I Love Israel: MASHAV head and Israeli Ambassador meet with DILG Secretary Remulla

Recently Israeli aid agency MASHAV head Eynat Shlein and Israeli Ambassador to the Philippines Ilan Fluss met with Department of the Interior and Local Government (DILG) Secretary Jonvic Remulla and discussed strategies for local development, innovation and sustainable growth, according to the social media post of Israel in the Philippines.

The meeting between H.E. Eynat Shlein, H.E. Ilan Fluss, and Secretary Jonvic Remulla, discussed the training opportunities offered by MASHAV for Filipinos in the field of disaster management, agriculture, innovation, food security, health, municipality management, and more.

The Filipino alumni of these programs return with invaluable firsthand knowledge of Israel’s best practices, which they apply to their roles, driving positive change in the Philippine economy. The discussion also explored ways to further leverage these learnings to benefit society at large, expanding the impact across the nation.

The Head of MASHAV, H.E. Eynat Shlein, together with head of Internship in Agriculture Administration, Ms. Tamar Yarden, visited the Philipppines from February 18 to February 20.

This newest development shows the continuing growth of Israel-Philippines ties through aid from MASHAV and the cooperation that comes with it. For the newcomers reading this, MASHAV is the Jewish State’s Agency for International Development Cooperation at Israel’s Ministry of Foreign Affairs. It was established in 1958 following the vision of then Foreign Minister Golda Meir and Prime Minister David Ben Gurion to assist fellow nations overcome development challenges by sharing knowhow and technologies, which provided the basis of Israel’s own development.

MASHAV is responsible for the design, coordination and implementation of the Sate of Israel’s development cooperation programs and humanitarian assistance efforts. By placing people at the heart of development, the agency focus its development activities on human capacity building and on the ‘training of trainers’ approach, sharing with other countries Israel’s own development experience and expertise as well as innovative technologies and tested methodologies. That being said, MASHAV is a very valuable and strategic partner for the Philippines.

To my fellow Filipinos reading this, I encourage you to accept the truth that Israel is the land God designated specifically for the Jewish people (read Genesis 35:10-12) and His command must be followed without hesitation. If you want to be blessed further by the Lord, do so by loving and blessing the Jewish people (Genesis 12:1-3). I did my part when I was in Israel. Also, let me remind you all that the ties between the Jews and Christians are truly biblical!

I encourage you all to pray to the Lord God in support of Israel, to love and bless the Jewish people, and pray for the peace of Jerusalem. Pray to Him so that Israel-Philippines ties and cooperation will keep growing stronger in the years to come.

If you truly believe in Lord Jesus, the Holy Spirit and God the Heavenly Father wholeheartedly and you continue to be faithful, you should be aware that Christians are meant to stand united with Israel and love the Jewish people no matter what. You can do your part supporting Israel by donating to Christians United for Israel (CUFI). Do not forget to read the Holy Bible, then pray in tongues to the Lord in the privacy of your room with the door shut.

Always be the fearless and aggressive church of Lord Jesus! Always stand in support of Israel and its ties with the Philippines!

Muntinlupa City declared as smart, sustainable and strong

This past weekend, the 30^th anniversary of the cityhood of Muntinlupa was celebrated with special activities. On the afternoon of March 1, Mayor Ruffy Biazon delivered his State of the City Address declaring Muntinlupa as a smart, sustainable and strong city, according to the Manila Bulletin news report.

Mayor Ruffy Biazon said Muntinlupa has become a smart, sustainable and strong city with the use of technology and innovation, and solutions that maximize resources.

“Today we celebrate the 30th year since our home town became a city. Today we can say that Muntinlupa has transformed into a city that is Smart, Sustainable, and Strong,” said Biazon in his State of the City Address during the 30th Muntinlupa cityhood anniversary celebration on March 1.

He said, “Smart because we are utilizing technology and innovation to make the government more efficient in the use of resources, faster in the delivery of services, more streamlined in its processes and make decisions based on data gathered through its systems.”

The mayor said Muntinlupa is “sustainable because we adopt solutions that help us maximize our use of resources but still remain mindful of the needs of future generations. Strong because we remain resilient in the face of calamities, crisis, and challenges that put to the test our determination to survive and succeed.”

Muntinlupa became a highly-urbanized city with the signing of Republic Act 7926 on March 1, 1995.

In his speech, he mentioned what the city government has done since he assumed office in 2022 and the plans that will be implemented under his 7K Agenda.

“While we have come a long way from what was described as a sleepy town to a bustling, modern, highly urbanized city that it is now, the character of its people remains rooted in the traditional values of caring for the community, goodwill towards each other, and earning your keep through hard work,” he said.

He added, “Coming at the heels of the successes of those who laid the city’s foundation, we ask ourselves: what else can we do to achieve greater accomplishments? We ask this not to just simply outdo those we followed, but more to push ourselves to break new ground, find new paths and create through innovation.”

Kaunlaran (Development) – Under his “Kaunlaran” agenda, the mayor envisions Muntinlupa to be a “Model Smart Urban Village” of the region.

“We crafted our vision to visualize a future that we want for our people. But as I quote during my previous addresses – ‘The best way to predict the future is to create it,’” he said.

This year, he said, the city government is updating the Comprehensive Land and Water Use Plan and Zoning Ordinance, which “will provide a framework for the City’s physical development, and the smart and efficient allocation of land and water resources for various uses.”

The city government will implement key e-governance projects, including the Citizens’ Database and Muntizen ID, “a city-wide database and unified ID Card System to record and monitor the city’s population and migration information, as well as the provision and availment of City Government’s social, educational and medical benefits to our citizens.”

The city will also have the Centralized Geographic Information System (CGIS), “a software to map and digitalize geographic data of the City.”

Improving the MUNCONNECT, Muntinlupa’s public wi-fi system located in schools, business establishments and government facilities, is also being planned.

Biazon said the city government’s efforts were recognized through various awards including the Seal of Good Local Governance for the third consecutive year and ranking fourth among all highly-urbanized cities in the country in the Cities and Municipalities Competitiveness Index.

He thanked the business sector as the city government surpassed its business tax collection target in 2024, reaching P2.4 billion.

“Through our programs on business permit registrations complimented by ‘Ease of Doing Business’ strategies, we made sure that Muntinlupa is a City that remains Business-Friendly and attractive for new and thriving investment opportunities,” he said.

There is a USAID project in Parañaque City

Now that the global scandal of the United States Agency for International Development (USAID) has been exposed, there is a list of connected projects here in the Philippines (more than 30 projects according to a recent Philippine Star news report) and the disturbance is only growing. The administration of US President Donald Trump has been examining the spending and projects of USAID, and the Democrats have been outraged which is not surprising because a lot of USAID projects are based on their Leftist and woke agenda.

This past December, the Manila Bulletin reported a project involving USAID (specifically the United States Agency for International Development – Clean Cities, Blue Ocean or USAID-CCBO for short) and the City Government of Parañaque (through its City Environment and Natural Resources Office called CENRO for short) in the form of a mural painting emphasizing “environmental stewardship and youth empowerment through community-based initiatives.”

The city government of Parañaque, through its City Environment and Natural Resources (CENRO), together with the United States Agency for International Development – Clean Cities, Blue Ocean (USAID CCBO), conducted a mural painting event on Dec. 11 promoting environmental stewardship and youth empowerment through community-based initiatives.

Parañaque City Mayor Eric Olivarez said the event, with the theme “Raising Awareness on Solid Waste Management and Marine Litter Pollution,” was held at the City Material Recovery Facility in Barangay La Huerta and was participated by students from Parañaque National High School – Main

They were accompanied by their principal, Gerry Lumaban, and teacher Winnie Freda Cabero.

The students’ artistic talents were showcased during the activity under the guidance of AG Sanio, a renowned Filipino muralist, conservationist, photographer, landscape architect, and environmental advocate.

Within the context of the Manila Bulletin news report, it’s hard to see if there is anything wrong or questionable about the Parañaque City project involving USAID. It is also not yet clear how much American taxpayer’s money was spent by USAID on the project (a mural painting). Perhaps in due time, the Trump administration will find all the details about it.

The December 2024 project is not the first time that Parañaque’s CENRO was involved with USAID which you can see by clicking here. This past January, the USAID – CCBO team visited Parañaque to “conduct a dry run of the Waste Sorting Line.”

For the foreigners reading this blog post, Parañaque is one of the least competitive highly urbanized cities (HUCs) of the Philippines based on the 2024 Cities and Municipalities Competitiveness Index (CMCI). The city also failed to qualify for the 2024 Seal of Good Local Governance (SGLG) based on the findings of the Department of the Interior and Local Government (DILG). It remains to be seen how USAID will help Parañaque City improve in the short term.

DILG will ask Parañaque City Government to explain scam hub operation with hundreds of workers

In relation to the big raid in Parañaque City that resulted hundreds of suspects arrested, the Department of the Interior and Local Government (DILG) will ask the City Government for an explanation, according to a GMA Network news report.

The Department of the Interior and Local Government (DILG) will ask the Parañaque government for an explanation over the raided company in the city that was allegedly involved in scam hub operations, Interior Secretary Jonvic Remulla said Friday.

The raid took place only a few days after the December 31, 2024 deadline for Philippine Offshore Gaming Operators (POGO) in the country.

“Magsusulat kami sa LGU para… manghihingi kami ng paliwanag kung ano talaga ang nangyari,” Remulla said in an ambush interview.

(We will write to the LGU so we can ask for an explanation on what really happened.)

This came after authorities raided a company in the city on Wednesday and arrested 400 foreigners.

Remulla, however, said he believes that the local government was unaware of the presence of the company as it has yet to inspect the area where the raid took place.

“Hindi pa alam ng Parañaque ‘yan kasi hindi pa nag re-renew ng business permit. Doon lang naman pumapasok ‘yan, basta nag re-renew ng business permit ‘yan,” he said.

(Parañaque does not know about that because they have yet to renew their business permit. That’s the only way they can inspect, as long as they renew their business permit.)

The official said it seems that the hub was previously operating as a POGO under the Philippine Amusement and Gaming Corporation.

“They supposedly shut down [on] December 15 pero nag resume kaagad sila right after ng December 31. Chineck natin ‘yung mga buildings na ‘yun wala na sila doon pero bumalik at bumalik sila,” Remulla said.

(They supposedly shut down on December 15 but resumed immediately after December 31. We checked those buildings and they were no longer there, but they went back.)

Local government units (LGUs) required by DILG to submit “no POGO” certificates by the end of the month

With Philippine Offshore Gaming Operators (POGOs) already banned and a lot of their foreign employees have left the country, the Department of the Interior and Local Government (DILG) required the local government units (LGUs) to submit “no POGO” certificates by the end of January 2025, according to a Philippine News Agency (PNA) news article. In relation, this involves the inspection of commercial buildings and other ways of checking the compliance with the POGO ban.

Local governments and police have been given the green light to inspect commercial buildings covered by business permits as well as residences in their jurisdiction to check for compliance with the government’s total ban on POGOs (Philippine Overseas Gaming Operations), the Department of the Interior and Local Government (DILG) said on Friday.

Speaking to reporters after meeting with Justice officials, DILG Secretary Juanito Victor “Jonvic” Remulla said local government units (LGUs) are required to submit “No POGO” certificates in their localities by the end of the month.

“LGUs are responsible for checking all the buildings, (and utilize) the occupancy permits, the electric permits, the fire safety permits so they would have full capacity to enter all the buildings,” Remulla explained.

Aside from commercial and residential building inspections, LGUs may also check if owners are paying correct real property taxes. Remulla noted that POGOs operate where there is available bandwidth.

“They cannot operate in remote areas because there would be no Internet there. They have a high bandwidth requirement to be able to operate,” he said.

Remulla also clarified that special economic zone areas or SEZAs are not exempt from the ban under President Ferdinand R. Marcos Jr.’s Executive Order No. 74.

“It is very clear that with EO 74, CEZA, PEZA zones are not exempted. We have no boundaries. There are no walls high for us to climb. All these areas, we can inspect,” he said.

“The government’s anti-POGO campaign is an ongoing thing, (it’s) forever. We will continue to be vigilant about it,” Remulla stressed.

He added that the DILG will enforce a “zero tolerance” policy on erring local government officials in the campaign against POGOs.

Recently, the City Government of Muntinlupa received the 2024 Seal of Good Local Governance (SGLG) award from the Department of the Interior and Local Government (DILG) during the award ceremony held at the Manila Hotel and it is the 3^rd straight SGLG award won, Mayor Ruffy Biazon announced via social media.

Las Piñas City Government officially receives 2024 SGLG award

Recently, the City Government of Las Piñas officially received from the Department of the Interior and Local Government (DILG) the prestigious 2024 Seal of Good Local Governance (SGLG) award during the awarding ceremony held at the Manila Hotel, according to the social media video post of the local government. In the news report of the Manila Bulletin, it was stated that this marks the first-time ever that Las Piñas City won an SGLG award.

Previously the DILG announced the official list of city governments nationwide which qualified for the 2024 SGLG award and Las Piñas City was one of them. It should be noted that the DILG set the criteria that local government units (LGUs) should meet in order to qualify for the prestigious award.

For insight, the SGLG award is “a recognition given to local government units that meet the Department of the Interior and Local Government’s (DILG) stringent criteria for excellent governance in 10 key governance areas: financial administration, disaster preparedness, social protection, health, education, business-friendliness, safety and order, environmental management, tourism and culture, and youth development.”

Parañaque City fails to qualify in 2024 Seal of Good Local Governance (SGLG) list of awardees

Just months after its embarrassing 27^th place finish among highly urbanized cities (HUC) in the 2024 Cities and Municipalities Competitiveness Index (CMCI), the City of Parañaque suffered another setback as it failed to make it in the list of the 2024 Seal of Good Local Governance (SGLG) awardees which the Department of the Interior and Local Government (DILG) released online very recently.

To put things in perspective, there were a total of 96 cities nationwide that were named as awardees of the SGLG for 2024. Among those 96 cities, 14 were from the National Capital Region (NCR). Among the 14 NCR cities, two cities of South Metro Manila made it as awardees – Muntinlupa City and Las Piñas City.

Parañaque City was completely missing from the 2024 list which clearly means it was not an awardee at all. In order to win the SGLG award, the local government unit (LGU) must pass the DILG’s strict standards. For transparency, posted below are images of the lists of the 96 cities that made it as 2024 SGLG awardees.

All in all, there were a total of 714 SGLG awardees for 2024 covering the cities, municipalities and provinces around the country. The 2024 SGLG awardees list was signed by DILG Secretary Juanito Victor C. Remulla. The official Facebook page of SGLG posted below its message to the 2024 awardees:

Going back to Parañaque, this is not the first time the city failed to become an SGLG awardee. In 2023 list of SGLG awardees, eleven NCR cities were named and the City of Parañaque was not among them. Look at the image below.

Now that Parañaque City is ending 2024 with a very bad CMCI finish and the failure to qualify for an SGLG award, one has to wonder what has the current City Government been doing with regards to public service, governance, financial administration, disaster preparedness, social protection, health compliance, public safety, peace and order, and more.

Las Piñas City qualifies as a 2024 Seal of Good Local Governance (SGLG) awardee

The Department of the Interior and Local Government (DILG) just released the official list of Seal of Good and Local Governance (SGLG) awardees for 2024 and the City of Las Piñas made it, the City Government announced via social media. Las Piñas is one of the fourteen National Capital Region (NCR) cities that were declared awardees.

Las Piñas City was honored with the prestigious Seal of Good Local Governance (SGLG) 2024 from the Department of the Interior and Local Government (DILG) in recognition of the smooth and effective governance of the city under the leadership of Mayor Imelda Aguilar and Vice Mayor April Aguilar. This award is only given to local governments that pass the strict standards of DILG in various aspects of public service and governance.

The SGLG focuses on ten key categories, including Financial Administration and Sustainability, which assesses proper and transparent use of city funds; Disaster Preparedness, which ensures disaster preparedness; Social Protection and Sensitivity, which emphasizes addressing the needs of the poor and vulnerable Sector; Health Compliance and Responsiveness, which promotes effective health services; Sustainable Education, which aims to improve the quality of education; Business-Friendliness and Competitiveness, which facilitates business; Safety, Peace, and Order, which promotes safety and order; Environmental Management, which values environmental care; Tourism, Heritage Development, Culture, and Arts, promoting tourism and cultural appreciation; and Youth Development, encouraging active participation of youth in governance.
