. This resulted in expansion and improvements through projects on roads, bridges, highways, airports and also water resources. For more on the impact of “Build Build Build”, click here and here.

Of course, the 6-year term of Duterte was ultimately insufficient to complete all the projects of the program (note: the incomplete ones are still continuing) and now we have a new leader with President Ferdinand “Bongbong” Marcos, Jr., who specifically mentioned infrastructure during his State of the Nation Address (SONA).

Yesterday, it was reported by the Manila Bulletin that a new infrastructure program under the Marcos administration has officially been announced as “Build, Better, More”. Other than the name, there are notable details listed which will give people a clear idea about what to expect about the continued development of Philippine infrastructure.

“Build, Better, More”–or BBM for short–is officially a program of the Marcos administration, and the executive branch is asking P1.196 trillion from Congress in order to fund it next year.

Department of Budget and Management (DBM) Secretary Amenah Pangandaman acknowledged during a press conference with House reporters Monday, Aug. 22 that the BBM program was an “expansion” of the previous Duterte administration’s “Build, Build, Build” infrastructure modernization initiative.

BBM is also the initials of the incumbent President Ferdinand “Bongbong” Marcos Jr.

The BBM program was listed as a “spending priority” on the DBM’s briefer on the 2023 National Expenditure Program (NEP), which the agency submitted to the House of Representatives Monday.

A total of P1.196 trillion has been allocated for the government’s 2023 infrastructure programs,” read a statement from DBM, referring to the budget being sought from lawmakers.

“The Department of Public Works and Highways (DPWH) will receive [a] P718.4-[billion] budget in 2023, while the Department of Transportation will receive P167.1 [billion] in 2023–an increase by 120.4 percent for its P75.8-[billion] budget in 2022, which covers the augmented funding requirements for various foreign assisted railway projects,” it stated.

Pangandaman said during the presser that BBM includes “convergence programs with Department of Tourism, Department of Education, Department of Agriculture, and Department of Trade and Industry”.

“Related po doon sa Build, Better, More program natin (Related to our Build, Better, More program), which is an expansion of the Build, Build, Build program are programs po under the DOTr,” the DBM chief noted.

Among the major transportation infrastructure projects that will be implemented include the North-South Commuter Railway (costing P75.1 billion), Metro Manila Subway Project (P26.3 billion), and Light Rail Transit (LRT) Line 1 Cavite Extension Project (P2.7 billion).

Also linked to the BBM program are more specific infrastructure initiatives such as the Network Development Program (P140.4 billion), Asset Preservation Program (P88.5 billion), and Bridge Program (P38 billion).

Pangandaman said that the Network Development Program’s purpose is to “expand the connectivity and road systems across the country”. On the other hand, the Asset Preservation Program involves “maintenance, rehabilitation, and reconstruction”.

“We also have the Bridge Program po, [the] construction and maintenance and repair of bridges,” she added.

In his State of the Nation Address (SONA) last July 25, Marcos said, “The backbone of an economy is its infrastructure. The infrastructure program of the Duterte administration must not only continue but, whenever possible, be expanded. We shall confidently build on this firm foundation established by my predecessor. As it is in building an edifice, we must keep the momentum and aspire to Build Better More.”

The 2023 NEP, which is the precursor of the General Appropriations Bill (GAB) or proposed national budget, will be scrutinized first in the House of Representatives. It will eventually endorse to the Senate its GAB after they approve it on third and final reading.

Regardless of who is in-charge in the national government, I personally favor the widespread, massive development of infrastructure projects around the country. In my honest opinion, improved and expanded infrastructure will pave way for better economic growth covering vast sectors like industry, commerce, tourism, real estate, agriculture and more. The past Build, Build, Build and the new Build, Better, More are clearly more than just about solving traffic congestion. The Marcos administration now has the task of implementing the new infrastructure program which will not only improve infrastructure but also create new jobs.
