Over 700 residents avail of free services from Las Piñas City’s Health and Wellness Caravan in Barangay Almanza Dos

Recently in the City of Las Piñas, more than seven hundred people availed of the free services that were offered during the Health and Wellness Caravan held at the TS Cruz covered court, the City Government announced via social media. The caravan was organized by the local health office and was attended by Vice Mayor April Aguilar.

Over 700 residents of Barangay Almanza Dos benefitted from a Health and Wellness Caravan held at the TS Cruz Covered Court on Tuesday, September 10, providing a range of free health services aimed at promoting community health and well-being.

The event, organized by the City Health Office, featured services such as medical consultations, blood sugar (FBS/RBS) and cholesterol testing, blood typing, chest X-rays, ECG, and nutrition and counseling services. A highlight of the event was the presence of the Las Piñas Dental Health Bus, offering free oral examinations, oral health education, tooth extractions, oral prophylaxis, and the distribution of oral health kits. Senior citizens were given access to pneumococcal vaccines, and a Greencard Help Desk and PhilHealth registration were also made available.

City Vice Mayor April Aguilar and City Health Office OIC Dr. Juliana Gonzalez graced the event, ensuring the success of the outreach initiative that catered to the medical needs of numerous residents.

Parañaque City scam hub raided, Chinese nationals arrested

Recently in the City of Parañaque, local authorities raided a scam hub and arrested four Chinese nationals, according to a news report by the Philippine Star. The report also includes the arrest of a Chinese fugitive as a result of a separate operation in Parañaque.

Four Chinese were arrested recently during a raid on a suspected cryptocurrency investment and love scam hub in Parañaque City.

The facility reportedly posed as a licensed Philippine offshore gaming operator to conceal its illegal activities.

Wei Hanbing, 33; Wang Bo, 32; Wang Zhaoshan, 37, and Guo Dong, 26 were detained on Aug. 31 at Camp Bagong Diwa in Taguig. Authorities have turned them over to the Bureau of Immigration (BI).

Meanwhile, Zhang Xi, 38, who is wanted by the Chinese government and the Interpol, was apprehended on Sept. 8 in Parañaque, according to BI fugitive search unit chief Rendel Ryan Sy.

Zhang allegedly led an online criminal ring that designed a computer virus to remotely control around 4,200 computers in China, which gained over seven million yuan in ill-gotten profits since 2023.

Las Piñas City Government releases cash aid to over 2,000 “Tara, Basa” beneficiaries

Recently in the City of Las Piñas, more than two thousand beneficiaries of the “Tara, Basa” program received cash aid from the City Government (in tandem with the Department of Social Welfare and Development), according to a Manila Bulletin news report. The distribution was led by Vice Mayor April Aguilar.

The Las Piñas city government, in coordination with the Department of Social Welfare and Development (DSWD), distributed cash aid to 2,119 beneficiaries of its “Tara,Basa” tutoring program on Thursday, September 12.

Las Piñas city Vice-Mayor April Aguilar led the distribution held at the Verdant covered court in Barangay Pamplona Tres.

Aguilar said the beneficiaries who finished the 20-day tutorial session received P4,700 cash for their service as tutors or youth development workers.

The tutoring program is a new initiative by the DSWD aimed at employing college students from low-income families as tutors for elementary school children struggling with reading.

Through the 20-day tutorial sessions, the tutors not only help improve literacy among young learners but also provide training for parents or guardians, enabling them to continue the tutorial support at home.

Meanwhile, parents who attended the 20-day “Nanay-Tatay” sessions covering topics such as communication and child behavior, were also given cash aid for their active participation.

Three people arrested in Muntinlupa City for multi-million Peso estafa scheme

Recently in the progressive City of Muntinlupa, law enforcers arrested three individuals for as a result of complaints received that the suspects were responsible for fraudulent activities involving a local property and several millions of Pesos, according to a Philippine News Agency (PNA) news article. The arrest happened in Barangay Poblacion.

Operatives of the Southern Police District (SPD) have arrested three suspects allegedly responsible for a PHP10 million estafa scheme known as ‘sangla-tira’ in Muntinlupa City.

In a report on Wednesday, SPD chief Brig. Gen. Leon Victor Rosete identified the suspects as alias ‘Alec’, 28, alias ‘Christina’, 48, and alias ‘Daniel’, 36, all arrested in an entrapment inside a restaurant in Barangay Poblacion at 3 p.m. Tuesday.

The operation stemmed from complaints about the suspects’ fraudulent activities related to the pawning and mortgage of a property located in Sucat, Muntinlupa City.

The suspects allegedly enticed victims with promises of substantial profits, using notarized contracts to lend an appearance of legality to their transactions.

During the operation, authorities recovered genuine a PHP1,000 bill on top of boodle money, three original sets of a contract to sell the property, two sets of acknowledgment receipts totaling PHP500,000, identification cards, mobile phones, and a gray Mitsubishi Expander registered to alias Christina while a Glock .9mm pistol was found in the possession of ‘Daniel’.

Further investigation revealed that Alec had previously been convicted for violation of Batas Pambansa 22 (Bouncing Check Law) by a court in Valenzuela City and was ordered to pay a fine of PHP400,000 and PHP1,000,000 as civil liability.

Three Chinese nationals arrested in Parañaque City for kidnapping Malaysian

Recently in the city of Parañaque, three Chinese nationals were arrested by the local police for the kidnapping of a Malaysian national, according to a news article by the Philippine News Agency (PNA). The police reacted to a report by the friend (a fellow Malaysian) of the victim who eventually got rescued.

Three Chinese nationals were arrested for allegedly abducting a Malaysian national in Parañaque City on Monday.

In a report, National Capital Region Police Office (NCRPO) chief Maj. Gen. Jose Melencio Nartatez Jr. identified the suspects as Li Xue Chang, 34; Huang Guanghong, 27; and Wang Yefu, 24; all residents of Shore Residences in Pasay City.

The suspects were arrested in an entrapment operation by the Parañaque City Police Station at about 5:30 a.m. along Diosdado Macapagal Boulevard in Barangay Tambo, which also led to the rescue of the 42-year-old victim.

Seized from the suspects were three caliber .45 pistols, six magazines, 38 rounds of ammunition, a bolo, a pocket knife, four cellular phones, boodle money, and a silver Mitsubishi Adventure vehicle used in the crime.

Investigation showed that the suspects abducted the victim at about 11 p.m. on Sept. 6 in Barangay Tambo.

The operation stemmed from the report of the victim’s friend, also a Malaysian national, who claimed the suspects sent him ransom demands and photos of the victim being tortured via messaging app Telegram on Sunday.

The arrested suspects are now facing criminal complaints of kidnapping, violations of Republic Act 10591 (Comprehensive Firearms and Ammunition Regulation Act), and Batas Pambansa 6 (An Act Regulating the Sale, Use, and Possession of Bladed, Pointed, or Deadly Weapons).

P85 million worth of assorted products in Parañaque City seized by BOC

Recently in the city of Parañaque, the Bureau of Customs (BOC) seized about P85 million worth of agricultural products, beverages and other imported items after doing an inspection at a local warehouse, according to a Philippine News Agency (PNA) news article.

An inspection of a warehouse in Parañaque City has yielded around PHP85 million worth of smuggled frozen agricultural and beverage products, the Bureau of Customs (BOC) reported on Sunday.

Commissioner Bienvenido Rubio said the operation was conducted after he issued a Letter of Authority (LOA) by the Customs Intelligence and Investigation Service-Manila International Container Port (CIIS-MICP) on Sept. 5.

Rubio said operatives of the CIIS-MICP served the LOA to a representative of the warehouse that was found containing various poultry, meat and other products from China suspected to be without proper customs duties and taxes.

“The audacity of these people to smuggle and hide agricultural products right in the heart of Metro Manila is beyond me. They belittle our laws and make a mockery of our hardworking Customs agents by thinking they can operate these illegal activities just a few kilometers from our port,” he said in a statement.

BOC-CIIS Director Verne Enciso said they found frozen duck meat, chicken meat, pork meat and food items with Chinese markings, and assorted food and beverage with foreign markings.

“The initial inventory found that these poultry products will amount to about PHP85 million in the market. But we’re still determining the actual cost once final inventory is conducted by our examiners,” he said.

The warehouse was temporarily padlocked and sealed to protect the subjected goods as the final inventory will be conducted by the assigned Customs examiner and witnessed by warehouse representatives, CIIS and Enforcement and Security Service.

The owners of the warehouses will be given 15 days to present the proper documents to clear out allegations they were hoarding imported agricultural products.

Criminal cases were filed against a Chinese national who was arrested in Parañaque for medical malpractice, the National Bureau of Investigation (NBI) reported on Friday.

Xu Yisheng, also known as Xu Xingzhe, underwent inquest proceedings before the office of the city prosecutor of Parañaque for violation of Republic Act 2382, or the Medical Act and estafa, NBI director Jaime Santiago said.

Santiago said they received information that Xu was maintaining a clinic in Parañaque and offering medical services to his compatriots for a fee.

The NBI, together with the Professional Regulation Commission, found out that the suspect is neither a licensed physician, nurse nor medical technologist and is not authorized to practice medicine in the country.

POGO operations inside Parañaque village continuing despite nationwide ban

Recently in the city of Parañaque, it was revealed that there still some Philippine Offshore Gaming Operators (POGO) hubs inside a certain village operating even though the nationwide ban came into effect, according to a GMA Network news report.

A homeowners association (HOA) in Parañaque City on Wednesday said operations of some Philippine Offshore Gaming Operators (POGO) hubs in the gated community allegedly continued despite the ban.

Julio Templonuevo, president of the Multinational Village HOA, said POGO operations in their village were reduced following the pronouncement of President Ferdinand Marcos Jr.

“We think partially may effect pero hindi pa 100% kasi may existence pa,” Templonuevo told Kapihan sa Manila Bay.

(We think it may have a partial effect, but not 100% yet, because some POGOs are still there.)

“Generally, malaki ang improvement ng pronouncement…Since may government directive, medyo okay na. Malakas na ang loob ng homeowners na magsumbong,” he said.

(Generally, there’s been a significant improvement after the pronouncement…Since the government issued a directive, it’s gotten better. Homeowners are now more confident to complain.)

According to Templonuevo, some Chinese previously rented residential units at the Multinational Village to use as POGO structures. Lease payments reached P500,000 per month before but dipped to P200,000 to P300,000 monthly.

“Ito educated guess, una ‘yung location napakalapit dito. Napaka-convenient. 5 minutes nasa airport ka na,” said Templonuevo.

(This is an educated guess but they might have chosen our village because of our location. It’s very convenient, you can be in the airport in five minutes.)

“Napili ‘yung sa’min na malaki ang area dahil they can accommodate more people kasi ‘yung surrounding namin basically low-cost housing ‘yan eh,” he added.

(Our area can also accommodate more people because the surrounding areas have low-cost housing.)

LTFRB launches investigation on transport network vehicle service company over the Parañaque City robbery-and-rape of Vietnamese woman

In response to the robbery and rape of a Vietnamese woman who availed of a private transportation service in Parañaque City, the and Transportation Franchising and Regulatory Board (LTFRB) launched an investigation and could penalize Grab Philippines, according to a Philippine News Agency (PNA) news report.

It should be recalled that the victim was dropped off in Barangay San Dionisio where she reported to the police who in turn arrested the suspect driver in Laguna. The driver’s accomplice has yet to be caught as of this writing. The suspect driver admitted to the crime that happened.

The Land Transportation Franchising and Regulatory Board (LTFRB) has launched an investigation into the alleged robbery and sexual assault against a Vietnamese national and is eyeing sanctions against transport network vehicle service (TNVS) company Grab Philippines.

In a statement on Wednesday, LTFRB chair Teofilo Guadiz III said a letter was sent to Grab asking to explain what transpired during the incident. Grab has five days to explain before the LTFRB decides on the case.

“Puwede ho naming ma-suspend ‘yung kanilang app for at least 30 days sa first offense po, kung makita mang may kapabayaan po, pero ‘yan po ay gagawin namin ‘yan as a matter of due process (We can suspend their app for at least 30 days as a first offense, if we see negligence. But we will do that as part of due process),” Guadiz said.

Aside from suspension, the company may also face fines if found negligent. Possible sanctions will be enacted after the investigation.

To date, the LTFRB has filed a police report to validate the facts of the case, has written to Grab, and has also reached out to the victim to get her side of the story.

“Mag-iimbestiga kami definitely and then kung sino nga po yung may kasalanan, mananagot po (We will definitely investigate and whoever is found guilty, they will be held accountable),” he said.

He called on the public to be cautious in using ride-hailing apps and to inform a trusted person about the details of their trip.

“Always verify the driver’s identity, share your trip details with a trusted person, and stay alert throughout the journey to ensure your safety,” he said.

On Sept. 5, a Vietnamese woman was allegedly robbed and raped during a ride with a TNVS service in Parañaque City.

The woman was said to have been driven around by the driver and they were later joined in the vehicle by an accomplice. The accomplice threatened the victim with a knife and took PHP35,000 in cash before the sexual assault.
