The City Government of Muntinlupa has new additions to its growing list of achievements as it won two awards at the Digital Democracy Awards, according to a Manila Bulletin news report.

The Muntinlupa City government won at the first Digital Democracy Awards organized by the Makati Business Club (MBC) and sponsored by USAID Philippines and Konrad-Adenauer-Stiftung Philippines.

US Ambassador to the Philippines MaryKay Carlson, MBC Chairman Edgar Chua, and Department Of Information And Communications Technology Usec. Jocelle Batapa-Sigue presented the Digital Democracy Champion award to 14 city local government units for their exceptional implementation of Digital Democracy initiatives.

Muntinlupa is one of the 14 winners and it also received the Data Stewardship Award for its “responsible handling of citizen data and dedication to advancing smart city initiatives.”

The 14 LGUs that won and recognized as Digital Democracy Champions “for their dedication to advancing citizen participation and transparency in governance” are: 1. Cagayan de Oro City 2. Victorias City 3. Himamaylan City 4. Iligan City 5. Quezon City 6. Isabela City, Basilan 7. Masbate City 8. Tagbilaran City 9. Batangas City 10. Muntinlupa City 11. Naga City 12. San Fernando City, La Union 13. Tagum City 14. Zamboanga City

According to MBC, the awardees in key categories are:

People’s Participation Award: Quezon City for their “Usapang QC” initiative, which bridged communication gaps and engaged over 430,000 residents.

Citizen-Led Policy Award: Naga City for translating citizen feedback into impactful policies, exemplifying the power of participatory governance.

Leadership Award: Batangas City Mayor Beverley Rose Dimacuha, for her exceptional vision and hands-on leadership in advancing digital initiatives.

Outstanding Public Communication Award: Tagbilaran City for their innovative and creative communication strategies, including social media campaigns and community engagement efforts.

Data Stewardship Award: Muntinlupa City for their responsible handling of citizen data and dedication to advancing smart city initiatives.

Parañaque City fails to qualify in 2024 Seal of Good Local Governance (SGLG) list of awardees

Just months after its embarrassing 27th place finish among highly urbanized cities (HUC) in the 2024 Cities and Municipalities Competitiveness Index (CMCI), the City of Parañaque suffered another setback as it failed to make it in the list of the 2024 Seal of Good Local Governance (SGLG) awardees which the Department of the Interior and Local Government (DILG) released online very recently.

To put things in perspective, there were a total of 96 cities nationwide that were named as awardees of the SGLG for 2024. Among those 96 cities, 14 were from the National Capital Region (NCR). Among the 14 NCR cities, two cities of South Metro Manila made it as awardees – Muntinlupa City and Las Piñas City.

Parañaque City was completely missing from the 2024 list which clearly means it was not an awardee at all. In order to win the SGLG award, the local government unit (LGU) must pass the DILG’s strict standards. For transparency, posted below are images of the lists of the 96 cities that made it as 2024 SGLG awardees.

All in all, there were a total of 714 SGLG awardees for 2024 covering the cities, municipalities and provinces around the country. The 2024 SGLG awardees list was signed by DILG Secretary Juanito Victor C. Remulla. The official Facebook page of SGLG posted below its message to the 2024 awardees:

Hats off to the 714 awardees of the 2024 Seal of Good Local Governance!

Your commitment to excellence in public service and dedication to the principles of good governance have set a remarkable standard for local leadership. Your unwavering dedication to serving the people is an inspiration to us all.

Going back to Parañaque, this is not the first time the city failed to become an SGLG awardee. In 2023 list of SGLG awardees, eleven NCR cities were named and the City of Parañaque was not among them. Look at the image below.

Now that Parañaque City is ending 2024 with a very bad CMCI finish and the failure to qualify for an SGLG award, one has to wonder what has the current City Government been doing with regards to public service, governance, financial administration, disaster preparedness, social protection, health compliance, public safety, peace and order, and more.

The Department of the Interior and Local Government (DILG) just released the official list of Seal of Good and Local Governance (SGLG) awardees for 2024 and the City of Las Piñas made it, the City Government announced via social media. Las Piñas is one of the fourteen National Capital Region (NCR) cities that were declared awardees.

Las Piñas City was honored with the prestigious Seal of Good Local Governance (SGLG) 2024 from the Department of the Interior and Local Government (DILG) in recognition of the smooth and effective governance of the city under the leadership of Mayor Imelda Aguilar and Vice Mayor April Aguilar. This award is only given to local governments that pass the strict standards of DILG in various aspects of public service and governance.

The SGLG focuses on ten key categories, including Financial Administration and Sustainability, which assesses proper and transparent use of city funds; Disaster Preparedness, which ensures disaster preparedness; Social Protection and Sensitivity, which emphasizes addressing the needs of the poor and vulnerable Sector; Health Compliance and Responsiveness, which promotes effective health services; Sustainable Education, which aims to improve the quality of education; Business-Friendliness and Competitiveness, which facilitates business; Safety, Peace, and Order, which promotes safety and order; Environmental Management, which values environmental care; Tourism, Heritage Development, Culture, and Arts, promoting tourism and cultural appreciation; and Youth Development, encouraging active participation of youth in governance.

Through this recognition, Las Piñas City proved its continuous dedication in providing quality service for the welfare of its residents.

For 2024, there is a grand total of 714 SGLG awardees nationwide covering cities, municipalities and provinces. Among them are 14 National Capital Region (NCR) cities and Muntinlupa City is one of them.

This marks our fourth win, following our previous victories in 2019 for Sports Tourism Destination Marketing of the Year, 2018 for Event of the Year (International), and 2017 for Destination of the Year.

We extend our heartfelt gratitude to our Chairman and Administrator Engr. Eduardo L. Aliño, the SBMA Board of Directors, the SBMA working group, our partner organizers, and all our stakeholders for their unwavering commitment to making Subic Bay a premier sports tourism destination. This achievement is a testament to our collective efforts. Congratulations to all of us!

I personally have visited the Subic Bay Freeport Zone (SBFZ) from time to time since 1994. I have witnessed how much Subic Bay evolved as a tourism destination, a shopping destination as well as a special events destination. The tourism team of the SBMA has a long track record of sports tourism development and the hosting of many kinds of sports events. That being said, it is not surprising to me that the SBMA won another sports tourism award.

For the newcomers reading this, Subic Bay was the host venue of selected events of the 2019 Southeast Asian Games (SEA Games). Each year, Triathlon Philippines (TriPhil) organizes the Subic Bay International Triathlon (SuBIT) there.

Recently the City Government of Muntinlupa won prestigious awards during the 2024 Regional Nutrition Awarding Ceremony which took place in Quezon City, according to a Manila Bulletin news report.

The Muntinlupa City government bagged awards at the 2024 Regional Nutrition Awarding Ceremony organized by the National Nutrition Council (NNC)-National Capital Region on Aug. 16 at the Novotel Hotel in Quezon City.

According to NNC-NCR, Muntinlupa LGU “has been recognized as 1st Year Consistent Regional Outstanding Winner in Nutrition (CROWN) Maintenance Contender!”

The “prestigious award is presented to LGUs that demonstrate efficient and effective nutrition program management, leading to sustained nutrition improvements among their population.”

“We successfully maintained our CROWN (Consistent Regional Outstanding Winner in Nutrition) Contender status for the first year—patunay na consistent tayo sa mahusay na implementation ng ating nutrition programs and services since our first Green Banner Award in 2019 (proof that we are consistent in great implementation of our nutrition programs and services since our first Green Banner Award in 2019),” according to Muntinlupa Mayor Ruffy Biazon.

In addition, Muntinlupa was bestowed the award for Best in Documentation of Nutrition Programs, “acknowledging their exemplary performance in documenting nutrition programs and projects which contributed to high-quality nutrition program management.”

Muntinlupa’s Dr. Magdalena Meana also won runner-up as the Regional Outstanding City Nutrition Action Officer (CNAO).

Biazon, meanwhile, received the Nutrition Leadership Award as chairperson of the Muntinlupa City Nutrition Committee.

“These awards reflect our dedication to keeping our community healthy,” said Biazon.

CMCI 2024: Muntinlupa is the 4th Most Competitive Highly Urbanized City of the nation, 1st on Innovation

The latest results of the Cities and Municipalities Competitiveness Index (CMCI) for the year 2024 showed that the City of Muntinlupa is now the 4th Most Competitive Highly Urbanized City (HUC) of the nation as well as a very high finisher among other categories including 1st place on Innovation.

Muntinlupa City, which was the 5th Most Competitive last year, scored 53.5967 points in total on Competitiveness among HUCs ranking 4th out of 33 overall.

Along the way, the city scored 12.2489 points for 1st place on the category of Innovation, 15.2697 points on Resiliency for 2nd place, 10.1075 points on Infrastructure for 3rd place, 11.9714 points on Government Efficiency for 6th place, and 3.9992 points on Economic Dynamism for 17th place. On the category of the Most Improved Rankings for 2024 among HUCs, Muntinlupa finished 7th place.

In addition, the City of Muntinlupa won awards during the Creative Cities and Municipalities Congress held on August 23, 2024, according to a Manila Bulletin news report. The awards are related to the CMCI 2024 research and results.

Recently, the City Government of Muntinlupa got the highest ranking in the National Capital Region (NCR) with regards to the Seal of Child-Friendly Local Governance for the year 2022 and they received the award, according to a Manila Bulletin news report.

Mayor Ruffy Biazon announced that the Muntinlupa City government got the highest rating in the National Capital Region for the 2022 Seal of Child-Friendly Local Governance.

He said he received the 2022 Seal of Child-Friendly Local Governance award from the Department of the Interior and Local Government (DILG). 

The award is given to local government units that have shown excellence in implementing programs for the youth and have passed the 2022 Child-Friendly Local Governance Audit (CFLGA).

Biazon said the Muntinlupa City government received a rating of 97 percent, the highest among LGUs in NCR.

“Mula pa noong 2015, recipient na ang Muntinlupa ng Seal of Child-Friendly Local Governance award. Patunay ito sa commitment natin sa pagsulong ng kapakanan at mga karapatan ng kabataang Muntinlupeño (Since 2015, Muntinlupa has been a recipient of the Seal of Child-Friendly Local Governance award. This is a testament to our commitment to advance the welfare and rights of Muntinlupeño youth),” said Biazon.

Muntinlupa City Government wins Gawad Edukampyon award

The City Government of Muntinlupa recently won a prestigious award (Gawad Edukampyon) in the field of education among highly urbanized cities (HUC), according to a Manila Bulletin news report. For the newcomers reading this, Gawad Edukampyon is a nationwide program launched by REX Education in collaboration with the Department of Education, Department of the Interior, and Local Government and Early Childhood Care and Development Council.

The Muntinlupa City government won the Gawad Edukampyon award in the highly urbanized city category for its efforts in Early Childhood Care and Development (ECCD).

Muntinlupa won the award for its Supplementary Programs on Early Stimulation and Promotion of Proper Health and Nutrition. This involved a wide range of initiatives, including feeding program, health services, sports activities, educational support, and social services for families.

The city also caters to the needs of parents through the Family Support Program, Tulong Panghanapbuhay Sa Ating Disadvantaged / Displaced Workers (TUPAD), and Parent Congress.

“Patuloy ang City Government of Muntinlupa sa pagsulong ng mahusay na childhood care services para sa mga kabataang Muntinlupeño. Gusto natin lahat ng mga bata sa Muntinlupa ay malusog, nakakapag-aral at may mabuting asal (The City Government of Muntinlupa continues to advocate great childcare services for our young Muntinlupeño. We want all children in Muntinlupa to be healthy, go to school and have good manners),” said Mayor Ruffy Biazon.

He added, “Maraming salamat sa ECED Muntinlupa, led by Ms. Jenny Mercado, sa pangunguna sa ating mga programa for childhood development (Thank you to ECED Muntinlupa, led by Ms. Jenny Mercado, for leading our programs for childhood development).”
