Meet Barangay BF Homes SK Chairperson Mariel Tumang

Barangay BF Homes Sangguniang Kabataan chairperson Mariel Tumang.

For much of the day on June 30, 2019, the Sangguniang Kabataan of Barangay BF Homes (BFSK) led by its chairperson Mariel Angela Tumang visited different developing communities of Barangay BF Homes in Parañaque City and implemented their special project called Waste Wise for Rice.

The project emphasized the trading in of Eco Bricks for kilograms of rice grain. According to chairperson Tumang, local community residents each hand over to them the Eco Brick(s) (plastic bottle containing wrappings of snack products) and in return the SK gives out a kilogram of rice grain. Tumang and her kagawads (youth councilors) Alma Galindo, Roselyn Regis, Jerry Dalmero, Kelly Haboc, Irene Juanico, Anne Gabrielle Corre, Stephanie Sebullen worked hard that day.

According to the Facebook page of the BFSK, the SK collected 900 Eco Bricks and they released over 900 kilograms of rice grain. The SK emphasized that their June 30 project was environment-friendly and a good provider of food for the residents. Here in the Philippines, rice is staple food.

Before that special project happened, I got to interview BFSK chairperson Tumang (who is also the Vice President of the Parañaque SK Federation) and here is my exclusive feature of her for you all.

Who is Mariel Tumang?

Mariel Angela Tumang was born in the late 1990s. She recently graduated at the University of Perpetual Help System DALTA with a BS in Accountancy. Her entry into the Sangguniang Kabataan of Barangay BF Homes came at a time when the SK got reformed. In short, she and her fellow councilors are pioneers for Barangay BF Homes under the new SK system.

To put things in perspective, the SK or youth council was a decades-old system in Philippine society that, from its 1975 beginning, developed a poor reputation. Critics called the SK a system that politicizes young people, a failure on implementing youth development programs, a breeding ground for corruption and the like. People who don’t believe in the SK stressed that young people are not ready for early public service and that they are better off focusing on their academics. Also it did not help under the original SK system that youth leaders who were not even of legal age (below 18) got to sign contracts between their council and other organizations.

In early 2016, Congress approved Republic Act Number 10742 which was called the Sangguniang Kabataan Reform Law. It saw some notable changes like raising the age of the council to 18-24 years-old (versus the previous 15-17) and implementing an anti-political dynasty rule.

This brings me back to Tumang and her kagawads.

In the summer of 2018, a team of youth candidates under the umbrella of former Barangay BF Homes chairperson Florencia “Beng” Amurao was formed and Tumang was the candidate for BFSK chairperson. As it was the first SK election in some years, as well as the first-ever election under the reformed SK system, there was hesitation along the way for Tumang.

“Actually, I did not want to join the election because for me, politics is dirty,” Tumang said. “My friends inspired me especially Tita Beng (Amurao). My mother worked for her previously. Tita Beng said she wanted me to be her group’s candidate for SK chairperson and I said that I was still studying and was unsure about the idea of running in the election. After some more talk, I got inspired a lot and decided to run.”

When I asked her if she had thought about uplifting the status of young people of the many communities of Barangay BF Homes as part of her decision to run, she confirmed that it was indeed her intention all along. She also had insight.

“Before entering the SK, I was a student leader and during my days at Masville National High School I was the SSG president. I also received an award for leadership of students when I graduated high school. I was also a Girl Scout and along the way we got trained with leadership skills and values. A lot of my friends told me I have leadership skills,” she said.

In the reformed SK election for Barangay BF Homes, Tumang and her teammates under the Team Amurao banner ran against their counterparts from the group of then Kagawad Paolo Marquez. As the competition between the two teams was intense, the campaigning was, unsurprisingly, very challenging.

“It was really hard for me personally for I was not really an outgoing person. I spent my time mostly at school and at home. We were somewhat known in Masville but not that much in other communities of the barangay,” Tumang recalled. “At the same time, I took summer classes along the way which was a requirement at school. I had to skip some classes just to campaign. When I was able to attend to both (campaign and class), there were days we went house-to-house campaigning in the morning, then I go school in the after and attend campaign meetings in the evening.”

All the pain, the lack of sleep and hard efforts to win the voters’ trust ultimately paid off for Tumang as she defeated her election rival Aira Besana (Team Marquez) for the BFSK chairperson post gathering a total 2,672 votes. The seven SK kagawad posts were split between Team Amurao and Team Marquez candidates.

“I was so glad and I cried when I learned that I won the SK chairperson position. My friends and family really supported me during the COMELEC counting of the votes. It was a nerve-wrecking experience and many of us, including my teammates, stayed at the Phase 1 gym for a very long time without any sleep,” she recalled.

Since taking office as chairperson of the Barangay BF Homes youth council on June 30, 2018, she and her councilors organized several projects and activities on developing youth of the local communities despite the fact that they lacked funds. Along the way, she and her councilors participated in some seminars and out-of-town activities related to youth development and leadership development. Of course, leading the BFSK made life more challenging for her since she was still finishing her studies.

“It’s really difficult,” Tumang remarked on balancing her personal life with academics and SK duty. “There were times I really cried because I could not manage my time. When we started, we lacked direction on what to do so I asked my mother for guidance since she served as a staffer of the barangay before.”

Tumang added that being a student and an elected youth leader forced her to make hard decisions when barangay matters conflicted with her academics. While missing out on class was costly, being absent from a youth council meeting or session would mean getting left behind on the latest developments.

On the aspect of legislation, Tumang serves as the presiding officer of the youth council. She coordinates with the SK secretary over the agenda for each session which is held only once a month. Already some resolutions have been approved by the BFSK most notably their budget which is in the millions of pesos.

As the reformed SK was so new, Tumang and her kagawads started without a real budget at all and had to depend on the barangay’s youth development fund. Along the way, they had to make hard adjustments by learning the processes, learning how to do proper reports, practice of ethics, and more.

As of this year, the BFSK is inching closer to completing the system for the receiving and releasing of funds that are needed to realize their youth development projects. Tumang and her team had visited the banks, coordinated with the barangay and secure several requirements. They were delayed somewhat because of an election ban related to the May 2019 national and local elections.

While there were lots of hassles and challenges, Tumang still is focused on serving the youth of Barangay BF Homes and with what the BFSK has achieved so far. She and her kagawads are striving to do much more to make progressive and positive impact on developing the local youth.

“The feeling is so pleasant whenever I see someone smile as a result of the projects we at the SK have accomplished,” she said with a smile.

Message to the Readers

“I wish to share to you all that the Sangguniang Kabataan is really a good thing because we can talk to youth who are naturally hesitant to communicate with older people or share their concerns. Young people are always struggling with some sort of personal or social problems of their own as they grow up. From peer pressure, to insecurity, mental problems and suicidal thoughts, the youth are struggling and they need help. We are willing to help them. Here in BF, we are very willing to help implement the very promising programs from Barangay BF Homes chairman Paolo Marquez designed for the youth. Problematic youth are very welcome to visit barangay hall for assistance and we are very willing to provide it. The BFSK is caring and we aim to develop local youth socially, academically and morally. With seminars, outreach and enlightening group discussions already done, the reformed SK system is truly about nurturing youth and it is no longer limited to organizing sports events.”

Nikko Huelgas Tops TRI-Factor Standard Distance Triathlon In Indonesia!

Nikko Huelgas Tops TRI-Factor Standard Distance Triathlon In Indonesia!

Nikko Huelgas, the 2-time Southeast Asian Games (SEA Games) gold medalist who resides in BF International, Las Piñas City, brought honor again to the Philippines by winning the championship in the Tri-Factor Indonesia Standard Distance triathlon event held this past Sunday (July 7) at the island of Belitung in Indonesia.

According to Huelgas, he completed the 1.5 Kilometer swim – 40 Km bike – 10 Km run event in an estimated time of 2 hours and 9 minutes. I state estimated because as of this writing, the complete and official results of the event have yet to be published.

For his victory, the BF International resident thanked his coaches and sponsors.

When I asked him through Viber about the experience of the race in Indonesia, Huelgas said that it was a relaxing one as it was held on the island (note: Belitung is located on the east coast of Sumatra) and he was mostly away from the competitors. This helped him lessen his social anxiety as well as the typical pre-race anxiety.

“It was a hot day but staying on the beach front made it manageable and stress-free. No problems happened whatsoever and no diet adjustments. It was able to do a great race that I’ve been longing for the past months,” Huelgas wrote.

When it comes to the quality of the competitors, he described them as not as big as the Asian Championships of triathlon and he was not there to actually win.

“I was there to deliver the best possible performance I can give, as a way for my comeback (in) triathlon,” he added.

With this latest triathlon victory now etched in history, I asked Huelgas what does he plan to achieve for the next six months. He stated that he has a lot of plans up until the end of December and that “things are looking very great” in relation to his most recent performance. He will be joining a race in Cebu very soon.

More notably, Huelgas hopes that his victory last Sunday will help him inch closer to qualify for a slot in the Philippine Team that will compete in the triathlon event of this year’s Southeast Asian Games (SEA Games). The said triathlon event will be held at the Subic Bay Freeport Zone which itself is very established as the nation’s main destination for triathlon events.

For the newcomers reading this, Nikko Huelgas won for the nation the gold medals in the triathlon events of the SEA Games of 2015 and 2017. In September 2017, I was with him when he visited Las Piñas City Hall where he met Mayor Imelda “Mel” Aguilar, the Vice Mayor and members of the City Council. I witnessed first hand how proud the City Government officials and personnel were to meet him knowing the fact that a fellow Las Piñero like him won great honors for the country.

With regards to the BF Homes community, Huelgas’ name was heard some people I encountered around. A few people living in the Parañaque City part of BF Homes – or specifically Barangay BF Homes – even wished that Huelgas was part of their barangay and city.

2-Year Alabang Hills Passing Thru Vehicular Stickers for Non-Resident Motorists Now Available!

The Alabang Hills Village Association, Inc. (AHVA) announced some more good news for motorists who travel around South Metro Manila. Since July 1, the 2-year Passing Thru Vehicular Stickers for Non-Residents has been made available for motorists and applications are being processed!

Over the counter at the AHVA office today, I was told that the 2-year sticker costs P2,400 each.

When asked as to why there is no indication of 1-year and 2-years on the application form for the Alabang Hills stickers, the AHVA official told me that each applicant who submits the filled-up form and requirements must mention verbally to them if he/she is applying for a 1-year (dated 2019-2020) or a 2-year (2019-2021) sticker.

Do not forget that you must secure an endorsement from your village’s homeowners association (HOA) for your application of AHVA stickers.

For clarifications and inquiries, it is best for you to call the association at phone numbers 850-8254, 850-9631 and fax number 850-7685. They can be reached by email at ahvainc08@yahoo.com

Apply now for the AHVA non-resident stickers while they are still available!

Loose Cats in Tahanan Village

For some time now, Tahanan Village in Parañaque City has several stray cats all around its areas as confirmed to me by Tahanan Homeowners Association, Inc. (THA) officials and personnel I talked with over the past few years.

I recently visited the village and inquired if they still have a stray cat population problem going on. It turns out they still do and I easily spotted stray cats just outside the clubhouse and near the open-air basketball court.

20190613_104614.jpg
With no customer sitting, this stray cat had the table’s top all to itself.

I managed to meet and talk with former THA president Augusto Tejada and he said that the population of loose cats is real and remains difficult to solve.

To put things in perspective, stray cats are those that entered the village and roamed around endlessly in search for food, for places to explore (including the households) and interact with other cats (whether pets or stray cats) with whom they could mate with and produce infants. These loose animals also produce waste by urinating or releasing their feces around. When desperate for food, they tend to forcibly tear open plastic garbage bags.

Tejada told me that the association has already advised its members (households) to refrain from feeding stray cats as it will only encourage them to come back for more and, even worse, take residence in the household knowing food is available.

He said that dealing with stray cats is very difficult to do. Firstly, those loose animals are really difficult to catch or entrap due to their speed and agility. Secondly, the cats are intelligent and the physical environment around the village provides them many means of escaping.

“The stray cats are smart and they are able to find ways to survive and find a place to live in which are also hard for people to reach. I remember finding such cats living on the gutters of roofs,” Tejada told me.

Adding further challenge to catching the loose cats are the many trees around the village which can be easily climbed fearlessly. The trees also provide access over the walls of homes.

With regards to solving the growth of the population of cats – both pets and stray cats – it has been suggested that the methods of spaying and neutering be done. Spaying and neutering are ways of sterilizing cats by means of performing a surgical procedure on the males (removing their testicles) and the females (removing their ovaries and uterus). The procedure is done by a professional animal veterinarian while the cat is sedated. Cats that are at least 6-months-old are eligible for the procedure.

I found online the Philippine Pet Birth Control Center Foundation (PPBCC) which offers spaying and neutering services. They charge P500 for each cat (and dog) for sterilization as of this writing.

Theoretically, residents can have their pet cats sterilized so that their household won’t be overwhelmed by the potential multiplication of cats.

Still, this brings back the problem of how village authorities and residents could catch the stray cats which remain very elusive. There is also the risk of being scratched by the said cats when they react to people catching them.

Another thing to consider here is to determine how to catch stray cats not only efficiently but also doing it without harming them as there are animal rights advocates around. Here in the Philippines, there is the organization called the Philippine Animal Welfare Society (PAWS) which advocates the prevention of animal cruelty through education, animal sheltering and advocacy.

It remains to be seen how the growing stray cat population problem will be solved in Tahanan Village.

Are you a resident living in village that has a growing population of stray cats? Are such animals bothering you? Do you wish to share something here at my website to help other readers? Please respond by commenting below.

My Observations: New Starbucks at Madison Galeries Coming Plus Fatmelts Diner’s Expansion at Pergola Mall

If there is anything notable about South Metro Manila, it is the fact that there is a “thin” border between the cities of Parañaque, Muntinlupa and Las Piñas in close proximity to Alabang-Zapote Road.

Look Concha Cruz Drive inside BF Homes subdivision. Part of it falls under Parañaque while the remaining part leading to Alabang-Zapote Road falls under Las Piñas City. Parallel to Concha Cruz Drive is Ramon Tirona street connecting Parañaque to Muntinlupa City through Alabang Hills Village.

Along the straight, long road that links Alabang Hills Village to the West Service Road is the nice looking, open-air mall called Madison Galeries which I occasionally visit. During my latest visit, I noticed something on the ground level…Manila’s Best Coffee is gone and in its place is the ongoing establishment of a new Starbucks Coffee branch.

20190521_120820.jpg
The upcoming Starbucks Coffee shop at Madison Galeries.

Not only that. I noticed the said Starbucks also took a lot more space of the mall. There was another commercial joint beside Manila’s Best Coffee that is no more and its space got consumed. This is a huge Starbucks coming and there is always that possibility that it will help Madison Galeries attract even more customers. Consumers coming from BF Homes who wish to visit Madison Galeries by car will need a passing-through car sticker from the Alabang Hills Village Association first. Otherwise they will have to travel the long way along Dr. A. Santos Avenue or Alabang-Zapote Road to make it to the mall through the West Service Road.

Speaking of new things, I also noticed a change going on at the ground floor level of the Pergola Mall in Barangay BF Homes, Parañaque City. Check the picture below.

20190521_230715.jpg
Fatmelts Diner is renovating and expanding at Pergola Mall.

Fatmelts Diner, a favorite food and beverage joint in the BF Homes community that has operated for many years now, is undergoing renovation and expansion. Similar to the upcoming Starbucks at Madison Galeries, the diner also consumed additional commercial space (not pictured) that was previously occupied by Di’ Mark’s Pizza.

I can only speculate that more space will mean more seats and tables for customers and more kitchen space and cooking equipment. How this will improve the quality of the food and service remains in question. Still this is something to look forward to once Fatmelts Diner reopens.

The thing about Pergola Mall and Madison Galeries is that, if you drive a car and you have the required car stickers (to pass through the villages), they are both reachable and you can enjoy what each place has to offer. This is one of the charms of South Metro Manila.

130 Patients Served With Free Services in BF Homes Medical Mission

130 Patients Served With Free Services in BF Homes Medical Mission

The Don Tomas Aguirre Senior Citizens Center bustled with activity on April 27, 2019 as the medical mission attracted several members of the local community who got served with free services. Present were the personnel of MedTek and the directors of the BFPE&BCI.

A medical mission titled Care to Share was held from 6AM to 3PM on April 27, 2019 at the Don Tomas Aguirre Senior Citizens Center along F. Cabarrus street, Barangay BF Homes, Parañaque City which attracted a total of one hundred and thirty patients.

A joint project of the BF Parañaque Entrepreneurs & Business Club, Inc. (BFPE&BCI) and services provider MedTek with the participation of the Senior Citizens Association of Barangay BF, Inc. (SCABBI), Care to Share saw 112 patients avail of laboratory testing (which includes blood extraction), 90 patients who had their urine checked, 75 patients who had a medical check-up (with medicine given afterwards) and 42 patients who had their eyes checked (with eyeglasses provided afterwards).

All the services were rendered for free. Apart from the members of SCABBI, there were other people from the local community who just walked in and were happily accepted by the organizers to avail of the services.

Services aside, the patients were given free meals, drinks and snacks provided by varied sponsors of the medical mission. The meals were provided by MedTek, BFPE&BCI, Mama Lou’s, Little Quiapo, Ms. Julie Dacanay and Flaming Wings (through a concerned senior citizen who expressed his generosity for the local community). As if that was not enough, brand new electric fans were raffled off to some very lucky winners among the patients which lifted up their spirits. A “Sorbetero” was contracted for the day by BFPE&BCI to provide ice cream to everyone.

Not only that, the patients were fortunate to meet Barangay BF Homes chairman Paolo Marquez who took time out from his busy schedule to observe the medical mission.

Maria (2nd from right) and the MedTek personnel and volunteers posed in a group picture, led by Medtek’s Dra. Bing Kawano.

“The medical mission is an endeavor of MedTek and BFPE&BCI proving their corporate social responsibility to our constituents. Of course, we in the barangay support them and we appreciate any endeavors that they plan to do in the future,” Marquez said in my interview with him.

For his part, SCABBI president Elpidio Padama stated that the number of patients exceeded the mark of 100 because of other senior citizens who made referrals. Several directors of SCABBI were present and were thankful to the organizers that many of their members got served for free.

Already a successful event, Care to Share undeniably gave back to the local community in Barangay BF Homes in partnership with MedTek headed by its President Mr. Seling Catral and BFPE&BCI. The business club, led by its incumbent President Don Munoz (Pergola Mall, Noah’s Place), truly made its presence felt as a highly credible and generous business association focused on the BF Homes communities.

My Observations: A Candidate’s Birthday Celebration Attended By Many Guests Including A Presidential Consultant

Last night (March 17, 2019) I attended the birthday party of former Barangay BF Homes kagawad Alfred Lazatin who is a candidate running for one of the eight seats in the City Council (for District 2) of Parañaque with the next local election happening this May. The party was held at the covered basketball court in BF NorthWest, Barangay BF Homes, Parañaque City, Philippines.

IMG_20190317_203247~2.jpg
Birthday celebrant and City Councilor candidate Alfred Lazatin watches as former City Mayor Jun Bernabe greets one of the many guests during the party in BF NorthWest on March 17.

Lazatin, who served his barangay for over a decade, is now 40-years-old. His wife Cielo is now serving the barangay as an incumbent kagawad.

As this year is an election year for both national and local levels, it is no surprise that the teammates of Lazatin with Team Bernabe-Marquez were also present mingling with the guests and greeting as many people as they could. This includes former Parañaque City Mayor Florencio”Jun” Bernabe (whose birthday party I wrote about), his running mate former Barangay BF Homes chairman Jeremy Marquez, former BF NorthWest president Anthony Vivero plus other teammates including those running for City Council seats of District 1.

The most notable guest present was Presidential Consultant Maria Fema T. Duterte who not only expressed support for Team Bernabe-Marquez (note: their team is allied with President Rodrigo Duterte) but also delivered a memorable speech concerning the future of Parañaque which in recent times deteriorated when it comes to competing with other cities on varied categories and is no longer in the list of the Top Ten Richest Cities of the Philippines.

IMG_20190317_203935~2.jpg
Members of Team Bernabe Marquez and Presidential Consultant Maria Fema T. Duterte (middle in between Jun Bernabe and Jeremy Marquez) do the Duterte Fist Bump for photographers.

“I met with Mayor (Jun Bernabe) at SM MOA not too long ago and I told him that he should return to power in the city (to improve it for the people),” Duterte said. “The team led by Bernabe and Jeremy Marquez is ready to serve the people of Parañaque for a brighter future. They can’t do it alone and that’s why your participation in the election is needed. The future of Parañaque is at stake.”

The speech ended with a strong applause from the many guests who were present.

The rest of the birthday party saw the guests enjoy the meals and drinks served. Some prizes were raffled off and the lucky winners were seen happy.

For your viewing pleasure, check out the other pictures from the party posted below.
