CMCI 2024: Muntinlupa is the 4th Most Competitive Highly Urbanized City of the nation, 1st on Innovation

The latest results of the Cities and Municipalities Competitiveness Index (CMCI) for the year 2024 showed that the City of Muntinlupa is now the 4th Most Competitive Highly Urbanized City (HUC) of the nation as well as a very high finisher among other categories including 1st place on Innovation.

Muntinlupa City, which was the 5th Most Competitive last year, scored 53.5967 points in total on Competitiveness among HUCs ranking 4th out of 33 overall.

Along the way, the city scored 12.2489 points for 1st place on the category of Innovation, 15.2697 points on Resiliency for 2nd place, 10.1075 points on Infrastructure for 3rd place, 11.9714 points on Government Efficiency for 6th place, and 3.9992 points on Economic Dynamism for 17th place. On the category of the Most Improved Rankings for 2024 among HUCs, Muntinlupa finished 7th place.

In addition, the City of Muntinlupa won awards during the Creative Cities and Municipalities Congress held on August 23, 2024, according to a Manila Bulletin news report. The awards are related to the CMCI 2024 research and results.

Recently, the City Government of Muntinlupa got the highest ranking in the National Capital Region (NCR) with regards to the Seal of Child-Friendly Local Governance for the year 2022 and they received the award, according to a Manila Bulletin news report.

Mayor Ruffy Biazon announced that the Muntinlupa City government got the highest rating in the National Capital Region for the 2022 Seal of Child-Friendly Local Governance.

He said he received the 2022 Seal of Child-Friendly Local Governance award from the Department of the Interior and Local Government (DILG). 

The award is given to local government units that have shown excellence in implementing programs for the youth and have passed the 2022 Child-Friendly Local Governance Audit (CFLGA).

Biazon said the Muntinlupa City government received a rating of 97 percent, the highest among LGUs in NCR.

“Mula pa noong 2015, recipient na ang Muntinlupa ng Seal of Child-Friendly Local Governance award. Patunay ito sa commitment natin sa pagsulong ng kapakanan at mga karapatan ng kabataang Muntinlupeño (Since 2015, Muntinlupa has been a recipient of the Seal of Child-Friendly Local Governance award. This is a testament to our commitment to advance the welfare and rights of Muntinlupeño youth),” said Biazon.

The City Government of Muntinlupa recently won a prestigious award (Gawad Edukampyon) in the field of education among highly urbanized cities (HUC), according to a Manila Bulletin news report. For the newcomers reading this, Gawad Edukampyon is a nationwide program launched by REX Education in collaboration with the Department of Education, Department of the Interior, and Local Government and Early Childhood Care and Development Council.

The Muntinlupa City government won the Gawad Edukampyon award in the highly urbanized city category for its efforts in Early Childhood Care and Development (ECCD).

Muntinlupa won the award for its Supplementary Programs on Early Stimulation and Promotion of Proper Health and Nutrition. This involved a wide range of initiatives, including feeding program, health services, sports activities, educational support, and social services for families.

The city also caters to the needs of parents through the Family Support Program, Tulong Panghanapbuhay Sa Ating Disadvantaged / Displaced Workers (TUPAD), and Parent Congress.

“Patuloy ang City Government of Muntinlupa sa pagsulong ng mahusay na childhood care services para sa mga kabataang Muntinlupeño. Gusto natin lahat ng mga bata sa Muntinlupa ay malusog, nakakapag-aral at may mabuting asal (The City Government of Muntinlupa continues to advocate great childcare services for our young Muntinlupeño. We want all children in Muntinlupa to be healthy, go to school and have good manners),” said Mayor Ruffy Biazon.

He added, “Maraming salamat sa ECED Muntinlupa, led by Ms. Jenny Mercado, sa pangunguna sa ating mga programa for childhood development (Thank you to ECED Muntinlupa, led by Ms. Jenny Mercado, for leading our programs for childhood development).”

The Las Piñas City government cited the accomplishments and outstanding contributions of some key city officials during its regular Monday flag-raising ceremony on March 18 held at the City Hall grounds.

City police chief Col. Sandro Tafalla was commended for his exceptional leadership.

Las Piñas Vice Mayor April Aguilar and Department of Interior and Local Government (DILG)-National Capital Region Las Piñas City Director Patrick John Megia lauded Tafalla and his team for their successful police operations that have significantly contributed to the city’s safety and order.

Aguilar said the Bureau of Fire Protection (BFP) awarded Barangay Almanza Uno for its achievement in public safety preparedness and for being the champion at the 11th Inter-Barangay Fire Olympics held last Saturday, March 16.

She said the award reflects the community’s commitment in enhancing their responsiveness and skills in fire safety and prevention.

Elite triathlete and back-to-back Southeast Asian Games (SEA Games) medalist Kim Mangrobang has officially been confirmed by the Philippine Sports Commission (PSC) as an awardee of the Women in Sports Awards which will happen on March 20, 2024 at the Rizal Memorial Coliseum in Manila.

In a March 8, 2024 official letter addressed to Mangrobang, PSC Commissioner Olivia “Bong” Coo wrote:

It is with immense pleasure and that we extend our warmest congratulations to You.

You have been distinguished as an awardee at the upcoming Women in Sports Awards, scheduled for 20 March 2024, at the prestigious Rizal Memorial Coliseum in Manila.

This distinguished event, the first of its kind in our nation, serves to recognize exemplary women athletes who have demonstrated outstanding prowess or given significant contributions into their respective fields in sports.

The Women in Sports Awards aim to highlight the extraordinary accomplishments of female athletes, offering them the recognition they truly deserve. This accolade not only celebrates their successes but also aims to inspire future generations of athletes to pursue excellence and foster a robust culture of sportsmanship and vitality within our community.

For the newcomers reading this, Kim Mangrobang (full name: Marion Kim Mangrobang) is one of the finest triathletes of the Philippines. In addition, during the ceremony, City Vice Mayor April Aguilar was awarded for Las Piñas City’s substantial support to environmental sustainability initiatives by Engineer Cezar Perillo, head of the City Environment and Natural Resources Office (CENRO). The award, presented during the “Greenership: Nurturing Partnerships for a Sustainable and Greener Future” forum on February 20, 2024, acknowledges the city’s efforts in backing the Department of Environment and Natural Resources (DENR) National Capital Region’s projects.

Recently in the progressive City of Muntinlupa, the City Government announced that it won the prestigious Consistent Regional Outstanding Winner in Nutrition (CROWN) award and a cash incentive of half-a-million Pesos during the National Nutrition Awarding Ceremony, according to a Manila Bulletin news report.

The Muntinlupa City government bagged the Consistent Regional Outstanding Winner in Nutrition (CROWN) award given by the National Nutrition Council (NCC).

Mayor Ruffy Biazon received the CROWN award and a cash incentive of P500,000 during the National Nutrition Awarding Ceremony on Feb. 12.

Muntinlupa received the award for the effective implementation of nutrition programs for three consecutive years.

According to Biazon, Muntinlupa previously received the Green Banner Seal of Compliance Award, the highest award given to LGUs for effective nutrition programs, in 2017, 2019, 2021, and 2022.

In addition, Alicia Tanabe of Barangay Alabang was named 2022 National Outstanding Barangay Nutrition Scholar awardee for implementing nutrition programs and improving the nutritional status of malnourished children in the barangay.

“Maraming salamat sa ating City Nutrition Committee at sa lahat ng nagtulung-tulong para makuha natin ang award na ‘to (Thank you to our City Nutrition Committee and to everyone who cooperated for us to receive this award),” said Biazon.

The CROWN award is given “to a municipality, city, or province that has been adjudged by the interagency regional nutrition evaluation team as outstanding in the region in the implementation of its nutrition action plan for three consecutive years.”

To date, 170 local government units (LGUs) have been given the CROWN award. Each awardee also gest P500,000 cash incentive and trophy.

LGUs that were able to maintain scores of at least 90 percent and 93 percent in the monitoring and evaluation of local level plan implementation (MELLP!) are conferred the first and second year CROWN Maintenance Award, respectively.

The CROWN Maintenance Award recipient gets P100,000 for first year maintenance. This year, the awardee for the second year CROWN Maintenance will receive P200,000 and certificate of recognition.

The Muntinlupa City government passed the 2023 Good Financial Housekeeping Assessment done by the Department of the Interior and Local Government (DILG) on all local government units in the country.

It received the Seal of Good Financial Housekeeping after passing the criteria set by the DILG including transparency, accountability, and compliance with financial regulations.

According to Muntinlupa City Treasurer Erwin Vibora, passing the assessment meant timely submission of financial reports, compliance with budget guidelines, effective revenue generation strategies, financial efficiency and internal control.

“Muntinlupa City’s attainment of the Seal of Good Financial Housekeeping for the year 2023 underscores its commitment to responsible financial stewardship, which in turn fosters public trust and confidence in the local government’s management of public funds,” he said.

Mayor Ruffy Biazon welcomed the results.

In what is clearly another effort to emphasize tourism in the Philippines and encourage stakeholders to be more active, the national government announced the revival of the Philippine Tourism Awards (PTA) which will recognize achievements and achievers in tourism, according to a Philippine News Agency (PNA) news article.

The national government is set to recognize the country’s outstanding travel stakeholders through the revival of the Philippine Tourism Awards (PTA) this year.

The Department of Tourism (DOT) launched the 2024 PTA, which is envisioned to become the “highest and most prestigious citation” in the Philippine tourism sector.

Tourism Secretary Frasco said the PTA will recognize hotels, resorts, destinations, local government units, tourism front-liners, homestays, MICE (meetings, incentives, conferences and exhibitions) venues, and other tourism stakeholders who continue to promote sustainable travel and the Filipino brand of service excellence, among others.

“It is important for us to give these awards and recognition because it encourages the continuous increase in quality of tourism services. It fosters excellence in ensuring the services to our tourists as well as encourages healthy competition among our destinations,” she said in an interview during the PTA launch at the Philippine International Convention Center in Pasay on Friday.

The inaugural PTA will have two major categories this year: the Philippine Tourism Pillar Awards and the Philippine Tourism Industry Awards.

The Philippine Tourism Pillars Awards will be accorded to pioneers and institutions who have made noteworthy contributions to the rise of tourism in the country.

Meanwhile, the Philippine Tourism Industry Awards will be a periodic national recognition program for both the private and public sectors involved in the development and promotion of Philippine tourism.

The application details for both recognitions may be accessed at https://beta.tourism.gov.ph/philippine-tourism-awards-3/.

Application for the Tourism Pillars Awards is until March 8 while submission for the Tourism Industry Awards will be accepted until March 30.

Application is free of charge, the DOT said.

In the 2024 edition of the ASEAN Tourism Awards held recently in Laos, the Philippines won big as three cities and more than twenty stakeholders won honors, according to a Philippine News Agency (PNA) news article.

Three cities and 21 tourism stakeholders from the Philippines have been recognized during the 2024 ASEAN Tourism Standard Awards in Vientiane, Laos.

The awarding ceremony was one of the activities in the ASEAN Tourism Forum 2024 which ran from Jan. 22 to 27, the Department of Tourism (DOT) said in a news release on Wednesday.

The cities of Baguio in Benguet, Ilagan in Isabela, and Tabuk in Kalinga were awarded as the ASEAN Clean Tourist City, the Department of Tourism

According to ASEAN Tourism Standards, these are the areas where the flow of visitors and where cultural, natural and/or man-made attractions exist.

Prime Properties Pearl Farm Beach Resort, Club Paradise Palawan, Bohol Beach Club, Seda Nuvali, and The Forest Lodge at Camp John Hay won the ASEAN Green Hotel Award.

This citation is given to hotel industry players whose operations are based on the achievement of sustainable tourism through environment-friendly principles, human resource development, resource consumption reduction, and local community involvement.

About 15 Philippine venues were given the ASEAN Meeting, Incentive, Convention, Exhibition (MICE) Venue Awards granted to physical spaces with quality facilities and impressive services, designed and provided for MICE activities with purposes for meetings, exhibitions, and events.

The major criteria for the awards encompass the standards of physical aspects, venue management, and people working within venues that competitively meet the requirements of MICE travelers. It is divided into three categories: room, exhibition venue, and event venue category.

Properties Bai Hotel Cebu, Clark Marriott Hotel, Hilton Clark Sun Valley Resort, Princesa Garden Island Resort & Spa, Seda Hotel Nuvali won the meeting room category; World Trade Center Metro Manila (Manila Exposition Complex), SMX Convention Center Manila, Cordillera Convention Hall by Baguio Country Club, Isabela Convention Center (ICON), and Iloilo Convention Center won the exhibition hall category; and Palacio del Sur by Marcian Group, Jpark Island Resort & Waterpark Cebu, Infinity Garden by Baguio Country Club, CAP-John Hay Trade and Cultural Center, Princesa Garden Island Resort and Spa by Modern Asia, Inc. were named as the winners for the event venue category.

Meantime, Palawan-based property Daluyon Beach and Mountain Resort was named as a lead partner for “Enchanting Gastronomical Sabang Delights, Beach Forest and Caves” under the ASEAN Sustainable Tourism Awards.

Tourism Secretary Christina Frasco said the winners made not only significant revenue contributions but also employed millions of Filipinos.

“These achievements reflect not only the excellence and dedication that you have put in with the development of tourism but also contribute significantly to the overall advancement and sustainability of the ASEAN tourism industry,” she said.

A total of 192 ASEAN Tourism Standards Awards were given to the member countries.
