Philippine economy grew 7.6% in the 3rd quarter

You may not feel it but the economy of the Philippines grew by 7.6% in the 3rd quarter this year according to the recent announcement published by the Philippine News Agency (PNA). This is very encouraging news following the recent report of the falling unemployment in the country. Indeed, the nation continues to rise after suffering from the COVID-19 crisis’ downturn.

The Philippine economy grew at a faster rate in the third quarter of the year at 7.6 percent, higher than the revised gross domestic product (GDP) growth in the second quarter at 7.5 percent, the Philippine Statistics Authority (PSA) reported Thursday.

In a press conference, PSA Undersecretary Dennis Mapa said this is the sixth consecutive quarter that the economy recorded expansion.

The country’s GDP growth from July to September 2022 is also higher than the 7-percent increase in the same period in 2021.

The third quarter’s GDP exceeded the median analyst forecast of 6.3 percent,” National Economic and Development Authority (NEDA) Secretary Arsenio Balisacan said.

Balisacan said the average GDP growth for the first nine months of the year stood at 7.7 percent.

“With this, we are on track to achieving the government’s growth target of 6.5 to 7.5 percent for 2022. Given the latest GDP outturn, our economy needs to grow by 3.3 to 6.9 percent in the fourth quarter,” he said.

The PSA reported that all major industries improved their performance in the third quarter of 2022 compared to the same period last year, with agriculture, forestry and fishing growing by 2.2 percent; industry, rose to 5.8 percent; and services, up by 9.1 percent.

Services contributed 5.8 percentage points to the 7.6 percent GDP growth in the third quarter, followed by industry which shared 1.6 percentage points, and agriculture, forestry and fishing at 0.2 percentage points.

By industry, wholesale and retail trade, repair of motor vehicles and motorcycles contributed 1.9 percentage points to the GDP growth in July to September period, followed by financial and insurance services at 0.77 percentage points and construction at 0.76 percentage points.

Compared to last year, the sector of accommodation and food service activities expanded by 40.6 percent, which is the largest across industries. Transportation and storage also improved by 24.3 percent and construction increased by 12.2 percent.

This economic performance largely benefitted from the further easing of mobility, including the resumption of face-to-face classes, which boosted consumption among Filipinos,” Balisacan said.

The NEDA chief added that the relaxation of borders and simplifying travel protocols supported the recovery and growth of local tourism and other sectors.

In terms of spending, household final consumption expenditure is the largest contributor to GDP in the previous quarter at 5.9 percentage points, exceeding the share of construction at 1.5 percent percentage points, durable equipment at 0.7 percentage points, and government final consumption expenditure at 0.1 percentage points.

The State of Israel formally turned over the Ground Based Air Defense System (GBADS) to the Philippines in a special ceremony held in Pampanga with the presence of President Ferdinand “Bongbong” Marcos, Jr. (also Commander-in-Chief of the Armed Forces of the Philippines), and Israeli Ambassador Ilan Flus, the Embassy announced via their official Facebook page.

President Ferdinand Romualdez Marcos Jr., Commander-in-Chief of the Armed Forces of the Philippines, and Israeli Ambassador Ilan Fluss led the turnover ceremony of Israel’s Ground Based Air Defense System (GBADS) to the Philippines on November 8 in Pampanga.

GBADS is a mobile land-based medium range air defense missile system. It is projected to protect vital military installations, critical government facilities, and the cities and towns of the Philippines.

In his turnover speech, Ambassador Fluss said that GBADS is among the finest and most advanced air defense systems in the world, which only a few countries were able to procure. He added that he is proud that Israel is supplying technologies and systems that make a difference in the fight against terror and in stabilizing peace and security in the Philippines.

The turnover of the GBADS systems proves that Israel is a reliable and intimate ally of the Philippines by supplying quality strategic defense systems to the Philippines.

“Mr. President, before I end my message, let me express again the friendship, commitment, and willingness of myself and the Israeli government to continue and expand even more this very close and intimate collaboration between our two countries. For the newcomers reading this, this latest development is connected with the contract for acquisition signed by the Department of National Defense (DND) in 2019 with the Israel Ministry of Defense (Israel-IMOD) and the manufacturer, Rafael Advanced Defense Systems (RADS). Muntinlupa City Government achieves “Beyond Compliant” award for disaster risk reduction

The City Government of Muntinlupa scored another achievement, this time it is achieving the highest “Beyond Compliant” award (related to disaster risk and management) at the prestigious Gawad Kalasag Seal for Local Disaster Risk Reduction and Management Councils and Offices (LDRRMCOs), according to a Manila Bulletin news report.

The Muntinlupa City government received the highest “Beyond Compliant” award at the 22nd Gawad Kalasag Seal for Local Disaster Risk Reduction and Management Councils and Offices (LDRRMCOs) organized by the National Disaster Risk Reduction and Management Council (NDRRMC) through the Office of Civil Defense (OCD).

According to the OCD, there are 135 Beyond Compliant and 436 Fully Compliant awardees this year among local government units (LGUs) nationwide. The assessment covered 1,715 LGUs in the country.

The Muntinlupa City government, through the Muntinlupa City Department of Disaster Resilience and Management (MCDDRM) and Local Disaster Risk Reduction Management Council (LDRRMC), got the Beyond Compliant seal, one of the five LGUs in the National Capital Region recognized in the 22nd Gawad Kalasag.

Based on the guidelines, Beyond Compliant LGUs are those that get an assessment rating of 2.5 to 3 while Fully Compliant LGUs are those that receive a rating of 1.5 to 2.49.

Mayor Ruffy Biazon hailed the new achievement of the Muntinlupa City government.

Congratulations, Muntinlupa City! We are recognized as Beyond Compliant LGU in the 22nd Gawad KALASAG Seal for Local Disaster Risk Reduction and Management Councils and Offices (LDRRMCOs), by the National Disaster Risk Reduction and Management Council (NDRRMC), through the Office of Civil Defense (OCD),” he posted on Facebook.

He said the Beyond Compliance Assessment or Gawad Kalasag Seal is the highest award given to an LGU in disaster resiliency.

Little Officials at Muntinlupa City Hall

In celebration of this year’s edition of Boys and Girls Week, the “Little Officials” composed of students from public and private schools temporarily had a touch of practicing public service at Muntinlupa City Hall, according to a Manila Bulletin news report.

Little officials have assumed office at the Muntinlupa City hall in celebration of the 2022 Boys and Girls Week.

The week-long event, from Nov. 7 to 11, will have 204 students from public and private elementary and secondary schools, who will act as little mayors, vice mayors, councilors and department heads.

This year marked the 30th year of Boys and Girls Week celebration at the Muntinlupa City government, a hands-on training and exposure program for kids to experience being public servants.

One of them is Ysabella Renee Rudas, a Grade 6 student from Itaas Elementary School, who became the little mayor.

Mayor Ruffy Biazon said he showed and explained to her the duties of a local chief executive.

“Isa sa mga programa ng Pamahalaang Lungsod ang pagkakaroon ng Little Officials kung saan ini-immerse natin ang mga kabataan sa trabaho sa gobyerno (One of the programs of the city government is to have Little Officials wherein we immerse the youth in government work),” said Biazon.

The Boys and Girls Week offers students the chance to experience being a government official for a day and learn the duties and responsibilities of each office. They are assigned to different offices at the Muntinlupa City hall.

COVID-19 Crisis: Go Negosyo Founder says that private hospitals can be deputized to procure and administer bivalent vaccines

Go Negosyo founder Joey Concepcion is back in the news. This time, he emphasized that private hospitals can be helpful in the nation’s recovery from COVID-19 with regards to procuring and administering vaccines to patients who can afford them and are willing to pay for them, the Manila Bulletin reported.

A former presidential economic adviser on Thursday, Nov. 3, underscored the key role of private hospitals in procuring and administering bivalent Covid-19 vaccines to those who are willing to pay for them.

Amid the plans of the Marcos administration to procure a limited number of bivalent vaccines, which provide broader protection against the original Covid-19 and a component of the Omicron variant, Go Negosyo founder Joey Concepcion said that private hospitals can be deputized by the government to procure and administer the bivalent vaccines.

He stated this as he estimated that the government will bring in a limited number of vaccines considering that it is still assessing how much it can procure and how much can be delivered.

The 10 million doses, or however much the government decides to buy, will of course be set aside for the priority sectors, namely the elderly, the immunocompromised and those with comorbidities; but there may be others outside of these priority sectors who would also want the bivalent vaccines,” Concepcion said.

Since all private hospitals are capable of handling vaccinations and all can explore agreements with the government as part of the private sector, he raised the idea of allowing private hospitals to procure the bivalent vaccines and administer them to those who want to pay for them.

Dr. Benjamin Co, chief medical officer of Metro Pacific Hospital Holdings, agreed with the ex-economic adviser’s proposal.

I think the best option is to make it available for a fee or at cost. For those who can very well afford it, they can get it from private clinics that offer this and we can charge an administration fee plus the cost of the vaccine,” he said in a statement.

He added that bivalent vaccinations can also become part of the private hospitals’ corporate social responsibility efforts.

“The remaining free vaccines can be appropriated to the rest of the Filipinos who cannot afford this but would like to get vaccinated,” Co suggested.

Recruiting help from the private sector will also unburden the government and allow it to focus on the vulnerable sectors of society, according to Vaccine Experts Panel member Dr. Rontgene Solante, who is also the chairman of Adult Infectious Diseases and Tropical Medicine at San Lazaro Hospital.

“Private sector involvement is another important layer to achieve higher vaccine accessibility and coverage,” he said.

“This is critical especially with waning interest in booster doses of Covid vaccines. Government should always find ways to engage with the private sector, which has been an important partner of DOH (Department of Health) during the pandemic,” Solante added.

Bivalent Covid vaccines provide broader protection against Covid-19 and better protection against its Omicron variant.

However, all Covid-19 vaccines are still under Emergency Use Authorization, which means only the government can procure and administer the vaccines.

In order to sell the vaccines to the public, vaccine manufacturers need a Certificate of Product Registration (CPR).

As you can in the above article, key steps and legal changes are needed in order to pave the way for private hospitals to get deputized and become key players in the nation’s recovery from COVID-19.

LTO revokes licenses of two drivers involved in separate Parañaque City incidents

Remember the BF Homes incident of the street cleaner who got ran over as well as the other incident that resulted in the death of a 3-year-old girl? Both incidents happened in different parts of Parañaque City and each incident involved sports utility vehicles (SUVs). It turns out, the Land Transportation Office (LTO) revoked the respective licenses of the two drivers who were involved in the said incidents, the Philippine Daily Inquirer reported.

The licenses of two drivers have been revoked after they were found guilty of reckless driving for bumping two children – killing one of them, and running over a street sweeper in Parañaque City.

The Land Transportation Office (LTO) said it canceled the driver’s licenses of Raymond Zapirain and Rodolfo Cudiamat and held them liable for the administrative violation of reckless driving as they were tagged as “improper persons to operate motor vehicles.

Zapirain and Cudiamat were also ordered to pay fines of P2,000 and were perpetually disqualified from securing a driver’s license and driving a motor vehicle, according to the regulatory office.

The LTO noted that Zapirain is the registered owner and driver of the SUV that hit and seriously injured 63-year-old street sweeper Doreen Bacus last September 24 in Barangay BF Homes, Parañaque City.

The incident was caught on CCTV, which showed the street sweeper doing her job while on the side of the road and Zapirain suddenly bumping her. The victim was then dragged and eventually ran over by the vehicle.

Cudiamat, on the other hand, was the driver of a vehicle involved in another hit-and-run incident where one of the two victims died.

Last September 20, two children were walking along Bodoni Street corner Extra Street, Fourth Estate, Brgy. San Antonio, also in Parañaque City, when they were hit by Cudiamat’s vehicle, resulting in the death of a three-year-old.

Our roads have no room for these ill-disciplined drivers who continue to ignore our traffic laws, even to the point of feigning innocence that what happened was an accident,” LTO Chief Teofilo Guadiz said in a statement Thursday.

Local authorities arrest Ghanaian national suspected of masterminding ATM hacking ring

Have you been withdrawing money from certain ATMs (automatic teller machines) lately? Did you notice something wrong with the same accounts you withdrew money from? The Manila Bulletin reported that in recent times, personnel of the Bureau of Immigration (BI) aided by the Intelligence Service Armed Forces of the Philippines (ISAFP) arrested a Ghanaian national on suspicion of masterminding a ring of hackers that targeted ATMs. The same news report showed some interesting details about the suspect.

Bureau of Immigration (BI) operatives have arrested a (Ghanaian) national posing as a missionary but is suspected to be the mastermind of a West African syndicate hacking automated teller machines (ATMs).

Immigration intelligence chief Fortunato Manahan Jr. said 34-year-old Victor Patrick was apprehended in a joint operation with the Intelligence Service Armed Forces of the Philippines (ISAFP) last Oct. 14 in a mall in Bicutan, Taguig City.

Manahan said the ISAFP reported that the alien was the principal suspect in hacking ATM machines installed by banks in Moonwalk, Paranaque City.

Manahan said Patrick arrived in the country last April 20, 2019 as tourist and later applied for a missionary visa using a Cebu-based company which turned out to be non-existing.

Immigration Commissioner Norman Tansingco said Patrick will be deported for obtaining an immigration document under false representation.

The suspects — Qiang Wang, 34, also a Chinese national; Novin Yusuff, 42, driver; Joseph Barbas, 45; and Nino Felisan, 30 — were arrested during the rescue operation.

Kraft said Peng was recovered around 9:10 p.m. during a follow-up operation at the corner of Bradco Avenue and Macapagal Boulevard beside Aseana Power Station in Barangay Tambo, Parañaque City.

The SPD chief said prior to the rescue operation, the sister of the victim, Wang Ting, assisted by an interpreter, Huang Jin, reported to Tambo Police Station that her brother was being held by four men inside a gray metallic van with plate No. IAD 774.

Kraft said members of the Tambo Police Station immediately conducted a rescue operation leading to the arrest of the four suspects.

Four individuals arrested inside Manila Memorial Park for drinking liquor, causing alarm and scandal

In Parañaque City, local authorities responded to the call of a concerned citizen which resulted in the arrest of four individuals inside Manila Memorial Park, Barangay BF Homes for drinking liquor and causing alarm and scandal, according to a Manila Bulletin news report. The arrest happened on October 31, 2022 and one of the suspects used a firearm.

Four persons were arrested by the police for drinking liquor inside the Manila Memorial Park in Parañaque City on Monday, Oct. 31.

Southern Police District (SPD) director Brig. Gen. Kirby John Brion Kraft said the arrested individuals were identified as cemetery maintenance personnel Danilo Conot, 56; and cemetery caretakers Leonie Carpio, 29; Gregorio Donor III, 30; and John Kennedy Ibañez, 22.

Kraft said the suspects were arrested around 3:50 a.m. inside the Manila Memorial Park Cemetery at BF Homes, Parañaque City.

He said members of the Parañaque City Police responded to a call of a concerned citizen claiming that a group of persons were drinking in a vacant lawn inside the cemetery, and one of them fired a firearm.

The SPD chief said police immediately responded and found the group having fun while drinking and arrested them.

Muntinlupa City receives Seal of Good Local Governance (SGLG) for 2022

Not so long after achieving honors related to the 2022 Cities and Municipalities Competitive Index, the City of Muntinlupa achieved another tremendous honor in the form of the Seal of Good Local Governance for this year, according to a Manila Bulletin news report.

Muntinlupa received the 2022 Seal of Good Local Governance (SGLG), an “award, incentive, honor and recognition-based program [that] aims to boost LGUs’ drive to constantly progress and/or sustain their notable performance across various governance areas.”

The Department of the Interior and Local Government (DILG) announced on Oct. 27 that there are 350 awardees this year consisting of 18 provinces, 60 cities and 272 municipalities in the Philippines.

The total number of awardees this year is 20.4 percent of the 1,715 provinces, cities and municipalities in the country covered by assessment.

Only five of the 17 local government units (LGUs) in the National Capital Region (NCR) passed the assessment for SGLG and were named awardees this year. These are Muntinlupa, Caloocan, Mandaluyong, Navotas and Quezon City.

Congratulations, Muntinlupa City! We did it again! Muntinlupa City is among the awardees of the 2022 Seal of Good Local Governance (SGLG)!” said Muntinlupa Mayor Ruffy Biazon.

He added, “Maraming salamat sa mga katuwang natin sa paglilingkod, most especially to Cong. Jimmy Fresnedi sa kanyang leadership noong siya ang mayor ng ating lungsod (Thank you to our partners in service, most especially to Cong. Jimmy Fresnedi for his leadership when he was the mayor of our city).”

The SGLG, institutionalized through Republic Act 11292, is based on 10 assessment criteria.

“The SGLG maintains the ‘All-in’ principle where a local government must pass all governance areas,” according to a memorandum issued by the DILG.
