The Subic–Clark–Tarlac Expressway (SCTEX) undergoing improvements by means of maintenance works and asset enhancements by the NLEX Corporation, according to a Malaya Business Insight news report. This means better travel and improved safety for the many motorists who use the SCTEX.

NLEX Corp., the concessionaire of the 94-kilometer Subic–Clark–Tarlac Expressway (SCTEX), recently rolled out a series of asset enhancement and preventive maintenance works to reinforce road safety, and help in providing an improved driving experience for motorists.

“We’re focused on delivering improvements that our motorists can truly feel on the road,” NLEX president and general manager Luis Reñon declared in a statement on November 20.

Approximately 3,700 square meters were reportedly completed from Dinalupihan to Tarlac, focusing on uneven surfaces and minimizing potential driving hazards.

The company also installed 22 additional sets of rumble strips at key locations along SCTEX. These strips produce mild vibrations and audible cuesfor drivers, promoting more attentive and safer driving behavior. A total of 26 rumble strips are now laid out across the expressway.

Median, or center guardrails, from Dolores to Luisita have been being raised by 30cm for the asphalt overlay. This adjustment maintains safety standards, and helps preserve roadway integrity.

Recently Las Piñas City’s congressman Mark Santos pointed to the construction firm of former city councilor and mayoral candidate Carlo Aguilar having cornered multiple public works contracts worth several billions of Pesos since 2016, according to a Malaya Business Insight news report.

For the newcomers reading this, former councilor Aguilar is the cousin of Senator Mark Villar who himself took office as secretary of the Department of Public Works and Highways (DPWH) in 2016 during the administration of then Philippine President Rodrigo Duterte. During the 2025 National and Local Elections, Aguilar ran for mayor under the banner of the Villar political family but lost to then Vice Mayor April Aguilar.

LAS Piñas Rep. Mark Anthony Santos yesterday said a construction firm of Carlo Aguilar cornered 161 public works contracts worth billions since 2016, the same year that his cousin Sen. Mark Villar was appointed as secretary of the Department of Public Works and Highways (DPWH) by then President Rodrigo Duterte.

“The scale, frequency, and consistency of these awarding raise serious red flags that warrant immediate scrutiny,” he said in a statement, adding there is a “deeply alarming pattern” in national infrastructure spending.

The Villar family was linked to the flood control controversy after Ombudsman Jesus Crispin Remulla said Aguilar’s I&E Construction was awarded P18.5 billion worth of flood control and infrastructure projects during his tenure as public works secretary under the Duterte administration.

Santos said according to official documents he has obtained, I&E Construction Corp. secured multiple projects in Las Piñas starting in 2016, including the construction and rehabilitation of a flood control structure along the Alabang–Zapote Road, worth P6.9 billion.

In the same year, he said, the DPWH awarded a P64.5-million contract to I&E for the construction of a slope protection structure along Naga Creek, also in Las Piñas.

In total, Santos said, I&E bagged 13 public works contracts that year, the same year that Villar was appointed as DPWH head.

“There are so many projects, it’s one after the other, worth billions. These projects didn’t just fall from the sky. The public deserves full transparency on how and why a single family-linked contractor repeatedly secured massive government contracts,” he said in mixed Filipino and English.

He urged the Office of the Ombudsman, the Commission on Audit (COA) Congress to look into “potential conflicts of interest, preferential treatment or violations of procurement laws.”

He also called on the DPWH to release all documents related to bidding, awards, and implementation of the 161 projects to ensure full transparency.

Santos cited the testimony of former public works undersecretary Roberto Bernardo before the Senate Blue Ribbon Committee that commissions from approved DPWH projects were divided among officials: half to Aguilar and the remaining half was split between former undersecretary Maria Cabral and Bernardo, himself.

Santos said that in 2017, I&E secured six government infrastructure projects, including the P62.9-million construction of slope protection and other improvements at Talon Creek (from CAA Bridge to Talon Bridge).

Santos said the following year, I&E “captured” 12 multi-million-peso DPWH projects at a time when Mark’s mother, Cynthia, was an incumbent senator and his sister Camille was the lone representative of Las Piñas.

He said documents would show that the largest project that year was the construction of slope protection, including a box culvert and the removal of informal settlers, amounting to P120.7 million.

Santos said all 12 projects were implemented in Las Piñas “along routes leading to malls, subdivisions, and other business interests of the Villar family.”

In 2019, I&E got 14 additional government projects, including the P96.4 million for a flood control structure along the Las Piñas River and its tributaries and two major projects in Mariveles, Bataan: the P94-million road leading to tourism port facilities at the Freeport Area, and the P114.2-million network development program for the Bagac–Mariveles Road.

Santos, who noted that the Villar family has roots in Bataan, said Aguilar’s firm secured 10 government projects in 2020, including various local infrastructure improvements totaling P144.7 million, and the P96.5-million construction of port facilities in Mariveles.

The following year, he said, I&E was awarded 15 projects. Even after Villar resigned as DPWH secretary in October 2021 to run for senator, I&E “continued to secure contracts, cornering 22 projects in 2022, including the ₱144.7-million Laguna Lake Highway Extension (Phase 3), and the ₱289.301-million General Nakar–Dingalan Road, Package A in Quezon province,” Santos said.

This year, Santos said, the construction firm was awarded 17 government infrastructure projects, even as President Ferdinand Marcos Jr. has ordered for a thorough investigation into the scam.

Philippines 3rd Quarter GDP Growth Lands At 4%

The official economic numbers have been unveiled at last by the Philippine Statistics Authority (PSA) and the results are disappointing as the gross domestic product (GDP) growth of the Philippines for the 3rd quarter of 2025 landed at a disappointing 4%, according to a Malaya Business Insight new report. The results could mean that the Philippine economy could fall short of the 5.5% to 6.5% GDP growth range by the end of this year.

The Philippine economy expanded by 4 percent in the third quarter of 2025, a sharp slowdown from the second quarter and the year earlier as public construction spending eased amid stricter validation measures for government projects.

The third-quarter growth rate in gross domestic product (GDP) marks a deceleration from a 5.49 percent rise in the second quarter.

Data released on Friday by the Philippine Statistics Authority (PSA) also showed growth in the third quarter this year lost some momentum from 5.2 percent in the third quarter of 2024.

For the first nine months to September 2025, GDP grew by an average of 5 percent, easing from a rise of 5.8 percent in the year-earlier period.

Department of Economic Planning and Development (DEPDev) Secretary Arsenio Balisacan said services and industry, on the supply side, posted weaker growth. He pointed out that Department of Public Works and Highways (DPWH) civil works went through stricter validation measures.

Q3 growth drivers – National Statistician and PSA Undersecretary Claire Dennis Mapa said the main contributors to growth during the July-to-September period were wholesale and retail trade, including the repair of motor vehicles and motorcycles (up 5.0 percent); financial and insurance activities (5.5 percent); and professional and business services (6.2 percent).

“All major economic sectors — agriculture, forestry, and fishing; industry; and services — posted year-on-year growths in the third quarter,” Mapa said, citing respective increases of 2.8 percent, 0.7 percent, and 5.5 percent.

On the demand side, household final consumption expenditure grew by 4.1 percent year-on-year, while government spending rose 5.8 percent. Exports of goods and services climbed 7.0 percent, and imports expanded 2.6 percent. In contrast, gross capital formation — the measure of investment in fixed assets — fell 2.8 percent, reflecting caution among businesses and slower project rollouts.

Weaker services and industry – In a separate statement, DEPDev Secretary Balisacan, referring to the easing of the supply side, particularly in the services and industry performance in the nine-month period, cited “a sharp contraction in public construction due to stricter validation measures for DPWH civil works, as well as the implementation of new requirements that delayed billings and disbursements for government projects.”

Despite the slowdown, Balisacan pointed out that private construction “remained respectable,” though investment in durable equipment “was subdued.”

Indeed, the latest GDP growth statistics are disappointing. The national government plans to spend more than P1.3 trillion to boost the economy in the 4th quarter and we will only find out the results of that in early January 2026.

Here in the Philippines, a lot of people are angry over the flood control projects scandals. This is in reference to several flood control projects that collectively remained incomplete, completed but got damaged later due to using sub-standard materials, and that alleged kickbacks were involved in the awarding of contracts by the Department of Public Works and Highways (DPWH) to contractors.

In the City of Las Piñas, Congressman Mark Santos revealed that four construction firms owned by the controversial Discaya couple were awarded contracts for thirteen projects in the city worth more than P450 million, according to a Malaya Business Insight news report. It should be noted that a lot of DPWH projects lacked permits from the City Government. On the other hand, Sarah Discaya admitted owning several construction firms that bid for DPWH projects.

FOUR construction firms owned by Sarah Discaya cornered 13 flood control and national infrastructure projects, worth about P452 million, in Las Piñas City in the past three years, city Rep. Mark Anthony Santos said yesterday.

Santos laughed off Discaya’s denial in the Senate, saying records from the Department of Public Works and Highways would show that her firm Alpha & Omega’s P18.9-million flood control project in Barangay Zapote was a “glaring failure” as it was only 26.41 percent completed when the construction deadline lapsed in August 2025.

The neophyte lawmaker said that aside from Alpha & Omega General Construction and Development Corp., Discaya’s other companies, St. Matthew General Contractor and Development Corp.; Amethyst Horizon Builders and General Contractor; and Great Pacific Builders and General Contractor Inc., also got several multi-million-peso projects in Las Piñas between 2022 and 2025.

Alpha & Omega, which cornered about P100 billion of the P545.6-billion budget from July 2022 to May 2025, was among the top 15 contractors for flood control projects earlier identified by the President.

Santos disclosed that the Las Piñas-Muntinlupa District Engineering Office of the Department of Public Works and Highways (DPWH), formerly headed by district engineer Isabelo Baleros, awarded Alpha & Omega a P49-million contract in February 2022 for the construction of a flood control structure along Mahabang Ilog in Barangay Zapote.

However, just a month later, Santos said the DPWH office handed another P49-million flood control project in Mahabang Tubig, also in Zapote, to another  Discaya’s firm, St. Matthew General Contractor and Development Corp.

He said Discaya’s Great Pacific Builders and General Contractor Inc. also received a P26.3-million contract in February 2023 for a flood control project along Manarigo Creek.

Just a month later, in March 2023, Santos said another P49-million flood control project for Paliwas Creek was awarded to Amethyst Horizon Builders and General Contractor, also one of the nine construction firms of the Discayas.

Santos said all flood control projects in his city from 2022 to 2025 that were awarded to the Discayas’ construction firms were confirmed by DPWH Undersecretary for Technical Services Ador Canlas.

“Records speak louder than claims. The Discayas’ repeated awards in Las Piñas are documented, and they cannot hide behind denials or excuses,” Santos said in a statement.

Santos said Canlas also told him that nine multi-million-peso government infrastructure projects had been awarded to the four construction firms of the Discayas, which includes the P9.7-million road rehabilitation in Barangay Zapote, the P6.8-million road rehabilitation in Barangay Talon 5, and the P9.8-million rehabilitation of Las Piñas Elementary School–Central.

The lawmaker said all three projects were awarded to Amethyst Horizon Builders in 2022 under Baleros who was appointed head of the DPWH Las Piñas–Muntinlupa District Engineering Office in August 2018 when the DPWH was headed by then Secretary now Sen. Mark Villar.

Santos said Discaya’s Great Pacific Builders “further solidified the family’s stranglehold on Las Piñas infrastructure” when it also secured the P4.8-million school building rehabilitation in Barangay Talon 1 in 2023.

He said the contracts did not end there as these were followed by another two P14.4-million multi-purpose building rehabilitations in 2024 in Barangay Manuyo Dos and Barangay Pulang Lupa Dos, “underscoring a clear pattern of cornering lucrative government contracts.”

There is no denying that consumers here in the Philippines prefer to use digital methods of paying over cash as more than 57% of retail transactions by volume are digital, according to a business news report by Malay Business Insight. More Filipinos are going cashless and transacting in e-money or digital cash as the most preferred payment for retail accounts, the Bangko Sentral ng Pilipinas (BSP) said in a report on Monday.

Based on the latest BSP status report, digital payments now account for 57.4 percent of retail transactions by volume as of end-2024, up from 52.8 percent in 2023. In terms of value, e-money’s share also increased to 59 percent from 55.3 percent.

The figures surpassed the government’s target range of between 52 and 54 percent as set under the Philippine Development Plan 2023–2028.

BSP Governor Eli M. Remolona Jr. said the steady year-on-year growth “reinforces the momentum built after surpassing the 2023 digitalization target of 50 percent for volume.”

He also said the upward trajectory “reflects the long-term impact of market developments, policy initiatives, and the growing trust and familiarity of Filipinos with digital payment options.”

Remolona said the BSP will continue to harness technology and finance to connect markets and ensure that “every Filipino becomes part of the formal financial system.”

They will do this by empowering banks, non-banks and the fintech sector to leverage innovation in designing financial products that are not only accessible but also more responsive to the needs of consumers.”

Recently in Parañaque City, local police officers apprehended two suspects who allegedly were involved in the killing of a used car dealer, according to a Malaya Business Insight news report. They have since been charged with murder and there were witnesses who positively identified them.

OPERATIVES of the Paranaque police have arrested two suspects in the killing of a second-hand car dealer in the city during a meet-up arranged via Facebook.

Southern Police District Acting Director Brig. General Joseph Arguelles said the two suspects were apprehended 24 hours after the killing in a pursuit operation by the Paranaque police in Bernardo Compound, Barangay Don Bosco.

Information provided by the SPD showed that two individuals posing as buyers shot and killed the 32-year-old victim when they met at around 11:50 p.m. last May 4 in front of the South Super Hi-way Medical Center in Barangay Marcelo Green Village. The victim was supposed to show them a car that they said they were interested in buying.

Arguelles said that after shooting the victim at close range, the suspects fled the scene, one riding off with the victim’s gray Nissan Terra sports utility vehicle, while his companion used a motorcycle.

“Investigators quickly gathered leads through digital backtracking and witness accounts,” Arguelles said, adding police later recovered the abandoned Nissan Terra and the getaway motorcycle in Barangay Don Bosco.

In the same area where the victim’s vehicle and the motorcycle were found, police operatives discovered three individuals engaged in a pot session and seized from them a caliber 45 pistol and illegal drugs.

“During custodial interrogation, the three revealed the identities of the gunmen as alias Jovillo and alias Ryan,” Arguelles said, adding they were arrested at “exactly 11:50 in the evening of May 5 after the killing.”

Police seized two unlicensed firearms and around 15 grams of suspected shabu with a street value of P102,000.

“Witnesses also positively identified the two as the perpetrators of the shooting and robbery,” the SPD chief said.

Recently in the progressive City of Muntinlupa, eight foreigners – seven Chinese nationals and one Vietnamese citizen – suspected for scamming got arrested inside a house in Ayala Alabang Village as a result of an operation by elements of the Bureau of Immigration (BI), National Bureau of Investigation (NBI) and the Presidential Anti-Organized Crime Commission (PAOCC), according to a Malaya Business Insight news report.

SEVEN Chinese and a Vietnamese suspected as scammers were arrested in an operation in Ayala Alabang Village in Muntinlupa City, the Department of Justice said yesterday.

In a statement, the DOJ said the operation, carried out with the Bureau of Immigration, National Bureau of Investigation and the Presidential Anti-Organized Crime Commission, stemmed from information provided by residents and corroborated by intelligence regarding the presence of the foreigners in the posh village.

The DOJ said three Chinese were initially nabbed, two of whom were found to be overstaying in the country, while the other one could not present any documentation.

It said one of the three served for a time as a manager of a Philippine Offshore Gaming Operator (POGO) hub in Porac, Pampanga.

“Upon entry, there was a live computer operated by a Chinese individual. When read by an interpreter, the screen showed scripts used in a standard phishing scam,” the DOJ said, adding operatives also found a voice-over IP, an equipment usually used in telephone scams to avoid detection.

Four Chinese and the Vietnamese were later arrested.

The DOJ said four failed to present documentation and were considered illegally staying in the country.

“One Chinese national, though not lacking in documentation, is suspected to have harbored the illegal aliens in violation of immigration laws,” the DOJ said.

BIR softens approach on social media influencers

Recently the Bureau of Internal Revenue (BIR) announced that it would soften is approach on social media influencers, according to a Malaya Business Insight news report.

In reference to the Revenue Memorandum Circular 97-2021 issued by the BIR, social media influencers are defined as those who derive their income from the following sources: YouTube Partner Program; sponsored social and blog posts; display advertising; becoming a brand representative/ambassador; affiliate marketing; co-creating product lines; promoting own products; photo and video sales; digital courses, subscriptions, e-books; and podcasts and webinars.

Bureau of Internal Revenue (BIR) commissioner Romeo Lumagui Jr. is opting to take a “soft” approach on influencers, giving them a chance to cooperate and comply first with the tax agency’s regulations.

When asked by reporters if the agency is currently working on possible cases to be filed against non-compliant social media personalities, the BIR chief said: “Not yet. I don’t want to file a case yet because I want to take a soft approach first.”

“We may do an audit, but we won’t file a case yet. As long as they are willing to comply, we will help them (to comply),” Lumagui said.

During the previous administration in 2021, the BIR started cracking down on social media influencers and probed an initial 250 individuals to check their tax compliance. Some major online personalities, however, deactivated their accounts after the release of a related circular during the said year.

Lumagui said he has extended his invitation to the association of these social media personalities to sit down and discuss with them their concerns and how the industry can be more tax compliant.

“We would just like to educate them on their obligation,” the BIR chief said.

Lumagui also said he has been in touch with individual influencers who are correctly paying their taxes, and asked them to encourage their colleagues to do the same.

According to Revenue Memorandum Circular 97-2021, social media influencers should pay income tax and percentage tax or, if applicable, the value-added tax, as mandated under the National Internal Revenue Code and other existing laws.

Recently in the progressive City of Muntinlupa, Filinvest REIT Corp. (FILRT) was recognized by the City Government as one of the Top 10 taxpayers in the city and this is also the 3rd consecutive year the corporation made it in the prestigious rankings, according to a Malaya Business Insight news report.

For the newcomers reading this, Filinvest REIT Corp. (FILRT) describes itself as “a real estate investment trust backed by Filinvest Land, Inc. (FLI), one of the largest property developers in the Philippines with an established portfolio of residential, office, retail and industrial developments around the country.”
