Even though it looks like that economic growth for the Philippines this year will end up short of 7%, the economic managers of the Marcos administration expect revenue collections to exceed the target for 2023, according to a GMA Network news report.

The economic managers of the Marcos administration are expecting the government revenue collections this year to exceed target amid measures to improve tax administration and collection efficiency.
In a statement following a special coordination committee meeting on Friday, the Development Budget Coordination Committee (DBCC) said the “emerging total revenue collection for 2023 is estimated to be P3.84 trillion to P3.90 trillion.”
The projected revenue collection for the entire year is above the P3.73-trillion target set earlier by the DBCC.
In April, the economic managers set the revenue goal at P3.73 trillion this year, P4.184 trillion in 2024, P4.692 trillion in 2025, P5.255 trillion in 2026, P5.895 trillion in 2027, and P6.621 trillion in 2028.
The DBCC, chaired by the Budget chief, is composed of the secretaries of National Economic and Development Authority (NEDA), Finance (DOF), as well as the governor of the Bangko Sentral ng Pilipinas (BSP).
The DBCC, likewise, is expecting tax revenues to clock in at P3.50 trillion to P3.55 trillion, surpassing the target by about 15%.
The above-target revenue project resulted from the higher actual collections in the first nine months of 2023, which reached P2.84 trillion, up 6.8% year-on-year and exceeding the target for the period by 3%.
This, as both tax and non-tax revenues registered positive growth at 6.4% and 10.5%, respectively, “owing to the higher collections from the Bureau of Customs (BOC) and non-tax revenues of P152.57 billion.”
The DBCC said the Bureau of Internal Revenue (BIR) and the BOC are implementing several reforms to strengthen tax administration and enhance revenue collection, which include digitalization programs intended to eliminate corruption, increase transparency, and improve the ease of paying taxes.
Tax reform measures – Moreover, the economic managers said they will work closely with Congress for the passage of the previous administration’s remaining tax reforms on passive income and financial intermediaries taxation and real property valuation and assessment, as well as new tax measures.
“These include the excise tax on single-use plastics (SUPs), rationalization of the mining fiscal regime, motor-vehicle road users’ tax, excise tax on sweetened beverages and junk foods, tax on pre-mixed alcohol, value-added tax (VAT) on digital service providers, carbon taxation, capital market development bill, and the military and uniformed personnel (MUP) pension reform bill,” the DBCC said.
Meanwhile, the national government’s disbursement accelerated significantly from 93.4% of the program as of June 2023 to 98.9% as of September.
“This was mainly driven by the robust disbursement in the third quarter, reaching P3.82 trillion as of the end of September,” the economic managers said.

The Commission on Elections (COMELEC) is hoping for a longer period for voting in the next Barangay and Sangguniang Kabataan Elections (BSKE), according to a GMA Network news report. The BSKE this year happened this past Monday with a voting period of 7AM to 3PM although a few cities had early voting hours of 5AM to 7AM for senior citizens, pregnant women and persons with disabilities (PWDs).

Commission on Elections (Comelec) Chairman George Garcia on Monday said that he is hoping that the next Barangay and Sangguninang Kabataan Elections (BSKE) will have longer voting hours.
This, as Garcia said he expects long queues in voting precincts today, which will only be open until 3 p.m.
“Sana nga po dumating ang pagkakataon na mabago ang ating batas na sa halip na alas tres lamang ang pagboto sa BSKE ay sana kahit gawing mga alas singko man lang ito para po makapagsilbi sa mas maraming botante,” Garcia told reporters in an ambush interview after he cast his vote at Banaba Cerca Integrated School in Cavite.
(We look forward to the time when we can amend the law to extend the voting hours for BSKE until 5 p.m. so we can accommodate more voters.)
Aside from longer voting hours, Garcia is also hoping for a new law that will allow the poll body to provide seamless voting for senior citizens, persons with disabilities, and heavily pregnant women.
“‘Yun ang kadahilanan kung bakit pinu-push ng Comelec ang Early Voting Law dahil… makaka-register kayo nang mas maaga. Pag naka-register nang mas maaga, alam namin kung saan kayo boboto o kung kayo ba ay boboto nang isang linggo bago ang eleksyon,” explained Garcia.
(That is the reason why Comelec is pushing for an Early Voting Law. This will enable vulnerable sectors to register early and if possible, vote a week earlier.)
The Comelec chief then apologized to the vulnerable sectors who experienced inconvenience due to the required signing of a waiver form.
“Pasensya na po kayo. ‘Yun po ‘yung mga isa sa mga tinitingnan natin sa pilot testing natin, [kung] ano ang mga adjustment na gagawin natin,” he said.

Vulnerable sectors in Muntinlupa City and Naga City, Camarines Sur were allowed to vote early on Monday as they were allowed to cast their votes at 5 a.m.

The latest news that Filipinos should pay attention to is the Israeli government’s confirmation of extending support to the families if the four Filipinos (identified as Grace Prodigo Cabrera, Loreta Alacre, Angeline Aguirre, and Paul Vincent Castelvi) who lost their lives when Hamas launched its attacks on Israel, according to a GMA Network news report.

The Israeli government will extend long-term support to the families of the four Filipinos who were killed during the attack of militant group Hamas in Israel.
According to Sandra Aguinaldo’s report on Unang Balita on Friday, this was the information received by the Overseas Workers Welfare Administration (OWWA) from the Israel Embassy in the Philippines.
“Sila ay treated like an Israeli citizen, so kung ano ‘yung benepisyo na nakukuha ng isang Israeli citizen, gan’un din ang ibibigay sa kanila,” said OWWA administrator Arnell Ignacio.
(They are treated like Israeli citizens, so their benefits are the same as those of an Israeli citizen.)
Aside from assistance in burial and mourning expenses, the families of the four Filipinos will also receive monthly support and yearly cash benefits.
The Israeli Embassy has earlier said it would extend assistance not only to the families of the Filipinos killed in the violence but also to who were injured.
Israeli Ambassador to the Philippines Ilan Fluss confirmed that Israel will extend assistance to foreign victims of the ongoing violence, including Filipinos.
“We recognize them as victims of terrorism and for that then they will be receiving assistance, either the parents, spouses or children accordingly,” Fluss said in the Unang Balita report.
“Financial assistance, their monthly income. If they need assistance in education, in healthcare, housing… as long as they are in Israel and documented,” he added.
Meanwhile, Ignacio said 58 Filipinos from Israel are set to arrive in the country on Monday, October 30.
In relation to the above news, we Filipinos should thank the Jewish State for the assistance and other forms of support for Filipinos there in Israel who got affected by the continuing attacks by the terrorists. We should also thank the Lord God for the thriving Israel-Philippines ties which for me are truly essential and more Filipinos should value the said ties. Having been to Israel myself (click here, here, here, here, here and here), I witnessed the Holy Bible coming to life at the Holy Land sites our pilgrimage tour group visited and I developed love and support for the Jewish people in accordance to God’s Word. As my faith in the Lord is unbreakable and uncompromising, I will always stand united with Israel.
As Israel and the IDF (Israel Defense Forces) keep on fighting the terrorists not only in Gaza but also in other parts of the country (across borders with nations that somehow accommodated the terrorists), we who believe in the Lord should keep on praying to Him to ensure Israel’s victory, to support the Jewish people, to support the families of the Filipino victims as well as others who became victims of terrorism. Pray also for the innocent and dissenting Palestinians who did not want to be part of the evil activities of Hamas and the Palestinian Authority.
Be aware that the United Nations (UN), Hamas, Iran, the Democrats, the Palestinian Authority (PA), the woke, Black Lives Matter, the socialists/Communists/Marxists/liberals, the anti-Semitic mob, the climate change extremists, the LGBT mob, the diversity zealots and their inclusion counterparts are all doing the dirty works of Satan. Those are the worldly forces who do not even realize that they have been consumed by evil and they have members who decided to become evil. Along the way, the evil legacies (anti-Israel) of Bill Clinton, Hillary Clinton and murder Yasser Arafat are still being felt.
That being said, supporting Israel and the Jewish people with God watching us is the right, the moral and holy thing to do. We need to keep on praying to Him for Israel and if God commands you to do something in serving him, do it without hesitation. Ask the Lord how you can support the Jewish State and help contribute to Israel’s next victories while putting out the fire of hatred around the world. The Lord is faithful and He is capable of winning battles and wars that are too great for us to deal with. Have unwavering faith in Him knowing that victory is His that we can be part of.
As some of you are already aware, I fully stand with Israel which is directly connected with my uncompromising faith in the Lord. The October 7, 2023 attack on Israel committed by the Palestinian terrorist group Hamas is the main cause of the state of war. No matter what the terrorists and their Leftist siblings do, nothing will stop me from supporting the Jewish state as its military campaign against Hamas continues. The Palestinian terrorists are guilty of infiltration, torture, kidnapping, murdering and damages of property in Israel.
Unsurprisingly, there were also people of different nationalities in Israel who got negatively affected by Hamas. There were already a few of my fellow Filipinos there who lost their lives and the Philippine embassy has been working hard to ensure the safety of other Filipinos present.

Amid the ongoing war between Israel and Hamas militants, Israeli Ambassador to the Philippines Ilan Fluss said Monday that Filipinos in Israel are being taken care of like family members of its citizens.
Fluss said that most of the 30,000 Filipinos in Israel “feel that they are safe” and that they wanted to stay in the Middle East country despite the fatal attacks by Hamas in Israel and vice versa.
“The Filipinos in Israel are part of us. They live with our own people… They are part of our families, they are staying in our homes. When we have to go into a sheltered room or into a bomb shelter or safety room, they come with us,” the ambassador said in an ANC interview.
“You are now joining the Israeli family which is a big family, unfortunately, of the victims of terror. And we are taking care of you as one of our big family in all different kinds of ways,” he added.
Four Filipinos were confirmed dead due to the conflict between Israel and Hamas. The latest casualty was an Ilongga caregiver who was one of the three Filipinos earlier reported missing.
President Ferdinand “Bongbong” Marcos Jr. said the Philippines stands with Israel following the deadly attacks by Hamas.
To my fellow Filipinos reading this, I encourage you to accept the truth that Israel is the land God designated specifically for the Jewish people (read Genesis 35:10-12) and His command must be without hestitation. If you want to be blessed further by the Lord, do so by loving and blessing the Jewish people (Genesis 12:1-3). I did my part when I was in Israel. Also, let me remind you all that the ties between the Jews and Christians are truly biblical!
In relation to the news report about the state of Filipinos in Israel, we here in the Philippines should thank and bless the Israelis in return for taking care of them as the war goes on.
We live in a very divided world. Around the world, Leftist forces have been supporting evil forces like the current regime of Iran which is known for supplying and arming the Palestinian terrorists and other terrorist groups around the Middle East. Leftist forces have been supporting the Palestinian Authority and other enemies of Israel. The Leftists and terrorists always go together and their anti-Semitism is clearly obvious. Hamas is purely evil and they are being protected by not only their fellow terrorists but also by mainstream news media outlets who are linked with Leftist forces and people who hate Israel and the Jewish people. At the same time, the Palestinian Authority and other pro-Palestine groups will do anything to mislead people and undermine Israel’s war campaigns against the terrorist group Hamas.
With all that said, it is a must we pray to the Lord God in support of Israel and believe that He will guide the Israeli forces to another victory which means finishing off Hamas. Read Joshua 11:1-20 in the Holy Bible for relevance and truth.
Water concessionaire Maynilad announced recently that it has allotted over P1 billion for the upgrading of its Muntinlupa City water treatment plants, according to a news report by GMA Network.

West Zone concessionaire Maynilad Water Services Inc. is spending a billion pesos to upgrade its water treatment plants in Muntinlupa City.
In a statement, Maynilad said it has earmarked P1.14 billion to further improve the treatment processes of its Putatan Water Treatment Plants (PWTP) 1 and 2 “in response to the worsening quality of the raw water from Laguna Lake.”
The company said the upgrades include the material and structural reinforcement of the facilities’ existing silt curtain, strengthening of the sludge management system, provision of activated carbon dosing at the intake, and replacement of all ultrafiltration membranes, among other enhancements.
The PWTP upgrades, which Maynilad said it has been implementing in phases, enabled the company to sustain normal water production since June 2023 despite sudden shifts in the water quality.
This led to improved service availability for Maynilad customers in the south versus the previous year, when the water production of PWTP 1 and 2 would immediately drop following spikes in total dissolved solids, algae proliferation, and the presence of organic and inorganic matter in the lake water, the company said.
“We have had to incorporate additional treatment processes at Putatan WTP to handle some quality parameters of Laguna Lake that now occur at levels not seen from recorded prior ten-year experience. This investment is essential so we can continue to maximize the lake’s strategic value as a water source for Metro Manila,” said Maynilad chief operating officer Randolph Estrellado.
Estrellado added that the PWTP improvements being done were aligned with the recommendations of the Public Utility Board (PUB), the national water agency of Singapore, which was invited to the country by MWSS Administrator Leonor Cleofas to assess the said facilities and share their expertise with Maynilad.
Maynilad said its PWTP 1 and 2—the largest membrane-based water treatment plants in the Philippines—are the first to utilize Laguna Lake as an alternate source to Angat Dam.
The company added that it is currently constructing another 150-million-liter per-day treatment plant in Poblacion, Muntinlupa City, which will be its third facility to tap Laguna Lake as a source.

Do you have an excessive amount of coins with you right now? In recent times, the Bangko Sentral ng Philippines (BSP) launched their project to give people opportunities to deposit their coins through coin deposit machines (CoDMs) that were installed in a few locations. According to a report by GMA Network, almost P90 million worth of coins have been deposited.

Nearly P90 million worth of coins have been deposited through the Bangko Sentral ng Pilipinas’ (BSP) coin deposit machines (CoDMs).
Since its launch on June 20, over P87.4 million worth of coins were deposited through CoDMs from more than 20,000 transactions as of September 22, 2023.
The CoDMs were launched in a bid to encourage the public to make use of their idle coins.
Latest central bank data revealed that the coins deposited into the machines were mostly credited to customers’ e-wallets, while a portion was exchanged for shopping vouchers.
In June, the BSP deployed two CoDMs at the SM Mall of Asia in Pasay City, one at Festival Mall in Alabang, Muntinlupa City, and another at Robinsons Place Ermita in Manila.
Moreover, the BSP installed additional coin deposit machines at Robinsons Place Galleria in Ortigas, SM City North EDSA, SM City Fairview in Quezon City, SM City San Lazaro in Manila, SM City Bicutan in Parañaque, and SM City Bacoor in Cavite, bringing the total CoDMs count to 10.
The BSP’s CoDMs accept all denominations of the BSP Coin Series and the New Generation Currency Coin Series launched in 2018, ranging from a centavo to as high as P20.
Through the CoDMs, customers can deposit legal tender coins and have the equivalent amount credited to their GCash accounts. The BSP said it is also working to onboard Maya to provide more e-wallet options to the public.
In using the machines, the central bank urged customers that coins to be deposited must not be taped or bundled, must not come with other objects like buttons, magnets, nails, tokens, screws, or washers, and must be gently placed in the coin slot in handfuls.
Being based in Muntinlupa City, I myself managed to deposit coins into the BSP machine located inside Festival Mall in Filinvest City in Alabang. I really liked the convenience of having the amount of my deposited coins transferred electronically into my GCash account and without any technical or convenience fees charged. I can only hope that the BSP will come up with options for coin depositors to transfer the collected value directly into bank accounts without charging any fees.

Recently here in the Philippines, GMA Network made waves to boost their sports coverage by unveiling their artificial intelligence (AI) sportscasters named Maia and Marco which drew varied reactions from Filipinos online. If you look at Maia and Marco’s unveiling, you probably would have been impressed with how photo-realistic they look and how almost human they sounded (including being able to speak Tagalog). They were made to look like Filipinos convincingly You might be saying to yourself that this is a shining example of Filipino achievement in the world of technology and be totally accepting of it. But make no mistake as Maia and Marco are indeed not real people (fake Filipinos) and most notably, they have no souls at all.
This bring me to the fact that AI has no soul and we humans must take action to prevent artificial intelligence from overwhelming us. Overseas, the development of AI is moving at a rapid face and the competing tech giants (which invested heavily on AI) involved are so focused on outmaneuvering and outdoing each other, they don’t seem to care about the possibilities that AI could turn into a rebellious force that could harm people around the world in multiple ways. With AI and robots left unchecked, a new form of religion that has nothing to do with God, Lord Jesus and the Holy Spirit is emerging already. There are those who pulled themselves away from the Lord to dedicate themselves to intelligent robots, human-like AI-driven characters and other aspects of technology. I would not be surprised if I find out that GMA’s Maia and Marco are being idolized by some people right now (note: idolatry is both foolish and unholy).
In the world of entertainment, AI is already being used as a tool for visuals (combined with computer-generated imaging or CGI) which includes the process of recreating the likenesses of actors (both the living and the dead) to make characters on-screen look as real as possible. In relation, the digital ways of resurrecting dead actors to portray their respective characters is morally disturbing to say the very least. It should also be stated that AI itself is being used to make articles, essays and even scripts – literary pieces that were not composed by the human user himself/herself. Has it occurred to you that the movie or streaming show you watched used a script that was partially made with AI because the screenwriter took shortcuts when working? Going back to GMA Network and its AI sportscasters, a lot of Filipinos have been questioning how artificial intelligence will affect not only journalism but also Philippine sports broadcasting (a lively sector) and job opportunities (which millions nationwide need badly). No matter how life-like and charismatic they look on-screen, Maia and Marco are still fake Filipinos created with AI and CGI. They are characters, not human beings. Did GMA Network even try to search for talented and charismatic prospects for their sports broadcasting needs among the many living and breathing Filipinos present in the country? The Philippines has a population of over 100 million people and that includes many young adults and adults who can be employed.
Way back in 1992, in a response to Marvel Comics’ expression that creative people (their employees) are secondary to their comic book characters, Image Comics co-founder Rob Liefeld emphasized the need for a living and breathing work force to keep the company and the business moving.
“Without your creative people, there would be no Batman, there would be no Spider-Man, there would be no Hulk. That’s short-sighted as far as I am concerned. You will need warm bodies, warm creative bodies to create properties to keep your company going,” said Liefeld.
While he specifically did not talk about AI at all, what Liefeld said long ago is still highly relevant which companies and organizations here in the Philippines can learn from before going all-in with artificial intelligence (which will deprive job seekers the opportunities). At least in my view, AI is unnecessary with sports broadcasting. There is nothing like watching a live sports event happen in which the human broadcaster makes powerful or exciting verbal expressions whenever a fun moment happens during the game. That being said, do you seriously think an AI sportscaster can pull off such human reactions in natural and believable fashion for the millions of viewers watching? In case you did not notice, Maia and Marco of GMA still have that robotic tone with the ways they talked – undeniable proof that AI has no soul. Humans who work have souls.

Regardless of how AI develops and make impact on Filipinos, what is clear to me is that measures must be taken to ensure that humans will always have an advantage over artificial intelligence. I am talking about the need for kill switches covering all AI applications and projects to ensure that human users will have the edge in the event that AI turns rogue against humanity. That being said, I encourage you readers to contact your congressional representative and tell him or her to make laws that will make kill switches on AI a requirement all over the Philippines, and that includes requiring all AI providers/makers (including the foreign entities) to comply. Users of AI should be prioritized always! Do you want ChatGPT to control you or destroy you and your family? Do you want robots with AI to be a major part of your household and your lifestyle? I don’t think so.
Once again, AI has no soul. If you want to cook, do it yourself. If you want to write a letter or an article, do it yourself. If you want to compose a teaching module or a new prayer for a bible-focused session in your local church, push AI out of the way to follow the lead of the Holy Spirit and then proceed with the Lord’s command. By the way, artificial intelligence and technology could never understand the Holy Spirit and you definitely should never let them be part of your Christianity. No matter how many people around you worshipAI, robots, science and technology, you should never let them pull you away from the Lord.

While the Barangay and Sangguniang Kabataan Elections (BSKE) are still several weeks away from happening, the Commission on Elections (COMELEC) issued show cause orders to almost one hundred candidates due to possible election offenses, according to a GMA Network news report.

At least 91 candidates for the 2023 Barangay and Sangguniang Kabataan Elections (BSKE) were issued with show cause orders due to alleged election offenses such as premature campaigning, the Commission on Elections (Comelec) said Sunday.
Interviewed on Super Radyo dzBB, Comelec Chairman George Garcia said the candidates were given three days from the receipt of the show cause orders to explain their sides regarding the accusations.
“‘Yan po, walang formal na complaints. ‘Yan pong mga ‘yan ay resulta ng mga nakita na natin o nai-report sa atin. Ang ginawa ng Comelec, motu proprio [investigation]. Sariling initiative ito ng Commission on Elections,” he said.
(There were no formal complaints. These were only the results of what we have seen or reported to us. What the Comelec did is motu proprio [investigation]. This is the Comelec’s own initiative.)
The poll body has repeatedly warned against premature campaigning as the campaign period will run only from October 19 to October 28.
Garcia said the Comelec has the power to investigate and file its own complaints against candidates who commit election offenses.
Even putting up posters and promoting themselves on social media before the campaign period starts may be considered as premature campaigning.
“’Yung sinabi kong 91, simula pa lang ‘yun. Madami pa po. Susunod-sunurin natin, at aaraw-arawin,” the poll chairman added.

The Commission on Elections (Comelec) has started setting up checkpoints and implementing gun ban in connection with the Barangay and Sangguniang Kabataan Elections in October.
A report by Bam Alegre in Unang Balita on Monday said a checkpoint was set up at the boundaries of San Juan and Quezon City and of San Juan and Sta. Mesa, Manila. In Mandaluyong, there was notable police visibility in primary roads like in Kalentong.
Meanwhile, in Parañaque City, a checkpoint was established on Sucat Interchange near the office of the Department of Public Works and Highways (DPWH). On Quirino Highway in Quezon City, a checkpoint was also set up.
Policemen appealed to motorists to cooperate with them and assured them that “plain view doctrine” will be observed.
This means motorists need only to lower their windows and turn on the lights inside their vehicles when passing through the checkpoints.
“Ito ay in relation sa start ng Barangay and SK Election period wherein tayo ay mandated na mag-conduct ng joint PNP and Comelec checkpoints,” said Lieutenant Colonel Jerry Castillo, commander of Novaliches Police Station.

The Commision on Elections (Comelec) on Tuesday said it is planning to allow warrantless arrest for those who will be caught in the act of buying or selling votes during the campaign period.
In a press conference, Comelec chairperson George Garcia said the commission will issue new guidelines for the barangay and Sangguniang Kabataan elections (BSKE), which is set on October 30.
“Sa ilalabas naming guidelines bilang pahapyaw lang po, papayagan natin silang mag-aresto especially kung yung tao ay caught in flagrante or caught in the act. Dati wala po yun. Ngayon, i-authorize po namin siya with full backing of the Comelec because it is our belief that under our Constitution warrantless arrest is allowed,” said Garcia.
(In the guidelines that we will issue, we will allow the PNP to arrest if the person is caught in the act. We will authorize that now with full backing of the Comelec because it is our belief that under our Constitution warrantless arrest is allowed.)
Garcia said that the basis of the previous prohibition of arrest during the campaign period was the 1985 omnibus election code.
But under the 1987 Constitution, Garcia said warrantless arrest is allowed in cases of flagrante delicto or being caught in the act.
He pointed out that if there is a contradiction between existing law and the Constitution, the Constitution will be followed.
