3-year-old girl dies after being hit and ran over by SUV in Parañaque City, victim’s companion hurt

Another hit-and-run tragedy took place recently in Parañaque City which resulted in the death of a 3-year-old girl who got hit by a sports utility vehicle (SUV), according to a news report by GMA Network. The victim’s companion got hurt as well. This report was published not so long after the reporting of the tragedy that took place in BF Homes in the same city.

To put things in perspective, posted below is an excerpt from the GMA Network news report. Some parts in boldface…

A three-year-old girl died after being run over by a sports utility vehicle (SUV) in Paranaque City.

The girl’s companion, another child, sustained wounds, according to a report by Jonathan Andal on the weekend edition of “24 Oras.”

The two kids reportedly went out of their house to look for the brother of the victim and were walking on the road when the SUV made a left turn and hit one of them.

Concerned citizens had to run after the SUV driver to stop him and told him about the incident.

“Sabi ko, ‘boss may nasagasaan kang bata, akin na yung susi mo.’ Eh ayaw ibigay.  Hindi ko nakita na may bata, ‘yun ang sabi niya,” John Bert Lopez said.

He continued, “Pero imposible na hindi nya nakita ‘yun, kasi andito pa lang sa humps dapat nakita nya ‘yun.”

The father of the child, Raymond Sampang, regretted going to work in a construction site that day.  As he had to be away, he said he asked his older sons, age 11 and 12, to look after their sister.

“Kung alam ko lang na mangyayari yun, hindi na sana ako nagtrabaho ng araw na ‘yun,” he said.

The victim’s mother has just returned home from her work abroad, but could not be with her family yet as she has yet to complete her quarantine.

Sampang said the 68-year-old SUV driver has not offered help to his family.

The driver, who was not allowed to be interviewed by GMA News, said he did not see the two kids on the road

For more insight, posted below is the news video of the same story. This one contains CCTV footage of the incident which is very disturbing to watch. You have been warned.

Let me end this piece by asking you readers: If you are a Parañaque City resident, what can you say about this latest crime-related news? Do you believe the claim that the driver of the SUV did not even see the two kids on the road?

SUV hits and runs over elderly street sweeper in Barangay BF Homes, Parañaque City; driver arrested

This past weekend, a very tragic event happened inside BF Homes subdivision in Parañaque City when a 63-year-old street sweeper got hit and ran over by a sports utility vehicle (SUV) at the corner of Elizalde street and Aguirre Avenue. The tragedy was captured entirely by CCTV camera and the footage has since turned viral online. Already, the major daily newspapers Philippine Daily Inquirer and the Philippine Star reported about the tragedy although they differed on the name of the apprehended driver responsible.

To put things in perspective, posted below is the excerpt from the Inquirer news report. Some parts in boldface…

A 63-year-old female street sweeper suffered severe injuries as she was hit by a sports utility vehicle (SUV) in Parañaque on Saturday, according to a report from the Parañaque City Police Station.

The woman was sweeping the street when an SUV hit, dragged, and ran over her at the corner of Elizalde Avenue (and) Aguirre Avenue in Barangay BF Homes.

This incident was caught on camera, with CCTV footage showing the driver hitting and running over the street sweeper even though she was on the side of the road.

The woman was immediately brought to the Ospital ng Paranaque and was later transferred to the Philippine General Hospital.

The suspect, identified as 42-year-old Raymond Maraña, was arrested and taken to the Traffic Vehicular Investigation Unit for investigation.

Police are now preparing a complaint of reckless imprudence resulting in serious physical injury against Maraña.

For more insight, posted below is the excerpt from the report of the Philippine Star. Some parts in boldface…

Police arrested a motorist who ran over and abandoned a street sweeper in Parañaque City yesterday, in an incident that was caught on video that has gone viral on social media.

The victim, 63-year-old Doreen Bacus, was collecting trash at the corner of Elizalde and Aguirre avenues in barangay BF Homes when she was hit by a white Mitsubishi Pajero sport utility vehicle (SUV) at around 7:30 a.m., Southern Police District director Brig. Gen. Kirby John Kraft said in a message on Viber.

Kraft identified the suspect as Raymond Zaparain, 42, a resident of Las Piñas City, who was arrested by policemen after the incident

Surveillance camera footage of the incident shared by a netizen showed Bacus was unaware of the oncoming SUV as she had her back to the vehicle.

Instead of stopping, Zaparain ran over the victim and fled the scene.

Concerned citizens rushed Bacus to the Ospital ng Parañaque. She was later transferred to the Philippine General Hospital in Manila for further treatment.

One of the witnesses, David Gamboa, confronted Zaparain about the incident.

“Ito lang sinabi niya (this was all he said), ‘I wasn’t aware,’” Gamboa said in a post on Facebook.

On the Barangay BF Homes Official Facebook group, Barangay BF Homes captain Paolo Marquez issued a statement and confirmed he personally knew the victim. Posted below is an excerpt and some parts are in boldface…

A street sweeper (CENRO) by the name of Doreen Bacus from Masville (i personally know and observe her at times na nagpapangabot kami sa kalye as masiyahin and super sipag) was a victim of hit and run by a male driver on a mitsubishi AUV. Fortunately there were witnesses that saw the accident, reported and chased the speeding vehicle towards lopez gate. The driver was apprehended by responding police, tanods and security guards and is currently detained at the Parañaque Traffic Management Bureau for investigation. We hope the driver is punished by the full extent of the law as this will set an example to others not to take the roads for granted. We don’t want any similar reckless incidents happening in our peaceful community.

We are very saddened by this incident. Nanay Doreen 63 years old is a regular street sweeper in our Barangay. She’s currently at PGH in critical conditon and being treated for major injuries sustained during the accident.

For those who wish to send their personal help, you may contact her daughter thru this number 09558524279 (Jade Bacus).

Finally, posted below is a Tagalog ABS-CBN news video about the incident. Watch and listen closely to the details.

Let me end this piece by asking you readers: If you are living in Parañaque City, what is your reaction to this the tragedy that happened inside BF Homes? Are hit-and-run incidents common in your city?

Panda Express now serving customers in Alabang

A few months ago, Panda Express Philippines made its presence in Muntinlupa City felt when they opened a branch at the Shell gas station on the southbound lane of the South Luzon Expressway (SLEX). Very recently, their presence got felt again as they opened a new branch in Alabang area and already they are attracting a lot of customers.

Panda Express’ newest branch is located at the corner of the Alabang-Zapote Road and Madrigal Avenue. The said branch is located right beside Jollibee and are part of the Molito Complex. The commercial space occupied by Panda Express Alabang (also referred to as Panda Express Madrigal) was a Chowking branch.

For the newcomers reading this, Panda Express started in Glendale, California in the United States in 1983 and expanded worldwide with over two thousand branches. Within South Metro Manila, Panda Express has a branch at Doña Soledad Avenue in Parañaque City and also one at the basement level of SM Southmall in Las Piñas City.

With regards to food, Panda Express’ most notable food is its Orange Chicken (note: chicken nuggets with a unique texture and taste). They also offer Black Pepper Steak, Mongolian Pork, Kung Pao Chicken, Beijing Beef, Broccoli Beef, Eggplant Tofu, Fried Rice, Chow Mein and Mixed Vegetables to name some.

The food for customers’ to choose from inside Panda Express.

If you will be visiting a Panda Express for the first time ever, you will have to adjust yourselves to the restaurant’s use of terms such as entrées and sides when you select the meals you want to eat. Don’t feel intimidated as the restaurant has personnel who will explain things to you and guide you.

Let me end this piece by asking you readers: If you are a Muntinlupa City resident, what is your reaction to this recent development? Are you excited to try out the food served by Panda Express now that they have a branch in Alabang? If you are an Alabang resident, do you think Panda Express has what it takes to compete and survive given the fact that the Alabang commercial areas are filled with lots of restaurants already? If you were able to eat at a Panda Express restaurant before, which particular meal did you enjoy the most from them?

Foreign fugitives arrested in Parañaque City

Two foreigners wanted by the International Criminal Police Organization (Interpol) for a transnational crime related to telecommunications were arrested by law enforcers in the city of Parañaque, according to a news article published by the Philippine News Agency (PNA). The Manila Bulletin also has its own report of the same development. The suspects are now under the custody of the Bureau of Immigration (BI).

To put things in perspective, posted below is the excerpt from the PNA news report. Some parts in boldface…

Police officers have arrested two South Korean nationals wanted for telecommunications fraud in their home country in Parañaque City.

In a statement Friday, Criminal Investigation and Detection Group (CIDG) chief Brig. Gen. Ronald Lee said suspects Juyeon Lee and Seungyeol Lim were arrested by members of the Anti-Transnational Crimes Unit and Intelligence Division of South Korea and the Bureau of Immigration (BI) agents in an operation at the BF Homes on Thursday night.

The suspects have a red notice from the International Criminal Police Organization (Interpol) for transnational crime.

Lee and Lim are members of a phone scam syndicate operating in the Philippines from 2015 to 2016 which preys on victims by posing as bank officials or sellers of a call center in Manila.

The suspects worked for the syndicate from February to July 2016 and were able to defraud a total of 2.8 billion Korean won (around PHP115 million) by performing the illegal activity.

Lee is an underboss of the “Majun Family” who operates voice phishing call centers in several luxury offices in Metro Manila defrauding a total of US$3.7 million (around PHP210 million) from 215 victims in just six months.

Currently, the syndicate has defrauded an approximate amount of US$21 million (around PHP1.1 billion) from its victims.

As to where the arrests happened, posted below is an excerpt from the Manila Bulletin news report. Some parts in boldface…

He said the suspects were nabbed by virtue of a “Red Notice” from the International Police Organization (INTERPOL) implemented by the CIDG’s Anti-Transnational Crimes Unit and Intelligence Division, Bureau of Immigration, and Korean Desk in BF Homes and MHFDS Village, respectively, at 6 p.m.

Let me end this piece by asking you readers: If you are living in Parañaque City, what is your reaction to this report? Do you think that Parañaque will remain a hot spot for foreign fugitives taking refuge far away from their country where they are wanted for crimes? Do you think that much work has to be done before the reported phone scam syndicate operating here in the Philippines will be fully stopped? Are you a victim of the suspects mentioned in the report?

New traffic measures inside Alabang Hills Village implemented

If you have been passing through Alabang Hills Village in Muntinlupa City very lately, you might have noticed some changes with regards to the flow of vehicular traffic, parking and other matters. This is because the Security Committee of the Alabang Hills Village Association (AHVA) implemented new traffic measures in anticipation of an increased volume of vehicles traveling along Don Manolo Boulevard (DMB) in connection to the beginning of classes at San Beda College. The AHVA announced this on August 14, 2022.

To begin with, look at the image sourced from AHVA below…

Take a close look at the details. (image sourced from AHVA)

To put things in perspective, posted below is an excerpt from the AHVA’s August 14 announcement. Some parts in boldface…

In anticipation of the high volume of vehicles that will be traversing along Don Manolo Boulevard (DMB) due to the opening of classes in San Beda on Monday, August 15 (Kinder, Nursery, Grades 1-12, from Aug 15 to 26; classes for all levels, Aug 29 onwards), the AHVA Security Committee will implement the following traffic scheme:

1. All openings/breaks along the center island DMB from the Alabang-Zapote gate up to the Rotunda will be cordoned off except for the opening/breaks infront of the New Life building where cars can make a U-turn.

2. Vehicles going to San Beda from the Alabang-Zapote gate must take the left lane to be able to turn left and enter the main gate of the SBC campus.

3. Vehicles exiting the San Beda campus will use the gate in the SBC chapel as per coordination with SBC security.

4. Vehicles from the Tirona gate going to San Beda must remain in the right lane.

5. Priority will be given to resident vehicles in the rotunda coming from Don Jesus Boulevard going towards Alabang-Zapote gate via DMB.

6. AHVA will deploy & post deputized security personnel and Brgy Tanod infront of SBC main gate, and AZ road traffic light respectively to ensure that the new traffic scheme is observed by all motorists.

7. Traffic enforcers from the Brgy. Cupang will man the traffic and ensure vehicles exiting DMB can pass along Alabang-Zapote with ease.

8. NO Parking Zone & NO Loading & Unloading along DMB will be strictly enforced.

9. Directional signages will be put up along DMB for information & guidance of everyone.

10. Security officer Jefferson Ragudos will be onsite and all SGs equipped with radioes for fast communication relay and body cameras in case of apprehension.

Above traffic management measures are made possible in coordination with San Beda Security Team and the Brgy. Cupang Traffic Enforcer group.

Kindly note that these traffic measures will be in effect from 6am to 6pm, beginning 15th of August and until such time wherein necessary changes are warranted.

Now that you have read the above details about the new traffic measures already implemented inside Alabang Hills Village, be mindful about how you drive along Don Manolo Boulevard which can get really congested due to school-related activities. There will be students, teachers and other workers who will be coming to the school and that translates into more private vehicles and village tricycles converging at the academic institution’s part of the boulevard. Also, be mindful of potential congestion at Alabang Hills village gates as there might be an increase of motorists driving vehicles that do not have valid DMB stickers or AHVA non-resident vehicular stickers. Such vehicles will be lining up at the lane for vehicles without stickers before entering.

To apply for a new DMB sticker (for those who need to visit New Life Alabang or San Beda College with access limited only to Don Manolo Boulevard) or a new AHVA non-resident sticker (1-year or 2-years), click https://alabanghillsvillage.com/sticker/

For inquiries about this new development, visit https://alabanghillsvillage.com/ or call them at 88508254. You can visit their office at 1 Don Jesus Boulevard inside Alabang Hills Village from Monday to Friday, 8AM to 5PM. Always remember to follow their rules and speed limits whenever you are in the village.

The new normal for bread from the local bakeries?

Have you been paying more for pandesal at your local bakery? In my experience, I love the pandesal of Mang Pandesal located along Tropical Avenue, BF International in Las Piñas City.  When I first visited them in 2019, they sold pieces of pandesal at P2 each. That is no longer the case anymore. Two days ago, I visited Mang Pandesal ang bought 20 pieces of pandesal at P2.50 each. That’s a total of P50.

Do the math, P2.50 is a notable increase of 25% over the previous price of P2 per pandesal which lasted for years at Mang Pandesal. While I still will buy pandesal from Mang Pandesal (note: they’re still the best in the BF Homes community), I am more conscious about how many pieces to buy each time I visit them.

Even as our country continues to struggle to recover from the COVID-19 crisis socially and economically, we have no choice but to face the new normal of bread from the local bakeries…a new normal of higher prices and/or smaller sizes of bread. There are both internal and external economic forces that have been affecting the many local bakeries around the Philippines. High fuel prices are just the tip of the iceberg, literally.

To put things in perspective, posted below is an excerpt from a recent Manila Bulletin article. Some parts in boldface…

Expect local bread to get smaller but become more expensive at the same time.

Albay 2nd district Rep. Joey Salceda made this rather depressing prediction as wheat, eggs, and sugar–all vital ingredients to breadmaking–have all shot up in price.

Salceda even has a clever word for it: “shrinkflation”.

“Bread will probably be the hardest hit by shrinkflation. Wheat prices have increased by 165 percent. At that point, breadmakers will probably both increase prices and shrink sizes,” the economist-solon said in a statement Sunday night, July 17.

Last March, Salceda warned of higher bread prices amid the Russia-Ukraine conflict, which affected the trade of wheat.

Egg prices are also threatening to go out of control. Sugar supply is already problematic, noted the Bicolano.

“What we are likely to see us shrinkflation. Goods getting smaller instead of higher prices,” he noted.

Salceda said that while the government continues to try to control price hikes and resolve supply issues, manufacturers and millers can “fortify their products with vitamins and minerals”.

“Nutrition should be part of Science for Change, which is the DOST’s (Department of Science and Technology) flagship program. This should be one of the most relevant and immediate applications.

“Secretary [Fortunato] dela Pena also asked millers and breadmakers to consider other alternatives and additives to maintain nutritional value without increasing prices or reducing sizes significantly…So, in the meantime, while we solve the structural issues affecting price and supply, we can adapt,” the lawmaker said.

Pieces of pandesal.

Meanwhile, the Malaya Business Insight recently published an article about the struggle of community bakers. Posted below is an excerpt of their article with some parts in boldface…

Community bakers have lost 20 percent of their members due to the twin effects of the pandemic and rising raw material prices.

Princess Lunar, director of the Asosasyon ng Panaderong Pilipino, told the Balitaan sa Maynila yesterday, the fair price of pandesal should be P4 per piece to maintain its quality but bakers continue to sell at P2 to P2.50  but the size has considerably shrank to 18 grams.

Lunar said at P4, pandesal size can be restored to 30 g.

While pandesal is not a regulated commodity, community bakers cannot increase their prices because of competition among themselves as well as with commercial and industrial bakers which have economies of scale.

She said the group plans to come up with variants of pandesal at a much  bigger size  enhanced with more nutritious ingredients from agricultural crops like potato, cassava and other starches. The group plans to sell this at P8 to P10 per piece.

The value-added product can help elevate the stature of the pandesal which Lunar has termed as the “pambansang tinapay.”

She appealed to government to assist the group in conducting trainings to improve further the quality of their breads especially pandesal and ensure its sustainability.

Lunar said prior to the pandemic, about 40 percent of the flour requirements for bread go to community bakers. This has since shrank to 19 percent.

Lunar said from P785 per bag, the price of flour has gone up to P1,000. Since January when the Russia-Ukraine crisis started, the price of flour has gone up by P100 to P150 per bag.

Let me end this piece by asking you readers: Have you been paying more for pandesal at your local bakery? Does each pandesal piece look smaller in terms of size and content in relation to what you paid for? Are you willing to pay P4 per piece of pandesal? Are there any bakeries in your local community that shut down recently? Apart from pandesal, what other types of bread do you buy from your local community bakery?

City Government provides water to Las Piñas City residents as water supply problems continue

Let’s get straight to the point here. Las Piñas City is one of many cities that are affected by water service interruptions of Maynilad which will last until the end of July. In relation to that, the City Government headed by Mayor Imelda Aguilar took action by providing water to its affected residents, according to a Manila Bulletin news report. For clarification, the affected residents are based in specific barangays of the city.

To put things in perspective, posted below is the excerpt from the Manila Bulletin news report. Some parts in boldface…

Las Piñas City Mayor Imelda Aguilar ordered the City Environment and Natural Resources Office (CENRO) to deploy two water trucks and deliver potable water to residents affected by Maynilad’s water service interruption.

Aguilar said the two water trucks will be going around in the first and second districts of the city to serve the affected residents.

She said Maynilad has announced that six communities in the city will experience water service interruption from 6 a.m. to 11 p.m. on July 16.

The mayor said the six barangays in the city identified by Maynilad are BF International/CAA, Daniel Fajardo, E. Aldana, Ilaya, Manuyo Dos, and Manuyo Uno.

Las Piñas is among five cities in Metro Manila that will experience water service interruption of up to 26 hours due to the emeregency leak repair activity along Pureza corner Abad Santos in Manila. The four other affected cities are Manila, Makati, Pasay, and Parañaque.

The above report ended stating that Maynilad customers in the city received text messages that the daily water interruption is set between 11AM and 10PM from July 16 to 31, 2022.

Let me end this piece by asking you readers: If you are a Las Piñas City resident, what is your reaction to this recent development? Does your household have consistent access to water? How many households there in your local community got affected by Maynilad’s water supply interruptions? Have you availed water provided by the City Government?

Alabang Hills Village Saturday Market (AHV Saturday Market) has returned

This past Saturday, I took the opportunity to visit Alabang Hills Village for the return of the AHV Saturday Market which was held at the Sports Pavilion. The Alabang Hills Village Association (AHVA) announced the Saturday market return on July 15 or just the day before it happened. Take note that the association also said that the AHV Saturday Market will be held every Saturday (from July 16 onwards unless otherwise advised) from 8:30 AM to 11:30 AM.

There, I saw two sellers catering to some customers who were carefully choosing from the variety of fresh vegetables, meat, seafood and fish on display. To support the vegetable seller, I bought green tomatoes. Those who missed out on last Saturday’s AHV Saturday Market, there will be another one this Saturday and so on.

In their official announcement, the AHVA stated that local residents may also join in to feature their home-cooked meals, fresh produce, novelty products and other items.

Residents who might be interested to join the AHV Saturday Market, to sell goods and make some additional money while also connecting with customers, are encouraged to call the AHVA’s administration office at landline numbers 88509631 or 88508254 local 106 and ask for Mark Granada. They can also visit the administration office from Monday to Friday, 8AM to 5PM, and Saturday from 8AM to 12PM.

Meanwhile, the AHVA is accepting and processing applications from non-resident motorists for their brand new vehicular stickers. Also, the new 2-year AHVA vehicular stickers for non-resident motorists are available and I finally got my 2-year AHVA sticker last week. In case you are wondering, the 2-year AHVA sticker for non-resident motorists is priced at P3,600.

For further inquiries, visit https://alabanghillsvillage.com/. To all the non-resident motorists who enter Alabang Hills Village, always remember to follow their rules and speed limits wherever you go. Be respectful to the village and the AHVA.
