Flavors of NCR 2024 was a blast of delicacies, discoveries and fun

Recently Muntinlupa City hosted the 2024 edition of the Flavors of NCR food festival at the Filinvest City Central Park in Alabang and I personally witnessed the formal opening ceremony which involved many high-level officials and special guests. A lot of people visited the food festival on April 19 and 20 which added to the credibility of Filinvest City Central Park as a suitable open-air venue for special events.

For the newcomers reading this, Flavors of NCR is a special event presented by the Association of Tourism Officers – NCR which collaborated with the City Government of Muntinlupa for this year’s event. It is a showcase of unique cuisine found in the sixteen cities and one municipality of the National Capital Region (NCR). The local government units (LGUs) that participated include: Caloocan, Las Piñas, Makati, Malabon, Mandaluyong, Manila, Marikina, Muntinlupa, Navotas, Parañaque, Pasay, Pasig, Quezon City, San Juan, Taguig, Valenzuela, and the Municipality of Pateros.

The opening ceremony of Flavors of NCR 2024 was attended by Muntinlupa City Mayor Ruffy Biazon, Taguig City Mayor Lani Cayetano, Department of Tourism-NCR Regional Director Sharlene Zabala-Batin, Association of Tourism Officers-NCR headed by Manila City Tourism chief Charlie Dungo, and Pasay City chief of staff Peter Eric Pardo. Also present were Muntinlupa Vice Mayor Temy Simundac and Muntinlupa City Council Raul Corro.

“We are delighted to host the Flavors of NCR,” Mayor Biazon stated during his welcome remarks to all the guests. “(We acknowledge) the presence of other cities here so that their products will be showcased and we are proud to have you here.”

Biazon stressed that hosting the Flavors of NCR opens up opportunities for Metro Manila’s LGUs and their respective food-and-beverage stakeholders access to the Calabarzon region composed of Cavite, Laguna, Batangas, Rizal and Quezon with a collective population of over sixteen million people.

It should be noted that the Alabang area of Muntinlupa is a popular destination for Calabarzon residents as well as those from nearby cities who enjoy shopping and recreational activities during the weekend. That being said, Flavors of NCR fits nicely with the weekend vibe at Filinvest City.

After the formal ribbon-cutting was done, Flavors of NCR 2024 officially opened and a lot of people and photographers followed Biazon and the guests visit the different food booths of each city.

Each LGU and their best

I visited and explored the designated areas (also referred to as “booths”) of each LGU during the food festival. Each area had a different style of interiors and layouts of food, drinks and other products being offered to visitors. There were also chairs and tables present for those who need to seat down and eat. Check out my raw YouTube videos plus pictures below…

Flavors of NCR was indeed a true showcase of what local businesses per LGU has to offer. Manila had halo-halo sold by Aling Consuelo Halo-Halo Sa Ugbo, Las Piñas City had Bea’s Home of Quality Kakanin and Other Native Delicacies selling native delights, Quezon City had Papa Diddi’s Handcrafted Ice Cream for those wanting something cold and sweet, Mandaluyong City had Ben’s Burjer for customers who love hot burgers, Marikina City had Mang Ding’s BBQ and Nanay Ipang’s Everlasting, and so on.

As expected, the variety of food and drinks were really great. Offered to customers were chicken, beef, pork, siomai, barbeque, puto, bibingka, pansit, siopao, fried chicken, roasted pig, pastries, cakes, halo-halo and ice cream to name some. There were also non-food products being sold such as bags and accessories in some booths.

It was really nice to see these small businesses represent their locality and offered their best products to visitors at Filinvest City Central Park. Adding zest to the food festival were some performances by different bands from the cities of NCR. There also was a modern dance activity that drew in lots of visitors which added to the customers at the food festival.

Conclusion

The 2024 edition of Flavors of NCR at Filinvest City Central Park was indeed a nice showcase of what each LGU had to offer for those who love food and drinks. In addition, this festival really emphasized unity between the local governments of NCR and it also promoted local tourism. The festival also attracted some residents of Filinvest City’s residential towers (plus others from Ayala Alabang, Palms Pointe Village and other residential communities) and some employees (who worked at offices near the park) whose shifts ended.

In the perspective of tourism, this event really boosted Filinvest City Central Park’s status as a venue for special events or activities. To date, the said park continues to be an attraction for visitors and already it has been used by organizers of sports events and musical events.

The successful staging of Flavors of NCR could inspire food festival organizers to have their events held within Filinvest City in the future.

Foreign direct investments (FDI) inflows jump almost 90% in February 2024

The data released by the Bangko Sentral ng Pilipinas (BSP) confirmed that foreign direct investments (FDI) net inflow went up by almost ninety percent in February 2024, according to a Philippine News Agency (PNA) news article. In terms of Dollar amount, the estimate was over $900 million.

Foreign direct investments (FDI) net inflow went up by 89.9 percent in February this year.

Data released by the Bangko Sentral ng Pilipinas (BSP) on Wednesday showed that FDI net inflows during the month amounted to USD907 million, up from the USD478 million recorded in January 2023.

FDIs include investment by a non-resident direct investor in a resident enterprise, whose equity capital in the latter is at least 10 percent, and investment made by a non-resident subsidiary or associate in its resident direct investor.

The BSP said an FDI can be in the form of equity capital, reinvestment of earnings, and borrowings.

“The increase in FDI was supported mainly by the 173.2 percent expansion in non-residents’ net investments in debt instruments to USD820 million from USD300 million in January 2023,” said the BSP.

Reinvestment of earnings also increased by 16.4 percent to USD99 million from USD85 million. The BSP said top sources of FDIs during the month include Japan and the United States.

Philippines unemployment rate falls down to 3.5% in February 2024

Recently the Philippine Statistics Authority (PSA) confirmed that the unemployment rate of the nation fell down to 3.5% in February 2024, according to a Philippine News Agency (PNA) news article.

Unemployment rate fell to 3.5 percent in February this year from 4.5 percent in January, the Philippine Statistics Authority (PSA) reported on Thursday.

In a briefing, National Statistician Dennis Mapa said based on the time series, the unemployment rate during the month was the second lowest on record since the 3.1 percent in December 2023. Unemployment rate in February last year was 4.8 percent.

Mapa said the number of unemployed Filipinos went down to 1.80 million from 2.47 million and 2.15 million unemployed persons in February 2023 and January 2024.

The Labor Force Participation Rate (LFPR), meanwhile, was at 64.8 percent or about 50.75 million Filipinos aged 15 years and above who were either employed or unemployed.

This is lower than the 66.6 percent LFPR seen in February last year with young people (-669,000) and women (-404,000) withdrawing from the labor force. 

“The needs of vulnerable groups, including women, youth, older people, and those with disabilities, remain our priority to encourage workforce participation. We will improve access to quality childcare, finance, and entrepreneurship opportunities to support women’s entry and retention in the labor market,” National Economic and Development Authority (NEDA) Secretary Arsenio Balisacan said in a separate statement.

Balisacan said the government will revisit the existing policy governing alternative work modes, such as the Telecommuting Act, and adapt it to the evolving work landscape to address the growing preference for remote work.

“The government will explore enhancing the potential of part-time work to help promote lifelong learning. A framework for part-time work and similar set-ups can allow workers to retool or upskill without leaving the workforce,” Balisacan said.

The country’s employment rate, meanwhile, went up to 96.5 percent in February from 95.5 percent in January and 95.2 percent in February this year.

The number of employed persons was registered at 48.95 million, higher than the recorded number of employed persons in February 2023 at 48.80 million and in January 2024 at 45.94 million.

Major industries with the largest increase in employment include construction (470,000), transportation and storage (444,000), administrative and support service activities (344,000), manufacturing (313,000), and accommodation and food service activities (210,000).

Underemployed persons – or those who expressed the desire to have additional hours of work in their current job or to have an additional job or to have a new job with longer hours of work – reached 6.08 million, down from last year’s 6.29 million.

The NEDA said the Marcos administration will continue to prioritize people-centered policies and attract job-creating investments to support the continued improvement of the Philippine labor market and enable Filipinos to earn higher wages from better jobs.

Commission on Audit (COA) tells local governments to limit expenses of discretionary funds to amounts under law

Recently the Commission on Audit (COA) reminded local government units (LGUs) to limit the expenses of discretionary funds as it cited the case of one particular town that exceeded its “prescribed statutory limitation” for extraordinary and miscellaneous expenses (EME) by millions of Pesos in 2023, according to a Manila Bulletin news report.

The Commission on Audit (COA) has reminded local government units (LGUs) against exceeding the “statutory limitation” on disbursements for extraordinary and miscellaneous expenses (EME) or discretionary funds taken out of their collected real property taxes (RPTs).

It cited the case of Eastern Samar’s Guiuan town which exceeded its “prescribed statutory limitation” for EME by P6.53 million in 2023.

In its annual audit report (AAR), COA cited its Circular No. 85-55A and Section 325(h) of Republic Act No. 7160, the Local Government Code, which both provide the general limitation on the use of EME funding.

Section 325(h) of RA 7160 provides: “The annual appropriations for discretionary purposes of the local chief executive shall not exceed two percent (2%) of the actual receipts derived from basic real property tax in the next preceding calendar year. Discretionary funds shall be disbursed only for public purposes to be supported by appropriate vouchers and subject to such guidelines as may be prescribed by law. No amount shall be appropriated for the same purpose except as authorized under this section.“

COA said that under the law, Guiuan town should only have EME of P26,465.14, which is equivalent to two percent of the P1.323 million RPT collected in 2021. But, it said, the town used P6.56 million for its discretionary funds or an excess of P6.53 million.

It pointed out that discretionary funds are only supposed to be used by the Office of the Municipal Mayor, but Guiuan even allocated funds for different offices such as the Vice Mayor’s office, Municipal Investment and Tourism Office (MITO), and Municipal Treasurer’s Office, among other offices.

It said the Mayor’s Office used P2,611,254.77 EME in 2023, while the vice mayor used P500,000. MITO, it also said, spent P1,332,395, while the Municipal Treasurer’s Office used up P450,000 EME.

It noted that when its audit team confronted the municipal accountant about its excessive use of discretionary funds, the accountant explained that it committed an “honest error” in assuming that the EME account was a “misnomer for Other Maintenance and Other Operating Expenses account.”

#3 Contra games comparison videos plus an explanatory video – Recently, I took advantage of the Xbox online store sale to purchase the digital copy of Contra Anniversary Collection for roughly $4 and I started playing the Nintendo Entertainment System (NES) and the Family Computer (Famicom) versions of the classic game Contra on my Xbox Series X console. Indeed, there were notable differences between the two versions with regards to graphics and storytelling presentations. Not only that, Contra Anniversary Collection also contains the original arcade version of Contra (meant to be compared to the NES/Famicom ports) as well as the European version of Contra called Probotector. #4 Poltergeist movie reaction videos plus another two other related videos – Let me make it clear to all of you that I am not a fan of the 1982 supernatural horror movie Poltergeist. As a film buff, I do give Steven Spielberg, director Tobe Hooper and their production team for the creative stuff they came up with (including the visual effects) to making it stand out among the many horror movies Hollywood made over the past 40+ years. That being said, it is not surprising that Poltergeist became a popular film featured in multiple movie reaction videos by different YouTubers. #5 A close look at the classic game Paperboy – Way back in 1989, I visited the United States of America for the first time and I could not forget the time I spent playing in a huge video arcade in one of the fancy hotels of Las Vegas. One of the first arcade games I played back then was Paperboy which I quickly found to be a lot of fun. I liked the game so much, I kept playing it in that same arcade and years later, I played versions of it on PC and the Nintendo Entertainment System. That being said, if you have not played or discovered the classic game, you can learn all about it in this video by YouTuber PatmanQC.

#6 Caught on camera: Electric bike (e-bike) hits elderly woman who later died – Recently here in the Philippines, a major TV network reported an accident in which an elderly woman got hit hard by a moving electric bike (e-bike) driven by a man who was distracted (as caught on video and witnessed by bystanders). The elderly woman eventually died while the suspect has since been apprehended facing a charge of reckless imprudence resulting in homicide. For the newcomers reading this, there are already many cases of careless or reckless driving committed by people who drove electric bikes (e-bikes) or electric tricycles (e-trikes) on public roads along with cars, vans, buses and trucks. This latest incident does not help the case of e-bike/e-trike drivers and owners at all. Posted below is the news video about the e-bike that hit the elderly woman.

#7 Wicked Iran’s assault against Israel – I cannot stay silent about this. Iran and its terrorist proxies launched missiles and drones against Israel (which had the support of America, Jordan and others for defense). Almost 100% of the enemy projectiles were shot down. For the newcomers reading this, the conflict between Israel and Iran (the chief sponsor and source of terrorists in the Middle East) goes a long way back. The wicked regime of Iran (in power since 1979) made clear its intentions to not only destroy Israel but also other Western democracies/societies. Iran’s terrorist network also reached South America. In light of all of these, if you want truthful and accurate reports about Israel’s fight against the terrorists, rely on the content and updates of TBN Israel, CBN News, TravelingIsrael and the official Israel Defense Forces (IDF) channel. Muntinlupa City Mayor congratulates Grade 5 student for bronze medal victory in a math contest overseas

Recently in the progressive City of Muntinlupa, Mayor Ruffy Biazon congratulated local Grade 5 student Antonio Pio Vivo for achieving honors for the country by winning the bronze medal in a mathematics contest held in Thailand, according to a Manila Bulletin news report.

Muntinlupa Mayor Ruffy Biazon congratulated a Grade 5 student who won in an international math contest in Thailand.

Antonio Pio Vivo of San Beda College Alabang won a bronze medal at the International Talent Mathematics Contest (ITMC) held in Thailand.

Vivo is one of the Filipino students who competed and won in the contest participated in by students from 10 countries and regions: Thailand, Brazil, Vietnam, Philippines, Bangladesh, Cambodia, Indonesia, Saudi Arabia, Hong Kong and Taiwan.

“Nakakaproud talaga ang mga kabataang Muntinlupeño na nag-eexcel in many various fields (We really feel proud about young Muntinlupeño who excel in many various fields),” said Biazon.

“Congratulations ulit, Antonio! Sana ma-inspire mo rin ang iba pang kabataang Muntinlupeño na mag-excel in both academics and sports (Congratulations again, Antonio! I hope you will inspire other young Muntinlupeño to excel in both academics and sports),” he added.

Before competing in Thailand, Vivo also joined and won in other math and science contests in South Korea and Hong Kong. Vivo also won a gold medal at the 1st MRB Taekwondo Cup last November.

I Love Israel: Israeli agricultural center and DILG sign memorandum of understanding (MOU) on food security solutions

As some of you are already aware, I fully stand with Israel which is directly connected with my uncompromising faith in the Lord. I keep on praying to Him for Israel to overwhelm its enemies, rescue the hostages and recover from the effects of the October 7, 2023 terrorist attacks committed by the Palestinian terrorist group Hamas. I can assure all of you that nobody from the evil Islamo-Leftist mob, nobody from the pro-Palestine zealots and nobody from any evil society would stop me from supporting and loving Israel.

Now, on with the news…

Recently here in the Philippines, memorandum of understanding (MOU) on food security solutions was signed by an Israeli agricultural center and the Department of the Interior and Local Government (DILG), according to an official announcement. The MOU signing was witnessed by Israel Ambassador to the Philippines Ilan Fluss.

The Department of the Interior and Local Government (DILG) has signed a memorandum of understanding (MOU) with an Israeli agricultural center aimed at providing intensive training and education to selected local agriculture students on modern food security solutions.

The MOU was signed by DILG Secretary Benhur Abalos and AgroStudies Chief Executive Officer (CEO) Yaron Tamir at Camp Crame in Quezon City.

In his speech, Abalos thanked the Israel Embassy and the AgroStudies for their friendship and partnership, as the agreement will significantly boost the attainment of Pres. Marcos Jr.’s vision of ensuring food security under the Bagong Pilipinas brand of governance.

Agrostudies is an international training center which provides a program for agricultural education to interns from developing countries around the world.

“We thank our partners for this continuous partnership of you transferring the technology and best practices to our Filipino farmers,” he said.

Abalos also thanked the partner national government agencies including the Department of Foreign Affairs, Department of Agriculture, National Security Council, and Technical Education and Skills Development Authority for their equal commitment to pushing forth the said program.

The DILG Chief also cited the DILG’s Halina’t Magtanim ng Prutas at Gulay (HAPAG) Program, which complements the national government’s food security measures, and the KADIWA ng Pangulo program, which provides access to quality and safe food items at affordable prices.

Based on the MOU, the DILG will collaborate with LGUs in the selection of eligible students to participate in the 11-month AgroStudies program in Israel, focusing on various aspects of agriculture, including crop cultivation, livestock management, and agricultural technology.

Meanwhile, Tamir explained that the Philippines was the first partner country of Israel over the last 20 years, with some 8,000 Filipinos as scholars in this program, the largest among 15 partner -countries in the AgroStudies internship program.

“Our purpose is for the students and farmers to learn modern technologies in Israel and engage in businesses in the Philippines. I promise that as long as I am the CEO, the Philippines will have the highest quota,” Tamir said.

The MOU signed is crucial because food security is a priority under the current government. We Filipinos should be very thankful that Israel – which is an established world leader on agriculture, farming, water and food development – was willing to be a strategic partner as there are over one hundred million people around the Philippines who need to be fed in the long term. Along the way, the Philippines has to keep working hard on boosting agricultural production, expanding the number of government-backed food stores, stabilizing prices of food and cracking down on those who smuggle and hoard agricultural goods.

We should also be thankful to the Lord that even as Israel remains busy fighting the terrorists not only in Gaza but also across the border with Lebanon (Hezbollah), the Jewish state and Israeli companies still value the Philippines as a key partner on economics and social development issues.

To my fellow Filipinos reading this, I encourage you to accept the truth that Israel is the land God designated specifically for the Jewish people (read Genesis 35:10-12) and His command must be followed without hesitation. If you want to be blessed further by the Lord, do so by loving and blessing the Jewish people (Genesis 12:1-3). I did my part when I was in Israel. Also, let me remind you all that the ties between the Jews and Christians are truly biblical!

Hamas is purely evil and they are being protected by not only their fellow terrorists but also by mainstream news media outlets who are linked with Leftist forces and people who hate Israel and the Jewish people. Beware of the evil union of the Islamo-Left which is wicked deep within.

Civilian arrested in Parañaque City for unauthorized wearing of PNP uniform

Recently in the City of Parañaque, another case of the usurpation of authority happened as a civilian was arrested by police officers at the Parañaque Integrated Terminal Exchange (PITX) for the unauthorized wearing of the Philippine National Police’s (PNP) athletic uniform, according to a Philippine News Agency (PNA) news article.

Police officers apprehended a civilian clad in the athletic uniform of the Philippine National Police (PNP) while taking selfies in Parañaque City.

In a report Tuesday, Staff Sgt. Jeffrey Tupil of the Southern Police District (SPD) said he was aboard a bus when he saw the 38-year-old suspect, identified as alias “Jefferson,” along Coastal Road on Monday.

Tupas said the suspect was wearing the shirt of the PNP athletic uniform, jogging pants, and slippers and appeared to be taking selfies.

Upon reaching the Parañaque Integrated Terminal Exchange (PITX), Tupil approached the suspect and requested him to present his PNP identification card, which the suspect failed to show.

Tupil promptly contacted Sub-Station 2 of the Parañaque City Police, which immediately sent officers who apprehended the suspect and took him to the station for documentation and proper disposition.

“Unauthorized wearing of PNP uniforms is strictly prohibited and anyone caught will be criminally held liable for Usurpation of Authority under RPC (Revised Penal Code) Art. 177 (Usurpation of Authority of Official Function) and Art. 179 (Illegal Use of Uniforms and Insignias),” the SPD said in a statement.

DBCC revises Philippine economic growth targets for 2024 and 2025

The Development Budget Coordination Committee (DBCC) has adjusted its economic growth targets for 2024 and 2025 due to current domestic and global developments.

The DBCC revised downward its gross domestic product (GDP) outlook for 2024 to 6 to 7 percent from the previous range of 6.5 to 7.5 percent, Socioeconomic Planning Secretary Arsenio Balisacan said in a Palace press briefing on Thursday.

For 2025, the DBCC narrowed the GDP target to 6.5 to 7.5 percent from the previous 6.5 to 8 percent. Balisacan said the growth projection of 6.5 to 8 percent for 2026 to 2028 was retained.

The revised targets growth targets were initially discussed during the DBCC’s 187th meeting on March 22.

The DBCC took into consideration the latest trade outlook of the Bangko Sentral ng Pilipinas (BSP) and the International Monetary Fund (IMF) amid global trade disruptions and geopolitical tensions.

President Ferdinand R. Marcos Jr. approved the latest GDP outlook when he presided over the 16th full Cabinet meeting at Malacañan Palace in Manila on Wednesday.

Balisacan said the Marcos administration remains steadfast in its commitment to sustaining the robust growth trajectory of the Philippine economy.

“Robust macroeconomic fundamentals will support this growth trajectory. These growth targets will sustain the country’s position as one of the fastest-growing emerging economies in the Asia Pacific region,” Balisacan said.

“The government’s dedication transcends meeting statistical targets or numerical benchmarks. We direct our efforts toward realizing a strategic and compelling vision for our nation’s prosperity even as we navigate a global economic landscape marked by various challenges within and without,” he added.

Balisacan also assured the public that the government is still on track to achieving the upper middle income status by 2025.

Opportunities and risks – Balisacan said the country’s economic team discussed the possible opportunities and risk to growth outlook, adding that it identified several domestic and external challenges that are “on the horizon.”

These include climate change and extreme natural disasters such as El Niño that would “continue to pose risks to food security and the stability of food prices,” he said.

“Additionally, risks related to inflation, such as potential adjustments in transport fares, wages, and service utility fees higher than expected, could dampen household consumption,” he said.

Balisacan also cited that global economic slowdown may weaken external demand, while increasing geopolitical and trade tensions could disrupt supply chains.

He added that general elections in major economies could lead to political shifts that may disrupt trade and investment.

“Despite the anticipated risks, we remain optimistic about the country’s sustained growth momentum as we strive for better development outcomes. We aspire to position the Philippines as a frontrunner within our region and beyond—a beacon of inclusive progress and resilience,” Balisacan said.

Recently the huge international financial firm The Hongkong and Shanghai Banking Corporation (HSBC) confirmed its commitment to investing in the Philippines and supporting the government’s economic agenda which President Ferdinand “Bongbong” Marcos, Jr., welcomed, according to a Philippine News Agency (PNA) news article.

President Ferdinand R. Marcos Jr. on Thursday welcomed the commitment of the Hongkong and Shanghai Banking Corporation (HSBC) to support the government’s economic agenda and continue to invest in the Philippines.

HSBC Holdings Group officials, led by its Chairman Mark Tucker, paid a courtesy visit to the President at the Malacañan Palace and expressed its intention to continue expanding in the country.

“Today, we are left as one of the few international banks. But our commitment to the Philippines, and continuing to invest, continuing to work here remains absolutely intact,” Tucker told Marcos.

He added that HSBC, which has been operating in the Philippines for almost 150 years, is interested in expanding its investment in the Philippines, particularly on foreign direct investment (FDI), saying it “supports FDI by a number of different ways.”

For his part, the chief executive acknowledged the significant contributions of HSBC to the Philippine economy, pointing out the “interconnections” it has made in the country.

“Thank you again for HSBC’s continued interest. We continue to encourage (foreign investments). The economy, actually, we’ve tried to open it up, we put very, we put much (importance)… on the fact that private partnerships are necessary,” Marcos said.
