Muntinlupa launches the BEST (Business E-payment System), online business registration as e-governance innovations amid the pandemic

The City Government of Muntinlupa formally introduced a contactless and cashless processing of business applications and payments through the launching of BEST (Business E-payment System), an e-governance innovation amid the COVID-19 pandemic.

In a bid to address the challenges of the pandemic to face-to-face transactions, the City Government, through its partner banks Development Bank of the Philippines and Landbank of the Philippines, formally launched the Business E-payment System (AKA Muntinlupa BEST) yesterday.

Mayor Jaime Fresnedi says the City Government developed the project to adapt to the “new normal” of public service which requires an open government approach and use of digital platforms.

Fresnedi added that through the e-governance initiative, the risk of COVID-19 transmission will also be prevented due to reduced contact of clients and government employees who will process their applications.

Muntinlupa BEST is an online payment alternative that will allow locators in Muntinlupa City to accomplish business permit applications and transactions through any internet-enabled device. Taxpayers can access the online platform via www.muntinlupacity.gov.ph and accomplish transactions including application for New Business Permit, Renewal of Business Permit, Application Status Inquiry, Billing and Payment, and Payment History.

Upon assessment and verification of payment, the Muntinlupa Business Permits and Licensing Office shall endorse an advanced e-copy of the requested permit to the client via email.  The total processing time is shortened to around 30 minutes for applications with complete set of requirements.

Clients can schedule the pick-up of original documents or arrange delivery via courier service. The platform also serves as online portal for transactions processed by the Treasury Office which include application and submission of requirements, acquisition of assessment billing, Order of Payment and e-Payment for the convenience of taxpayers.

Payments can be processed through Bancnet and PESONet partner banks or over-the-counter via ECPAY, Bayad Express and 7-Eleven outlets. Taxpayers can now conveniently pay their taxes at their own time and within the safety of their homes.

Muntinlupa BEST is facilitated by the city’s BPLO, the Mayor’s Office, the Management Information Systems Office, and the City Treasurer’s Office, Muntinlupa City is a frontrunner in business innovations which include the Single Window Transaction – Muntinlupa Business One Stop Shop. It is an innovative single-interface business registration process consisting of three simple steps with one and the same staff from start to end of the transaction for as fast as fifteen minutes.

Muntinlupa’s initiative in government efficiency has been recognized by the Development Academy of the Philippines (DAP) as one of the best practices in the country.

SWiT-MBOSS qualified as a finalist in the 4th International Best Practice Competition (IBPC) organized by the Asian Productivity Organization. Muntinlupa City shared runner up standing with Texas Instruments (Philippines) and City of El Paso, Texas (USA), while tied as the competition’s champions were Al Jazeera International Catering LLC (UAE) and Dubai Corporation for Ambulance Services (UAE).

Further, Muntinlupa City has been adjudged as one of the winners of the Digital Cities Philippines Awards for Best Practices in eGovernance for Local Government Units. In 2018, Muntinlupa bagged the 2nd place in the Best in eGOV Government Inter-operability (G2G) category for its Budget Management and Monitoring System (BMMS) besting 65 entries from 36 LGUs in the country.

Muntinlupa City is the Philippine Chamber of Commerce and Industry’s Most Business-Friendly LGU in 2017 and 2018.

Muntinlupa Assessor’s Office releases new schedule of operations, advices taxpayers to transact online

Due to the influx in the number of clients transacting business with Muntinlupa City Assessor’s Office and to ensure strict enforcement of physical distancing, a new schedule for document requests shall be implemented starting Tuesday (December 1, 2020).

MCAO released a new schedule of daily operations in the city’s website in a bid to limit the number of taxpayers transacting in Muntinlupa City Hall in adherence to IATF health protocols.

The processing of Certified True Copy of Tax Declaration and Certificate of No Improvement and other certifications will only be accommodated during Mondays, Wednesdays, and Fridays. Documents requested will also be released during the same schedule.

Further, Assessment Transactions are scheduled on Tuesdays and Thursdays. Depending on the property subject of assessment, the turnaround time for the release of documents is 1 to 2 weeks. While the schedule for the processing of Order of Payment will remain on a daily basis with daily issuance within 10 minutes.

The public is encouraged to accomplish forms online thru Assessor’s Online Application Form (bit.ly/2zEQ6jb) or Real Property Tax Order of Payment Online Request (bit.ly/2ZdqTGM).

The City Assessor’s Office will accept walk-in requests only during the indicated days per transaction. Online requests shall be received daily but subject to the indicated release days.

Recently, the City Government of Muntinlupa waived penalties and surcharges incurred for the non-payment of business taxes from 2nd to 4th quarter of 2020 through City Ordinance 2020-150 in a bid to help the private sector to recover from losses due to the COVID-19 pandemic.

However, all business taxes due for the said period shall however be subject to the penalties and interest prescribed by Muntinlupa Revenue Code if not paid on or before December 29, 2020. Muntinlupa City Business Permits and Licensing Office advised business taxpayers in the city to settle all outstanding balances on or before the deadline to avoid incurring penalties.

As of November 26, Muntinlupa City has 4,891 confirmed cases with 4,675 recoveries, 58 active cases, 158 reported deaths, 34 suspect cases, and 293 probable cases.

Muntinlupa City extends tax relief anew, penalties for late payment waived until December 29, 2020

The City Government of Muntinlupa announced yesterday its move to relax the collection of penalties for late payment of business taxes from the second quarter until the remainder of the year in a bid to help the private sector to recover from losses due to the COVID-19 pandemic.

Mayor Jaime Fresnedi signed City Ordinance 2020-150 waiving penalties and surcharges incurred for the non-payment of business taxes from 2nd to 4th quarter of 2020 as assistance to the business sector.

Fresnedi said as the effects of COVID-19 pandemic further intensify the hurdles being faced by the private sector, the City Government of Muntinlupa as a partner to business sector will extend its assistance by providing for tax reliefs.

However, all business taxes due for the said period shall however be subject to the penalties and interest prescribed by Muntinlupa Revenue Code if not paid on or before December 29, 2020. Muntinlupa City Business Permits and Licensing Office advised business taxpayers in the city to settle all outstanding balances on or before the deadline to avoid incurring penalties.

Earlier this year, Muntinlupa City has imposed several extension of deadlines for the payment of taxes and fees amid the community quarantine in Metro Manila.

In May, Muntinlupa City Council adapted the Department of Finance (DOF) Department Circular (DC) No. 002-2020 through City Ordinance 2020-095 for the uniform adoption and implementation on the extension of deadlines for the payment of local taxes, fees, and charges imposed by local government units from March 25 to June 25, 2020.

The City Government of Muntinlupa has also passed ordinances in March providing a two-month payment extension on Real Property Tax payments and other payables to the City Government for the 1st Quarter, including payment for business taxes and fees for the 2nd Quarter, without penalties, surcharge, and interest. Penalties and surcharges incurred for the non-payment of 2nd and 3rd quarter business taxes were also waived through City Ordinance 2020-146.

The Philippine Chamber of Commerce and Industry – Muntinlupa recognized the City Government’s implementation of the Local Economic Continuity Plan which outlines programs and activities for business adaptation in the time of the pandemic and future programs for economic recovery.

PCCI-Muntinlupa president Elvie Sanchez-Quiazon conferred the Sterling Growth Catalyst Award to Mayor Fresnedi in recognition of his leadership in addressing the health crisis while still boosting the sustainability of local economy last July. Quiazon said the local chamber lauds the mayor’s “transformational and adaptable leadership, commitment and eminent public service to boost the development and sustainability of the Muntinlupa City in challenging times.”

As of November 25, Muntinlupa City has 4,867 confirmed cases with 4,666 recoveries, 43 active cases, 158 reported deaths, 43 suspect cases, and 234 probable cases.

Muntinlupa City launches ‘Deliver to Recover Program’ with Grab Philippines, 500 drivers to receive additional stimulus package

The City Government of Muntinlupa officially launched the ‘Deliver to Recover Program’ with Grab Philippines in a bid to provide livelihood to tricycle drivers and displaced workers in the city affected by the COVID-19 pandemic.

Mayor Jaime Fresnedi led the launching event and turn-over ceremony of grant packages to the first batch of beneficiaries on Friday together with Congressman Ruffy Biazon and Grab Philippines execs Jackson Tan and Jeanine Tadique.

Fresnedi said the City Government entered into a partnership with Grab Philippines for the registration of 500 city residents who have lost their jobs during the community quarantine, including returning OFWs, to Grab Food and Grab Express Delivery service.

The local exec noted that the city’s economic cluster will also provide a grant package amounting to P7,500 to beneficiaries on top of assistance with their registration to the delivery service company.

“We recognize the challenges faced by Muntinlupa residents whose livelihoods were affected by the lockdown due to the pandemic and we will continue to assist them through various socio-economic projects,” Fresnedi noted.

The first batch of 500 beneficiaries received grant packages which include Grab uniforms, food insulated box, P2,500 worth of e-wallet credit, and P2,500 cash assistance as initial capital.

Muntinlupa City is the only LGU-partner of Grab Philippines in Metro Manila to include a ‘stimulus package’ for its beneficiaries.

Public Employment Service Office – Muntinlupa chief Glenda Aniñon said the registration for the city’s Deliver to Recover Program is still ongoing. Aniñon said city residents aged 21-50 y/o with smartphone and owns a motorcycle or a bicycle can apply to the program.

Muntinlupa City Government extends tax relief anew until November 20, looks for courier service providers

The City Government of Muntinlupa approved a business tax amnesty for the late payment of business taxes due for the second and third quarters amid the economic disruption due to COVID-19 pandemic.

Mayor Jaime Fresnedi signed City Ordinance 2020-146 this past Wednesday effectively waiving penalties and surcharges incurred for the non-payment of 2nd and 3rd quarter business taxes for the year 2020 as assistance to members of the private sector.

Under the local ordinance, the waiver of penalties and surcharges shall have a prospective application and will not pertain to business taxes already settled. All business taxes due for the said period shall however be subject to the penalties and interest prescribed by Muntinlupa Revenue Code if not paid on or before November 20, 2020.

Muntinlupa City Business Permits and Licensing Office advised business taxpayers in the city to settle all outstanding balances on or before the deadline to avoid incurring penalties.

Further, the City Government of Muntinlupa is looking for courier service providers to aid in the distribution of business permit certificates to business locators in the city.

Interested parties may submit their proposals to Muntinlupa City Business Permits and Licensing Office thru their email at bplo.muntinlupa@yahoo.com until 5:00 PM on November 18.

COVID-19 Crisis: Muntinlupa City releases zero-interest loan to micro entrepreneurs

Muntinlupa City Mayor Jaime Fresnedi turned over the P1.3 million zero-interest loan assistance to Tulong Negosyo Batch 117 representatives, dubbed as “Muntipreneurs,” last October 6 in a bid to help local businesses recover from the economic disruption brought about by the COVID-19 pandemic.

70 micro entrepreneurs were provided with the loan assistance this month. Tulong Negosyo caters to MSMEs and provides micro finance assistance which ranges from P2,000 up to P150,000 depending on the business capital ceiling and payment record of beneficiaries. Muntinlupa City is the first LGU to introduce the micro-financing program. Fresnedi vows to continue the program and assist Muntipreneurs especially in the time of the COVID-19 pandemic.

COVID-19 Crisis: Muntinlupa City Government grants zero-interest loan to 112 “Muntipreneurs” to help them recover amid pandemic

In a bid to assist local businesses and revive the stalled local economy brought about by the COVID-19 pandemic, the City Government of Muntinlupa has provided zero-interest loan to MSMEs and micro-entrepreneurs dubbed as “Muntipreneurs.”

Specifically the City Government assisted at least 112 micro-entrepreneurs through its Tulong Negosyo Program (formerly Dagdag Puhunan) and has distributed P2,762,000 cash assistance from March to September 2020. Muntinlupa City is the first LGU to introduce the micro-financing program.

Tulong Negosyo caters to MSMEs and provides micro finance assistance which ranges from P2,000 up to P150,000 depending on the business capital ceiling and payment record of beneficiaries. The program aims to provide additional capital for business expansion for aspiring and established business owners in Muntinlupa.

On September 23, Mayor Jaime Fresnedi led a turn-over ceremony of loan assistance amounting to P990,000.00 to 28 Tulong Negosyo Batch 116 beneficiaries in Muntinlupa City Hall. Among the beneficiaries, three local entrepreneurs received P100,000 each while one member received P150,000.

Fresnedi vows to continue the program and assist Muntipreneurs especially in the time of the COVID-19 pandemic. The mayor hopes to revive the local economy by support grassroot players through various programs.

Recently, the loan repayment period was extended by three months for clients with existing loans from March to June 2020 in a bid to help them recover from losses due to the pandemic.

Tulong Negosyo program has three categories namely: Simulang Kapital (SIKAP) Pangkabuhayan with loan application amounting to P2,000 – P5,000, Asenso Loan Program amounting to P6,000 – P75,000, and Maunlad Loan Program amounting to P75,000 – P150,000.

Further, a Savings Program has been incorporated in the loan assistance to teach clients about the importance of economizing and serve as protection to the clients and the program. Entrepreneurial education through trainings and other related interventions are also conducted.

Due to the ongoing health crisis, the Tulong Negosyo has implemented Online Application services and cashless repayment system through Smart Padala and G-Cash.

My Observations: Bethesda now part of Team Xbox

As I start to write this, I still am in a state of shock over the most ambitious video game business announcement that I never anticipated would happen particularly with Xbox. People are already talking about it a lot right now. I’m referring to Microsoft’s megaton acquisition of ZeniMax Media which is the parent company of game publishing giant Bethesda Softworks. The deal is worth $7.5 billion (in cash) and it includes acquiring Bethesda Softworks, Bethesda Game Studios, id Software, ZeniMax Online Studios, Arkane, MachineGames, Tango Gameworks, Alpha Dog, and Roundhouse Studios. The said studios have a combined work force of more than 2,300 employees. This megaton development alone makes me want to acquire an Xbox Series X unit even more!

Bethesda’s games have always had a special place on Xbox and in the hearts of millions of gamers around the world. As confirmed by Spencer, the acquisition of Bethesda is more than just adding to Xbox Games Studios existing lineup of game makers and more than just adding games for Xbox and PC gamers to play. The acquisition also means adding even more games to the fast-growing and successful Xbox Game Pass subscription program which recently saw its subscribers reach 15,000,000+ (a jump of 50% in less than six months’ time!). The addition of Bethesda’s iconic franchises – Elder Scrolls, Fallout, Wolfenstein and Dishonored to name some – will surely add tremendous value to Xbox Game Pass and even more exciting is the confirmation that Bethesda’s upcoming sci-fi Starfield will also be added! These developments are already exciting gamers to order Xbox Series S or Xbox Series X as I write this.

Think about it. If you are already a paying Xbox Game Pass subscriber by the time Starfield gets released, you can simply visit Xbox LIVE and download the said game for free (because you already paid for the subscription). Those who are not XGP subscribers will have to pull out a lot of money to buy Starfield at the retail store or elsewhere online.

Already Team Xbox and its many Xbox Games Studios are already creating new and exclusive games for Xbox Series S and Xbox Series X plus PC. Microsoft no longer has a shortage of console exclusives and all the criticism thrown at them (“Xbox has no exclusives!”, “Xbox has no great games!”) are meaningless now. The addition of Bethesda studios into the many Xbox Game Studios further ensures more exclusive games in the years to come and this alone gives Microsoft a huge advantage over Sony and Nintendo!

This brings me to another sensitive topic: the Bethesda projects that are exclusive to others or are multi-platform in arrangement. Bethesda currently has two games that are exclusive to Sony’s PlayStation 5 (PS5) and Phil Spencer made clear that Microsoft will honor the exclusivity commitments of those games. In short, the Bethesda-Sony deal for those two games won’t be scrapped. Other Bethesda games coming to platforms that are not Xbox-related will happen on a case-by-case basis with Microsoft having the final decision. All of these are part of the complications that come with acquiring a huge game publisher with existing deals made with other platform makers.

But if you look into the far future, the Xbox-Bethesda megaton deal will eventually lead to sequels of Fallout, Elder Scrolls and other franchises that will be released exclusively on Xbox platforms and PC, and the Bethesda brand will remain. Bethesda’s famous role-playing game (RPG) franchises alone makes Xbox an even more attractive ecosystem for gamers who love RPGs. Think about it! Imagine playing Fallout and Elder Scrolls sequels (or remastered versions of Skyrim or Fallout 4) on Xbox Series X years from now enjoying all the massive content presented with 4K resolution, 60 FPS frame rate, great visuals and much shorter load times. With Microsoft having the more technologically superior console (Xbox Series X compared to PS5 with disc drive) and a much bigger and stronger 1st party game lineup, gamers will realize the benefits of the Xbox-Bethesda deal.

If Microsoft wants to make even more money and sell more, they can always decide to make Fallout and Elder Scrolls sequels available on PS5 and other platforms (even on Nintendo’s next-generation console). Microsoft acquired Mojang years ago and kept Minecraft available on multiple platforms (including those of Sony, Nintendo, iOS and more). When it comes to the next console generation with Bethesda’s many games being played, I expect their multi-platform games to look and play better on Xbox Series X than on PS5.

With Bethesda and Obsidian Entertainment together with Team Xbox, producing a sequel to Fallout New Vegas is no longer an impossible dream!

I should also state that Microsoft having Bethesda under its extensive corporate umbrella and ownership of the many intellectual properties (IP) of the company means that the dream of producing sequel to Fallout New Vegas is no longer impossible! Microsoft also owns Obsidian Entertainment, the very same team that worked with Bethesda for Fallout New Vegas, and they can decide to assign them to produce a sequel complete with a lot of human, technological and financial resources to back them! While I love the idea of Obsidian making Fallout New Vegas 2, I personally prefer they keep focusing on making their major fantasy RPG Avowed (ironically an ambitious game described as something to rival Bethesda’s Skyrim) and making a next-generation sequel to The Outer Worlds (which I love playing). A new Fallout New Vegas can be released on Xbox Series S and Xbox Series X AFTER the respective releases of Avowed, Starfield and Elder Scrolls VI many years from now.

Apart from the very promising benefits gamers will soon have from the Xbox-Bethesda deal, Microsoft also deserves praise for their transparency with gamers about their next-generation consoles, their expanding 1st party game studios lineup, Xbox All Access, Xbox Game Pass and the like. The Xbox-Bethesda deal alone motivates me even more to acquire an Xbox Series X console and also sign up at last on Xbox Game Pass. I am certain that I am not the only geek experiencing the excitement about the very bright future of fun, engaging and high-value gaming with Xbox. With Bethesda’s RPG franchises alone, Xbox is already the best and definitive ecosystem for people who love playing role-playing games (note: Microsoft has Avowed coming and hopefully a The Outer Worlds sequel from Obsidian, plus established support from Square Enix with a Dragon Quest game coming out this December). This is something that Sony (even with Final Fantasy XVI a timed exclusive on their PS5) and Nintendo cannot match! Going back to Bethesda, they really had gone a long way and their decades-old history of doing business with Microsoft is undeniable. The very first time I played a Bethesda game on Microsoft hardware was none other than Elder Scrolls IV: Oblivion on Xbox 360 and that was way back in 2006. In the past decade, I played Skyrim on Xbox 360 and Fallout 4 on Xbox One. Personally, I am happy that Microsoft acquired Bethesda with not only the Xbox Series S and Xbox Series X in mind but for the long term…the far future!

COVID-19 Crisis: Muntinlupa City loans P1 million to a local cooperative

The City Government of Muntinlupa yesterday provided a P1,000,000 loan to assist local business Salon de Ayala Service and Credit Cooperative in a bid to help businesses within the city’s jurisdiction to recover from the economic disruption brought about by the COVID-19 pandemic.

Mayor Jaime Fresnedi signed a memorandum of agreement with Salon de Ayala head Pam Godinez and Cooperative Salon De Ayala chairman Angeline Teodoro (3rd from left) for the loan assistance last September 18. Also present during the signing were City Cooperative Officer Cynthia Viacrusis and Coun. Eliot Martinez. The mayor assured business owners in Muntinlupa City of the City Government’s continuing concern and support during these trying times.

Muntinlupa City champions MSME development through various programs including the Tulong Negosyo program (formerly Dagdag Puhunan program) which offers zero-percent interest loan assistance from 2,000 to 150,000 pesos. As of September 17, Muntinlupa City has 3,967 confirmed cases with 3,188 recoveries, 649 active cases, 130 reported deaths, 452 suspect cases, and 581 probable cases.

Comic Quest announces closure!

Comic Quest, a notable retailer of comic books and geek stuff (including premium products like action figures) here in the Philippines, announced yesterday that it will be closing its 35-year-old business due to the tremendous economic difficulties related to, unsurprisingly, the ongoing pandemic and also the disrupted state of the international distribution of comic books. Before the end comes, however, a Farewell Sale at their SM Megamall branch in Mandaluyong City has launched and will last until sometime in October. The said sale will have all items discounted at least 50%.

In my experience of the past decade, as a resident of Alabang, Muntinlupa, I often bought new comic books (especially Wonder Woman) at the Festival Mall Alabang branch of Comic Quest. It was also at the same store located a short walk away from the cinemas where I also ordered and received hardback editions of EC Comics Archives. Comic Quest Alabang was a favorite weekend destination of mine for many years. Even before I became a collector of comic books (specifically superhero comics), I first heard about Comic Quest way back in 1990 in the classroom where I had a few classmates who bought comic books from them. Back in the 1990s, Comic Quest had a branch in Makati and it was there where I bought Web of Spider-Man #100 in 1993.

As time passed by, my personal interest in comic books waned and I actually stopped buying comic books (both new and old) shortly before the lockdown here in the Philippines was implemented. The pandemic and related lockdown brought entire economies down worldwide and the Philippines was not spared. It is also depressing to learn that many people lost their jobs as well as their income. No disposable income, no more demand for entertainment products like comic books, theatrical showing of movies, shows and the like. The priority now of people living during the pandemic goes to the essentials.

Yesterday, hours after Comic Quest’s closure announcement, I took the opportunity to visit and see their Festival Mall branch in Alabang. It is gone!

Comic Quest’s decision to close down is understandable and acceptable. They did the best they could to survive and prevent their employees from becoming unemployed until the pandemic-related depression overwhelmed them (as well as the many other businesses of different types and sizes).

Just a few years ago, another comic book specialty retailer had to close down their Alabang Town Center branch. It’s clear that comic books as a business continues to fail especially now that people are often online and find their kind of stuff through digital services/retailers.
