Alabang Hills Village Releases Official Guidelines on In-Village Rotunda Driving

In a follow-up to what was previously announced about rotunda driving inside the village, the Alabang Hills Village Association (AHVA) recently released official guidelines of the matter online. The new regulations have since gone into effect while the imposition of fines will be formally implemented on December 1, 2022.

Please find below a flyer detailing our Rotunda Driving Regulations. These regulations go into effect immediately. Between now and November 30, violators will be apprehended but not fined. We will begin imposing fines on December 1. The applicable fines, as contained in our Vehicle Sticker Application Form, are as follows:

1). Traffic violations: disregarding traffic signs, speeding, reckless driving, unauthorized parking, driving without license or with expired license, unregistered vehicle:

First Offense P500.00

Second Offense P1,000.00

Third Offense: P2,000.00

2). Disobedience / arrogance / refusal to follow village regulations & traffic policies:

First Offense P500.00

Second Offense P700.00

Third Offense P1000.00 & banned from AHVA

We will continue to post Security Guards at the rotundas every day but only up to November 30. Beginning December 1, when the penalties will go into effect, we will switch from ‘on-the-spot in-person apprehension’ to using our CCTV cameras located at every rotunda. We will notify violators caught on CCTV to show cause why they should not be penalized. We will send “show cause” notices via email as well as via hard copies delivered to their homes in the case of residents.

Residents can also report violations straight to the guards or to the Security Office, citing the date, time, and location of the violation, and if possible, the license plate number, make, and color of the vehicle in case CCTV footage may be unclear.

From time to time, Security Guards will be positioned at the rotundas to reinforce compliance.

This announcement by the AVHA is very timely as more vehicles have been entering and/or passing through their village in relation to the ongoing classes at a big school inside, going to churches for on-site worship, having to reach other communities outside of Alabang Hills Village, and so on. Also, Alabang Hills will be hosting the Nutcracker Christmas Bazaar which is scheduled to take place in three consecutive full weekends! The said bazaar is expecting to attract a lot of visitors looking for items to buy as Christmas gifts, and there are also fun-related activities included which should encourage people to spend more time on-site. Lastly, there will be more Christmas parties expected to happen in households this December. All of these mean that in-village vehicular traffic will grow and you should not forget the new rules whenever you are about to drive by the rotundas.

I Love Israel: Israel shares to the Philippines water management solutions

In recent times, the State of Israel engaged with the Philippines on managing water which is clearly an essential resource, according to a Manila Times news article. Israel’s Ambassador to the Philippines Ilan Fluss spoke at the meeting.

ISRAEL is offering innovative solutions to help the Philippines improve water resource management and conservation.

Israel’s Agency for International Development Cooperation and the United States Agency for International Aid shared with the Philippine government and local water concessionaires in the Philippines the expertise and experience of Israel on water resource management.

Israel invested in technology to support the growing demand and urbanization in the country,” said Israeli Ambassador to the Philippines Ilan Fluss during a recent seminar.

The technologies, he said, “were introduced together with good policies and regulations that made Israel the leading country in the world in managing the water sector.

From desalination to reuse of sewage, minimum loss of water and more,” the ambassador said.

“Through this seminar, we hope that the Philippines’ key implementing agencies will gain insights from the Israeli experience and adapt them to local conditions,” he added.

He noted that Israel faced challenges in water conservation and management. The Middle East is a dry area and more than 50 percent of “Israel is actually desert,” he said.

The Israeli Embassy in Manila said National Water Resources Board Director Susan Abano shared the challenges that the Philippines faces as water availability continues to fall due to rising demand.

The embassy said that engineers Rodel Rik Tumanda and Jon Michael Esteban of Maynilad and Manila Water, respectively, as well as Metropolitan Waterworks and Sewerage System chief regulator Patrick Ty presented their perspectives on managing water scarcity.

“These were analyzed by the Israeli water delegation and presented advanced solutions to better manage the water sector of the country,” the embassy said in a statement.

The Israeli companies highlighted Israel’s innovation and technology to inspire and encourage the Philippine water sector, businesses and local government units to invest in technologies that will help manage water sustainably,” it added.

Among the Israeli companies who presented their water technologies were ARAD Group, Atlantium, Okiana and Watergen.

For the newcomers reading this, Israel is known for innovation not only with technology and agriculture but also in water management and the development of new sources of water. Constant problems of water supply and resource handling here in the Philippines are not new anymore and the assistance we got from Israel is crucial. This is something we have to be very thankful to our Lord for and we should pray that the Philippine water stakeholders who attended the reported meeting will put into action what they learned from their Israeli counterparts so that water management in the country will be improved.

Muntinlupa Mayor Biazon calls for end to violence against women and children

In the progressive City of Muntinlupa, Mayor Ruffy Biazon recently emphasized the end to violence against women and children which was part of a new campaign related to the subject matter, according to a Manila Bulletin news report. The said campaign is ongoing and will last until December 12, 2022.

Muntinlupa Mayor Ruffy Biazon called for a concerted effort to end violence against women and children (VAWC).

The Department of the Interior and Local Government (DILG) and Philippine Commission on Women (PCW) have issued guidelines in observance of the 18-Day Campaign to End Violence Against Women slated from Nov. 25 to Dec. 12.

Citing 2017 data from the Philippine Statistics Authority (PSA), Biazon said one in four women aged 15 to 49 suffered physical, emotional, or sexual violence from their husbands or partners.

“Kaisa ang Pamahalaang Lungsod sa kampanya para wakasan ang karahasan sa mga kababaihan at kabataan (Violence Against Women and Children o VAWC) (The city government is one in the campaign to end violence against women and children),” he said.

In Muntinlupa, he said, there is the SAGIP ng Muntinlupa center that helps women and children who have experienced abuse.

There are also VAWC help desks in barangays to assist victims in the community. The city government has the Muntinlupa Gender And Development Office which implements programs to stop VAWC, said Biazon.

Data from SAGIP ng Muntinlupa showed that from January to October this year, it assisted 440 women and children who became victims of violence in Muntinlupa.

Of the 440 VAWC cases in the city, 314 or 71.4 percent were children while 126 or 28.6 percent were women.

Out of the 314 cases of violence against children, 71 were sexual abuse, including rape and incest. Among the 126 cases of violence against women, 38 or 30 percent were battery.

In 2021, SAGIP ng Muntinlupa recorded 416 cases of violence against women and children.

Biazon said the city government established the Local Committee on Anti-Trafficking and VAWC (LCAT-VAWC) to coordinate and implement Republic Act 9208 (Anti-Trafficking in Persons Act of 2003) and Republic Act 9262 (Anti-Violence Against Women and their Children Act of 2004).

Ten men pretending to be NBI agents arrested inside Ayala Alabang Village for attempted robbery, serious illegal detention and usurpation of authority

Not so long after the in-village drug-related raids happened, Ayala Alabang Village is back in the news again as a result of a group of ten men who entered the village, went to a certain residence and attempted to rob a foreign resident while pretending to be agents of the National Bureau of Investigation (NBI), according to a Manila Bulletin news report. The suspects have since been arrested and will be charged.

Ten men posing as National Bureau of Investigation (NBI) agents were arrested for serious illegal detention and attempted robbery charges filed by a resident of the exclusive Ayala Alabang Village in Muntinlupa on Nov. 22.

Brig. Gen. Kirby John Kraft, Southern Police District (SPD), said the 10 suspects are also facing charges of usurpation of authority and trespass to dwelling.

The arrested suspects were identified as David Tan Liao, 46, travel agency agent; Fritz Ian Petil Cafino, 33, and Ronaldo Cadalena Zuniega, 33, both utility personnel of Long-Shang Travel Agency; Andy Ko Sy, 50 driver and translator; Erlindo Cuago Auditor, 48, tricycle driver; Roderick Segundo Ensano, 48, taxi driver; Bienvinido Biolango Vildad Jr., 47, driver; Ernesto Solamillo Baay, 45, driver; Roberto Daradar Pacis, 65, messenger; and Jonathan Caliwag Salud, 46, immigration officer.

The police are looking for Jose Romel Herbolingo Congreso, 50, and four other unidentified suspects.

According to the police, the detention and attempted robbery happened at about 9 a.m. inside the village.

The suspects, who were on board two vehicles, entered the Madrigal Gate of Ayala Alabang Village. They informed the village guards that they would be visiting friends residing on Maria Cristina Street.

Once inside the village, suspects went to the house of victim Weijian Pan, 33, a Chinese businessman, at Country Club Drive.

Introducing themselves as NBI agents, the suspects allegedly threatened Erick Cai, 19, a Chinese interpreter, and forcibly opened the gate.

After entering the house, suspect Liao approached the victim and demanded P40 million in exchange for his liberty. The suspects detained the victim until 7 p.m.

Another victim, Juvanie Baterna Lapinig, 30, Pan’s personal driver, was able to call the village security guards and asked for help. The security guards immediately responded to the call leading to the arrest of the suspects.

Kraft thanked the security guards for their prompt response and arrest of the suspects.

This recent development is very disturbing. Could you just imagine how a group with bad intentions could enter your village and then attempt a robbery inside while pretending to be agents of authority? The usurpation of authority is alone a very serious topic that needs to be discussed in the local community as criminals can pretend to be authority personnel members and use their fake authority to victimize people.

Police arrest armed suspects in Las Piñas City

In Las Piñas City, police officers organized a drug buy-bust operation which resulted in the arrest of two armed suspects, according to a Manila Bulletin news report. The suspects have been formally charged for illegal possession of drugs and firearms.

Two armed drug suspects were arrested during a buy-bust operation conducted by members of the Las Piñas police Station Drug Enforcement Unit (SDEU) on Tuesday, Nov. 22.

Col. Jaime Santos, city police chief, identified the suspects as Nasser Ismael, alias Jong, 35; and Ismael Ahmad, 26 years old.

Santos said the suspects were arrested around 2 a.m. along Diego Sierra in front of Alpha Mart, Barangay Manuyo Uno.

The city police chief said members of the SDEU confiscated from the suspects four plastic sachets containing shabu with an estimated weight of more or less 5.1 grams and worth ₱34,680.

Santos said that aside from the shabu, a .45 caliber pistol with eight live ammunition and Toyota Vios were also confiscated from the suspects by members of SDEU.

COVID-19 Crisis: Department of Health (DOH) and private sector explain wasted vaccines

Do you believe everything the Department of Health (DOH) declared with regards to their handling of COVID-19 here in the Philippines? In recent times, local news organizations published their own reports about something really unfortunate…the expiration of millions of COVID-19 vaccines amounting to an estimated P15.6 billion. Think about that carefully. Many billions of Pesos worth of COVID-19 vaccines wasted! The DOH and the private sector (represented by Go Negosyo founder Joey Concepcion) separately explained their sides of the huge loss.

So how does the DOH explain the tremendous loss of COVID-19 vaccines? To put things in perspective, posted below is the excerpt from the news report of Malaya Business Insight. Some parts in boldface…

THE Department of Health (DOH) yesterday defended the high number of coronavirus disease (COVID-19) vaccines that have been wasted and has recently become the subject of the ire of some senators.

In a press conference, Health Undersecretary Maria Rosario Vergeire said it is not out of the ordinary to have 31.3 million doses of COVID-19 vaccines wasted if compared to the experiences of other countries.

“It is not just the Philippines that is experiencing this kind of situation in terms of logistics and supplies,” said Vergeire.

We are seeing more and more that the other countries are having this kind of expirations or wastage of vaccines,” she added without elaborating.

The DOH officer-in-charge added that the 31.3 million doses of wasted vaccines is within the threshold set by the World Health Organization (WHO).

The DOH has previously acknowledged that the total vaccine wastage in the country is 12.5 percent of the total 250.38 million doses, or 31.3 million.

“The (WHO) specifically said that because of (the) evolving nature of the pandemic, it (allowed vaccine wastage percentage) is around 25 to 30 percent,” Vergeire said.

The Philippines considers this as being still within that level that is acceptable,” Vergeire said in defense of the 12.5 percent wastage rate.

Last week, Sen. Pia Cayetano revealed that about 31.3 million doses of COVID-19 vaccines were either wasted or not used in the country.

Among the reasons cited for the wastage of vaccines were expiration, short shelf life, damage due to natural disaster as well as damage due to temperature, discoloration, and having particulate or floating matters.

In relation to the tremendous loss of COVID-19 vaccines, Go Negosyo founder Joey Concepcion explained the private sector’s side as reported by the Manila Bulletin. Posted below is an excerpt with some parts in boldface…

The private sector has no control over the Covid-19 vaccines donated to the government, which included 70 percent of wasted vaccines from the private sector.

This was reiterated by Go Negosyo founder Joey Concepcion on Tuesday, Nov. 22.

The majority of the wasted Covid-19 vaccines in the Philippines were not under the safekeeping of the private sector,” he said in a statement.

Concepcion shared tallies of its Covid-19 vaccine inventories showing that of the total 23,516,990 doses that the private sector secured through a tripartite agreement with government and the vaccine manufacturers, 9,398,230 doses have expired.

This figure includes the 2,834,495 doses it donated to local governments.

The inventory, however, does not include other private sector initiatives, but Concepcion pointed out that these, too, would be under the custody of the government.

According to Concepcion, the private sector has noted that there have been gaps in the government’s monitoring and reporting of the inventory, especially of the vaccines that it donated as part of the tripartite agreement.

He explained that because Covid-19 vaccines are still under Emergency Use Authorization, only the government can engage in their purchase and administration, including assessing how many more it needed to buy and add to the private sector donations.

The government, he added, also conducts inventory on vaccines nearing their expiry dates so that it can be used first before procuring more.

Among the factors cited by the government as contributing to the wastage of the vaccines were short shelf life and temperature excursion. It also noted from its inventories that some vials were not opened or used at all.

“Private sector has always been proactive in pushing for vaccinations,” said Concepcion. “In fact we were the ones asking the HTAC (Health Technology Assessment Council) to adopt the US FDA guidelines just so we can speed up the booster vaccinations,” he said.

In July, millions of Covid-19 vaccines worth billions of pesos expired just days after second boosters were allowed for adults 50 years and older, and those 18 to 49 years with comorbidities.

New Regus workspace facility opening soon in Las Piñas City

If you are looking additional space for work in Las Piñas City, a new workspace center (coworking space) by Regus will soon be established inside the Colours Town Center along Alabang-Zapote Road (by the corner of Marcos Alvarez Avenue) as a result of an agreement signed, according to a BusinessWorld news report.

INTERNATIONAL Workspace Group (IWG) recently inked a 10-year management agreement with Kyleson, Inc. to open a Regus franchise center in Las Piñas City.

The flexible workspace center, located within the Colours Town Center, will have 195 workstations and 1,200 square meters (sq.m.) of co-working desks, meeting rooms, and private offices. This will be the 26th Regus center in the Philippines.

“Our partnership with Colours Town Center combines our more than 30 years track record in equipping workspaces with the infrastructure and support services with ideal, modern locations to ensure employees experience the benefits of working wherever is most convenient for them without sacrificing productivity, or the benefits of collaboration,” Lars Wittig, IWG country manager, said in a statement.

Mr. Wittig noted worker preferences across Asia Pacific are shifting in favor of hybrid working, and companies that fail to adopt may lose their best workers.

Adopting flexible working arrangements is crucial to business sustainability and long-term resilience,” he added.

Those of you who are die-hard fans of Dwayne Johnson or his recent superhero movie Black Adam should be excited as Warner Bros. officially announced that Black Adam 4K Blu-ray will be released on January 3, 2023. Already orders are being accepted online.

For the newcomers reading this, Black Adam is the newest DC Comics superhero movie which has grossed over $360 million worldwide in the cinemas. In superhero comics, the feature character is known as a formidable adversary against Superman and Shazam (Captain Marvel). The movie notably has former James Bond star Pierce Brosnan as Dr. Fate. It also has the Justice Society in cinematic form.

I personally have not seen Black Adam in the local cinema. The published movie reviews of the mainstream and entertainment media had nothing to do with it. I just did not read enough comic books of the feature character and the Justice Society. As such, the promotions and release of Black Adam did not motivate me to watch. Still, I heard from some people that the movie was great to look at inside IMAX cinemas even though it was not filmed with IMAX cameras. I noticed that the reception from moviegoers is stronger than the critical reception.

Regardless of reception, Black Adam is significant as it somewhat reflects that DC superhero movies are changing under the leadership of Warner Bros. Discovery CEO and President David Zaslav. For those who missed out on the news, the old regime of AT&T is gone along with Ann Sarnoff, Walter Hamada and Toby Emmerich. Here is hoping that the wokeness (which is purely foolishness) will fade away more as Warner Bros. focuses on making enjoyable DC superhero movies.

President Marcos reaches out to France for strategic partnership on nuclear energy

As you should know by now, I personally favor the use of nuclear power as a key source of abundant energy for the entire Philippines (read my posts by clicking here and here). Nuclear power can produce very high amounts of energy required to power the economy and society and there is no way that solar and wind power could achieve that. Nuclear energy is the answer for the energy requirements of the Philippines and I am really glad that President Ferdinand “Bongbong” Marcos, Jr., reached out to French President Emmanuel Macron and specifically sought nuclear energy partnership during their high-level talk recently in Thailand, as reported by the Philippine Star.

President Ferdinand Marcos Jr. said he sought a partnership with France on nuclear energy during a bilateral meeting with French President Emmanuel Macron at the sidelines of the Asia-Pacific Economic Cooperation Summit in Thailand.

I’m very confident that it will be a strong partnership simply because they have up to 67 percent of their power production is from nuclear energy so they are very, very used to it,” Marcos said, according to a release from Malacañang.

Marcos said he wanted to talk to Macron about energy because of France’s use of nuclear power, a controversial energy source that the Philippine president had long advocated for.

On the campaign trail, Marcos said the Philippines should look into reviving the 621-megawatt Bataan Nuclear Power Plant — a venture by his despot father and namesake which was mothballed in 1986 because of safety concerns.

During his first State of the Nation Address, Marcos reiterated his determination to adopt nuclear power, saying “it is time to re-examine our strategy towards building nuclear power plants.

In my honest opinion, it is high-time for the Philippines to move forward with enhancing the entire national power grid by using nuclear power. To invest tons of money on wind and solar power will only produce minimal new energy and the fact remains that the said two types of energy are unreliable. On the social aspect of nuclear energy, I encourage my fellow Filipinos reading this to stop being fearful about anything nuclear and pay close attention to the latest in nuclear power technology, specifically with small modular reactors (SMRs).
