World Bank (WB) sees strong Philippine economic growth in 2024 and 2025

THE World Bank (WB) has raised its economic growth forecasts for the Philippines for this year and in 2025, driven by improved service exports and public investments.

But weak consumption and investment will keep the country’s growth below pre-pandemic levels, it said.

In its East Asia and Pacific Economic Update, the Washington-based multilateral lender now expects the Philippine economy to grow by 6% this year from 5.8%.

The Philippines could become the second-fastest growing economy in Southeast Asia, behind Vietnam (6.1%) and ahead of Cambodia (5.3%), Indonesia (5%), Malaysia (4.9%), Laos (4.1%), Timor-Leste (3%), Thailand (2.4%) and Myanmar (1%).

“Among the larger countries, only Indonesia is expected to grow in 2024 and 2025 above pre-pandemic levels, while growth in Malaysia, the Philippines, Thailand and Vietnam is expected to be below those levels,” the World Bank said.

For 2025, it forecasts Philippine economic output to expand by 6.1% from 5.9% in its April forecast.

The lender’s growth forecasts for the Philippines are at the low end of the government’s target of 6-7% for 2024 and below the 6.5-7.5% goal for next year.

The Philippine economy grew by 6.3% in the second quarter, faster than 5.8% in the previous quarter and 4.3% a year ago. In the first half, growth averaged 6%.

The World Bank said service exports and public investment have supported Philippine economic growth, but consumption and private investment remain weak.

From 2024 to 2026, the lender expects the Philippine economy to grow by an average of 6%, it said in a separate report.

This will be supported by remittances, jobs, slower inflation and external demand. However, weaker growth in China, global economic slowdown and weather disruptions are risks to the outlook.

It also projects the government’s budget deficit to fall to 4.6% of gross domestic product (GDP) by 2026 due to improved state spending. This is slightly below the 4.73% target for the year.

Better revenue collection will be supported by key tax measures, improved tax administration and higher dividends from state-owned corporations, the World Bank said.

The lender also raised this year’s growth forecast for the East Asia-Pacific region to 4.8% from 4.5% in April.

“Most East Asia-Pacific economies are expected to experience robust growth in 2024, supported by private consumption and a positive external environment,” according to the report. In 2025, the region is expected to grow by 4.4% from its previous forecast of 4.3%.

However, domestic demand is expected to moderate in the Philippines, Indonesia and Thailand, while private investment growth remains weak across the region.

“Investment growth has been declining across most countries in the region over the past two decades, with particularly sharp drops in China, Indonesia, Malaysia, and more recently, the Philippines.”

It also noted that the Philippines and Malaysia have kept a conservative fiscal stance due to their higher structural deficit this year.

Dismissed Bamban mayor Alice Guo back in the Philippines, now under custody

Alice Guo, the dismissed mayor of Bamban who got caught by Indonesian authorities, was brought back here in the Philippines during the early hours of Friday escorted by Philippine government officials and she has been placed under the custody of the local authorities, according to a GMA Network news report.

Dismissed Bamban, Tarlac Mayor Alice Guo is back in the Philippines after being deported from Indonesia where she was arrested.

Escorted by top police and local government officials, Guo arrived from Jakarta on a private plane which landed at a private hangar at the NAIA .

Bureau of Immigration (BI) Commissioner Norman Tansingco confirmed the successful return of Guo to the Philippines.

“Guo arrived at Ninoy Aquino International Airport (NAIA) at approximately 1:30 AM on September 6 aboard a special government flight. Her return comes after a swift operation by Philippine immigration authorities in Jakarta, in coordination with their Indonesian counterparts,” according to the statement issued by bureau.

The BI said it immediately executed the mission order against Guo, Tansingco said, faces charges of undesirability and misrepresentation under Philippine immigration laws.

Interior and Local Government Secretary Benhur Abalos and Philippine National Police chief General Rommel Marbil on Thursday went to Indonesia for the turnover of custody of the former mayor from the Indonesian police.

In an earlier press briefing, PNP spokesperson Police Colonel Jean Fajardo said that Guo will undergo a medical check-up at Camp Crame upon arrival. She will be turned over to the Senate on Friday morning for the implementation of the upper chamber’s arrest warrant.

Guo was arrested by Indonesian authorities in Tangerang City, Indonesia at 1:30 a.m. on Wednesday.

The former mayor had cut her hair, which National Bureau of Investigation director Jaime Santiago believed was an attempt to conceal her identity.

Guo had asked Abalos for help over what she said were death threats against her.

In a video posted on Abalos’ Facebook of his meeting with Guo in Jakarta on Thursday afternoon, Guo was heard saying, “Sec, patulong. May death threat po kasi ako.”

Abalos entire reply was no longer heard but there was a portion in which he said, “Kaya nga kami kumuha ng private plane…”

For the newcomers reading this, Guo (AKA Guo Hua Ping) has been wanted in the Philippines and there are charges of tax evasion and money laundering against her.

On the late evening of September 3 in Indonesia, the dismissed Bamban mayor Alice Guo got arrested by the local authorities and she will be brought back here in the Philippines very soon, according to a Philippine News Agency (PNA) news article. For the newcomers reading this, Guo (AKA Guo Hua Ping) is wanted in the Philippines and there are charges of tax evasion and money laundering against her.

The Department of Justice (DOJ) on Wednesday confirmed the arrest of former Bamban, Tarlac mayor Alice Guo, also known as Guo Hua Ping, in Tangerang City, Jakarta, Indonesia.

In a statement, the DOJ said Guo was apprehended at 11:58 p.m. on Sept. 3, according to Senior Superintendent Audie Latuheru of the Indonesian Police.

“This development has been verified by our counterparts in Immigration, who have confirmed that Ms. Guo is currently in the custody of the Indonesian Police at Jatanras Mabes Polri,” the DOJ said.

Justice Secretary Jesus Crispin Remulla welcomed the development, saying Guo’s arrest is a testament to the tireless efforts of law enforcement agencies and the strength of international cooperation in bringing fugitives to justice.

“We will ensure that all legal processes are followed to hold her accountable for any crimes committed. The DOJ is committed to pursuing justice and will continue to coordinate closely with Indonesian authorities to facilitate the necessary legal procedures,” he said.

Guo is facing complaints about her alleged involvement in the illegal Philippine Offshore Gaming Operators (POGOs) in the country and questions about her citizenship.

Despite being the subject of an immigration lookout bulletin due to the ongoing investigations, Guo was able to leave the country last July 18.

Guo reportedly headed to Malaysia, arrived in Singapore on July 21, and traveled to Indonesia on Aug. 18.

Guo’s sister, Shiela, and business associate Cassandra Li Ong were earlier arrested in Indonesia and already sent back to the Philippines.

During the Senate Subcommittee on Justice and Human Rights hearing, Shiela admitted she left the country with the dismissed mayor by boat.

Meanwhile, the Bureau of Immigration (BI) is expecting the return of the dismissed mayor to the country anytime soon following her arrest in Indonesia.

“We have immediately forwarded the information to the Department of Justice and the Office of the Executive Secretary. The information has been confirmed by our immigration counterparts in Indonesia, and we are very happy with this development,” BI Commissioner Norman Tansingco said in a statement.

The BI chief also believes Guo’s return to the Philippines will shed light on many questions about her illegal departure, as well as allow her to face the charges filed against her.

Meanwhile, President Ferdinand “Bongbong” Marcos, Jr., welcomed the arrest of Guo and assured the public of the resolution of cases against her.

Parañaque City scam hub raided, 99 suspects arrested

Very recently in the city of Parañaque, local authorities raided an alleged scam hub in Barangay Baclaran resulting in the arrests of almost one hundred suspects who were mostly foreigners, according to a Philippine News Agency (PNA) news article.

Authorities apprehended nearly 100 Filipino and foreign workers during a raid at an alleged online scam hub in Parañaque City on Thursday morning.

In a report, National Capital Region Police Office (NCRPO) chief, Maj. Gen. Jose Melencio Nartatez, said police operatives swooped down on the office of AIA Company on the 9th floor of Centrium Tower 1 on L. San Pedro Street corner J. Maceda Street in Barangay Baclaran at about 2 a.m.

Among those arrested were Nan Shan, Detu Su, and Wu Jian Bin, who were identified as the manager, owner, and supervisor of the company, respectively.

Aside from the three, 64 other foreigners – 56 Chinese nationals, four Malaysians, two Myanmar nationals, an Indonesian, and a Vietnamese national – and 32 Filipinos were nabbed.

Nartatez said the operation stemmed from confirmed intelligence reports that the establishment was engaged in cryptocurrency investment and love scams by posing as a licensed offshore gaming operator.

He added that the company is not registered with the Securities and Exchange Commission.

“Investigation disclosed that the company utilizes their CSRs (customer service representatives) in fraudulently portraying a character, such as a wealthy model who would entice prospect victims to invest in the manipulated cryptocurrency exchange/trading platform, with fraudulent intent,” he said.

During the raid, NCRPO officers found rooms where indecent shows could be filmed.

“While conducting inquiries to them, the Filipino nationals manifested that they (CSRs) were forced to work as scammers, while the models were being forced to dress in a seductive manner and perform lascivious conduct, which the CSRs will portray in order to lure their prospect victim,” Nartatez said.

Philippine economic growth accelerated to 6.3 percent in the second quarter of the year from 4.3 percent in the same period last year, National Statistician Dennis Mapa said in a briefing on Thursday.

Mapa said economic growth during the period was also higher than the 5.8 percent gross domestic product (GDP) growth recorded in the first quarter of the year.

National Economic and Development Authority (NEDA) Secretary Arsenio Balisacan said the latest economic growth makes the Philippines one of the fastest-growing economies in the region.

“This performance keeps our position as one of Asia’s best-performing major emerging economies. For East Asia’s economies that have released their second quarter 2024 GDP growth, we follow behind Vietnam at 6.9 percent while leading Malaysia at 5.8 percent, Indonesia at 5.0 percent, and China at 4.7 percent,” said Balisacan.

Among major economic sectors, industry and services grew by 7.7 percent and 6.8 percent, respectively. Agriculture, forestry, and fishing, however, contracted by 2.3 percent due to the effects of the El Niño phenomenon.

Household final consumption expenditure grew by 4.6 percent while government final consumption expenditure expanded by 10.7 percent.

Balisacan said the increase in government final consumption expenditure was driven by the timely implementation and expanded coverage programs of various social protection, health, and education programs, and preparatory activities for the 2025 national and local elections. Gross capital formation went up by 11.5 percent.

Public construction sustained double-digit growth of 21.8 percent as the government’s infrastructure agencies expedited the rollout of the Marcos Jr. administration’s construction and rehabilitation projects.

Exports of goods and services rose by 4.2 percent while imports of goods and services went up by 5.2 percent.

On track to meet target – “This significant development brings our real GDP growth to 6.0 percent for the first half of the year, keeping us on track to achieve our target growth rate of 6 to 7 percent for 2024,” said Balisacan.

He said the economy would need to grow by at least 6 percent in the second half to attain the lower end of the target for 2024.

Balisacan assured that the government would ensure the benefits of economic growth would be shared equitably.

“President Marcos began his 2024 State of the Nation Address with one of our most urgent priorities: the government will continue its push for food security by managing food inflation with appropriate supply-side measures,” he said.

He said the government was committed to utilizing strategic trade policy to augment insufficient domestic food supplies to meet rising demand.

The government will also expedite the rollout of social protection programs for the poor and vulnerable sectors, including enhancements to the Department of Social Welfare and Development’s Food Stamp Program and the 4Ps Program.

Aside from these, the government will also focus on raising agricultural productivity and improving farmers’ incomes and competitiveness.

The Philippine economy grew by 5.7 percent in the first quarter of the year, surpassing other major economies in the region.

In a briefing on Thursday, National Statistician Dennis Mapa said the economic growth during the quarter was higher than the 5.5 percent seen in the last quarter of 2023.

Mapa said, however, it was lower than the 6.4 percent economic growth seen in the first quarter of last year.

National Economic and Development Authority (NEDA) Secretary Arsenio Balisacan noted that the Philippine economy continues to demonstrate resilience and growth despite the domestic and external headwinds.

“Despite our challenges on both domestic and international fronts, our economy continues to demonstrate remarkable resilience and growth. This performance retains the country’s position as a leading force among Asia’s emerging economies,” he said.

Household final consumption expenditure and government final consumption expenditure posted lower growth rates at 4.6 percent and 1.7 percent from a year ago’s 6.4 percent and 6.2 percent.

Balisacan said the slowdown in household spending was due to the elevated prices of major food items and the heat wave.

“Meanwhile, government spending also slowed down, primarily due to the sliding of a large amount of expenditure to April this year, whereas the government made such spending in March last year,” he said.

Gross capital formation also posted a lower growth of 1.3 percent from 12.8 percent last year, while imports of goods and services also slowed to 2.3 percent from 4.2 percent.

Growth of exports of goods and services, however, accelerated to 7.5 percent from 1.1 percent in the first quarter of 2023. Balisacan said the growth in exports was mainly driven by the recovery in the exports of electronics products.

Moody’s Ratings sees the Philippines becoming the 2nd fastest growing Southeast Asian economy this year and in 2025

For this year and 2025, Moody’s Ratings projects the Philippines will end up as the 2^nd fastest growing economy in Southeast Asia, according to a BusinessWorld news report.

THE PHILIPPINES is projected to be the second-fastest growing economy in Southeast Asia this year and in 2025 as domestic demand is expected to remain resilient, according to Moody’s Ratings.

“We have kept unchanged our 2024 and 2025 forecasts for the Philippines and Malaysia and also expect sequentially higher growth in both countries. Domestic demand remains the primary economic growth engine for the Philippines,” it said in a report.

Moody’s Ratings kept its forecast for gross domestic product (GDP) growth for the Philippines at 5.9% this year and 6% in 2025.

However, these projections fall short of the government’s growth targets of 6.5-7.5% for this year and 6.5-8% for next year.

At 5.9%, the Philippines has the second-fastest projected growth in Southeast Asia for 2024, after Vietnam (6%). It is ahead of Indonesia (5%), Malaysia (4.5%) and Thailand (2.8%).

For 2025, the Philippines is again expected to post the second-fastest growth behind Vietnam (6.5%) but ahead of Indonesia (5%), Malaysia (4.8%), and Thailand (3%).

Moody’s Ratings said that growth in domestic demand-driven countries like the Philippines is “increasing more than we previously expected.”

The economy grew by a weaker-than-expected 5.6% in 2023, slower than the 7.6% expansion in 2022 and short of the 6-7% government goal.

Household consumption typically accounts for three-fourths of the Philippine economy. Last year, household spending expanded by 5.6%, much slower than 8.3% in 2022.

Meanwhile, Moody’s Ratings sees inflation averaging 3.8% this year, higher than the Bangko Sentral ng Pilipinas’ (BSP) 3.6% full-year forecast but within the 2-4% target.

Departing Indonesian arrested at airport, gets charged for overstaying, working without a permit and cyber crime

Recently at the Ninoy Aquino International Airport (NAIA), an Indonesian man who previously worked for a raided Philippine Offshore Gaming Operator (POGO) in Las Piñas City was intercepted and arrested by law enforcement agents before he could leave the country, according to a Manila Bulletin news report. The suspect has been charged for overstaying in the country, for working without a permit and for cyber crime.

An Indonesian national who worked for a Philippine Offshore Gaming Operator (POGO) facility that was raided by law enforcement agents mid this year was apprehended at the Ninoy Aquino International Airport (NAIA) last Dec. 21 before he could board his flight to Singapore.

The Bureau of Immigration (BI) identified the arrested foreigner as Angga Pratama, 24, who used to work with Xinchuang Network Technology, Inc. (XNT) in Las Pinas City.

Angga has been charged with overstaying in the Philippines and working without a permit. He was also charged with cybercime while employed at XNT, BI said.

XNT was raided by agents of the Philippine National Police (PNP) last June 27 for alleged human trafficking and cybercrime.

The PNP rescued from the facility around 2,700 persons including Filipinos and foreigners who were believed (to) be human trafficking victims.

Following the raid, the PNP filed before the DOJ charges against five foreigners who were involved in the operations of the illegal POGO, namely, Li Jiacheng, Xiao Liu, Yan Jiayong, Duan Haozhuan and LP Hongkun.

“The BI remains vigilant in its efforts to safeguard our borders against individuals involved in illegal activities,” Commissioner Norman Tansingco said in a statement issued on Sunday, Dec. 24.

“We are committed to ensuring the security and integrity of our nation’s borders,” he said.

During inspection at the NAIA, Angga’s name was found included in a derogatory hitlist of the BI.

This past weekend at the New Clark City Sports Complex in Pampanga, Samuel Mileham of Australia and Erika Burgos of the Philippines won the elite titles of the 2023 Asia Triathlon Duathlon Championship (also referred to as Asian Duathlon Championship), according to a sports news report published by the Philippine News Agency (PNA).

Australian Samuel Mileham topped the men’s elite category of the 2023 Asia Triathlon Duathlon Championships at New Clark City Sports Complex here Sunday.

The 25-year-old native of Perth finished the 10K (run)-40K (bike)-5K (run) race in 1 hour, 53 minutes and 7 seconds.

“I’m lucky to be given the opportunity to join this competition and I’m happy I won,” said the 6-foot-1 Mileham, who finished second behind Uzbekistan’s Ayan Beisenbayev during the 2022 edition of the tournament in Bahrain.

Bahrain’s Moussa Karich settled for the silver medal with a time of 1:54:49, improving on his fourth-place finish last year.

“This is my first tournament after my injury so I’m satisfied with my performance,” Karich said, referring to (his) previous back problem.

Mileham and Karich are setting their sights on the 2024 World Triathlon Multisport Championship scheduled Aug. 15 to 25 in Townsville, a coastal city in northeastern Queensland, Australia.

“Yes, it would be nice to win again,” Mileham, a duathlete for 13 years now, said.

Mileham’s teammate, Matt Smith, grabbed the bronze medal in 1:55:19.

Cambodian Mickael Chaumond (1:55:37) and Japanese Fumiya Tanaka (1:55:47), ranked fourth and fifth, respectively.

Philippine team members Raymund Torio and John Chicano also made it to the top 10 of the tournament organized by the Triathlon Philippines (TriPhil) headed by Ramon Marchan.

Torio (1:56:05) placed sixth, while the two-time Southeast Asian Games champion Chicano (1:56:46) was 10th among 22 entries.

With FIBA World Cup 2023 in the Philippines, Department of Tourism (DOT) anticipates 600,000 tourists/spectators

As far as the Department of Tourism (DOT) is concerned, the Philippines’ hosting of the FIBA World Cup 2023 games will benefit the nation with an estimated 600,000 tourists (foreign and domestic), according to a Philippine Star news report. Take note that the Philippines is getting closer to reaching its planned target of foreign tourists for the year 2023.

The Department of Tourism (DOT) is expecting 600,000 spectators in the upcoming FIBA World Cup 2023, which will start on Friday.

In an interview over Radyo Pilipinas, Tourism Secretary Christina Frasco said the figure includes foreign and domestic visitors. Frasco said the number of participants in the tournament has surpassed 2,200.

She said the FIBA, which is responsible for ticket sales, would determine the exact number of spectators.

To ensure the success of the event, the DOT has collaborated with a tourism consortium that includes private stakeholders such as the Tourism Congress of the Philippines, Philippine Tour Operators Association and Tourism Infrastructure and Enterprise Zone Authority (TIEZA).

The collaboration is focused on crafting FIBA World Cup tour packages that will offer discounts to both local and foreign visitors, to encourage them to also explore the Philippines’ tourist spots aside from watching the FIBA games.

“This package, which was specifically curated for FIBA, provides opportunities to visit any of our award-winning destinations as well as our beautiful resorts and hotels across these places,” Frasco said. These packages are accessible through discoverphilippines.travel.

The DOT has coordinated with attached agencies for site enhancements at the venues and other areas crucial to the participants’ experience.

Frasco stressed the importance of seamless and secure movement for tourists and participants.

Frasco said the Department of Transportation (DOTr) is responsible for the physical enhancements in airports for a better experience upon entry of tourists.

She said the DOT and the TIEZA helped the DOTr enhance these sites.

The Philippines will host the games of the FIBA World Cup 2023 along with Japan and Indonesia from Aug. 25 to Sept. 10.
