COVID-19 Crisis: Festival Mall approved as 2nd major vaccination site for Pfizer, Sputnik V in Muntinlupa City

The Department of Health – Metro Manila Center for Health Development (DOH-MMCHD) has recommended an additional vaccination site in Muntinlupa City as one of the rollout areas for Pfizer-BioNTech and Gamaleya’s Sputnik V vaccines.

Jurao lauded the planning and preparation of Muntinlupa City Health Office for the administration of the temperature-sensitive vaccines. She has given the go signal to use the major vaccination site for the rollout of Pfizer and Sputnik V. Muntinlupa awaits additional allocation from the national government as it maxed out the supply of Pfizer and Sputnik after reaching the target number of vaccine takers.

As of May 24, a total of 41,443 residents received their first dose of COVID-19 vaccine, of which 15,394 have received their second dose. At least 3,507 members of A1-A3 priority group were vaccinated with Pfizer and 2,979 received Sputnik V.

Festival Mall Covered Parking Area is the second major vaccination site in Muntinlupa to have been accredited for the rollout of Pfizer and Sputnik V. Previously, the DOH has only allowed the rollout of Pfizer at Ayala Malls South Park while Sputnik V was only allowed to be administered at Ospital ng Muntinlupa and Asian Hospital and Medical Center.

Other officials attending the simulation activity were DOH – MMCHD execs Dr. Anthony de los Santos and Dr. Jose Castro, City Health Officer Dr. Juancho Bunyi, and National Immunization Program Coordinator for COVID-19 in Muntinlupa Dra. Maria Rochelle Abat, among others.

Further, Muntinlupa CHO will continue to inoculate remaining members of priority groups using AstraZeneca and Sinovac Life Sciences’ CoronaVac. On May 11, the City Government received an additional 16,800 vials of AstraZeneca and 31,200 vials of Sinovac.

Muntinlupa residents are urged to register online in the city’s COVID-19 Vaccination Registration System via www.vaccine.muntinlupacity.gov.ph/muncovac to avoid crowding in vaccination areas.

The public is reminded that walk-ins the city’s major vaccination sites including Ayala Malls South Park, Festival Mall UGF Covered Parking, SM Muntinlupa, and Sucat Covered Court will not be accommodated. Only those who are registered online will be given schedule in the major vaccination sites and will be notified via SMS. Muntinlupa City has 12,651 confirmed cases with 11,630 recoveries, 683 active cases, 338 reported deaths, 119 suspect cases, and 1,802 probable cases as of May 24.

Reaching the target number of residents from priority groups and due to the sensitive cold-chain management, the City Government of Muntinlupa announced yesterday that it has ended its rollout for Pfizer-BioNTech vaccines.

The Muntinlupa City Health Office was set to finish inoculating healthcare frontliners, senior citizens, and persons with comorbidities with COVAX-donated Pfizer vaccines yesterday at Ayala Malls South Park, Alabang.

The vaccines were exclusively administered at Ayala Malls South Park, the only venue approved by the Department of Health (DOH) due to handling requirements, from May 14-18. The local health office targeted to vaccinate 3,510 individuals from the A1, A2, and A3 priority groups using Pfizer vaccines.

On May 13, Muntinlupa received 1,170 vials (7,020 doses) of Pfizer-BioNTech vaccines from the national government. The remaining vials will be stored in the City Government’s partner storage facility Royal Cargo Logistics Center in Barangay Cupang as second dose allocation of vaccinated residents.

The Pfizer-BioNTech COVID-19 Vaccine was administered as a series of two doses 3 weeks apart. Inoculated residents will receive their second dose in June. The Philippines expects 2.2 million doses of the American-made vaccines through COVAX facility of the World Health Organization by end of May, according to vaccine czar Carlito Galvez Jr.

Further, Muntinlupa CHO will continue to inoculate remaining members of priority groups using AstraZeneca and Sinovac Life Sciences’ CoronaVac. On May 11, the national government delivered an additional 16,800 vials of AstraZeneca and 31,200 vials of Sinovac to Muntinlupa.

The City Government urged residents to register online in the city’s COVID-19 Vaccination Registration System via www.vaccine.muntinlupacity.gov.ph/muncovac to avoid crowding in vaccination areas.

While the City Government of Muntinlupa maxed out its supply of Sputnik V, one week after the city received the Russia-made vaccines, it has received an additional supply of 48,000 vials of COVID-19 vaccines from the national government.

Muntinlupa Public Information Office said that the City Health Office (CHO) has finished inoculating residents from priority groups with Sputnik V last May 11 as supplies were already utilized.

According to CHO, there are 2,979 who were inoculated with Sputnik V as of May 11. In total, there are 28,635 city residents who were inoculated with their first dose in the city, of which 21,474 received Sinovac, 4,182 inoculated with AstraZeneca, and 2,979 were vaccinated with Sputnik V.

Last May 5, a ceremonial roll-out of Sputnik V Gam-COVID-Vac vaccines was launched at Ospital ng Muntinlupa (OsMun) Field Tent and Asian Hospital and Medical Center (AHMC) for healthcare frontliners, senior citizens, persons with comorbidities.

Further, the national government delivered an additional 16,800 vials of AstraZeneca and 31,200 vials of Sinovac to Muntinlupa City Health Office on May 11.

Mayor Jaime Fresnedi thanked the national government for the allocation of COVID-19 vaccines to Muntinlupa and said it will boost the local vaccination program as more residents line up to receive their jab.

Fresnedi said the City Government eyes to open more major vaccination centers in the city in addition to other community vaccination sites. The major vaccination hubs in Muntinlupa are located in Brgy. Sucat Covered Court, Filinvest Alabang Steel Parking, SM Center Muntinlupa Open Parking Area, Brgy. Tunasan, and Ayala Malls South Park, Brgy. Alabang.

The local exec also assured the public of the City Government’s preparedness for the cold-chain management of the anticipated arrival of Pfizer-BioNTech COVID-19 vaccines. Muntinlupa expects to receive 7,000 doses of Pfizer vaccines.

Upon delivery, Pfizer vaccines are set to be directly stored in the City Government’s partner storage facility, Royal Cargo Logistics in Barangay Cupang. Due to the sensitive cold-chain management requirement of Pfizer vaccines, it will be initially administered in Ospital ng Muntinlupa and Asian Hospital and Medical Center.

Pfizer’s COVID-19 vaccines need to be stored at a temperature of -70 to -80 degrees Celsius. Last May 10, the country received 193,050 doses of Pfizer-BioNTech COVID-19 vaccine through the World Health Organization (WHO)-led COVAX Facility.

As of May 11, Muntinlupa City has 12,039 confirmed cases with 10,589 recoveries, 1,136 active cases, 314 reported deaths, 76 suspect cases, and 915 probable cases.  While the case doubling time is at 31.07 days while recovery rate is at 87.72% as of May 10. Doubling time refers to the number of days for local coronavirus cases to double in number. The standard rate of transmission should be at 7-30 days to be considered decelerating.

Muntinlupa City Mayor Jaime Fresnedi expresses his thanks to the National Task Force Against COVID-19 for allocating some of the county’s initial supply of Sputnik V to Muntinlupa and selecting the city as one of the pilot sites for the roll-out of the Russia-made vaccines.

“We are grateful to the national government for donating COVID-19 vaccines to Muntinlupa and the additional supply will help our ongoing vaccination program. As more vaccines arrive in the city, more residents can be inoculated to reach the target herd immunity,” Fresnedi said.

Muntinlupa expects to receive the 3,000 doses which will be stored in -18 degrees Celsius temperature storage facilities of Ospital ng Muntinlupa (OsMun) and Asian Hospital and Medical Center.

With the cold-chain management requirement of the vaccine, members of priority group in the city will be inoculated in OsMun and Asian Hospital. The vaccine is to be administered in two doses 3 weeks apart.

On Saturday, 15,000 doses of Sputnik V were delivered to the country by a Qatar Airways flight from Moscow via Doha. The initial doses will be divided among five cities in Metro Manila: Taguig, Manila, Parañaque, Muntinlupa, and Makati.

The National Task Force Against COVID-19 says the next batch of 485,000 Sputnik V doses are expected to be delivered in the country within May.

The Food and Drug Administration has issued an Emergency Use Authorization (EUA) to Sputnik V vaccine manufactured by Russian medical-research institute Gamaleya National Center of Epidemiology and Microbiology last March 19, 2021.

Further, the City Government of Muntinlupa is set to open its fourth major vaccination hub in Brgy. Sucat Covered Court today, in addition to existing community vaccination centers.

Other major vaccination hubs launched in the city include: Filinvest Alabang Steel Parking last April 30, SM Center Muntinlupa Open Parking Area, Brgy. Tunasan last April 27 and Ayala Malls South Park, Brgy. Alabang last April 24.

City residents who are not yet registered in the city’s COVID-19 Vaccination Registration System can sign-up via www.vaccine.muntinlupacity.gov.ph/muncovac.

As of May 1, a total of 24,163 Muntinlupa residents were inoculated with the first dose of COVID-19 vaccine, of which 19,991 received Sinovac and 4,172 inoculated with AstraZeneca. While 843 residents from priority groups received their second dose.

Muntinlupa City has 11,236 confirmed cases with 9,692 recoveries, 1,245 active cases, 299 reported deaths, 172 suspect cases, and 999 probable cases as of May 2.

The City Government of Muntinlupa opened yesterday its third major vaccination hub in a shopping mall’s open parking space, in addition to existing community vaccination centers, to encourage more residents to get their COVID-19 jab.

At least 500 vaccine takers are expected to be accommodated in the Filinvest Alabang – Steel Deck Parking (in front of Crimson Hotel), the city’s third major vaccination hub. Mayor Jaime Fresnedi and other Filinvest officials led the opening of the vaccination hub.

The City Government clarifies that only residents from the A2 (Senior Citizens) and A3 (Persons with Comorbidities) priority groups who received a text message and confirmed for their assigned schedule will be accommodated. Walk-ins will not be entertained in the major vaccination hub.

Senior citizens are advised to bring a valid ID and medical clearance if they have comorbidities. For residents under the A3 (persons with comorbidities) priority group, they are enjoined to provide a valid ID and any proof of comorbidity such as: medical certificate from an attending physician, prescription for medicines, hospital records such as the discharge summary and medical abstract, surgical records and pathology reports, or any other proof that may indicate eligibility.

Other officials joining the opening of the city’s third major vaccination hub include: Coun. Allan Camilon, Coun. Ryan Bagatsing, City Health Officer Dr. Juancho Bunyi, Filinvest Alabang Inc Vice President Don Ubaldo, Filinvest Property Management VP Cesar Francisco and Filinvest Retail and Commercial SVP Joselito Santos.

Recently, other major vaccination hub were launched at SM Center Muntinlupa Open Parking Area, Brgy. Tunasan last April 27 and Ayala Malls South Park, Brgy. Alabang last April 24.

According to Muntinlupa City Health Office, at least 511 residents received their COVID-19 jab during the launching of the vaccination hub at SM Center Muntinlupa while 216 were vaccinated at Ayala Malls South Park.

As of April 28, a total of 22,960 Muntinlupa residents were inoculated with the first dose of COVID-19 vaccine, of which 18,796 received Sinovac and 4,164 inoculated with AstraZeneca. While 832 residents from priority groups received their second dose.

Fresnedi urges residents who are members of the priority groups to get their COVID-19 jab as it helps prevent the risk of severe illness, hospitalizations, and death from COVID-19. He also noted that the vaccination program is an integral component of realizing economic recovery in the city.

The local exec encouraged residents of the city who have not yet registered in the local COVID-19 Vaccination Registration System to sign-up online at  www.vaccine.muntinlupacity.gov.ph/muncovac.

Community vaccination sites in the barangays will continue to accommodate other residents from different priority groups. The schedule in barangay vaccination centers will be posted in the City Government of Muntinlupa Facebook Page.

Are you having trouble moving around Metro Manila during this period of ECQ (Enhanced Community Quarantine) that’s supposed to end on April 4, 2021? Were you able to study and use the S-PaSS system?

Be aware that today, additional checkpoints (AKA quarantine control points) have been added in Metro Manila.

Below is an excerpt from yesterday’s article published through Philippine News Agency’s (PNA) website. For clarity, locations of the checkpoints are in bold.

National Capital Region Police (NCRPO) Chief, Maj. Gen. Vicente Danao, Jr., said the checkpoints are implemented at Susana Heights Tollgate; Alabang Tollgate; Filinvest Tollgate; Sucat Tollgate; Bicutan Tollgate; Skyway Entry; Nichols Tollgate; and Balon Bato, Balintawak, Quezon City.

Danao said apart from these control points, about 929 other checkpoints are manned by some 7,876 personnel in highly visible areas but these are “less restrictive”, which means it is mainly for anti-criminality, anti-terrorism, and dragnet operations.

He said under ECQ, police manning checkpoints restrict the movement of persons not allowed outside their homes and facilitate the movement of authorized persons outside of residence (APORs) and essential goods and services.

For those living in the South Metro Manila cities of Muntinlupa, Las Piñas and Parañaque, the tollgates of Susana Heights, Alabang, Filinvest, Sucat and Bicutan should be familiar because all of them are accessed through the Skyway and the South Luzon Expressway (SLEX). I find it weird that the PNA report did not even mention the said highways.

Knowing this, I encourage you all to check the ECQ requirements for travel (note: if you still have your quarantine pass or QP, bring it with you) and study using S-PaSS (note: City Government of Las Piñas encouraged motorists to use it).

Motorists coming from south of Metro Manila (Cavite, Laguna, Batangas and other southern destinations) here in the Philippines will have something good to look forward to as San Miguel Corporation (SMC) president Ramon S. Ang formally announced that the northbound section of the Skyway Extension project has been completed structurally and by the end of this month, asphalt-laying will be done.

This announcement by the charismatic businessman and infrastructure developer reflects his corporation’s commitment to the public providing a long-term solution to the traffic congestion problems of the South Luzon Expressway (SLEX), particularly the area approaching the Alabang area of Muntinlupa City. It is San Miguel Corporation that spearheaded this project in coordination with the national authorities. This is a great example of how a major private sector player (as well as one of the Philippines’ largest corporations) made a breakthrough on Philippine infrastructure that will benefit many motorists and passengers in the generations to come. This is something that the anti-prosperity, anti-business, socialist and Communist fanatics cannot discredit.

Going back to the announcement, below is an excerpt from the press release published through the Philippine News Agency (PNA) website…

“I’m happy to announce that soon, we can open the northbound section of the Skyway Extension for our motorists coming from the south. This almost four-kilometer, three-lane expansion will have an additional capacity of 4,500 vehicles per hour, significantly easing congestion and allowing motorists to bypass the Alabang viaduct. Those coming from SLEX or MCX can go up the ramp at Susana Heights, and directly go to Makati, Manila, Skyway 3, all the way to Quezon City and North Luzon Expressway,” he said in a statement Wednesday. 

Ang said one can be at NLEX in 25 to 30 minutes instead of two to three hours, and bypass the usual traffic chokepoints such as Alabang, Magallanes, and Edsa. 

“This will be a big relief to so many motorists and will do a lot to ease traffic in southern Metro Manila, including on public roads leading to SLEX and Skyway,” he added. 

Conceptualized and fully funded by SMC, the Skyway Extension project started in late 2019. The northbound section stretches 3.99 kilometers from Susana Heights to Sucat. 

It is seen to decongest SLEX and Skyway at-grade traffic by diverting motorists straight to the elevated Skyway. 

The project was originally set for completion by December 2020 but was affected by delays and work limitations brought about by the coronavirus disease 2019 (Covid-19) global pandemic, starting with the enhanced community quarantine (ECQ) implemented beginning middle of March last year. 

Ang thanked motorists and stakeholders, including the Department of Public Works and Highways, Department of Transportation, the local government of Muntinlupa, and private companies such as Filinvest, National Grid Corporation of the Philippines (NGCP), and Meralco, for their full cooperation and support for the project.  

While those were a lot of details, I did notice that there is no fixed date yet as to when exactly will the northbound structure (the wide ramp of which is located many meters before the Filinvest Exit and the Alabang viaduct) will be opened to the public. To put things clearly, SMC and its contractors are doing the finishing touches.

Regardless, this is still great news and in due time the opening will happen. I guess it will be opened formally during the summer season. Once a new update has been made, I will update you all.

COVID-19 Crisis: National Capital Region (NCR) and 4 nearby provinces now under GCQ until April 4, 2021

It is all over the news and already a lot of people got affected specifically in the National Capital Region (NCR) and the nearby provinces of Bulacan, Cavite, Laguna and Rizal. This past Sunday, the Inter-Agency Task Force (IATF) issued a new resolution (Resolution #104) in response to the spike of COVID-19 cases in the country. There was a single-day high of 7,999 new COVID-19 cases reported recently followed by blaming the government and economic managers.

Firstly, there is no lockdown which is good news. This is about retaining the General Community Quarantine (GCQ) status for NCR while the four nearby provinces have fallen under the same status.

To put things in perspective, posted below are excerpts from the Philippine News Agency (PNA) report…

Under IATF Resolution No. 104, he said only essential travel into and out of Metro Manila, Bulacan, Cavite, Laguna, Rizal will be allowed.

Traveling into and out of Metro Manila and the provinces of Bulacan, Cavite, Laguna, Rizal will be prohibited. We will have a sort of bubble in NCR, and the provinces of Bulacan, Cavite, Laguna, Rizal,” he said.

Travel of authorized persons outside their residences (APORs) such as essential workers, health and emergency frontline services personnel; government officials and government frontline personnel; duly-authorized humanitarian assistance actors; persons traveling for medical or humanitarian reasons; persons going to the airport for travel abroad, returning overseas Filipinos and overseas Filipino workers (OFWs) will be unimpeded for as long as they show their respective work identification cards.

Individuals crossing zones for work or business and going back home will also be allowed to travel to and from the said areas.

“Kung kayo ay uuwi, essential travel po ‘yun. Kailangan lang magpakita ng ID kung saan ka talaga nakatira (If you’re going back home that’s essential travel. All you need to do is show your ID to prove that you live there),” he said.

Public gatherings limited

All public gatherings, including religious gatherings, will be prohibited but weddings, baptism, and funerals will be allowed but must observe a 10-person venue capacity.

Current operational capacities of essential and non-essential services and industries will remain.

However, face-to-face meetings, group meals in workplaces will be prohibited. Instead, work-from-home and virtual meetings are encouraged.

Roque said the IATF resolution also enjoins the private sector to adopt similar alternative working arrangements as those in place in the executive branch of government such as operating on a 30 to 50 capacity.

Only outdoor dining allowed

As for dining, Roque said only outdoor dining will be allowed in areas under GCQ while indoor dining will be strictly prohibited.

“Pagdating po sa mga restaurants, ang papayagan lang po yung mga outdoor dining (When it comes to restaurants, we will only allow those with outdoor dining),” he said.

Outdoor dining must observe a maximum of 50 percent venue capacity.

Take out and delivery is encouraged, he added.

Wear masks at home

Although the economy will stay open, Roque said the IATF resolution will require persons below 18-years-old and above 65-years-old, those with comorbidities, and pregnant women to remain inside their residences at all times.

The IATF resolution also advises the wearing of face mask at home especially when living with elderly and vulnerable.

Accepting of visitors outside immediate family or household is strongly discouraged.

Operations of driving schools, traditional cinemas and video and interactive game arcades, libraries, archives, museums, and cultural centers, limited social events at accredited tourism establishments and limited tourism attractions will be temporarily suspended except open-air tourism attractions.

Before the IATF’s new resolution was issued, the Commission on Elections (COMELEC) went ahead in shortening the hours of voter registration as well as suspending the organizing of satellite registration (registration processes held outside of their office) which started yesterday. People around the Philippines have until the end September 2021 to register themselves or adjust their respective voter statuses in preparation of the May 2022 presidential, national and local elections.

For their part, the Department of Tourism (DOT) announced yesterday that it would yield to public health concerns in relation to the GCQ status for NCR and the 4 nearby provinces.

With regards to the IATF’s prohibition on indoor dining, already the shopping malls and restaurants here in South Metro Manila have made adjustments and updated their customers. Sigekiya Ramen announced that their restaurant at Commercenter, Filinvest City in Alabang, is still allowed to accommodate paying customers for outdoor dining. Like many others, they also offer takeout and delivery services. Alabang Town Center and Festival Mall in Alabang posted updates about safety protocols in accordance to IATF Resolution #104.

With all these developments in place, people in the NCR and the affected provinces under GCQ will have to adjust. It is okay to keep reporting to work but there is a need to be cautious with regards to personal safety and avoiding COVID-19 infection as much as possible. There is also the need to prioritize where to go and what to do. All of these are in effect until April 4, 2021 and here is hoping that the current situation will improve (that the daily COVID-19 count of new cases will go down) so that the new round of restrictions under GCQ will not be extended.

Better yet, I encourage you all to look up to our Lord Jesus and keep having unwavering faith in Him. I also encourage you all to read chapter 91 of the Book of Psalm in the Holy Bible and pray in tongues to our Lord in the privacy in your respective rooms (with the door shut closed). Open your heart to the Lord, always.

My Observations: Sigekiya’s Haruichiban Ramen

It has been quite some time since I last visited my favorite place for noodles here in Alabang. This is because mainly of the pandemic that started in March 2020 followed by a series of lockdown periods and varied forms of community quarantine. Along the way, I kept focusing on my corporate work and as a result of the social effects the pandemic had on local society, eating outside or having drinks at a coffee shop became much less frequent for me.

Very recently, I revisited Commercenter and, finally, I returned at last to Sigekiya Ramen which is a great place for Japanese meals, especially noodles (note: Sigekiya makes their own fresh noodles which always have nice texture and are always filling). For the newcomers reading this, I previously wrote my opinions about Sigekiya’s other meals like the Gojira Ramen, the Chicken Teriyakidon, the Yokohama Tantanmen, and my personal favorite the Tsukemen.  

Other than missing their great tasting food, I returned to the restaurant mainly to try out their latest offering – the Haruichiban Ramen.

Shortly after taking my seat inside, I ordered one Haruichiban Ramen which was priced at P300 (introductory price) and it was served to me in less than ten minutes time. It came in a regular-sized bowl which was still large in terms of containing all the content. Right from the start, the Haruichiban Ramen was hot and it had a very nice smell.

As this was my first time to have Haruichiban Ramen, I slowly examined it and noticed it had a brown looking soup with Sigekiya-made noodles under it, an entire boiled egg slashed into two, vegetables and a nice serving of pork. Everything was well prepared!

A closer look…

Then I started consuming the soup. It was delicious! To be specific, it had a strong flavor and I felt the taste of garlic. This is no ordinary soup. It’s really something made with careful mixing of ingredients with the goal of giving customers a delicious and unique experience. According to the Sigekiya waitress I talked with, the soup for Haruichiban Ramen has the taste on tonkotsu combined with miso and shoyu. Minced garlic was a key ingredient.

From that point on, I went on to consume the rest.

The noodles made by Sigekiya are always nice and filling to eat with the rest of the meal!

Ultimately, I really enjoyed Haruichiban Ramen. In fact, I love it and I would not hesitate to come back for it again in one of my future visits at Sigekiya. Haruichiban Ramen is very delicious and since it has Sigekiya’s own ramen combined with a nice serving of vegetables and the pork serving, it was easily filling. For the P300 I paid, I got great taste and satisfaction in return.

That being said, Sigekiya’s Haruichiban Ramen is highly recommended!

StaySafe.ph app formally launched by Muntinlupa City and DOH

In an effort to strengthen its COVID-19 response and contact tracing efforts, the City Government of Muntinlupa in partnership with the Department of Health recently launched the Staysafe.PH app as the official digital contact tracing system in the city and will implement a “No QR Code, No Entry Policy” in all local establishments.

Mayor Jaime Fresnedi, Department of Health exec Dr. Anatoly de los Santos, and other local officials led the launching event at Festival Mall Alabang this past Friday.

Fresnedi said the adoption of StaySafe.PH in Muntinlupa was executed in compliance with the national government’s recommendation for a uniformed contact tracing system to prevent further COVID-19 transmission, especially with the detection of the B.1.1.7. SARS-CoV-2 variant (UK variant) in the country.

Also joining the ceremony were Congressman Ruffy Biazon, City Health Officer Dra. Maria Teresa Tuliao, Filinvest Land senior vice president Joselito Santos, Committee on Health and Sanitation chairman Coun. Allan Rey Camilon, City Administrator Engr. Allan Cachuela, MultiSys Technologies Corporation CEO David Almirol, and other local executives.

Following the launch event, members of the Muntinlupa City StaySafe.Ph Task Force will conduct an city-wide inspection to ensure compliance of local public and private establishments.

Muntinlupa City Council passed City Ordinance No. 2020-181 mandating the installation and use of Staysafe.PH system as an automated contact tracing through the use of QR Codes in all commercial establishments, workplaces, churches, and government offices in the city.

All residents and visitors who will enter, work, or do business in all indoor or enclosed public and private establishments in Muntinlupa shall be required to download and register at the StaySafe.PH application and secure a unique QR Code which they can store on their phone or print for physical copy. QR Codes for non-smartphone user registrants shall be generated by their respective barangays and shall be distributed to where the registrant resides.

Under the local ordinance, all establishments in the city are mandated to designate personnel to ensure each individual who will enter their premises possesses a StaySafe.PH unique personal QR Code. All customers, visitors, and employees of the public and private establishments shall not be allowed entry unless they present their own QR Code.

Allowing other person to use an individual’s unique QR Code to gain entry into the premises of the covered establishment and intentionally registering more than once for the purpose of possessing more than one unique personal QR Code shall be prohibited. Covered establishments shall be required to transmit a copy of their digital log book to the City Health Office on a daily basis for data integration.

For non-compliant establishments, violators will be charged with P2,000 penalty and suspension of franchise or business permit until violation has been rectified for first offense, P3,000 for second offense, and suspension or revocation of franchise or business permit including a P5,000 penalty for the third offense. In case the offender is a government official or employee, the maximum penalty shall be imposed including the filing of administrative, civil, or criminal action.

Recently, the Department of the Interior and Local Government issued MC No.2020-129 enjoining local government units to use of StaySafe.PH v.2 application system as the official social distancing, health condition reporting, and contact tracing system that will assist in the government’s response to COVID-19.

As of January 28, 2021, Muntinlupa City has 64 active cases, 5,326 confirmed cases with 5,094 recoveries, 168 reported deaths, 71 suspect cases, and 389 probable cases.
