When you hear the words “cyber knife”, does it sound like something that came out of the realms of science fiction and fantasy? In the real world, a new procedure called CyberKnife made waves in the local news and social media recently as it was introduced by Asian Hospital and Medical Center in Filinvest City, Alabang, Muntinlupa City. More notably, the first-ever CyberKnife treatment took place helping an 8-year-old child with meningioma, according to a news report by the Daily Tribune.

Recently in the City of Las Piñas, Congressman Mark Santos revealed that more than forty projects of the Department of Public Works and Highways (DPWH) in the city lacked permits from the City Government, according to a BusinessMirror news report.

Las Pinas Rep. Mark Anthony Santos revealed that a total of 42 construction projects of the Department of Public Works and Highways (DPWH), amounting to millions of pesos, were found to have been carried out without the required permits.

Citing acting City Engineer Michael Aguilar, Santos said that the Las Piñas–Muntinlupa District Engineering Office, failed to secure any building permits from the city government when the projects commenced earlier this year.

Santos, citing the district office, noted that of the projects inspected, 19 have already been completed while seven are still undergoing construction. Fifteen projects with ongoing activities were promptly issued notices of violation, while one project has stopped construction after being served with the same notice.

The City Engineering Office has directed the concerned private contractors and government offices to immediately secure the required building, electrical, and plumbing permits, along with zoning and barangay clearances, the lawmaker said.

Muntinlupa City Government Prohibits Names and Images of Local Officials on Projects and Programs

Recently in the progressive City of Muntinlupa, the City Government approved a key ordinance that specifically prohibits putting the names and photos of local officials on local programs and projects of the government, according to a Manila Bulletin news report.

The Muntinlupa City government has passed an ordinance that prohibits putting names and photos of local officials on government-funded infrastructures, programs, and projects.

Ordinance No. 2025-004, also known as the “Anti-Epal Ordinance of Muntinlupa City,” will prohibit the “marking or installation of identifiers such as names, initials, aliases, insignias, logos, images of incumbent government officials on infrastructure, programs, or projects funded by government appropriations.”

It was signed by Mayor Ruffy Biazon after the measure was passed by the Muntinlupa City Council.

One basis of the ordinance is a 2010 memorandum of the Department of the Interior and Local Government that banned the names, initials or photos of government officials on billboards and signages of government programs and properties.

“Elected and appointed government officials have engaged in the practice of displaying their names, logos, insignias, and even photographs on government-funded projects and programs facilitated by their office and administration during their term. In reality, such projects are fully funded by taxes collected from the Filipino people, making this act clearly contrary to the law,” the ordinance noted.

It added, “the City Government of Muntinlupa firmly upholds the principle that all government programs and projects are funded by public money and must not be used as platforms for self-promotion or political propaganda by any public official, and asserts that such acts undermine the integrity of public service and mislead the people.”

Under the ordinance, government officials refer to “any person, appointed or elected to government service at the city or barangay level, whose office is given the authority, privilege or right to identify, administer, implement, coordinate or propose a government program or projects.”

Government project, as used in the ordinance, refers “to all current and future government infrastructure, engineering works and service contracts, and other related and necessary activities such as site acquisition, supply and/or installation of equipment and materials, implementation, construction, completion, operation, maintenance, improvement, repair and rehabilitation, funded from local sources.”

Government program refers to “all current and future government projects providing the delivery of any basic or special services, falling under all programs of social outreach and services, anti-poverty measures, educational, infrastructure, livelihood, and all Other programs that utilize government funding and resources for the provision of giving any tangible or intangible support to the citizenry, and other related and necessary activities or all Muntinlupenos.”

Public works include “the construction, improvement, rehabilitation, repair, restoration, or maintenance of sidewalks, walkways, roads and bridges, irrigation, flood control and drainage, water supply, sanitation, sewerage and solid waste management systems, shore protection, school buildings, hospital buildings, public buildings, public parks, sports facilities, waiting sheds, and lamp posts, which are funded, wholly or partly, through public funds expended by the local government.”

Prohibited acts under the ordinance include “naming after or marking with the initials, alias, insignia, logo, or image of an incumbent elected local government official on government projects or programs funded by public funds; affixing, or causing to be affixed, the name, initials, alias, insignia, logo, or image of any incumbent local government official to a signage announcing a proposed, on-going, or existing public works project funded through government appropriations;” and “installing, or causing to be installed, signage/s announcing the maintenance, rehabilitation, and/or construction of public works crediting any incumbent local elected government official, or bearing his or her name, initials, alias, insignia, logo, or image for the maintenance, rehabilitation, and construction of such public works funded by public funds.”

Also prohibited are “attaching any stickers that contains the name, initials, alias, insignia, logo, or image to property owned or items given away by the city government and barangays that were bought using public funds including but not limited to vehicles, relief goods, supplies, equipment and the like; and putting the image or picture of local officials in business license plates and permits.”

The topnotcher in the 2025 Chemical Engineers Computer-Based Licensure Examination will be rewarded P100,000 by the Muntinlupa City government for her feat.

Patricia Isabel Soriano, who graduated magna cum laude with a Bachelor of Science in Chemical Engineering degree from De La Salle University-Manila, bagged the No. 1 spot in the licensure examination with a rating of 88.6 percent.

The Professional Regulation Commission (PRC) said 602 out of 799 examinees passed the chemical engineers licensure exam given by the Board of Chemical Engineering in the National Capital Region, Baguio, Cagayan de Oro, Cebu, Davao, Iloilo, Legazpi, Lucena and Rosales in May.

Soriano, a resident of Barangay Cupang, Muntinlupa, recently paid a courtesy call on Mayor Ruffy Biazon.

“At such a young age, nakapag-publish at present na rin siya ng papers about fuel treatment and energy storage, both in national and international conferences. Talagang nakakabilib ang iyong achievements, Patricia! (Your achievements are truly impressive, Patricia!),” Biazon posted on Facebook.

First Human Milk Bank in Muntinlupa City Inaugurated

Recently in the progressive City of Muntinlupa, the first human milk bank located inside the Ospital ng Muntinlupa (OsMun) was formally inaugurated just as the local celebration of National Breastfeeding Month went on, according to a news article by the Philippine Information Agency (PIA). In celebration of National Breastfeeding Month, Muntinlupa City, together with the Rotary Club of Muntinlupa, has opened the first human milk bank in the city, to save and improve the lives of newborns in need.

Located within the Ospital ng Muntinlupa (OsMun), the facility, opened on August 4, is a crucial resource designed to ensure a safe and sufficient supply of donor human milk bank for babies in need, especially those who are premature, have medical conditions, or whose mothers are unable to breastfeed.

According to the National Nutrition Council (NNC), exclusive breastfeeding for the first six months, followed by continued breastfeeding alongside complementary foods until at least two years of age, is recommended for optimal growth and development.

Donated breast milk is a life-saving gift. A mother’s surplus milk, even in small amounts, can make a big difference in the life of another baby in need.

The human milk bank highlights the importance of breast milk, often called ‘liquid gold,’ in providing newborns with complete nutrition for their needs and strengthening immunity through a mother’s antibodies. Breastfed babies are less likely to get infections and have a lower risk of developing asthma, diabetes, and obesity. Breastfeeding also supports brain development and higher intelligence when they grow up.

The benefits of breastfeeding extend to the mother as well, by releasing hormones like oxytocin, fostering a deep emotional and psychological bond between the mother and child. Mothers who breastfeed also experience a reduced risk of breast and ovarian cancers, type 2 diabetes, and postpartum depression.

Locals who are interested to donate breast milk are encouraged to call 0912-857-5398. The human milk bank is open from Monday to Friday, 8AM to 5PM.

Festival Mall acquisition boosts FILRT growth and portfolio size

Remember when Filinvest REIT Corp. (FILRT) acquired Festival Mall for P6.26 billion months ago? Already the premier Alabang shopping mall has boosted the earnings and portfolio size of FILRT, according to a business news report by the Manila Bulletin.

For the newcomers reading this, read my previous posts about Festival Mall (which first opened in May 1998) and FILRT by clicking here, here and here. FILRT meanwhile is reputed for being one of the top taxpayers in Muntinlupa City.

Filinvest REIT Corp., the real estate investment trust of the Gotianun Group, declared ₱404 million in fresh dividends after reporting an 8.3 percent growth in net income to ₱651 million in the first six months of 2025 from ₱601 million in the same period last year.

The firm disclosed to the Philippine Stock Exchange that, for the first half of the year, it recorded revenues of ₱1.57 billion, higher by 13 percent from the same period in 2024, resulting from improvements in operations and the addition of Festival Main Mall to the portfolio.

Meanwhile, costs and expenses were contained at ₱613 million, higher by one percent, while other charges were lower by four percent to ₱187 million.

Festival Main Mall started accruing to the revenue stream of FILRT beginning May 29, 2025, equivalent to one month and three days’ revenue contribution.

The addition of Festival Main Mall is seen to improve FILRT’s earnings per share by 5.5 percent in 2025. With the additional asset, FILRT’s portfolio size increased by 37 percent in terms of GLA to 452,310 square meters.

“We are pleased to have infused a value-adding asset into our portfolio through Festival Main Mall. Having this momentum, we look forward to adding more assets and diversifying our tenant base to further the growth of the company,” said FILRT President and CEO Maricel Brion-Lirio.

The company’s portfolio of 17 office buildings, one mall, and one resort lot totaling 452,310 square meters had an occupancy of 86 percent at the end of the first half of 2025, an improvement of five percentage points from 81 percent in June last year.

The current overall tenant mix is comprised of 60 percent offices, 32 percent retail, and the balance for hospitality. Of the offices segment, 84 percent are multinational BPO companies while 16 percent are traditional.

Elevator Action Returns is still a lot of fun to play again!

Welcome back Xbox fans, geeks, retro gaming fans and other gamers!

If you are disappointed with modern console gaming and if you don’t like what the console makers are doing, retro gaming will restore the fun and help you forget about the disappointment.

I recently purchased a copy of Elevator Action Returns S-Tribute for my Xbox Series X because I wanted to play Elevator Action Returns again but in the comfort of home. For the newcomers reading this, Elevator Action Returns (also titled as Elevation Action II in some markets overseas) was first released in Japanese arcades in 1994.

In my experience here in the Philippines, I played the original Elevator Action on the Nintendo Family Computer (Famicom) in 1986 and I played its sequel for the first time at the arcade of X-Site Amusement Center inside Festival Mall in Alabang in 1998. Upon playing Elevator Action Returns arcade version, I was instantly hooked as it was pretty playable, exciting and fun to play. To the best of my memory, I replayed Elevator Action Returns a number of times at X-Site Amusement Center until early 2001. Today, the game is no longer available in X-Site’s arcade selection which is a bummer.

In recent times, I’ve been replaying Elevator Action Returns and the original Elevator Action on my Xbox Series X thanks to the Elevator Action Returns S-Tribute digital copy I purchased. What I am writing here is not a game review but more of an observation about the mid-1990s game in general and how it played using the Xbox controller.

Game design and gameplay

Developed by Taito, Elevator Action Returns was built up on the foundation it inherited from its 1980s predecessor. The game has a 2D visual design and with more detailed sprites and artistic elements of the time. The game was designed with a joystick and two action buttons (one for shooting and the other for jumping) arcade control set up in mind.

*The first level is a creative remake of what was presented in the original Elevator Action game. Only this time, the action is more intense, faster and more explosive.*

Players will have to make their way through the floors in each level (six in total), shooting the enemies (the in-game terrorist group), entering all the red-colored door to retrieve something essential, survive and then making your way to the exit point of the level. As the game has a designated health meter or life bar for the player, this allows players to keep enduring the challenges without worrying about any one-hit deaths.

As players make their way through each level, they can pick up new weapons like machine guns or launchers. Players can also enter doors to pick up not only new weapons but also health boosters or points.

*The 2D sprite work and animation are fantastic to look at. The artistic details in the background and foreground added visual dept.*

*You can pick one of three characters to play as.*

When compared to the original Elevator Action, the sequel comes with good variety per level prepared. The first level was traditional in design like the previous game as players have to move down a tall building by floors, accomplish with the red door and conclude the level at the ground floor. The other levels are more horizontal in design and players will definitely be moving more sideward fighting the terrorists while avoiding environmental hazards. There also will be times when players will have to climb up one floor to the next by escalator or by elevator depending on the level designed.

When it comes to the constant opposition, the terrorists are many and players should be aware of them appearing when they are least expected. What it noticeable is that the terrorists become more aggressive and relentless the longer players take to finish a level. I promise you readers, you will do a lot of shooting, jumping, and even melee attacks when fighting the bad guys.

*Levels like this one allowed for more sideway movement as well as opportunities to climb up or down a floor in order to accomplish your objective.*

*With a health meter implemented, you can endure more damage as you fight the bad guys and make your way through. Beware of environmental hazards along the way.*

As for the controls, the arcade control set-up of a single joystick and two buttons remains the best way to play it. Elevator Action Returns is playable enough with the Xbox controller. While the left analog stick of the Xbox controller works well in moving the character, I ended up using the directional pad (D-pad) a lot more because it works much better and allows me to make more precise moves. This game can be played in single-player or in 2-player co-op.

A sequel released at the right time

*I like the artwork the game developers prepared highlighting your mission accomplishment and survival. A lot of effort was invested on making the artwork displayed here.*

Being a mid-1990s game made with more advanced visual elements, better hardware and a modern approach to gameplay, the action in Elevator Action Returns is unsurprisingly faster, more action-packed and more explosive than its predecessor. Indeed, this is a high-quality sequel and a true evolution of the classic Elevator Action formula. As Islamic terrorism became a major problem in global affairs in the 1990s, the terrorism theme of the game’s story was timely and fitting as the fictional terrorist group is obsessed with causing destruction and death worldwide. As such, the game allows players to pick one of three character of a counter-terrorism unit, and each character has differences with regards to speed, armor, firing speed, health and sub-weapons. The levels are plentiful and the same can be said about the varied action which makes the game worth replaying from start to finish. I should state that the 2D sprite work is great and timeless to look at.

Elevator Action Returns is a classic and it ensures a lot of fun for anyone who loves retro gaming and the Elevator Action series in general. This is one of the best arcade games of the 1990s now available for playing on modern consoles.

Muntinlupa City’s Sidewalk Vendors Meet With Mayor

Recently in the City of Muntinlupa, several local vendors from specific locations met with Mayor Ruffy Biazon at City Hall and discussed relevant issues, according to a Manila Bulletin news report.

Muntinlupa Mayor Ruffy Biazon held a dialogue with Muslim vendors operating on sidewalks in Alabang.

Biazon said the vendors operate in the Alabang viaduct, Alabang junction, Montillano Street, Petron gas station, and Liana’s, all located in Alabang.

He recently ordered the Muntinlupa Traffic Management Bureau and cooperatives to conduct an inspection of sidewalks of the Alabang viaduct area and Alabang public market.

“Dahil nandito ang transportation hubs, I see Alabang Viaduct as the gateway of Muntinlupa. At bilang gateway, gusto natin na kapag nadaanan ito ng mga tao, ang unang impression nila: maayos, malinis, at disiplinado ang Muntinlupa (Because the transportation hubs are here, I see Alabang Viaduct as the gateway of Muntinlupa. And as a gateway, what we want is when people pass through it, their first impression is: Muntinlupa is neat, clean, and disciplined).”

He said what the city government wants is for the sidewalks to be walkable and the goods, trash and obstruction do not hinder pedestrians. On the other hand, Biazon said he recognizes that sidewalks offer income opportunities for some of the residents.

Recently in the City of Muntinlupa, prominent hotels The Bellevue Manila, Crimson Hotel and Somerset Alabang Manila were recognized by the City Government for resilience during times of crisis, according to a news report by the Daily Tribune.

The local government of Muntinlupa announced that three prominent hotels were recognized for their exceptional resilience in navigating various crises, from the recent pandemic to natural calamities.

In a statement, Muntinlupa Mayor Ruffy Biazon said that the awards highlight not just business success but also the steadfastness of these enterprises in the face of adversity.

Crimson Hotel secured the first prize for the Most Resilient Business Enterprise, followed by The Bellevue Manila in second place and Somerset Alabang in third.

“This isn’t just an award for business success, but for resilience amidst crisis,” Biazon said. “From the pandemic to various calamities, they have continuously remained open, provided assistance, and served as a pillar for our city.”

He also stressed that true success is measured not only by how high one reaches but by one’s fortitude during challenges.

“I salute businesses that not only recovered but also became part of the solution,” Biazon said, acknowledging the crucial role these establishments played.

“Muntinlupa’s hospitality industry, particularly its hotels, often finds itself on the front lines during disasters. These establishments frequently serve as evacuation sites and partners in emergency response efforts,” he added.

The mayor also said that resilience is not accidental as it requires deliberate planning, preparation, and effort, encompassing robust business continuity planning, comprehensive staff training, and close coordination with local government units.
