Local authorities raid illegal operation inside Cavite resort, 29 foreigners arrested

Recently, a team of law enforcers raided an illegal operation inside a Cavite resort and arrested twenty-nine foreign nationals – most of them from China – according to a GMA Network news report. It has been confirmed that there are still several thousands of foreign POGO (Philippine Offshore Gaming Operator) workers in the country and the Bureau of Immigration (BI) warned the public that harboring them is a crime and it will lead to prosecution under the Philippine Immigration Act.

Despite the nationwide ban of Philippine offshore gaming operators (POGOs), 29 foreigners, including the alleged Chinese boss, were arrested after authorities raided a guerilla operation inside a resort in Silang, Cavite.

According to John Consulta’s report in 24 Oras on Wednesday, the Philippine National Police Criminal Investigation and Detection Group (CIDG) first discovered the illegal operation of the POGO and shared the information with the Presidential Anti-Organized Crime Commission (PAOCC).

“Mayroong confidential informant na nagpunta sa office, na sinabi niya na may kakaibang nangyayari na doon sa resort, may mga nagda-drop na mga Chinese,” said Police Lieutenant Colonel J Gatdula, CIDG Cavite chief.

(There was a confidential informant who went to the office and said that there’s something sketchy happening at the resort as there were Chinese people dropping by.)

While most of those who were arrested are Chinese, six others are citizens of Myanmar. A Chinese man who was alleged to be the boss denied the accusations.

“No, no boss,” he said.

CIDG Cavite said the POGO workers arrived at the resort last December. They were using laptops instead of desktop computers, with each person using a mobile WiFi instead of an internet router.

Authorities confiscated electronic equipment that were allegedly used for scamming activities.

“Ito yung sinasabi nating nagtatago sa mga resorts, sa mga apartments […] Sa harap pa lang makikita mo na mayroong mga transaction ng cryptocurrency scam,” said PAOCC Undersecretary Gilbert Cruz.

(This is what we have been saying that they could hide in resorts or in apartments […] You can even notice at the facade that they were cryptocurrency scam transactions happening.)

“Dapat wala na sila dito. Kung may mga passports ‘yan, dapat tourist passports lang sila,” he added.

(They should no longer be here. If they have passports, it should be tourist passports.)

32 foreign nationals arrested in Parañaque City for illegal POGO work

Very recently in Parañaque City, thirty-two foreign nationals were arrested by elements of the Bureau of Immigration (BI) and the National Bureau of Investigation (NBI) for their involvement with clandestine Philippine Offshore Gaming Operators (POGOs), according to a news article by the Philippine News Agency (PNA).

A joint Bureau of Immigration (BI) and National Bureau of Investigation (NBI) operation netted 32 foreign nationals found to be working for clandestine Philippine Offshore Gaming Operators (POGO) in Parañaque City on Friday night.

BI intelligence division chief Fortunato Manahan Jr. reported that the foreigners were involved in online gaming and scamming operations in a building in Aseana City, a mixed-use central business district. The operation nabbed 20 Chinese, 11 Malaysians and a Cambodian.

“Let this be a warning to foreign nationals who blatantly continue illegal operations despite the ban of the President,” BI Commissioner Joel Anthony Viado said in a news release on Saturday. “We will not stop until all illegal aliens are arrested and deported.”

The BI said more arrests and deportations are expected as President Ferdinand R. Marcos Jr. had already banned POGO operations in July 2024.

DILG will ask Parañaque City Government to explain scam hub operation with hundreds of workers

In relation to the big raid in Parañaque City that resulted hundreds of suspects arrested, the Department of the Interior and Local Government (DILG) will ask the City Government for an explanation, according to a GMA Network news report.

The Department of the Interior and Local Government (DILG) will ask the Parañaque government for an explanation over the raided company in the city that was allegedly involved in scam hub operations, Interior Secretary Jonvic Remulla said Friday.

The raid took place only a few days after the December 31, 2024 deadline for Philippine Offshore Gaming Operators (POGO) in the country.

“Magsusulat kami sa LGU para… manghihingi kami ng paliwanag kung ano talaga ang nangyari,” Remulla said in an ambush interview.

(We will write to the LGU so we can ask for an explanation on what really happened.)

This came after authorities raided a company in the city on Wednesday and arrested 400 foreigners.

Remulla, however, said he believes that the local government was unaware of the presence of the company as it has yet to inspect the area where the raid took place.

“Hindi pa alam ng Parañaque ‘yan kasi hindi pa nag re-renew ng business permit. Doon lang naman pumapasok ‘yan, basta nag re-renew ng business permit ‘yan,” he said.

(Parañaque does not know about that because they have yet to renew their business permit. That’s the only way they can inspect, as long as they renew their business permit.)

The official said it seems that the hub was previously operating as a POGO under the Philippine Amusement and Gaming Corporation.

“They supposedly shut down [on] December 15 pero nag resume kaagad sila right after ng December 31. Chineck natin ‘yung mga buildings na ‘yun wala na sila doon pero bumalik at bumalik sila,” Remulla said.

(They supposedly shut down on December 15 but resumed immediately after December 31. We checked those buildings and they were no longer there, but they went back.)

NBI agents arrest Chinese nationals and rescue helper during Parañaque City raid

Recently in the city of Parañaque, agents of the National Bureau of Investigation (NBI) raided a house resulting in the rescue of a helper and the apprehension of several Chinese nationals, according to a GMA Network news report.

The authorities rescued a house helper in Parañaque City after being locked in by her employer operating a (Philippine Offshore Gaming Operation) (POGO).

According to John Consulta’s report on 24 Oras, the National Bureau of Investigation (NBI) agents raided a house inside an exclusive subdivision in Parañaque City.

On the third floor, some Chinese nationals were caught online.

The helper said when she found out about the illegal activities happening inside the house, they locked her inside the house.

“Noong bigla ako umakyat doon at nakita ko na ganun ang trabaho nila. Noong malaman ko binabawalan na nila akong umakyat, bawal na ako lumabas kasi baka magkwento raw ako sa labas. Binabawalan nila akong maglinis sa third floor. Natatakot po ako,” she said.

(When I went up there, I saw what they were doing. When I found out what they were really doing they banned me from going upstairs, I wasn’t allowed to go out because I might tell someone about this outside. They forbid me to clean the third floor. I’m afraid.)

The NBI said she wasn’t able to go out since November.

“Nag-start ng November na ‘di na siya pinapalabas, restricted na galaw niya. Kahit sa paggamit ng cellphone, di na siya pinapagamit ng maayos,” said Terence Long-e, NBI agent.

(It started in November that she was no longer allowed to go out, her movements were restricted. Even when using a cell phone, she is not allowed to use it.)

Luckily, she was able to call a friend who then asked for help from the NBI.

The authorities discovered their scripts on the computers and the various online frauds they were into. There is also an indication that they are preying on some Filipinos.

“Nakakita kami ng mga written script which indicates social engineering scheme, may cryptocurrency scripts, may money muling, may nakita kaming romance scam script,” said NBI Cybercrime Division Chief Atty. Jeremy Lotoc.

(We have found written scripts that indicate social engineering schemes, there are cryptocurrency scripts, money muling, and we have found romance scam scripts.)

“They come from a big POGO organization, dahil sa wala na nga, pinatigil na ng pangulo ang POGO, nagdivide sila into smaller group at tinuloy nila ang mga kalokohan nila,” said NBI Director Jaime Santiago.

(They come from a big POGO organization because it’s gone, the president stopped the POGO, they divided into smaller groups, and they continued their nonsense.)

Seven Chinese nationals were arrested and are facing multiple complaints. No one among them gave a statement.

The NBI will assist the rescued helper to return home to her two children in Davao.

“Yung finile namin is at least apat na charges, merong afasa, may Kasambahay Law, may Republic Act 10175, at merong expanded Anti- Human Trafficking in Persons Act,” said Lotoc.

(Our final is at least four charges: there is a fast, there is the Maid Law, there is Republic Act 10175, and there is the expanded Anti-Human Trafficking in Persons Act.)

Several Chinese nationals arrested in Parañaque City for scamming, forgery, fraud and other violations

Recently in the city of Parañaque, the National Bureau of Investigation (NBI) arrested several Chinese nationals who were caught doing scamming operations at the Casiana Residences and one of the suspects even tried bribing the law enforcers to release them, according to a Manila Bulletin news report.

Eighteen Chinese nationals have been arrested by the National Bureau of Investigation (NBI) for operating a suspected online scam hub at the Casiana Residences in Paranaque City.

One of those arrested, who was suspected to be the group’s leader, attempted to bribe the NBI operatives of P5.1 million for their release, NBI Director Jaime B. Santiago said.

Director Santiago on Wednesday, Oct. 30, presented to the media the suspects, including their arrested leader Hou Jusen.

He said the two Filipino companions of Hou will be used as state witnesses. They were not identified.

The 17 other Chinese nationals were identified as Zhao Jianjin, Huang Cheng Chi, Huang Bi Ying, Li Hui Juan, Lengxin Yu, Liu Xing Rong, Chen Zihao, Zhou You Liang, Chen Xing, Chen Qing Gang, Huang Zhixon, Riu Chen, Mao Jing Hang, Liu Xuan Wu, Wang Wen Bin, Yan Xiao Hong, and Yang Yun.

“Last night (Oct. 29) nagswoop down ang aming mga ahente at nakahuli nga ng labingpito na Chinese while actually engaged in scamming activities (Last night our agents swooped down at the illegal operation and arrested 17 Chinese while actually engaged in scamming activities),” Santiago said.

He said the operation was conducted by the NBI Cybercrime Division (CCD) and Special Task Force (STF) operatives who served a Warrant to Search, Seize and Examine Computer Data (WSSECD) issued by the Paranaque City Regional Trial Court (RTC) Branch 258.

“Na-seize namin ‘yung mga involved na gadgets, electronic devices (We seized their gadgets and electronic devices),” said NBI-CCD Chief Jeremy C. Lotoc.

Lotoc observed that the scam hub is massive “‘yung kanilang crypto transactions (they have massive crypto transactions).”

He said the operatives discovered social engineering scheme scripts, money muling activities, crypto investment activity, and romance scams.

The 18 arrested Chinese nationals were presented for inquest after their arrest. Hou was charged with corruption of public officials, falsification of public documents, and violating the Anti-Alias Law, Lotoc said.

8 illegal aliens who were arrested in Alabang will be deported

The eight foreigners apprehended for illegally staying in the country at a village in Muntinlupa City are set for deportation, the Bureau of Immigration (BI) said Friday.

Commissioner Joel Anthony Viado, in a news release, said seven Chinese nationals and a Vietnamese national were arrested by operatives of the BI’s intelligence division along three streets inside the village on Oct. 22.

“The homeowner association representatives of the Ayala Alabang Village were very helpful in helping us verify target areas,” he said in statement.

All of them were found to be undocumented — two of whom were also found to be overstaying while one was suspected to be an illegal entrant.

The Department of Justice (DOJ) and the National Bureau of Investigation (NBI) earlier reported that items used for online scamming were seized from the suspects.

Viado noted that they have received information that smaller “pockets” of scamming hubs are forming after the closure of big Philippine offshore gaming operator (POGO) hubs in the country.

“We have found reason to file deportation cases against them. They will be considered undesirables once their cases are resolved, and face deportation,” the BI chief added.

The operation was conducted with the Inter-Agency Council Against Trafficking (IACAT) and the NBI National Capital Region (NCR).

Recently in the progressive City of Muntinlupa, eight foreigners – seven Chinese nationals and one Vietnamese citizen – suspected for scamming got arrested inside a house in Ayala Alabang Village as a result of an operation by elements of the Bureau of Immigration (BI), National Bureau of Investigation (NBI) and the Presidential Anti-Organized Crime Commission (PAOCC), according to a Malaya Business Insight news report.

SEVEN Chinese and a Vietnamese suspected as scammers were arrested in an operation in Ayala Alabang Village in Muntinlupa City, the Department of Justice said yesterday.

In a statement, the DOJ said the operation, carried out with the Bureau of Immigration, National Bureau of Investigation and the Presidential Anti-Organized Crime Commission, stemmed from information provided by residents and corroborated by intelligence regarding the presence of the foreigners in the posh village.

The DOJ said three Chinese were initially nabbed, two of whom were found to be overstaying in the country, while the other one could not present any documentation.

It said one of the three served for a time as a manager of a Philippine Offshore Gaming Operator (POGO) hub in Porac, Pampanga.

“Upon entry, there was a live computer operated by a Chinese individual. When read by an interpreter, the screen showed scripts used in a standard phishing scam,” the DOJ said, adding operatives also found a voice-over IP, an equipment usually used in telephone scams to avoid detection.

Four Chinese and the Vietnamese were later arrested.

The DOJ said four failed to present documentation and were considered illegally staying in the country.

“One Chinese national, though not lacking in documentation, is suspected to have harbored the illegal aliens in violation of immigration laws,” the DOJ said.

Small groups from POGOs moving into residential areas

That being said, the National Bureau of Investigation (NBI) stated that the POGOs have been forming smaller groups which have moved into residential areas to secretly operate, according to a GMA Network news report.

Philippine Offshore Gaming Operators (POGOs) appear to be trying to evade the authorities by forming smaller groups and setting up in residential areas, the National Bureau of Investigation said amid a raid on a group of alleged scammers.

In a report by John Consulta on 24 Oras on Tuesday, 17 foreigners were arrested in the raid on a residential unit in Makati City. They were caught at their workstations for alleged scamming activities, including love scams and crypto scams.

“Pag nakakuha sila ng pool of information, magko-conduct sila ng background investigation kung sino ang target nila. Pag nakita nila yung pattern, yung character, yung hobby, yung daily activities at the same time yung longings ng kanilang victims, ie-engage nila through social engineering,” said National Bureau of Investigation (NBI) Cybercrime Division Chief Jeremy Lotoc.

(When they get a pool of information, they will conduct a background investigation on their target. When they see the pattern, the character, the hobby, the daily activities, and at the same time the longings of their victims, they will engage through social engineering.)

“Merong hacker, merong buyer ng data. May nakita kaming program-coded script na pwede magamit to access other systems without the authority nor consent of the system owner we assume meron silang activity in terms of hacking,” Lotoc added.

(There is a hacker, and there is a buyer of data. We found a program-coded script that can be used to access other systems without the authority or consent of the system owner. We assume they have activity in terms of hacking.)

The National Bureau of Investigation (NBI) said they are from big Philippine Offshore Gaming Operator (POGO) companies.

“Yung malalaking POGO, nag-group sila into smaller group, nag-o-occupy ng residential units, apartments, para hindi mahalata na POGO, yun pa rin. To continue their scamming activities,” said NBI Director Jimmy Santiago.

(These big POGOs form smaller groups and occupy residential units so that they can’t be detected. Then they continue their scamming activities.)

The NBI is already examining the computers to obtain the details of their victims, while an inquest has already been conducted on those arrested and they are facing online fraud complaints and the violation of the Cybercrime Prevention Act.

Globe warns customers about fraudsters calling them while pretending to be officials of the National Telecommunications Commission (NTC)

There is an ongoing trend here in the Philippines in which fraudsters/scammers have been calling up customers pretending to be officials of the National Telecommunications Commission (NTC) with the intention to extort money from them. Already there have been victims and telecommunication giant Globe recently warned the public about the trend and advised them not to be fooled by the fraudsters, according to a GMA Network news report.

Ayala-led Globe Telecom Inc. on Monday warned customers against a new vishing or voice phishing scam, where fraudsters call victims pretending to be officials of the National Telecommunications Commission (NTC).

According to Globe, scammers call victims claiming that their number had been linked to illegal activities, and would then extort money from them with threats of arrest if they do not cooperate.

“Criminals prey on our natural respect for authority, using it as a weapon to deceive and manipulate. This is what we see in this new scam modus, where fraudsters pretend to be NTC officials,” Globe chief information security officer Anton Bonifacio said in an emailed statement.

“We call on our customers to be very vigilant and do not fall victim to these scammers,” he said.

Globe also urged its customers to be wary of unsolicited calls, refrain from giving out personal information or financial details over the phone, and report suspicious calls to the authorities.

Parañaque City scam hub raided, Chinese nationals arrested

Recently in the City of Parañaque, local authorities raided a scam hub and arrested four Chinese nationals, according to a news report by the Philippine Star. The report also includes the arrest of a Chinese fugitive as a result of a separate operation in Parañaque.

Four Chinese were arrested recently during a raid on a suspected cryptocurrency investment and love scam hub in Parañaque City.

The facility reportedly posed as a licensed Philippine offshore gaming operator to conceal its illegal activities.

Wei Hanbing, 33; Wang Bo, 32; Wang Zhaoshan, 37, and Guo Dong, 26 were detained on Aug. 31 at Camp Bagong Diwa in Taguig. Authorities have turned them over to the Bureau of Immigration (BI).

Meanwhile, Zhang Xi, 38, who is wanted by the Chinese government and the Interpol, was apprehended on Sept. 8 in Parañaque, according to BI fugitive search unit chief Rendel Ryan Sy.

Zhang allegedly led an online criminal ring that designed a computer virus to remotely control around 4,200 computers in China, which gained over seven million yuan in ill-gotten profits since 2023.
