Chinese fugitive arrested in Parañaque City

Recently in the city of Parañaque, a Chinese national who has been wanted for kidnapping was arrested by immigration agents in Barangay Tambo, according to a GMA Network news report. The operation was done in tandem with Chinese officials.

The Bureau of Immigration has arrested a Chinese national wanted for kidnapping.

In a statement on Thursday, the BI said 37-year-old suspect Hu Yang was arrested in an operation with Chinese authorities in Barangay Tambo, Parañaque on Monday.

Hu Yang, alias Lin Zihao, was allegedly part of a kidnapping syndicate that tortured and kidnapped their victims.

He was tagged as a fugitive after he was declared wanted by the Public Security Bureau of Jinjiang City in China for kidnapping. His passport has already been revoked.

“His arrest is a significant step in our ongoing efforts to apprehend foreign criminals hiding in the Philippines. We will continue to work with our counterparts abroad to ensure that those who break the law are held accountable,” said BI Officer-in-Charge Commissioner Joel Anthony Viado.

Las Piñas City police department receives fifteen bicycles from City Government

Recently in the City of Las Piñas, the local police department received new support from the City Government in the form of fifteen bicycles which should help the police officers navigate congested urban areas and other places within the city, according to a Manila Bulletin news report.

The Las Piñas city government donated 15 bicycles to the local police on Monday, September 23, as part of its efforts in ensuring peace and security in the city’s communities.

During its weekly flag raising ceremony, Las Piñas Vice Mayor April Aguilar turned over the bicycles to city police chief PCol. Samuel Tafalla.

Tafalla thanked the city government for its continued support to the local police, especially on its bicycle police patrols.

According to him, some of the benefits of expanding its bicycle patrols include enhanced mobility in crowded areas wherein bicycles allow officers to navigate congested urban areas, parks, and pedestrian zones more easily than patrol cars and other service vehicles.

Bicycle patrols also increase community engagement for the police because officers on bicycles are more approachable and visible to the public, promoting positive interactions with the community that enhances trust and communication between law enforcement and citizens.

Bicycles also provide officers with better crime detection as it enables them to observe minor details that might be missed from riding a vehicle.

A Chinese national involved in the Pasay road-rage shootout incident on September 21 was charged with illegal possession of firearm and concealing his true identity at the Parañaque City Prosecutor’s Office on Monday, September 23.

The suspect, identified as “Lin,” 34, was arrested by members of the Tambo Police Substation after receiving an alarm from the Pasay City Police that a suspect involved in a shooting incident fled towards the direction of Parañaque City onboard a white NWOW E-Bike that he stole.

Lin was arrested near a construction site on Macapagal Boulevard in Barangay Tambo.

During the investigation, the suspect was found using fictitious names to conceal his identity and previous crimes which include kidnapping and illegal possession of firearm.

Muntinlupa City Government releases free shoes to public school students

Recently in the progressive City of Muntinlupa, the City Government distributed free shoes to public school students, according to a Manila Bulletin news report. Mayor Ruffy Biazon led the distribution of the said shoes.

The Muntinlupa City government distributed free shoes to students in public schools as part of its Balik Eskwela program.

Mayor Ruffy Biazon led the distribution of the MUNWalk sneakers to students in different schools including Muntinlupa Science High School, Muntinlupa Business High School, Lakeview Integrated High School, Muntinlupa Business High School Sucat Annex, Pedro E. Diaz High School, and Tunasan National High School and Senior High School.

“This is our assistance to students of the City of Muntinlupa,” said Biazon during the distribution at Muntinlupa Science High School.

The city government said a total of 90,000 students in Muntinlupa public schools will receive the free sneakers.

Last year, the city government gave free leather shoes to the students. This year, it decided to distribute rubber shoes.

Recently New Life Community Care Foundation International, Inc. (NLCOM) – the compassion arm of New Life Philippines located inside Alabang Hills Village in Muntinlupa City – announced through social media that it has provided assistance Typhoon Enteng victims in Bataan province and New Life Balanga was involved.

NLCOM’s heart to help has always gone beyond reaching the nearby communities only. In coordination with @newlifebalanga , we were able to respond to severely impacted families of flood in Townsite, Cabcaben, Mariveles, Bataan last September 13, Friday. They are still reeling from the effects of the Severe Tropical Storm Enteng.

Flooding has been a usual sight in the area during common heavy rains due to its weak flood control infrastructure, but Enteng’s onslaught is said to be one of the biggest after Super Typhoon Josie in 2018, according to the residents, as the flood gushed with strong current and mud on September 2. We were able to distribute 100 relief bags along with pre-loved clothes, shoes, and toys for children to these severely affected families who were temporarily sheltered in the town’s elementary school a week ago.

The townspeople expressed how they were grateful for the help we have extended to them. Your partnership with us will allow us to reach more communities in need like Barangay Cabcaben – not just by bringing essentials but by being there to remind them of Jesus’ love and the hope He brings.

In its pursuit to keep the public informed and oriented, the new operator of the Ninoy Aquino International Airport (NAIA) – San Miguel-led New NAIA Infra Corporation (NNIC) – recently launched its official website as well as social media accounts, according to a Manila Bulletin news report.

For the newcomers reading this, the operations of NAIA were recently turned over to NNIC which is a private entity. NAIA is still owned by the national government.

San Miguel-led New NAIA Infra Corporation (NNIC), the new private operator of the Ninoy Aquino International Airport has launched the official website and social media pages of NAIA as the transformation of the Philippines’ primary gateway begins.

The new website, www.newnaia.com.ph, focuses on providing comprehensive information about NAIA — including details on the ongoing transformation project, its progress, and the future vision for the airport.

It serves as a hub for travelers, offering real-time flight information as well as updates on airport services and amenities.

Chinese national arrested at NAIA Terminal 3 for stealing from judge inside the airplane

A Chinese national was arrested at the Ninoy Aquino International Airport (NAIA) Terminal 3 for stealing the handbag and money that belong to a judge while inside the airplane, according to a Manila Bulletin news report. A flight attended saw the said Chinese traveler stealing from the judge who was traveling with two lawyers.

A Chinese national was arrested after he was caught stealing from a female judge aboard a plane at the Ninoy Aquino International Airport (NAIA), the Bureau of Immigration (BI) said on Wednesday, Sept. 18.

In a statement, BI Officer-in-Charge Joel Anthony Viado identified the Chinese national as Lyu Shuming, 48, who was arrested at the NAIA Terminal 3 last Sept. 15. The BI did not identify the female judge.

“We will not allow these kinds of foreigners to victimize our kababayan,” Viado declared. Based on his statement, it can be presumed that the judge is a Filipino.

“The BI will continue to monitor the progress of this case, and blacklist any other members that might be found,” he added.

The BI said that Lyu, who was found to have a valid Philippine visa, was traveling with two other Chinese nationals identified as Xu Xianpu, 41, and Xie Xiaoyong, 54.

“All three have been recommended for inclusion in the BI’s blacklist,” the BI said as it noted that Xu and Xie were also suspected to be thieves and have been allowed to board an outbound flight.

The BI said the three Chinese nationals were transiting the Philippines from Malaysia to Hong Kong.

While aboard the plane, the BI said a flight attendant caught Lyu stealing a handbag and P63,000 in cash owned by a female judge who was traveling with two lawyers.

“He was said to have opened the overhead stowage bin to retrieve the bag owned by the judge,” it said.

Parañaque City scam hub raided, Chinese nationals arrested

Recently in the City of Parañaque, local authorities raided a scam hub and arrested four Chinese nationals, according to a news report by the Philippine Star. The report also includes the arrest of a Chinese fugitive as a result of a separate operation in Parañaque.

Four Chinese were arrested recently during a raid on a suspected cryptocurrency investment and love scam hub in Parañaque City.

The facility reportedly posed as a licensed Philippine offshore gaming operator to conceal its illegal activities.

Wei Hanbing, 33; Wang Bo, 32; Wang Zhaoshan, 37, and Guo Dong, 26 were detained on Aug. 31 at Camp Bagong Diwa in Taguig. Authorities have turned them over to the Bureau of Immigration (BI).

Meanwhile, Zhang Xi, 38, who is wanted by the Chinese government and the Interpol, was apprehended on Sept. 8 in Parañaque, according to BI fugitive search unit chief Rendel Ryan Sy.

Zhang allegedly led an online criminal ring that designed a computer virus to remotely control around 4,200 computers in China, which gained over seven million yuan in ill-gotten profits since 2023.

Makers of fake passports and ID cards for POGO workers arrested

There is no doubt that Philippine Offshore Gaming Operators (POGOs) added a lot to criminal activities and pain in the country which is why a national ban on them was declared. Still there is a lot to uncover with regards to the processing of records of people – both foreign and local – who worked for POGOs. Recently, law enforcers raided an office that turned out to be making fake passports and ID cards for POGO workers, according to a GMA Network news report. The suspects were arrested for falsifying public documents.

An office manufacturing fake documents like identification cards and passports was raided by the National Capital Region Police Office (NCRPO) in Sampaloc, Manila.

According to John Consulta’s report on “24 Oras,” it was also discovered that the group was making fake IDs and passports for Chinese and Filipinos who work for Philippine Offshore Gaming Operators (POGOs) in the country.

The location appears to be just a photocopying stall from the outside, but upon entering, the equipment and tools allegedly used to make fake IDs and documents were seen.

Pieces of evidence were recovered in the raid such as documents from the Philippine Statistics Authority (PSA), Land Transportation Office (LTO), drug tests with negative results, and agency IDs, all of which are fake.

Several Central Processing Units (CPU) of the computers were also recovered, where the files of the contractors who work at POGO are being kept.

According to the NCRPO, this started with the fake IDs and passports of the Chinese that they handed over to the scam hub in Parañaque last month.

“Medyo mahirap-hirap hanapin. Palipat-lipat sila. Ang transaction ay three different persons. We were able to arrest personalities involved in the forging, falsification at paggawa nitong items na ito, lalo na ang passport, identification card, and birth certificate,” said Police Major General Jose Melencio Nartatez Jr, NCRPO Regional Director.

(It’s a little hard to find. They move around. The transaction involves three different persons.)

Since the POGOs in the country are only valid until December, the NCRPO suspects that the Chinese are now busy making Philippine passports for them to stay in the Philippines.

“Ang kailangan nila during their travel, para undetected na maka-travel is to produce these kind of documents, lalo na ang passport,” said Nartatez.

(What they need during their travel, to be able to travel undetected is to produce these kinds of documents, especially the passport.)
