A Look Back at The Strangers #14 (1994)

Welcome back, superhero enthusiasts, comic book collectors and fans of Malibu Comics! Previously, I reviewed an issue of The Strangers which happened to be the 2nd-to-the-last issue of its monthly series (which itself was mostly spearheaded by the dynamic duo of Steve Englehart and Rick Hoberg).

I was about to do a retro review of The Strangers #24 but realized that there are still some other comic books of the series that I have not reviewed yet. As such, I decided to read those other issues before reviewing the final issue.

With those details laid down, here is a look back at The Strangers , published by Malibu Comics in 1994 with a story written by Englehart and illustrated by Hoberg.

Early story

The story begins when a strong, muscular man with long blonde hair strikes a huge rock formation high in the hills to the east of San Francisco Bay in California. While talking to himself (most likely a way to deal with his isolation), he continues to lift very large piece of rock, smashes more rocks and throws a tractor as if it was just a ball.

“I am…Powerhouse! I am Powerhouse! I…am Powerhouse,” he said to himself.

Still talking to himself, Powerhouse realizes that the world must never know about him as it has done its best to destroy him. He quietly changes into civilian clothes and drives away into the distance in his car.

On the streets of East Bay Hills in Berkeley, Hugh/Grenade and Bob/Atom Bob walk down the fancy commercial zone as they enjoy the time-off Elena/Lady Killer gave them. Soon enough, people started recognizing the two as members of The Strangers even though they are not in costume. This community buzz catches the attention of an executive at a local radio station who then picks Powerhouse (in civilian form) to go to East Bay Hills to report about Hugh and Bob…

Quality

When Powerhouse first gained super abilities.

I’ll got straight to the point about what this comic book is all about. This is the story of an ultra who gained powers very long before The Strangers, Mantra, Prime, Hardcase, The Solution and all the other Ultraverse heroes even started. That being said, Powerhouse is an old man (who really does not look like in his sixties or seventies) whose life turned upside-down as a result of gaining super powers as a teenager in the year 1938 (note: this was the year Superman debuted in comics in real life). Having lost DECADES of his time in the world, Powerhouse became a man who found himself lonely and having trouble adjusting into the modern world (1993 in the Ultraverse specifically). What bothers him even more is the fact that super beings like The Strangers members Atom Bob and Grenade are gladly accepted and celebrated by the public which is the complete opposite of how he was perceived when he became a super being.

The writing done by Steve Englehart is very rich to read and through it all, you will feel the pain, frustration and anguish of Powerhouse. As usual, Rick Hoberg’s art is always great to look at and you can see in this comic book how he adjusts his style when the narrative shifts from the talk scenes into the action scenes and the like.

Conclusion

Really, you only see two of The Strangers in this comic book which contradicts what was shown on the cover art.

Fundamentally, The Strangers (1994) highlights Powerhouse (both his present-day self and his origin) with Atom Bob and Grenade literally pushed out of the spotlight. Powerhouse is clearly inspired by the old ages of superhero comics and the creative team cleverly presented him as a super-powered man who finds himself struggling to fit in the 1990s. While this super being debut story is fun and engaging, its only weakness is that The Strangers have little real presence in the story (note: the cover art looks great but is really misleading).

If you are seriously planning to buy an existing hard copy of The Strangers (1994), be aware that as of this writing, MileHighComics.com shows that the near-mint copy of the comic book costs $14.

Overall, The Strangers (1994) is recommended!

COVID-19 Crisis: Over 200 curfew violators apprehended in Muntinlupa on first day, minors warned of withdrawal of scholarship grant

Members of Muntinlupa City PNP and barangay police have apprehended at 203 curfew violators – including 36 were minors – on the first day (March 15, 2021) of the implementation of stricter curfew hours in the city.

Muntinlupa Public Information Officer Tez Navarro said the violators were taken to barangay covered courts where they attended seminars about the unified curfew hours, health protocols, and the local COVID-19 situation.

According to PNP Muntinlupa, 22 individuals were given citation tickets for deliberate non-compliance with minimum health measures such as wearing of face mask and face shield while 36 minors were given warning.

Navarro added that minors who will violate the curfew hours shall lose their scholarship grant from the local government in their second offense while other penalties shall be charged against their parents or guardians.

The City Government joined other Metro Manila cities in implementing unified curfew hours from 10:00 PM – 5:00 AM adopting the Metro Manila Council MMDA Resolution No. 21-03, Series of 2021 starting March 15. Further, Muntinlupa has also enforced a total liquor ban as part of the city’s tighter COVID-19 response efforts in a bid to prevent further transmission of COVID-19.

Business establishments who will violate the liquor ban shall receive suspension of business permit and closure for one (1) week for first offense and revocation of its business permit or license for second and succeeding offenses. For individuals, violators shall be meted with P2,500 penalty for first offense and P5,000 for second and succeeding offenses. The liquor ban and curfew hours in Muntinlupa will remain in effect until April 4.

Mayor Jaime Fresnedi appealed to Muntinlupa residents to strictly follow minimum health measures and not to let their guard down amid rising cases in the city.

“COVID-19 is still here and we should continue observing health protocols such as wearing our face mask and face shield, physical distancing, and washing of hands,” the local exec said.

Two areas of concern in Muntinlupa City were placed under a two-week Extreme Localized Community Quarantine (ELCQ) from March 13 to March 28 after recording high attack rates and active cases in the recent weeks.

The City Health Office has conducted a mass testing in Cruzero St., Villa Carolina 1 in Barangay Tunasan and 124 Purok 1 in Barangay Cupang and will intensify its detection, isolation, and treatment strategies. Contact tracing of close contacts will also be facilitated.

As a result of the rising number of cases of COVID-19, the City Government of Muntinlupa joined the other Metro Manila cities in enforcing a liquor ban and unified curfew hours from 10:00 PM – 5:00 AM which became effective since yesterday. The said measures will remain until April 4, 2021.

Mayor Jaime Fresnedi announced the imposition of liquor ban in Muntinlupa as part of the city’s tighter COVID-19 response efforts. He said the initiative aims to prevent gathering opportunities of city residents and minimize the risk of COVID-19 transmission. Fresnedi is set to sign an amended ordinance prohibiting the sale, trade, delivery, and consumption of liquor and other alcoholic beverages in the city.

Under the updated ordinance, violating business establishments shall receive suspension of business permit and closure for one (1) week for first offense and revocation of its business permit or license for second and succeeding offenses.

Individuals who will violate the liquor ban will be meted with P2,500 penalty for first offense and P5,000 for second and succeeding offenses.  

Violators who are government employees will face administrative charges with penalties. While penalties for minors (below 18 years old) shall be charged against their parents or guardians and those who are part of the local scholarship program may lose their grant.

Members of PNP Muntinlupa, Public Order and Safety Office, City Security Office, Muntinlupa Traffic Management Bureau, Business Permits and Licensing Office, and Barangay Chairpersons shall take the lead in enforcing the liquor ban. Local homeowners’ associations, including security guards, will also be deputized to augment operations.

The Muntinlupa City Council also approved the imposition of curfew hours from 10:00 PM to 5:00 AM beginning March 15, 2021 until April 4, 2021 adopting the Metro Manila Council MMDA Resolution No. 21-03, Series of 2021. Exempted individuals in the curfew include APOR, medical frontliners, essential workers, local fishermen, Kabalikat sa Kalinisan (street sweepers), delivery drivers with essential goods, and other individuals as determined by PNP and IATF.

Recently, Cruzero St., Villa Carolina 1 in Barangay Tunasan and 124 Purok 1 in Barangay Putatan were placed under a two-week Extreme Localized Community Quarantine (ELCQ) from March 13 to March 28.

Muntinlupa City Health Officer (CHO) Dra. Tet Tuliao said that the areas has become areas of concern after recording a high attack rate of 150 per 1,000 individual population from February 27 to March 6. CHO is set to conduct a mass testing in the community and will intensify its detection, isolation, and treatment strategies. Contact tracing of close contacts will also be facilitated.

As of March 14, Muntinlupa City has 5,891 confirmed cases with 5,492 recoveries, 222 active cases, 177 reported deaths, 67 suspect cases, and 414 probable cases.

With tighter contact tracing efforts and integration of local COVID-19 data in the StaySafe.PH system, confirmed cases and their close contacts in Muntinlupa cannot falsify their health condition and will be barred entry from local establishments.

The City Epidemiology and Surveillance Unit of Muntinlupa and Management Information System Office have started tagging COVID-19 cases in the StaySafe.PH app allowing establishments to identify confirmed, probable, and suspect cases based from real-time data from the City Health Office.

Since March 9, 2021, the profiles of all individuals under the surveillance of Muntinlupa CHO were identified in the contact tracing system and were adjusted accordingly. Individuals with purple screen corresponds to “Government Declared as CONFIRMED,” orange screen as “Government Declared as PROBABLE,” and red screen as “Government Declared as SUSPECTED.”

Establishments are advised to prohibit entry, isolate immediately, and report to the City Health Office or Barangay Health Emergency Response Team those individuals with non-eligible screens upon scanning of the StaySafe.Ph QR Code. Upon recovery, the profile of individuals with confirmed or probable status will revert to “good condition” with a green screen and will be allowed entry to establishments anew.

Recently, the City Government of Muntinlupa, in partnership with the Department of Health, launched the Staysafe.PH app as the official digital contact tracing system in the city and has implemented a “No QR Code, No Entry Policy” in all commercial establishments, workplaces, churches, and government offices in the city.

Mayor Jaime Fresnedi urged all residents and owners of establishments in the city to use the StaySafe.PH app amid rising COVID-19 cases. He said the adoption of StaySafe.PH in Muntinlupa is in compliance with the national government’s recommendation for a uniformed contact tracing system to prevent further COVID-19 transmission, especially with the detection of the contagious variants in the country.

All residents and visitors who will enter, work, or do business in all indoor or enclosed public and private establishments in Muntinlupa shall be required to download and register at the StaySafe.PH application and secure a unique QR Code which they can store on their phone or print for physical copy. QR Codes for non-smartphone user registrants shall be generated by their respective barangays and shall be distributed to where the registrant resides.

Members of the Muntinlupa City StaySafe.Ph Task Force has conducted regular inspections to ensure compliance of local public and private establishments. As of March 11, 2021, the local Task Force has issued 235 notice of violations to non-compliant establishments.

Violators will be charged with P2,000 penalty and suspension of franchise or business permit until violation has been rectified for first offense, P3,000 for second offense, and suspension or revocation of franchise or business permit including P5,000 for the third offense. In case the offender is a government official or employee, the maximum penalty shall be imposed including the filing of administrative, civil, or criminal action.

Yesterday the City Government of Muntinlupa awarded stimulus assistance to displaced youth workers in the city who have started their own businesses in a bid to recover from unemployment and other challenges brought about by the COVID-19 pandemic.

Mayor Jaime Fresnedi led the turn-over of financial assistance to 34 youth entrepreneurs under the first of batch of NegosYouth: Stimulus Recovery Assistance Program of the Youth Affairs and Sports Development Office.

Fresnedi says the resilience of the city’s youth entrepreneurs to innovate amid challenging times is worthy of emulation. The local exec hopes that their stories will also inspire other young people in the city to also start their own businesses.

Under the stimulus program, the City Government provides P5,000 in financial assistance to out-of-work youth, students, and out-of-school youth who have started their own businesses during the community quarantine. The beneficiaries will also receive entrepreneurship trainings on financial literacy, leadership, and among others.

Following an assessment, the beneficiaries will be endorsed to the Joint Resource Financing Program to receive zero-interest loan assistance of up to P150,000 for the expansion of their businesses.

The first batch of the stimulus assistance for the youth is composed of members of Muntinlupa Locals, a street wear movement which empowers and bolster the spirit of entrepreneurship among the youth of the city.

Muntinlupa Locals was founded in June 2020 by Patrick H. Aquino, a resident of Barangay Alabang and proprietor of Ayong Graphics. The youth group supports at least 70 Muntinlupa-based brands and envisions the Muntinlupa youth to be self-reliant by encouraging and bolstering their entrepreneurial skills through patronage and sale of Muntinlupa made, designed and manufactured clothing line.

Recently, the Muntinlupa City Council passed Resolution No. 2020-406 recognizing the achievement of Muntinlupa Locals in honing the business skills of the local youth and stirring employment among the residents of Muntinlupa.

Recording a 65% increase in active cases over the last month, the City Government of Muntinlupa is urging city residents to remain observing health protocols especially the working class who are the subject of recent COVID-19 transmission.

Muntinlupa City Health Officer Dra. Teresa Tuliao said recent COVID-19 active cases are residents who work outside the city and may have contracted the virus in their workplaces or during their commute. Tuliao noted that most of infected employees have transmitted the virus to their family members leading to the increase of cases in the city.

As of March 7, Muntinlupa CHO recorded 129 active cases from the city’s nine barangays. Muntinlupa only has 78 active cases last February 7.

The doubling time, or the number of days for COVID-19 cases to double in number, is 28.60 days and the attack rate is at 10.46/1000 as of March 7. The average daily new cases for the past 2 weeks in Muntinlupa is 12 cases per day while the recovery rate is at 94.69%.

While the city remains to have one of the lowest COVID-19 attack rates among local government units in Metro Manila, the Muntinlupa CHO reminds the public to observe “utmost caution” especially when taking a commute in public transportation and in their workplaces. The local government is set to coordinate with companies and tricycle and jeepney operators to reinforce the implementation of health measures in their establishments and vehicles.

Recently, Muntinlupa City StaySafe.PH Task Force intensifies its contact tracing efforts through the implementation of StaySafe.PH app. Members of the Business Permits and Licensing Office has conducted inspections in various malls and other establishments to ensure full compliance to the contact tracing initiatives.

Mayor Jaime Fresnedi urged city residents not to let their guard down and strictly follow minimum health protocols amid rising cases in the city.

“The arrival of COVID-19 vaccines in the country should not give us a false sense of security. COVID-19 is still here and we should continue observing health protocols such as wearing our face mask and face shield, physical distancing, and washing of hands,” the local exec said. He also appealed to the public to refrain taking non-essential trips.

While the IATF has issued guidelines for a unified travel protocols for all local government units easing cross-border trips, the City Government eyes to impose stricter travel protocols for inbound visitors especially individuals coming from the province. Muntinlupa also supports the decision of the Metro Manila Council for the deferment of reopening cinemas due to health concerns.

Members of the regional validation team from the Department of the Interior and Local Government conducted a road clearing assessment in Muntinlupa and recognized the city’s efforts in maintaining cleared major and inner roads.

DILG-NCR Assistant Regional Director Atty. Analyn Baltazar-Cortez led the validation team with representatives from MMDA, DPWH, and NCRPO as they inspect ten (10) local roads yesterday.

ARD Cortez presented some major and minor obstructions observed by the team during their inspection and discussed recommendations for the local government’s consideration. She also lauded the visible effort to clear local roads and rehabilitate sidewalks in Muntinlupa.

“While we acknowledge that the maintenance of cleared roads is a challenging task, the efforts for road clearing is very noticeable. There is a roving vehicle for public announcement, traffic enforcers are highly visible on major intersections, and roads are generally clean and well maintained,” Cortez said.

The final rating will be released by the DILG upon completion of inspection visits in all Metro Manila local government units. Muntinlupa is the 13th LGU to be visited by the regional validation team.

Mayor Jaime Fresnedi welcomed the recommendations from the DILG and ordered barangay chairmen to immediately resolve observed obstructions within their areas of jurisdiction. Fresnedi commits to continually support the National Government’s thrust in the clearing of all obstructions and rehabilitation of public roads.

In 2019, President Rodrigo Duterte ordered clearing of obstructions on public roads and sidewalks, including the removal of illegal structures, illegally-parked vehicles, and illegal vending.

DILG reiterated the continuation of Road Clearing Operations through the issuance of MC 2020-145 mandating LGUs to remove road and sidewalk obstructions, craft and implement displacement plans, rehabilitate and maintain cleared roads, and create a grievance mechanism.

Under the Memorandum Circular, LGUs were enjoined to conduct road clearing operations from November 16, 2020 to January 15, 2021. It was later extended to February 15, 2021. 

The degree of implementation varies depending on the community quarantine status raised in the respective locality. For Muntinlupa, partial implementation of the road clearing’s continuation is expected as the city is under the General Community Quarantine.

The COVID-19 vaccination drive in Muntinlupa City kicked off yesterday with the director of Ospital ng Muntinlupa (OsMun) receiving the first dose administered.

OsMun Director Dr. Edwin Dimatatac received Sinovac’s CoronaVac, the first batch of vaccines that arrived in Muntinlupa. Dimatatac said OsMun targets to have 150 health workers to be vaccinated in the city.

The Asian Hospital and Medical Center also commenced their vaccination roll-out having AHMC Chief Medical Officer, Dr. Jose Acuin as the first to receive the vaccine. In total, the city received 300 doses of Sinovac vaccine for OsMun and 300 for Asian Hospital and Medical Center from the national government.

Muntinlupa Mayor Jaime Fresnedi lauds OsMun for the success of the roll-out and hopes that at least 90% of the medical personnel in the public hospital will be convinced to be vaccinated.

“Right now this (Sinovac) is the best vaccine. And every day that we don’t get vaccinated we run the risk of being infected. So I encourage everyone to at least consider being vaccinated because you’re always exposed to risks. And being vaccinated you are not only protecting yourself but your family as well,” Fresnedi said.

Earlier, Fresnedi expressed his interest in getting vaccinated to boost the confidence of the public. But with the current guidelines from the Department of Health for the available brand, the local exec was advised to wait for the arrival of vaccines suited for senior citizens.

Recently, Muntinlupa City has secured 400,000 doses from British pharmaceutical firm AstraZeneca through a tripartite agreement with the National Task Force against COVID-19 (NTF).

Muntinlupa’s COVID-19 vaccination plan and other best practices on public health earn praise from officials of the Department of Health’s Coordinated Operations to Defeat Epidemic (CODE) Team.

COVID-19 Crisis: Muntinlupa City intensifies StaySafe.PH app contact tracing as COVID-19 cases rise

Recording a 40% increase in daily COVID-19 active cases, the City Government of Muntinlupa intensified its contact tracing efforts through the implementation of StaySafe.PH app.

The Muntinlupa City StaySafe.PH Task Force, through the Business Permits and Licensing Office, has conducted inspections in various malls and other establishments to ensure full compliance to the contact tracing initiatives.

Muntinlupa passed City Ordinance No. 2020-181 mandating the installation and use of Staysafe.PH system as an automated contact tracing through the use of QR Codes in all commercial establishments, workplaces, churches, and government offices in the city.

As of February 26, BPLO Muntinlupa has issued warning notices to at least 69 non-compliant establishments.

City Health Officer Dra. Teresa Tuliao said the intensified cooperation of city residents and business establishments in using StaySafe.PH as the local contact tracing system will help the government’s COVID-19 response efforts.

Tuliao noted that as of March 1, there were 94 recorded active cases in the city, a 40% increase over one week with 67 active cases last February 22.

Muntinlupa CHO urged city residents to continually use the StaySafe.PH app and follow health protocols such as wearing of face masks, observing physical distancing, and washing of hands.

The Department of the Interior and Local Government (DILG) issued MC No.2020-129 enjoining local government units to use of StaySafe.PH v.2 application system as the official social distancing, health condition reporting, and contact tracing system that will assist in the government’s response to COVID-19.

Recently, Mayor Jaime Fresnedi led the inauguration of two-storey Cupang Health Center last March 1 in a bid to improve health services for residents living in District 2. The ceremony was organizaed in celebration of Muntinlupa’s 26th Cityhood Anniversary.

In his message, the local exec assured the public of the City Government’s recovery plan and readiness for the roll-out of COVID-19 vaccines upon the delivery of supply in the city.

As of March 1, Muntinlupa has 94 active cases, 5,638 confirmed cases with 5,370 recoveries, 174 reported deaths, 37 suspect cases, and 437 probable cases.

From a former sleepy town in the south, Muntinlupa City, now a bustling metropolis and leading business-hub in Metro Manila celebrated its 26th anniversary yesterday.

Mayor Jaime Fresnedi together with other local executives led the cityhood anniversary, a special (non-working) holiday by virtue of RA No. 9191. A simple program was organized at the Muntinlupa City Hall Quadrangle starting with a thanksgiving mass and followed by the inauguration of the Cupang Health Center and simultaneous distribution of food packs in different local communities.

In his message, Fresnedi reported the city’s COVID-19 Vaccine Plan and his willingness to be inoculated to encourage the public to avail the government’s vaccination service.

“I am ready to be vaccinated, along with our City Councilors and Congressman Ruffy Biazon, upon the arrival of supply in in Muntinlupa to build the confidence of our constituents in the vaccines approved by our Food and Drug Administration,” Fresnedi said.

Muntinlupa City has secured 400,000 doses from British pharmaceutical firm AstraZeneca through a tripartite agreement with the National Task Force against COVID-19 (NTF). The city’s COVID-19 vaccination plan and other best practices on public health earn praise from officials of the Department of Health’s Coordinated Operations to Defeat Epidemic (CODE) Team.

The City Health Office has identified 6,758 medical frontliners from barangay health centers, emergency responders, public and private hospitals/clinics to be prioritized in the roll-out of vaccines. Under the local COVID-19 vaccination plan, there will be 82 vaccination teams to be deployed in 35 vaccination posts and 8,200 target individuals to be vaccinated per day.

On February 26, the City Government of Muntinlupa launched “Merkado sa Muntinlupa,” an open-air market and bazaar located in Sports Complex open grounds along Laguna Lake as part of the cityhood anniversary. Merkado sa Muntinlupa is an outdoor market showcasing homegrown products and is open on weekends, every Friday 4:00 pm – 9:00 pm and every Saturday-Sunday, 8:00 am – 9:00 pm.

Further, a new park in Alabang Viaduct including the newly constructed Muntinlupa National High School Tunasan Annex Covered Court and Extension of Muntinlupa Student Center for Life Skills in Brgy. Tunasan were inaugurated last week in celebration of Muntinlupa’s anniversary.

On March 1, 1995, Muntinlupa was converted from a municipality to a highly urbanized city and became the 65th city of the Philippines by virtue of Republic Act 7926. Today, it has transformed as one of the leading investment hubs in the country with nine equally progressive barangays and a population of 504,509 (2015 Census).
