Philippines October 2025 Inflation Settles At 1.7%

Inflation in the Philippines landed steady at 1.7% for the month of October, according to a Manila Bulletin business news report. By comparison, the inflation rate for September 2025 was at 1.7%.

The country’s inflation rate held steady at 1.7 percent in October, unchanged from the previous month and lower than the 2.3 percent recorded in October 2024, the Philippine Statistics Authority (PSA) reported on Wednesday, Nov. 5.

Headline inflation averaged 1.7 percent during the first 10 months of 2025, below the government’s two- to four-percent target range of annual consumer price increases deemed manageable and conducive to economic growth.

PSA data showed that the main drivers of inflation last month were housing, electricity, gas, and other fuels, which contributed 34.6 percent or 0.6 percentage point (ppt) to the overall headline rate.

Other major contributors to the stable inflation rate were restaurants and accommodation services, with a 14.6-percent share or 0.2 ppt, and food and non-alcoholic beverages, with a 13-percent share or 0.2 ppt.

National Statistician Claire Dennis S. Mapa noted that while rice and corn recorded faster negative inflation rates of 17 percent and 8.1 percent, respectively, challenges persist in other food groups. He said inflation for fish and other seafood rose to 8.2 percent in October from 7.9 percent in September.

The PSA also reported that inflation for oils and fats rose slightly to 9.4 percent in October from 9.3 percent in September, while fruits and nuts shifted from a positive inflation rate of 0.5 percent in September to a deflation of 1.4 percent in October.

“Rice is still going down in terms of month-on-month, but there are other items in the basket that are also increasing,” Mapa said.

Mapa reported that the average price of regular milled rice dropped to ₱40.09 per kilo in October from ₱50.22 in the same month last year, reflecting a 20.2-percent year-on-year decline. He added that prices also inched lower from ₱40.23 in September, indicating a continued month-on-month decrease of 0.3 percent.

For well-milled rice, Mapa said the average price fell to ₱46.49 per kilo in October from ₱55.28 in the same month last year, marking a 15.9-percent year-on-year decline. He added that the price was almost unchanged from ₱46.50 in September, indicating stable month-on-month movement.

For special rice, Mapa reported that the average price dropped to ₱56.39 per kilo in October from ₱63.97 in the same month last year, reflecting an 11.2-percent year-on-year decline.

“We can see, particularly the regular milled rice—it has a big year-on-year drop in terms of prices. This is about ₱10 per kilo, year-on -year, the average reduction in prices,” he added.

Mapa added that meat inflation declined from six percent to 5.2 percent, while vegetable price increases, though slowing down, remained elevated, easing from 19.4 percent to 16.6 percent. He also noted that, month-on-month, prices dropped more sharply in October compared to September.

PSA data also showed that inflation in October remained unchanged from the previous month for several sectors, including household operations, education services, and restaurants and accommodation.

Philippines inflation rate falls below 1% in July 2025

The country’s inflation or the rate of increase in the prices of goods and services reversed its path in July 2025 after decelerating to 0.9 from month-ago’s 1.4 percent, driven primarily by the slower upticks in electricity rates and prices of liquefied petroleum gas (LPG).

The latest inflation figure, the lowest since October 2019’s 0.6 percent, brought the average in the first seven months this year to 1.7 percent, still below the government’s 2 to 4 percent target.

National Statistician Claire Dennis Mapa, in a briefing Tuesday, said food and non-alcoholic beverages also contributed to the lower inflation rate last July due to lower price increases of several items like rice, vegetables, tubers and cooking bananas; and fuel prices.

He said a continued drop in rice prices is seen to result in slower uptick for this particular item for the rest of the year, despite the proposal to stop rice importation and increase tariff to protect local farmers.

The government increased rice importation and lowered rice tariff from 35 percent to 15 percent for a period, starting in the second half of 2024 until 2028 to address rice price hikes.

This resulted in lower rice inflation, from 14.7 percent in August 2024 to 0.8 percent in December last year. Mapa forecast rice inflation to remain in negative territory for the next four months.

“The expectation is negative average rice inflation for the whole year,” he said in a mix of Filipino and English.

In terms of the impact of recent typhoons, Mapa said prices of vegetables have inched up in the second half of July, which is normal during typhoon season.

While inflation is seen to remain low, he pointed out that there are threats such as the higher prices of pork products, due to the impact of African swine fever; higher demand for chicken meat, as an alternative to pork, and rising prices of fish.

Deflation in low-income households – With the government is offering cheaper rice to the vulnerable sector, inflation rate for the bottom 30 percent income group as of July slipped to -0.8 percent from the year-ago’s 5.8 percent, the Department of Economy, Planning, and Development (DEPDev) noted.

Aside from rice, other contributors to the lower inflation rate for the bottom 30 percent income group are slower upticks in the prices of corn and vegetables and tubers, it said.

“The sustained drop in rice prices and the easing of inflation for low-income households are clear signs that our interventions are working. This not only helps Filipinos preserve the value of their peso but also builds confidence for businesses and consumers to plan ahead,” DEPDev Secretary Arsenio Balisacan said.

“While we expect the overall inflation for 2025 to remain favorable and supportive of domestic demand, we remain vigilant against external risks, including global policy shifts and geopolitical tensions,” he said.

New rules streamlining VAT refund processes will make Philippines more attractive to foreign investors

The Bureau of Internal Revenue (BIR) expects the new rules streamlining the value-added tax (VAT) refund process — a key reform under the Corporate Recovery and Tax Incentives for Enterprises to Maximize Opportunities for Reinvigorating the Economy (CREATE MORE) Act – will make the Philippines a more attractive destination for foreign investors.

In a televised interview, BIR Commissioner Romeo Lumagui Jr. said the new regulations are consistent with President Ferdinand Marcos Jr.’s broader goal of making the country more business-friendly.

“Ang expectation natin, makikita ng mga dayuhang investors na seryoso ang pamahalaan na pagbutihin ang pagnenegosyo at papadaliin ang pagnenegosyo dito sa ating bayan (Our expectation is that foreign investors will see that the government is serious on business and in easing the doing of business in our country),” Lumagui was quoted as saying in a news release on Saturday.

“So, we’re hoping that it will encourage foreign investors to do business here in the Philippines,” he added.

According to the BIR chief, the main objective of CREATE MORE, as well as other BIR efforts, is to ease the doing of business and payment of taxes.

Republic Act No. 12066 or the CREATE MORE Act amended the National Internal Revenue Code to provide greater tax relief and incentives for businesses, particularly exporters.

To implement this, the BIR issued Revenue Memorandum Circular No. 37-2025 on April 10, which reduces the documentary requirements for VAT refund claims.

Under the new guidelines, certified true copies of invoices or receipts may now be submitted in place of original documents.

There was also a reduction of three documentary requirements, particularly the proofs of registration with the Securities and Exchange Commission or Department of Trade and Industry (DTI), whichever is applicable, and the copies of Import Entry and Internal Revenue Declarations/Informal Import Declaration and Entry or Single Administrative Document.

For claims involving amortized input VAT on capital goods, prior certifications from the Bureau of Customs may be reused if already submitted in past filings.

Furthermore, for VAT refund claims starting April 1, exporters are no longer required to submit actual proof of shipment, such as bills of lading.

Instead, the BIR will rely on a certification from the Export Marketing Bureau of the DTI, following a newly signed agreement between the two agencies.

“Ngayon pinadali natin ang proseso sa pakikipag-coordinate sa DTI. So, may kanya-kanyang role ang bawat isa para hindi na rin magdoble-doble ang mga requirements at pag-iimbestiga kung talagang merong mga inexport ang isang entity (We made the process easier through our coordination with the DTI. The Department of Agriculture (DA) has recommended retaining the 15% tariff on imported rice to help mitigate the effects of inflation in local prices.

In a public briefing on Wednesday, DA spokesperson Assistant Secretary Arnel de Mesa said that they aim on lowering the effects of inflation throughout the agricultural industry.

“Napakaimportante yan sa buong ekonomiya ng ating bansa, at masigurado din natin na maging tuloy-tuloy ang mga programa natin na mas mababang presyo ng bilihin di lamang ng bigas kundi iba pang agricultural commodities,” said de Mesa.

(It is very important to the economy of the entire country, and we should ensure that our programs to lower the prices of commodities will continue, not just rice but other agricultural commodities.)

He further said that the majority of every P100 that poor Filipino families spend were used to purchase rice.

“Mga 25% kasi ng bigas na kino-consume natin ay imported. So, kung mapapanatili natin na mababa ang taripa at 15%, mas masisigurado natin na yung pangkalahatang presyo ng bigas ay mas magiging matatag at hindi makakaapekto sa price spikes kung magkakaroon man. Yung inflation overall natin, mapapanatili nating mababa kung mananatiling mababa presyo ng bigas,” he added.

(About 25% of the rice we consume is imported. So, if we keep the tariff low at 15%, we can better ensure that the overall price of rice will remain stable and won’t affect any price spikes. We can keep or overall inflation lower if we keep the price of rice low.)

DA said that they consider the price of rice in international markets, exchange rates, logistics costs from the port of origin, and productivity in the country when considering rice tariffs.

“Napakaimportante lalo na sa panahon ng lean months, ay masigurado natin na yung imported na bigas ay maganda ang presyuhan para di maapektuhan din yung presyo ng local na supply natin. Yung timing is really important to make sure natin na mapapanatili natin na matatag ang presyuhan ng bigas,” he said.

DTI says cash aid and price monitoring related to rice to continue

Financial aid distribution to rice retailers and monitoring of rice prices will continue despite President Ferdinand R. Marcos Jr.’s announcement Wednesday about the lifting of the price cap on regular and well-milled rice.

Trade and Industry Secretary Alfredo Pascual, in a press conference in Makati City Wednesday, said the government will still release the financial aid to small retailers selling the said rice varieties who have not received the PHP15,000 cash assistance.

As of Sept. 29, the government, through the Department of Social Welfare and Development (DSWD), has released a total of PHP217.2 million under the Sustainable Livelihood Program-Economic Relief Subsidy to 14,480 out of the 19,685 targeted rice retailers nationwide.

DTI has helped the DSWD in identifying, profiling, and validating the beneficiaries of the cash aid.

Since Executive Order 39, which set price ceilings of PHP41 per kilo for regular-milled rice and PHP45 a kilo for well-milled rice, took effect last September 5, the Trade Chief said the compliance rate of retailers nationwide was high at 81.46 percent as of Sept.28.

“There’s (a) good number of sellers selling within those price(s),” Pascual said, adding that prices of these rice varieties in Regions 2 (Cagayan Valley) and 3 (Central Luzon), the country’s rice granary, are even lower at around PHP38 per kilo.

He noted that since rice is being produced in these regions, logistics costs are much lower.

Fair Trade and Enforcement Bureau (FTEB) Director Fhillip Sawali, during the same briefing, also assured that DTI will continue monitoring rice prices, in coordination with the Department of Agriculture, despite the lifting of the price cap on rice.

“We will see the full force of the market because the PHP41 and PHP45 (price caps) are no longer mandated,” he said.

“There is a continuing role for the DTI to play post-EO 39” since there is a need to “see if they (rice traders) continue to follow or nearing their prices at PHP41 and PHP45,” he added.

The Muntinlupa City government has imposed a moratorium on the collection of rental payment from stall holders engaged in the selling of rice as assistance to them following President Marcos’ decision to put a price cap on regular and well-milled rice.

Marcos issued Executive Order No. 39 on Aug. 31 imposing a mandated price ceiling of P41 per kilo for regular milled rice and P45 per kilo for well-milled rice. The rice price cap took effect on Sept. 5.

To assist the affected rice retailers, the Muntinlupa City Council passed Ordinance 2023-120 “imposing moratorium on rental payment for public stall holder in the retail business of selling rice during the effectivity of Executive Order No. 39 or the imposition of mandated price ceiling on rice.”

Mayor Ruffy Biazon signed the ordinance on Sept. 26, which became “effective immediately upon its approval.”

According to the ordinance, the President issued E.O. 39 “with an end view to put a price cap on rice in the effort to ease off the increasing price of the staple caused by illegal price manipulation such as hoarding by opportunistic traders and collusion among industry carters in the light of the lean season, as well as global events taking place beyond the Philippines’ control, such as the Russia-Ukraine conflict, India’s ban on rice exportation, and the unpredictability of oil prices in the world market, among other factors, have caused an alarming increase in the retail prices of rice/”

The Department of Interior and Local Government (DILG) issued Memorandum Circular No. 2023-131 for mayors to assist and ensure the effective regulation of the price of rice through “regular inspections of public and private markets, as well as rice warehouses; activation of hotlines, consumer complaints desk, and Timbangan ng Bayan; and deputation of barangay officials and non-government organizations to monitor abnormal price increases,” the ordinance added.

A total of 44 rice retailers received cash assistance or “ayuda” from the national government in Muntinlupa following the imposition by President Marcos of a rice price cap on regular milled and well-milled rice.

The Muntinlupa City government headed by Mayor Ruffy Biazon assisted in the distribution of the cash assistance of P15,000 for each of the 44 rice retailers, or a total of P660,000.

The cash assistance is part of the President’s program to help rice retailers affected by his Executive Order No. 39, which imposed a price ceiling of P41 for regular milled rice and P45 for well-milled rice starting on Sept. 5.

“Ang ginawa ng Pangulo ay nagpadala ng assistance sa mga retailers para makabawi sila sa losses nila dulot ng Executive Order 39. Patuloy ang coordination natin sa mga ahensya ng pamahalaan tulad ng DTI, DA at DSWD. Hopefully matapos na ang problema natin sa nalalapit na panahon (What the President did was to send assistance to the retailers so they can offset the losses caused by Executive Order 39. Our coordination with government agencies like DTI, DA and DSWD continues. Hopefully we can end the problem soon),” said Biazon.

The cash assistance was distributed by the Department of Social Work and Development, together with the verification teams from the Department of Trade and Industry, Department of the Interior and Local Government, Local Economic Investment and Promotion Office (LEIPO), and Business Processing and Licensing Office (BPLO), which submitted the list of micro rice retailers.

Cambodia is exploring opportunities to directly export rice to the Philippines, offering an alternative and cheaper source of rice for the country.

Department of Trade and Industry (DTI) Secretary Alfredo Pascual met with a Cambodian delegation on Thursday, led by chief executive officer of the state-owned Green Trade Company Chan Sokty and the president of the Cambodia Rice Federation Okhna Chan Sokheang.

Green Trade is the counterpart of DTI’s Philippine International Trading Corp. (PITC).

The Cambodian delegates are also exploring exporting rice through a government-to-government arrangement between Green Trade and PITC.

“They are still in the fact-finding stage. They are surveying our markets,” Pascual told reporters.

Pascual said Cambodia has a rice surplus of 50 percent of its total rice production, and the Southeast Asian country intends to sell it directly to neighboring countries and also in Europe.

Cambodian rice can enter the Philippine market at 35 percent tariff rate.

Pascual added the Cambodian delegates said they can commit to supply 3 million metric tons of rice to the Philippines, which is the level of imported rice by the country in 2022.

Earlier, Go Negosyo founder and ASEAN Business Advisory Council chair Joey Concepcion said Cambodia expressed intention to directly export unmilled rice to the Philippines on the sidelines of the ASEAN Summit in November 2022.

Concepcion then said Cambodia exports unprocessed rice to Vietnam, wherein the country processes the rice before exporting to other countries like the Philippines.

More than 80 percent of the country’s rice imports are sourced from Vietnam, according to the Bureau of Plant Industry.

My Observations: Mutya ng BF Homes pageant

About a month ago, the Barangay BF Homes Sangguniang Kabataan (BFSK) and its personnel pulled off something pleasurable which its constituents enjoyed. I’m talking about their beauty pageant called Mutya ng BF Homes.

Held on the evening of October 19 at the Phase 1 gym along Pilar Banzon street, BF Homes subdivision, Parañaque City, the Mutya ng BF Homes was, in my view, nicely organized and it had a touch of class. Organizing aside, the decorations were eye-catching and the lighting system was of high standard. The BFSK headed by chairperson Mariel Angela Tumang accompanied by SK Kagawads Alma Galindo, Roselyn Regis, Jerry Dalmero, Kelly Haboc, Irene Juanico, Anne Gabrielle Corre and Stephanie Sebullen plus SK secretary Darrenz Fabros and SK treasurer Jefferson Ching.

The pageant showcased sixteen candidates composed mainly of ladies from the developing communities and a few from private subdivisions of BF Homes. Previously I wrote about the screening of candidates which was held at Barangay BF Homes hall along Elsie Gatches street (and NOT in the Barangay BF gym which a certain BF Homes community print media publication claimed in its pretentious and unprofessional front page story) which I personally attended (check out the videos of the screening I posted on my official FB page plus the pictures in my article) From the screening to the pageant itself, I can say the BFSK is dedicated to realizing its special event.

Who were the winners? Declared as Mutya ng BF Homes 2019 was Charity Dawn Jamon of Target. Other major winners by category were Maria Carla Ret of Masville (Tourism), Samantha Danielle Samooc of Clinicville (Parish), Aira Kate Kawit of J. Estrada 1 (1^st Princess) and Blessed Joy Catugda of Governor Santos (2^nd Princess).

On the other categories, declared as Best in Swimwear and in Casual Wear was Jamon of Target, while Best in Production Number, Evening Gown and Sunduan went to Samooc of Clinicville. The winners received varied prizes from the sponsors as well as honors related to their respective titles.

Apart from the showcase of the candidates per category through the night, the BFSK itself performed a few times on stage to the delight of the many spectators who cheered a lot. Along the way, SK Kagawad Alma Galindo sang to the delight of the audience. She proved that she is as talented as she is pretty.

More on the audience, there were a lot of youth present and they enjoyed the event. There were also guest appearances by City Councilors Binky Favis and Tess de Asis (who on stage confirmed she participated in beauty pageants during her youth), Barangay Kagawad Cielo Lazatin with husband Alfred (former Barangay Kagawad) and more.

Ultimately, the successful organizing of the Mutya ng BF Homes proved that the BFSK can deliver a fun-filled event apart from engaging a large number of community youth with seminars, sports-related events and other activities. The BFSK is clearly moving forward with its independence from Barangay BF Homes. Also I encourage the private sector stakeholders reading this (note: watch your back for those sleazy, unethical and irresponsible local community print media practitioners who ripped off my South Metro Manila articles and used key details for their publishing without my consent. They think they can fool you into advertising with them) to take a close look at the BFSK for possible sponsorship of their upcoming events and activities.

The year is not yet over but I personally congratulate chairwoman Mariel Tumang and the kagawads and officers of the Barangay BF Homes Sangguniang Kabataan for what they achieved since they took office in mid-2018. The SK system of the Philippines, as we know it, is modernizing a lot since it was reformed and its results are being realized in the BF Homes community.

Watch out for what the BFSK can pull off in twenty-twenty.
