Chinese nationals and one Filipino arrested in Parañaque City

As the nation struggles with the worsening COVID-19 crisis in relation to the local presence of the Omicron variant, a gang composed of five Chinese nationals and one Filipino got apprehended in  Parañaque City in connection to a kidnapping incident that happened recently according to a Philippine News Agency (PNA) report.

Five Chinese nationals and a Filipino were arrested for allegedly attempting to kidnap another Chinese in Parañaque City, the Southern Police District (SPD) reported Tuesday.

Based on the report submitted by the Parañaque City police, SPD Director, Brig. Gen. Jimili Macaraig, identified the suspects as Hu Yang, 34; Zhang Jie, 28; Cen Sha Lu, 28; Shen Fa, 27; Han Xun, 33; and Hazel Cotaco, 37.

Macaraeg said the rescue operation stemmed from information received by Parañaque City Police around 4 a.m. on January 3 that Shaomen Hu, a 25-year-old Chinese businessman, was forcibly taken by the suspects at Monarch Park Suites and held captive at an unknown place.

Around 11 a.m. of the same day, Jie Sun, the interpreter and witness of the victim, received messages from the suspects that the victim was kidnapped and asking for ransom amounting to PHP700,000.

Police, whom Sun sought assistance from, arranged an operation that resulted in the arrest of the suspects around 4 p.m. at a certain hotel along Bradco Avenue in Barangay Tambo.

Seized from Xun’s possession were one small heat sealed transparent plastic sachet containing shabu with estimated weight of 1.75 grams, one small plastic tube straw color white containing traces of shabu, one gray clutch bag and marked money amounting to PHP20,000.

The suspects will be charged with the violation of Article 267 (Kidnapping and Serious Illegal Detention) of the Revised Penal Code.

Even more fun and more compelling gaming experiences await gamers on Xbox in 2022

The high-profile FromSoftware RPG Elden Ring will be unleashed on February 25.

Tunic, a timed Xbox-exclusive game, will be released on March 16 and to this day it continues to get compared with The Legend of Zelda due to its design and art style. Die-hard players of Grand Theft Auto V who wish to replay the game and its multi-player features with the benefits of playing it on Xbox Series S or Xbox Series X will get something from Rockstar Games as the next-gen update for the game will be released sometime this March. For those who love crime-oriented open-world games that are not connected with the GTA franchise, there is the Saints Row reboot which has been delayed to August 2022.

Warhammer 40,000: Darktide, which promises to give gamers a lot of action and cooperative play to enjoy, shall be released on Xbox Series consoles, Windows PC and Xbox Game Pass sometime this year. Similarly, Square Enix’s sci-fi Japanese role-playing game (JRPG) Star Ocean The Divine Force will be released sometime this year. If the game will be released in the 3rd quarter or 4th quarter this year, then it is likely Square Enix will announce the release date at this year’s E3 convention. Still on JRPGs, Eiyuden Chronicle: Rising from developer Rabbit & Bear Studios and publisher 505 Games should be come out sometime this year on Xbox consoles, Windows PC and Xbox Game Pass. A final release date might be announced soon. Another notable video game that should be released sometime this year is Suicide Squad: Kill the Justice League which has the potential to be a big hit as it was made by the same developer behind the three most acclaimed Batman Arkham games.

When it comes to the more high-profile exclusive Xbox games set for release this year, Xbox fans as well as S.T.A.L.K.E.R. franchise fans should know that S.T.A.L.K.E.R. 2: Heart of Chernobyl will be released on December 8, 2022 on Xbox Series X, Xbox Series S and Windows PC. The game, which will also be released through Xbox Game Pass, promises to deliver a massive open-world for gamers to get lost in and experience lots of action mixed with horror elements. Redfall, another Xbox-exclusive made by Arkane Austin under Bethesda, should be released sometime in the 2nd quarter this year on Xbox Series X, Xbox Series S, Windows PC and Xbox Game Pass. Expect a pre-release showcase before or during the 2022 of E3.

What is widely considered to be the most anticipated Xbox-exclusive game of 2022 is Bethesda’s next big RPG Starfield which will be released on November 11 for Xbox Series X, Xbox Series S, Windows PC and Xbox Game Pass. This game’s production is being led by Todd Howard and he and his team at Bethesda Softworks are really challenging themselves to immerse gamers into a brand new, science fiction universe that will emphasize space travel, colonized planets, discovering the unexplored and getting involved in the uneasy peace between the major factions. It is inevitable that a major showing of Starfield should happen at E3 2022 or in an upcoming digital event of Team Xbox.

The above mix of games are just some of the many new games coming to Xbox this year. In fact, there is a possibility that Team Xbox could release some more Xbox-exclusive games this year such as the yet-to-be-showcased Forza Motorsport (note: the latest entry of the FM franchise Forza Motorsport 7 was released way back in 2017) for example. They could also announce new and even timed exclusive games coming through Xbox Game Pass within the year. As for other upcoming undated Xbox-exclusives like Senua’s Saga: Hellblade II and Contraband, I wish those games will be released this year.

Whatever lies ahead, expect 2022 to be more exciting than 2021 when it comes to Xbox games and experiences. There is nothing that Xbox haters and jealous fanboys could do to derail the Xbox machine and its strong momentum.

COVID-19 Crisis: Muntinlupa City Hall to require vaccination card or RT-PCR test from visitors

Following the consensus of Metro Manila mayors to impose restrictions regulating the movement of unvaccinated individuals, the City Government of Muntinlupa will be requiring vaccination card or RT-PCR negative test from the public who will visit City Government offices.

Muntinlupa City Administrator Engr. Allan Cachuela issued a memorandum ordering security personnel in Muntinlupa City Hall and other local government offices to require visitors to present their vaccination card or a negative RT-PCR (reverse transcription-polymerase chain reaction) test.

“Please be advised that everyone, including elected officials and department heads, entering the City Government of Muntinlupa (CGM) facilities must be required to present their Vaccination ID with proof that they are fully vaccinated (1st and 2nd dose) or they can present an RT –PCR  test result done within two (2) weeks,” the local memorandum states.

The cost of RT-PCR test will be charged at the expense of the visiting public.

Meanwhile, employees found in violation of the order will be administratively sanctioned in accordance with the CSC rules and regulations. The Muntinlupa City Council is set to pass an ordinance for the tightening of mobility restrictions for unvaccinated individuals.

Muntinlupa City Health Office (CHO) has recorded a significant increase in active cases following the celebration of the holidays and New Year’s Eve. From five (5) active cases last December 20, 2021, it has spiked to 295 active cases last January 3, 2021.

Muntinlupa CHO chief Dr. Juancho Bunyi urged the public to take extra caution and strictly follow the minimum public health protocols amid the increase in COVID-19 cases in the city. Bunyi also appealed to city residents to get vaccinated as protection from the adverse effects of the virus.

City residents may register online through the city’s COVID-19 vaccination registration system via www.vaccine.muntinlupacity.gov.ph/muncovac.

The local health officer earlier advised the strengthening of contact tracers and barangay health emergency response teams (BHERTs) and strict implementation of mandatory quarantine of COVID-19 positive individuals to isolation facilities.

Under City Ordinance 2020-106, all COVID-19 cases including asymptomatic, mild, probable, suspected cases, and close contacts are mandated to undergo quarantine at home or in the city’s isolation facilities if requirements for home quarantine are not met as certified by CHO.

As of January 3, Muntinlupa City has a total of 27,917 confirmed cases, 27,043 recoveries, 579 reported deaths, 1 suspect case, and 60 probable cases.

COVID-19 Crisis: Philippines should have more Sputnik vaccines to combat Omicron variant

While it is nice to know that my native Philippines has secured over two hundred million doses of COVID-19 vaccines and the vaccination operations around the country include the issuance of booster shots, I honestly believe that more Sputnik vaccines (Sputnik V, Sputnik Light and the upcoming new Sputnik vaccine designed with Omicron in mind) are needed in the country and more of them should be secured especially since the Omicron variant is infecting more people locally.

In 2021, the Philippines received millions of Sputnik V vaccines but too little of the single-dose Sputnik Light. Good thing that the Philippines will negotiate for more Sputnik Light vaccines because in recent news, Sputnik Light has been approved in Tunisia as a universal booster!

Moscow, December 29, 2021 – The Russian Direct Investment Fund (RDIF, Russia’s sovereign wealth fund) announces the approval of the Russian one-shot Sputnik Light vaccine against coronavirus as a universal booster shot by Tunisia’s Ministry of Health.

Sputnik Light is based on recombinant human adenovirus serotype number 26 (the first component of Sputnik V). A one-shot vaccination regimen of Sputnik Light provides for ease of administration and helps to increase efficacy and duration of other vaccines when used as a booster shot. Sputnik Light has already been authorized in more than 30 countries.

Clinical studies and the real-world data in many countries have demonstrated that Sputnik Light is a safe and effective vaccine when used both on a standalone basis and as a booster.

A study in Argentina on heterogeneous regimens combining Sputnik Light and vaccines produced by AstraZeneca, Sinopharm, Moderna and Cansino has demonstrated that Sputnik Light is an effective universal booster. Each “vaccine cocktail” combination with Sputnik Light provided higher antibody titer on 14th day after administering the second dose as compared to original homogenous (same vaccine as first and second dose) regimens of each of the vaccines.

A preliminary study of the Gamaleya Center has found Sputnik Light significantly increases virus neutralizing activity against Omicron based on sera 2-3 months after revaccination with 100% of individuals revaccinated with Sputnik Light as a booster having developed neutralizing antibodies against this variant. Sputnik Light booster is recommended to strengthen efficacy of vaccines against Omicron. Boosting by Sputnik Light can strengthen and lengthen the quickly waning efficacy of many vaccines in light of combined Delta and Omicron challenge.

Sputnik Light efficacy data:

  • Sputnik Light has been proven to be safe and highly effective by real-world vaccination data. In particular, data from the Ministry of Health of Buenos Aires (Argentina) has demonstrated standalone efficacy of Sputnik Light between 78.6-83.7% among the elderly (over 40,000 people of 60-79 years old), which is higher than that of many two-dose vaccines.
  • Findings by the Gamaleya Center based on data collected in Moscow have demonstrated Sputnik Light vaccine administered standalone has 70% efficacy against infection from the Delta variant of coronavirus during the first three months after vaccination. The vaccine is 75% effective among subjects under the age of 60. Sputnik V and Sputnik Light are based on a safe and effective human adenoviral vector platform and have not been associated with rare serious adverse events following vaccination, such as myocarditis or pericarditis.

Previously, it has been declared that Sputnik V and Sputnik Light are highly effective against the Omicron variant (referencing an article published in Vaccines medical journal and international real-world data from numerous countries) and Gamaleya itself conducted a preliminary study confirming the findings.

As for the Omicron variant situation here in the Philippines, Sputnik vaccines would be more crucial for public health especially since there are many Filipinos who have been vaccinated with the Sinovac vaccine which according to a recent study was found to be weaker versus Omicron. Once the Sinovac protection has faded away, there is the potential of a wave of new COVID-19 infections caused by the Omicron variant. Right now, we can only hope that the Philippines is negotiating with their counterparts in Russia to acquire many millions of new doses of Sputnik V, Sputnik Light and the upcoming new Sputnik (designed with Omicron in mind).

A Look Back at What If #51 (1993)

Welcome back, superhero enthusiasts, 1990s culture enthusiasts and comic book collectors! Today we revisit Marvel Comics’ What If monthly series through the 51st issue. Its subject matter was about the Punisher becoming Captain America.

For the newcomers reading this, the Punisher in comics started when Vietnam War veteran Frank Castle lost his family to a gang of criminals who attacked them. Being the only survivor, Castle became obsessed with punishing others by means of assassination and waging a personal war against criminals. Captain America, meanwhile, was serving his country along with his teammates in the Avengers. The story in this reviewed issue of What If diverges from the events told in Captain America #212.

With those details laid down, here is a look back at What If #51, published by Marvel Comics in 1993 with a story written by Simon Furman and drawn by Paris Cullins.

Early story

The story begins inside a military hospital deep beneath the Pentagon. Steve Rogers/Captain America was still recovering from his previous mission (told in Captain America #212) when Nick Fury and Falcon arrive. Steve tells Fury that there must be a Captain America again with someone strong to wear the flag.

Shortly after, top secret discussions about replacing Steve Rogers commence with a select committee at work and some representatives present. Due to the lack of real access to the original super soldier serum that enhanced Steve Rogers into becoming Captain America, it was announced that decorated Vietnam War hero Frank Castle was their pick to replace Rogers. Nick Fury expresses his reservation.

At a military camp, Frank Castle refuses to become Captain America expressing that he has served his country already through military operations and he barely has any time left for his wife, son and daughter. As far as he is concerned, his war is over…

Quality

The Punisher as the new Captain America!

On face value, the concept about the Punisher becoming the new Captain America is intriguing and that alone could lead to different outcomes. The story written by Simon Furman clearly shows what kind of Captain America Frank Castle would be. While he does not have the super human abilities of Steve Rogers, Castle’s intense drive to punish others makes his Captain America an effective weapon against not only America’s enemies but also the opposition that the Avengers themselves face. Of course, Castle’s obsession on punishing the opposition is not limited to his role as America’s iconic instrument as he still has a personal desire on bringing down America’s criminals.

The story tackles some of the ethics behind the role and symbolism that comes with being Captain America, and it shows certain elements that Frank Castle lacks when it comes to living up to his higher role. This comic book also serves as a reminder about how valuable it is for Americans, whether fictional or factual, to serve their nation and love it. In today’s era of unrelenting socialism, Communism, Marxism, Critical Race Theory (CRT), unrestrained political correctness, widespread diversity delusions and Leftist activism damaging America which in turn has Joe Biden as a President prioritizing socialism and illegal immigrants over his fellow Americans, this comic book carries a lot of weight about what it means to be an American who is ready to serve and love America. Its meaning will easily offend the social justice warriors (SJWs) in America.

Without spoiling the plot, I can say that the final encounter and conclusion were powerful and sentimental in a good way.

Conclusion

Frank Castle the pick to replace Steve Rogers as Captain America.

What If #51 (1993) could have been another issue that ended disappointingly. It is actually an engaging read and provides readers deep insight about what a Frank Castle Captain America would be like within the Marvel Comics universe of the 1990s. It’s got a good amount of action, several moments of intrigue and it shows a different type of Punisher (note: check out my other retro reviews involving the Punisher by clicking here, here and here) while still retaining some of his classic character background elements. The visuals and art style in this comic book could have been better.

If you are seriously planning to buy an existing hard copy of What If #51 (1993) be aware that as of this writing, MileHighComics.com shows that the near-mint copy of the regular edition costs $60 while the near-mint copy of the newsstand edition costs $180.

Overall, What If #51 (1993) is recommended.

COVID-19 Crisis: Metro Manila mayors approve resolution restricting unvaccinated people

The new year of 2022 is already challenging for the Philippines with the daily count of new COVID-19 infections averaging in the thousands the past few days. For the people who still remain unvaccinated, their movements within Metro Manila will be restricted as the mayors of the metropolis approved a new resolution and Metropolitan Manila Development Authority (MMDA) chairman Benhur Abalos confirmed it, according to a Manila Bulletin news report.

Metro Manila (mayors) have agreed to implement a lockdown on all the unvaccinated individuals in the metropolis as part of the measure to contain the spread of the coronavirus disease (COVID-19) amid the rising number of cases in the National Capital Region (NCR) in the past days.

Metropolitan Manila Development Authority (MMDA) Chairman Benhur Abalos said this was agreed in principle by all the 17 mayors of Metro Manila during the meeting help on Sunday and was embodied on the resolution approved by the Metro Manila Council.

The move is also aimed at protecting unvaccinated individuals, what with the report from the Department of Health that more or less 85 percent of severe cases of COVID it monitored in various hospitals are those who have not been inoculated against the deadly virus.

“This was what they agreed (during the meeting). Those unvaccinated, they shall remain at their residence at all times,” said Abalos in a press briefing on Monday morning, Jan. 3.

He said unvaccinated individuals would only be allowed to go out of their houses if they would buy essential goods like food, water or medicine or avail of essential services that are mostly relating to medical services, energy and work.

While unvaccinated individuals would not be deprived to do exercises, Abalos said their movement would be limited in areas near their homes like inside the subdivision, puroks or even within the barangay.

Abalos also emphasized that unvaccinated (individuals) will not be allowed to travel and even do leisure activities like going to the malls, tourist spots and other popular leisure areas and would be even allowed to dine both inside and outside any restaurants and other dining establishments.

“This is like implementing ECQ (Enhanced Community Quarantine which is the highest lockdown measures) but only for the unvaccinated. This is also for their own protection,” said Abalos.

How about unvaxxed workers?

Abalos explained that work-related activities are exempted from the restrictions that were approved by the Metro Manila mayors for the unvaccinated individuals.

The catch, however, is that unvaccinated workers have to undergo RT-PCR (reverse transcription-polymerase chain reaction which is the most accurate test for COVID-19) every two weeks and that they have to present them to their work places as a matter of policy that was ordered by the Inter-Agency Task Force on the Management of the Emerging Infectious Diseases (IATF-MEID).

Another problem for unvaccinated workers on this policy is that they are the ones who would shoulder the cost of the RT-PCR which costs ranges from P2,500 to P4,000 per test.

In the event that the RT-PCR result is not readily available as it takes time before the result is obtained, Abalos said unvaccinated workers must undergo antigen test, also at their expense.

Vax card as ‘passport’

During the briefing Abalos emphasized the importance of the vaccination card for those who want to move around Metro Manila and for those who want to enter the National Capital Region.

He said the vaccination cards served as the passports to all establishments–in compliance with the IATF order.

“So you need to carry vaccination cards at all times. And aside from vaccination card, the bearer should also have an identification to verify that he or she is indeed the person in the vaccination card,” said Abalos.

He, however, warned against availing fake vaccination cards, saying they would be punished by existing laws.

The same warning was given to establishment owners that would fail to implement the need to present vaccination cards for their clients and customers.

“We are expecting the malls and other establishments to adjust the protocols… So I appeal to the public to follow these rules as a way of cooperating with the government in the fight against COVID-19,” said Abalos.

Strict health standards and distancing protocols are implemented in the Renewal Hub which include sterilization and disinfection of submitted documents using UV box, body temperature check, installation of alcohol sprays, and monitoring by compliance officers.

A One-Stop Shop arrangement in the Business Permit Renewal Hub has been installed in the venue for the convenience of taxpayers.

Business taxpayers can pay using Debit Cards in the Renewal Hub. Mobile ATMs and a Closed Circuit Television System are also installed across the venue. Free shuttle service is provided for clients going to and from the venue with pick-up points located at Muntinlupa City Hall Quadrangle.

Further, business owners may renew their business permit online via the Business E-payment System (BESt) which can be accessed thru Muntinlupa City official website (www.muntinlupacity.gov.ph).

Muntinlupa BEST is an online platform which allows locators to accomplish business permit applications and transactions through any internet-enabled device.

Taxpayers can accomplish transactions including application for New Business Permit, Renewal of Business Permit, Application Status Inquiry, Billing and Payment, and Payment History.

Another option for business locators is an off-site channel via the Business Permit Application Self-Service (BPASS) kiosks located inside the city’s major malls.

Business permits may also be delivered by the City Government’s official courier service partner, Keridelivery Inc, to the doorstep of business owners.

Mayor Fresnedi extends his thanks to the business tax payers in doing their part for the recovery of the city and the local economy.

COVID-19 Crisis: Muntinlupa City to intensify its efforts in reaction to rising cases

The City Government of Muntinlupa announced that it will intensify its efforts on dealing with COVID-19 as the number of local cases went up sharply in recent times, according to a Manila Bulletin news report.

The Muntinlupa City government will intensify efforts as the number of active coronavirus disease (COVID-19) cases in the city reached more than 100.

Data from the Muntinlupa City Health Office (CHO) showed that as of Jan. 1, the active COVID-19 cases in the city rose to 131, an increase of 59 cases or by 82 percent compared to 72 active cases recorded on Dec. 31.

In the last seven days, Muntinlupa’s active cases rose from 20 to 131. The city government tallied 119 new COVID-19 cases from Dec. 26 to Jan. 1 from 27,623 confirmed cases on Dec. 26 to 27,742 on Jan. 1.

The Department of Health (DOH) reported 3,617 new COVID-19 cases in the whole country on Jan. 1, an increase of 656 new cases, or 22 percent, from 2,961 cases on Dec. 31.

According to Dr. Juancho Bunyi, head of the Muntinlupa CHO, the majority of new cases in the city are travelers who came from the provinces to attend family gatherings and people who returned to Muntinlupa.

Bgy. Ayala Alabang, which has jurisdiction over the posh Ayala Alabang Village, posted 16 new cases on Jan. 1, the highest among the nine barangays in Muntinlupa.

Muntinlupa City residents who remain unregistered and unvaccinated should make a move to get registered by learning the ways to do it. COVID-19 Crisis: Alert Level 3 in Metro Manila takes effect today

In case you missed the news, the daily count of new COVID-19 infections around the Philippines has gone up sharply since the last few days of December 2021. On the evening of December 31, it was announced by the national government that Metro Manila will be placed under Alert Level status starting today – January 3, 2022 – until the 15th.

The alert level status in Metro Manila will be raised anew from the current Level 2 to Alert Level 3 from Jan. 3 to 15, 2022, Malacañang announced on Friday night.

In a public announcement, acting presidential spokesperson and Cabinet Secretary Karlo Nograles said the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID) decided to shift to a more stringent alert level status as the country saw a spike in coronavirus disease 2019 (Covid-19) infections.

“Nakita naman natin sa mga nakaraang araw ay nag-increase exponentially ang mga kaso dahil sa Holiday activities kung saan tumaas ang movement ng mga tao at bumaba ang compliance sa minimum public health standards. Isa rin sa dahilan ang detection ng local cases ng Omicron variant (We saw an exponential rise during the past days because of the Holiday activities where there were increased movement and compliance with minimum public health standards may have been disregarded. Local cases of the Omicron variant were also detected),” he said.

Nograles added that an increase in Covid-19 positive cases is expected in the succeeding days thus, the IATF’s decision

After 12 days of active cases below 10,000, the number increased to 10,418 on December 29 and was at 14,233 by year-end after 2,961 new cases.

The Department of Health also confirmed 10 new cases of the Omicron variant, with three already recovered.

Nograles cited a “high possibility” of local transmission of the Omicron variant.

Under Alert Level 3, establishments or activities shall be allowed to operate or be undertaken at a maximum of 30 percent indoor venue capacity for fully vaccinated individuals only and 50 percent outdoor venue capacity, provided that all workers of the establishments are fully vaccinated against Covid-19.

Movements

Intrazonal and interzonal movement are still allowed, however, reasonable restrictions may be imposed by the LGUs, which should not be stricter as those prescribed under higher alert levels and subject to the oversight, monitoring, and evaluation of their respective Regional IATF.

Those below 18 years of age, and those belonging to the vulnerable population, shall be allowed access to obtain essential goods and services, or for work in permitted industries and offices in accordance with existing labor laws, rules, and regulations. Individual outdoor exercises shall also be allowed for all ages regardless of comorbidities or vaccination status. 2.

Prohibited activities

Meanwhile, the following establishments and activities that are considered high-risk for transmission under Alert Level 3 are not allowed:

  1. Face to face or in-person classes for basic education, except those earlier permitted by the IATF and Office of the President;
  2. Contact sports, except those conducted under bubble-type setup, as provided for under relevant guidelines adopted by the IATF, Games and Amusement Board, and Philippine Sports Commission, and approved by the LGU where such games shall be held;
  3. Funfairs/carnivals and kid amusement industries like playgrounds, playroom, and kiddie rides;
  4. Venues with live voice or wind-instrument performers and audiences such as in karaoke bars, clubs, concert halls, and theaters;
  5. Casinos, horse racing, cockfighting and operation of cockpits, lottery and betting shops, and other gaming establishments, except those that will be allowed by the IATF or Office of the President; and
  6. Gatherings in residences with individuals not belonging to the same household.

Allowed activities

He said allowed activities under Alert Level 3 at a maximum of 30% indoor venue capacity for fully vaccinated individuals only and 50% outdoor venue capacity are the following: 

  1. Venues for meetings, incentives, conferences, and exhibitions (MICE);
  2. Permitted venues for social events such as parties, wedding receptions, engagement parties, wedding anniversaries, debut and birthday parties, family reunions, and bridal or baby showers; 
  1. Visitor or tourist attractions such as libraries, archives, museums, galleries, exhibits, parks, plazas, public gardens, scenic viewpoints or overlooks, and the like;
  2. Amusement parks or theme parks;
  3. Recreational venues such as internet cafes, billiard halls, amusement arcades, bowling alleys, skating rinks, archery halls, swimming pools, and similar venues;
  4. Cinemas and movie houses;
  5. Limited face-to-face or in-person classes for higher education and for technical-vocational education and training;
  6. In-person religious gatherings; gatherings for necrological services, wakes, inurnment, and funerals for those who died of causes other than COVID-19 and for the cremains of the COVID-19 deceased;
  7. Licensure or entrance/qualifying examinations administered by their respective government agency, and specialty examinations authorized by the IATF subject to the health and safety guidelines as approved by the IATF;
  8. Dine-in services in food preparation establishments such as kiosks, commissaries, restaurants, and eateries, subject to DTI sector-specific protocols;
  9. Personal care establishments such as barbershops, hair spas, hair salons, and nail spas, and those offering aesthetic/cosmetic services or procedures, make-up services, salons, spas, reflexology, and other similar procedures including home service options, subject to the sector-specific protocols of the DTI;
  10. Fitness studios, gyms, and venues for non-contact exercise and sports, subject to DTI sector-specific protocols. Provided that patrons/clients and workers/employees wear face masks at all 3 times and that no group activities are conducted; and
  11. Film, music, and television production, subject to the joint guidelines as may be issued by the DTI, DOLE, and the DOH.

These activities will be allowed provided that all on-site workers/employees of these establishments and organizers of activities are fully vaccinated against COVID-19 and MPHS shall be strictly maintained. There is no objection from the LGU where these activities may take place.

The IATF, he said, instructed the Technical Working Group headed by the Metropolitan Manila Development Authority and National Vaccination Operations Center to craft guidelines in the implementation of stricter measures for the unvaccinated individuals.

Metro Manila was under Alert Level 2 for some time and a lot of people and their families have been enjoying the added freedom of movement due to the reduction of restrictions. This, of course, contributed to the crowding at stores and food-and-beverage joints, and the rise of parties or social gatherings during the Christmas season. Along the way, cases of Omicron in the Philippines started to grow. Omicron, which has been magnified by the secular, liberal media organizations and caused a lot of problems worldwide, is feared for being more contagious. Since Omicron is a problem in the country, I can only hope that the national authorities will consider acquiring a new and much bigger batch of the Russian vaccines Sputnik V and Sputnik Light as those vaccines were declared effective against the feared variant.

Other than raising the alert level and putting up more restrictions, the authorities should deal with the Omicron variant fast. I would not be surprised that the local stock market will lose points as long as the Omicron variant remains a problem in the Philippines. For those living in Metro Manila, I encourage you all to pay close attention to the Metro Manila Council (MMC) and the Metropolitan Manila Development Authority (MMDA) and examine how they will act, react and behave this time around. Let’s observe if those officials won’t be too distracted with pre-election activities related to the May 2022 national and local elections so that they can do their jobs efficiently.

A Look Back at Spider-Man 2099 #39 (1996)

Welcome back, superhero enthusiasts, 1990s culture enthusiasts and comic book collectors! Today we revisit the world of 2099 within the universe of Marvel Comics back in the 1990s, specifically through the Spider-Man 2099 monthly series.

In this retro review, the Venom 2099 storyline continues (for my previous reviews, click here, here, here and here). Since my previous review, the futuristic Venom has been captured by Spider-Man and is now in the custody of Alchemax where Miguel O’Hara (Spider-Man of 2099) holds considerable power and authority. As seen in issue #38, Miguel’s rage was clearly affecting him and pushed him to the point of wanting revenge (by means of death, no less) over the death of Dana.

With those details laid down, here is a look back at Spider-Man 2099 #39, published in 1996 by Marvel Comics with a story written by Peter David and drawn by Andrew Wildman.

Early story

The story begins with Miguel O’Hara, still impacted by Dana’s death and what he personally discovered about Venom, walking through the offices of an Alchemax building where several employees greet him formally which he does not seem to enjoy. He walks into a laboratory where he sees the two that compose Venom – Kron Stone and the symbiote (living costume) – contained separately with hard glass containers.

Kron Stone, who is related to the powerful Tyler Stone and was responsible for the death of the family of Jake Gallows/Punisher 2099, was declared dead which puzzles Miguel. As the two exchange words, it turns out Kron and Miguel knew each other from long ago. Upon the orders of Miguel, the scientists left the laboratory which gave their boss more privacy to exchange words with the trapped Kron who called him gutless.

Miguel then releases Kron from containment (but still separated from the symbiote), declares terms for their private fist fight (which Kron accepts), and begins to fight him…

Quality

Spider-Man, in his form as Miguel O’Hara, spends time with Xina.

Not surprisingly, the high level of quality and engagement of the writing here is successfully maintained by Peter David and it is very clear to me that he had planned to dramatically shift the direction of the Spider-Man 2099 series and impact the key characters as the story of Venom 2099 went on.

That being said, Peter David went on to not only show Miguel literally burning with rage but also dramatized his move towards the extreme. Not only do we get to see Miguel really abusing his Alchemax authority, he also gets violent with Kron Stone who was powerless without the symbiote. These scenes clearly show that the border that separates good and evil got blurred which showed a very dark side of Miguel O’Hara struggling with his rage, emotions and whatever sanity he still has left.

To be clear, the story here was not purely about Miguel and Kron. There is also the scene in which a cooled down Miguel spends time with Xina who made clear to him her reaction over Dana’s death. Peter David also took the opportunity to not only show more of the return Vulture 2099 but also brought in the 2099 version of Green Goblin simply called Goblin who clearly has an agenda against Spider-Man which adds to the suspense and the overall narrative of the series. The appearance of Goblin also sheds light on the nature of vigilantism and elements of chaos within the 2099 universe.

Conclusion

Miguel and his half-brother Kron Stone begin their fight.

I can say that Spider-Man 2099 #39 (1996) is a very solid read. Not only did the Venom 2099 storyline reflect the serious changes on the characters, it is also led to a bold new direction for the monthly series. Carrying on the dramatic stuff from the previous issues, this comic book also serves as a character examination on Miguel O’Hara which will compel not only the fans but also comic book readers to reflect about what they knew about Spider-Man of the far future and speculate as to how he will turn out and how he would impact the people around him.

If you are seriously planning to buy an existing hard copy of Spider-Man 2099 #39 (1996) be aware that as of this writing, MileHighComics.com shows that the near-mint copy of the regular edition costs $80 while the near-mint copy of the newsstand edition costs $240.

Overall, Spider-Man 2099 #39 (1996) is highly recommended.
