Cyber security collaboration between Israel and the Philippines will only grow stronger as a brand new cyber security school was formally launched in the Southeast Asian nation, according to an article by the Philippine News Agency (PNA).

The first globally-accredited cyber school was launched in Manila Wednesday, bringing in Israeli cyber security education to the Philippines.

The CybersCool Defcon will offer programs based on modules developed by Tel Aviv-based ThriveDX Saas, a company founded by Roy Zur, who previously spearheaded the design and training of elite Israeli Cyber and Intelligence Units.

This is the first globally-accredited cyber school in the Philippines and the idea is really to bring the skill of the people. And this is not only about security, but it’s also related to anything today because everything at the end of the day is related to cybersecurity,” CybersCool Defcon founder Tatoo Amsili told reporters during the launch.

Amsili said they are also in talks with different agencies to discuss possible training programs for government personnel. This as he noted that government agencies must not solely rely on a third-party service provider.

Any department actually goes online today and (they) really need to have their own people they cannot be depending on third party in the software hardware. It’s not enough we need later on people to take over and to manage it,” he said.

CybersCool Defcon has six training programs, including the “Zero to Hero” Cybersecurity Bootcamp, which will open in August 2022.

Brig. Gen. Rami Efrati, founding member and former head of the Israel National Cyber Bureau-Civilian Sector, said its establishment alone conveys a message that “Israel is ready to share its knowledge in cybersecurity”.

Cyber is not only cyber attacks, I am speaking also about cyber terrorism. Because if somebody’s trying to affect the population and the government by doing illegal things, we have to stop it immediately,” he said in an interview.

“So the Israelis, as much as I know as my experience are ready to share this information together with you. This school is one way only,” he added.

Israel Ambassador to the Philippines Ilan Fluss, meanwhile, sees the school’s launch as a “strong foundation” for further cybersecurity collaboration between the two nations.

“This sector is very vibrant in Israel and very proactive so it’s really bringing the sector to the Philippines and trying to localize it. And that’s exactly the vision of the embassy and I see this as a model,” he said.

In today’s fully connected world, cyber security is essential and it is a great development that an institution that will provide training on cyber security will be opening soon in the Philippines. This will be crucial not only for the government units all over the Philippines – including the barangay units – but also for private sector members and employers. The institution can also help our nation come up with brand new cyber security experts among the many Filipinos living locally. Apart from being a solid developer on cyber security, Israel itself also has a credible track record of business innovation and technology development that Filipinos can learn from. COVID-19 Crisis: During SONA, President Marcos declares no more lockdown

During his first State of the Nation Address (SONA), President Ferdinand “Bongbong” Marcos, Jr., stated that there would be no more lockdown in the Philippines in relation to the ongoing COVID-19 crisis, according to a Manila Bulletin news report. Take note that new cases of COVID-19 have been rising nationwide but they have not reached the point of overwhelming the healthcare system.

“We will no longer implement a lockdown.”

This was among the most resounding remarks President Ferdinand “Bongbong” Marcos Jr. pronounced during his first State of the Nation Address (SONA) on Monday, July 25, that lasted for more than an hour.

The President said while there are new variants of the coronavirus being discovered at the present, the Philippines can no longer afford to go through another lockdown, so he pronounced that under his administration, there will no longer be lockdown.

“Sa ating sitwasyon ng pangkalusugan, nariyan pa rin ang banta ng Covid-19 lalo’t may mga nadidiskubreng bagong variant ng coronavirus, pero hindi na natin kakayanin ang isa pang lockdown (In our health situation, the threats of new Covid-19 variants are still here, but we can no longer afford another lockdown),” Marcos said.

“Wala na tayong gagawing lockdown (We will no longer implement a lockdown),” the President added, earning an applause from the legislature.

Marcos said health protocols will, however, be implemented depending on the current situation.

In relation to President Marcos’ remark of no more lockdown, the Department of Health (DOH) it will act to strengthen the nation’s healthcare system. The DOH shall carry out the directives of the President on recovery from the COVID-19 pandemic while improving access to primary and specialty healthcare. Both the DOH and the Department of the Interior and Local Government (DILG) have been directed by Marcos to organize another rollout of booster shots for COVID-19.

Personally, I strongly agree that there should be no more lockdown even if there would be another surge of COVID-19 cases. As we have seen before, a single lockdown caused heavy damage on the economy (limited or shut businesses, loss of income, increased unemployment) and on people. I believe our nation has what it takes to live on with COVID-19, move forward and rise up stronger from the crisis. To achieve true forward momentum, there is still the need to organize wide-scale COVID-19 vaccination operations (note: the national government has to deal with stored vaccines nearing expiration), declare a lot more people eligible for the 2nd booster shot (note: DOH still needs to do any real work on this) and convince people strongly to follow health protocols. There is also the possibility of modifying the COVID-19 alert level system. What President Marcos declared in his speech is clearly related to the COVID-19 exit strategy.

In relation to all of these, I urge you and members of your local community to get vaccinated or boosted, and keep following health protocols to truly achieve improved resistance against COVID-19. Never let the anti-vaccine fanatics fool you, even though they become violent and/or more aggressive towards you and your local community with their lying and fearmongering.

COVID-19 Crisis: Department of Health (DOH) pushing to redefine fully vaccinated status

For some time now, the terms fully vaccinated has officially been used by the national authorities to describe a patient who received two doses of most COVID-19 vaccine brands (note: Janssen vaccine from Johnson & Johnson is a single dose vaccine). That may soon change as the Department of Health (DOH) is pushing to redefine what fully vaccinated means in relation to the recent COVID-19 developments here in the Philippines, according to a Manila Bulletin news report.

The Department of Health (DOH) said it will push for the redefinition of “fully vaccinated” against Covid-19— which is to include a booster dose.

“Katulad ng nasabi namin noon, we’ll be really supporting, we have recommended the redefinition of our fully vaccinated–kung saan ang first two doses plus yung booster shot (As we have said before, we’ll be really supporting, we have recommended the redefinition of our fully vaccinated – first two doses plus a booster shot),” said DOH Officer-in-Charge Maria Rosario Vergeire in a press briefing on Wednesday, July 20.

Such a move can be used as “incentives and disincentives to people,” said Vergeire.

“So, people cannot go to these public spaces or cannot enter restaurants and they just eat outside if they don’t have that fully vaccinated status. ‘Yun sana yung gusto natin ipatupad pero siyempre marami dapat tayong ikonsidera kapag ginawa natin ito (That’s what we want to implement but of course, we have a lot to consider before we can do this)” she said.

“Kaya patuloy pakikipagusap sa iba’t-ibang ahensya pati na rin sa (We continue to discuss this with various agencies as well as the) Office of the President if this is going to be feasible or not. So, hahantayin po natin na mabuo ang ating pakikipag-usap para hindi natin maiwan ang ibang sektor sa usapin na ito (So, we will wait for all discussions to be completed so that we do not leave other sectors behind in this matter),” she added.

Vergeire said they will propose this strategy once the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID) is reconstituted.

“Primarily that’s what we are thinking about. Hopefully in the coming days, pag convene ng IATF, mailagay na natin sa ating agenda, mapag-usapan, mapagkasunduan, at mairekomenda na uli sa ating Presidente (when the IATF convenes, we will be able to put this on our agenda, discussed, come up with a decision, and make the recommendations to the President),” she said.

Second booster – In a related development, the DOH is not yet recommending the second booster shot for the general population.

“Hanggang sa ngayon, sinasabi ng mga eksperto (Until now, experts say)—especially for the general population—your first two doses and your first booster shot are still enough to protect you from severe and critical illness from this Covid-19 virus,” said Vergeire.

It is different for the immunocompromised, seniors, and healthcare workers. Kasi sila, hindi ganun ka robust ang kanilang immunity sa katawan… kaya binibigyan pa sila ng another dose (Because their immunity in the body is not that robust… so they are given another dose). That is based on evidence. Itong second booster for general population, hanggang sa ngayon, sparse pa rin ang datos para makapagbigay ng ebidensya that we can give this to our general population (This second booster for the general population, until now, the data is still sparse in order to provide evidence that we can give this to our general population),” she added.

As of this writing, the current definition of fully vaccinated still remains in effect. It will take the approval of President Ferdinand “Bongbong” Marcos, Jr. to make the revision happen at all.

COVID-19 Crisis: Philippines pandemic exit strategy coming

It has been over two years since the entire Philippines first got setback economically and socially by the COVID-19 crisis. Until now, people, private organizations and businesses are still struggling to fully recover from the varied effects that come with government-imposed restrictions, limitations on business-related activities, and the public’s complacency towards COVID-19. It is bad enough that the Philippines now has a core of anti-vaccine fanatics who are misinforming and scaring people while offering no real solutions to the problems.

Speaking of solutions, a pandemic exit strategy is brewing high up in the government and it should be sent to President Ferdinand “Bongbong” Marcos, Jr., soon, according to a recent report by the Manila Bulletin.

A Cabinet member has committed that the proposed pandemic exit strategy crafted by a panel of medical experts will be endorsed to President Ferdinand “Bongbong” Marcos Jr.

Former presidential adviser and Go Negosyo founder Joey Concepcion said that Department of Interior and Local Government (DILG) Secretary Benhur Abalos will endorse the proposal which the government can adopt to help the country transition from pandemic to normalcy.

In a statement, Concepcion said “Abalos said he will endorse the presentation of the proposals to President Ferdinand Marcos Jr.”

Abalos also said that he “will organize a meeting with the Department of Health (DOH) to initiate more vaccinations at the community level.”

Abalos also agreed on the importance of raising booster vaccination rates to 70 percent of the eligible population which is included in the pandemic exit proposal.

“Kailangan ng isa pa. Isa pa para sa mga pamilya, isa pa para sa komunidad (We need one more One more for our families, one more for our community),” Abalos said.

With this, Concepcion also renewed his call to push for one more massive effort for vaccination.

Complacency is really the problem. There is no sense of urgency because people don’t see what might happen if our wall of immunity starts to weaken,” he said.

Concepcion explained that re-infections are quite possible, and that cases of long Covid have grave consequences on productivity, and ultimately, the economy.

He echoed Abalos’ statement that “we need to convince people that they need boosters.”

The DILG Chief recently met with Concepcion and members of the Advisory Council of Experts (ACE), a group of medical doctors, scientists and academics comprising the country’s foremost authorities on public health, molecular biology, disaster resilience, data insight and analysis, and economics.

The group’s proposal outlined parameters to ease the country into normalcy and encourage economic activity without risking the public’s health. It has been met with approval from the private sector, including several industry groups and businessmen.

Abalos further expressed optimism as the proposal was an initiative of the private sector, and that it puts emphasis on the importance of achieving high booster vaccination rates.

As you can see in the above news excerpt, national government officials, private sector members and other stakeholders have been brainstorming and discussing ways with the exit strategy in mind to truly lift the nation further from the COVID-19 crisis. Former presidential adviser Joey Concepcion is absolutely right when he pointed to complacency which is an enduring problem on the part of the public when it comes to how they perceived COVID-19, vaccination and health. I am certain that a lot of people got fooled by the anti-vaccine fanatics who keep on spreading misinformation and fear.

On the aspect of vaccination, I do agree that a major renewal of COVID-19 vaccination and booster shot rollouts should happen soon. I’m talking about reopening the closed vaccination sites, deploying a lot of health workers with lots of supplies of vaccines prepared, and making sure that each vaccination hub is well organized (note: we don’t want a repeat of the very embarrassing Parañaque Pfizer vaccine launch of May 2021). In addition, the national authorities should come up with ways to make economic recovery more achievable for businesses and employees. On the topic of new infections caused by Omicron and its subvariants, our nation should serious consider acquiring more Sputnik vaccines as those have proven to be very effective against Omicron. Whatever the details they are discussing, the pandemic exit strategy for the Philippines something that everyone should watch out for.

Almost two weeks have passed since Ferdinand “Bongbong” Marcos, Jr. formally took office as President of the Philippines. Before Marcos’ inauguration took place, Israel’s Ambassador to the Philippines met with him and there was hope that the ties between the two nations will keep on getting stronger and more cooperation will happen.

In recent times, Ambassador Fluss officially interacted with the Marcos administration by meeting with Press Secretary Trixie Cruz-Angeles and discussed matters related to Israel-Philippines ties, according to a recent article by the Manila Bulletin.

Part of its functions is to develop and implement necessary guidelines and mechanisms for delivering and disseminating information on policies, programs, official activities, and achievements of the President and the Executive Branch.

This recent development is only the beginning of a new chapter of Israel-Philippines ties with President Marcos and his administration who will be governing until mid-2028. Ambassador Fluss’ meeting with the Press Secretary is something we must be thankful to God for.

“[L]et us return to the idea of what we did last year na magkaroon ulit ng (to have another) vaccine rollout. Gawin na natin ito para makatiyak na tayo (Let’s do this now so we can be assured),” the President said in his virtual speech during his supposed face-to-face meeting with local government units officials in Malacañang on Friday night, July 8.

At pagka maging matagumpay ang ating booster rollout ay makikita naman natin siguro puwede na nating ibaba ang mga alert level, puwede na nating gawing optional ang mask (And if the booster rollout succeeds, perhaps we can lower the alert level and make wearing of mask optional),” Marcos added.

The Chief Executive stressed that making the wearing of masks optional will not be enforced until it’s crystal clear that it will be safe to do so in order to prevent the return of surging cases in the country.

“Pero hindi po natin gagawin ‘yan hanggang maliwanag na maliwanag na safe na talaga. Dahil although so far maganda naman ang takbo, hindi naman napupuno ang mga ospital. Ngunit kung hindi tayo maingat, mapupunta na naman tayo doon (But we will not do that yet until it is very clear that it’s already safe. Because although, so far, hospitals are not overwhelmed, if we don’t remain cautious, we will again go back there),” Marcos said.

The government is planning to implement a booster rollout for children in an attempt to fully open schools for face-to-face classes before the year ends.

Making the wearing of face masks optional is a new challenge not just for the national government but also for the provincial government units and local government units that are doing their respective parts in the fight against COVID-19. In recent times, it was reported that more than 70 million people nationwide got fully vaccinated (2 doses of most COVID-19 vaccines) while more than 15 million got their first booster shot.

I personally support the idea of intensifying the booster shot campaign as only a minority of the fully vaccinated patients got boosted. That being said, it would also be good for the country if only the Department of Health (DOH) would officially declare more boosted patients (including the comorbid patients among them) eligible to get their 2nd booster shots, especially if more than six months had passed since the first booster shot was administered to them. Clearly, more COVID-19 vaccination sites need to be set up on the local level to ensure better immunization. In fact, the vaccination sites that got closed down need to be reopened. As for the national government, they need to release COVID-19 vaccines that are nearing expiration. Let me add that the national daily count of new COVID-19 cases exceeded 2,000.

COVID-19 Crisis: Almost 11,000 patients received 2nd booster shots in Muntinlupa City

As new COVID-19 infections in Metro Manila keep rising, the City Government of Muntinlupa announced through its health office that almost 11,000 people have received their 2nd booster shots locally, according to a Manila Bulletin news report. Along the way, the number of Muntinlupa City patients described as fully vaccinated has reached over 500,000.

Nearly 11,000 people have been given their second booster shot in Muntinlupa, the City Health Office (CHO) reported.

As of June 17, 10,972 individuals have been given the second booster shot out of the 141,449 who got their first booster shot or 7.75 percent.

Of the 10,972 recipients, 2,168 came from Barangay Putatan, 1,254 from Ayala Alabang, 1,182 from Alabang, 1,103 from Tunasan, 1,046 from Cupang, 1,014 from Poblacion, 710 from Sucat, 463 from Bayanan, and 157 from Buli. A total of 1,875 recipients were unclassified.

The total number of first booster recipients is 31.96 percent of the target population of 441,517, or 80 percent of the total population of 553,146.

There are 501,452 individuals who are fully vaccinated in Muntinlupa, or 113.32 percent of the target population.

Among 12 to 17 years old, a total of 49,594 have been fully vaccinated, or 71.85 percent of the total population of 56,499.

The Department of Health (DOH) has approved giving booster shots to 12 to 17 years old but guidelines have yet to be released.

In addition, 16,080 minors aged five to 11 have been fully vaccinated in Muntinlupa, or 23.58 percent of the total population of 68,198.

Having read the above news report excerpt, I encourage you to get vaccinated or boosted for COVID-19 whenever you have the chance. Be aware that the anti-vaccine fanatics here in the Philippines are spreading their deceptive propaganda to fool people from getting vaccinated/boosted. Be aware that anti-vaccine fanatics themselves have NO REAL SOLUTIONS AGAINST COVID-19 itself.

To all Muntinlupa City residents reading this, if you need to get vaccinated or boosted for COVID-19, you should contact MunCoVac as soon as possible.

More on the aspect of immunizing people around the country, I can only hope that the incoming administration of President-elect Ferdinand “Bongbong” Marcos will reach out to Russia to acquire new supplies of Sputnik V and Sputnik Light vaccines as they registered strong resistance against the more infectious Omicron variant.

COVID-19 Crisis: Joint study reveals that Sputnik V demonstrates 97% efficacy against Omicron-caused hospitalization following revaccination with Sputnik Light or Sputnik V

Recently, a study (involving Russian scientists including representatives of the City Clinical Hospital No. 67 and the Gamaleya National Research Center of Epidemiology and Microbiology) revealed that the Russian vaccine Sputnik V demonstrated 97% efficacy against hospitalization caused by the Omicron variant following revaccination with Sputnik Light or Sputnik V, according to a press release published online.

The Gamaleya National Research Center of Epidemiology and Microbiology (Gamaleya Center) today announced that Vaccines, the leading peer-reviewed medical journal, has published the results of a joint study conducted by team of scientists including representatives of Moscow’s City Clinical Hospital No. 67 named after L.A. Vorokhobov and the Gamaleya Center showing the two-dose Sputnik V vaccine is 97% effective against hospitalisation caused by the Omicron variant of coronavirus (B.1.1.529) among those vaccinated with 3 or 4 components (re-vaccination with Sputnik Light or Sputnik V after Sputnik V).

The study was conducted from 11 January to 21 February 2022 involving over 1,000 patients in Moscow. Sputnik V showed high efficacy against hospitalisation at 85.9% among patients vaccinated with at least one component. Efficacy among those vaccinated with 3 or 4 components (re-vaccination with Sputnik Light or Sputnik V after Sputnik V) rose to:

o   97% against any cases of hospitalisation;

o   97.7% against moderate-severe and more severe cases;

o   98.6% against severe and critical cases;

o   99.4% against critical cases.

As authors note, “the study shows that vaccination with Sputnik V and Sputnik Light has a high effectiveness for protection against hospitalisation. The reduction in the severity of COVID-19 regarding the Omicron variant was also observed. The greatest effectiveness was evident in protection against a critical course of the disease requiring patients to be admitted to the intensive care unit.”

While it is very difficult to talk about Russia-related matters due to the ongoing Russia-Ukraine war (note: help the people of Ukraine by donating through Hillsong Church online), it is important to focus on what Sputnik vaccines are able to do as the whole world continues to struggle to bounce back from the COVID-19 crisis economically, socially and medically. With regards to my native Philippines, the daily count of new COVID-19 infections has gone up nationwide in recent times. The Metro Manila cities of Muntinlupa and Pasig each had their own shares of increased new COVID-19 infections.

I can only hope that the incoming administration of President-elect Ferdinand “Bongbong” Marcos, Jr., will consider acquiring more doses of Sputnik V and Sputnik Light even though the national authorities are trying to balance supply of COVID-19 vaccines with the rather slugging public response in terms of getting vaccinated or boosted at their local vaccination sites. The formulation behind Sputnik V and Sputnik Light should be strongly considered when it comes to immunizing as many Filipinos as possible from COVID-19, including the more infectious Omicron variant and its sub-variants.

I Love Israel: Philippines looking for Israel-based companies for potential partnership related to emergency preparedness

The Philippines’ Office of Civil Defense (OCD) is looking to companies in Israel for a potential partnership to meet the nation’s emergency preparedness needs, according to a recent report by BusinessWorld. The report has details related to what Israel’s ambassador Ilan Fluss stated to the local media lately. This is a clear sign that more cooperation and exploration of opportunities are happening under the ties between Israel and the Philippines.

THE PHILIPPINES is looking to partner with Israeli companies to help address the country’s emergency preparedness needs.

Israel is also facing challenges in climate change and manmade disasters, and for that we have a lot of knowledge and know-how in dealing with emergency situations,” said Israel Ambassador to the Philippines Ilan Fluss in a May 30 event organized by the Israel Embassy in Manila and the Philippine Office of Civil Defense (OCD). “Today is an opportunity to share… how the national and regional agencies can confront [these] challenges.” 

Emergency solutions offered by four Israeli companies were presented: ImageSat International, which provides space-based, geospatial intelligence solutions for defense and security; ELPAM Electronics Ltd., which designs and implements siren systems and trapped people locators; Cinten, which improves emergency response capabilities through the data-driven, real-time simulations in its SaaS (software-as-a-service) platform; and GALMOBILE, which offers a mobile, plug-and-play solution for purifying any water source into potable water within thirty minutes.   

These four items are the technologies we really need at the OCD,” said Bernardo Rafaelito R. Alejandro IV, OCD assistant secretary and deputy administrator for operations. “We can engage them further through the DoST [Department of Science and Technology] to check on these tools.”  

“In the shopping list of [natural] hazards, we have it all: typhoons, floods, storm surges, earthquakes, tsunamis …,” added Joe-Mar S. Perez, chief of the 24/7 operations center of the National Disaster Risk Reduction and Management Council. “Because of these risk factors, the Philippine government has a proactive approach to risk management.”  

Included in this approach is a response protocol adopted from the US for on-scene, all-hazard incident management, as well as PhilAWARE, a system created by the Pacific Disaster Center that visualizes disaster situations through layers of maps. 

The government plans to establish alternate government command and control centers, in addition to the one in Central Luzon, according to Mr. Perez.

THREATS VERSUS GOALS

In Israel, identifying the gaps between its national goals and its benchmarked threats has helped the country manage disasters at the national and municipal level, per an emergency management expert

“If the goal is fresh water and food … it’s not enough to say, ‘I’m going to supply food,’” said Joseph David Shapiro, deputy director of Israel’s national emergency management authority. “You have to explain at what service level [you’re going to] supply that.” 

Governance during an emergency starts with identifying the different agencies that are a part of a particular goal, and then dividing responsibilities into missions to be carried out by the different offices, he said at the same event.

“If I am in the ministry of energy, how do I supply fuel and energy to the industries that package and supply food? Or, how do I supply fuel to the different trucks that move food from one place to another?” he said. 

Israel’s national goals are grouped into three categories: continuous functionality goals (like transport and security); life texture goals (like shelter and hygiene); and vital goals (like water and medicine). 

The above story is very timely as the Philippines’ rainy season is already on and potentially there will be typhoons and floods in the months to come. It should be remembered that the State of Israel assisted the Philippines previously such as typhoon relief, boosting the dairy sector, and COVID-19 to name a few. Already Israel is looking forward to the next administration led by incoming President Ferdinand “Bongbong” Marcos, Jr. Meanwhile visitors from Israel are very welcome to enter the Philippines without a visa. This latest development is a clear sign of exploration between Israel and the Philippines that could lead to joint agreements that will further strengthen the ties between the two nations. Truly this is something we should be thankful to the Lord for.
