Chinese nationals arrested by immigration authorities in province

Recently in the province of Batangas, elements of the Bureau of Immigration (BI) arrested seven China nationals who were illegally working in a quarry and one of them was found to have been petitioned by a fake company, according to a Philippine News Agency (PNA) news article.

Immigration authorities arrested seven Chinese nationals found to be illegally working in a quarry in Batangas province on Wednesday.

In a news release Thursday, the Bureau of Immigration (BI) said the operation was initially aimed at apprehending a certain Wang Zhenglai, 34, who has a working visa but was found to have been petitioned by a fake company.

However, officers from the BI’s Regional Intelligence Operations Unit and the Taysan Municipal Police Station also apprehended six other Chinese men found to be illegally working in the same area.

They were identified as Wang Shou Min, 67; Gao Zhengyao, 47; Wang Yongshang, 31; Song Ke Wei, 33; Cai Wenbi, 33; and Huang Hai Min, 39.

Out of the six other foreigners, five were found to have a 9(g) working visa but were petitioned by companies located in Quezon City while one was found to be working with a tourist visa.

Further investigation also showed that Wang Shou Min was the mining company’s “big boss” and the father of Zhenglai.

Meanwhile, Commissioner Norman Tansingco reiterated that working visas are both company-specific and station-specific.

“Foreign nationals who possess a working visa but found to be petitioned by fake companies or caught to be working in other locations may face deportation cases,” the BI chief added.

With the next local and national elections set for May 2025, local authorities will have to work harder to preserve election integrity and Philippine democracy itself as more people and even companies are using artificial intelligence (AI) and deepfake technology on their projects. The Commission on Elections (COMELEC) is eyeing a ban on AI and deepfake technology, according to a Philippine News Agency (PNA) news article.

The Commission on Elections (Comelec) is looking into prohibiting the use of deepfake technology and artificial Intelligence (AI) during the campaign period for the May 2025 midterm polls.

In an interview Wednesday, Comelec chairman George Garcia said the measure is timely as these technologies might create confusion among voters.

“Maganda mapag-usapan na kung dapat ipagbawal ang paggamit ng AI or deepfakes sa kampanya. Dapat ‘yung makatotohanan na kampanya. Kukumbinsihin ko ang ating Commission en banc na ipagbawal namin sa campaign ang paggamit ng deepfakes at Al sapagkat madami po ang nalilito, misrepresentation, madaming hindi makatotohanan na nangyayari kapag ginagamit po ‘yan (It would be good if we can tackle the ban on the use of AI or deepfakes in election campaign. Campaign should be realistic. I would convince our Commission en bacn to ban the use of deepfakes and AI in election campaign because many are being confused and it can cause misrepresentation. We are veering away from reality if we use these),” he said.

Deepfakes are an advanced form of digital content manipulation through generative AI, where a person in an image or video is swapped with another person’s likeness.

Garcia said personal interactions between poll bets and the electorate is much better than communicating using new techonologies.

“Alam po natin ang (We are aware of) modern technology. Bakit ba hindi? Subalit dapat po, kapag kampanya, ikaw mismo ang nakikita ng sambayanan. Ikaw mismo ang nanliligaw sa kanila. (Why not? But during campaign period, you the candidate should be visible to the people. You should court them personally),” he said.

Garcia, however, said he is open to the ideas of other members of the en banc who would like to allow AI use during campaign.

”Kaya lang sa ating palagay, masyado itong threat sa ating demokrasya, sa tunay na dapat ginagawa kapag halalan at may kampanya (But in my view, this is a big threat to our democracy, to the reality of what should be done during elections and campaign),” he said.

China tops PTS4 contest of NTT Asia Triathlon ParaTriathlon Asian Championships 2024 at Subic Bay Freeport Zone

This past weekend at the Subic Bay Freeport Zone, Jiachao Wang of China won the gold in the men’s PTS4 contest of the NTT Asia Triathlon ParaTriathlon Asian Championships 2024, according to a sports news release published through the Philippine News Agency (PNA).

China’s Jiachao Wang displayed his awesome form to claim victory in the men’s PTS4 category of the 2024 NTT Asia Triathlon Para Championships in Subic Bay Freeport on Sunday.

Wang clocked one hour, 06 minutes, and 39 seconds to beat Japanese Keiya Kaneko (1:12:30) and Filipino Alex Silverio (1:15:55) in the 750m swim, 20.26km bike and 5km run event.

“I’m happy to win,” said the 32-year-old Wang, who was born and raised in Kunming, Yunnan province. He lost his left arm in an accident when he was five years old.

“This is my first time to compete here, the weather is hot and humid,” added Wang, who won medals as a swimmer in three Paralympic Games before shifting to triathlon nine years ago.

After making his debut in Athens (2004), he bagged one silver (200m individual medley) and one bronze (400m freestyle) at the 2008 Beijing Games.

Wang pocketed one gold (men’s 4x100m medley relay) and two silvers (4x100m individual medley and 4x100m freestyle relay) in London (2012).

Wang, who placed fourth at the 2020 Tokyo Paralympics, has completed the World Triathlon Level 2 coach certification course in South Korea last May 23.

Silverio, who hails from Compostela town in Cebu, was satisfied with his performance.

“I did not expect a podium finish because there are many good athletes in my category. I am so happy that I was able to get a medal,” said the 34-year-old member of the Talisay Luigi Triathlon Group (TLTG) Go For Gold Philippines team.

Meanwhile, Filipino Edison Badilla (1:35:36) beat compatriot Jake Lacaba (1:41:18) in the men’s PTS2 category where they were the only entries.

Japan had the most number of gold medals at six, coming from Kimura Jumpei (men’s PTWC), Tsutomo Nagata (men’s PTS5), Satoru Yoneoka (men’s PTVI), Yukako Hata (women’s PTS2), Mami Tani (women’s PTS4), and Riyo Kogama (women’s PTS5).

DILG tells LGUs to update disaster plans and hazard maps in preparation for La Niña phenomenon

While the entire Philippines is sweltering under the intense summer heat, the Department of the Interior and Local Government (DILG) told the local government units (LGUs) to update their disaster plans and hazard maps in light of the looming La Niña phenomenon, according to a Philippine News Agency (PNA) news article.

The Department of the Interior and Local Government (DILG) on Wednesday urged local government units (LGUs) to update their disaster action plans and hazard maps to mitigate the effects of the looming La Niña phenomenon.

In a Bagong Pilipinas Ngayon briefing, DILG Undersecretary Marlo Iringan said local officials must also regularly hold meetings with their respective disaster risk reduction management councils and conduct a La Niña pre-disaster risk assessment.

“Kinakailangan din na magkaroon ng close coordination with PAGASA (Philippine Atmospheric Geophysical and Astronomical Services Administration) at with the Department of Environment and Natural Resources (DENR) particularly iyong ating Mines and Geosciences Bureau nang sa ganoon ma-update iyong kanilang mga (There should also be a close coordination with PAGASA and with the Department of Environment and Natural Resources, particularly our Mines and Geosciences Bureau to update their) local hazard maps on rain-induced landslides and floods,” Iringan added.

He also called for an aggressive clean-up of estero and other waterways to reduce flooding as part of mitigation measures under the agency’s “Operation Listo”.

The”‘Operation Listo” is an advocacy program of the DILG that aims to strengthen the disaster preparedness of LGUs using the whole-of-government approach which institutionalizes local protocols for disaster preparedness, response, and monitoring.

Iringan also cited the need to assess the structural integrity and the capacity of vital facilities such as evacuation centers.

“Kinakailangan nasusunod iyong mga specifications. At dapat ang mga ito ay hindi located doon sa (The specifications must be followed. And these should not be located in) high-risk areas as identified by the Mines and Geosciences Bureau of the DENR,” he added.

While most LGUs have already established at least one evacuation center, Iringan said the DILG is assessing the need for some areas to have around two to three evacuation centers to accommodate more evacuees.

He also said the use of schools as evacuation centers is only a last resort.

“But in extreme cases na kinakailangan pong gamitin iyong mga paaralan ay kumukuha po ng pahintulot mula sa (where we need to use the schools, we secure permission from the) Department of Education,” he added.

President Ferdinand R. Marcos Jr. earlier directed LGUs to brace for La Niña, which is expected to bring above normal rainfall conditions in the country.

Philippines achieves 5.7% economic growth in 1st quarter of 2024

The Philippine economy grew by 5.7 percent in the first quarter of the year, surpassing other major economies in the region.

In a briefing on Thursday, National Statistician Dennis Mapa said the economic growth during the quarter was higher than the 5.5 percent seen in the last quarter of 2023.

Mapa said, however, it was lower than the 6.4 percent economic growth seen in the first quarter of last year.

National Economic and Development Authority (NEDA) Secretary Arsenio Balisacan noted that the Philippine economy continues to demonstrate resilience and growth despite the domestic and external headwinds.

“Despite our challenges on both domestic and international fronts, our economy continues to demonstrate remarkable resilience and growth. This performance retains the country’s position as a leading force among Asia’s emerging economies,” he said.

Balisacan said the first quarter Philippine gross domestic product growth rate is about the same as Vietnam’s, and surpassed other major economies such as China at 5.3 percent, Indonesia at 5.1 percent, and Malaysia at 3.9 percent.

All major economic indicators which include agriculture, forestry, and fishing; industry; and services posted year-on-year growth in the first quarter at 0.4 percent, 5.1 percent, and 6.9 percent.

Household final consumption expenditure and government final consumption expenditure posted lower growth rates at 4.6 percent and 1.7 percent from a year ago’s 6.4 percent and 6.2 percent.

Balisacan said the slowdown in household spending was due to the elevated prices of major food items and the heat wave.

“Meanwhile, government spending also slowed down, primarily due to the sliding of a large amount of expenditure to April this year, whereas the government made such spending in March last year,” he said.

Gross capital formation also posted a lower growth of 1.3 percent from 12.8 percent last year, while imports of goods and services also slowed to 2.3 percent from 4.2 percent.

Growth of exports of goods and services, however, accelerated to 7.5 percent from 1.1 percent in the first quarter of 2023. Balisacan said the growth in exports was mainly driven by the recovery in the exports of electronics products.

Philippines unemployment rate at 3.9% as of March 2024

The country’s unemployment rate in March this year was estimated at 3.9 percent, lower than the recorded 4.7 percent in March last year, National Statistician Dennis Mapa said.

In a briefing on Wednesday, Mapa said the number of unemployed Filipinos during the month went down to 2 million from 2.42 million in March 2023.

Mapa said the Labor Force Participation Rate (LFPR) in March 2024 was registered at 65.3 percent, or about 51.15 million Filipinos aged 15 and above who were either employed or unemployed.

The employment rate in March 2024 was recorded at 96.1 percent, higher than the 95.3 percent estimate in March of the previous year.

Several sectors contributed to employment gains – The wholesale and retail trade sector saw the highest annual increase, employing 963,000, followed by manufacturing with 553,000 new jobs, and public administration and defense with 229,000 additional employed individuals.

Underemployed persons – or those who expressed the desire to have additional hours of work in their current job or to have an additional job or to have a new job with longer hours of work – also declined to 5.39 million in March from last year’s 5.44 million.

In a statement, the National Economic and Development Authority (NEDA) said the government remains committed to creating more high-quality jobs for Filipinos and fostering a resilient workforce.

“We will continue to prioritize creating high-quality and well-paying jobs to address the rising issues of vulnerable employment. We will focus on attracting job-generating investments from the private sector and scaling up social and physical infrastructure to improve our people’s employment prospects to achieve this goal. These will be accompanied by reskilling and upskilling programs to increase employability,” said NEDA Secretary Arsenio Balisacan. 

Balisacan said a medium- and long-term Foreign Investment Promotion and Marketing Plan (FIPMP) is underway and targeted to be completed by June 30.

The Inter-Agency Investment Promotion Coordination Committee, established following the amendment of the Foreign Investment Act, leads the formulation of the FIPMP. 

Balisacan said the government also plans to enrich the content of training programs for workers and employers by integrating courses on advanced productivity tools such as data science, analytics, and artificial intelligence. 

“For the government to sustain a robust labor market and reap the benefits of the demographic dividend, it must ensure that people are healthy, educated, and skilled. To facilitate the development of soft and hard skills among workers and create a more agile and adaptive workforce, we at NEDA continue to advocate for the passage of the Apprenticeship Bill, Lifelong Learning Bill, and the Enterprise Productivity Act,” Balisacan said.

Chinese vessels spotted near Balikatan training area off Palawan

Since it formally started on April 22, Balikatan 2024 resulted in several military exercises and activities involving armed elements of the Philippines, the United States and France. Naval participants in the just concluded multilateral maritime exercise were undaunted by the presence of Chinese vessels near the training area off Palawan province, Balikatan 2024 executive agent Col. Michael Logico said Tuesday.

Around four of China’s People’s Liberation Army Navy (PLAN) vessels were spotted at different times monitoring the flotilla during the training period.

“We went there for the purpose of conducting interoperability exercises, that was our mission and we were able to finish it, they were not able to disturb us in any way nor (were we) intimidated in any way by their presence,” he said during a press briefing.

Logico said the presence of PLAN ships did not disturb the exercise.

Balikatan’s first multilateral maritime exercise was in Palawan waters from April 25 to 29.

Participants include the Philippine Navy’s offshore patrol vessel BRP Ramon Alcaraz (PS-16) and landing dock BRP Davao Del Sur (LD-602), the US Navy’s landing ship dock USS Harpers Ferry (LSD-49), and the French Navy’s FS Vendemiaire (FFH-734), a Floreal-class frigate.

Chinese national wanted for cyber fraud arrested at airport

A Chinese passenger who is on the wanted list of foreigners for involvement in cyber fraud was recently arrested at the Ninoy Aquino International Airport (NAIA) in Pasay City, the Bureau of Immigration (BI) reported on Wednesday.

Commissioner Norman Tansingco identified the passenger as 28-year-old Qin Xingye, who was intercepted at the NAIA Terminal 3 last April 28 before he could board an Air Asia flight to Hong Kong.

The foreigner was reportedly arrested after his name prompted a hit in the bureau’s derogatory check after presenting himself for clearance at the immigration departure counter.

“He was referred by the immigration officer to his supervisors who verified his identity and later confirmed that the passenger and the person in the bureau’s derogatory list are one and the same,” Tansingco said in a statement.

The derogatory hit showed that he was placed on the immigration blacklist for being an undesirable alien and for overstaying and illegally working in the country.

The BI’s Border Control and Intelligence Unit (BCIU) reported that the passenger was previously charged for engaging in cyber fraud activities and for working without a permit.

Almost 2.5 million voter registrants for 2025 elections counted by COMELEC

Over 2.4 million Filipinos have already submitted applications as registered voters for the May 2025 midterm polls.

Latest data from the Commission on Elections (Comelec) showed there are now 2,473,922 individuals who filed their applications since the start of the resumption of registration activities last Feb. 12 until April 29.

In an interview Tuesday, Comelec spokesperson John Rex Laudiangco said these figures indicate they are “on the right track” in achieving their target of 3 million voter registrants.

He attributed the high number of applicants to Filipinos who would like to exercise their right to suffrage.

“Each Filipino now values the importance of voting more than ever,” Laudiangco said.

Of the number, Region 4-A (Calabarzon) still has the most number of applicants with 454,313; followed by the National Capital Region with 367,869; and Region 3 (Central Luzon) with 286,190.

Meanwhile, Region 7 (Central Visayas) has 176,584; Region 11 (Davao Region), 135,654; Region 6 (Western Visayas), 129,711; Region 10 (Northern Mindanao), 121,982; Region 5 (Bicol Region), 103,399; and Region 12 (Soccsksargen), 102,598 were the other areas with more than 100,000 applicants.

Philippines eyes high-spending tourists from America

As part of its pursuit to attract more foreign tourists and generate higher tourism revenue this year (click here and here), the Philippines is targeting tourists from the United States with the perception that they are heavy spending tourists, according to a Philippine News Agency (PNA) news article.

The Philippines targets to attract about 15 percent more inbound visitors from the United States, seeing the “highly valuable” market as a big contributor to the full recovery of the country’s tourism sector.

In 2023, at least 903,299 visitors from the US arrived in the Philippines, generating PHP35 billion in tourism revenue— the highest among the country’s top tourist markets.

“This (receipt) is 215 percent higher than the tourism receipts from South Korea, so this is how important the American market (is). While the arrivals are fewer, the contribution is bigger,” Philippine Tourism Director-Attache in New York Francisco Hilario Lardizabal said over the weekend.

Data from the Department of Tourism (DOT) showed that visitor receipts in 2023 reached PHP482.54 billion, with the US as the top spending market, followed by Australia with PHP17.74 billion, South Korea with PHP16.41 billion, Canada with PHP15.85 billion, China with PHP12.24 billion, and Japan with PHP10.02 billion.

In a briefing with visiting Filipino journalists on April 26, the official said the American market tends to spend more and stay longer in a destination.

In the Philippines, Lardizabal said the majority, or 55 percent of inbound travelers from the US are former Filipino citizens, whose main travel motivation is to visit friends and relatives.

“Filipinos from the US do go around the Philippines and stay longer in the Philippines, and mind you, they also spend a lot. Apart from the money they spend on travel, they sometimes also give out money to their relatives,” he shared.

Presenting the country’s planned promotion efforts for the entire year, Lardizabal is confident the Philippines would achieve 15 percent more of the 2023 arrival figure.

Lardizabal said the DOT was taking a multi-pronged approach to entice the market by forging partnerships, conducting more training for travel agents, joining B2B (business-to-business) travel trade events, and organizing curated familiarization tours.

Emerging trends – Before the pandemic, most US travelers to the Philippines were baby boomers, or those in the age bracket of 60 to 78, and Generation X, or those aged 44 to 59.

Citing a 2022 study, the majority of US travelers “showing interest in the Philippines” now are millennials or those born between 1981 and 1996, Lardizabal said.

“Iyon ang dapat natin bigyan ng pansin (That should be our focus), how do we address the needs and preferences of the millennials,” he said.
