President Marcos signs into law VAT on foreign digital services

Foreign entities that provide digital services to their customers here in the Philippines will have to pay their fair share of taxes as President Ferdinand “Bongbong” Marcos, Jr., recently signed into law Republic Act Number 12023 (RA12023) which imposes the 12% value-added tax (VAT) on foreign digital service providers (DSPs), according to a Philippine News Agency (PNA) news article.

President Ferdinand R. Marcos Jr. signed into law on Wednesday a measure imposing a value-added tax (VAT) on foreign digital services providers (DSPs).

A priority measure of the administration, Republic Act (RA) 12023 imposes a 12 percent VAT on foreign DSPs, such as Netflix, Disney, and HBO, to generate additional revenue for the government.

In his message, Marcos said the new law would level the playing field for local providers.

“If you are reaping the rewards of a fruitful digital economy here, it is only right that you contribute also to its growth. After all, whether you are a small tech startup or a global tech giant based halfway around the world, if you are making money here in the Philippines, you’re a part of our community, and with that comes a shared responsibility,” Marcos said.

According to the President, about PHP105 billion in revenue is expected to be collected in the next five years due to RA 12023.

The amount is enough to build 42,000 classrooms, more than 6,000 rural health units, and 7,000 km of farm-to-market roads, the Chief Executive noted.

Additionally, 5 percent of the revenues generated by the law will be allocated to the local creative industry.

“This means our artists, filmmakers, musicians, the very people who fill our platforms with storage and the content, will directly benefit. It ensures that our creative talents are not just surviving in a competitive digital market, but will be allowed by fairness and progress,” Marcos said.

The President thanked the legislators for passing the measure even as he called on companies covered by the law to support and heed the rules of the Act.

‘Fair and square’ tax policies – Senator Sherwin Gatchalian, meanwhile, said the new law is expected to address revenue losses by clarifying the taxability of non-resident digital service providers and addressing the ambiguity in the previous law.

“We believe in the importance of creating an environment where our digital services providers, whether they are nonresident or local, operate under fair and square tax policies,” Gatchalian said in a statement. He said the new measure does not mean a new tax imposition.

Philippines inflation down to 1.9% this past September, lowest since May 2020

The inflation rate of the Philippines fell down to 1.9% for the month of September 2024 which marks a 4-year-low, according to a Philippine News Agency (PNA) news article.

The country’s headline inflation further eased to 1.9 percent in September this year, the lowest recorded since the 1.6 percent in May 2020.

Headline inflation was at 3.3 percent in August and 6.1 percent in September last year.

In a briefing on Friday, National Statistician Dennis Mapa said the latest data brought the year-to-date inflation to 3.4 percent, which is well within the government’s 2 to 4 percent target.

Mapa said the downtrend in the overall inflation was due to the slower annual increase in food and non-alcoholic beverages at 1.4 percent from 3.9 percent in August.

Food inflation, in particular, eased to 1.4 percent in September from 4.2 percent the previous month.

Mapa said the deceleration in food inflation was due to the slower inflation rate of rice at 5.7 percent from 14.7 percent in August.

Other contributors to the lower food inflation include the faster decline in the inflation of vegetables, tubers, cooking bananas, and pulses.

Lower inflation rates were also reported for corn, flour, bread and other bakery products, meat and other parts of slaughtered land animals, and ready-made food and other food products.

In a separate statement, the National Economic and Development Authority (NEDA) assured the public that the government remains committed to stabilizing commodity prices.

“The continued slowdown in inflation is expected to boost consumer confidence, driving higher spending and consumption and fueling business expansion,” said NEDA Secretary Arsenio Balisacan.

“Additionally, easing food prices will relieve low-income households, enabling them to allocate more to other essential needs such as education and health. We will sustain the momentum as we assure the public that we will continue to pursue and carry out strategies to maintain stable prices of food and other commodities,” he added.

Balisacan said the Executive Order issued by President Ferdinand R. Marcos Jr., which reduced the rice tariffs to 15 percent, helped bring down rice prices.

“While we expect lower tariffs to reduce rice prices, we should continuously support local production through increased agricultural funding to complement this short-term measure,” Balisacan said.

The NEDA chief assured the public that the government is ready to address other inflationary pressures affecting food, such as the continuing prevalence of African swine fever (ASF), through the delivery of vaccines.

Alice Guo and five others charged for falsification, obstruction of justice and more

Former Bamban mayor Alice Guo (AKA Guo Hua Ping) and five others have been formally charged by the National Bureau of Investigation (NBI) for falsification by a notary public, the use of falsified documents, perjury, and obstruction of justice, according to a Philippine News Agency (PNA) news article.

The National Bureau of Investigation (NBI) on Thursday filed additional criminal charges before the Department of Justice (DOJ) against former Bamban, Tarlac mayor Alice Guo and five others over the irregularities in her filing of a sworn counter-affidavit in another case.

Named respondents were Guo, lawyer Elmer Galicia, Dante Catapay, Cheryl Medina, Catherine Salazar, and Geraldine Pepito.

“The cases we filed against them are falsification by a notary public, use of falsified documents, perjury, and obstruction of justice,” NBI Director Jaime Santiago said in a press briefing.

The charges arose from a motion to re-open filed by Guo’s lawyers in a separate charge for qualified trafficking against her.

Legislators concluded that Guo could not have signed the motion before the notary as she had already fled the country by that time.

NBI Chief Fraud and Financial Crimes Division and Task Force Alice Guo head Palmer Mallari said the investigation involved original documents from before and after Guo slipped out of the country.

“We collected sample signatures on original documents before the Bamban municipality as prior sample specimen signatures. We also collected sample specimen signatures purportedly signed subsequent to the days of the counter affidavit. This is for purposes of submitting that to our document division,” Mallari said.

“After the examination of our QDD (NBI- Questioned Documents Division), it was proven that the sample signatures appearing on all those documents as compared to the supposed signature appearing on the CA were not written by one and the same person,” he said.

Justice Secretary Jesus Crispin Remulla said they would most likely pursue the administrative complaint before the Supreme Court (SC) against Galicia, the notary public.

“Dapat lang (Absolutely), we should pursue (the complaint),” he said.

Santiago, a retired lower court judge also said the claims made during the legislative inquiries by Guo’s staff that they had prepared signed “last pages” meant to be attached to filings on behalf of the dismissed mayor “is unacceptable.”

“No, that’s irregular. The affidavit should be signed in the presence of the notary public,” he said.

I Love Israel: Two more Israeli-made missile boats received by the Philippines

I keep on praying to Him for Israel to overwhelm its enemies, rescue the hostages and recover from the effects of the October 7, 2023 terrorist attacks committed by the Palestinian terrorist group Hamas which is sponsored by terrorist state Iran. I can assure all of you that nobody from the evil Islamo-Leftist mob, nobody from the pro-Palestine radicals and nobody from any evil society would stop me from supporting and loving Israel.

Recently it was announced that two Israeli-produced Fast Attack Interdiction Crafts (FAICs) were received by the Philippines which raises the current number of Philippine Navy (PN) FAICs to eight, according to a Philippine News Agency (PNA) new article.

The Philippine Fleet (PF) on Monday announced that two more fast attack interdiction craft (FAIC), also known as the Acero-class patrol vessels, were delivered to the country.

In a message to reporters, PF spokesperson Lt. Giovanni Badidles said the two FAICs were delivered at the Pier 15 of the Manila South Harbor on Sept. 17.

“These two FAICs, to be designated with bow numbers PG-908 and PG-909, will be the seventh and the eighth fast boats under the Acero-class patrol vessels,” PF spokesperson Lt. Giovanni Badidles said in a message to reporters.

Once commissioned into service, the number of FAICs in the Philippine Navy (PN) will rise to eight, leaving only one to be delivered by contractor Israeli Shipyards Ltd.

“Similar with their predecessors, the newly delivered platforms are designed for high-speed operations, featuring advanced missile systems and sophisticated onboard technology, which enhances the PN’s capability to conduct rapid and effective maritime interdiction operations,” Badidles said.

He also said the arrival of these vessels underscores the continued modernization of the PN and represents a crucial step toward bolstering Manila’s Self-Reliant Defense Posture (SRDP) program.

On May 22 this year, the PN formally commissioned into service the fifth and sixth FAICs and named them BRP Herminigildo Yurong (PG-906) and BRP Laurence Narag (PG-907). These two FAICs are equipped with the Spike NLOS (non-line of sight) missile systems.

The PN received the two gunboats from Israel Shipyards Ltd. on Nov. 18, 2023.

The vessels were named after two Medal of Valor awardees, the late Marine Staff Sgt. Herminigildo Yurong and Marine Cpl. Laurence Narag, who perished in the line of duty during the Philippine government’s campaign against Moro rebels in Mindanao in 2000.

This latest development shows the continuing growth of Israel-Philippines ties through defense and military technology. The Philippine Navy needs the best technology they could get to help them in their operations as well as securing the nation.

To my fellow Filipinos reading this, I encourage you to accept the truth that Israel is the land God designated specifically for the Jewish people (read Genesis 35:10-12) and His command must be followed without hesitation. If you want to be blessed further by the Lord, do so by loving and blessing the Jewish people (Genesis 12:1-3). I did my part when I was in Israel. Also, let me remind you all that the ties between the Jews and Christians are truly biblical!

We live in a very divided world. Around the world, Leftist forces have been supporting evil forces like the current regime of Iran which is known for supplying and arming the Palestinian terrorists, Hezbollah and other terrorist groups around the Middle East. The Leftists and terrorists always go together and their anti-Semitism is clearly obvious. Overseas, Israel recently intensified its fight against the Iran-sponsored terrorist group Hezbollah. Israel made it clear that they are at war with Hezbollah, not the people of Lebanon.

With all that said, I encourage you all to pray to the Lord God in support of Israel and believe that He will guide the Israeli forces to another victory which means finishing off Hamas, crushing Hezbollah and forcing Iran and its terror proxies to fall down. Read Joshua 11:1-20 in the Holy Bible for relevance and truth. Pray to the Lord to support Israel, its government officials, the Israel Defense Forces (IDF), the citizens and other stakeholders.

If you truly believe in Lord Jesus, the Holy Spirit and God the Heavenly Father wholeheartedly and you continue to be faithful, you should be aware that Christians are meant to stand united with Israel and love the Jewish people no matter what. You can do your part supporting Israel by donating to Christians United for Israel (CUFI). Do not forget to read the Holy Bible, then pray in tongues to the Lord in the privacy of your room with the door shut.

Always be the fearless and aggressive church of Lord Jesus! Always stand in support of Israel and pray for the peace of Jerusalem.

COMELEC requires candidates and political parties to register their digital accounts for 2025 election campaigning

With the 2025 National and Local Elections gradually approaching, the Commission on Elections (COMELEC) told candidates and political parties to have their social media and online accounts registered and they must follow the rules that were recently announced, according to a Philippine News Agency (PNA) news article.

For the newcomers reading this, the heavy use of social media, digital activities and websites is election campaigns of the past several years by candidates and parties or political groups is the new normal here in the Philippines and there is simply no stopping it from further rising. Along the way, fake news, rumors and misleading pieces of information transpired. If these negative elements are left unchecked, it could make election integrity in the Philippines very questionable.

Candidates and political parties that would use internet and social media in campaigning for the 2025 midterm polls have to register their accounts with the Commission on Elections (Comelec).

In a Sept. 17 resolution made available Wednesday, the poll body said official social media accounts and pages, websites, podcasts, blogs, vlogs, and other online and internet-based campaign platforms of candidates, and parties intending to participate in the polls and their respective campaign teams that are primarily designed or used to promote the election or defeat of a particular candidate or candidates should be registered with the Comelec-Education and Information Department (EID).

The registration period will commence within 30 calendar days after the filing of the Certificates of Candidacy (COCs) or from Nov. 8 to Dec. 13 this year. The filing period of COCs is from Oct. 1 to 8.

The registration form for social media accounts and other online and internet-based campaign platforms may be submitted only by the candidates and their authorized representatives, as well as authorized representatives of registered political parties/ coalitions, and party-list organizations.

The forms should be submitted to the EID, through the official online channels that will be provided by the Comelec.

Prohibited acts – The Comelec also listed acts that would be considered misuse and malicious use of digital technology in campaigning:

– use of “false amplifiers”, such as fake accounts, bots, and astroturf groups filled with fake users to propagate disinformation and misinformation in endorsing or campaigning against a candidate, a political party / coalition, or party-list organizations, or to propagate disinformation, and misinformation targeting the Philippine election system, the Comelec, and electoral processes during the election and campaign period;

– coordinated inauthentic behavior and utilization of hyperactive users for the aforementioned purposes;

– creation and dissemination of deepfakes, cheapfakes, and soft fakes for the aforementioned purposes;

– use of fake and unregistered social media accounts during the election and campaign period for the same purposes;

– creation and dissemination of fake news in furtherance of the aforementioned purposes.

It warned that such acts may constitute as an election offense under Section 261 (z) (11) of the Omnibus Election Code.

Task force – The poll body also created the Task Force sa Katotohanan, Katapatan at Katarungan sa Halalan (Task Force KKK sa Halalan) tasked to oversee the implementation of the guidelines, review of registration forms, validation, approval and endorsement to the Commission en banc.

It is also tasked to monitor registered and unregistered social media and online accounts or websites which are used to endorse or campaign against candidates, political parties/ coalitions, party-list organizations; to issue show cause order, and initial investigation of detected or reported prohibited acts under these guidelines; motu proprio filing of complaints against erring candidates, parties, individuals, and other entities.

The task force will be headed by the chiefs of the poll body’s EID and Law Department as chairperson and co-chairperson, respectively.

Election, campaign period – The Comelec added the election period for the 2025 midterm polls would be from Jan. 12 to June 11, 2025.

The campaign period for those seeking national positions (senator and party-list groups) will start on Feb. 11, 2025 and will run until May 10, 2025.

Over 550,000 voter reactivation applications processed by COMELEC

More than five hundred fifty thousand voter applications for reactivation were processed by the Commission on Elections (COMELEC), according to a Philippine News Agency (PNA) news article.

The Commission on Elections (Comelec) said Monday it has processed more than half a million applications for voter reactivation.

Citing its latest data, the poll body said it has received 556,231 applications for reactivation from Feb. 12 to Sept. 11. Of the number, 342,991 applicants have sought for their voter registration to be reactivated.

There are 102,410 individuals applied for reactivation with correction of entries while 81,649 people applied for transfer with reactivation. A total of 29,181 applicants sought a transfer with reactivation and correction of entries.

The number of reactivation applications is only 10 percent of the number of deactivated voter registration records. Latest data showed that there are 5,376,630 voters, whose records have been deactivated.

Majority of them, or 5,371,376, were due to their failure to vote in two successive preceding elections.

A total of 4,212 were deactivated due to exclusion orders from courts and 1,004 for failure to validate.

Three people arrested in Muntinlupa City for multi-million Peso estafa scheme

Operatives of the Southern Police District (SPD) have arrested three suspects allegedly responsible for a PHP10 million estafa scheme known as ‘sangla-tira’ in Muntinlupa City.

In a report on Wednesday, SPD chief Brig. Gen. Leon Victor Rosete identified the suspects as alias ‘Alec’, 28, alias ‘Christina’, 48, and alias ‘Daniel’, 36, all arrested in an entrapment inside a restaurant in Barangay Poblacion at 3 p.m. Tuesday.

The operation stemmed from complaints about the suspects’ fraudulent activities related to the pawning and mortgage of a property located in Sucat, Muntinlupa City.

The suspects allegedly enticed victims with promises of substantial profits, using notarized contracts to lend an appearance of legality to their transactions.

During the operation, authorities recovered genuine a PHP1,000 bill on top of boodle money, three original sets of a contract to sell the property, two sets of acknowledgment receipts totaling PHP500,000, identification cards, mobile phones, and a gray Mitsubishi Expander registered to alias Christina while a Glock .9mm pistol was found in the possession of ‘Daniel’.

Further investigation revealed that Alec had previously been convicted for violation of Batas Pambansa 22 (Bouncing Check Law) by a court in Valenzuela City and was ordered to pay a fine of PHP400,000 and PHP1,000,000 as civil liability.

Three Chinese nationals arrested in Parañaque City for kidnapping Malaysian

Recently in the city of Parañaque, three Chinese nationals were arrested by the local police for the kidnapping of a Malaysian national, according to a news article by the Philippine News Agency (PNA). The police reacted to a report by the friend (a fellow Malaysian) of the victim who eventually got rescued.

Three Chinese nationals were arrested for allegedly abducting a Malaysian national in Parañaque City on Monday.

In a report, National Capital Region Police Office (NCRPO) chief Maj. Gen. Jose Melencio Nartatez Jr. identified the suspects as Li Xue Chang, 34; Huang Guanghong, 27; and Wang Yefu, 24; all residents of Shore Residences in Pasay City.

The suspects were arrested in an entrapment operation by the Parañaque City Police Station at about 5:30 a.m. along Diosdado Macapagal Boulevard in Barangay Tambo, which also led to the rescue of the 42-year-old victim.

Seized from the suspects were three caliber .45 pistols, six magazines, 38 rounds of ammunition, a bolo, a pocket knife, four cellular phones, boodle money, and a silver Mitsubishi Adventure vehicle used in the crime.

Investigation showed that the suspects abducted the victim at about 11 p.m. on Sept. 6 in Barangay Tambo.

The operation stemmed from the report of the victim’s friend, also a Malaysian national, who claimed the suspects sent him ransom demands and photos of the victim being tortured via messaging app Telegram on Sunday.

The arrested suspects are now facing criminal complaints of kidnapping, violations of Republic Act 10591 (Comprehensive Firearms and Ammunition Regulation Act), and Batas Pambansa 6 (An Act Regulating the Sale, Use, and Possession of Bladed, Pointed, or Deadly Weapons).

P85 million worth of assorted products in Parañaque City seized by BOC

An inspection of a warehouse in Parañaque City has yielded around PHP85 million worth of smuggled frozen agricultural and beverage products, the Bureau of Customs (BOC) reported on Sunday.

Commissioner Bienvenido Rubio said the operation was conducted after he issued a Letter of Authority (LOA) by the Customs Intelligence and Investigation Service-Manila International Container Port (CIIS-MICP) on Sept. 5.

Rubio said operatives of the CIIS-MICP served the LOA to a representative of the warehouse that was found containing various poultry, meat and other products from China suspected to be without proper customs duties and taxes.

“The audacity of these people to smuggle and hide agricultural products right in the heart of Metro Manila is beyond me. They belittle our laws and make a mockery of our hardworking Customs agents by thinking they can operate these illegal activities just a few kilometers from our port,” he said in a statement.

BOC-CIIS Director Verne Enciso said they found frozen duck meat, chicken meat, pork meat and food items with Chinese markings, and assorted food and beverage with foreign markings.

“The initial inventory found that these poultry products will amount to about PHP85 million in the market. But we’re still determining the actual cost once final inventory is conducted by our examiners,” he said.

The warehouse was temporarily padlocked and sealed to protect the subjected goods as the final inventory will be conducted by the assigned Customs examiner and witnessed by warehouse representatives, CIIS and Enforcement and Security Service.

The owners of the warehouses will be given 15 days to present the proper documents to clear out allegations they were hoarding imported agricultural products.

Citing its latest data, the poll body has received 6,131,834 applications filed from Feb. 12 to Sept. 11.

The region with the most number of applicants is still Calabarzon with 1,020,212; followed by the National Capital Region with 794,855; and Central Luzon with 691,627. Cordillera Administrative Region has the lowest number of applicants processed with 86,991.

Aside from voter registration, the poll body also accepts transfer, change/corrections of entries in the registration records, reactivation of registration records, inclusion of registration records and reinstatement of name in the list of voters, and transfer of registration records from foreign service post to local.

Eligible to register as voters must be 18 years old and above, residing in the Philippines for at least one year, and residing in the area where he/she is looking to get registered for at least six months prior to Election Day.

The voter registration for next year’s midterm polls would end on Sept. 30.

Meanwhile, the poll body said the number of deactivated voters is now at 5,376,630 as of July 15. A majority of the deactivated voters are those that failed to vote in two successive preceding elections totaling to 5,371,376.
