A Chinese national was arrested at the Ninoy Aquino International Airport (NAIA) Terminal 3 for stealing the handbag and money that belong to a judge while inside the airplane, according to a Manila Bulletin news report. A flight attended saw the said Chinese traveler stealing from the judge who was traveling with two lawyers.

A Chinese national was arrested after he was caught stealing from a female judge aboard a plane at the Ninoy Aquino International Airport (NAIA), the Bureau of Immigration (BI) said on Wednesday, Sept. 18.

In a statement, BI Officer-in-Charge Joel Anthony Viado identified the Chinese national as Lyu Shuming, 48, who was arrested at the NAIA Terminal 3 last Sept. 15. The BI did not identify the female judge.

“We will not allow these kinds of foreigners to victimize our kababayan,” Viado declared. Based on his statement, it can be presumed that the judge is a Filipino.  

“The BI will continue to monitor the progress of this case, and blacklist any other members that might be found,” he added.

The BI said that Lyu, who was found to have a valid Philippine visa, was traveling with two other Chinese nationals identified as Xu Xianpu, 41, and Xie Xiaoyong, 54.

“All three have been recommended for inclusion in the BI’s blacklist,” the BI said as it noted that Xu and Xie were also suspected to be thieves and have been allowed to board an outbound flight.

The BI said the three Chinese nationals were transiting the Philippines from Malaysia to Hong Kong.

While aboard the plane, the BI said a flight attendant caught Lyu stealing a handbag and P63,000 in cash owned by a female judge who was traveling with two lawyers.

“He was said to have opened the overhead stowage bin to retrieve the bag owned by the judge,” it said.

The rehabilitation of the Ninoy Aquino International Airport (NAIA) has officially started as a result of the government’s recent turnover of airport operations to the New NAIA Infra Corp. (NNIC) which is a San Miguel-led group, according to a news report by GMA Network. To be clear, the government still owns NAIA and the operations will be handed back by the private group many years from now. Over P140 billion will be invested on managing and improving the NAIA.

The government turned over Saturday the operation of the Ninoy Aquino International Airport (NAIA) to the San Miguel-led New NAIA Infra Corp., setting in motion the rehabilitation of the Philippines’ main gateway.

In a news release, the Department of Transportation (DOTr) said key officials of the agency and Manila International Airport Authority (MIAA) handed over the airport to its new private operator during a ceremony at NAIA’s Terminal 3.

“The baton has been passed and now it is our turn in NNIC to carry it forward to the finish line,” said NNIC general manager Lito Alvarez.

Transportation Undersecretary for Aviation Roberto Lim expressed support to NNIC, saying the takeover would be a precursor to a world-class and modernized NAIA.

“Today, we celebrate the competitive spirit of the winning consortium, which brings financial muscle, management expertise, and the technical operations strength and experience of Incheon Airport,” said Lim.

The turnover of NAIA’s rehabilitation, operations, and further development to NNIC, formerly SMC SAP & Co. Consortium, is seen to boost the airport capacity to meet growing demand by handling more flights and passengers, while improving service quality and compliance with International Civil Aviation Organization (ICAO) standards.

San Miguel-led NNIC is investing approximately P144 billion to manage and improve NAIA under a 15-year concession, extendable by 10 years, which would be contingent on meeting key performance targets.

The DOTr clarified that ownership of the airport will remain with the government. The agency said that at the end of the concession period, NNIC will return to the government the operations of NAIA.

The government signed the landmark concession agreement for the NAIA Public-Private Partnership (PPP) project on March 18.

Among the expected improvements in NAIA that the traveling public and other stakeholders can expect include expansion of the Passenger Terminal Buildings (PTBs), additional aircraft parking bays, increase in vehicular parking slots, installation of world-class systems and technology, more food and beverage (F&B) and retail options, more convenient land transport connectivity, among others.

Furthermore, flight delays and cancellations due issues with airport facilities are expected to be significantly reduced.

NNIC Chairman Ramon Ang said, “A world-class airport means more jobs, more tourists and a much more stronger and prosperous Philippines.“

The consortium is committing to modernize NAIA, increasing its capacity from 35 million passengers to 62 million passengers. Air traffic movement is also expected to be increased from 40 movements per hour to 48.

The rehabilitation is expected to generate at least 58,000 jobs for Filipinos.

In response to the robbery and rape of a Vietnamese woman who availed of a private transportation service in Parañaque City, the and Transportation Franchising and Regulatory Board (LTFRB) launched an investigation and could penalize Grab Philippines, according to a Philippine News Agency (PNA) news report.

It should be recalled that the victim was dropped off in Barangay San Dionisio where she reported to the police who in turn arrested the suspect driver in Laguna. The driver’s accomplice has yet to be caught as of this writing. The suspect driver admitted to the crime that happened.

The Land Transportation Franchising and Regulatory Board (LTFRB) has launched an investigation into the alleged robbery and sexual assault against a Vietnamese national and is eyeing sanctions against transport network vehicle service (TNVS) company Grab Philippines.

In a statement on Wednesday, LTFRB chair Teofilo Guadiz III said a letter was sent to Grab asking to explain what transpired during the incident. Grab has five days to explain before the LTFRB decides on the case.

“Puwede ho naming ma-suspend ‘yung kanilang app for at least 30 days sa first offense po, kung makita mang may kapabayaan po, pero ‘yan po ay gagawin namin ‘yan as a matter of due process (We can suspend their app for at least 30 days as a first offense, if we see negligence. But we will do that as part of due process),” Guadiz said.

Aside from suspension, the company may also face fines if found negligent. Possible sanctions will be enacted after the investigation.

To date, the LTFRB has filed a police report to validate the facts of the case, has written to Grab, and has also reached out to the victim to get her side of the story.

“Mag-iimbestiga kami definitely and then kung sino nga po yung may kasalanan, mananagot po (We will definitely investigate and whoever is found guilty, they will be held accountable),” he said.

He called on the public to be cautious in using ride-hailing apps and to inform a trusted person about the details of their trip.

“Always verify the driver’s identity, share your trip details with a trusted person, and stay alert throughout the journey to ensure your safety,” he said.

On Sept. 5, a Vietnamese woman was allegedly robbed and raped during a ride with a TNVS service in Parañaque City.

The woman was said to have been driven around by the driver and they were later joined in the vehicle by an accomplice. The accomplice threatened the victim with a knife and took PHP35,000 in cash before the sexual assault.

Recently in the city of Parañaque, a woman from Vietnam who availed of a private transportation service was held against her will, robbed and raped, according to a GMA Network news report. The driver of the vehicle got arrested while the other suspect remains free and on the loose.

A Vietnamese woman was allegedly held up and raped during a ride hailing service after booking a ride last September 5 in Paranaque City.

In Nico Waje’s report in Saksi on Monday, CCTV footage showed that a ride-hailing service car entered into a subdivision in Paranaque City to pick up the foreigner at around 4 a.m. of Thursday last week.

The Southern Police District (SPD) said that the 32-year-old victim was robbed inside the vehicle by the driver’s accomplice.

“Pinaikot-ikot siya nitong ating suspek na driver. Tapos mayroon din pong sumakay na isa pang kasabwat nitong ating driver,” said SPD Public Information Office chief Police Major Hazel Asilo.

(The driver just drove around in circles. Then another man, his accomplice, suddenly boarded the car.)

At knife point, the accomplice took P35,000 in cash from the woman, the report said. Police added the victim was sexually assaulted by the suspects.

“Matapos siyang nakawan, kuhain ‘yung kaniyang pera at saka ‘yung kanyang cellphone ay ginahasa rin po ‘yung ating Vietnamese na victim. So bago po siya maibaba ay nanakawan na siya at nagahasa pa siya,” said Asilo.

(After her money and cellphone was taken from her, the Vietnamese victim was also raped. So before she was dropped off, she was robbed and raped.)

The victim was dropped off at Barangay San Dionisio in Paranaque City where she reported the incident to police. The driver suspect was arrested in Cabuyao, Laguna in a follow-up operation last September 7.

“Umako naman po siya sa mga ginawa nila…modus na po ito nitong ating mga suspek. Although ilang beses na nilang nagawa, hindi po sila nahuhuli dahil wala pong nare-report,” said Asilo.

(He admitted to their crimes…they’ve been doing this modus for a long time. They’ve done this several times, but they were never caught because no one was reporting them.)

When confronted, the driver said that it was his accomplice who raped the victim, which the latter also confirmed.

This is for motorists who have been traveling along the highways without radio frequency identification (RFID) tags or with insufficient load. The Department of Transportation (DOTr) recently announced that it has officially postponed to October 1, 2024 the implementation of new tollway guidelines and fines, according to a BusinessWorld news report. The implementation was supposed to have happened on August 31.

THE Department of Transportation (DoTr) postponed the implementation of new tollway guidelines, which impose fines on motorists with no radio frequency identification (RFID) tags or insufficient funds on their accounts, to Oct. 1.

“We hope the concerned agencies and tollway operators would use the 30-day deferment to fine-tune expressway operations and further intensify the public information campaign to enable tollway users to comply with the new guidelines,” Transportation Secretary Jaime J. Bautista said in a statement on Tuesday.

The new rules, under Joint Memorandum Circular No. 2024-001, were supposed to be enforced starting Aug. 31.

Under the rules, all motorists passing through expressways without RFID tags or having insufficient balance on their accounts will face penalties starting Aug. 31.

“These revised guidelines should significantly improve traffic along expressways through cashless or contactless toll plazas,” Mr. Bautista said.

The Toll Regulatory Board (TRB) said motorists entering an access highway without RFID tags or electronic toll collection (ETC) device will incur a fine of P1,000 for the first offense, P2,000 for the second offense, and P5,000 for subsequent offenses.

Motorists exiting toll expressways with insufficient account balance will be fined P500 for the first offense, P1,000 for the second offense, and P2,500 for subsequent offenses.

If you are based south of Metro Manila and you intend to visit Pampanga without having to endure the stress of driving through vehicular traffic, then the high-tech train just might be the viable option as the North-South Commuter Railway (NSCR) promised quick travel in the future, according to a GMA Network News report.

The North-South Commuter Railway (NSCR) promises commuters from Buendia in Makati or Alabang, Muntinlupa to reach the Clark International Airport in Pampanga in less than an hour.

In Joseph Morong’s report in 24 Oras on Thursday, the high tech train system stretches from Calamba, Laguna to Clark, Pampanga.

The West Valenzuela-Clark segment of the North-South Commuter Railway (NSCR) will be the first to open and will operate in the first quarter of 2028, the Department of Transportation (DOTr) said.

The report said that the Balagtas Station in Bulacan is 95% complete and expected to be the first one to be completed. Meanwhile, the Clark Station beside Clark International Airport is 80% done.

But the whole project itself is just 40% done, as the DOTr is facing a challenge in the right of way particularly in the Valenzuela to Sucat, Paranaque segment.

“Dadaan po tayo sa Buendia, sa EDSA (It will pass through in Buendia and in EDSA) … and then we will have to relocate 13,000 informal settlers from Manila to Calamba,” said Transportation Undersecretary for Rails Jeremy Regino. Hence, the whole NSCR project is expected to be completed by 2031.

The NSCR system boasts 51 train sets that are similar to ones operating in Japan. The train line also promises 40 minutes of travel from Buendia to Alabang. Further, the DOTr said the fare for NSCR will be affordable.

The City Government of Muntinlupa formally sets the minimum fare for all tricycles with franchise by means of passing a local ordinance, according to a Manila Bulletin news report. Tricycle drivers or operators who violate the ordinance will be fined P1,000.

The Muntinlupa City government passed an ordinance setting the minimum fare for all tricycles with franchise.

Ordinance No. 2024-171 increased the minimum tricycle fare to P12 from P10 based on the request of the Muntinlupa Tricycle Operators and Drivers Association, Inc. (FEDMUNTODAI).

The Tricycle Regulatory Unit (TRU) of the city government is mandated to recommend fares and it recommended to the City Council to approve the increase.

“Kinikilala ng Pamahalaang Lungsod ng Muntinlupa ang tungkulin ng mga Traysikel bilang isa sa mga pangunahing pamamaraan ng pampublikong transportasyon (The Muntinlupa City government recognizes the duty of tricycles as one of the main means of public transportation),” according to the ordinance. The ordinance covers all tricycles with franchise.

Under the ordinance, all tricycles are mandated to give 20 percent discount to senior citizens, students, and persons with disabilities (PWD).

All tricycles in Muntinlupa are required to post a Uniform Fare Matrix (UFM) of each tricycle operators and drivers’ association (TODA) at their terminal and inside each tricycle to inform passengers.

The Alabang Hills Village Association (AHVA) announced that their Vehicular Sticker program for 2024-2025 is now in effect and already they are accepting applications for non-resident/pass-thru stickers. Applications for commercial stickers, Don Manolo Boulevard access (limited to New Life Alabang and San Beda College Alabang) will be accepted starting on May 16, 2024, while applications for residential stickers and bicycles/motorcycles will be accept starting June 17, 2024.

This is to inform you that the AHVA Vehicle Sticker program for 2024-2025 will commence on Monday, April 29. Following is the schedule of the program by type of vehicle sticker:

Resident (Homeowners, Lot Owners, Tenants) and Bicycle/Motorcycle: starting June 17.

Online Application

  1. Apply online via the AHVA website at www.alabanghillsvillage.com
  2. Click on the E-services tab and select “Vehicle Sticker”..
  3. Click on the vehicle sticker category that you are applying for. Please take note of the start dates by vehicle category. The online system for each category will go ‘live’ a few days before each of the indicated start dates.
  4. Download and print an application form and fill out as required.
  5. Follow the online instructions, ensuring you pick a Processing & Issuance day and time that will work best for you.
  6. You will see a Confirmation page after you successfully book an appointment. You will also receive a Confirmatory Email shortly thereafter.

Offline Application

A. AHVA Office Visit: If you cannot or have difficulty applying online, please drop by the AHVA Office during office hours and we will be happy to help you book an appointment. This facility will be available to both Seniors and non-Seniors.

B. Dropbox Submission: Alternatively, you can submit your vehicle sticker application form via dropbox. The Vehicle Sticker Application Form Dropbox will be located in the AHVA Office. Please allow our Sticker Processor within five (5) working days to call you to set up your appointment date and time.

You might have noticed that there is no 2-year non-resident vehicular sticker announced by the AHVA as of now. It’s not clear yet as to when they will announce and release it.

Recently in the City of Las Piñas, the City Government formally turned over vehicles for the transportation and benefit of Persons With Disabilities (PWDs) during a ceremony at City Hall, according to the City Government’s social media post.

The City Local Government of Las Piñas, led by Vice Mayor April Aguilar, conducted its weekly flag-raising ceremony this Monday, which included a significant initiative for the community’s disabled members. The ceremony featured the turnover of specially equipped vehicles intended for the transportation of Persons With Disabilities (PWDs).

Vice Mayor Aguilar, overseeing the event, emphasized the local government’s commitment to inclusivity and mobility for all citizens. She highlighted that the new vehicles would help PWDs access various services more easily and participate more actively in community life.

The event, attended by city officials and local leaders, underscores the administration’s efforts to enhance the quality of life for all residents, particularly those facing mobility challenges.

#1 The Garden of Eden location video – Let me start first by stating that everything in the Holy Bible (the Word of God) is absolutely true. I truly believe in the Bible and the ancient record of the creation of the world, Adam and Eve, and the Garden of Eden existed and there is nothing that science could do to refute them. Recently, YouTube channel HolyLandSite posted a video about the most likely location of the Garden of Eden, explaining in detail how it came to be, where it existed and how to properly understand what is written in the Holy Bible which truly describes it as a genuine place created by God.

#2 Mosab Hassan Yousef (son of a Hamas co-founder) proves the North American pro-Palestine believers to be very wrong, ignorant, foolish and delusional on Dr. Phil show – Mosab Hassan Yousef is the son of a Hamas co-founder, was raised with hateful teachings against Jewish people, was a Hamas member who fought against Israel, stopped being evil, repented and submitted to Lord Jesus, is now a strong supporter of Israel and has been working against the terrorists. Considering his upbringing and background, it is not surprising that he proved the pro-Palestine believers/activists to be wrong, ignorant, brainwashed and foolish! The pro-Palestine believers here are so brainwashed by Islamo-Leftists superiors, they failed to see the evil of their movement, and they do not care about the victims of the October 7, 2023 terrorist attacks on Israel committed by Hamas. #3 Contra games comparison videos plus an explanatory video – Recently, I took advantage of the Xbox online store sale to purchase the digital copy of Contra Anniversary Collection for roughly $4 and I started playing the Nintendo Entertainment System (NES) and the Family Computer (Famicom) versions of the classic game Contra on my Xbox Series X console. Indeed, there were notable differences between the two versions with regards to graphics and storytelling presentations. Not only that, Contra Anniversary Collection also contains the original arcade version of Contra (meant to be compared to the NES/Famicom ports) as well as the European version of Contra called Probotector. #4 Poltergeist movie reaction videos plus another two other related videos – Let me make it clear to all of you that I am not a fan of the 1982 supernatural horror movie Poltergeist. As a film buff, I do give Steven Spielberg, director Tobe Hooper and their production team for the creative stuff they came up with (including the visual effects) to making it stand out among the many horror movies Hollywood made over the past 40+ years. That being said, it is not surprising that Poltergeist became a popular film featured in multiple movie reaction videos by different YouTubers. #5 A close look at the classic game Paperboy – Way back in 1989, I visited the United States of America for the first time and I could not forget the time I spent playing in a huge video arcade in one of the fancy hotels of Las Vegas. One of the first arcade games I played back then was Paperboy which I quickly found to be a lot of fun. I liked the game so much, I kept playing it in that same arcade and years later, I played versions of it on PC and the Nintendo Entertainment System. That being said, if you have not played or discovered the classic game, you can learn all about it in this video by YouTuber PatmanQC.

#6 Caught on camera: Electric bike (e-bike) hits elderly woman who later died – Recently here in the Philippines, a major TV network reported an accident in which an elderly woman got hit hard by a moving electric bike (e-bike) driven by a man who was distracted (as caught on video and witnessed by bystanders). The elderly woman eventually died while the suspect has since been apprehended facing a charge of reckless imprudence resulting in homicide. For the newcomers reading this, there are already many cases of careless or reckless driving committed by people who drove electric bikes (e-bikes) or electric tricycles (e-trikes) on public roads along with cars, vans, buses and trucks. This latest incident does not help the case of e-bike/e-trike drivers and owners at all. Posted below is the news video about the e-bike that hit the elderly woman.

#7 Wicked Iran’s assault against Israel – I cannot stay silent about this. Iran and its terrorist proxies launched missiles and drones against Israel (which had the support of America, Jordan and others for defense). Almost 100% of the enemy projectiles were shot down. For the newcomers reading this, the conflict between Israel and Iran (the chief sponsor and source of terrorists in the Middle East) goes a long way back. The wicked regime of Iran (in power since 1979) made clear its intentions to not only destroy Israel but also other Western democracies/societies. Iran’s terrorist network also reached South America. In light of all of these, if you want truthful and accurate reports about Israel’s fight against the terrorists, rely on the content and updates of TBN Israel, CBN News, TravelingIsrael and the official Israel Defense Forces (IDF) channel. Watch the videos below and do not forget to pray to the Lord in support of Israel, the fall of their enemies, the rescue of the hostages and the peace of Jerusalem.
