Investors’ Interest In Nuclear Energy In The Philippines Remains Strong

The future of a nuclear-powered Philippines remains achievable as the Department of Energy (DOE) confirmed that investors are strongly interested in nuclear energy in the country, according to a BusinessWorld news report.

For the newcomers reading this, more Filipinos expressed through a survey their preference for nuclear power for electricity, PhilATOM was signed into law by President Ferdinand “Bongbong” Marcos, and Meralco is preparing its bid for a nuclear power license.

INVESTORS are still keen on developing nuclear energy projects in the Philippines, the Department of Energy (DoE) said, as the government prepares to start accepting applications next year.

Energy Secretary Sharon S. Garin said there is significant investor interest in nuclear energy projects in the Philippines, as some companies have already presented their ideas.

Speaking to reporters on Friday, Ms. Garin said companies want to go into nuclear energy as they see it as a possible solution to serve baseload capacity and to cater to the increasing demand from data centers.

“They’re very interested and are waiting for us to finalize the site selection and site evaluation,” she said in mixed Filipino and English.

The DoE plans to begin accepting applications for nuclear energy projects by 2026 as part of efforts to integrate nuclear power into the country’s energy mix by 2032.

Under the Philippine Energy Plan, the country aims to integrate nuclear energy into the power mix with at least 1,200 megawatts (MW) of capacity by 2032, increasing it to 2,400 MW by 2045 and to 4,800 MW by 2050.

“I understand, the companies are waiting for us to guide them on which are the areas that are more feasible. But some companies have already approached DoE to enter into a memorandum of agreement, non-exclusive, to explore the possible nuclear power plant development,” Ms. Garin said.

She said some energy firms have expressed interest in nuclear energy development such as power distributor Manila Electric Co. (Meralco) and power generation firm Aboitiz Power Corp.

In a separate interview, Meralco Executive Vice-President Chief Operating Officer Ronnie L. Aperocho said that the company waiting to see the ongoing development of Romania’s first small modular reactor before proceeding on its own.

“There is a requirement from PhilATOM (Philippine Atomic Energy Regulatory Authority) that the first-of-its-kind technology must run of at least about two years without any incidents before we can adopt it here in the Philippines. So, we have to go through that two-year requirement,” he said in mixed Filipino and English.

In September, President Ferdinand R. Marcos, Jr. signed Republic Act No. 12305, the Philippine National Nuclear Energy Safety Act, which created PhilATOM.

PhilATOM is an independent quasi-judicial body tasked with overseeing all nuclear and radiation activities in the country. Under the law, PhilATOM will hold sole and exclusive jurisdiction over the regulation of nuclear energy and radiation sources in the Philippines, ensuring their peaceful, safe and secure use.

The Manila Electric Company (Meralco) announced recently that it is getting ready with its bid for a nuclear power license which is needed I order to operate power facilities with nuclear energy, according to a BusinessWorld news report. This development is a part of the collective effort to make nuclear Philippines a reality.

MANILA ELECTRIC CO. (Meralco) said it is preparing to apply for a license to operate nuclear power facilities in time for the opening up of the application process  next year.

“We’ve been very aggressive on this, (but) we have to comply with the timeline set by the Department of Energy,” Meralco Executive Vice-President and Chief Operating Officer Ronnie L. Aperocho told reporters late last month.

Energy Secretary Sharon S. Garin has said that applications will be opened up for nuclear energy projects by 2026, overseen by the Philippine Atomic Energy Regulatory Authority (PhilATOM).

Under Republic Act No. 12305, or the Philippine National Nuclear Energy Safety Act, PhilATOM will have sole jurisdiction over the regulation of nuclear energy and radiation sources.

The Philippines is hoping to integrate nuclear energy into the power mix with at least 1,200 megawatts (MW) of capacity by 2032, increasing to 2,400 MW by 2045 and 4,800 MW by 2050.

Ms. Garin has said that several companies have expressed interest in submitting nuclear energy project proposals.

Meralco is looking at small modular reactors (SMRs) when it enters the market. SMRs, each capable of generating up to 300 MW, can be constructed more quickly than traditional nuclear power plants.

Mr. Aperocho said that Meralco is awaiting details of the incentives and the liability profile for proponents, which will influence funding  available for nuclear.

The company is expecting a $2.7-million grant from the US Trade and Development Agency to fund a feasibility study on SMRs.

“Both sides have fulfilled the required conditions. It’s just a matter of formality now…we’re hoping it gets sorted out soon so the grant can start running,” Mr. Aperocho said.

The movement towards a safe, nuclear-powered Philippines moved forward slightly as an official survey of the Social Weather Station (SWS) commissioned by the Department of Energy (DOE) revealed that more Filipinos favor the use of nuclear power for electricity, according to a Philippine News Agency (PNA) news article.

A bigger share of Filipinos surveyed for their insights on the potential of nuclear energy as among the sources of electricity in the country favor its use, the Department of Energy (DOE) said Monday.

Citing results of the DOE-commissioned Social Weather Station (SWS) survey on Public Perception Survey on Nuclear Energy conducted on May 6-24, 2025 to around 7,520 adult respondents nationwide, the department said over 70 percent of the respondents “believe that nuclear can deliver reliable electricity, reduce reliance on imported fuels, create jobs, and help fight climate change, while 76 percent of Filipinos are eager to learn more about nuclear energy.”

Survey results also showed that “net approval for rehabilitating the Bataan Nuclear Power Plant is at +66 nationwide, while support for building new nuclear plants stands at +45.”

“Support is also stronger among higher-income households, younger Filipinos, and those with higher levels of education,” the press release said.

Energy Secretary Sharon Garin said the strong public support reflected in this survey “tells us that Filipinos are ready to embrace nuclear energy as part of our energy future.”

“This gives us the confidence to move forward with careful, calibrated steps to ensure safe, secure, and sustainable development of nuclear power in the Philippines,” she added.

Philippines Inflation Rate Rises to 1.4% in June 2025

After back-to-back months of shrinking, the headline inflation of the Philippines inched up to 1.4% for the month of June 2025, according to a news article by the Philippine News Agency (PNA). By comparison, May 2025 inflation rate was 1.3%.

Headline inflation continued to remain below the lower end of the government’s target range in June, despite a slight uptick due to a faster increase in non-food prices.

In a briefing on Friday, National Statistician Dennis Mapa said headline inflation settled at 1.4 percent in June from 1.3 percent in May.

This brings the year-to-date average inflation to 1.8 percent, well within the government’s target range of 2 percent to 4 percent for the year.

Mapa said the slight uptick in headline inflation was driven by higher non-food inflation (1.9 percent from 1.5 percent), with faster price increases observed in electricity (7.4 percent from 2.8 percent) and education (5.4 percent from 4.2 percent). Food inflation, however, eased to 0.1 percent during the month from 0.7 percent in May.

Mapa said the deceleration of food inflation in June was mainly due to the annual decrease in the prices of vegetables, tubers, plantains, cooking bananas, and pulses at 2.8 percent from an annual increase of 3.4 percent in the previous month. Rice deflation also hit a record low of 14.3 percent in June.

Mapa said the rollout of the government’s PHP20 per kg. rice program also contributed to the decline, especially in regular-milled rice prices.

In a separate statement, the Department of Economy, Planning, and Development (DEPDev) said government measures to stabilize food supply, boost agriculture, and improve logistics helped ease food inflation during the month.

“The sharp decline in food inflation over the past year underscores the continued progress in our coordinated efforts to boost local production, improve logistics, and implement calibrated trade and biosecurity measures,” DEPDev Secretary Arsenio Balisacan said.

“We will sustain these interventions and complement them with targeted initiatives to ensure a continuous, stable supply and shield consumers from future price pressures.”

To further strengthen food supply chains, DEPDev said the Department of Agriculture (DA) would intensify the implementation of industry recovery and expansion programs, such as the Swine Industry Recovery Project and Livestock Economic Enterprise Development, to accelerate the rehabilitation of the hog industry and restore the pre-African Swine Fever hog population levels.

The DA will also establish the country’s first Onion Research and Extension Center in Bongabon, Nueva Ecija for the development of effective methods to combat pests and diseases, enhance seed quality, and increase farm yields.

The Department of Energy, meanwhile, has partnered with private oil companies to offer fuel discounts to motorists affected by oil price fluctuations amid geopolitical uncertainties.

The Energy Task Force on Election (ETFE), led by the Department of Energy (DOE), has assured the public of uninterrupted power supply nationwide during the May 12 midterm polls.

In a virtual briefing Monday, DOE Undersecretary Felix William Fuentebella said the energy sector is “fully prepared” to provide stable electricity and fuel throughout the voting, transmission, and canvassing periods.

“We assure the public that the energy sector is fully prepared to ensure an unimpeded power supply before, during, and after the elections,” Fuentebella said.

“Contingency plans are in place, and we are in constant coordination with security agencies to help ensure a smooth and secure election process,” he added.

The ETFE, a multi-agency body led by the DOE, works closely with the Commission on Elections (Comelec) and security forces, including the Armed Forces of the Philippines, the Philippine National Police, and Bureau of Fire Protection to ensure a smooth and credible elections.

Since January, the task force has held regular coordination meetings and inspections to assess readiness and implement contingency plans, while field personnel have conducted maintenance on transmission lines, polling stations, and backup systems, especially in remote and off-grid areas.

The DOE official said the energy sector has mapped out priority areas and is monitoring potential vulnerabilities, particularly in Visayas and Mindanao.

“We have taken all necessary steps to support the smooth and credible conduct of the 2025 elections. The Department of Energy, through the ETFE, stands ready to respond and coordinate with our partners to maintain uninterrupted energy access across the country,” Fuentebella added.

He said the task force will closely monitor potential worst-case scenarios, including the simultaneous occurrence of natural disasters such as earthquakes, volcanic eruptions, and low-pressure weather systems that could trigger power disruptions.

The Department of Energy (DOE) is assessing various sites for future nuclear power plants, including possible locations in the western regions of the Philippines.

In a recent ambush interview, DOE Undersecretary Sharon Garin shared that while these potential sites are still being evaluated against specific criteria, several areas across Luzon, Visayas, and Mindanao have already been identified as possibilities for nuclear development.

“We have evaluated sites, but that’s still not final; it’s like [the DOE is] practicing [its] criteria,” she told reporters.

“So we assess, for example, [in] Bataan [province, the municipalities of] Morong [and] Mariveles. We’ve also assessed somewhere in Bulacan, [and] in Batangas.”

While these provincial areas already have large populations, Garin is also hopeful about the possibility of building other nuclear-related infrastructures, such as data centers, in the future.

“We’ve also assessed down south. There’s a lot—Masbate, Palawan, we’ve also gone there—some of them qualify because there [are] metrics.”

She also said that Western Visayas could be a viable location for hosting nuclear facilities, along with other regional areas that are less likely to be affected by tsunamis.

“Palawan is really one of the most stable [in terms of geology]. The problem [there] is the grid—it’s not connected.”

According to Garin, the DOE is closely looking at areas that are far from fault lines and volcanoes.

She emphasized, however, that these are not confirmed sites for development, adding that, “I don’t want to announce what the specific areas have passed because it might cause some anxiety among people.”

The Energy Undersecretary assured that the government is making significant progress in its preparations, including conducting surveys, developing frameworks, and forming key partnerships, such as the 123 Agreement with the United States (US). She expressed optimism that once legal and regulatory requirements are finalized, the country will be ready to begin issuing construction licenses by 2026.
