As e-trikes become more involved in road hazards, traffic violations and accidents, regulation of them in Muntinlupa City proposed

Recently in the progressive City of Muntinlupa, electric tricycles (e-trikes) became a topic of concern for one member of the City Council, according to a Manila Bulletin news report. The City Councilor clarified that any regulation covering e-trikes will be discussed in a public hearing that will be conducted by the legislative body.

A member of the Muntinlupa City Council has proposed to regulate passenger e-trikes (electric tricycles) amid the growing number of the vehicles plying the national road.

During the City Council’s regular session on Jan. 29, Councilor Ryan Bagatsing expressed concerns about the safety of e-trikes, which are currently not required to register with the Land Transportation Office (LTO).

He is also concerned that some e-trike users are not following traffic rules and overloading.

In an interview with Manila Bulletin, Bagatsing said the use of e-trikes should be regulated in Muntinlupa.

Bagatsing noted that road accidents have happened involving e-trikes. He is also concerned that in some cases, these electric vehicles are driven by minors.

He is proposing that all e-trikes should be registered with the city government to identify the owners, users and drivers.

“It’s the same thing with what we are doing with fishing boats. These have body numbers to identify the users. We really need to come up with some regulations,” he said.

Another issue is e-trikes using the national road in Muntinlupa. Currently, tricycles in Muntinlupa are banned from using the national road, a long stretch of road from Barangay Tunasan to Sucat.

Motorists have complained that e-trikes have become hazards on major roads in the country.

LTO considering mandatory registration of all types of e-bikes

Did you notice electronic/electric bikes (e-bikes) traveling a lot on major roads in cities and causing traffic congestion (due to slow speed and weak acceleration) or even road accidents? Was there an e-bike that sparked a fire in your residential community? Things might change a lot for owners/users of e-bikes as the Land Transportation Office (LTO) announced that it is considering mandatory registration of all e-bikes, according to a GMA Network news report.

The Land Transportation Office (LTO) is considering the mandatory registration of all kinds of electronic bikes or e-bikes, according to Katrina Son’s report on State of the Nation on Monday.

The report said this was due to the high number of accidents involving e-bikes.

From January to November last year, the Metropolitan Manila Development Authority (MMDA) recorded 556 accidents related to e-bikes in the National Capital Region (NCR).

At present, e-bike drivers are not required to have a license.

“Pag tumatakbo ‘yan ng less than 25 kilometers per hour, hindi kailangan i-rehistro sa (if the vehicle is running less than 25 kilometers per hour, you don’t have to register it with the) LTO although we’d like to deviate from that thinking,” said Assistant Secretary Vigor Mendoza, LTO chief.

“So we’re coming up with a proposal, regardless of the speed of the vehicle… kelangan rehistrado sa (it must be registered to the) LTO,” he added.

E-bikes are popular mode of transportation for both commuters and delivery riders for practical reasons.

Two Chinese nationals and local cohorts arrested in Parañaque City for carnapping

Recently in the city of Parañaque, two Chinese nationals and their local cohorts were arrested for allegedly committing carnapping, according to a Manila Bulletin news report.

A Filipino businesswoman, her cohort and two Chinese men were arrested for alleged carnapping on Sunday, Nov. 12, in Parañaque City.

According to the Southern Police District (SPD), the suspects were identified as “Krizzia,” 27, businesswoman; “Leavida,” 28; “Xing,” 32, businessman, and “Huang,” 39.

The suspects were arrested at around 11:40 p.m. at Casiana Residences in Barangay Tambo, Parañaque City.

The report showed that the suspects were spotted by the condominium’s officer-in-charge (OIC) on board a stolen vehicle, a black BMW X-3, which was reported missing on Nov. 2.

The condominium OIC immediately flagged down the vehicle and called for police assistance, leading to their arrest.

They were brought to the police custodial facility for detention.

#2 Forza Motorsport (2023)

The much awaited big-budget simulation racing game Forza Motorsport (2023) is coming out on Xbox Series X, Xbox Series S, Windows PC plus Xbox Game Pass and PC Game Pass within a few days from now for its general release. The big-budget Xbox-exclusive racing game is actually available via early access to those who paid extra for the privilege via the Premium Edition. As with tradition, gaming media outlets produced several video previews and updates of the game recently as the release date came closer and here are the videos you must watch on YouTube. Already Forza Motorsport (2023) received acclaim from critics (click here, here, here and here). Take note that this is the first new Forza Motorsport video game since 2017.

#3 Stay away electric vehicles (EVs) as they could kill you

No matter what the Leftists and climate change extremists do, I personally reject electric vehicles (EVs) and the elimination of fossil fuel and the lessening of energy choices for consumers. No matter what flashy publicity and loud talking points were made, I am not convinced that electric vehicles are safe enough to use for daily travel. In fact, many EV makers don’t want you to know that when their vehicles spark into flames, the fire is much harder to put out and often requires a higher amount of water to do so. Why is that EVs spark and become major fire hazards on the street (and even burn down homes) can be realized in the videos below.

#4 Music video of New Life Music’s worship song Testimony

The music team of New Life Philippines released the official music video (note: backstage sessions specifically) of their newest worship song Testimony. Written by Nash Soliven, Camille Cuna, Erican Reyes, Timothy Mena, Charity Patricio, Josiah Patricio and Sam Mokamad, Testimony reflects the meaning of Revelation 19:10 in the Holy Bible and it was made to strengthen people’s faith in the Lord and believe He is still moving no matter how bad things are around us in this very divided world we live in. The song will remind you about having the testimony of our Lord and Savior Jesus. Watch the official music video by New Life Music below.

#5 Visit the Pool of Siloam in Israel

As some of you may have known by now, I went to Israel on a pilgrimage tour with my local church which was hosted by a very good Israeli strategic partner who ensured everything was in order. Among the many sites we visited in the Holy Land was the Pool of Siloam which was the very place where a blind man (born with blindness) got healed because he followed the instructions of our Lord and Savior Jesus without hesitation. Muntinlupa City Council committee wants to halt Skyway off-ramp project in Alabang

Recently in the progressive City of Muntinlupa, a committee under the Muntinlupa City Council wants to halt the construction of Skyway’s off-ramp project in Alabang citing a lack of permits and other factors, according to a Manila Bulletin news report.

A Muntinlupa City Council committee wants the Skyway management to stop its construction of an off-ramp widening project in the city due to lack of permits.

The project will result in narrowing of a portion of the West Service Road that will affect traffic flow.

The Committee on Engineering, Public Works and Infrastructure headed by Councilor Francis Ian Bagatsing submitted its recommendation to the City Council after conducting a public hearing on the “inquiry on the widening of Skyway resulting to narrowing of West Service Road.”

The project involves that ongoing widening of the Skyway off-ramp at Filinvest in Alabang towards the Alabang-Zapote Road that will narrow the existing West Service Road in the area.

In its report, the committee said the “narrowing of West Service Road southbound towards Filinvest Northgate is due to the additional exit tollbooth being constructed by the Skyway management.”

It said the portion of the West Service Road affected by the project will lose about 1.2 to 2 meters of “carriage way because of said expansion.”

“Residents, establishments and some stakeholders along West service road are not amenable to the said Skyway exit tollbooth expansion since this will result to a ‘funneling’ and will only result to traffic jam,” according to the report.

The City Engineering Office and Office of the City Building Office said the Skyway widening project did not apply for a permit, the committee added.

The committee recommended that “since the said construction project at the time of the hearing does not have any permits from the city, the Chair/Committee recommended for its stoppage.”

CAVITEX C5 Link Segment will reduce travel time by 10 minutes (Coastal Road to Sucat)

If you constantly travel between Cavite province and Parañaque City, then you will eventually benefit from improvements as the Manila-Cavite Expressway (CAVITEX) announced that the travel time between Sucat (Parañaque) and Coastal Road will be reduced by 10 minutes upon the expected 2024 (first quarter) completion of the CAVITEX C5 Link Segment, according to a Manila Bulletin news report.

The Manila-Cavite Expressway (Cavitex) announced that travel time going to Sucat, Parañaque from Coastal Road will be cut by 10 minutes once the Cavitex C5 Link Segment 2 is completed by the first quarter of 2024.

According to Cavitex Infrastructure Corporation (CIC) President and General Manager Raul Ignacio, the cut of 10 minutes travel time in going to Sucat, Parañaque from Coastal Road and vice versa will make travel more efficient and seamless for motorist and daily commuters.

Ignacio said that in preparation for the completion of the Cavitex C5 Link Segment 2 R1 Interchange, counter flow schemes will be implemented at the Parañaque Toll Plaza from September 14 to 25 from 10:00 p.m. to 4:00 a.m.

He said the scheme will be in effect from September 15-19 for Manila-bound traffic and September 19-25 for Cavite-bound traffic. To alleviate congestion, the CIC said it will also activate counter flow lanes as needed.

Ignacio also said the R-1 Interchange is a vital 1.9-kilometer segment (Segment 2) of the Cavitex C5 Link project, a 7.7-kilometer, 2×3 lane expressway set to connect Cavitex R1 to C5 Road in Taguig.

MCX acquired by Villar-led company for P3.8 billion

Have you been driving lately along the Muntinlupa-Cavite Expressway (MCX)? In case you missed the news, the MCX has officially been acquired by a company led by the influential Villar group for almost P4 billion, according to a Manila Standard news report.

Prime Asset Ventures Inc., a company led by the Villar Group, on Wednesday finalized the acquisition of the four-kilometer Muntinlupa-Cavite Expressway from Ayala Corp. for P3.8 billion.

PAVI said in a statement it signed the implementing agreements for the acquisition of MCX after the Department of Public Works and Highways in July approved the transfer of ownership of from Ayala Corp. to the Villar Group.

Vista Land chairman Manuel Villar Jr. and Ayala Corp. president and chief executive Cezar Consing attended the signing ceremony at Brittany Hotel in Bonifacio Global City, Taguig.

“This momentous event shows our resolve to provide our countrymen better services in the area of roads and toll ways. You’ll be surprised of the many wonderful things to come in Villar City,” Villar said.

MCX is a four-kilometer controlled-access toll road linking the southern part of Cavite to Muntinlupa. It is the first public-private partner project under the Aquino administration.

Ayala signed the 30-year concession agreement for the operation of MCX Expressway in 2012. It invested P2.2 billion for the project including a P902-million cash payment to the government.

Ayala announced in March 2022 it would sell its entire stake in MCX Project Company Inc., which holds the concession for the MCX to the Villar Group for P3.8 billion.

“Ayala developed MCX over a decade ago to connect Metro Manila to Imus, Dasmarinas and Bacoor in Cavite which were experiencing rapid growth. MCX succeeded in relieving traffic congestion and reducing the travel time between Metro Manila and Cavite. The sale of MCX represents another example of our recycling capital to benefit from opportunities in our core and emerging businesses,” Consing said.

The acquisition will further expand Villar Group investment portfolio which currently includes housing, retail, food, water, power, and utilities, to integrated resorts and entertainment.

Single ticketing system in NCR to be fully implemented this September

The single ticketing system in the National Capital Region (NCR) will start being fully implemented this September as announced recently by the Metropolitan Manila Development Authority (MMDA), according to a GMA Network news report. As of the same report, Muntinlupa, San Juan, Parañaque, Caloocan, Valenzuela and Quezon City are currently the only cities implementing the said ticketing system which itself was launched formally last May.

The full rollout of the single ticketing system in the National Capital Region (NCR) will start by September, Metropolitan Manila Development Authority (MMDA) chairperson Romando Artessaid Wednesday.

“With the delivery nitong mga servers, handheld ticketing device, makakapag-roll out na tayo within this quarter, by September sa lahat ng local government units sa NCR,” he said at a press conference.

(With the delivery of these servers and handheld ticketing devices, we can do the rollout within this quarter by September in all local government units in the NCR.)

Artes said the few weeks delay in the delivery of some handheld ticketing devices did not affect the implementation of the program because its pilot operations are still undergoing some customization.

He made the statement after the turnover of 150 handheld ticketing device units to Valenzuela, San Juan, Caloocan, Parañaque, and Muntilupa. Each city received 30 units.

“Dagdagan pa po natin yan kung ilan yung kailangan ng LGU depende sa kanilang request (We will provide more depending on the need and request of the LGU),” Artes said.

The single ticketing system aims to establish a uniform policy on traffic violations and penalty system in Metro Manila.

It would cover Caloocan, Malabon, Navotas, Valenzuela, Quezon City, Marikina, Pasig, Taguig, Makati, Manila, Mandaluyong, San Juan, Pasay, Parañaque, Las Piñas, Muntinlupa, and Pateros.

The 20 traffic violations that will be imposed uniformly in the NCR are the following: Disregarding traffic signs, Illegal parking (attended and unattended), Number coding UVVRP, Truck ban, Light truck ban, Reckless Driving, Unregistered motor vehicle, Driving without license, Tricycle ban, Obstruction, Dress code for motorcycle, Overloading, Defective motorcycle accessories, Unauthorized modification, Arrogance/Discourteous conduct (driver), Loading and Unloading in Prohibited Zones, Illegal counterflow, Overspeeding.

According to the MMDA, the fines for these 20 violations range from P500 to P5,000.

The following special laws will also be implemented: Seat Belts Use Act of 1999, Child Safety in Motor Vehicles Act, Mandatory Use of Motorcycle Helmet Act, Children’s Safety on Motorcycle Act, Anti-Distracted Driving Act, Anti-Drunk and Drugged Driving Act.
