Chinese nationals arrested by NBI agents for credit card fraud and bribery

The National Bureau of Investigation (NBI) arrested seven Chinese nationals for credit card fraud and bribery as a result of separate operations that took place in two cities, according to a GMA Network news report. One of the operations happened in Parañaque City which for some reason remains a hot spot of crime involving Chinese nationals.

Seven Chinese citizens have been arrested for credit card fraud and bribing agents of the National Bureau of Investigation, the NBI said Tuesday.

According to the bureau, operatives of the NBI-Cybercrime Division arrested the seven foreigners, classified as a transnational organized crime (TOC) group, in separate operations in Parañaque and Quezon City on July 27.

This was after the NBI received multiple complaints against the foreigners, accusing them of vishing, smishing, phishing, click-baiting, pretexting, and whaling, which resulted in unauthorized or illegal access and eventual utilization of their credit card credentials without their knowledge.

The NBI said the group would cash out money through socially engineered credit card credentials from the accounts of their victims. It said the group would need a point-of-sale (POS) device to expedite cashing out.

During the operation, poseur-accomplices pretended to possess a POS device. They then agreed to meet for the scheme to materialize.

This led to the arrest of two Chinese citizens during an entrapment operation in Parañaque on July 27.

One of them attempted to bribe the operatives several times and offered P1.5 million for their release and the termination of the charges against them. The operatives pretended to agree to the offer and conducted another entrapment operation.

In the evening of the same day, two vehicles arrived at the parking lot of the NBI main office in Quezon City for the exchange.

The NBI said that after one Chinese-looking individual gave a bag of money, the operatives arrested him along with his cohorts inside the vehicles.

Authorities retrieved three handguns with a military-grade smoke grenade from the vehicle. The arrested individuals were unable to provide licenses and papers for the firearms.

North-South Commuter Railway (NSCR) promises Calamba-NCR-Pampanga travel by high-tech train in the future

If you are based south of Metro Manila and you intend to visit Pampanga without having to endure the stress of driving through vehicular traffic, then the high-tech train just might be the viable option as the North-South Commuter Railway (NSCR) promised quick travel in the future, according to a GMA Network News report.

The North-South Commuter Railway (NSCR) promises commuters from Buendia in Makati or Alabang, Muntinlupa to reach the Clark International Airport in Pampanga in less than an hour.

In Joseph Morong’s report in 24 Oras on Thursday, the high tech train system stretches from Calamba, Laguna to Clark, Pampanga.

The West Valenzuela-Clark segment of the North-South Commuter Railway (NSCR) will be the first to open and will operate in the first quarter of 2028, the Department of Transportation (DOTr) said.

The report said that the Balagtas Station in Bulacan is 95% complete and expected to be the first one to be completed. Meanwhile, the Clark Station beside Clark International Airport is 80% done.

But the whole project itself is just 40% done, as the DOTr is facing a challenge in the right of way particularly in the Valenzuela to Sucat, Paranaque segment.

“Dadaan po tayo sa Buendia, sa EDSA (It will pass through in Buendia and in EDSA) … and then we will have to relocate 13,000 informal settlers from Manila to Calamba,” said Transportation Undersecretary for Rails Jeremy Regino. Hence, the whole NSCR project is expected to be completed by 2031.

The NSCR system boasts 51 train sets that are similar to ones operating in Japan. The train line also promises 40 minutes of travel from Buendia to Alabang. Further, the DOTr said the fare for NSCR will be affordable.

Man arrested in Parañaque City for rape and robbery extortion

Recently in the city of Parañaque, the local police pulled off a successful entrapment operation resulting in the arrest of a man for rape and robbery extortion, according to a Manila Bulletin news report.

A call center agent was arrested by members of the Southern Police District Special Operations Unit (SPD-SOU) during an entrapment operation in Parañaque City, on Friday, July 19.

Authorities identified the suspect as alias Edward,25, he was arrested at around 1:30 a.m. at Annex 35, Parañaque City after a complaint of rape and robbery extortion was referred by Secretary of Interior and Local Government Benjamin “Benhur” Abalos.

According to the Police report, the victim, a 19-year-old female student met the suspect through an online dating application and after establishing several communications they agreed to meet.

The victim told the police that the suspect allegedly raped her and demanded a large amount of money in exchange for not posting her sensitive photographs on social media.

The SPD said that after receiving the report, they immediately conducted an entrapment operation in collaboration with the victim and her father which led to the arrest of the suspect.

Online sellers arrested in Parañaque City for qualified theft

Recently in the city of Parañaque, two individuals who engaged in selling online were arrested by the local police for qualified theft, according to a Manila Bulletin news report. It turns out that the suspects were found selling hair growth serum which were stolen from someone.

Two online sellers were arrested by members of the Parañaque City police for theft after they were found selling stolen hair growth serum on Tiktok last July 9.

Parañaque City police chief Col. Melvin Montante reported to the Southern Police District (SPD) the arrest of alias Zerimar, 29, manager and a resident of 8th Avenue, Caloocan City; and Raymark, 21, packer and a stay-in employee at Hosuku Inc. at a condominium located in Roxas Boulevard, Barangay Baclaran, Parañaque City.

Montante said the owner of Hosuku hair growth serum, alias Yuji, 29, a businessman and a resident of Ayala Alabang Village, Muntinlupa City, discovered that his hair growth serum product was being sold at a Tiktok account called “Parktikal” for a cheaper price and was registered under the name of alias Jerick, reportedly the common-law husband of Zerimar.

He said the victim inspected his warehouse located at Lot 5A Street, Agueda Queensway, Pascor Drive, Barangay Santo Nino, Parañaque City at around 5:35 p.m. and discovered one box of his product containing 300 pieces of 30ml bottles of the hair growth serum worth P105,000 at the locker of Zerimar.

The victim told the police that prior to the inspection of his warehouse, he also saw Raymark bring the box of stolen items inside the locker of Zerimar who was her cousin.

#1 Gus Abelgas Forensics features Antonio P. Antonio justice story – Last March, the surviving family of the late Antonio P. Antonio (APA) rejoiced when the Parañaque Regional Trial Court found suspect Nelson Antonio guilty of murdering his father (legal term: parricide) in 2013. It was a quest for justice that got fulfilled after more than a decade and along the way the family endured lots of challenges as they adjusted to life without their father (read my previous blog posts by clicking here and here). Recently, the local TV show Gus Abelgas Forensics produced an episode (note: Tagalog language) focused on the story of the late Antonio P. Antonio with special attention paid to the details of the investigation, the analysis of the evidence and information revealed by family members who were interviewed. #2 Critical Drinker’s videos about Apocalypse Now and Fitzcarraldo – Critical Drinker is one of the most notable and more engaging YouTubers when it comes to entertainment. Apart from doing reviews or commentaries about movies and shows, he has a series of videos that closely examine the troubled entertainment productions. Posted below are his videos about Apocalypse Now (which was filmed here in the Philippines) and Fitzarraldo (notorious for manually hauling a 320-ton steamship up a steep hill as well as cases of deaths and plane crashes).

#3 Ashleigh Burton’s reaction video of Air Force One – If you are a Harrison Ford fan who ended up being depressed over his work in Indiana Jones and the Dial of Destiny, then it is time to look back at the actor’s more exciting works from long ago apart from the Star Wars and Indiana Jones movies. Recently, YouTuber Ashleigh Burton released her reaction video of the 1997 blockbuster film Air Force One which had Ford play a brave and fighting US President. Her reaction video is entertaining to watch and you can see it below.

#4 Reggie Miller’s memorable play on May 25, 1998 – Way back in 1998 here in the Philippines, I saw live on cable TV Game 4 of the NBA Eastern Conference Finals series between the Chicago Bulls and the Indiana Pacers. I was rooting for the Pacers as my all-time favorite NBA legend Larry Bird was the coach and they had a very solid team with Reggie Miller, Rik Smits, Mark Jackson and others. The game is best remembered for Reggie Miller’s stunning 3-point shot which involved pushing Michael Jordan out of the way to get the ball. Not only that, Miller had a sprained left ankle to do it all. Take note that the Pacers was one of very few times to push Jordan and the Bulls into a full seven games in a best-of-seven series. Watch the video below and enjoy.

#5 X-Men: Apocalypse movie reaction videos – As X-Men: Days of Future Past was such a great film to watch, there was hope that follow-up X-Men movies starring James McAvoy, Michael Fassbender, Nicholas Hoult and Jennifer Lawrence will turn out great and offer moviegoers fine alternatives to the many superhero movies being released by Marvel Studios, Sony Pictures and Warner Bros. Then X-Men: Apocalypse was released in 2016 and I saw it on opening day inside a local IMAX cinema here in the Philippines. I left the cinema feeling entertained but the overall fun factor of the movie paled in comparison with its 2014 predecessor. #6 Top Hat Gaming Man’s Double Dragon history videos – Top Hat Gaming Man is an engaging YouTuber to follow when it comes to retro gaming. Among his many videos that examined the history of video games, he published videos focused on the Double Dragon game series which used to be wildly popular. Nine Chinese nationals arrested at Parañaque City Fishport

Recently in the city of Parañaque, nine Chinese nationals were arrested by immigration agents (supported by the Armed Forces of the Philippines) at the Parañaque City Fishport for illegally working onboard vessels, according to a Manila Bulletin news report.

Nine Chinese nationals suspected to be working illegally onboard vessels along Manila Bay were arrested last June 29 at the Paranaque City Fishport, the Bureau of Immigration (BI) said on Monday, July 1.

BI Commissioner Norman Tansingco said only five of those arrested have pre-arranged working visas petitioned by an engineering company in Pasay City.

Tansingco identifed them as Li Weilin, Liu Peng, Wang Yong, Huang Haibing, Gong Yuan Ju, Zhang Tao, Dai Guang Yuan, Li Jiang Yu, and Kang Tian De. Those with working visas were not identified.

He said they were arrested by BI operatives in coordination with the Armed Forces of the Philippines (AFP) while disembarking from three motorboats at the Paranaque City Fishport at around 4:30 a.m. on Saturday, June 29.

“This operation is a clear message that we will not tolerate foreign nationals abusing their stay in the country,” Tansingco said.

“We remain vigilant in our efforts to protect our borders and maintain order,” he assured.

Tansingco said: “We have reason to suspect that these individuals are engaging in illegal work in vessels along Manila Bay.”

He said the visas of five of them “limit their work to a company in Pasay City and nowhere else.”

He stressed that “foreign nationals with valid working visas, if found to be working in a different company, are violating the conditions of their stay.”

New hotel in Parañaque City inaugurated

Recently in the city of Parañaque, the newly opened Grand Westside Hotel located in Entertainment City was inaugurated with the presence of President Ferdinand “Bongbong” Marcos, Jr., who expressed confidence about its tourism and economic prospects, according to a Philippine News Agency (PNA) news article.

President Ferdinand R. Marcos Jr. on Saturday said the newly opened Grand Westside Hotel in Paranaque City, tagged the biggest hotel development in the country yet, would be a major economic and tourism boost.

During the inauguration of Megaworld’s Grand Westside Hotel, Marcos said the 19-story establishment with over 1,500 rooms would not only strengthen the government’s tourism campaign but would also generate more jobs and business opportunities for Filipinos.

Marcos said the hotel’s addition to Philippine tourism is particularly noteworthy in light of the sector’s “remarkable” growth, which contributed 8.6 percent to the country’s gross domestic product in 2023.

“Thanks to this hotel, we can do more. Not only can we accommodate the resurging number of local and international tourists coming to this side of Metro Manila, but we can also expect our Entertainment City to become better known and even more distinguished, elevating its status to more potential visitors in the coming years,” the President said in his speech.

Marcos disclosed that other developments from the real property giant are underway, including the 1,500-seater Grand Opera House also in Paranaque, more theaters and a gaming complex, among other things.

“With all these, we foresee not only the entry of more tourists but also the generation of more jobs, of new businesses and greater opportunity. In fact, [while] many have benefitted from the actual construction of these [properties], around 20,000 direct and indirect jobs will still be created throughout the operation of this hotel in the years to come,” he said.

The President said he is looking forward to Megaworld’s triumphs that will “undoubtedly contribute to the new Philippines, ang Bagong Pilipinas.”

The National Capital Region Police Office announced the arrest of a high-profile fugitive tagged by the Chinese government as an undesirable alien.

A composite team from the Fugitive Search Unit, Bureau Immigration and Deportation and the Parañaque City Police Station arrested Zhu Tingyun in Barangay Tambo, Parañaque City on Wednesday.

Zhu, 43, was a senior manager of an illegally established online gambling company in the Philippines, with an estimated income of CNY 30 billion from its illegal activities since 2016.

The suspect has been on the run since an outstanding warrant of arrest was issued against him by the Guangxi Cangwu Public Security Bureau on March 2, 2023 for operating a gambling house.

Ombudsman rejects Bamban mayor Alice Guo’s bid versus suspension order

The bid of the controversial and suspended Bamban mayor Alice Guo to lift the preventive suspension has officially been rejected by the Office of the Ombudsman, according to a GMA Network news report.

The Office of the Ombudsman has junked Bamban, Tarlac mayor Alice Guo’s bid to lift the six-month preventive suspension slapped against her over her alleged links to a raided Philippine Offshore Gaming Operator (POGO) in her jurisdiction.

The Ombudsman resolution dated June 21 said it is standing by its preliminary findings that there are sufficient grounds to hold that the evidence against Guo and the other respondents are strong.

Aside from Guo, also suspended by the Ombudsman were Bamban Business Permit and Licensing Office (BPLO) officer Edwin Campo and Municipal Legal Officer Adden Sigua.

The Ombudsman suspended the three in May to keep them from interfering in the investigation following the complaint filed by the Department of the Interior and Local Government (DILG), which is accusing them of committing grave misconduct, serious dishonesty, gross neglect of duty, and conduct prejudicial to the best interest of the service.

In its resolution signed by Ombudsman Samuel R. Martires, there is evidence that Guo has business interest in Baofu Land Development Inc., owner of the land where the raided POGO was located. It said this was shown by a Tarlac Electric Cooperative Inc Statement of Account dated March 8, 2024 under Guo’s name that was seized during the March 13, 2024 raid in the Baofu compound for alleged human trafficking and serious illegal detention.

The Ombudsman also cited documents showing that Baofu and the POGO, Zun Yuan, operated their respective businesses with permits processed by the BPLO and issued by Guo, as well as documents showing that Sigua knew and had prior acquaintances with Guo since he was the one who notarized each of the Deed of Absolute Sale covering the eight parcels of land that Guo bought that later on became the compound.

“This Office only deems it prudent to preventively suspend respondents Guo, Campo and Sigua given their undeniable hand in the operation of Baofu and Zun Yuan,” the Ombudsman said.

“After due consideration of the factual circumstances of the instant case, this Office finds no compelling reason to reconsider and lift the Order of preventive suspension of respondents Guo, Campo and Sigua while the case against them is pending adjudication,” it added.

5 Chinese nationals and a local driver arrested for alleged involvement in Parañaque City shooting incident

Recently in the city of Parañaque, a shooting incident took place which resulted in the arrests of five Chinese nationals and a local driver for their alleged involvement, according to a Manila Bulletin news report.

Five Chinese nationals and a Filipino who were allegedly involved in a shooting incident of two Chinese men in Parañaque City were arrested early morning of June 15.

The Southern Police District (SPD) said that based on the report submitted by Parañaque City police chief, Col. Melvin Monante, the suspects were identified as alias Peng, 43; alias Cheng, alias Deng, alias Tu, 42; alias Liu, 34, and alias Ken, a Filipino driver/body guard and a resident of Barangay San Isidro, Parañaque City.

The SPD said four other suspects remain at large and were identified as alias Yu, 32; and Bo, both Chinese nationals, alias Marlon and alias Tony, their Filipino drivers.

The police said the victims both named as alias Li, suffered gunshot wounds in the lower part of their bodies and were rushed to Ospital ng Parañaque for treatment.

Based on the investigation by the Parañaque City police, the incident happened at around 12:10 a.m. inside a residential building located along Roxas Boulevard, Parañaque City.

The police said residential building tenants immediately reported the incident to Parañaque police Tambo substation after hearing a burst of gunfire inside the victims’ unit.

It was learned that based on the CCTV footage gathered by the police, the four men entered the unit of the victims and shot them allegedly due to an unpaid loan.

Witnesses said that after the hearing the burst of gunfire, six men came out of the unit of the victims. They found the victims bloodied due to gunshot wounds.

Members of the Parañaque city police conducted a backtracking investigation which led to the arrest of the six suspects.

The police said alias Peng and Deng were arrested in a hotel room in Pasay City while Cheng was arrested in Clark, Pampanga. The police recovered from them a .22 magnum revolver and .9mm pistol with ammunitions.

The two other Chinese men, alias Cheng and alias Liu, who were residing in the same building, were also arrested after the conduct of backtracking.

The Filipino suspect, Ken, was arrested at his residence. Recovered from him were a .9mm pistol, extra magazine, cellular phone, and a motorcycle. He was previously arrested for carnapping and robbery

The police said the mastermind in the shooting incident, alias Bo, was previously arrested in December 2022 allegedly for his involvement in other criminal activities. The remaining suspects are now subjects of a manhunt operation.

It was learned that the suspects lend cash to casino players.
