Even as the Philippines will be sending a reduced number of athletes to the 32^nd edition of the Southeast Asian Games (also referred to as SEA Games and Cambodia 2023) in Cambodia anticipating a tough battle ahead, the nation’s triathlon team is aiming high to achieve SEA Games triathlon gold medal success there this May, according to a Philippine Star sports news report. The Philippine triathlon team will try to replicate, if not eclipse, its three-gold medal haul in last year’s Hanoi Southeast Asian Games when it plunges into action in the Phnom Penh Games next month.

“I’m still confident, we’re targeting three (gold) medals, four if we are lucky,” Triathlon Association of the Philippines president Tom Carrasco yesterday told The STAR.

Carrasco said a total of seven golds will be staked in the Cambodian meet – three in aquathlon, two in triathlon and the same number in duathlon.

Kim Mangrobang will spearhead the country’s charge after her triumphs in women’s triathlon and duathlon in Hanoi where the Filipinos went home with a 3-1-1 (gold-silver-bronze) harvest with the other mint coming from Fernando Jose Casares in men’s triathlon.

Recently, Mangrobang and Casares were the best Filipino finishers in the Subic International Triathlon in Subic Bay, Zambales where they wound up 24th and 25th in an hour, a minute and seven seconds and 54:46, respectively.

With the launch of the 32^nd edition of the Southeast Asian Games (also referred to as SEA Games and Cambodia 2023) approaching fast, the host nation of Cambodia reiterated its preparedness to host many visitors from around the region and ensure that the games will be memorable, according to a Khmer Times news report. Take note that this is the first time ever Cambodia will host the SEA Games and already they anticipated it to be a success and provide the best experience. Very recently, they made the food and accommodations for the delegates free.

With under two weeks remaining until the 32nd SEA Games officially kick off, Cambodia is looking forward to welcoming the tournament at home, and the Kingdom has further affirmed its commitment to make the games a great experience for all involved, according to Vath Chamrouen, secretary-general of Cambodia SEA Games Organising Committee (CAMSOC).

Vath said hosting the SEA Games is an enormous task which needs strong collaboration between different stakeholders to succeed. Challenges have presented themselves from the start of preparations for the games; however, Cambodia remains determined to host the best and its first SEA Games.

“This year’s SEA Games will be different from previous ones. The entrance tickets are free, broadcasting rights are free, and even the participants’ fees have been waived,” said Vath.

“So, please come and visit Cambodia during the SEA Games. We are determined to bring you joyful moments with great hospitality.”

He said all the main venues including the Olympic National Stadium, Morodok Techo Stadium, and the Old Stadium are ready to host the competition as are the venues in Sihanouk, Kep, Kampot, and Siem Reap provinces.

“The preparation team is finalising all the details for the venues, and all the infrastructure serving the SEA Games will be ready on time,” he said.

He added that as of April 20, the sports village, an accommodation facility for athletes during the SEA Games, has been officially inaugurated. That is an important step to welcome athletes who will arrive in Cambodia in late April. The sports village can receive 3,600 athletes during the tournament.

He said that Cambodia has been waiting 64 years for the event and thanks to political stability and the government’s guidance has enable the country to host this big event.

“Thanks for the peace we have. Because without it, we probably couldn’t make this event happen,” he said.

During the inauguration of a new building at the National Pediatric Hospital on April 20, Prime Minister Hun Sen said the main aim of waiving the fees for participants and offering free entrance tickets is to let the world understand Cambodia better.

“We are hosting the SEA Games to let the world know Cambodia because before Cambodia was forgotten,” Prime Minister Hun Sen said on his official Facebook page.

There are 11,246 participants attending this year’s SEA Games including coaching staff and athletes, and 9,000 who are directly involved in training and competing will have their fees paid for by the government. A person usually has to pay $50 a day for accommodation, food and transportation. This waiving of fees has never been offered at previous tournaments, according Vath Chamrouen.

Cambodia, the nation hosting the 32^nd edition of the Southeast Asian Games (also referred to as SEA Games and Cambodia 2023), confirmed that the food accommodation of the delegates to the games will be provided for free due to a recent development, according to a news report published by the Philippine News Agency (PNA). Host Cambodia will provide free food and accommodation to all athletes and coaches participating in the 32nd Southeast Asian Games from May 5 to 17.

“This is a very significant development because it means a lot in terms of expenses Team Philippines will incur during the Games,” said Philippine Olympic Committee (POC) president Abraham “Bambol” Tolentino on Wednesday.

“This decision and leadership by Samdech Prime Minister Hun Sen further affirms the Kingdom of Cambodia’s commitment to hosting our regional sports family and international guests in a neighborly environment of solidarity and friendship,” Kon added.

SEA Games hosts normally charge a flat rate of USD50 per athlete or coach – inclusive of food and accommodation – although some hotels charge USD180 for twin sharing.

There are 840 athletes and 300 coaches in the Cambodia-bound Philippine delegation headed by Chito Loyzaga, who will be assisted by Paolo Tancontian and Leonora Escollante. The athletes and coaches will leave by batches based on their competition schedule.

The Philippine Sports Commission has earmarked PHP250 million for the SEA Games preparation, training and participation.

Around 12,000 athletes, coaches and staff from Southeast Asian countries are going to the SEA Games.

The Philippine Sports Commission (PSC) on Tuesday vowed to fully support the members of Team Philippines when they compete in the 32nd Southeast Asian Games scheduled May 5 to May 17 in Phnom Penh, Cambodia.

PSC chairperson Richard Bachmann said the support includes funding preparation, supplies, manpower and logistics.

Asked to predict Team Philippines’ finish in the biennial meet, Bachmann said he hopes for a better performance this year.

“I just want to support them. If we were fourth place last year, then hopefully we can improve this year,” Bachmann said during his guesting at the weekly Philippine Sportswriters Association (PSA) Forum at the Rizal Memorial Sports Complex in Manila.

Weightlifting Olympian Elreen Ando and Asian champion Vanessa Sarno will spearhead the national weightlifting squad in the absence of the Philippines’ first Olympic gold medalist Hidilyn Diaz who is deep in training to qualify for the 2024 Paris Olympics.

“Our national athletes have been working hard and hopefully, all their hard work will pay off,” added Bachmann who has been visiting the training and preparations of the different national teams since January.

Aside from the SEA Games, Bachmann also encouraged each National Sports Association (NSA) to look at the bigger picture, especially at other major events that are also set this year like the Asian Games, World Championships, and qualifying events for the Paris Olympics.

“I’m not putting down the Southeast Asian Games, I’m just saying that, we should win that all the time. We have many events this year, suportahan natin ang atletang Pilipino (let’s support the Filipino athletes),” Bachmann said.

Cambodia’s Minister of Tourism Thong Khon – who also serves as permanent vice-president of the national organising committees for the 32nd SEA Games and 12th ASEAN Para Games (CAMSOC-CAMAPGOC) – has affirmed that the country’s preparations have been making good progress and the committees fully expect the Kingdom will be well-positioned to succeed as hosts.

The number of athletes, coaches and staff sent by 11 regional countries to the events will be 12,404 in total. Thousands of fans and international tourists are also expected to arrive in Cambodia for the Games.

There are approximately 5,000 volunteers signed up for the SEA Games and 2,000 volunteers for the ASEAN Para Games, he said, adding that all of them were selected and trained by the Union of Youth Federations of Cambodia (UYFC).

Five locations in Cambodia have been prepared to host the games including Phnom Penh capital (the Morodok Techo National Stadium, Olympic National Stadium, and Chroy Changvar International Convention and Exhibition Centre) and the provinces of Kep, Kampot, Preah Sihanouk and Siem Reap.

Philippine athletes to the 32nd SEA Games reduced

Philippine Olympic Committee (POC) president Abraham “Bambol” Tolentino confirmed on Monday that the Filipino athletes going to Phnom Penh for the biennial meet are now down to 840.

“From the previously announced 905, it was reduced to 840,” Tolentino said right after the SEA Games torch rally here, adding that this will be the final count.

He said various reasons behind the reduction of numbers like typographical errors, for example, dual entry and wrong entry.

Tolentino, however, said the POC also had to let go of some reserve athletes and those who cannot make it to the Cambodian capital as their passports have already expired and their renewal process might not make it in time.

Having to let go of such athletes could possibly hamper the Philippine team’s bid to match or even go higher than its fourth-place finish in the overall standings during last year’s edition in Hanoi, the first time the SEA Games were held in an even-numbered year due to a one-year postponement caused by the coronavirus disease 2019 pandemic.

“That’s the big challenge: how can we attain the fourth-place standing or better than that?” Tolentino said.

Despite losing some slots, it is still considered a blessing as the POC was initially targeting only around 600 athletes going to Phnom Penh.

“Medyo mahirap, but dahil sa fighting spirit ng atleta natin at saka nadagdagan (It’s somehow tough, but because of our athletes’ fighting spirit and the increase in number) from 600 to 800, we might [still finish in fourth],” Tolentino said.

Cambodia a potential new source of rice for the Philippines

Cambodia is exploring opportunities to directly export rice to the Philippines, offering an alternative and cheaper source of rice for the country.

Department of Trade and Industry (DTI) Secretary Alfredo Pascual met with a Cambodian delegation on Thursday, led by chief executive officer of the state-owned Green Trade Company Chan Sokty and the president of the Cambodia Rice Federation Okhna Chan Sokheang.

Green Trade is the counterpart of DTI’s Philippine International Trading Corp. (PITC).

The Cambodian delegates are also exploring exporting rice through a government-to-government arrangement between Green Trade and PITC.

“They are still in the fact-finding stage. They are surveying our markets,” Pascual told reporters.

Pascual said Cambodia has a rice surplus of 50 percent of its total rice production, and the Southeast Asian country intends to sell it directly to neighboring countries and also in Europe.

Cambodian rice can enter the Philippine market at 35 percent tariff rate.

Pascual added the Cambodian delegates said they can commit to supply 3 million metric tons of rice to the Philippines, which is the level of imported rice by the country in 2022.

Earlier, Go Negosyo founder and ASEAN Business Advisory Council chair Joey Concepcion said Cambodia expressed intention to directly export unmilled rice to the Philippines on the sidelines of the ASEAN Summit in November 2022.

Concepcion then said Cambodia exports unprocessed rice to Vietnam, wherein the country processes the rice before exporting to other countries like the Philippines.

More than 80 percent of the country’s rice imports are sourced from Vietnam, according to the Bureau of Plant Industry.

SEA Games medalists Casares and Alcoseba dominate National Age Group Triathlon (NAGT) series opener at Subic Bay

Filipino-Spanish Fernando Jose Casares displayed his awesome form to claim victory in the sprint men’s elite category of the National Age Group Triathlon (NAGT) Series at the Subic Bay Metropolitan Authority on Sunday.

Casares, born in Madrid to a Spanish father and a Filipino mother, clocked 57 minutes and 16 seconds to prevail over Cebu City’s Matthew Justine Hermosa (57:34) and Andrew Kim Remolino (59:12) in the swim (750m)-bike (20km)-run (5km) event.

“The competition was tough. My rivals are strong. But I am determined to win,” said the 26-year-old Casares, who also ruled the same category at the National Duathlon Championships at the New Clark City Sports Complex in Capas, Tarlac last December.

Casares earned the standard distance swim (1.5km)-bike (40km)-run(10km) gold medal at the 2022 Vietnam SEA Games. He pocketed the mixed relay gold medal with Chicano, Kim Mangrobang and Claire Adorna at the 2019 Manila SEA Games.

Cebu City’s Raven Faith Alcoseba topped the women’s category in 1:04:36, beating Erika Nicole Burgos (1:08:03) and Karen Manayon (1:08:25).

Alcoseba, who hails from Talisay City, also won the sprint gold medal the duathlon competition in New Clark City last year.

Meanwhile, Dayshaun Ramos and Kira Ellis were crowned champions in the junior elite division of the tournament organized by the Triathlon Association of the Philippines (TRAP) headed by Tom Carrasco Jr.

Ramos won the men’s category in 1:01.56 while Akio Habana (1:03:43) and Aidanreed Mercado (1:03:51) finished second and third, respectively.

In the women’s category, Ellis posted 1:05:51 to grab the gold medal. Gene Heart Quiambao (1:06:15) took the silver medal and Lady Samantha Jhunace Corpuz (1:07:18) settled for the bronze medal.

“This tournament is part of our national athletes’ preparation for the Cambodia SEA Games in May,” Carrasco said after the awarding ceremony.

Other tune-up events lined up for the team are the National Aquathlon Championships at Vermosa (Cavite) in March and the Subic Bay International Triathlon in April.

Last tranche of salary increase for Muntinlupa City government employees announced

Muntinlupa Mayor Ruffy Biazon announced on Jan. 23 that city government employees will get their salary increases by the end of the month.

This is based on Republic Act 11466 or the Salary Standardization Law of 2019.

The fourth and last tranche of the salary increases for qualified government employees took effect on Jan. 1, according to the Department of Budget and Management (DBM). The first tranche of the salary increase took effect on Jan. 1, 2020.

“Good news para po sa kawani ng pamahalaan. Pagdating po ng katapusan ng buwang ito ay pai-implement na ang fourth tranche ng Salary Standardization Law (Good newas for employees of the government. By the end of this month, the fourth tranche of the Salary Standardization Law will be implemented),” said Biazon during the flag raising ceremony at the Muntinlupa City hall on Jan. 23.

Under RA 11466, the monthly salary of a government employee under Salary Grade 1 will increase to P13,000 (under Step 1 level) in the fourth tranche compared to P11,551 in the first tranche.

“The government recognizes the indispensable role of its dedicated personnel in serving our beloved country. We are firmly committed to help them amidst rising prices of goods and services. We hope this latest salary increase will cushion the impact of inflation,” said Budget Secretary Amenah Pangandaman.

According to DBM, RA 11466 covers all positions for civilian personnel, whether regular, casual, or contractual in nature, appointive or elective, full-time or part-time, now existing or created in the executive, legislative, and judicial branches; constitutional commissions and other constitutional offices; state universities and colleges (SUCs); and government-owned or controlled corporations (GOCCs) not covered by RA 10149.

The law also applies to all positions for salaried LGU personnel, whether regular, contractual or casual in nature, elective or appointive; on full-time or part-time basis, now existing or thereafter created in LGUs, and all positions for barangay personnel which are paid monthly honoraria, the DBM added.

Excluded under the law are those engaged without employer-employee relationship and funded from non-Personnel Services (PS) appropriations/budgets.
