A Chinese national wanted in his home country for allegedly duping his victims of over $900,000 through fraudulent investment schemes was recently arrested in Parañaque City, the Bureau of Immigration said on Monday.
The BI’s Fugitive Search Unit collared the 36-year-old suspect during an operation along Aseana Avenue in Barangay Tambo in the evening of Sept. 29. Aside from being a fugitive, the suspect was also found to be an overstaying alien.
The Chinese national is wanted by the Jiutai District Court in Chang Chun City, Jilin Province, China, for illegal absorption of public deposits.
The suspect allegedly conspired with other Chinese nationals in defrauding 6.54 RMB (renminbi) or around $918,603 from 42 investors between 2016 and 2019 by enticing them to put their money in fraudulent investment schemes.
During the same operation, the BI agents also encountered another Chinese national, a 53-year-old man with active derogatory records and is facing a hold departure order from a Parañaque City court.
Both foreigners were taken into custody following booking and documentation procedures and will be turned over to the BI’s Warden Facility in Camp Bagong Diwa, Taguig City.

A Chinese national, who is allegedly linked to illegal drugs activities and human trafficking, has been arrested in Cavite by agents of the Bureau of Immigration Fugitive Search Unit (BIFSU).
BIFSU Chief Rendel Ryan Sy identified the suspect as Jin Tian, 26, who was arrested in his residence in General Trias City last July 15.
During the operation in coordination with the Philippine Drug Enforcement Agency (PDEA) and the Philippine Navy, two women allegedly held against their will were rescued, Sy said.
At the same time, Sy said that two other male Chinese nationals were arrested during the operation. They were identified as Sun Yong, 36, and Liu Zhiwei, 33. Sun was found by PDEA operatives to be in possession of a substance believed to be shabu and drug paraphernalia.
Sy also said that the three Chinese nationals were found to be overstaying aliens for failure to present any valid immigration documentation. Also, Jin was found to have two derogatory records for overstaying.

Malacañang has declared Feb. 13 a non-working holiday in Parañaque City in celebration of the city’s 27th Cityhood Anniversary.
Parañaque City Mayor Eric Olivarez said the declaration was made through Proclamation No. (792) to give city residents the opportunity to participate in and enjoy the celebration.
Olivarez said the city government prepared various activities, including medical services, from Jan. 27 to Feb. 15.
He said the cityhood anniversary kicked off with the presentation of candidates for the much-awaited search for “Gandang Mamita and Gwapitong Papito” on Monday, Jan. 27. The search for the “Ginoo and Binibining Parañaque” will be held on Feb. 4.

Recently in Parañaque City, agents of the National Bureau of Investigation (NBI) supported by representatives of theDigital Forensic Laboratory (DFL) arrested eight Chinese nationals suspected of involvement in online phishing, but one other suspect remains at large, according to a news article by the Philippine News Agency (PNA). Pieces of evidence were found at the site of the crime.

Eight Chinese nationals allegedly engaged in online phishing operations were arrested in Parañaque City, the National Bureau of Investigation announced on Wednesday.
In a news release, the NBI identified the arrested suspects as Xiao Li, Chuan Zi Gao, Ming Ru Li, Wen Shu Liu, Qui Shun Li, Cai Li Pan, Changfu Liu, and Zhang Zhen. A ninth suspect, Hwang Xiaobin, remains at large.
NBI Director Jaime Santiago said the suspects were engaged in investment fraud, crypto asset/currency scam, romance scam and identity theft through the use of social engineering and digital communication schemes.
Following surveillance on Jan. 14, a warrant to search, seize, and examine computer data (WSSECD) was granted by RTC Paranaque City against the group.
On Jan. 17, NBI operatives, together with representatives from the Digital Forensic Laboratory (DFL) implemented the WSSECD.
DFL representatives conducted an onsite examination on a laptop and a desktop found on the site and discovered transcript template of phishing and/or social engineering schemers used in obtaining sensitive information of another person.
Financial transactions of crypto currency scams were also found during the examination, the NBI said.

#4 A look back at Koudelka – During the late stage of the first PlayStation console’s life, Japanese role-playing games (JRPGs) became really popular with gamers in Europe and America. Back in 1999, the role-playing game Koudelka was released on PlayStation in Japan and an international release followed in 2000. That game did not achieve critical acclaim and was never a big seller. As many old-time gamers have forgotten about its existence, Koudelka’s production history is rather intriguing and surprising to discover.

George Romero was hired to make a Resident Evil motion picture – Back in the late 1990s when the Resident Evil game franchise really soared in popularity and became bankable for Capcom, a movie project was approved and the late George A. Romero (Night of the Living Dead, Dawn of the Dead, Creepshow) was hired to write and direct it. It should be noted that Capcom hired Romero to make the Resident Evil 2 commercial which became very popular and contributed to the game’s big success. Eventually, Romero’s drafts of the script got rejected and Constantin Film replaced him with Paul W. S. Anderson resulting in the 2002 Resident Evil movie.

The Bureau of Immigration has arrested a Chinese national wanted for kidnapping.
In a statement on Thursday, the BI said 37-year-old suspect Hu Yang was arrested in an operation with Chinese authorities in Barangay Tambo, Parañaque on Monday.
Hu Yang, alias Lin Zihao, was allegedly part of a kidnapping syndicate that tortured and kidnapped their victims.
He was tagged as a fugitive after he was declared wanted by the Public Security Bureau of Jinjiang City in China for kidnapping. His passport has already been revoked.
“His arrest is a significant step in our ongoing efforts to apprehend foreign criminals hiding in the Philippines. We will continue to work with our counterparts abroad to ensure that those who break the law are held accountable,” said BI Officer-in-Charge Commissioner Joel Anthony Viado.

There is no doubt that Philippine Offshore Gaming Operators (POGOs) added a lot to criminal activities and pain in the country which is why a national ban on them was declared. Still there is a lot to uncover with regards to the processing of records of people – both foreign and local – who worked for POGOs. Recently, law enforcers raided an office that turned out to be making fake passports and ID cards for POGO workers, according to a GMA Network news report. The suspects were arrested for falsifying public documents.

An office manufacturing fake documents like identification cards and passports was raided by the National Capital Region Police Office (NCRPO) in Sampaloc, Manila.
According to John Consulta’s report on “24 Oras,” it was also discovered that the group was making fake IDs and passports for Chinese and Filipinos who work for Philippine Offshore Gaming Operators (POGOs) in the country.
The location appears to be just a photocopying stall from the outside, but upon entering, the equipment and tools allegedly used to make fake IDs and documents were seen.
Pieces of evidence were recovered in the raid such as documents from the Philippine Statistics Authority (PSA), Land Transportation Office (LTO), drug tests with negative results, and agency IDs, all of which are fake.
Several Central Processing Units (CPU) of the computers were also recovered, where the files of the contractors who work at POGO are being kept.
According to the NCRPO, this started with the fake IDs and passports of the Chinese that they handed over to the scam hub in Parañaque last month.
“Medyo mahirap-hirap hanapin. Palipat-lipat sila. Ang transaction ay three different persons. We were able to arrest personalities involved in the forging, falsification at paggawa nitong items na ito, lalo na ang passport, identification card, and birth certificate,” said Police Major General Jose Melencio Nartatez Jr, NCRPO Regional Director.
(It’s a little hard to find. They move around. The transaction involves three different persons.)
Since the POGOs in the country are only valid until December, the NCRPO suspects that the Chinese are now busy making Philippine passports for them to stay in the Philippines.
“Ang kailangan nila during their travel, para undetected na maka-travel is to produce these kind of documents, lalo na ang passport,” said Nartatez.
(What they need during their travel, to be able to travel undetected is to produce these kinds of documents, especially the passport.)

Dismissed Bamban, Tarlac Mayor Alice Guo is back in the Philippines after being deported from Indonesia where she was arrested.
Escorted by top police and local government officials, Guo arrived from Jakarta on a private plane which landed at a private hangar at the NAIA .
Bureau of Immigration (BI) Commissioner Norman Tansingco confirmed the successful return of Guo to the Philippines.
“Guo arrived at Ninoy Aquino International Airport (NAIA) at approximately 1:30 AM on September 6 aboard a special government flight. Her return comes after a swift operation by Philippine immigration authorities in Jakarta, in coordination with their Indonesian counterparts,” according to the statement issued by bureau.
The BI said it immediately executed the mission order against Guo, Tansingco said, faces charges of undesirability and misrepresentation under Philippine immigration laws.
Interior and Local Government Secretary Benhur Abalos and Philippine National Police chief General Rommel Marbil on Thursday went to Indonesia for the turnover of custody of the former mayor from the Indonesian police.
In an earlier press briefing, PNP spokesperson Police Colonel Jean Fajardo said that Guo will undergo a medical check-up at Camp Crame upon arrival. She will be turned over to the Senate on Friday morning for the implementation of the upper chamber’s arrest warrant.

Guo was arrested by Indonesian authorities in Tangerang City, Indonesia at 1:30 a.m. on Wednesday.
The former mayor had cut her hair, which National Bureau of Investigation director Jaime Santiago believed was an attempt to conceal her identity.
Guo had asked Abalos for help over what she said were death threats against her.
In a video posted on Abalos’ Facebook of his meeting with Guo in Jakarta on Thursday afternoon, Guo was heard saying, “Sec, patulong. May death threat po kasi ako.”
Abalos entire reply was no longer heard but there was a portion in which he said, “Kaya nga kami kumuha ng private plane…”

The Bureau of Immigration (BI) said it has arrested a Chinese national wanted in Beijing for allegedly trafficking fellow Chinese to work for online gaming hubs in the Philippines.
The Chinese national was identified by BI Commissioner Norman Tansingco as Wang Chuancong, 35.
Wang was arrested last July 30 at a condominium along Roxas Boulevard in Parañaque City by BI’s Fugitive Search Unit operatives. Tansingco said the Chinese government informed the BI of the suspect’s presence in the country.
A detention warrant was issued against him in April 2024 by the municipal public security bureau in Jinjiang, China for human trafficking.
“We were told that he heads a syndicate that facilitates the illegal departure of Chinese nationals by forging documents to facilitate their outbound travel in China,” Tansingco said.
“This allows them to travel to different countries including the Philippines to work in online gaming hubs,” the BI commissioner added.
Wang was found to be an undocumented alien after his passport was canceled by the Chinese government.

Nine Chinese nationals suspected to be working illegally onboard vessels along Manila Bay were arrested last June 29 at the Paranaque City Fishport, the Bureau of Immigration (BI) said on Monday, July 1.
BI Commissioner Norman Tansingco said only five of those arrested have pre-arranged working visas petitioned by an engineering company in Pasay City.
Tansingco identifed them as Li Weilin, Liu Peng, Wang Yong, Huang Haibing, Gong Yuan Ju, Zhang Tao, Dai Guang Yuan, Li Jiang Yu, and Kang Tian De. Those with working visas were not identified.
He said they were arrested by BI operatives in coordination with the Armed Forces of the Philippines (AFP) while disembarking from three motorboats at the Paranaque City Fishport at around 4:30 a.m. on Saturday, June 29.
“This operation is a clear message that we will not tolerate foreign nationals abusing their stay in the country,” Tansingco said.
“We remain vigilant in our efforts to protect our borders and maintain order,” he assured.
Tansingco said: “We have reason to suspect that these individuals are engaging in illegal work in vessels along Manila Bay.”
He said the visas of five of them “limit their work to a company in Pasay City and nowhere else.”
He stressed that “foreign nationals with valid working visas, if found to be working in a different company, are violating the conditions of their stay.”
