Alabang Hills Village 2023-2024 Vehicular Sticker Program in effect, applications for non-resident stickers are accepted

Motorists who wish to avail of the newest edition of vehicular stickers (2023-2024) from the Alabang Hills Village Association (AHVA) are welcome to apply for them – online or offline – starting with the non-resident/pass thru stickers. For a general reference, posted below is the AHVA’s image with details about the program.

Dear AHV Neighbors,

This is to inform you that the AHVA Vehicle Sticker program for 2023-2024 will commence on Monday, May 15. Following is the schedule of the program by type of vehicle sticker:


Non-resident / Pass Thru: starting May 15

Commercial and Don Manolo Blvd (New Life Alabang, San Beda College Alabang): starting June 1

Resident (Homeowners, Lot Owners, Tenants) and Bicycle/Motorcycle: starting July 1.

For orderly and timely processing and as a Covid-19 safety precaution, applications for Sticker Processing & Issuance will need to be done by appointment. Here are the alternative approaches by which you could apply for a vehicle sticker(s):

Online Application

  1. Apply online via the AHVA website at https://alabanghillsvillage.com
  2. Click on the E-services tab and select “Vehicle Sticker”.
  3. Click on the vehicle sticker category that you are applying for. Please take note of the start dates by vehicle category. The online system for each category will go ‘live’ a few days before each of the indicated start dates.
  4. Download and print an application form and fill out as required.
  5. Follow the online instructions, ensuring you pick a Processing & Issuance day and time that will work best for you.

6.   You will see a Confirmation page after you successfully book an appointment. You will also receive a Confirmatory Email shortly thereafter.

Offline Application


A. AHVA Office Visit: If you cannot or have difficulty applying online, please drop by the AHVA Office during office hours and we will be happy to help you book an appointment. This facility will be available to both Seniors and non-Seniors.


B. Dropbox Submission: Alternatively, you can submit your vehicle sticker application form via dropbox. The Vehicle Sticker Application Form Dropbox will be located in the AHVA Office. Please allow our Sticker Processor a few days to call you to set up your appointment date and time.

You are required to wear a face mask and observe social distancing when you come to the Admin Office whether to apply for a sticker or to bring your vehicle for stickering.

Sticker FeesSticker fees will remain the same as last year’s except for the sticker fee for Don Manolo Blvd. An increase is needed to help the Association cover for increased maintenance expenses due to heavy wear and tear of this road.

The Muntinlupa City government will provide free breast ultrasound and mammography tests to endorsed patients and beneficiaries of the Kalingang Munti Action Center (KMAC), a one-stop shop for the public in availing frontline services.

The Muntinlupa City Council approved Resolution 2023-238 authorizing Mayor Ruffy Biazon to enter into a memorandum of agreement with the Medical Center Muntinlupa Inc., to provide free breast ultrasound and mammography tests.

“We definitely welcome this development as this enables the city government to address the problem of breast cancer head-on. By early detection, we hope to save many families from the heartbreak of losing mothers and women family members to an otherwise preventable disease,” said Biazon.

Under the agreement, the city government will shoulder the cost of the tests of patients and target beneficiaries identified by KMAC and verified by the Gender and Development (GAD) Office.

The Philippine Information Agency (PIA) awarded the city government of Las Piñas with a plaque of appreciation for hosting the first leg of the 2023 Pre-SONA (State of the Nation Address) caravan of President Ferdinand Marcos Jr. on May 10.

Chinese national shouts at police officers in Parañaque City, pokes replica gun at them and gets arrested

Recently in Parañaque City, police officers arrested a Chinese national who shouted at them and poked a replica gun at them, according to a Manila Bulletin news report. The incident happened at a police checkpoint in Barangay Tambo and the suspect drove a Volkswagen.

A Chinese man was arrested for brandishing his gun at policemen who were manning a checkpoint in Parañaque City on Tuesday, May 9.

Col. Renato Ocampo, city police chief, identified the suspect as Hao Lu, 28.

Based on the report submitted by Ocampo to the Southern Police District, Lu was arrested at around 1:40 a.m. along Bradco Avenue, Barangay Tambo.

Ocampo said members of the Tambo police Sub-Station were manning a checkpoint when they flagged down a white Volkswagen Sedan with plate number NCJ-4472 being driven by the suspect for security check.

He said the suspect shouted at the policemen and poked his .45 caliber pistol at them.

The city police chief said that during verification, the policemen found out that the gun was only a replica of a .45 caliber pistol.

Ocampo said the suspect also failed to show his driver’s license and documents to prove that he was the owner of the vehicle.

He said the replica gun was confiscated and the vehicle was impounded.

A sports utility vehicle allegedly being driven by a 15-year-old boy crashed and landed inside a convenience store in Parañaque City on May 6.

According to a police report, a certain Mr. Esplana was traversing along Armstrong Avenue in Barangay Moonwalk, Parañaque City and was about to park in front of the 7-11 convenience store.

Esplana reportedly lost control of the vehicle, crashed the facade of the convenience store, and ended up inside.

Reports showed that Barangay Moonwalk personnel immediately responded to the scene and brought the injured Esplana to the Parañaque Doctor’s Hospital for treatment.

The store manager identified as a certain Mr. Lacorte also suffered an injury and was brought to the E. Zarate Hospital for treatment.

Police said due to the accident, assorted merchandise, the aluminum glass door and walls, and store racks were damaged.

Over 40 foreign women rescued from illegal detention in Parañaque City

Recently in Parañaque City, local law enforcers rescued over forty foreign women who were illegally detained by seven foreign individuals, according to a Manila Bulletin news report. The suspects have since been charged for illegal detention as well as anti-trafficking.

Operatives of the Southern Police District (SPD) successfully rescued 43 Indonesian and Malaysian women who were illegally detained by seven suspects on Saturday, May 6, in Parañaque City.

According to SPD Director Brig. Gen. Kirby John Brion Kraft, among the rescued women, 40 were Indonesian and three were Malaysian.

Kraft identified the suspects as Ong Kok Siang, 31, a Malaysian national; Guo Jinxie, 32, Zhangxiao Feng, 34, Loi Shing-Hung (alias Jerry Wang and Lou Xing Hong), 31, all Chinese nationals; Michael Aodi, 28, Chalvin Nashua Abetnego, 24 and Joppy, 40, all Indonesian nationals.

The rescue operation was conducted at around 5:30 a.m. in a building in Barangay Tambo, Parañaque City.

Kraft said members of the District Special Operations Unit, Parañaque police substation 2 conducted the rescue operation after an official from the Protocol and Consular Affairs of the Republic of Indonesia coordinated with the police.

He said the rescued victims were immediately brought to the SPD District Special Operations Unit (DSOU) for documentation.

Chinese national arrested in Parañaque City for swindling

Recently in the city of Parañaque, a Chinese national swindled a fellow citizen of millions of Pesos and caused trouble inside a hotel (which has a casino) which eventually led to her arrest, according to a Manila Bulletin news report.

A Chinese woman was arrested allegedly for swindling a compatriot of P2,300,000 inside a hotel and casino on Monday, May 1,  in Parañaque City.

The Southern Police District (SPD) said the suspect, identified as Chen Yu alias Cheng Ye, 30, was arrested at around 5:10 a.m. in Okada Manila in Barangay Tambo, Parañaque City.

According to the police report, the suspect asked the victim, Zhao Zhimin, 27, to give her cash amounting to P2,300,000 in exchange for 290,000 RMB via online payment.

The suspect, after getting the money, allegedly refused to pay the victim and caused trouble by shouting at Zhimin.

The alerted security guard brought the victim and the suspect to the Parañaque City police Tambo substation for creating trouble inside the hotel and casino.

Muntinlupa City Government congratulates local resident for winning the nation’s first gold medal at the 32nd SEA Games

Recently the City Government of Muntinlupa congratulated a local resident who won for the Philippines its first gold medal of the ongoing 32nd Southeast Asian Games (SEA Games) in Cambodia, according to a Manila Bulletin news report. The name of the local resident is Kaila Napolis and she won the gold in the women’s jiu-jitsu event.

Vloggers responsible for Las Piñas City prank could face additional charges

The vloggers who have been charged already over the public prank in the form of a kidnapping in Las Piñas City in the presence of a police officer could face additional charges from the police, according to a Philippine Star news report. It also turns out that the said incident took place at Barangay BF International – CAA.

Police are eyeing more criminal charges against three vloggers who were responsible for a kidnapping prank in Las Piñas City recently.

Col. Jean Fajardo, spokesperson for the Philippine National Police, said the PNP Anti-Cybercrime Group is studying if additional complaints could be filed against the content creators behind Tukomi, which has 4.21 million subscribers on YouTube and 4.21 million followers on Facebook.

Fajardo said the vloggers uploaded a video of the kidnap prank on social media platforms, which generated thousands of comments from netizens.

The vloggers are facing complaints for alarm and scandal filed by the police Integrity Monitoring and Enforcement Group (IMEG) before the Las Piñas prosecutor’s office.

The respondents are Mark Lester San Rafael, Mark Hiroshi San Rafael and Eleazar Stephen Fuentes.

The vloggers staged a scene which showed men wearing black bonnets kidnapping a person in Barangay CAA-BF International.

Unknown to them, an off-duty police officer, S/Sgt. Ronnie Conmingo of the IMEG, was in front of a nearby store when the content creators staged the stunt.

51 apprehensions counted during the first two days of the single-ticketing system dry run Muntinlupa City

In the progressive city of Muntinlupa, the single-ticketing system covering the National Capital Region (NCR) started officially and over fifty apprehensions were made during the first two days of the implementation within the city, according to a Manila Bulletin news report.

A total of 51 apprehensions were recorded in the first two days of the implementation of the single-ticketing system for traffic violations in Muntinlupa.

Muntinlupa and six other local government units (LGUs) in Metro Manila launched the single-ticketing system on May 2.

According to the Muntinlupa Traffic Management Bureau (MTMB), the 51 traffic violators were apprehended on May 2 and 3. It said the implementation of the system in Muntinlupa was smooth.

On the first day, 39 apprehensions were recorded in Muntinlupa. These include 24 for not wearing helmets, seven for attended illegal parking, two unattended illegal parking and one for obstruction. Five others were apprehended for driving without license, no helmet, and arrogance.

The dry-run of the single-ticketing system will be from May 2 to 7, after which, there will be an evaluation, the MTMB added.

In March, the Muntinlupa City Council passed Ordinance 2023-055 adopting the Metro Manila Traffic Code of 2023 on the implementation of a single-ticketing system and harmonizing fines and penalties. It was signed by Mayor Ruffy Biazon.

MTMB chief Danidon Nolasco had earlier said a violator has 10 days to pay the traffic violation fine, after which, a surcharge of five percent daily will be imposed. If he fails to settle the fine, an alarm is sent to the Land Transportation Office (LTO).

Under the Muntinlupa ordinance, the following traffic rules and regulations and their corresponding penalties and/or fines will apply:

TRAFFIC VIOLATIONS  / FINES (1st Offense / 2nd Offense / 3rd Offense and Subsequent Offense

– Disregarding Traffic Sign – P1,000

– Illegal Parking Attended P1,000

– Illegal Parking Unattended – P2,000
