Recently in the City of Muntinlupa, an elderly woman received a P100,000 cash gift from the City Government as she turned 100-years-old and Mayor Ruffy Biazon paid a visit, according to a Manila Bulletin news report.

Mom Teodula Pesigan celebrated her 100th birthday with a P100,000 cash gift from the Muntinlupa City government.

Muntinlupa Mayor Ruffy Biazon personally visited Pesigan at her house in Barangay Putatan to hand over the P100,000 gift, a program of the city government through its Office of the Senior Citizen’s Affairs.

“At her age, very sharp pa ang kanyang isip (At her age, her mind is still very sharp),” said Biazon.

When he asked about her secret to long life, her family responded that she likes to eat lechon and liempo.

“It was a great and fun experience na makilala at makausap si Nanay Dulay (It was a great and fun experience to meet and talk to Nanay Dulay),” the mayor added.

All centenarian residents of Muntinlupa get P100,000 cash gift under City Ordinance No. 2018-147.

Under Republic Act 10868 or the Centenarians Act of 2016, all Filipinos aged 100 and above will be given cash gifts to recognize their contribution to the country, added Biazon.

Better than Streaming: Amusement tax will not be imposed on Filipino films in Muntinlupa City for the next 3 years

Welcome back, fellow geeks and movie buffs!

Recently in the City of Muntinlupa, the City Government approved an ordinance establishing a moratorium on the collection of the amusement tax on Filipino films (note: movies produced by Philippine companies/organizations) within the city for the next three years, as reported by the Manila Bulletin. The ordinance was signed into law by Mayor Ruffy Biazon.

In short, local companies here in the Philippines whose films are shown in theaters within the jurisdiction of Muntinlupa City could earn more as the amusement tax won’t be imposed for most of the year for the next three years while the cinema operators themselves can benefit along the way.

I say most of the year because the moratorium does not cover the time period of December 25 to January 7 which is precisely the time when the annual Metro Manila Film Festival (MMFF) happens.

Muntinlupa Mayor Ruffy Biazon and the City Council approved an ordinance granting a three-year moratorium on the collection of amusement tax from Filipino films in the next three years.

The Muntinlupa City Council passed and Biazon signed Ordinance No. 2024-229 “Declaring Moratorium on the Collection of Amusement Tax for Filipino Films in the City of Muntinlupa from January 08 to December 24 of every year for the next three (3) years.“

Under the existing Local Government Code, “The province may levy an amusement tax to be collected from the proprietors, lessees, or operators of theaters, cinemas, concert halls, circuses, boxing stadia, and other places of amusement at a rate of not more than ten percent (10%) of the gross receipts from the admissions fees.”

In February, the Metro Manila Council adopted the Metropolitan Manila Development Authority (MMDA) Resolution No. 24-11 “Declaring a Moratorium on the Collection of Amusement Tax for Filipino Films in Metro Manila from January 08 to December 24 of Every Year for the Next Three Years.”

In the Muntinlupa ordinance, it was stated that the MMDA resolution “was adopted to recognize the importance of the local film industry in promoting cultural and economic development and in response to the appeal of the local filmmakers to boost the film industry after the impact of the COVID-i9 Pandemic on the production and exhibition of Filipino Films, and the dominance of foreign films.”

Under the ordinance, all cinemas in Muntinlupa can avail of the moratorium on the collection of amusement taxes for Filipino films from Jan. 8 to Dec. 24 of every year for the next three years.

When it comes to the state of cinemas within Muntinlupa City, Commercenter has four screens and I noticed over the past two months that only 2 or 3 were operating during my visits there. Over at Festival Mall, their 4-screen modern cinemas are fully operating but their original cinemas (located several feet away by foot on the same floor) are still dark and depressing as only 2 or 3 screens (out of ten screens) were operating almost all the time.

As for the cinemas in Alabang Town Center, they seem to be operating normally and continue to attract a steady amount of moviegoers.

Going back to the approved moratorium, it remains to be seen if it could lead to a potential reduction of ticket prices in relation to Filipino movies within Muntinlupa. Even if ticket prices get reduced, would it be enough to convince people to come to the Muntinlupa cinemas and buy tickets for the cinematic experience. There is also the factor of the quality of Filipino movies showing in Muntinlupa movie theaters plus the factor of foreign movies.

As a resident of Alabang who saw lots of movies in the local cinemas, I noticed that Muntinlupa City is lacking when it comes to hosting film festivals (note: the annual MMFF does NOT count). Special events about movies focusing on variety, quality and artistry being held in Muntinlupa can help cinema operators attract moviegoers as well as the enthusiastic film buffs.

Perhaps the City Government or barangays could someday organize a special event of short films made by Muntinlupa-based filmmakers and have such films screened in local cinemas. Organizing another film festival showcasing films by independent filmmakers from around the country and having them screened in theaters within the city could help too.

Still on the topic of Filipino movies, when will the time come when the major local movie producers will have premieres of their new movies held in cinemas here in Muntinlupa and give locals the chance to see their favorite movie stars in person?

In the City of Muntinlupa, the City Government issued an official denial in response to the circulating information that local senior citizens aged 70 to 79-years-old will be receiving P1,000 each from the local authorities, according to a GMA Network news report.

The local government of Muntinlupa City on Tuesday warned the public that it is not distributing P1,000 birthday cash gifts to residents who are 70 to 79 years old.

The city government noted that it is just currently doing surveys among its elderly residents to organize the city’s database.

“Kung mayroon man pong kumuha ng inyong impormasyon, ito ay para ito sa validation ng datos ng ating senior citizens. Gusto po nating maayos ang database at tama ang impormasyon na basehan ng mga programa ng lungsod,” the statement read.

(If anyone is asking for your information, this is only for the validation of our data on senior citizens. We just want to organize our database and make sure that we have the right information for the city’s programs.)

The city encouraged its residents to report any suspicious messages to the Philippine National Police Anti-Cybercrime Group:  (02) 8723 0401 (loc. 7491), 0968-8674302 (Smart), 0967-1360322 (Globe), and 0992-9893889 (DITO).

Further, the city government advised that senior citizens may reach out to the Office for Senior Citizen’s Affairs at the Bayanan Baywalk or the satellite office at South Park Center.

Were there many people in your local community whose lives got disrupted by the weather effects of Typhoon Carina?

Recently New Life Community Care Foundation International, Inc. (NLCOM) – the compassion arm of New Life Philippines located inside Alabang Hills Village in Muntinlupa City – announced through social media that it has provided assistance and relief to typhoon victims in Parañaque, Las Piñas, Muntinlupa, Manila and Cavite.

Typhoon Carina has since left the Philippines but the people who got affected by it are still struggling to get back to normal. That being said, NLCOM’s assistance for the victims who called for help was crucial and their staff worked hard with the preparations of relief.

NLCOM immediately swung into action as Super Typhoon Carina left its trail of destruction on Thursday morning.

Its emergency response team was mobilized, coordinating with partners, conducting assessments, and delivering relief bags and hot meals to nearby areas gravely affected by the flooding.

A total of 200 relief bags were distributed to families in Baseco Compound (Port Area, Manila), Muntinlupa, and Pulang Lupa (Las Pinas) on July 25. We also served a total of 1,300 hot meals to flood victims the same day in Wawa (Bacoor Cavite), San Isidro, San Dionisio, and Sto Nino (all in Parañaque).

Recently in the City of Muntinlupa, the opening of classes in public schools was observed by new Education Secretary Sonny Angara, Mayor Ruffy Biazon and Congressman Jaime Fresnedi, according to a Manila Bulletin news report.

Education Sec. Sonny Angara, Mayor Ruffy Biazon and Rep. Jaime Fresnedi visited a high school in Muntinlupa on July 29 to observe the opening of classes.

Biazon and Fresnedi accompanied Angara when he visited Muntinlupa National High School Main in NBP Reservation, Barangay Poblacion.

All public schools in Muntinlupa from Kindergarten to Senior High School opened on July 29 as scheduled.

Dr. Violeta Gonzales, head of the Schools Division Office (SDO)-Muntinlupa City, said the opening of classes pushed through since schools in the city were not affected by the onslaught of Habagat (southwest monsoon) and Typhoon Carina.

Many public schools in areas in the country that were hit by heavy rains and floods delayed the opening of classes.

“Ang announcement ng DepEd ay para lamang sa mga paaralang ginagamit pa bilang evacuation centers, binaha, at napinsala. Tayo po sa Muntinlupa, kasabay ng karamihan ng mga lungsod sa NCR, ay magbubukas ng klase bukas dahil maayos na po ang kondisyon ng ating mga paaralan (The announcement by DepEd [Department of Education] is only for schools being used as evacuation centers, flooded and damaged. We in Muntinlupa, along with the majority of cities in NCR, will open classes tomorrow because our schools are in good condition),” said Gonzales on July 28.

“We want to build what you have here para mas de-kalidad pa ang makukuha nyo in the coming years (We want to build what you have here so that you will get more high quality in the coming years),” said Angara.

He added, “We’re very pleasantly surprised with how smooth things run here. Sa ibang pinuntahan namin double shift. Ma-swerte po ang mga students dahil number one, unified ang political leaders dito, ang beneficiaries ng taong bayan. At secondly, very helpful ang city government and the national government to partner, dapat ganon para umunlad ang isang school district.”

Also accompanying Angara were DepEd Usec. Revsee Escubedo, Deped RD-NCR Joyce Andaya, MNHS principal Dr. Florante Marmeto and Gonzales.

If you are based south of Metro Manila and you intend to visit Pampanga without having to endure the stress of driving through vehicular traffic, then the high-tech train just might be the viable option as the North-South Commuter Railway (NSCR) promised quick travel in the future, according to a GMA Network News report.

The North-South Commuter Railway (NSCR) promises commuters from Buendia in Makati or Alabang, Muntinlupa to reach the Clark International Airport in Pampanga in less than an hour.

In Joseph Morong’s report in 24 Oras on Thursday, the high tech train system stretches from Calamba, Laguna to Clark, Pampanga.

The West Valenzuela-Clark segment of the North-South Commuter Railway (NSCR) will be the first to open and will operate in the first quarter of 2028, the Department of Transportation (DOTr) said.

The report said that the Balagtas Station in Bulacan is 95% complete and expected to be the first one to be completed. Meanwhile, the Clark Station beside Clark International Airport is 80% done.

But the whole project itself is just 40% done, as the DOTr is facing a challenge in the right of way particularly in the Valenzuela to Sucat, Paranaque segment.

“Dadaan po tayo sa Buendia, sa EDSA (It will pass through in Buendia and in EDSA) … and then we will have to relocate 13,000 informal settlers from Manila to Calamba,” said Transportation Undersecretary for Rails Jeremy Regino. Hence, the whole NSCR project is expected to be completed by 2031.

The NSCR system boasts 51 train sets that are similar to ones operating in Japan. The train line also promises 40 minutes of travel from Buendia to Alabang. Further, the DOTr said the fare for NSCR will be affordable.

Recently in the City of Muntinlupa, agents of the National Bureau of Investigation-Human Trafficking Division (NBI-HTRAD) arrested a woman for attempting to sell an infant online, according to a Philippine News Agency (PNA) news article.

The National Bureau of Investigation-Human Trafficking Division (NBI-HTRAD) has arrested a woman in Muntinlupa City caught selling a baby online for P25,000.

NBI Director Jaime Santiago said on Thursday that the NBI has received information from the Department of Justice – Inter-Agency Council Against Trafficking – NBI CyberTip Center (DOJ-IACAT-NBI Cybertip) regarding a certain Christina Paule who was allegedly engaged in selling babies on Facebook.

The 51-year-old midwife allegedly tried to sell the days-old infant for P25,000 on the social media (platform)

An entrapment and rescue operation by government operatives, with support from non-government organization Exodus Road Philippines, resulted in the arrest of Paule.

She was charged with violation of Child Trafficking under Republic Act 7610, as amended (Special Protection of Children Against Abuse, Exploitation, and Discrimination Act), in relation to RA 10175 (Cybercrime Prevention Act of 2012), and violation of RA 9208, as amended (Anti-Trafficking in Persons Act of 1998).

The rescued baby was turned over to the custody of the Department of Social Welfare and Development-National Capital Region.

National Authority for Child Care (NACC) Undersecretary Janella Ejercito Estrada lauded the government operation.

“This arrest is a crucial step in our relentless fight against child trafficking, and illegal adoption. The NACC is to chair the newly-created DOJ-IACAT-Technical Working Group on Anti-Illegal Adoption,” she said.

“We commend the NBI and all involved agencies for their swift and decisive action. The NACC remains committed to protecting the welfare of children and ensuring that those who exploit them are brought to justice. We urge the public to remain vigilant and report any suspicious activities to the authorities,” she added.

Recently in the City of Muntinlupa, the City Government formally started the distribution of free school supplies for the benefit of roughly one hundred thousand public school students, according to a Manila Bulletin news report. The school supplies include bags, notebooks, crayon sets, pencils, pens, and paper to name some.

The Muntinlupa City government started the distribution of free school supplies to public school students on July 23 to support education and ease the financial burden of families.

Around 98,000 public school students in Muntinlupa will each receive a Balik Eskwela Package from the city government.

Each package consists of a school bag, notebooks, a set of crayons, pencils or pens, pad paper, and “MUNwalk” sneakers for Kindergarten to Grade 12 students. The sneakers will be given to the students in August.

For daycare students, the package includes a school bag, notebooks, jumbo pencils, pad paper, a box of crayons, and a water tumbler.

Mayor Ruffy Biazon visited public schools to lead the distribution of the free school supplies. .

“This distribution is more than just providing school supplies; it’s about showing our students and their families that we are here to support their educational journey every step of the way. We believe that every child deserves the tools they need to succeed, and we are committed to making that a reality,” said Biazon during the distribution at Tunasan National High School..

Parent Mylene Gratil, whose children were among the first batch to receive their free Balik Eskwela packages, expressed gratitude to the program:

“Malaking tulong po ang Balik Eskwela package para sa aking tatlong anak. Lahat po sila makatatanggap ng school supplies at sapatos (The Balik Eskwela package is a big help for my three children. They will all receive school supplies and shoes),” she said.

Biazon emphasized that education is a priority of his administration under the 7K Agenda. Besides the free school supplies, the city provides assistance through scholarships, with more than 80,000 students regularly receiving financial and educational aid.

“Lagi nating paalala sa kabataan, ‘wag sayangin ang pagkakataong ito. Sa Muntinlupa, prayoridad ang edukasyon. Naniniwala tayo na ang magandang edukasyon ay susi sa kinabukasan (We should always remind the youth not to waste this chance. In Muntinlupa, education is a priority.  We believe that good education is key to the future),” the mayor said.

Muntinlupa City government congratulates its 2024 Palarong Pambansa medalists

Recently in the City of Muntinlupa, the City Government congratulated via social media their local athletes who won medals in the recent 2024 Palarong Pambansa which was held in Cebu with the National Capital Region (NCR) as the overall champion with 98 gold medals, 66 silver medals and 74 bronze medals.

The recognized gold medalists of Muntinlupa at the Palarong Pambansa were Maxine Amira Filiciano Bondoc and Avielle Paduit Caballes in the Gymnastics Elementary Girls category, Alessandra Therese A. Martin in the Swimming Elementary Girls category, and the team of De La Salle Santiago Zobel School in the Baseball Secondary Boys category.

The Muntinlupa silver medalists recognized were Jobelle Mitch De Sisto Villanueva and Krista Joy Chavez Tabios in the Arnis Secondary Girls category, and Avielle Paduit Caballes and Maxine Amira Filiciano Bondoc in the Gymnastics Elementary Girls category.

The bronze medalists were Hernalou E. Lumandao and Pi Durden Forward Wangkay in the Athletics Secondary Boys category, Avielle Paduit Caballes in the Gymnastics Elementary Girls category and Ma. Ana Therese V. Gomobao in the Table Tennis Secondary Girls category.

During the recent presentation of newly designated police officers in the City of Muntinlupa, Mayor Ruffy Biazon reminded them to follow the values of ACT (Accountability, Confidence and Trust) as they perform their duties, according to a Manila Bulletin news report.

Muntinlupa Mayor Ruffy Biazon reminded the police to follow the values of ACT or Accountability, Confidence, and Trust, in doing their duties as law enforcers.

Biazon made the reminder during the presentation of the newly designated police officers by Muntinlupa Police chief Col. Robert Domingo.

The new officers in the Muntinlupa Police are:

⬪Major Allan Rainier Cabral – chief of the Investigation and Detective Management Section (IDMS)

⬪Capt. Reynaldo Par – chief of the Custodial and Detention Facility Unit (CDFU)

⬪Capt. Fernando Niefes – chief of the Station Tactical Operations Center (STOC) and concurrent assistant chief of the Patrol Operations Section (POS)

⬪Capt. Rolando Ty – commander of the Tunasan Police Substation (SS1)

⬪Capt.  Alemar Cabanit – commander of the Putatan Police Substation (SS2)

⬪Capt. Roderick Tubon – commander of the Sucat Police Substation (SS4)

⬪Capt. Rizalyn Soledad – commander of the Ayala Alabang Police Substation (SS5)

⬪Capt. Marlo Abella – commander of the Poblacion Police Substation (SS6)

Biazon congratulated the newly designated police officers and told them about the expectations from the public.

“And, of course, our expectations from the newly designated. Remember the word ACT. The expectation is not only from you but from the whole Muntinlupa Police Station. The rank and file,” he said.

He added, “One is your accountability to your duty. We will expect that you will take action in fighting crime. Definitely, the public is expecting that. That is why you are in the police because you are our hope in addressing problems of drugs, criminality and, of course, the safety of our citizens. You have assumed that accountability.”

“Letter C, you have our confidence. As what Col. Domingo said earlier, we approved the designation by putting confidence in you. So don’t fail us on that,” he said.
