Muntinlupa City Mayor reminds police to follow values of ACT (Accountability, Confidence and Trust)

During the recent presentation of newly designated police officers in the City of Muntinlupa, Mayor Ruffy Biazon reminded them to follow the values of ACT (Accountability, Confidence and Trust) as they perform their duties, according to a Manila Bulletin news report.

Muntinlupa Mayor Ruffy Biazon reminded the police to follow the values of ACT or Accountability, Confidence, and Trust, in doing their duties as law enforcers.

Biazon made the reminder during the presentation of the newly designated police officers by Muntinlupa Police chief Col. Robert Domingo.

The new officers in the Muntinlupa Police are:

⬪Major Allan Rainier Cabral – chief of the Investigation and Detective Management Section (IDMS)

⬪Capt. Reynaldo Par – chief of the Custodial and Detention Facility Unit (CDFU)

⬪Capt. Fernando Niefes – chief of the Station Tactical Operations Center (STOC) and concurrent assistant chief of the Patrol Operations Section (POS)

⬪Capt. Rolando Ty – commander of the Tunasan Police Substation (SS1)

⬪Capt. Alemar Cabanit – commander of the Putatan Police Substation (SS2)

⬪Capt. Roderick Tubon – commander of the Sucat Police Substation (SS4)

⬪Capt. Rizalyn Soledad – commander of the Ayala Alabang Police Substation (SS5)

Biazon congratulated the newly designated police officers and told them about the expectations from the public.

“And, of course, our expectations from the newly designated. Remember the word ACT. The expectation is not only from you but from the whole Muntinlupa Police Station. The rank and file,” he said.

He added, “One is your accountability to your duty. We will expect that you will take action in fighting crime. Definitely, the public is expecting that. That is why you are in the police because you are our hope in addressing problems of drugs, criminality and, of course, the safety of our citizens. You have assumed that accountability.”

“Letter C, you have our confidence. As what Col. Domingo said earlier, we approved the designation by putting confidence in you. So don’t fail us on that,” he said.

Chinese national arrested for using fake documents while applying for Philippine passport

Recently in Davao City, a 21-year-old Chinese national got arrested by elements of the National Bureau of Investigation (NBI) for using falsified documents when he applied for a Philippine passport at the Department of Foreign Affairs (DFA), according to a Manila Bulletin news report. As it turns out, the suspect has been using a fake identity for some time here in the Philippines and has already admitting to possessing a Chinese passport.

The National Bureau of Investigation (NBI)-Davao arrested a 21-year-old Chinese national on Tuesday afternoon, July 9, for applying for a Philippine passport at the Department of Foreign Affairs (DFA)-Davao here using falsified documents.

NBI-Davao Region Director Arcelito Albao said in a press conference on Wednesday, July 10, that the DFA-Davao alerted the NBI-Davao that a Chinese national using the Filipino name Hengson Jabilles Limosnero attempted to apply for a passport. Albao said the suspect was accompanied by the family driver.

Albao, however, declined to disclose the suspect’s Chinese name, pending verification of his real identity from the Bureau of Immigration.

In a brief interview with the media, the suspect, who was presented during the press conference, admitted to possessing a Chinese passport.

Albao said that the Chinese used a birth certificate, driver’s license, and national identification (ID) card from the Philippine Statistics Authority to apply for a passport.

He said that the Chinese used his fake identity to study high school at Philippine Academy of Sakya Davao and college at the Ateneo de Davao University (ADDU). Albao said the Chinese is a first-year accountancy student at ADDU.

The suspect will face charges for violating the New Philippine Passport Act and Revised Penal Code penalizing falsification of public documents, perjury, and using fictitious name and concealing true name, Albao said.

He said the suspect was issued original documents and IDs by various government agencies but were considered falsified as the information was false.

Albao said that the suspect and his family have been residing in Davao City for 10 years. He said they own a hardware business in this city’s Chinatown District on Ramon Magsaysay Ave., called by residents Uyanguren.

The NBI-Davao head added that an employee from DFA-Davao doubted the suspect’s nationality and authenticity of the documents as he could not speak Cebuano, not fluent in Tagalog, and could only talk in English during interview.

He said the Chinese gave inconsistent answers during the interview.

Albao said the suspect applied for a passport as he wanted to become a Philippine citizen and plans to travel to the US.

Amorsolo painting recovered by local authorities, suspects arrested

Recently, the National Bureau of Investigation (NBI) announced that the stolen painting of national artist Fernando Amorsolo was recovered and arrested two suspects, according to a Philippine Daily Inquirer news report. The painting was previously stolen from a museum in Silay City, Negros Oriental province. It has since been returned to the National Museum of the Philippine for assessment.

The stolen Fernando Amorsolo painting has been recovered, the National Bureau of Investigation (NBI) said Friday.

NBI Director Jaime Santiago presented the recovered 1936 masterpiece of the national artist titled “Mango Harvesters,” which was snatched from the Hofileña Museum in Silay, City, Negros Occidental last week.

Santiago said an entrapment operation was hatched to catch people allegedly involved in the sale of the prized painting for P3.5 million, after receiving a tip from a certain “Atty. Ching.”

The entrapment operation was carried out on Thursday, July 11, at Tomas Morato in Quezon City, which resulted in the arrest of Ritz Chona Ching and Donecio Somaylo, who supposedly brought the stolen art for delivery.

Ching and Somaylo were brought for inquest proceedings before the Department of Justice. They are facing a complaint for violating Presidential Decree 1612 or the Anti-Fencing Law.

Police officers rescue kidnapped foreigners and apprehend suspects in Las Piñas City

Recently in the City of Las Piñas, local police officers rescued four foreigners who were kidnapped and illegal detained by their compatriots over a car accident matter that involves money, according to a Manila Bulletin news report. The suspects were arrested as well but two others got away.

Members of the Las Piñas City police rescued four Indian nationals who were kidnapped and illegally detained by four of their compatriots for non-payment of their P200,000 car accident settlement on July 5.

Las Piñas City police chief Col. Sandro Tafalla reported to the Southern Police District (SPD) the arrest of alias Ramanathan, 22; alias Devesh, 22; alias Sanjay, 22; and alias Venkata, 21, all Indian nationals.

Tafalla said the four suspects were arrested at around 10:30 p.m. at a residential building located at Barangay Pamplona Tres, Las Piñas.

He said two other suspects, identified as alias Lmahen and alias Shivarishi, were able to escape during the rescue operation and are now being hunted by the police.

The city police chief said the rescued victims were identified as alis Ven, 21; alias Vam, 21; alias Sai, 22; and alias Kal, 19.

Tafalla said the victims were allegedly robbed and detained by the suspects for their failure to pay the P200,000 car accident settlement.

He said the victims rented a Nissan Tiera owned by Shivarishi in going to Nasugbu, Batangas last May 24 but they unfortunately had an accident.

The police said suspect, Shavarishi, reportedly demanded the victims to pay the amount of P700,000 after his car suffered damages but the victims reportedly paid only P500,000.

Tafalla said by failing to to pay the remaining P200,000, the victims were kidnapped, robbed, and illegally detained by the suspects on July 5.

He said a friend of the victims reported the incident to the police and a rescue operation was launched.

The city police chief said recovered during the operation were a white Hyundai Accent with license plate DAC 2660, one wooden broomstick, and one metal dustpan, which were reportedly used in the assaults.

Bodyguards of Chinese national arrested for allegedly stealing guns and firearms licenses of fellow guards

Two bodyguards who worked for a Chinese national – reportedly involved with Philippine Offshore Gaming Operators (POGOs) – were arrested by law enforcer for the alleged acts of stealing guns as well as the firearms licenses of their fellow guards, according to a GMA Network news report.

Two bodyguards of a Chinese national involved in Philippine Offshore Gaming Operators (POGOs) were nabbed for allegedly stealing the guns and the guns’ licenses from their fellow bodyguards.

According to the Criminal Investigation and Detection Group (CIDG) Southern District Field Unit, the two bodyguards claimed that their Chinese boss had told them to retrieve the weapons so these could be passed on to other people.

However, the two bodyguards’ compatriots resisted as the guns were registered in their names, and they were worried about how the guns would be used.

“Pinapangalan sa kanila nitong mga Chinese national ‘yung mga binibiling baril. Pero ‘pag kinuha kasi sa kanila, hindi alam kung saan ito gagamitin kaya ‘yun pinangangambahan ito ngayon,” said the CIDG-SPD’s Police Major Leopoldo Cajipe in Jonathan Andal’s Sunday “24 Oras Weekend” report.

According to the CIDG, the suspects said their Chinese boss had ordered them to take the firearms from their fellow security men.

One of the security men resisted, and he was then allegedly beaten and detained in the barracks. But he was later able to escape and alert the police.

The CIDG investigation found that the Chinese nationals may be getting help from someone in the government who could easily change the names on the licenses for the guns, as one of the suspects was found to have a license to carry.

However, the license indicated that the suspect was a government employee, which he was not.

PAGCOR declares POGO operations in compounds officially prohibited, guidelines coming

With all the controversies about Philippine Offshore Gaming Operators (POGO) and their connections with criminal activities going on, the Philippine Amusement and Gaming Corporation (PAGCOR) announced that POGOs are no longer allowed to operate within large spaces and compounds, according to a GMA Network news report.

The Philippine Amusement and Gaming Corporation (PAGCOR) on Wednesday said that it will no longer allow the operations of Philippine Offshore Gaming Operators (POGO) within large spaces and compounds.

PAGCOR Chairman and CEO Alejandro Tengco made the announcement at a Senate hearing after he was asked by Senator Sherwin Gatchalian to make an assurance that there will be no POGO-linked crimes in the country.

“We’re coming out with certain guidelines. We’re already banning hubs. In the meantime that wala pa namang (there is no) order ng closure, this early I can inform everybody that we will not allow any hub existing or going to be applied for, we will not approve it anymore,” Tengco said.

According to the PAGCOR chief, POGO operations will now be “site specific” and “building specific” unlike in the POGO compounds in Bamban, Tarlac and Porac, Pampanga that were raided by authorities for alleged illegal activities within these establishments.

Tengco said he cannot assure that POGO will no longer commit crimes, but they will ensure that the 43 remaining licensed POGO firms will follow PAGCOR’s new guidelines and “enhancements.”

Further, Tengco said they will create teams that will monitor the POGO firms 24/7 in a bid to “deter” these criminal activities.

Iloilo City Council starts move to investigate illegal aliens and their links with crime and illegal activities

Recently in Iloilo City, the City Council of Iloilo formally started their moves to probe the presence of several illegal aliens and their involvement with illegal activities, according to a Philippine News Agency (PNA) news report.

The Sangguniang Panlungsod (SP) will convene as a committee of the whole to investigate the reported presence of several illegal immigrants here.

This developed as Councilor Romel Duron pushed for a resolution calling for an investigation of undocumented immigrants involved in illegal activities in the city.

In his resolution, Duron asked the committee to invite all agencies involved and even homeowners associations of subdivisions where the presence of foreigners leasing houses is reported.

“It’s not only illegal immigrants but illegal activities are also happening in our city, more so with the ongoing Senate investigation on Philippine Offshore Gaming Operators (POGO),” he said.

“In the past months here in Iloilo, there were illegal immigrants engaging in illegal activities; some were even apprehended. There are reports that in some subdivisions, there are many foreigners occupying or leasing, who could not speak English or Hiligaynon.”

In a follow-up interview, Duron said the Bureau of Immigration (BI) should explain why many tourists are working in the city when their visas are only good for 30 days.

The council will also invite the Department of Labor and Employment to validate reports that these foreigners were able to secure certification from the agency.

The councilor expressed alarm over crimes and illegal activities linked to illegal immigrants, like human trafficking, crime against women and their children, and drugs, among others.

“Maybe, as of now, it is not rampant, but when ignored, it might happen to us,” he added.

Last year, the City Drugs Enforcement Unit of the Iloilo City Police Office with the Cybercrime Investigation and Coordinating Center of the Department of Information and Communications Technology arrested 17 Chinese nationals for operating a suspected cybersex den in Barangay Lawa-an in Jaro District.

Seven individuals arrested for offering government positions in exchange for money

Recently in Quezon City, seven individuals were arrested by elements of the National Bureau of Investigation (NBI) for allegedly offering government positions for money, according to a Philippine News Agency (PNA) news article. The suspects were arrested as a result of a successful entrapment operation and already the local authorities are reaching out to people who were victimized by the suspects.

Operatives of the National Bureau of Investigation (NBI) arrested seven persons for allegedly recruiting applicants for government positions in exchange for a hefty amount of money.

NBI Director Jaime Santiago, who presented the suspects in a press briefing at the NBI main office in Quezon City on Monday, said the June 28 entrapment operation stemmed from information obtained by the agency’s Ilocos Regional Office (IRO) on a person introducing himself as “Atty. JV Cruz” who claimed to be a ranking official in Malacañang.

“Nagpapakilala siya na Asec (Assistant Secretary) ng Presidential Management Staff (PMS) at may specific instruction daw siya mula kay Unang Ginang (Liza Araneta-) Marcos na linisin ang bureaucracy. Ang pakilala niya, siya ang janitor ng bureaucracy. Aalisin yung mga remnants ng previous administration at papalitan (He introduced himself as Asec of the Presidential Management Staff, saying he had specific instructions from First Lady Liza Araneta-Marcos to clean up the bureaucracy. He introduced himself as the janitor of the bureaucracy, tasked to remove the remnants of the previous administration),” Santiago said.

He said the suspect allegedly charged applicants PHP500,000 to PHP1 million.

Santiago said upon verification with the PMS, the NBI learned that there is no Assistant Secretary named “Atty. JV Cruz” and that he is neither connected with the Office of the President (OP) Proper nor authorized to conduct any activity for the office.

During the entrapment operation at a hotel in Quezon City, NBI-IRO and National Capital Region agents disguised as applicants were approached by suspects Paulo Cruz and Jayson Marquina, who were wearing jackets bearing the logo of the OP.

The poseur applicants were then ushered to a room where another suspect identified as JV Cruz was waiting. The operatives apprehended JV after he received PHP100,000 in boodle money.

Aside from Marquina, Paulo Cruz, and JV Cruz, whose real name was John Vicente Cruz, NBI agents also apprehended four others identified as Kim Joseph Hernand, Dante Rabano Jr., Darwin Dave Caigan, and Noriel Reynoso.

The arrested suspects were presented for inquest proceedings before the Quezon City Prosecutor’s Office for violation of Article 315 of the Revised Penal Code, Executive Order 141 series of 1999, Commonwealth Act No.142, and Articles 177,178,179 of the Revised Penal Code.

Posted below are his videos about Apocalypse Now (which was filmed here in the Philippines) and Fitzarraldo (notorious for manually hauling a 320-ton steamship up a steep hill as well as cases of deaths and plane crashes).

#3 Ashleigh Burton’s reaction video of Air Force One – If you are a Harrison Ford fan who ended up being depressed over his work in Indiana Jones and the Dial of Destiny, then it is time to look back at the actor’s more exciting works from long ago apart from the Star Wars and Indiana Jones movies. Recently, YouTuber Ashleigh Burton released her reaction video of the 1997 blockbuster film Air Force One which had Ford play a brave and fighting US President. Her reaction video is entertaining to watch and you can see it below.

#4 Reggie Miller’s memorable play on May 25, 1998 – Way back in 1998 here in the Philippines, I saw live on cable TV Game 4 of the NBA Eastern Conference Finals series between the Chicago Bulls and the Indiana Pacers. I was rooting for the Pacers as my all-time favorite NBA legend Larry Bird was the coach and they had a very solid team with Reggie Miller, Rik Smits, Mark Jackson and others. The game is best remembered for Reggie Miller’s stunning 3-point shot which involved pushing Michael Jordan out of the way to get the ball. Not only that, Miller had a sprained left ankle to do it all. Take note that the Pacers was one of very few times to push Jordan and the Bulls into a full seven games in a best-of-seven series. Watch the video below and enjoy.

#5 X-Men: Apocalypse movie reaction videos – As X-Men: Days of Future Past was such a great film to watch, there was hope that follow-up X-Men movies starring James McAvoy, Michael Fassbender, Nicholas Hoult and Jennifer Lawrence will turn out great and offer moviegoers fine alternatives to the many superhero movies being released by Marvel Studios, Sony Pictures and Warner Bros. Then X-Men: Apocalypse was released in 2016 and I saw it on opening day inside a local IMAX cinema here in the Philippines. I left the cinema feeling entertained but the overall fun factor of the movie paled in comparison with its 2014 predecessor. Nine Chinese nationals arrested at Parañaque City Fishport

Recently in the city of Parañaque, nine Chinese nationals were arrested by immigration agents (supported by the Armed Forces of the Philippines) at the Parañaque City Fishport for illegally working onboard vessels, according to a Manila Bulletin news report.

Nine Chinese nationals suspected to be working illegally onboard vessels along Manila Bay were arrested last June 29 at the Paranaque City Fishport, the Bureau of Immigration (BI) said on Monday, July 1.

BI Commissioner Norman Tansingco said only five of those arrested have pre-arranged working visas petitioned by an engineering company in Pasay City.

Tansingco identifed them as Li Weilin, Liu Peng, Wang Yong, Huang Haibing, Gong Yuan Ju, Zhang Tao, Dai Guang Yuan, Li Jiang Yu, and Kang Tian De. Those with working visas were not identified.

He said they were arrested by BI operatives in coordination with the Armed Forces of the Philippines (AFP) while disembarking from three motorboats at the Paranaque City Fishport at around 4:30 a.m. on Saturday, June 29.

“This operation is a clear message that we will not tolerate foreign nationals abusing their stay in the country,” Tansingco said.

“We remain vigilant in our efforts to protect our borders and maintain order,” he assured.

Tansingco said: “We have reason to suspect that these individuals are engaging in illegal work in vessels along Manila Bay.”

He said the visas of five of them “limit their work to a company in Pasay City and nowhere else.”

He stressed that “foreign nationals with valid working visas, if found to be working in a different company, are violating the conditions of their stay.”
