HSBC Says Philippines Should Focus On Strengthening Services Sector

The Philippines should leverage its services sector to stand out in the global investment landscape, as competition with manufacturing-led economies is well out of reach, according to an HSBC economist.

The country has been lagging behind its peers in Southeast Asia in terms of attracting foreign investments.

Last year, the Philippines secured the sixth spot in the region, trailing behind Singapore, Indonesia, Vietnam, Malaysia, and Thailand, according to the report from the United Nations Conference on Trade and Development (UNCTAD).

This trend is expected to continue this year amid uncertainties in global trade and especially due to the country’s relatively low manufacturing activity.

HSBC Asia Economics Associate Director Ines Lam said the limited scale of the manufacturing sector in the Philippines hinders its ability to draw foreign capital.

Lam explained that attempting to be competitive in manufacturing at this late stage could ultimately be ineffective and counter to the government’s efforts to secure investments.

“Everyone wants to get a piece of the global supply chain. Everyone wants to be a supplier to Apple. But for the Philippines, I think the Philippines’ unique value proposition is its people and soft skills,” she said during the 23rd International CEO Conference hosted by the Management Association of the Philippines (MAP).

Instead of trying to catch up in manufacturing, Lam said the country could instead shift its focus to strengthening its services sector, in which it has an advantage compared to regional partners.

The economist said upskilling the country’s talented pool of workers is a critical component in boosting the sector. She noted that the educational proficiency and English expertise of Filipino workers are the top qualities sought by global employers and investors.

“I’m not saying that manufacturing is not important, but because the Philippines has already found its advantage, I think it’s important that the Philippines does not lose this,” said Lam.

“You provide something new and you improve your offerings in terms of BPO (business process outsourcing) and exports of services. Then, that will help the Philippines to stand out in this world,” she added.

Philippines Unemployment Rate Hits 5.3% in July 2025

As controversy about flood control projects continues to dominate the news cycles, more Filipinos reported themselves as unemployed this past July as the unemployment rate jumped to 5.3%, according to a GMA Network business news report.

The number of Filipinos without jobs or livelihoods increased in July 2025 due to weather disturbances which affected various sectors of the labor market during the period, according to the results of the Philippine Statistics Authority’s latest Labor Force Survey.

At a press briefing on Wednesday, PSA chief and National Statistician Claire Dennis Mapa reported that unemployed persons, ages 15 and above, rose to 2.59 million from 1.95 million in June 2025. This was also higher than the 2.38 million jobless in July 2024.

As a percentage of 48.64 million participants in the labor force who are actively looking for labor opportunities during the period, the number of jobless persons translated to an unemployment rate of 5.3%, up from 3.7% month-on-month.

This means 53 in 1,000 individuals do not have jobs or livelihoods during the period. This was also the highest unemployment since August 2022’s 5.3%.

Labor force participation in July 2025 declined from 52.42 million in June 2025 and 50.06 million in July 2024.

Likewise, employed persons, or those with jobs and livelihoods, during the period contracted to 46.05 million from 50.47 million in June 2025 and 47.68 million in July 2024.

As a percentage of labor force participants, the employment rate stood at 94.7%, lower than the 96.3% seen in June 2025 and 95.3% in July 2024.

Mapa attributed the increase in unemployed persons and decreases in both employed and labor force participation to the series of storms which hit the country during the month.

“Una talaga ang nangyari dito sa July round is first tinamaan ang ating bansa, maraming areas ng typhoons. Ito talaga ‘yung nakita namin na main reason kung bakit bumababa ang labor force participation at employment na rin,” the PSA chief said.

(First, what we saw during the July round is that many areas of the country were hit by typhoons. This was really the main reason why the labor force participation and employment numbers declined.)

Most Wanted Man in Muntinlupa City Arrested For Qualified Rape and Lascivious Conduct

Police arrested a 42-year-old man tagged as Muntinlupa’s No. 1 top most wanted person for qualified rape and lascivious conduct on Friday, Sept. 6.

The suspect, identified as alias “Ranielle,” was nabbed in Barangay Alabang, Muntinlupa by operatives from the Warrant and Subpoena Unit of Muntinlupa police.

He is facing charges of lascivious conduct under Republic Act 7610 (Special Protection of Children Against Abuse, Exploitation and Discrimination Act) and qualified rape under Republic Act 11648 (An Act Promoting for Stronger Protection Against Rape and Sexual Exploitation and Abuse, Increasing the Age for Determining the Commission of Statutory Rape).

According to the Supreme Court website, lascivious conduct, based on the implementing rules and regulations of Republic Act, 7610, is “the intentional touching, either directly or through clothing, of the genitalia, anus, groin, breast, inner thigh, or buttocks, or the introduction of any object into the genitalia, anus or mouth, of any person, whether of the same or opposite sex, with intent to abuse, humiliate, harass, degrade, or arouse or gratify the sexual desire of any person, bestiality, masturbation, lascivious exhibition of the genitals or pubic area of a person.”

The Supreme Court Office of the Spokesperson stated that “qualified rape, on the other hand, refers to sexual intercourse with a woman against her will, committed under any of the circumstances listed in Article 266-B of the RPC (Revised Penal Code), such as abuse of authority, moral ascendancy, relationship, or the victim’s vulnerability.”

Presiding Judge Phillip Aguinaldo of the Muntinlupa Regional Trial Court Branch 207 issued the warrant of arrest. Bail was set at P200,000 for each of four counts of lascivious conduct and no bail for qualified rape.

Philippines Offshoring Industry Expected To Reach $61 Billion By 2030

The Philippine offshoring industry is expected to contribute as much as $61 billion or P3.45 trillion for the economy by 2030 amid a significant shift in the global landscape, research released by global talent solutions partner Robert Walters showed.

According to Robert Walters, the offshoring sector is projected to increase its contribution by 69% from its current contribution of $36 billion, equivalent to 10.14% of the country’s gross domestic product by the end of the decade.

“To put the $61 billion figure into perspective, that’s more than three times the Philippines’ annual education budget,” Robert Walters head of market intelligence Phill Brown said in an emailed statement.

“Offshoring is becoming a long-term economic driver for the Philippines and underscores the growing confidence in the country’s skilled workforce and its ability to support critical, global-facing business operations,” he added.

The research took into consideration estimates from a combination of secondary sources and industry databases, and projections calculated using workforce size and average revenue per employee.

Robert Walters cited the country’s high English proficiency, the specialization in tech and transformation services, and pool of digital infrastructure and engineering talent, which it said has enabled the country to take on complex functions in technical and knowledge-based domains.

Among the most in-demand skills are backend programming, cloud engineering, and information technology (IT) security, highlighting rising global demand for technical capability in cybersecurity and cloud transformation.

Las Piñas City Government To Deploy Several TUPAD Beneficiaries To Fight Dengue

The city government of Las Piñas announced that over 150 beneficiaries of Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (TUPAD) will be deployed to conduct cleaning operations in different communities and schools to fight dengue.

Las Piñas City Mayor April Aguilar said the TUPAD program against dengue is a collaborative effort between the Department of Labor and Employment (DOLE), City Health Office (CHO), and the Department of Education (DepEd).

Aguilar said the beneficiaries will help clean the community, clear potential mosquito breeding sites, and the school surroundings to prevent students from being infected with the mosquito-borne disease, and also to fight and reduce dengue cases in the city.

Beneficiaries are set to work for 24 days and will receive P695 per day, or a total of P16,680 compensation for their work.

Las Piñas City Congressman Santos Says 13 Infrastructure Projects Awarded To 4 Discaya Construction Firms

Here in the Philippines, a lot of people are angry over the flood control projects scandals. This is in reference to several flood control projects that collectively remained incomplete, completed but got damaged later due to using sub-standard materials, and that alleged kickbacks were involved in the awarding of contracts by the Department of Public Works and Highways (DPWH) to contractors.

In the City of Las Piñas, Congressman Mark Santos revealed that four construction firms owned by the controversial Discaya couple were awarded contracts for thirteen projects in the city worth more than P450 million, according to a Malaya Business Insight news report. It should be noted that a lot of DPWH projects lacked permits from the City Government. On the other hand, Sarah Discaya admitted owning several construction firms that bid for DPWH projects.

FOUR construction firms owned by Sarah Discaya cornered 13 flood control and national infrastructure projects, worth about P452 million, in Las Piñas City in the past three years, city Rep. Mark Anthony Santos said yesterday.

Santos laughed off Discaya’s denial in the Senate, saying records from the Department of Public Works and Highways would show that her firm Alpha & Omega’s P18.9-million flood control project in Barangay Zapote was a “glaring failure” as it was only 26.41 percent completed when the construction deadline lapsed in August 2025.

The neophyte lawmaker said that aside from Alpha & Omega General Construction and Development Corp., Discaya’s other companies, St. Matthew General Contractor and Development Corp.; Amethyst Horizon Builders and General Contractor; and Great Pacific Builders and General Contractor Inc., also got several multi-million-peso projects in Las Piñas between 2022 and 2025.

Alpha & Omega, which cornered about P100 billion of the P545.6-billion budget from July 2022 to May 2025, was among the top 15 contractors for flood control projects earlier identified by the President.

Santos disclosed that the Las Piñas-Muntinlupa District Engineering Office of the Department of Public Works and Highways (DPWH), formerly headed by district engineer Isabelo Baleros, awarded Alpha & Omega a P49-million contract in February 2022 for the construction of a flood control structure along Mahabang Ilog in Barangay Zapote.

However, just a month later, Santos said the DPWH office handed another P49-million flood control project in Mahabang Tubig, also in Zapote, to another Discaya’s firm, St. Matthew General Contractor and Development Corp.

He said Discaya’s Great Pacific Builders and General Contractor Inc. also received a P26.3-million contract in February 2023 for a flood control project along Manarigo Creek.

Just a month later, in March 2023, Santos said another P49-million flood control project for Paliwas Creek was awarded to Amethyst Horizon Builders and General Contractor, also one of the nine construction firms of the Discayas.

Santos said all flood control projects in his city from 2022 to 2025 that were awarded to the Discayas’ construction firms were confirmed by DPWH Undersecretary for Technical Services Ador Canlas.

“Records speak louder than claims. The Discayas’ repeated awards in Las Piñas are documented, and they cannot hide behind denials or excuses,” Santos said in a statement.

Santos said Canlas also told him that nine multi-million-peso government infrastructure projects had been awarded to the four construction firms of the Discayas, which includes the P9.7-million road rehabilitation in Barangay Zapote, the P6.8-million road rehabilitation in Barangay Talon 5, and the P9.8-million rehabilitation of Las Piñas Elementary School–Central.

The lawmaker said all three projects were awarded to Amethyst Horizon Builders in 2022 under Baleros who was appointed head of the DPWH Las Piñas–Muntinlupa District Engineering Office in August 2018 when the DPWH was headed by then Secretary now Sen. Mark Villar.

Santos said Discaya’s Great Pacific Builders “further solidified the family’s stranglehold on Las Piñas infrastructure” when it also secured the P4.8-million school building rehabilitation in Barangay Talon 1 in 2023.

He said the contracts did not end there as these were followed by another two P14.4-million multi-purpose building rehabilitations in 2024 in Barangay Manuyo Dos and Barangay Pulang Lupa Dos, “underscoring a clear pattern of cornering lucrative government contracts.”

Philippines Inflation Rate Reaches 1.5% In August 2025

The rate of increase in consumer prices has accelerated last month due to jump in food prices, with recent weather events heavily impacting the cost of vegetables, the Philippine Statistics Authority (PSA) reported on Friday, Sept. 5.

Headline inflation accelerated to 1.5 percent in August 2025, faster than the 0.9 percent recorded in July, although still below the 3.3 percent recorded in the same month last year, data from the PSA showed. From January to August, average inflation stood at 1.7 percent.

According to the PSA, the uptick was mainly driven by food and non-alcoholic beverages, which posted an inflation rate of 0.9 percent and contributed 69.3 percent to the overall figure.

Within this group, vegetables, tubers, and bananas rose by 10 percent, while fish and other seafood climbed 9.5 percent.

PSA Chief Dennis Mapa stated that recent typhoons had significantly impacted vegetable prices.

In the National Capital Region (NCR), vegetable inflation reached 26.5 percent, compared with 6.9 percent in areas outside NCR.

“The impact of the typhoons in the past few months has been attributed particularly to vegetables,” Mapa said in Filipino, adding that vegetable prices surged in both NCR and other regions in August.

Despite the rise in headline inflation, the bottom 30 percent of income households continued to experience deflation.

Mapa explained that rice, which accounts for about 18 percent of the spending basket for poor households, has posted a sharp price drop.

Rice deflation was recorded at –17 percent for all households and an even deeper –19.3 percent for the bottom 30 percent, offsetting higher costs of vegetables and fish.

Mapa noted that rice inflation is likely to remain negative in the coming months, although the decline may not be as steep as current levels.

Prices are expected to continue trending downward, but the deflationary effect is narrowing, he said.

Muntinlupa City Government Urges Public to Avail of Real Property Tax Amnesty

The Muntinlupa City government encouraged the public to avail of the real property tax amnesty being offered under Republic Act 12001.

The law, otherwise known as the Real Property Valuation and Assessment Reform Act, approved in June last year, stated that the amnesty will “cover penalties, surcharges, and interests from all unpaid real property taxes, including Special Education Fund, idle land tax, and other special levy taxes, prior to the effectivity of this Act.”

The real property tax amnesty can be availed of within two years after the effectivity of the law or until July 5 next year, the Muntinlupa City government said.

“This relief may be availed by a delinquent property owner with the option of one-time payment or installment payment of the delinquent real property taxes within two (2) years from the effectivity of this Act,” according to the law.

To avail of the amnesty in Muntinlupa, people need to go to the Muntinlupa City Treasurer’s Office to know if they are qualified.

They need to submit an application for amnesty to the Treasurer’s Office and keep one copy. They need to wait for the confirmation of their application. If approved, they will go to the Treasurer’s Office to pay.

The Current State of Flood Control in Las Piñas City

If you were in Las Piñas City during the week of July 21 to 25, 2025, were you trapped in the middle of heavy traffic because of immense flooding? Did you witness flood water that entered houses of a local residential community during that week? Today, the topic of flood control is a very hot one for Las Piñas City residents because a lot were negatively affected by flooding and Congressman Mark Santos has been speaking out a lot about it.

Santos recently pointed out that more than forty construction projects of the Department of Public Works and Highways (DPWH) in the city lacked permits from the City Government.

The DPWH itself has turned controversial due to several flawed and questionable flood control projects nationwide handled by contractors. No less than Philippine President Ferdinand “Bongbong” Marcos, Jr., was angered over a Bulacan flood control project that was never completed even though the contractor has been paid. Not only that, one particular business person admitted owning several construction firms that bid for DPWH projects.

Going back to Las Piñas City, there is controversy over certain infrastructure projects involving the influential Villar business and political family and already there was friction with the City Government. Congressman Santos pointed out that the Las Piñas-Zapote River Drive (another project of the Villar family which you can learn about by clicking here and here) made flooding in the city worse. More Than 4,000 Kids Receive Free Uniforms And Useful Items From Las Piñas City Government

The Las Piñas City government has distributed free uniforms to more than 4,000 toddlers enrolled in the city’s Child Development Centers (CDCs) to help ease the financial burden on parents.

The distribution was held at the Disaster Risk Reduction and Management Office (DRRMO) and the Mayor Nene Aguilar Multi-Purpose Hall in BF Resort, Barangay Talon Dos.

This marks the first time the city has provided free CDC uniforms under the “Alagang April” program, which aims to help young learners focus on their studies while reducing school-related expenses for families.

Along with uniforms, the city also distributed school supplies and interlocking puzzles designed to enhance children’s memory, problem-solving, and planning skills.

She said that education starts at an early age, and by supporting the children’s needs, they can focus on their studies.
