A foreigner has been arrested by the Bureau of Immigration (BI) in Batangas for posing as a Filipino and for “fraudulently acquiring” Philippine documents.
Immigration Commissioner Joel Anthony M. Viado presented before the media on Tuesday, Feb. 24, the arrested foreigner who was identified as Chinese national Zhi Ling Guan. He said that Zhi admitted he is not a Filipino.
Viado said that Zhi also uses the aliases Shis Nengyuan and Mike Sy. The “fake” Filipino was arrested last Feb. 20 at the Batangas port, he also said.
Viado said that the Chinese national was using fraudulently his acquired Philippine passports and driver’s license using the name Mark Sy.
“Philippine citizenship is not a commodity that can be fabricated or acquired through deception,” Viado declared.
He warned: “Any foreign national who falsely claims to be Filipino and manipulates our systems to secure official documents will face arrest, detention, and deportation.”
He said the BI acted on the information it received from the Intelligence Service of the Armed Forces of the Philippines (ISAFP) which sought the verification of the identity of the person.
“Biometric checks and inter-agency verification established that the fingerprints appearing in identification documents under the name ‘Mike Sy’ matched those of Zhi Ling Guan, a Chinese national,” he also said.

Three Pakistani men were arrested at a Parañaque City subdivision for allegedly selling counterfeit medicine, the Philippine Drug Enforcement Agency (PDEA) said on Monday.
The foreigners were tracked to a subdivision in Barangay Sun Valley on Sunday afternoon, the PDEA said in a statement.
The agency identified the arrested suspects as “Waseem,” 60; “Mohy,” 54; and “Salman,” 25.
“Seized evidence included 24 packages of Midazolam Injection IP, thousands of tablets and vials of Valium, Nalbin, NLB Injection, Bional Plus and Rivotril,” the agency detailed.
Authorities also confiscated “various counterfeit drugs such as Ibuprofen Medicol Advance, Rabies Vaccine (Human IP), Buscogast, Tuseran Forte, Testosterone Enanthate, Evitek-OCE and Provera Tablets among others,” PDEA added.
It estimated that the allegedly counterfeit medicines seized were worth an initial P120,000, but it noted that an inventory of the total quantity and value of other suspected drugs in the suspects’ possession was still ongoing.
“Non-drug items recovered included cash, accounting records, mobile phones, identification cards, passports, a barcode scanner, and machinery allegedly used in handling counterfeit drugs,” PDEA further said.

The Bureau of Immigration (BI) on Sunday confirmed that Russian vlogger Vitaly Zdorovetskiy had been deported to Russia.
In a statement, the BI said Zdorovetskiy boarded an IrAero flight bound directly for Irkutsk on Saturday.
The BI’s Board of Commissioners ordered his deportation on Dec. 17 after declaring him an undesirable alien.
The deportation order stemmed from various complaints against the 33-year-old Zdorovetskiy, who had harassed and disrespected several Filipinos. He also disrupted public peace and safety and committed acts deemed contrary to morals, good customs and public policy.
He was first arrested in April last year.
Known for posting prank videos on social media, the Russian vlogger was seen in recordings harassing a security guard, shouting expletives at a Filipino woman wearing face mask, stealing a heavy-duty electric fan, and taking a tricycle that later crashed into a parked jeepney.
During inquest proceedings, he admitted to the acts of harassment and was subsequently detained at the BI Warden’s Facility inside Camp Bagong Diwa in Bicutan, Taguig.

The Bureau of Immigration (BI) on Saturday reported the arrest of 83 foreign nationals during a large-scale operation at a shopping mall in Baclaran, Parañaque City.
The operation, which stemmed from intelligence reports, was carried out on Jan. 7, following weeks of surveillance and verification, according to a belated news release.
The apprehended foreigners were 68 Bangladeshi nationals, 14 Chinese and one Indian. There were 2 females in the group.
Initial records check showed that while some held valid visas, they were engaged in retail trade activities prohibited under Philippine law. The report added that 18 of the foreigners are holding tourist visas, while the identities of six are under verification.
The foreign nationals are facing charges of immigration violations including undocumented stay, misrepresentation and violation of Republic Act 8762 or the Retail Trade Liberalization Act, which prohibits foreigners from engaging in retail trade without proper authority, regardless of visa status.
BI Commissioner Joel Anthony Viado explained that the possession of a visa does not grant blanket authority to work or do business in the country.
