A Look Back at Harbinger #4 (1992)

Welcome back superhero enthusiasts, 1990s culture enthusiasts and comic book collectors! Today we go back to the early 1990s and explore a part of the Valiant Comics shared universe through the Harbinger monthly series.

In my previous retro review, Peter/Sting, Kris, Faith/Zephyr, Charlene/Flamingo and John/Torque travel to another city where they meet Ax, a computer specialist with Harbinger potential. This gradually sparks a chain events that lead to one wild outcome to another. Indeed, issue #3 was really fun and compelling to read.

With those details laid down, here is a look back at Harbinger #4, published in 1992 by Valiant Comics with a story written by Jim Shooter and drawn by David Lapham.

Early story

The story begins inside an alien facility on the moon. With her teammates unconscious and Ax suffering from the intense pain on his genitals, Flamingo finds herself alone facing a freakish cyborg and alien pawns. She only has her power of heat as her weapon and defense. Even though she got hurt, Flamingo manages to heat up a part of the floor near her which causes the freakish cyborg to fall down into an unexpected deep pit.

With not much time left, Flamingo manages to free Sting, Kris, Torque and Faith. Just before leaving for Earth, Sting decides to bring the traitorous Ax with them into the space ship. After some computer work done by Ax, the ship then shifts into auto-pilot mode going to Earth…

Quality

Kris got really close with Torque which causes tension between her and Sting.

The story here is remarkably written, believable and engaging to read. While the events in issues #2 and #3 had their respective wild turn of events, the story here literally grounded itself yet managed to deliver spectacle as well as a new conflict for the readers to focus on. Without spoiling the plot, I can say that Ax, the newcomer in issue #3, has a stronger presence in this comic book and you will get to see more of the impulsive and obsessive sides of his personality which leads to a new conflict (note: Sting and the team face-off with a worthy force of opposition).

The most attractive feature of the writing done by Jim Shooter for this comic book is characterization. Remember how the main characters in The Empire Strikes Back got developed a lot as a result of getting separated? You will some of that here and you will be delighted to see Faith, Kris, Flamingo and Torque return into their private lives which is a creative pay-off in relation to how much time they spent together in the previous issues. Along the way, you will feel their emotions and even relate with the changes they went through. Like a 1980s Hollywood movie about American teenagers, the story sheds light on the aspect of young adults wanting to be with each other as a result of them living with a false sense of maturity or independence. Remember when I mentioned that Peter and his team got away with committing crime in issue #2? Their complete disregard of guilt highlights their failure of taking responsibility of their actions.

If you are looking for superhero spectacle, you will find a good amount of that right here. You should read this comic book and find out why.

Conclusion

The traitorous Ax was even treated on the way home from the moon.

Harbinger #4 (1992) is another very solid read from the Shooter-Lapham team. This comic book literally grounded itself into Earth but still delivered a careful mix of plotting, character development and superhero action. At this stage, the team of Sting, Torque, Kris, Flamingo and Faith just keeps on persevering with their shared co-existence even though they have an uncertain future with the Harada organization still hunting them.

Overall, Harbinger #4 (1992) is highly recommended!

Better than Streaming: Red Dawn Collector’s Edition 4K Blu-ray coming out on August 16, 2022

Welcome back, fellow geeks, Blu-ray collectors and movie buffs! If you are sick and tired of the modern-day wokeness-filled garbage of Communist Hollywood (Commiewood) and if you are nostalgic about 1980s Hollywood cinema, then you should be interested to learn that the Red Dawn Collector’s Edition 4K Blu-ray will be released on August 16, 2022 and already pre-orders are being accepted online.

Red Dawn Collector’s Edition 4K Blu-ray is set for an August 16, 2022 release.

According to the Blu-ray.com page of the movie, Red Dawn 4K Blu-ray disc will have native 4K visuals and a brand new 4K restoration of the film from its original negative has been reported. For the newcomers reading this, Red Dawn is a 1984 action movie directed by John Milius that explores what would happen in America – specifically at a Colorado town surrounded by wilderness – once World War III breaks out and the nation gets invaded by the Soviet Union (Russians) and their South American Commies. A small group of teenagers manage to escape the invasion of their town and moved into the wilderness with limited supplies to survive with. As the Leftists impose order in the town, the group slowly organizes itself into a force of opposition with one objective: freedom.

This movie starred the late Patrick Swayze, Charlie Sheen, C. Thomas Howell, Lea Thompson and Jennifer Grey when they were much younger. As the 1980s had lots of Hollywood movies about teenagers presented in comedies and drama films, Red Dawn easily stands out among them all as it deals a very serious concept related to the Cold War back then. Its story is a powerful reminder that Communists and the Satanic Left are essentially evil.

Given the fact that America today has several millions of young people brainwashed by socialists in schools, the fact that Leftist terrorists groups like Black Lives Matter (BLM) and Antifa are tearing down American society, the fact that Hollywood has lots of Commies and SJWs among its members, the fact that gun owners’ rights are being attacked a lot by the Left, the fact that Democrats prioritize illegal immigrants over American citizens, and the fact that lots of politicians abuse their governmental powers to emphasize socialism, Communism, Marxism and other wicked values on the people, Red Dawn of 1984 is still highly relevant. This is the movie that liberals and people poisoned with political correctness cannot tolerate. Watch out for Red Dawn Collector’s Edition 4K Blu-ray on August 16, 2022.

Electoral defeat of two Leftist partylist groups elated by NTF-ELCAC

If there is anything significant in the recent National and Local Elections that happened here in the Philippines, it is the fact that two notable partylist groups linked to Communist forces were defeated which unsurprisingly caught the attention of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), as reported recently through the Philippine News Agency (PNA). There are still a few more Leftist partylist groups that won and will be part of the next Congress.

To put things in perspective, posted below is the excerpt from the PNA report. Some parts in boldface…

The National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) is elated by the electoral loss of party-list groups linked to the Communist Party of the Philippines-New People’s Army-National Democratic Front (CPP-NPA-NDF).

In a press statement on Sunday, NTF ELCAC spokesperson for sectoral concerns and Communications Undersecretary Lorraine Badoy thanked Filipinos for not voting for Reds-linked party-list groups Bayan Muna and Anakpawis.

The expulsion, particularly of Bayan Muna, is of notable worth because for 21 years, they have formidably sat in Congress, garnering the allowable maximum seats, three–while using the immense powers of Congress to destroy our people and our country and wasting the precious time of our real Representatives in Congress with their filibustering and their constant obstruction of important legislative work meant to move our country forward and ease the burdens of the most marginalized among us,” Badoy said.

She said Bayan Muna is “on its way to extinction” with just a little over 200,000 votes compared to over a million in the 2019 elections.

We applaud the Filipino people for closing ranks behind our President, Chair of the NTF ELCAC, and heeding his call to defend and protect our country from these ruthless urban operatives of [CPP founder] Joma Sison/CPP-NPA-NDF by fully using the power of your vote. Truly, you understood so well that your vote is not only your right but your power. And you flexed it mightily,” she added.

According to Badoy, voting Reds-linked party-lists out of Congress is “the fiercest expression” of Filipinos’ love for the country by giving protection to the most helpless, such as children, indigenous peoples, and the poor.

She also thanked Filipinos for slashing in half the number of seats in the House of Representatives for what she described as “urban operatives of the CPP NPA NDF.”

From around 3 million votes they garnered in the 2019 elections, they could only manage a little over a million votes in this year’s elections,” she added.

However, Badoy said the NTF-ELCAC is “saddened” that other left-leaning party-list groups, such as Kabataan, registered an increase to half a million votes.

She blamed losing presidential candidate Vice President Leni Robredo’s collusion with the CPP-NPA-NDF as a factor in Kabataan’s three more years in Congress.

“We attribute these votes to the treachery of Leni Robredo who colluded with the CPP-NPA-NDF which have co-opted Robredo followers in the youth sector and are now being radicalized and targeted for recruitment into this communist terrorist organization,” she said.

Robredo’s camp has repeatedly dismissed these allegations as “red-tagging”.

Badoy said NTF-ELCAC work “is not done” because there are still three Reds-linked party-list groups in Congress — Kabataan, Alliance of Concerned Teachers, and Gabriela.

To be clear, the evil of Leftism has been present in Philippine Congress for a long time. As such, what happened in the last national-level election was a very welcome change and this is something to be thankful to the Lord for. What the Philippines and the rest of the world should follow are God the Heavenly Father, His Son Lord Jesus and the Holy Spirit. The next Philippine Congress will serve the people from mid-2022 until mid-2025. Knowing that, I urge you readers to pray for all the nation’s leaders as well as all the newly elected leaders (from the town/city councilors all the way up to incoming Philippine President Ferdinand “Bongbong” Marcos, Jr.) so that they will open their hearts to the Lord, seek His guiding light and follow His commands to truly take care of the nation and its people. I also urge you to pray for and support the NTF-ELCAC.

COVID-19 Crisis: Sputnik M vaccine for adolescents (aged 12 to 17) authorized for use in Kazakhstan

Here in the Philippines, the vaccination of minors specifically aged 12 to 17-years-old has been going on for some time now while the vaccination of younger minors aged 5 to 11-years-old is gradually increasing. My concern is that Pfizer’s flawed COVID-19 vaccine has been used mainly on minors aged 5 to 17 (for references, click here and here) as it has been proven that the said vaccine – which uses mRNA technology – provides patients very weak protection from the infectious Omicron variant. The other vaccine used for minors aged 12-17 is Moderna which happens to also be an mRNA vaccine. The more Pfizer vaccines is used in the country, the more concerning it becomes.

Over there in Kazakhstan, it has been announced officially that Sputnik M – a COVID-19 vaccine for patients aged 12 to 17-years-old – has been authorized by the nation’s Health Ministry for use on their adolescents.

The Russian Direct Investment Fund (RDIF, Russia’s sovereign wealth fund) today announced that the Ministry of Health of the Republic of Kazakhstan has authorized the use of Sputnik M Russian vaccine for adolescents aged 12-17.

Thus Kazakhstan has become the first country outside Russia to authorize the use of Sputnik M.

In contrast with some international producers offering their vaccines in the same dosage for both adults and adolescents, the Gamaleya Center has developed Sputnik M specifically for adolescents.

Sputnik M is a two-shot vaccine based on the same human adenoviral vectors platform, which is safe and has been widely studied for over 30 years. The only difference between Sputnik M and Sputnik V is a lower concentration of viral particles per dose: Sputnik M for adolescents has 5 times less concentration in comparison with the original Sputnik V in both shots.

Russian Ministry of Health registered Sputnik M on November 24, 2021 based on data from clinical trials confirming the high safety and immunogenicity profile of Sputnik M among adolescents. During the trials there were no serious adverse events registered following vaccination with Sputnik M. Current results are corresponding with those obtained during clinical trials and real-world data on Sputnik V after vaccinating adults.

Sputnik V has been authorized in 71 country with total population of over 4 billion people. It induces stronger and longer lasting immune response against COVID (including the Omicron variant) than many other vaccines, which is further strengthened by Sputnik Light booster. A unique comparative study[1] conducted at Lazzaro Spallanzani National Institute for Infectious Diseases in Italy by a team of 12 Italian and 9 Russian scientists has shown that Sputnik V vaccine demonstrates more than 2 times higher titers of virus neutralizing antibodies to Omicron (B.1.1.529) variant than 2 doses of Pfizer vaccine (2.1 times higher in total and 2.6 times higher 3 months after vaccination).

The study was conducted in the equal laboratory conditions on comparable sera samples from individuals vaccinated with Sputnik V and Pfizer with a similar level of IgG antibodies and virus neutralizing activity (VNA) against Wuhan variant. Sputnik V showed significantly smaller (2.6 times) reduction of virus neutralizing activity against Omicron as compared to reference Wuhan variant than Pfizer vaccine (8.1-fold reduction for Sputnik V in contrast to 21.4-fold reduction for Pfizer vaccine).

It should be remembered that a study in Italy confirmed that Sputnik V provides strong resistance against the Omicron variant and that is reassuring because Sputnik M is derived from Sputnik V. If only the government here in the Philippines would make the right decision to acquire more Sputnik vaccines and immunizing as many Filipinos with them. Right now, the Omicron variant does seem to be bothering Filipinos and in recent times the daily count of new COVID-19 infections nationwide has fallen down significantly.

COVID-19 Crisis: Senator Marcos says DOH should not dismiss parental consent with regards to the vaccination of children

If you are a parent, are you comfortable about the idea that the government will have authority over your kids so that they would be vaccinated for COVID-19? This is the hot issue that a lot of people have been thinking about as Philippine Senator Imee Marcos reacted to a memorandum issued by the Department of Health (DOH) that enables the government to dismiss parental consent related to the efforts of vaccinating minors, according to a Manila Bulletin report. It should be noted that the government just launched a new COVID-19 vaccination campaign aimed at kids aged 5 to 11-years-old.

To put things in perspective, posted below is the excerpt from the Manila Bulletin report. Some parts in boldface…

Senator Imee Marcos on Sunday said she is outraged at the Department of Health (DOH) for releasing a memorandum that enables the government to dismiss parental consent if a child is willing to be vaccinated.

Marcos reminded the DOH that the government should not and can’t usurp parental authority.

Government cannot usurp parental authority. Parents have the right to decide on the health and safety of their children,” Marcos said in a statement.

Marcos is referring to the controversial memorandum issued last January 24 stating that the government can act as “parens patriae” – Latin for parent of the nation – when a child wants to be vaccinated but parental consent is denied.

Stated on Page 6 of the memorandum stated that: “In case the parent/guardian refuses to give consent to the vaccination despite the desire and willingness of the minor child to have himself/herself vaccinated, or there are no Persons that may legally exercise parental authority over the child, the State may act as parens patriae and give the necessary consent. Therefore, the proper officer representing the State as parens patriae may sign the consent form. In this regard, the DSWD or its city/municipal counterparts shall serve as the proper office who shall represent the State.”

“The DOH has a lot of explaining to do. This isn’t the first time it committed a gaffe of such magnitude,” Marcos pointed out.

Last December 2021, the government announced it had bought some 15 million doses of the Pfizer vaccine to inoculate children 5 to 11 years old, but they were forced to move the start of the COVID-19 vaccination campaign for minors to Monday, due to logistical problems.

The senator said she hopes that the push to vaccinate children is “really for their sake and not for the sake of vaccine purchases already made.”

Senator Marcos pointed out that government cannot just usurp the authority of parents who themselves have rights to manage and decide on the health of their kids. Think about that carefully…government becoming the authority over the children and rolling over the parents? The government, which itself changes as a result of elections being held every few years, would be the parent or guardian of children on health matters?

Government on any level here in the Philippines is flawed, bureaucratic and cannot move efficiently. Governance itself could reflect the personality or mindset of the elected officials. Regardless, I should point out that no matter what kind of good intentions or grand plans elected officials have for the people, there will always be blunders that will cause inconvenience or even cause harm to the people. Look at the City of Parañaque where their Pfizer vaccine launch last May was so chaotic and heavily covered by the media. On the issue of dealing with their unvaccinated members of their constituents, Parañaque’s restrictions on the unvaccinated still remained in effect even though the quarantine level of control in Metro Manila was officially lowered into Alert Level 2.

On the issue of government rolling over the parents and having authority over their children, there already is resistance as a petition was filed at the Quezon City Regional Trial Court seeking the issuance of a temporary restraining order (TRO) versus the COVID-19 vaccination of minors aged 5 to 11-years-old. The people who filed the petition are parents and their case challenged the constitutionality of the DOH’s Memorandum No. 2022-0041. Clearly the DOH and its top officials have explaining to do.

COVID-19 Crisis: More than 9,600 children aged 5-11 y/o registered for vaccination in Muntinlupa City

As Muntinlupa City prepares for the vaccination rollout for children aged 5-11 years old, the City Government has recorded more than 9,600 children from the age group pre-registered in the city’s database.

At least 9,653 children aged 5-11 years old are pre-registered in Muntinlupa’s COVID-19 vaccination program as of January 30, according to the City Health Office (CHO). Of the total, 1,025 are from the pediatric A3 group, or those with co-morbidities, and 8,628 are from the rest of the pediatric population.

Muntinlupa CHO acting chief Dr. Juancho Bunyi said the city will have two (2) vaccination sites for the 5-11 years old: Laguerta Health Center in Brgy. Tunasan and Ospital ng Muntinlupa in Brgy. Alabang.

Bunyi noted that the target population for the age group is around 68,000. The local health officer also advised the public to wait for further advisory from the Muntinlupa City COVID-19 Vaccination Program (MunCoVac) for vaccination schedules.

As part of the Phase 1 implementation, the national government will be launching the pilot vaccination rollout for children aged 5-11 years old on February 4 in the following sites: Philippine Heart Center, Philippine Children’s Medical Center, National Children’s Hospital, Manila Zoo, SM North EDSA (Skydome), and Fil Oil Gym in San Juan City.

The Phase 2 of the rollout will include expansion in the NCR and other regions.

Last December 23, the Philippine Food and Drug Administration (FDA) has approved EUA for Pfizer-BioNTech’s COVID-19 vaccine for ages 5 to 11 years old.

Children aged 5-11 years old shall receive a 10 microgram/dose concentrate of Pfizer COVID-19 vaccine and the second dose shall be given three weeks after the first dose to complete the vaccination course.

Muntinlupa residents may be pre-registered online through the city’s COVID-19 vaccination registration system www.vaccine.muntinlupacity.gov.ph/muncovac. The public may choose the category “Pediatric A3 (5-11 yrs. old)” for those with co-morbidities and category “Pediatric/Rest of the Pediatric Population (5-11 yrs. old)” for well-child population or those without co-morbidities.

Meanwhile, for the 12-17 age group, the local government has inoculated at least 34,562 minors as of January 30. This translates to 62% of the age group’s target population.

Further, as of January 30, at least 474,309 doses of COVID-19 vaccine were administered in the city or 124% of the target. Of the total, 412,932 were fully vaccinated or 108% of the target. At least 66,353 received their booster shot.

To date, Muntinlupa City has 38,489 confirmed cases with 37,352 recoveries, 538 active cases, 599 reported deaths, 0 suspect case, and 252 probable cases.

COVID-19 Crisis: Las Piñas City online registration for vaccination of children aged 5 to 11 is ongoing

The City Government of Las Piñas announced that it has officially launched the online registration for minors aged 5 to 11-years-old for COVID-19 vaccination, according to a Manila Bulletin news report. In recent times, the total number of vaccination in the city surpassed 1.2 million. More on children aged 5 to 11, it was announced that more than 168,000 of them have registered as of Saturday.

The Las Pinas City government started the registration of children and students aged five to 11 on Saturday (Jan. 29).

Las Pinas City Mayor Imelda Aguilar encouraged parents of minors belonging to the said age group to register them at the city’s “Bakunahan sa Kabataan” for them to get protection against the COVID-19.

Aguilar told parents or guardians of five to 11 years old to visit and register their children at https://bit.ly/e-covid19reg.

She said in visiting the link for registration of vaccination of minors, parents and guardians will be asked to answer questions properly.

The mayor added once they received the confirmation, the registrants will get a text message of their schedule of vaccination and the vaccination site.

COVID-19 Crisis: Parañaque City issues new ordinance restricting the mobility of the unvaccinated

The City Government of Parañaque made it official to restrict the mobility of the people of the city who remain unvaccinated for COVID-19 by means of issuing a city ordinance or local law in relation to the Alert Level 3 status of Metro Manila, according to a Manila Bulletin news report. How will this affect the welfare of the people and the local businesses will be seen in the near future.

Paranaque City Mayor Edwin Olivarez signed Ordinance No. 1, Series of 2022, that regulates the movement of unvaccinated individuals in the city and provides penalties while Metro Manila is under Alert Level 3 until Jan. 31.

Olivarez said the city government now bans the entry of unvaccinated individuals to malls, restaurants, and public transportation under the ordinance which was passed and approved by the City Council. He said that unvaccinated persons must remain in their residences at all times, except when absolutely necessary.

The City Health Office (CHO) recorded a significant increase in active cases following the recent holiday celebrations. From one active case last December 24, it has since spiked to 548 active cases last January 17.

Olivarez said that based on the ordinance, all COVID-19 cases, including asymptomatic, mild, probable, suspected cases, and close contacts are mandated to undergo quarantine at home or in the city’s isolation facilities if requirements for home quarantine are not met as certified by the CHO.

He said unvaccinated individuals are prohibited in indoor and outdoor/al fresco dining in restaurants or other food establishments located anywhere in the city.

“They (unvaccinated persons) are also prohibited from leisure or social trips to malls, hotels, event venues, sports and country clubs, and similar facilities,” Olivarez said.

Concerned local establishments were encouraged to display near the entrance to their establishments a copy of the ordinance.

The ordinance penalizes individual violators with a fine of P 1,000 for the first offense, P3,000 for the second, and P5,000 for the third and subsequent offenses.

The above article ended stating that if a violator is found resisting or trying to escape from apprehending authorities, an additional maximum penalty will be imposed.

COVID-19 Crisis: Vaccination registration for patients aged 5 to 11 officially launched in Muntinlupa City

The COVID-19 situation is getting worse at the moment here in the Philippines and Metro Manila is literally the hot spot of new infections. As the City of Parañaque launched news rules targeting the unvaccinated people and the local businesses within their jurisdiction, the COVID-19 vaccine registration process for younger minors (aged 5 to 11) in the City of Muntinlupa was officially launched according to a Manila Bulletin news report.

The Muntinlupa City government launched the registration for COVID-19 vaccination of minors aged 5 to 11 years old.

Included in the registration are 5-to-11-year-olds with and without comorbidities. The registration was launched to make a master list of kids for vaccination while the city government is awaiting final guidelines from the Department of Health (DOH).

According to the Muntinlupa City Health Office (CHO), a total of 260 minors aged 5 to 11 have registered for vaccination to date.

Former Food and Drug Administration Director General Eric Domingo announced last Dec. 23 that the agency approved the Emergency Use Authorization (EUA) for the Pfizer-BioNTech vaccine to be used for 5 to 11-year-olds.

He said the National Task Force Against COVID-19 (NTF) and the Department of Health (DOH) were planning to roll out the vaccination of 5 to 11-year-olds as early as January but it would depend on the supply.

“It will depend if they have already ordered or if they have already secured [supply], already bought supplies for the vaccine for children and if they are ready to roll out. The plan is really as early as January,” he said.

According to Domingo, Pfizer applied for the EUA for 5 to 11 years old at the end of November, saying, “This vaccine is already being used in children in many countries such as the US, in Europe and in Canada and upon the review of the technical documents and the evaluation of the US FDA recommendations, our experts have found that data submitted is sufficient for the EUA approval.”

“It is reasonable to believe that the vaccine may be effective to prevent COVID-19 and the benefits of vaccination outweigh the known and potential risks.

The dosage that will be administered to minors aged 5 to 11 years old will be lower than those given to adults and 12 to 17 years old.

COVID-19 Crisis: More than 27,000 minors of Muntinlupa City vaccinated

Since the local vaccination program for minors (aged 12 to 17-years-old) of Muntinlupa City first started, the number has grown to over 27,000 minors locally according to a recent Manila Bulletin news report. That figure, accurate as of December 4, 2021, is almost half the total qualified local minors of the city.

According to the Muntinlupa COVID-19 Vaccination Program (MunCoVac), as of Dec. 4, a total of 27,161 minors received their first dose of the COVID-19 vaccine or 49 percent of the estimated population of 55,391 for the age group in the city.

Of the total, 10,899 minors are fully vaccinated, equivalent to 20 percent of the total population of 12-to-17-year-olds and 40 percent of those who got the first dose. The Muntinlupa City government started vaccinating minors aged 12 to 17 last Oct. 25.

A total of 41,727 minors have registered for vaccination with MunCoVac or 75 percent of the estimated population for the minor age group. Of the total, 2,721 or 6.5 percent have comorbidities and are classified as Pediatric A3, and 39,006 or 93.5 percent are without.

The country’s Food and Drug Administration (FDA) approved Pfizer-BioNTech and Moderna vaccines for use in people 12 years and above.

According to the Department of Health, the comorbidities eligible for the Pediatric A3 vaccination are medical complexity, genetic conditions, neurologic conditions, metabolic/endocrine diseases, cardiovascular diseases, obesity, HIV infection, tuberculosis, chronic respiratory diseases, renal disorders, hepatobiliary diseases and immunocompromised state due to disease or treatment.

Residents of Muntinlupa City who remain unregistered and unvaccinated should make a move to get registered by learning the ways to do it. Those who are prepared (with personal information available) and willing to go through online registration for the free vaccines in Muntinlupa are encouraged to click https://vaccine.muntinlupacity.gov.ph/muncovac/

Muntinlupa minors may register online through the city’s COVID-19 vaccination registration system at www.vaccine.muntinlupacity.gov.ph/muncovac and choose category “C – Rest of Population.”
