This past weekend, the City Government of Las Piñas announced that its overall inoculation count is approaching the eight hundred thousand. To be precise, the official grand total was at 787,768 as of September 25, 2021. The total number of patients who got vaccinated with the 1st dose was at 422,300 while the number of patients who got vaccinated with the 2nd dose was at 374,260.

For transparency, posted below is the official image of statistics released by the City Government through social media.

As before, the numbers just don’t add up. 422,300 1st dose count plus 374,260 2nd dose count equals 796,560. That’s a difference of 8,792 more than the official grand total.

A few months ago, Las Piñas City Mayor Imelda Aguilar was honored by the Regional Peace and Order Council-National Capital Region (RPOC-NCR) in recognition of her administration’s perseverance and ensuring order and safety in the city during this COVID-19 pandemic.

Very recently, Mayor Aguilar received another honor this time by Department of Labor and Employment-National Capital Region (DOLE-NCR) according to a news report by the Manila Bulletin.

Las Pinas City Mayor Imelda Aguilar was was recognized by the Department of Labor and Employment-National Capital Region (DOLE-NCR) for her leadership and humanitarian interventions to address the health and economic crisis caused by the COVID-19 pandemic.

Atty. Sarah Mirasol, Regional Director of the DOLE-NCR, recognized Aguilar’s contribution to the global response of leaving no-one behind and extending the LGU’s arms to DOLE-NCR personnel in its COVID-19 vaccination roll- out.

The Plaque of Recognition cited Aguilar’s actions as an indication of her selflessness and dedicated service to the public driven by compassion and solidarity.

Aguilar thanked DOLE-NCR for the recognition and vowed to continue to give better services to Las Pineros.

It is all over the news right now…the wearing of face shields outdoors is no longer required as President Rodrigo Duterte stated recently.

Filipinos are no longer required to wear face shields outdoors, President Rodrigo Duterte announced on Wednesday.

Duterte made the pronouncement, as he approved the recommendation of the Technical Advisory Group (TAG) to limit the use of face shields to the so-called “3Cs,” which refers to “closed and crowded” spaces, and activities that “promote close contact.”

“I was informed of the recommendation from the Technical Advisory Group and medical groups that the use of face shields, on top of face mask, may be limited to high-risk activities under the three Cs – closed, crowded pati (and) close contact,” Duterte said in his prerecorded Talk to the People.

Duterte also ordered that the implementation and guidelines on the latest policy on use of face shield be done “immediately.”

“Puwede na tanggalin sa labas (You no longer need to use that outside). No more face shields outside. Ang limitasyon, ang face shield gamitin mo [sa] three ‘Cs’ (The limitation is use face shield in three ‘Cs’),” he said. “Iyang tatlo na iyan, face shield is a must pa rin. Iyan ang recommendation (Face shield is still a must in three [‘Cs]. That’s the recommendation).”

On September 10, Duterte told the public that while wearing a face shield could not provide “complete” protection,” it could still control the transmission of the coronavirus disease 2019 (Covid-19) in the country.

The Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID) on Dec. 14, 2020 issued Resolution 88, mandating all persons to wear full-coverage face shields on top of face masks in all public spaces to reduce Covid-19 transmission.

However, Duterte in June this year ordered the public to wear face shields only in hospitals.

Duterte later decided to keep the IATF-EID’s policy on the mandatory use of face shields in public spaces, given the presence of the more infectious Delta coronavirus variant.

Through the Manila Bulletin, the City Government of Las Piñas announced that it has officially launched a COVID-19 hotline system composed of five numbers (one landline number and four mobile numbers) to serve residents in the campaign against the spread of the coronavirus and its variants on a schedule of 24 hours per day and seven days per week.

The Las Pinas City government announced that 24/7 COVID-19 hotline numbers are now open to serve residents and help fight the spread of the coronavirus disease.

Mayor Imelda Aguilar said residents who exhibit the symptoms of the virus can call the COVID-19 hotline number for a free phone consultation.

Aguilar said residents who want to be brought to isolation facilities or hospitals can also call the hotline numbers and they will be picked up by the ambulance.

The mayor said the city government’s hotline numbers are 89945782, 09776726211, 09496246824, 09682397922 and 09271400595.

Aguilar said the city government is also planning to add more hotline numbers to better serve city residents.

She said aside from the 24/7 COVID-19 hotline numbers, the city government is also offering free RT-PCR and antigen swab testing.

The chances of the Philippines achieving herd immunity before the end of this year look somewhat better as the nation received so far almost 65 million doses of COVID-19 vaccines including almost 10 million in a single week recently according to a news report by the Philippine News Agency (PNA).

The country has so far received a total of 64,942,000 vaccine doses, including the 9,586,270 doses from Sept. 13 to 19 — the highest weekly delivery since the life-saving shots from various manufacturers started arriving in February.

In a news release issued by the National Task Force Against Covid-19 on Monday night, it said of these shipments, 6,171,590 million doses arrived over the weekend. A total of 561,600 Pfizer doses donated by the US through COVAX Facility arrived Monday evening.

The national government continues to build up the Covid-19 vaccine inventory with the steady arrival of larger shipments of government-procured and donated vaccine supplies.

“We are very happy with the developments in our vaccine acquisition efforts especially with the recent deliveries,“ National Task Force Against Covid-19 chief implementer and vaccine czar Secretary Carlito Galvez Jr. said.

“This is a testament of our collective effort — from the national government, the local government units, the private sector, and the global community — in securing much-needed doses for our people,” Galvez added.

Of the more than 9.58 million doses delivered last week, 6.65 million combined doses of Sinovac, Pfizer, Moderna and Sputnik V vaccines were procured by the national government, 909,400 doses of AstraZeneca and Moderna vaccines were purchased by the private sector and local government units (LGUs), and 2.02 million doses were donations through the COVAX Facility.

“We are now beginning to reap the benefits of having a forward-looking and sustainable plan in our vaccine procurement. We will continue to negotiate and hopefully sustain this bulk allocation and delivery schedule in the coming weeks,” Galvez said.

He earlier announced that more than 34 million doses are expected to be delivered this month from various sources and manufacturers. Of this number, 13,041,410 doses have been delivered.

Sustaining bulk deliveries

Vaccine manufacturers and the national government are in talks to scale up the country’s monthly allocation beginning this month, Galvez bared.

Despite most of the supply contracts indicating that the volume of the Philippines’ orders will be shipped in the fourth quarter, the NTF continued to engage with the manufacturers as part of its aggressive efforts to secure additional vaccine doses.

“We are grateful to our embassies and our consular offices around the globe for their hard work and determination to help our country access and secure the 30 million doses that we need monthly,” he said.

As of Sept. 19, a total of 41,414,015 jabs have been administered nationwide. Fully protected persons are now at 18,560,409 or 24.06 percent of the country’s 77 million target population.

More than 22.85 million vaccine doses have been administered as the first shot.

In the National Capital Region, 84.47 percent of its target population have received at least one dose, while 66.3 percent have been fully inoculated.

The latest Parañaque City crime news are here and not only was it about a relatively new form of gambling but it also involved a few hundred suspects! Two hundred and seventy suspects to be precise according to a news report by the Manila Bulletin.

Parañaque City police apprehended on Saturday 270 individuals for playing online “sabong” (cockfight) and for failure to observe social distancing.

Prior to the suspects’ arrest, the police received information about mass gatherings inside the Roligon Mega Cockpit Arena on Quirino Avenue in Paranaque City, according to city police chief Col. Maximo Sebastian.

Sebastian said cops in the nearby police sub-station were immediately dispatched and found the 270 gamblers playing online sabong.

He said the suspects were immediately rounded up and given citation tickets for violation of the health protocols under the new quarantine alert system.

The city police chief said those who will be caught for the first offense will be fined P1,000, P3,000 second for the second offense, and P5,000 for the third offense.

Sebastian also said the management of the arena failed to show a permit to operate online sabong.

He said the owner of the arena claimed they have a permit from PAGCOR and that their online sabong was just a dry run.

The above report ended stating that according to the police, any form of gambling is illegal under the new alert level.

I first saw Final Fantasy: The Spirits Within on a Friday night at the local theater in July twenty-o-one. While social media was not yet common back in those days, the movie still was hyped a lot through the Internet and traditional media.

As for the theatrical experience, I found the movie to be not so engaging mainly due to the story’s pacing (note: it was directed by Final Fantasy series creator Hironobu Sakaguchi and Motonori Sakakibara), the sentimental stuff within the script, the not-so-interesting characters and the lack of true connection between the vocal performances and the motion-captured moves of the digital characters. Being one of the first major movies to be fully made with computer-generated images (CGI) complete with digital human characters and the approach to achieving photo-realism, Final Fantasy: The Spirits Within was indeed a flashy and fancy looking picture but it really did not have much to appeal to me with regards to my interest in cinema and even with Final Fantasy games. The movie ended up being hollow for me personally.

For the newcomers reading this, Final Fantasy: The Spirits Within was a tremendous box office failure and it led to the closure of Square Pictures. Still the movie could find new life in 4K Blu-ray format and I know it has its own following of dedicated fans. Perhaps the fans of Ming-Na Wen, Alec Baldwin, Donald Sutherland, James Woods, Ving Rhames, Peri Gilpin and Steve Buscemi would be interested to experience the movie in 4K.

This past Sunday, the City Government of Las Piñas announced that its overall inoculation count has surpassed the 700,000 mark. Along the way, the number of patients who received their first vaccine dose surpassed 400,000 while the number of fully vaccinated patients in the city exceeded 300,000.

To be more specific, the official count as of September 11, 2021, was 709,368 in total inoculation. As for the breakdowns, 403,191 patients were vaccinated with the first dose of the COVID-19 vaccine while 314,888 patients got vaccinated with the second dose.

As before, the numbers of first dose and second dose do not add up to match the declared inoculation total of 709,368. Do the math, 403,191 first dose patients plus 314,888 second dose patients equal 718,079 in all. That’s a discrepancy of 8,711. The discrepancy is around 1.23% of the September 11 grand total.

To put things in perspective, posted below is the official visual reference released by the City Government on their Facebook page on September 5, 2021 and this includes the types of patients who got vaccinated. Also notable is the count of the single-dose Janssen vaccine from Johnson & Johnson.

Previously, Department of Trade and Industry (DTI) Secretary Ramon Lopez proposed to allow vaccinated people to dine in food-and-beverage joints as well as enter the personal care service establishments during the modified enhanced community quarantine (MECQ). This past weekend, the Philippine News Agency (PNA) reported that the DTI Secretary is back and called for the easing of protocols for people who have been fully vaccinated and Metro Manila could be the region to have such moves pilot tested within.

Department of Trade and Industry (DTI) Secretary Ramon Lopez has endorsed tweaking of community quarantine protocols by allowing more mobility for fully vaccinated individuals.

During President Rodrigo Duterte’s Talk to the People aired over the weekend, Lopez told Duterte that “it is about time to change our protocol” in terms of easing some restrictions for the vaccinated population.

“We were discussing the need to have (a) different approach in terms of solving Covid-19 (coronavirus disease 2019); not just lockdowns,” he said in mixed English and Filipino.

The DTI chief said under the new protocol, fully vaccinated individuals could be allowed in restricted economic activities, such as dine-in services in restaurants and personal care services.

In the City of Las Piñas alone, their fully vaccinated patients had reached almost 315,000 as of September 11, 2021. In Muntinlupa City, the number of fully vaccinated patients is almost 200,000.

COVID-19 Crisis: Vaccine czar Galvez says national vaccination rate to be adjusted to 80-90% in the near future

The other day, vaccine czar Carlito Galvez, Jr., announced in a radio interview that the COVID-19 vaccination target will be adjusted from the current 70% to as high as 90% according to a GMA Network news report. The purpose, unsurprisingly, is about achieving herd immunity but with adjustments related to recent developments such as the Delta variant and the Lambda variant detected in the Philippines.

To put things in perspective, posted below is an excerpt from the GMA Network news report. Some parts in boldface…

The Philippines will raise its COVID-19 vaccination target from 70% to up to 90% to reach herd immunity by early next year, vaccine czar Carlito Galvez Jr. said Wednesday.

In a radio interview, Galvez said the herd immunity target could be between 80% and 90% of the country’s 110 million population or roughly 90 million people.

“Nakikita po natin na yung herd immunity, yung concept na yun, dahil sa Delta variant, baka iangat po po natin ng 80 to 90%. Iyon po ang ang pagkakasabi po ng ating expert para maproteksyonan natin ang ating population,” he said.

(We might raise our herd immunity target to 80% to 90% due to the Delta variant. That’s what the experts told us in order to protect our population.)

Galvez said the government would try to vaccinate 77 million people before the end of the year.

“And then yung tinatawag natin na herd immunity na 90% is by end of the first quarter of 2022,” he said.

(For herd immunity, the target is to reach this by the end of the first quarter of 2022.)
