Filipino caregivers and students get free vaccine in Israel

I am a Christian and I strongly believe in the strengthening of ties between the Philippines and Israel. This past February, Israel opened an honorary consulate in Davao City. Most recently there was a relevant news report that got published about the Philippines and Israel that I really loved reading.

The other day, the Israel Embassy in Manila announced that thousands of Filipino caregivers, students and diplomats availed of free COVID-19 vaccines in Israel. Below is an excerpt from the news report published by Philippine News Agency (PNA)

The free inoculation is part of the Israeli government’s vaccination drive to immunize all residents in the country, regardless of their citizenship status.

Around 5.2 million people have so far been administered with at least one dose of Pfizer’s Covid-19 vaccine in Israel, 30,000 of whom are Filipino caregivers and 400 are exchange students.

Filipinos with expired working permits as well as the staff of the Philippine Embassy in Israel also received the free Pfizer shots.

Israel Ambassador to Manila Rafael Harpaz said this free access to vaccines is another way of expressing Israel’s gratitude to the overseas Filipino workers, particularly caregivers working in their country.

“Israel is thankful for the Filipino caregivers for helping the elderly and the disabled Israeli citizens during the Covid-19 outbreak. For many years, the Israeli government has been providing the Filipino caregivers with full access to the advanced medical services of our country,” he said.

Harpaz added that Israel has been taking “good care” of the Filipino caregivers while citing a 2018 agreement signed during the visit of President Rodrigo Duterte to Israel.

Israel in recent months has also supported the Philippine government in its pandemic response by donating personal protective equipment to the front-liners of the Department of National Defense and the Philippine National Police, and equipment to assist the Department of Education in implementing distance learning.

To put things in perspective, the ties of the Philippines and Israel go a long way back. Many decades ago, then President Manuel Quezon (head of the Philippine Commonwealth Government) offered save haven to Jewish refugees who fled the Nazi regime. This act was never forgotten by the Israeli people. In 1947, the Philippines voted in favor of United Nations Resolution 81 which created the State of Israel. Philippines-Israel ties progressed further by establishing full diplomatic relationships in 1957 and the following year, a treaty of friendship was signed.

In 2018, President Rodrigo Duterte visited Israel (Duterte is also the first Philippine President to visit there) which was groundbreaking. Watch the videos below…

In July 2019, I attended the Networking Night of the members of the Israel Chamber of Commerce of the Philippines (ICCP) in Makati City. During that event, there were speeches delivered by Israel Chamber of Commerce of the Philippines President Sagiv Massad, the Embassy of Israel’s Deputy Chief of Mission Yulia Rachinsky-Spivakov which gave me a clear view about the growing ties between the Philippines and Israel.

Las Piñas City Government tells travelers/motorists to avail of S-PaSS (Safe, Swift and Smart Passage) service online

Yesterday the City Government of Las Piñas formally announced that travelers can avail of the service of S-PaSS (Safe, Swift & Smart Passage), an online traveling management system that can be used to travel to provinces or cities with applicable travel restrictions.

In case you need it for your destination local government unit (LGU), here are the following steps or guidelines for creating an S-PaSS Account and getting your travel documents online.

With the S-PaSS, it will facilitate for users a safe, swift and smart coordination of travels to the destination LGUs. The traveler may check if the destination LGU has a restrict or unrestricted travel policy. If the LGU is restricted, the S-PaSS must be applied for a Travel Coordination Permit (TCP). The travelers are free to go to any unrestricted destination LGU, however it is recommended to generate a Travel Pass-Through Permit (TPP) if they will be passing through LGUs with restricted statuses.

COVID-19 Crisis: Over 200 curfew violators apprehended in Muntinlupa on first day, minors warned of withdrawal of scholarship grant

Members of Muntinlupa City PNP and barangay police have apprehended at 203 curfew violators – including 36 were minors – on the first day (March 15, 2021) of the implementation of stricter curfew hours in the city.

Muntinlupa Public Information Officer Tez Navarro said the violators were taken to barangay covered courts where they attended seminars about the unified curfew hours, health protocols, and the local COVID-19 situation.

According to PNP Muntinlupa, 22 individuals were given citation tickets for deliberate non-compliance with minimum health measures such as wearing of face mask and face shield while 36 minors were given warning.

Navarro added that minors who will violate the curfew hours shall lose their scholarship grant from the local government in their second offense while other penalties shall be charged against their parents or guardians.

The City Government joined other Metro Manila cities in implementing unified curfew hours from 10:00 PM – 5:00 AM adopting the Metro Manila Council MMDA Resolution No. 21-03, Series of 2021 starting March 15. Further, Muntinlupa has also enforced a total liquor ban as part of the city’s tighter COVID-19 response efforts in a bid to prevent further transmission of COVID-19.

Business establishments who will violate the liquor ban shall receive suspension of business permit and closure for one (1) week for first offense and revocation of its business permit or license for second and succeeding offenses. For individuals, violators shall be meted with P2,500 penalty for first offense and P5,000 for second and succeeding offenses. The liquor ban and curfew hours in Muntinlupa will remain in effect until April 4.

Mayor Jaime Fresnedi appealed to Muntinlupa residents to strictly follow minimum health measures and not to let their guard down amid rising cases in the city.

“COVID-19 is still here and we should continue observing health protocols such as wearing our face mask and face shield, physical distancing, and washing of hands,” the local exec said.

Two areas of concern in Muntinlupa City were placed under a two-week Extreme Localized Community Quarantine (ELCQ) from March 13 to March 28 after recording high attack rates and active cases in the recent weeks.

The City Health Office has conducted a mass testing in Cruzero St., Villa Carolina 1 in Barangay Tunasan and 124 Purok 1 in Barangay Cupang and will intensify its detection, isolation, and treatment strategies. Contact tracing of close contacts will also be facilitated.

COVID-19 Crisis: Almost 2,000 healthcare workers in Las Piñas vaccinated

According to a news report published by the Manila Bulletin recently, the City Government of Las Piñas announced that almost two thousand medical and health frontliners got vaccinated since their local vaccination program launched on March 9, 2021.

Below is an excerpt for the more specific details as reported by Manila Bulletin…

The Las Piñas City government reported that 1,982 medical and health frontliners from different hospitals, public and private, in the city had already vaccinated against the coronavirus disease (COVID-19).

The city government started its vaccination rollout on March 9 with the theme “Ligtas na Las Pinero, Lahat Bakunado” at the University of Perpetual Help System Dalta, one of the city’s identified vaccination sites.

Medical and healthcare workers of the University of Perpetual Help Medical Center were inoculated with China-made Sinovac vaccines at the start of the vaccination rollout.

Mayor Imelda Aguilar said that frontline employees of the UPMC on March 15 were inoculated with AstraZeneca vaccines.

The mayor also confirmed that with regards to the Sinovac vaccines, the City Government received over 1,200 doses of it from the National Government and were immediately used to inoculate frontliners. As reported before, the City Government’s goal is to vaccinate all city residents who in turn can get themselves registered.

Before the vaccination officially started, a simulation was held at the vaccination site at Las Piñas Elementary School Central, P. Diego Cera, Barangay Elias Aldana. On March 9, at the vaccination site at the University of Perpetual Help System Dalta (UPHSD) Gymnasium, in Barangay Pamplona Tres, Vice Mayor April Aguilar-Nery and other local officials attended and observed the launch of the vaccination rollout.

How can local residents get registered for the vaccine?

In accordance to what was established, each family will be given profiling forms to be filled up. The steps for manual registration are as follows:

1. Make sure that all the requested details in the form are answered.

2. Submit the understood forms to your barangay / Homeowner’s Association (HOA).

3. Include one (1) 2 x2 size ID photo and photocopy of any government issued ID with address.

As for online registration, the steps are as follows:

1. Scan the QR Code or go to bit.ly/LasPiñasVaccination in your web browser.

2. Log in using your GOOGLE ACCOUNT

3. Answer the questions and make sure your details are correct.

4. Attach a scanned copy / photo of your valid ID or proof of residence.

SMC President Ramon S. Ang clarifies Skyway Stage 3 remains open to motorists

Are you a motorist who needs to go way north, or way south or somewhere in between in the heart of Metro Manila? Here are some good news for you all: Skyway Stage 3 remains open to motorists as confirmed by San Miguel Corporation President Ramon S. Ang.

Very recently, there was confusion when it was announced that Stage 3 of the elevated expressway would close down on March 16, 2021 starting 5PM. Below is the excerpt from the GMA News report…

“In accordance with the Toll Regulatory Board (TRB) directive, the Skyway Stage 3 will be closed indefinitely starting 16 March 2021 at 5PM,” the Skyway Stage 3 management said in a post on Twitter on Monday night.

The elevated expressway will be reopened once all ramps are completed, as ordered by TRB, it said.

“Apologies for the inconvenience. SMC Infrastructure has no choice but to comply,” management said.

However, the Department of Transportation (DOTr) issued an advisory on Tuesday saying the TRB has not issued a decision or directive ordering the closure indefinitely of Skyway Stage 3.

“This is to inform the public that the Toll Regulatory Board (TRB) DID NOT ISSUE a decision or directive ordering the indefinite closure of the Skyway Stage 3 starting 5 p.m. of 16 March 2021,” the DOTr said.

“The Toll Regulatory Board DID NOT ISSUE a decision or directive ordering the indefinite closure of the Skyway Stage 3,” it added.

“TRB’s position is to keep Skyway Stage 3 OPEN for the benefit of motorists,” the DOTr added.

“The TRB is composed of the Department of Transportation, Department of Public Works and Highways, Department of Finance, National Economic Development Authority, and a representative from the private sector,” it said.

“Yes, I have just talk[ed] to [Transportation] Sec. [Arthur] Tugade. He will take care of TRB (Toll Regulatory Board),” Ang told GMA News Online.

As you can see above, things got really confusing and it was a major relief that Ramon Ang clarified that Skyway Stage 3 would not be closed. To put things in perspective, the 18-kilometer long Skyway Stage 3 was fully opened toll-free to motorists this past January and the TRB has yet to approve the proposed toll rates for it.

COVID-19 Crisis: Liquor ban and curfew in Muntinlupa City in effect until April 4, 2021

As a result of the rising number of cases of COVID-19, the City Government of Muntinlupa joined the other Metro Manila cities in enforcing a liquor ban and unified curfew hours from 10:00 PM – 5:00 AM which became effective since yesterday. The said measures will remain until April 4, 2021.

Mayor Jaime Fresnedi announced the imposition of liquor ban in Muntinlupa as part of the city’s tighter COVID-19 response efforts. He said the initiative aims to prevent gathering opportunities of city residents and minimize the risk of COVID-19 transmission. Fresnedi is set to sign an amended ordinance prohibiting the sale, trade, delivery, and consumption of liquor and other alcoholic beverages in the city.

Under the updated ordinance, violating business establishments shall receive suspension of business permit and closure for one (1) week for first offense and revocation of its business permit or license for second and succeeding offenses.

Individuals who will violate the liquor ban will be meted with P2,500 penalty for first offense and P5,000 for second and succeeding offenses.  

Violators who are government employees will face administrative charges with penalties. While penalties for minors (below 18 years old) shall be charged against their parents or guardians and those who are part of the local scholarship program may lose their grant.

Members of PNP Muntinlupa, Public Order and Safety Office, City Security Office, Muntinlupa Traffic Management Bureau, Business Permits and Licensing Office, and Barangay Chairpersons shall take the lead in enforcing the liquor ban. Local homeowners’ associations, including security guards, will also be deputized to augment operations.

The Muntinlupa City Council also approved the imposition of curfew hours from 10:00 PM to 5:00 AM beginning March 15, 2021 until April 4, 2021 adopting the Metro Manila Council MMDA Resolution No. 21-03, Series of 2021. Exempted individuals in the curfew include APOR, medical frontliners, essential workers, local fishermen, Kabalikat sa Kalinisan (street sweepers), delivery drivers with essential goods, and other individuals as determined by PNP and IATF.

Recently, Cruzero St., Villa Carolina 1 in Barangay Tunasan and 124 Purok 1 in Barangay Putatan were placed under a two-week Extreme Localized Community Quarantine (ELCQ) from March 13 to March 28.

Muntinlupa City Health Officer (CHO) Dra. Tet Tuliao said that the areas has become areas of concern after recording a high attack rate of 150 per 1,000 individual population from February 27 to March 6. CHO is set to conduct a mass testing in the community and will intensify its detection, isolation, and treatment strategies. Contact tracing of close contacts will also be facilitated.

As of March 14, Muntinlupa City has 5,891 confirmed cases with 5,492 recoveries, 222 active cases, 177 reported deaths, 67 suspect cases, and 414 probable cases.

Xbox-Bethesda excitement intensifies as Phil Spencer emphasizes exclusive games plus key Bethesda games got added to Xbox Game Pass (XGP)

There is no denying that the completion of the most significant video gaming business deal of this modern age of and the integration of Bethesda into Team Xbox are leading to a brighter future in electronic entertainment not only for Xbox fans and PC gamers but also for all other people who can afford gaming.

Yesterday, the fusion between Bethesda and Team Xbox was emphasized even further as top executives from both sides took part in a roundtable meeting titled Bethesda joins Xbox which was shown worldwide online. The YouTube video has been posted below for your convenience and viewing pleasure.

Here are a few notable parts of the roundtable event. Firstly, and most notably, Xbox chief Phil Spencer cautiously spoke about the plans regarding exclusive games that Xbox fans have been eagerly wanting to find out (note: key portions in bold).

“We have games that exist on other platforms, and we’re going to support those games on the platforms they’re on. There are communities of players. We love those communities and will continue to invest in them. And even in the future, there might be things that have either contractual things, or legacy on different platforms, that we’ll go do. But if you’re an Xbox customer, the thing I want you to know is this is about delivering great exclusive games for you that ship on platforms where Game Pass exists, and that’s our goal, that’s why we are doing this,” Spencer said.

Even as Microsoft-controlled Bethesda has games and fan communities on other platforms that will be supported, Xbox customers are still priorities for them and Xbox Game Pass is a key factor as it has many millions of subscribers around the world who use Xbox One consoles, Xbox Series S, Xbox Series X and Windows 10 PC.

While no titles were mentioned by Spencer, I am confident that Bethesda’s upcoming games like Starfield and Elder Scrolls VI will be released for Xbox Series consoles and Windows 10 PCs and be made available via Xbox Game Pass in the near future.

In my view, and in response to the whining of the PlayStation fanboys (who are agonizing over the Xbox-Bethesda deal) and of the people who hate Xbox spotted on social media, it does not make business sense for new Bethesda games (especially those made with big budgets for at least 3 years) to be released on PlayStation and Nintendo platforms since they are not connected with Xbox Game Pass.  If you look at Team Xbox closely, they are working hard to sell not only gaming hardware, software and DLCs, but also subscription services. In this case, Xbox Game Pass is essential and with 18 million subscribers already counted, the said subscription service is generating billions of Dollars of revenue for Team Xbox per year. Will Sony and Nintendo be willing to have Xbox Game Pass offered to their respective customers for the sake of availing new Bethesda hot new games? Unless something drastic happens, such a scenario won’t happen.

Going back to Spencer’s confirmation of exclusive games for Xbox customers, the integration of Bethesda into Team Xbox easily ensures that Xbox fans will not only have a lot of exclusive titles coming from the well-established publisher (and its many studios), they will also have a wide variety of the types of games from ALL the 23 Xbox Game Studios. The first-person shooter (FPS) genre exclusives to look forward to are Halo Infinite, the next Doom, the next Wolfenstein, the next Rage, the next Prey and so on. RPGs? Try Starfield, Elder Scrolls VI, Avowed, Fable, the next Fallout and the next The Outer Worlds.

Rest assured, Xbox fans have a whole lot of exclusive games to look forward to from Bethesda’s studios and the other Xbox Game Studios in the near future. These assured exclusive games should convince gamers to buy Xbox Series S or Xbox Series X, and then sign up immediately for Xbox Game Pass.

Going back to the media event, Todd Howard took note of the marvel of backward compatibility (itself a great, pro-gamer feature on Xbox) and described how awesome it is that old creations such as the RPG Elder Scrolls IV: Oblivion is not only playable (on current Xbox technology) but also nicely presented in 4K resolution showing how much life it still has all these years. In relation to that, Aaron Greenberg announced that Team Xbox is already working on providing FPS Boost (enhanced frame rates) on backward compatible games of Bethesda.

And then there is the other big announcement made during the roundtable event…Bethesda adding twenty games into Xbox Game Pass for subscribers to enjoy!

Specifically the games added into the said subscription service are: Dishonored Definitive Edition, Dishonored 2, Doom (1993), Doom II, Doom 3, Doom 64, Doom Eternal, Elder Scrolls III: Morrowind, Elder Scrolls IV: Oblivion, Elder Scrolls V: Skyrim, Elder Scrolls Online, The Evil Within, Fallout 4, Fallout 76, Fallout: New Vegas, Prey, Rage 2, Wolfenstein: The New Order, Wolfenstein: The Old Blood, and Wolfenstein: Youngblood.

Those mentioned games are available on Xbox Game Pass now.

COVID-19 Crisis: Vaccination efforts in Las Piñas City ongoing, locals encouraged to get registered

Finally, the local campaign against COVID-19 is on the roll in the City of Las Piñas! The other day (March 9, 2021), the Las Piñas City Government formally started its COVID-19 vaccination program with the theme “Safe Las Piñero, All Vaccinated” for the three hundred medical front-liners of the University of Perpetual Help Medical Center at the vaccination site in University of Perpetual Help System Dalta (UPHSD) Gymnasium, in Barangay Pamplona Tres.

The program was spearheaded by Vice-Mayor April Aguilar-Nery and Dr. Ma. Paz Corrales, Assistant Regional Director of the Department of Health-National Capital Region (DOH-NCR). Also present at the activity were City Administrator Reynaldo Balagulan, members of the City Council, doctors of the City Health Office (CHO) Dr. Ferdinand Eusebio, Dr. Julie Gonzales, Dr. ELeenor Gumpal, Dr. Julio Javier, and department heads.

The Sinovac vaccine was first injected into medical front-liners Dr. Jose Edzel Tamayo (Medical Affairs Executive Officer of UPHMC); Elvie Carandang (Finance and Accounting Manager) and Neil Jaymalin (Chief of Staff), all of whom served as the city’s “COVID-19 influencers” to encourage Las Piñas residents to immediately register and get vaccinated for their protection against the China virus.

Under the leadership of Mayor Imelda “Mel” T. Aguilar, the City Government aims to vaccinate all city residents after securing 500,000 doses of vaccine after allocating P250-million for the purchase of additional vaccine against COVID-19 for residents.

As far as the City Government is concerned, the security of the health, safety and welfare of the constituents remain priorities. Previously the City Government and its strategic partners conducted a simulation on how the vaccination will take place.

Youth entrepreneurs in Muntinlupa receive stimulus assistance, earn recognition from City Council

Yesterday the City Government of Muntinlupa awarded stimulus assistance to displaced youth workers in the city who have started their own businesses in a bid to recover from unemployment and other challenges brought about by the COVID-19 pandemic.

Mayor Jaime Fresnedi led the turn-over of financial assistance to 34 youth entrepreneurs under the first of batch of NegosYouth: Stimulus Recovery Assistance Program of the Youth Affairs and Sports Development Office.

Fresnedi says the resilience of the city’s youth entrepreneurs to innovate amid challenging times is worthy of emulation. The local exec hopes that their stories will also inspire other young people in the city to also start their own businesses.

Under the stimulus program, the City Government provides P5,000 in financial assistance to out-of-work youth, students, and out-of-school youth who have started their own businesses during the community quarantine. The beneficiaries will also receive entrepreneurship trainings on financial literacy, leadership, and among others.

Following an assessment, the beneficiaries will be endorsed to the Joint Resource Financing Program to receive zero-interest loan assistance of up to P150,000 for the expansion of their businesses.

The first batch of the stimulus assistance for the youth is composed of members of Muntinlupa Locals, a street wear movement which empowers and bolster the spirit of entrepreneurship among the youth of the city.

Muntinlupa Locals was founded in June 2020 by Patrick H. Aquino, a resident of Barangay Alabang and proprietor of Ayong Graphics. The youth group supports at least 70 Muntinlupa-based brands and envisions the Muntinlupa youth to be self-reliant by encouraging and bolstering their entrepreneurial skills through patronage and sale of Muntinlupa made, designed and manufactured clothing line.

Recently, the Muntinlupa City Council passed Resolution No. 2020-406 recognizing the achievement of Muntinlupa Locals in honing the business skills of the local youth and stirring employment among the residents of Muntinlupa.

Muntinlupa City’s road clearing efforts earn positive remarks from DILG-NCR

Members of the regional validation team from the Department of the Interior and Local Government conducted a road clearing assessment in Muntinlupa and recognized the city’s efforts in maintaining cleared major and inner roads.

DILG-NCR Assistant Regional Director Atty. Analyn Baltazar-Cortez led the validation team with representatives from MMDA, DPWH, and NCRPO as they inspect ten (10) local roads yesterday.

ARD Cortez presented some major and minor obstructions observed by the team during their inspection and discussed recommendations for the local government’s consideration. She also lauded the visible effort to clear local roads and rehabilitate sidewalks in Muntinlupa.

“While we acknowledge that the maintenance of cleared roads is a challenging task, the efforts for road clearing is very noticeable. There is a roving vehicle for public announcement, traffic enforcers are highly visible on major intersections, and roads are generally clean and well maintained,” Cortez said.

The final rating will be released by the DILG upon completion of inspection visits in all Metro Manila local government units. Muntinlupa is the 13th LGU to be visited by the regional validation team.

Mayor Jaime Fresnedi welcomed the recommendations from the DILG and ordered barangay chairmen to immediately resolve observed obstructions within their areas of jurisdiction. Fresnedi commits to continually support the National Government’s thrust in the clearing of all obstructions and rehabilitation of public roads.

In 2019, President Rodrigo Duterte ordered clearing of obstructions on public roads and sidewalks, including the removal of illegal structures, illegally-parked vehicles, and illegal vending.

DILG reiterated the continuation of Road Clearing Operations through the issuance of MC 2020-145 mandating LGUs to remove road and sidewalk obstructions, craft and implement displacement plans, rehabilitate and maintain cleared roads, and create a grievance mechanism.

Under the Memorandum Circular, LGUs were enjoined to conduct road clearing operations from November 16, 2020 to January 15, 2021. It was later extended to February 15, 2021. 

The degree of implementation varies depending on the community quarantine status raised in the respective locality. For Muntinlupa, partial implementation of the road clearing’s continuation is expected as the city is under the General Community Quarantine.
