PAOCC files cases against many foreign nationals involved in Parañaque City scam hub

In relation with the big raid on an office build in Parañaque City that resulted in the apprehension of hundreds of suspects, the Presidential Anti-Organized Crime Commission (PAOCC) announced that it has filed charges against several foreign nationals who were among the many suspects arrested, according to a Philippine News Agency (PNA) news article.

Charges of qualified human trafficking were filed by the Presidential Anti-Organized Crime Commission (PAOCC) against 20 foreign nationals apprehended in the Feb. 20 raid of a scam hub in Parañaque City.

PAOCC Executive Director Gilbert Cruz said the raided Philippine Offshore Gaming Operator (POGO) hub at the ATI building, in front of the Parañaque Integrated Terminal Exchange (PITX), ran investment and love scams using foreign nationals.

A total of 435 POGO workers, including 148 foreign nationals, were arrested at the Chinese-run hub.

“We conducted the inquest for the foreign nationals operating the POGO hub here at PITX and we have filed charges against 20 of them,” Cruz said in an interview.

“Qualified trafficking, because you can clearly see that they facilitated the employment of individuals in this POGO hub to work here for a long time.”

Cruz said the scam hub also had several other violations, including the lack of the necessary permits to operate.

Among the complainants were three Vietnamese women.

“These Vietnamese women were the models they used to attract investors and then after you fall in love, that’s it, they will invite you to invest in cryptocurrency,” Cruz said.

Ten foreign nationals arrested in Parañaque City village for alleged scamming activities

Very recently in Parañaque City, ten foreign nations were arrested by elements of the National Bureau of Investigation (NBI) for alleged online scamming, according to a Manila Bulletin news report. The apprehension took place inside a village.

Ten foreigners have been arrested by the National Bureau of Investigation (NBI) in a subdivision in Paranaque City where they were found allegedly conducting online scamming activities.

In a statement, the NBI said the 10 foreigners were arrested by operatives of the NBI National Capital Region (NBI-NCR) during the service of a Warrant to Search, Seize, and Examine Computer Data (WSSECD) at a residence in Multinational Village in Paranaque City.

It said all the 10 foreigners face charges of violating Republic Act (RA) 12010, the Anti-Financial Account Scamming Act.

The NBI identified seven of the foreigners as Vietnamese nationals Phan Viet Ngan, Do Anh Tuan, Nguyen Duc Anh, Phan Kim Sang, Vo Hong Sy, Nguyen Van Khanh, and Doan Van Dung.

The other foreigners were identified as Chinese nationals Zhang Ming Yi, Xin Yao Huang and Himen Chen.

The NBI said that during the operation, seized from the suspects were computers and transcripts with Chinese characters.

“Based on the seized translated transcripts, Subjects are indeed engaged in phishing and scamming activities,” it said.

“In addition, Operating System Triage conducted on the seized computer units revealed the illegal activities of the Subjects like romance scam, fictitious messaging accounts, fraudulent cryptocurrency schemes and fake investment solicitations,” it added.

The NBI said the operation was conducted after NBI-NCR received “an intelligence report that groups of foreign nationals are engaged in Investment Fraud, Crypto Asset or Crypto Currency Scam, Artificial Intelligence scam and High Yield Investment Program (HYIP), Romance scam and identity theft through the use of social engineering scheme and digital communication systems.”

8 illegal aliens who were arrested in Alabang will be deported

The eight illegal aliens – seven Chinese nationals and one Vietnamese citizen – who were recently arrested inside Ayala Alabang Village, Muntinlupa City, will soon be deported by the Bureau of Immigration (BI), according to a news article by the Philippine News Agency (PNA). All of the suspects were found to be undocumented and also under suspicion of scamming.

The eight foreigners apprehended for illegally staying in the country at a village in Muntinlupa City are set for deportation, the Bureau of Immigration (BI) said Friday.

Commissioner Joel Anthony Viado, in a news release, said seven Chinese nationals and a Vietnamese national were arrested by operatives of the BI’s intelligence division along three streets inside the village on Oct. 22.

“The homeowner association representatives of the Ayala Alabang Village were very helpful in helping us verify target areas,” he said in statement.

All of them were found to be undocumented — two of whom were also found to be overstaying while one was suspected to be an illegal entrant.

The Department of Justice (DOJ) and the National Bureau of Investigation (NBI) earlier reported that items used for online scamming were seized from the suspects.

Viado noted that they have received information that smaller “pockets” of scamming hubs are forming after the closure of big Philippine offshore gaming operator (POGO) hubs in the country.

“We have found reason to file deportation cases against them. They will be considered undesirables once their cases are resolved, and face deportation,” the BI chief added.

The operation was conducted with the Inter-Agency Council Against Trafficking (IACAT) and the NBI National Capital Region (NCR).

Eight foreigners (suspected scammers) arrested inside Ayala Alabang Village

Recently in the progressive City of Muntinlupa, eight foreigners – seven Chinese nationals and one Vietnamese citizen – suspected for scamming got arrested inside a house in Ayala Alabang Village as a result of an operation by elements of the Bureau of Immigration (BI), National Bureau of Investigation (NBI) and the Presidential Anti-Organized Crime Commission (PAOCC), according to a Malaya Business Insight news report.

SEVEN Chinese and a Vietnamese suspected as scammers were arrested in an operation in Ayala Alabang Village in Muntinlupa City, the Department of Justice said yesterday.

In a statement, the DOJ said the operation, carried out with the Bureau of Immigration, National Bureau of Investigation and the Presidential Anti-Organized Crime Commission, stemmed from information provided by residents and corroborated by intelligence regarding the presence of the foreigners in the posh village.

The DOJ said three Chinese were initially nabbed, two of whom were found to be overstaying in the country, while the other one could not present any documentation.

It said one of the three served for a time as a manager of a Philippine Offshore Gaming Operator (POGO) hub in Porac, Pampanga.

“Upon entry, there was a live computer operated by a Chinese individual. When read by an interpreter, the screen showed scripts used in a standard phishing scam,” the DOJ said, adding operatives also found a voice-over IP, an equipment usually used in telephone scams to avoid detection.

Four Chinese and the Vietnamese were later arrested.

The DOJ said four failed to present documentation and were considered illegally staying in the country.

“One Chinese national, though not lacking in documentation, is suspected to have harbored the illegal aliens in violation of immigration laws,” the DOJ said.

LTFRB launches investigation on transport network vehicle service company over the Parañaque City robbery-and-rape of Vietnamese woman

In response to the robbery and rape of a Vietnamese woman who availed of a private transportation service in Parañaque City, the and Transportation Franchising and Regulatory Board (LTFRB) launched an investigation and could penalize Grab Philippines, according to a Philippine News Agency (PNA) news report.

It should be recalled that the victim was dropped off in Barangay San Dionisio where she reported to the police who in turn arrested the suspect driver in Laguna. The driver’s accomplice has yet to be caught as of this writing. The suspect driver admitted to the crime that happened.

The Land Transportation Franchising and Regulatory Board (LTFRB) has launched an investigation into the alleged robbery and sexual assault against a Vietnamese national and is eyeing sanctions against transport network vehicle service (TNVS) company Grab Philippines.

In a statement on Wednesday, LTFRB chair Teofilo Guadiz III said a letter was sent to Grab asking to explain what transpired during the incident. Grab has five days to explain before the LTFRB decides on the case.

“Puwede ho naming ma-suspend ‘yung kanilang app for at least 30 days sa first offense po, kung makita mang may kapabayaan po, pero ‘yan po ay gagawin namin ‘yan as a matter of due process (We can suspend their app for at least 30 days as a first offense, if we see negligence. But we will do that as part of due process),” Guadiz said.

Aside from suspension, the company may also face fines if found negligent. Possible sanctions will be enacted after the investigation.

To date, the LTFRB has filed a police report to validate the facts of the case, has written to Grab, and has also reached out to the victim to get her side of the story.

“Mag-iimbestiga kami definitely and then kung sino nga po yung may kasalanan, mananagot po (We will definitely investigate and whoever is found guilty, they will be held accountable),” he said.

He called on the public to be cautious in using ride-hailing apps and to inform a trusted person about the details of their trip.

“Always verify the driver’s identity, share your trip details with a trusted person, and stay alert throughout the journey to ensure your safety,” he said.

On Sept. 5, a Vietnamese woman was allegedly robbed and raped during a ride with a TNVS service in Parañaque City.

The woman was said to have been driven around by the driver and they were later joined in the vehicle by an accomplice. The accomplice threatened the victim with a knife and took PHP35,000 in cash before the sexual assault.

Vietnamese woman robbed and raped in Parañaque City, one suspect arrested and the other still on the loose

Recently in the city of Parañaque, a woman from Vietnam who availed of a private transportation service was held against her will, robbed and raped, according to a GMA Network news report. The driver of the vehicle got arrested while the other suspect remains free and on the loose.

A Vietnamese woman was allegedly held up and raped during a ride hailing service after booking a ride last September 5 in Paranaque City.

In Nico Waje’s report in Saksi on Monday, CCTV footage showed that a ride-hailing service car entered into a subdivision in Paranaque City to pick up the foreigner at around 4 a.m. of Thursday last week.

The Southern Police District (SPD) said that the 32-year-old victim was robbed inside the vehicle by the driver’s accomplice.

“Pinaikot-ikot siya nitong ating suspek na driver. Tapos mayroon din pong sumakay na isa pang kasabwat nitong ating driver,” said SPD Public Information Office chief Police Major Hazel Asilo.

(The driver just drove around in circles. Then another man, his accomplice, suddenly boarded the car.)

At knife point, the accomplice took P35,000 in cash from the woman, the report said. Police added the victim was sexually assaulted by the suspects.

“Matapos siyang nakawan, kuhain ‘yung kaniyang pera at saka ‘yung kanyang cellphone ay ginahasa rin po ‘yung ating Vietnamese na victim. So bago po siya maibaba ay nanakawan na siya at nagahasa pa siya,” said Asilo.

(After her money and cellphone was taken from her, the Vietnamese victim was also raped. So before she was dropped off, she was robbed and raped.)

The victim was dropped off at Barangay San Dionisio in Paranaque City where she reported the incident to police. The driver suspect was arrested in Cabuyao, Laguna in a follow-up operation last September 7.

“Umako naman po siya sa mga ginawa nila…modus na po ito nitong ating mga suspek. Although ilang beses na nilang nagawa, hindi po sila nahuhuli dahil wala pong nare-report,” said Asilo.

(He admitted to their crimes…they’ve been doing this modus for a long time. They’ve done this several times, but they were never caught because no one was reporting them.)

When confronted, the driver said that it was his accomplice who raped the victim, which the latter also confirmed.

Seven suspects, including three Chinese nationals, were arrested for allegedly abducting three foreigners in Parañaque City, the National Capital Region Police Office (NCRPO) said Tuesday.

In a report, NCRPO chief Maj. Gen. Jose Melencio Nartatez Jr. identified the suspects as Liu Yujie, 39; Weichun Xu, 35; and Donbo Lyu, 35; all Chinese nationals; and Jon Jon Osquiza, 45; Jerico Mamaril, 29; Brian Barado, 33; and Ruel Arenas, 42.

Nartatez said the incident happened around 4 a.m. Monday when the suspects barged into a house inside the Multinational Village in Barangay Moonwalk, which is being rented by three women — two Chinese nationals and a Vietnamese.

He said the suspects destroyed closed-circuit television cameras while they took the cellphone of the victims’ driver Kevin Christian Julu-an and a housemaid. The suspects took the victims and forced them into their getaway vehicle, a white Toyota Alphard minivan.

Julu-an immediately reported the incident to the local police, which launched an operation.

At about 4 p.m., the police tracked the suspects’ hideout on another street in the same village and arrested them.

Vietnamese victim rescued and three Chinese nationals arrested in Parañaque City

Recently in the city of Parañaque, the local police arrested three Chinese nationals who allegedly robbed and abducted a 23-year-old Vietnamese woman who managed to escape from her captors, according to a Manila Bulletin news report. The suspects have been charged with robbery, grave coercion, illegal detention, possession of illegal drugs, and illegal possession of firearms.

A female Vietnamese national who was robbed and abducted by three Chinese men was rescued by members of the Parañaque City Police on Tuesday, August 6.

The victim was identified as “Lang,” 23 and is said to be working in a money exchange services business in Manila. Meanwhile, the suspects were identified as “Jun,” 31, “Hao,” 27, and “Zhang,” 26.

The police said Lang was rescued after she managed to escape from one of her abductors who fell asleep while guarding her and sought assistance from a lobby security guard of a condominium building located in Barangay Tambo, Parañaque City. The police immediately responded to the report of the security guard and rescued the victim.

Lang said her workplace caters to several Chinese nationals and foreigners seeking to exchange currencies.

At around 12:20 a.m. on August 6, one of the suspects contacted her through Telegram for a meeting to exchange Vietnamese dong to Philippine peso.

Upon arrival at the condominium unit, Lang said she was threatened by Hao with a knife and forcibly took her cellphone. The suspects transported her to an unknown location on board a Ford Ranger pickup.

The suspects forcibly obtained her cellphone password including her facial ID to access her online bank account where they were able to transfer her money to an unknown account amounting to 8,940,000,000 Vietnamese dong from Vietcombank, P1,000,000 worth of jewelry, and P300,000 cash.

Police recovered from the arrested suspects two .9mm pistols; a North American Ans Black Widow 22 Magnum revolver; various ammunitions; P236,000 cash; several electronic devices such as an Apple iPad, Apple MacBook Air, and seven iPhones; a Chinese passport in the name of “Liu”; and a Vietnamese passport under the name of “Dong.”

They also yielded a set of vehicle license plates; one matte black Ford Ranger Sport; 76 ecstasy tablets with an estimated value of P129,200; and 5 grams of suspected shabu worth P34,000.

Immigration officials intercept two foreign tourists suspected of attempting to work illegally in the Philippines

The Bureau of Immigration intercepted two foreign nationals suspected of attempting to enter the country to work illegally.

According to a statement by the BI on Friday, 20-year-old Chinese national Ding Junda claimed he was visiting a relative in the country for eight days when he arrived at the Ninoy Aquino International Airport Terminal 3 on Sunday.

On Monday, 22-year-old Vietnamese Nguyen Thi Tuyet Trang arrived and said she was going to Tagaytay City for a holiday.

However, the two individuals confessed to working in the country during a secondary inspection, with Ding working as a parcel delivery rider and Nguyen as a nail technician.

Ding was also found to have been sponsored by another Chinese national outside the country.

“They were denied entry after our officers determined that they were likely to become a public charge, as stipulated by the provisions, resulting in their classification as excludable aliens under our immigration laws,” said BI Commissioner Norman Tansingco.

Vietnamese national arrested in Parañaque City for illegal drugs

Recently in the city of Parañaque, a man from Vietnam was arrested by police officers as a result of a successful buy-bust operation, according to a Manila Bulletin news report.

A Vietnamese national was arrested by members of the Parañaque City Police Station Drug and Enforcement Unit (SDEU) in a buy-bust operation on Wednesday, Nov. 22.

The Southern Police District (SPD) said the suspect was identified as a certain Le. He was arrested at around 8:85 p.m. along Macapagal Boulevard, Barangay Tambo, Parañaque City.

Recovered from him were five grams of shabu worth P34,000; three plastic sachets containing 18 tablets suspected to be ecstasy worth P30,000, and three grams of powdered ketamine worth P15,000.

The recovered drugs were turned over to the SPD Forensic Unit for quantitative and qualitative analysis.
