Over 500,000 foreign tourists counted since the borders were reopened

If you are looking for encouraging news about our country and its struggle to rise up from the COVID-19 crisis, be aware that more than half a million foreign visitors have been counted since the Philippines reopened its borders months ago, according to a recent news report by BusinessWorld.

FOREIGN VISITORS have totaled 517,516 as of May 25, since the reopening of borders with minimal quarantine requirements in February, according to the Department of Tourism (DoT).

The DoT said in a statement that the US was the top source of arrivals between Feb. 10 and May 25 with 104,589, followed by South Korea with 28,474 arrivals, and Canada 24,337.

“Australian nationals, British, and Japanese were next on the list with 23,286; 20,846; and 13,373 respectively,” the DoT said.

“Other foreign visitors during the early months of the year include Vietnamese, Singaporeans, Malaysians, Italians, Irish and French,” it added.

On Feb. 10, the Philippines started accepting nationals that do not require visas to enter the country. Since April 1, borders have been opened to all nationals.

“The DoT is looking forward to an uptick in tourist arrivals in the coming weeks following the further easing of entry requirements,” Tourism Secretary Bernadette Romulo-Puyat said.

Starting May 30, the DoT said fully vaccinated and boostered inbound foreign visitors will no longer be required to have a pre-departure test for coronavirus disease 2019 (COVID-19). The looser entry rules are authorized by Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID) Resolution No. 168.

However, the DoT said arriving passengers are still encouraged to obtain travel insurance. All types of vaccination certificates, regardless of country of origin, will also be accepted.

“Based on the resolution, the visitor must be at least 18 years old and must have received the primary series of COVID-19 vaccines and at least one booster shot,” the DoT said.

For the newcomers reading this, more tourists from overseas means better opportunities for local businesses to make more money and recover whatever losses they had as a result of lockdowns and quarantine-related business restrictions. Tourism-related businesses like hotels, resorts and connected transportation and food-and-beverage services badly need the spending of foreign visitors.

In relation to this tourism industry development, be aware that there were foreign participants in the recent Subic Bay International Triathlon (SUBIT) which was a big sports even that attracted hundreds of participants on May 1 at the Subic Bay Freeport Zone. Speaking of the said location, I personally saw lots of hotels, restaurants (note: read my feature articles about Gourmet Garage Subic and Xtremely Xpresso), stores and other leisure facilities that operated as if the country is back in the pre-pandemic days. The more foreign tourists coming in plus the more local tourists engage in holidays, special events and travel in the country, the better it will be for local businesses to recover (plus pay their fees, taxes and keeping their hard-working employees longer) and the nation as a whole. I believe that the Philippines will continue to rise socially and economically from the pandemic.

Whenever a country hosts a major event that emphasizes international sports competition which involve the participation of athletes from many nations who joined in, the tourism aspect of it arguably becomes one metric of the event’s impact in relation to the host country’s tourism appeal. Case in point, the concluded 31^st Southeast Asian Games (AKA the 31^st SEA Games, SEA Games 31 and Hanoi 2021) hosted by Vietnam’s capital city Hanoi proved to be a magnet of both local and foreign tourists who were attracted to the games. She affirmed that the capital’s tourism sector has fulfilled assigned tasks for hosting the regional sporting event, which contributed to attracting foreign tourists and investors to Vietnam and Hanoi in particular.

Vietnam, the host city and other localities worked hard in preparing for the SEA Games complete with implementing health protocols. It should be noted that foreign delegations to the SEA Games were not required to make COVID-19 health declarations upon arrival. It is encouraging to learn about the 700,000 local tourists and 31,448 foreign visitors welcomed in Hanoi and the only thing lacking from the local authorities are the economic estimates in the form of revenues and tourist-related spending that happened before and during the SEA Games. I Love Israel: People of Israel are welcome to visit the Philippines without a visa

As the COVID-19 situation in the Philippines continues to be at low risk (note: low numbers of new COVID-19 cases reported daily), the nation is not only recovering gradually but also growing with regards to the national economy and tourism. More on tourism, the Department of Foreign Affairs (DFA) confirmed recently that the Philippines is opening its borders to travelers from Israel without a visa, the Manila Bulletin reported.

The Philippines is now opening its doors to Israelis without a visa, the Department of Foreign Affairs (DFA) said Monday, April 25.

“We are delighted to once again welcome our Israeli friends to our country, just in time for the summer!” Philippine Ambassador to Israel Macairog S. Alberto said.

“Aside from the breathtaking natural beauty, colorful culture, and endless adventures that await Israelis in the Philippines, it is the warm hospitality and genuine friendship of Filipinos that truly make the travel meaningful and unforgettable,” Alberto added.

Since April 1, the country started opening its doors for Israelis without a visa. They only need to be fully vaccinated, undergo RT-PCR test within 48 hours or a laboratory-based antigen test within 24 hours pre-flight, and have a travel insurance with a minimum coverage of USD 35,000 which covers Covid-19 treatment.

The DFA assured visitors that they will feel safe while in the country as almost 100 percent of Philippine tourism workers are fully vaccinated and tourism establishments are complying with local health guidelines.

Aside from islands such as Boracay, El Nido, and Cebu, which are constantly listed as the world’s top beach destinations, the Philippines also boast of destinations that appeal to the adventure-loving Israeli traveler. These include swimming with whale sharks in Oslob and Donsol, snorkeling with sea turtles in Apo Island, scuba diving in Anilao, surfing in Siargao, volcano trekking in Bicol, diving shipwrecks in Coron, and exploring Puerto Princesa’s Underground River.

It is indeed a blessing from the Lord that the Philippines has gotten safer during this COVID-19 pandemic as over 70 million people have been vaccinated with at least one dose followed by around 70 million people fully vaccinated (2 doses) and more than 10 million patients boosted (3 doses). The Philippines is safe enough for foreigners to visit and the people of Israel are very welcome to come in without needing a visa. Less than a month from now, the 31st Southeast Asian Games (also referred to as 31st SEA Games, Hanoi 2021 and SEA Games 31) in Hanoi, Vietnam, will formally open and several athletes from around the Southeast Asian region will engage in lots of sports events to bring home honors and medals for their respective nations.

For the City of Hanoi, the SEA Games are highly important to their efforts on boosting tourism. Already the city’s own countdown is ongoing and Vietnam as a whole has been attracting a growing number of foreign tourists since the borders have been reopened. The business opportunities that come with strong tourism are essential to the tourism industry workers of the nation and just imagine such opportunities multiplying for them once the SEA Games really happens. More notably, the legacy and turnout of the SEA Games will be a factor on Hanoi’s long-term tourism goals in the future.

The highly anticipated 31^st Southeast Asian Games (also referred to as 31^st SEA Games or Hanoi 2021) is about 45 days away from formally opening in the city of Hanoi in Vietnam. Originally scheduled for 2021, the SEA Games this May will be significant not only because it will be the first time the regional sports gathering will be held during this ongoing COVID-19 pandemic, it will test the resolve of the Southeast Asian members with regards to sports events organizing, location control and, of course, handling the participation of the many athletes from the member nations who will take part in a wide variety of sports competitions. The determination and focus on proceeding with the biggest sports event of the region (scheduled for May 12 to 23, 2022 although there will be some events taking place before the opening ceremony happens) is already being reflected with the newly unveiled official 31^st SEA Games slogan called “For a stronger Southeast Asia”, as well with the official event song titled ‘Hay toa sang’ (Let’s shine), as reported by VietnamPlus.vn.

Communications for the upcoming 31st Southeast Asian Games (SEA Games 31) have been bolstered as the region’s biggest sports event is approaching.

The saola, scientifically known as Pseudoryx nghetinhensis, is dubbed the Asian Unicorn because it is so rarely seen, looks like an antelope in appearance, and is recognised by its two parallel horns with sharp ends which can reach up to 50 cm in length.

The species was first discovered in May 1992 by a joint team from the MARD and the World Wide Fund for Nature during a trip surveying Vu Quang National Park in the central province of Ha Tinh, near Vietnam’s border with Laos.

The essential ties between Israel and the Philippines continue to create positive results once again as the two nations formally agreed to speed up the deployment of Filipino hotel workers to Israel which recently reopened its borders to international visitors (including the unvaccinated), according to a Philippine News Agency (PNA) report in reference to an official announcement by the Department of Foreign Affairs (DFA).

Israel and the Philippines are working to fast-track the deployment of some 500 Filipino hotel workers as Israel reopens its tourism industry, the Department of Foreign Affairs (DFA) said Tuesday.

The agency said Philippine Ambassador to Israel Macairog Alberto met the officials of the Israel Hotel Association (IHA) last March 14 in hopes to expedite the OFWs’ deployment by April 2022.

“As Israel reopens its tourism industry, allows the entry of both vaccinated and unvaccinated travelers, and eases its travel and health restrictions, its hotel sector will require a full workforce to cater to the expected influx of tourists to the Holy Land,” the DFA said.

“The Philippines and Israel are thus working together to fast-track the arrival of the initial batch of 500 Filipino hotel workers in the first week of April, ahead of Passover and Holy Week, both peak holidays and tourist-draws for the country,” it added.

The project is under the 2018 Philippines-Israel labor agreement for a government-to-government arrangement for Filipino hotel workers in Israel.

During the March 14 meeting, IHA said its members may require up to 10,000 laborers and expressed readiness to hire 800 Filipino hotel workers, which will then be increased to 2,000 at the earliest opportunity.

IHA also praised the Filipino workers’ professionalism, English proficiency, and work.

Alberto, meanwhile, assured the association that the Embassy is working closely with the Department of Labor and Employment, Philippine Overseas Employment Administration, as well as with Israeli labor and immigration authorities for the deployment.

It is indeed a blessing from the Lord that the essential ties and established agreements between Israel and the Philippines created many job opportunities for Filipino hotel workers as they are already needed to fill the labor needs of Israel’s tourism industry as lots of foreign travelers are already arriving there. The host Vietnam has built COVID-19 prevention and control measures, part of the preparations for the upcoming 31st Southeast Asian Games (SEA Games 31), as regional sports delegations show a concern about the work.

At the recent second Chefs de Mission Meeting of the Games, Deputy Director of the Vietnam Sports Administration Tran Duc Phan told delegates that in the face of complex developments of COVID-19, Vietnam has devised three options of allowing full capacity, restricting or barring spectators.

In case no fans are allowed in competition venues over COVID-19 concerns, all individuals are required to wear face masks, except for competing athletes. If capacity restrictions are observed, seats will be arranged to maintain distance among spectators. As for the no-restriction plan, spectators must still observe the 5K message on the prevention of the spread of the virus.

The commute of sports delegations and athletes must be held in a closed routine. Arrivals will take COVID-19 rapid antigen test within 24 hours.

Athletes having contact with COVID-19 positives are eligible to compete and not be quarantined.

The organising board will cover COVID-19 testing and treatment costs for medical incidents handled at competition venues and accommodation facilities. Sports delegations are to bear hospital bills, insurance and other costs.

31st SEA Games in Vietnam officially set for May 12 to 23, 2022

Finally, the delayed 31^st Southeast Asian Games (also referred to as 31^st SEA Games or Hanoi 2021) that will be hosted by the City of Hanoi in Vietnam will officially take place from May 12 to 23, 2022 as the event organizers announced recently. This is a breakthrough following the previous announcement that May 2022 would be the month of organizing the events that will lure the best athletes of Southeast Asia.

Organizers of the 31st Southeast Asian Games (SEAG) in Vietnam announced on its website on Friday that the biennial multi-sport games postponed from last year will be held from May 12 to 23 next year.

The specific dates were posted on Vietnam’s national Olympic committee website and reported by Channel News Asia (CNA).

The Games will open three days after the Philippines holds its national elections on May 9, 2022, and according to Philippine Olympic Committee (POC) president, Rep. Abraham “Bambol” Tolentino, the majority of the athletes, coaches, and officials on Team Philippines would be unable to cast their votes.

“This is one of those sacrifices of having to represent the country in an international competition,” he said in a news release.

The POC has determined a 626-athlete delegation to the Vietnam games, which will be played in the Hanoi main hub.

“The main bulk of the delegation will be leaving for Vietnam no less than a week before the opening ceremony,” Tolentino said. “This is because our athletes need to acclimatize and get the feel of the competition venues, environment, and weather.”

It gets hot in Hanoi in May, with temperatures expected to reach 34 degrees Celsius.

Hanoi hosted the SEA Games for the first time in 2003 in a December schedule when the weather was wintry, with temperatures dropping to 11 degrees Celsius in the evening.

Vietnam originally scheduled the SEAG from November 21 to December 2 last year, but was forced to postpone it due to the pandemic.

Hanoi will be the main hub with 11 other sub-venues.

Vietnam, the ANC said, has allocated a budget of about USD69 million (PHP3.45 billion) for the games, which are expected to attract nearly 20,000 participants, 7,000 of them athletes from 11 countries.

Visiting Vietnam

With regards to Vietnam, those who plan to visit the country during this pandemic should take note that recently the country opened specific tourist destinations for foreigners without the hassle of quarantine related to COVID-19. VIETNAM has opened up five popular tourist destinations in the country for foreign visitors to visit without quarantine.

The government said that foreigners who have either been fully vaccinated or recovered from Covid-19, can visit the five destinations starting this month.

The Vn Express said that the move comes after Deputy Prime Minister Pham Binh Minh approved the pilot plan by the Ministry of Culture, Sports and Tourism.

The plan will be carried out in three phases, with the first phase allowing foreign travellers to visit designated places in Vietnam’s biggest island Phu Quoc, Da Nang City, Quang Nam Province which is home to the ancient town of Hoi An, Khanh Hoa Province which is home to Nha Trang beach town, and Quang Ninh Province home to Ha Long Bay.

Authorities said that travellers must show proof of full vaccination or Covid-19 recovery, as well as a negative coronavirus test done within 72 hours before departure.

Only test results done using RT-LAMP or RT–PCR methods will be accepted.

Visitors will also need to have a medical or travel insurance that includes coverage for Covid-19 treatment worth at least US$50,000 and must book a package tour.

Children under 12 years old travelling with a parent or guardian do not require a certificate of vaccination against Covid-19.

They must also install the contact tracing IGOVN application on their smartphones and use it during their tours in Vietnam.

Although there is no quarantine requirement, visitors will be tested on the first day of arrival using a rapid antigen test and if the result is positive, they will be taken to a medical facility and the cost will be borne by the insurance company or the tour operators.

Authorities said that foreigners who want to see their families in Vietnam can register with the tour operators to do so.

The second phase of the plan is expected to take effect in January next year and it will allow tourists to travel between the five destinations allowed in the first phase.

The Express said that the third phase will see Vietnam fully reopen to foreign visitors.

However, a detailed timeline will depend on the pandemic situation in the country.

I Love Israel: Direct Philippines-Israel flights before the end of 2021 in the works

Have you been dreaming of visiting the Holy Land or doing business in Tel Aviv in Israel? There is something positive in development right now and breakthroughs could happen before the year ends. This is because recently, Israel’s Ambassador Rafael Harpaz announced that the establishment of direct flights between the Philippines and Israel is being worked on with 2021 in mind (specifically before the end of the year). There is no timeline yet as to when will Philippines-Israel travel will resume but make no mistake that Israel is opening its borders to foreign tourists (who got vaccinated for COVID-19) starting May 23, 2021 which itself is connected with their successful vaccination program.

Direct flights between the Philippines and Israel before the end of the year are in the pipeline, Israeli Ambassador to Manila Rafael Harpaz said Friday.

“We would like very much for the Filipino tourists to be back to Israel. The Philippine Airlines already informed us that they are planning to start a direct flight to Israel towards the end of the year,” Harpaz told the Philippine News Agency (PNA) in an interview.

There’s no timeline yet when tourism exchanges between the Philippines and Israel would resume, but he said the deployment of Filipino caregivers continues despite the pandemic.

“Actually, every day we see new caregivers because there is a demand. So they are flying to Israel and when they get there, they also get the vaccine immediately,” Harpaz said. “We don’t have a quota (on deployment) but it depends on the demand. Because our population is getting older and older, the demand is getting high. We also have from other countries but the demand is high for Filipino caregivers.”

In 2019 alone, about 35,000 Filipino tourists visited Israel, while more than 30,000 overseas Filipinos are working there as caregivers.

‘Tourism restart’

At present, there is no agreement between the Philippines and Israel for a travel bubble setup, but Harpaz said he is hopeful that the two nations’ tourism exchanges would soon resume.

He added that several Filipino tour operators are interested to bring travel groups once Israel fully reopens.

“They’re waiting. There’s so many tour operators in the Philippines who are eager to take groups to Israel because it’s a big tourist destination for Filipinos,” Harpaz said. “The Israelis are also eager. The businessmen are eager to return to the Philippines. They want to go to Banawe, Palawan, Siquijor, and all those wonderful places. Let’s hope that it will soon work out.”

Israel is opening up its borders to foreign tourists under a travel bubble setup, with the vaccinated population no longer required to undergo a long period of quarantine.

But for now, the vaccines that Israel recognizes for this arrangement are Pfizer and Moderna.

It has so far signed a travel bubble agreement with Cyprus and Greece.

“We are moving slowly with more countries because we want to have tourism back and business back,” he said.

As you already know, I strongly believe that the ties between my native Philippines and Israel are very essential. I really love it when Israelites and Filipinos are in harmony together, and the fact that Filipino caregivers and students were vaccinated for free in Israel is an example of that. Filipino caregivers have been known to be very helpful towards Israelites and there is a strong demand for more caregivers. Christians here in the Philippines, led by faith, love to visit the Holy Land and discover personally the places where Lord Jesus had been to.

Speaking of Philippines-Israel ties, Ambassador Harpaz also announced more good news for Filipinos struggling with the COVID-19 pandemic. Posted below is an excerpt from another Philippine News Agency article…

The Philippines can expect to be among the priority countries of Israel once the latter is able to transfer its excess vaccines for coronavirus disease 2019 (Covid-19), Israel Ambassador to Manila Rafael Harpaz said Friday.

Harpaz explained that Israel, for the time being, could not transport its extra vaccine doses to any third country due to some legal issues in its contract with Pfizer.

“It has nothing to do with the Philippines. Israel, for the time being, was not able to give vaccines to a third country because we have a contract and there are limitations on giving it to a third party,” he told the Philippine News Agency (PNA) in an interview on Friday.

Aside from Manila, more than 10 countries have also expressed interest in purchasing their excess vaccines, Harpaz said.

“It’s something we are looking generally in a favorable manner but it’s the legal issues that must be resolved first. But it’s one of the issues in the discussions and when the moment that there would be a green light to give (the vaccines) as assistance to third countries, the Philippines will certainly be among them,” he said.

“The Philippines is definitely a high priority for us once we’re capable of giving away the vaccines.“

Wow! Considering the current situation here in the Philippines, it’s nice to learn that our country is a high priority for Israel for potential donations of excess vaccines from their own stocks. The legal issues are blocking access. To be very clear, the Philippines secured many millions of COVID-19 vaccines but those stocks cannot come fast enough. Very recently, the cities of Muntinlupa and Parañaque became the first recipients of vaccines from Russia. How many exactly? THREE THOUSAND doses for each city.
