Chinese fugitive arrested in Parañaque City

Recently in the city of Parañaque, a Chinese national who has been wanted for kidnapping was arrested by immigration agents in Barangay Tambo, according to a GMA Network news report. The operation was done in tandem with Chinese officials.

The Bureau of Immigration has arrested a Chinese national wanted for kidnapping.

In a statement on Thursday, the BI said 37-year-old suspect Hu Yang was arrested in an operation with Chinese authorities in Barangay Tambo, Parañaque on Monday.

Hu Yang, alias Lin Zihao, was allegedly part of a kidnapping syndicate that tortured and kidnapped their victims.

He was tagged as a fugitive after he was declared wanted by the Public Security Bureau of Jinjiang City in China for kidnapping. His passport has already been revoked.

“His arrest is a significant step in our ongoing efforts to apprehend foreign criminals hiding in the Philippines. We will continue to work with our counterparts abroad to ensure that those who break the law are held accountable,” said BI Officer-in-Charge Commissioner Joel Anthony Viado.

Makers of fake passports and ID cards for POGO workers arrested

There is no doubt that Philippine Offshore Gaming Operators (POGOs) added a lot to criminal activities and pain in the country which is why a national ban on them was declared. Still there is a lot to uncover with regards to the processing of records of people – both foreign and local – who worked for POGOs. Recently, law enforcers raided an office that turned out to be making fake passports and ID cards for POGO workers, according to a GMA Network news report. The suspects were arrested for falsifying public documents.

An office manufacturing fake documents like identification cards and passports was raided by the National Capital Region Police Office (NCRPO) in Sampaloc, Manila.

According to John Consulta’s report on “24 Oras,” it was also discovered that the group was making fake IDs and passports for Chinese and Filipinos who work for Philippine Offshore Gaming Operators (POGOs) in the country.

The location appears to be just a photocopying stall from the outside, but upon entering, the equipment and tools allegedly used to make fake IDs and documents were seen.

Pieces of evidence were recovered in the raid such as documents from the Philippine Statistics Authority (PSA), Land Transportation Office (LTO), drug tests with negative results, and agency IDs, all of which are fake.

Several Central Processing Units (CPU) of the computers were also recovered, where the files of the contractors who work at POGO are being kept.

According to the NCRPO, this started with the fake IDs and passports of the Chinese that they handed over to the scam hub in Parañaque last month.

“Medyo mahirap-hirap hanapin. Palipat-lipat sila. Ang transaction ay three different persons. We were able to arrest personalities involved in the forging, falsification at paggawa nitong items na ito, lalo na ang passport, identification card, and birth certificate,” said Police Major General Jose Melencio Nartatez Jr, NCRPO Regional Director.

(It’s a little hard to find. They move around. The transaction involves three different persons.)

Since the POGOs in the country are only valid until December, the NCRPO suspects that the Chinese are now busy making Philippine passports for them to stay in the Philippines.

“Ang kailangan nila during their travel, para undetected na maka-travel is to produce these kind of documents, lalo na ang passport,” said Nartatez.

(What they need during their travel, to be able to travel undetected is to produce these kinds of documents, especially the passport.)

Rehabilitation of airport begins as government formally turns over NAIA operations to San Miguel-led group

The rehabilitation of the Ninoy Aquino International Airport (NAIA) has officially started as a result of the government’s recent turnover of airport operations to the New NAIA Infra Corp. (NNIC) which is a San Miguel-led group, according to a news report by GMA Network. To be clear, the government still owns NAIA and the operations will be handed back by the private group many years from now. Over P140 billion will be invested on managing and improving the NAIA.

The government turned over Saturday the operation of the Ninoy Aquino International Airport (NAIA) to the San Miguel-led New NAIA Infra Corp., setting in motion the rehabilitation of the Philippines’ main gateway.

In a news release, the Department of Transportation (DOTr) said key officials of the agency and Manila International Airport Authority (MIAA) handed over the airport to its new private operator during a ceremony at NAIA’s Terminal 3.

“The baton has been passed and now it is our turn in NNIC to carry it forward to the finish line,” said NNIC general manager Lito Alvarez.

Transportation Undersecretary for Aviation Roberto Lim expressed support to NNIC, saying the takeover would be a precursor to a world-class and modernized NAIA.

“Today, we celebrate the competitive spirit of the winning consortium, which brings financial muscle, management expertise, and the technical operations strength and experience of Incheon Airport,” said Lim.

The turnover of NAIA’s rehabilitation, operations, and further development to NNIC, formerly SMC SAP & Co. Consortium, is seen to boost the airport capacity to meet growing demand by handling more flights and passengers, while improving service quality and compliance with International Civil Aviation Organization (ICAO) standards.

San Miguel-led NNIC is investing approximately P144 billion to manage and improve NAIA under a 15-year concession, extendable by 10 years, which would be contingent on meeting key performance targets.

The DOTr clarified that ownership of the airport will remain with the government. The agency said that at the end of the concession period, NNIC will return to the government the operations of NAIA.

The government signed the landmark concession agreement for the NAIA Public-Private Partnership (PPP) project on March 18.

Among the expected improvements in NAIA that the traveling public and other stakeholders can expect include expansion of the Passenger Terminal Buildings (PTBs), additional aircraft parking bays, increase in vehicular parking slots, installation of world-class systems and technology, more food and beverage (F&B) and retail options, more convenient land transport connectivity, among others.

Furthermore, flight delays and cancellations due issues with airport facilities are expected to be significantly reduced.

NNIC Chairman Ramon Ang said, “A world-class airport means more jobs, more tourists and a much more stronger and prosperous Philippines.“

The consortium is committing to modernize NAIA, increasing its capacity from 35 million passengers to 62 million passengers. Air traffic movement is also expected to be increased from 40 movements per hour to 48.

The rehabilitation is expected to generate at least 58,000 jobs for Filipinos.

POGO operations inside Parañaque village continuing despite nationwide ban

Recently in the city of Parañaque, it was revealed that there still some Philippine Offshore Gaming Operators (POGO) hubs inside a certain village operating even though the nationwide ban came into effect, according to a GMA Network news report.

A homeowners association (HOA) in Parañaque City on Wednesday said operations of some Philippine Offshore Gaming Operators (POGO) hubs in the gated community allegedly continued despite the ban.

Julio Templonuevo, president of the Multinational Village HOA, said POGO operations in their village were reduced following the pronouncement of President Ferdinand Marcos Jr.

“We think partially may effect pero hindi pa 100% kasi may existence pa,” Templonuevo told Kapihan sa Manila Bay.

(We think it may have a partial effect, but not 100% yet, because some POGOs are still there.)

“Generally, malaki ang improvement ng pronouncement…Since may government directive, medyo okay na. Malakas na ang loob ng homeowners na magsumbong,” he said.

(Generally, there’s been a significant improvement after the pronouncement…Since the government issued a directive, it’s gotten better. Homeowners are now more confident to complain.)

According to Templonuevo, some Chinese previously rented residential units at the Multinational Village to use as POGO structures. Lease payments reached P500,000 per month before but dipped to P200,000 to P300,000 monthly.

“Ito educated guess, una ‘yung location napakalapit dito. Napaka-convenient. 5 minutes nasa airport ka na,” said Templonuevo.

(This is an educated guess but they might have chosen our village because of our location. It’s very convenient, you can be in the airport in five minutes.)

“Napili ‘yung sa’min na malaki ang area dahil they can accommodate more people kasi ‘yung surrounding namin basically low-cost housing ‘yan eh,” he added.

(Our area can also accommodate more people because the surrounding areas have low-cost housing.)

Vietnamese woman robbed and raped in Parañaque City, one suspect arrested and the other still on the loose

Recently in the city of Parañaque, a woman from Vietnam who availed of a private transportation service was held against her will, robbed and raped, according to a GMA Network news report. The driver of the vehicle got arrested while the other suspect remains free and on the loose.

A Vietnamese woman was allegedly held up and raped during a ride hailing service after booking a ride last September 5 in Paranaque City.

In Nico Waje’s report in Saksi on Monday, CCTV footage showed that a ride-hailing service car entered into a subdivision in Paranaque City to pick up the foreigner at around 4 a.m. of Thursday last week.

The Southern Police District (SPD) said that the 32-year-old victim was robbed inside the vehicle by the driver’s accomplice.

“Pinaikot-ikot siya nitong ating suspek na driver. Tapos mayroon din pong sumakay na isa pang kasabwat nitong ating driver,” said SPD Public Information Office chief Police Major Hazel Asilo.

(The driver just drove around in circles. Then another man, his accomplice, suddenly boarded the car.)

At knife point, the accomplice took P35,000 in cash from the woman, the report said. Police added the victim was sexually assaulted by the suspects.

“Matapos siyang nakawan, kuhain ‘yung kaniyang pera at saka ‘yung kanyang cellphone ay ginahasa rin po ‘yung ating Vietnamese na victim. So bago po siya maibaba ay nanakawan na siya at nagahasa pa siya,” said Asilo.

(After her money and cellphone was taken from her, the Vietnamese victim was also raped. So before she was dropped off, she was robbed and raped.)

The victim was dropped off at Barangay San Dionisio in Paranaque City where she reported the incident to police. The driver suspect was arrested in Cabuyao, Laguna in a follow-up operation last September 7.

“Umako naman po siya sa mga ginawa nila…modus na po ito nitong ating mga suspek. Although ilang beses na nilang nagawa, hindi po sila nahuhuli dahil wala pong nare-report,” said Asilo.

(He admitted to their crimes…they’ve been doing this modus for a long time. They’ve done this several times, but they were never caught because no one was reporting them.)

When confronted, the driver said that it was his accomplice who raped the victim, which the latter also confirmed.

Dismissed Bamban mayor Alice Guo back in the Philippines, now under custody

Alice Guo, the dismissed mayor of Bamban who got caught by Indonesian authorities, was brought back here in the Philippines during the early hours of Friday escorted by Philippine government officials and she has been placed under the custody of the local authorities, according to a GMA Network news report.

Dismissed Bamban, Tarlac Mayor Alice Guo is back in the Philippines after being deported from Indonesia where she was arrested.

Escorted by top police and local government officials, Guo arrived from Jakarta on a private plane which landed at a private hangar at the NAIA .

Bureau of Immigration (BI) Commissioner Norman Tansingco confirmed the successful return of Guo to the Philippines.

“Guo arrived at Ninoy Aquino International Airport (NAIA) at approximately 1:30 AM on September 6 aboard a special government flight. Her return comes after a swift operation by Philippine immigration authorities in Jakarta, in coordination with their Indonesian counterparts,” according to the statement issued by bureau.

The BI said it immediately executed the mission order against Guo, Tansingco said, faces charges of undesirability and misrepresentation under Philippine immigration laws.

Interior and Local Government Secretary Benhur Abalos and Philippine National Police chief General Rommel Marbil on Thursday went to Indonesia for the turnover of custody of the former mayor from the Indonesian police.

In an earlier press briefing, PNP spokesperson Police Colonel Jean Fajardo said that Guo will undergo a medical check-up at Camp Crame upon arrival. She will be turned over to the Senate on Friday morning for the implementation of the upper chamber’s arrest warrant.

Guo was arrested by Indonesian authorities in Tangerang City, Indonesia at 1:30 a.m. on Wednesday.

The former mayor had cut her hair, which National Bureau of Investigation director Jaime Santiago believed was an attempt to conceal her identity.

Guo had asked Abalos for help over what she said were death threats against her.

In a video posted on Abalos’ Facebook of his meeting with Guo in Jakarta on Thursday afternoon, Guo was heard saying, “Sec, patulong. May death threat po kasi ako.”

Abalos entire reply was no longer heard but there was a portion in which he said, “Kaya nga kami kumuha ng private plane…”

19 people arrested in Cavite for voice phishing and scamming, credit card applications found

After more than three months of surveillance on a house in Imus, Cavite, elements of the Philippine National Police (PNP) conducted a raid and arrested nineteen individuals for scamming and voice phishing, according to a GMA Network news report. Several charges have been filed against the suspects.

A rapper and his girlfriend vlogger were among the 19 individuals arrested during a raid in a voice phishing lair in Imus, Cavite.

In Jun Veneracion’s report on “24 Oras” Thursday, authorities conducted a three-month surveillance on a house in Imus town before they conducted the operation. Several suspects attempted to escape resulting in a chase at the nearby farm.

According to the Philippine National Police-Anti-Cybercrime Group investigation, it’s been three months since the rapper was recruited into the scheme. The report said the rapper thought it was a legal business at first.

“Parang gusto na nila umalis kaso nasagawa na natin ang operasyon,” said PNP-ACG spokesperson Wallen Mae Arancillo.

(They were planning to get out of the group, but it’s too late as we have already conducted our operation.)

The PNP-ACG said that the couple could be having difficulty leaving the team because of the money.

“P5 million per week ang kinikita nila and I believe by percentage sila kung ilan ang tao na ma-scam nila (They earn P5 million a week and I believe are paid by percentage depending on the number of individuals they are able to scam).

Seized during the operation were credit card applications used by the suspect for the scam. There were also scripts found.

“Meron tayong nakausap na victim na imbes na panggamot sa anak nya sana ay na-scam, kaya namatay ito,” said Arancillo.

(One of the victims told us that his child died after he lost the money supposed to be used for the treatment through the scam.)

Woman hit by car in Parañaque City, suspect driver a Pakistani national

Recently in the city of Parañaque, a 49-year-old woman got hit by a car from behind resulting in very serious injuries, according to a GMA Network news report. A 49-year-old woman was seriously injured in a hit-and-run incident while walking to work as a laundry woman in Don Bosco, Parañaque last week.

Victim Loida Faustino was seen in CCTV footage walking along Levitown Avenue last Friday morning, August 23, 2024, when she was hit by a red vehicle that fled the scene after the incident. She was immediately brought to a nearby hospital.

“Grabe po ‘yung nangyari sa kanya. Bali po ‘yung tuhod, kamay, katawan, ulo (What happened to her is severe. She had broken knees, hands, in the body, and in the head),” the victim’s brother Arnold Faustino said in a report by Nico Waje on GMA’s “24 Oras Weekend” on Sunday.

The family is seeking justice for what happened, and for the suspect — only identified as a Pakistani — to take responsibility.

“May anak ‘yun. Hindi makakapagtrabaho ‘yun. Hindi puwedeng hindi siya managot sa nangyari na ‘yun, (She has a child and she will not be able to work. The suspect has to take responsibility for what happened)” the victim’s brother-in-law Samuel Celzo said in the same report.

According to Barangay Don Bosco Chairman Mar Jimenez, the suspect was immediately apprehended after the incident.

“Upon apprehension, medyo meron siyang alcohol breath so lumalabas na (Upon apprehension, his breath smelled slightly of alcohol. So it shows that he was) under the influence of liquor,” he said.

However, the local police said medical examinations and a breathalyzer analysis gave negative results.

Several counts of money laundering filed against dismissed Bamban mayor Alice Guo and others

Dismissed Bamban mayor Alice Guo – who went overseas undetected by immigration authorities and remains out of reach – and others got charged for multiple counts of money laundering, according to a GMA Network news report. The Anti-Money Laundering Council (AMLC), the National Bureau of Investigation (NBI), and the Presidential Anti-Organized Crime Commission (PAOCC) are the complainants.

A total of 87 counts of money laundering were filed against dismissed Bamban, Tarlac Mayor Alice Guo and 35 others at the Department of Justice (DOJ) on Friday about the raided POGO hubs in Bamban and Porac, Pampanga.

In a press conference, Anti-Money Laundering Council (AMLC) Deputy Director Adrian Arpon said that the cases involved around P7 billion.

“We have included Alice Guo. Based on our findings, she is the principal in the money laundering committed in this case. She used several entities in transferring her money. It went to an entity,” Arpon said.

“Ultimately, it ended up with Baofu to pay, among others, electric bills,” he added.

The complainants are the AMLC, the National Bureau of Investigation (NBI), and the Presidential Anti-Organized Crime Commission (PAOCC).

Named respondents are Guo; Shiela Guo, the former mayor’s purported sister; Cassandra Li Ong, the authorized representative of the Porac POGO hub; and former Technology and Livelihood Resource Center (TLRC) deputy director general Dennis Cunanan, among others.

Transgendered woman arrested in Cavite for sharing nude images of former partner

Recently in the province of Cavite, police officers arrested a transgendered woman (transwoman) for sharing nude images of a former partner to many people (the friends and relatives of the victim), according to a GMA Network news report. The arrest was the result of successful entrapment operation.

A transwoman was arrested in Cavite for sharing nude photos of her former partner to his friends and relatives, the Philippine National Police (PNP) – Anti-Cybercrime Group (ACG) said on Friday.

In a statement, the ACG said the suspect identified as alias “Jerica” was arrested in an entrapment operation in a drive-in hotel in Bacoor City on Tuesday evening.

The victim said he and the 22-year-old suspect engaged in video calls and exchanged explicit photos and videos, according to the police.

“After their relationship ended in July 2024, the suspect retaliated by sharing the intimate contents with the victim’s friends and relatives,” the NCRPO said.

“The suspect then demanded a meet-up with the victim promising to delete the compromising materials only if he would agree to have sexual intercourse at a hotel,” it added.

Due to this, the suspect is facing complaints for grave coercion under the Revised Penal Code and violation of Anti-Photo and Video Voyeurism Act of 2009 in relation to Cybercrime Prevention Act of 2012.

“Avoid sending explicit photos or videos to anyone, as it could be exploited against you,” ACG chief Police Brigadier General Ronnie Francis Cariaga said.
