1.17 million passengers accommodated by NAIA during Holy Week travel

The Ninoy Aquino International Airport (NAIA) accommodated 1.17 million travelers during Holy Week from April 13 to 20, up 12.7 percent from the previous year.

Daily average volume was 146,611, peaking at 156,635 on Easter Sunday.

Domestic and international passenger traffic rose by 14.9 percent and 11.21 percent, respectively, year-on-year.

“This Holy Week showed how much better NAIA is becoming. We saw higher passenger numbers, but smoother and faster operations. That’s not by chance, it’s the result of planning, investment, and teamwork,” New NAIA Infra Corp. (NNIC) president Ramon Ang said in a statement on Monday.

The San Miguel Corp.-led NNIC attributed the smooth and orderly operations across all terminals to the efforts of key agencies and the operational improvements in recent months.

The Bureau of Immigration, for instance, deployed additional personnel and opened more counters at the country’s main gateway.

“As a result of these combined efforts, NAIA recorded an on-time performance (OTP) of 83.28 percent across all terminals throughout the Holy Week period —an indicator of smoother airport operations and more efficient turnaround for airlines,” the NNIC said.

Chinese national arrested at NAIA Terminal 1 for using a fraudulently acquired visa

Recently at Terminal 1 of the Ninoy Aquino International Airport (NAIA), elements of the Bureau of Immigration (BI) arrested a Chinese national who was found using a fraudulently acquired working visa, according to a Philippine News Agency (PNA) news article.

Bureau of Immigration (BI) officers at the Ninoy Aquino International Airport (NAIA) arrested a Chinese man for using a fraudulently acquired working visa.

In a statement, Immigration Commissioner Joel Anthony Viado said 23-year-old Li Xuanjun was intercepted at the immigration departure area of NAIA Terminal 1 in Parañaque City on Jan. 22 before he could board a Philippine Airlines flight for Quanzhou, China. Viado said Li’s name prompted a hit in the bureau’s automated derogatory check system.

The hit indicated that the passenger was wanted by the BI for possessing a working visa which he acquired through fraud and misrepresentation.

Verification made by the BI supervisors confirmed that Li and the person who is the subject of the derogatory hit are one and the same.

“We will be deporting him for being an undesirable alien which stemmed from his acquisition of a visa through dishonest means,” Viado said. “His inclusion in our blacklist effectively banned him from re-entering the Philippines.”

The passenger was turned over to the Order Control and Intelligence Unit which brought him to the warden facility in Taguig City as he undergoes deportation proceedings.

Records showed that Li’s working visa was canceled by the BI in 2023 after an investigation revealed that he acquired his visa upon the petition of a fictitious employer company.

A check with the Securities and Exchange Commission and the Department of Trade and Industry reportedly found that the purported firm is non-existent.

Operatives of the Bureau of Immigration (BI) arrested two Chinese passengers who attempted to leave the Philippines using counterfeit visas.

According to the BI, passengers Wang Dingku, 31, and Su Zhengkun, 25, were intercepted at the Ninoy Aquino International Airport Terminal 1 after trying to board a flight bound for Bangkok, Thailand, on Sunday.

The BI said the travelers presented themselves at the immigration counter for departure formalities when the immigration officers noticed discrepancies in their visas. This prompted the BI officers to refer the documents to the forensic documents laboratory for checking, which later confirmed the documents as fake.

The BI said the Chinese passengers also allegedly used the counterfeit documents to enter the country.

The two will be charged with violating the Philippine Immigration Act before the BI board of commissioners, which will issue the order for their summary deportation.

Bureau of Immigration says harboring foreign workers of POGOs means prosecution

As there are still over eleven thousand foreign workers of Philippine Offshore Gaming Operators (POGOs) who failed to follow the December 31, 2024 deadline (for departure) and remained in the country, the Bureau of Immigration (BI) warned the public that harboring them is a crime and it will lead to prosecution under the Philippine Immigration Act, according to a Manila Bulletin news report.

Persons harboring foreign workers of Philippine Offshore Gaming Operators (POGOs) will be prosecuted, the Bureau of Immigration (BI) warned on Wednesday, Jan. 8.

“Harboring illegal aliens is a serious offense, and we will pursue violations with utmost resolve,” said Immigration Commissioner Joel Anthony Viado.

He stressed that “the BI will not hesitate to file charges against anyone found violating Section 46 of the Philippine Immigration Act of 1940.“

Section 46 of the Philippine Immigration Act prohibits the “bringing of alien in the Philippines who is not lawfully entitled to enter or reside there, concealing or harboring an alien who is not lawfully entitled to enter or reside there, and attempting, conspiring with, or aiding another to commit any of the prohibited acts.”

Viado issued the warning after the BI revealed that over 11,000 foreign workers of POGOs failed to leave the Philippines on the Dec. 31, 2024 deadline.

For continuing to remain in the Philippines, the bureau said these aliens will be arrested and will face deportation proceedings, he said.

“Anyone who enables these individuals to remain in the Philippines illegally will face the consequences, and the law is clear, and there will be no exceptions,” he stressed.

In its pursuit to keep the public informed and oriented, the new operator of the Ninoy Aquino International Airport (NAIA) – San Miguel-led New NAIA Infra Corporation (NNIC) – recently launched its official website as well as social media accounts, according to a Manila Bulletin news report.

For the newcomers reading this, the operations of NAIA were recently turned over to NNIC which is a private entity. NAIA is still owned by the national government.

Chinese national arrested at NAIA Terminal 3 for stealing from judge inside the airplane

A Chinese national was arrested at the Ninoy Aquino International Airport (NAIA) Terminal 3 for stealing the handbag and money that belong to a judge while inside the airplane, according to a Manila Bulletin news report. A Chinese national was arrested after he was caught stealing from a female judge aboard a plane at the Ninoy Aquino International Airport (NAIA), the Bureau of Immigration (BI) said on Wednesday, Sept. 18.

In a statement, BI Officer-in-Charge Joel Anthony Viado identified the Chinese national as Lyu Shuming, 48, who was arrested at the NAIA Terminal 3 last Sept. 15. The BI did not identify the female judge.

“We will not allow these kinds of foreigners to victimize our kababayan,” Viado declared. Based on his statement, it can be presumed that the judge is a Filipino.

“The BI will continue to monitor the progress of this case, and blacklist any other members that might be found,” he added.

The BI said that Lyu, who was found to have a valid Philippine visa, was traveling with two other Chinese nationals identified as Xu Xianpu, 41, and Xie Xiaoyong, 54.

“All three have been recommended for inclusion in the BI’s blacklist,” the BI said as it noted that Xu and Xie were also suspected to be thieves and have been allowed to board an outbound flight.

The BI said the three Chinese nationals were transiting the Philippines from Malaysia to Hong Kong.

While aboard the plane, the BI said a flight attendant caught Lyu stealing a handbag and P63,000 in cash owned by a female judge who was traveling with two lawyers.

“He was said to have opened the overhead stowage bin to retrieve the bag owned by the judge,” it said.

Rehabilitation of airport begins as government formally turns over NAIA operations to San Miguel-led group

The rehabilitation of the Ninoy Aquino International Airport (NAIA) has officially started as a result of the government’s recent turnover of airport operations to the New NAIA Infra Corp. (NNIC) which is a San Miguel-led group, according to a news report by GMA Network. To be clear, the government still owns NAIA and the operations will be handed back by the private group many years from now. Over P140 billion will be invested on managing and improving the NAIA.

The government turned over Saturday the operation of the Ninoy Aquino International Airport (NAIA) to the San Miguel-led New NAIA Infra Corp., setting in motion the rehabilitation of the Philippines’ main gateway.

In a news release, the Department of Transportation (DOTr) said key officials of the agency and Manila International Airport Authority (MIAA) handed over the airport to its new private operator during a ceremony at NAIA’s Terminal 3.

“The baton has been passed and now it is our turn in NNIC to carry it forward to the finish line,” said NNIC general manager Lito Alvarez.

Transportation Undersecretary for Aviation Roberto Lim expressed support to NNIC, saying the takeover would be a precursor to a world-class and modernized NAIA.

“Today, we celebrate the competitive spirit of the winning consortium, which brings financial muscle, management expertise, and the technical operations strength and experience of Incheon Airport,” said Lim.

The turnover of NAIA’s rehabilitation, operations, and further development to NNIC, formerly SMC SAP & Co. Consortium, is seen to boost the airport capacity to meet growing demand by handling more flights and passengers, while improving service quality and compliance with International Civil Aviation Organization (ICAO) standards.

San Miguel-led NNIC is investing approximately P144 billion to manage and improve NAIA under a 15-year concession, extendable by 10 years, which would be contingent on meeting key performance targets.

The DOTr clarified that ownership of the airport will remain with the government. The agency said that at the end of the concession period, NNIC will return to the government the operations of NAIA.

The government signed the landmark concession agreement for the NAIA Public-Private Partnership (PPP) project on March 18.

Among the expected improvements in NAIA that the traveling public and other stakeholders can expect include expansion of the Passenger Terminal Buildings (PTBs), additional aircraft parking bays, increase in vehicular parking slots, installation of world-class systems and technology, more food and beverage (F&B) and retail options, more convenient land transport connectivity, among others.

Furthermore, flight delays and cancellations due issues with airport facilities are expected to be significantly reduced.

NNIC Chairman Ramon Ang said, “A world-class airport means more jobs, more tourists and a much more stronger and prosperous Philippines.“

The consortium is committing to modernize NAIA, increasing its capacity from 35 million passengers to 62 million passengers. Air traffic movement is also expected to be increased from 40 movements per hour to 48.

The rehabilitation is expected to generate at least 58,000 jobs for Filipinos.

The Bureau of Immigration intercepted two foreign nationals suspected of attempting to enter the country to work illegally.

According to a statement by the BI on Friday, 20-year-old Chinese national Ding Junda claimed he was visiting a relative in the country for eight days when he arrived at the Ninoy Aquino International Airport Terminal 3 on Sunday.

On Monday, 22-year-old Vietnamese Nguyen Thi Tuyet Trang arrived and said she was going to Tagaytay City for a holiday.

However, the two individuals confessed to working in the country during a secondary inspection, with Ding working as a parcel delivery rider and Nguyen as a nail technician.

Ding was also found to have been sponsored by another Chinese national outside the country.

“They were denied entry after our officers determined that they were likely to become a public charge, as stipulated by the provisions, resulting in their classification as excludable aliens under our immigration laws,” said BI Commissioner Norman Tansingco.

Immigration officials prevent two Chinese nationals from leaving the country

Immigration authorities have prevented two Chinese fugitives from fleeing the country at the Ninoy Aquino International Airport (NAIA) in Pasay City.

In a news release Thursday, Commissioner Norman Tansingco said Jun Zhang, 36; and Tianyi Zhang, 28, were intercepted and arrested on separate occasions on June 1 after they tried to depart the country for Bangkok, Thailand and Xiamen, China, respectively.

Jun, who was arrested while attempting to board a flight to Bangkok, presented himself as a Myanmar national with the name Lu Kyin Yang at the immigration counter.

“We received advanced information from the Chinese government that he is a fugitive in China and that he would be using that Myanmar passport to evade detection,” Tansingco said.

Jun reportedly arrived in the country in April, before Chinese authorities filed the information on his crimes with the BI.

Meanwhile, Tianyi was found to have a deportation order by the BI for being an undocumented and undesirable alien, after she was caught working for an establishment involved in prostitution and labor exploitation.

Tianyi and two other Chinese suspects also face a case before the Makati City regional trial court for the crime.

A hold departure order has been issued against them by the court to prevent them from leaving while their cases are still under trial.

“They are now detained at our detention facility in Camp Bagong Diwa, Taguig City where they will remain until they are deported,” Tansingco said.

A Chinese fugitive was barred entry to the Philippines and deported to China where he is wanted for illegal gambling activities, the Bureau of Immigration (BI) said on Sunday, June 9.

BI Commissioner Norman Tansingco identified the fugitive as Wang Yilin, 37, who was intercepted by immigration officers at the Ninoy Aquino International Airport (NAIA) Terminal 3 last May 29 following his arrival from Bangkok, Thailand.

“We granted the request of the Chinese embassy that he be sent back to China and stand trial for his alleged crimes,” Tansingco said.

Wang was deported last May 31 and was accompanied by Chinese police escorts, the BI said. He was also included in the BI’s blacklist and perpetually barred from entering the Philippines, it said.

The bureau said “a warrant for Wang’s arrest was issued by the Bengbu municipal public security bureau in Anhui province, China on Sept. 28 last year.”
