Marcos emphasizes digitalization and online payment systems

During his 2nd State of the Nation Address (SONA) this past Monday, President Ferdinand “Bongbong” Marcos, Jr., emphasized the focus on digitalization and online payment systems for efficiency, achieving public service, easing the processes of doing business and cutting graft and corruption, according to a Philippine News Agency (PNA) report.

During his second State of the Nation Address (SONA) on Monday, President Ferdinand R. Marcos Jr. said digitalization helps in frontline services, back-end functions, as well as supports the government in “data-driven and science-based planning and decision-making.”

Digitalization is the call of today; not of the future –but of the present. It is here. It is needed, and it is needed today,” Marcos said.

He said government streamlining efforts through digitalization has so far “significantly boosted efficiency” such as in government payments, company and business registration, issuance of permits and licenses, loan applications, and revenue collections.

“All our digitalization efforts will be linked to our payment systems, whose digital transformation has been accelerating at a remarkable rate,” he added.

In 2022 alone, Marcos said digital payments accounted for 42 percent of total retail payments for businesses, individuals, and by the government.

“Its high trajectory is now well-positioned to achieve Bangko Sentral’s target of 50 percent of total retail payments by this year,” he said.

Digital payments – Marcos cited the rise in the share of retail digital payments to 42 percent of the total in 2022, almost near the 50 percent share target of the Bangko Sentral ng ng Pilipinas (BSP) by this year.

Based on the BSP’s 2022 Status of Digital Payments report released last June, digital payments were only 1 percent of the total in 2013.

It rose to 10 percent in 2018, 14 percent in 2019, 20.1 percent in 2020, and 30.3 percent in 2021.

Retail payment transactions grew by 611.7 million in terms of volume in 2022 relative to the previous year, BSP data show.

In 2022 alone, payments made by persons accounted for 68.6 percent of the total, and were followed by the payments made by businesses, 30.3 percent; and payments made by the government, 1.1 percent.

Of the total, 90.6 percent of digital payments volume were accounted for by person-to-business (P2B) payments, 73.7 percent; person-to-person (P2P) and business-to-person (B2P), 14.7 percent; and salaries and wage payments, 2.2 percent.

Authorities have attributed the big rise in digital payments to the impact of the pandemic, which prevented most people from going out, thus the need to do online transactions for most of their purchases.

Marcos said the country’s financial system, which he describes as “the nerve center of our economy”, “remains strong and stable.”

He said banks, the monetary policy’s transmission arms, “have strong capital and liquidity positions.”

With the easing of restrictions put in place during the pandemic, Marcos said, “transactions once again flourished—alongside the booming e-commerce that was undeterred by the pandemic.”

In 2022, the digital economy contributed PHP2 trillion, equivalent to 9.4 percent of our GDP (gross domestic product). The economy is revived and rejuvenated, backstopped by a favorable enabling environment and the strong rule of law,” he said.

eGov PH app – To eliminate redundancy and further ensure ease of use, Marcos showcased the eGov PH mobile app that aims to integrate all key government services for the convenience of its users.

The Department of Information and Communications Technology (DICT) has been directed to consolidate all these digitalized government services into the eGov PH app to establish the National Government Portal and the Philippine Business Databank, and to improve the internet speed in our country,” he said.

On the other hand, Marcos said the National ID System will serve as the core of a “digitally transformed network of government services.”

To date, he said the National ID System reported around 87 percent total registration.

“We are now closer to establishing a complete, accurate, and reliable digital database of our entire population. This has already been integrated into the eGov PH app, and can be accessed by our citizens,” he added.

COVID-19 Crisis: Marcos officially lifts COVID-19 state of public health emergency

In case you missed the biggest update related to COVID-19 in the Philippines, President Ferdinand “Bongbong” Marcos, Jr., officially lifted the state of public health emergency related to novel coronavirus, according to a Philippine News Agency (PNA) news article. Take note that the said state of emergency pertaining to public health had lasted more than three years and the nation has clearly recovered from the negative effects of the pandemic. Many millions of Filipinos got vaccinated for COVID-19 while a growing number of businesses have been reporting the best financial results since the pre-pandemic age.

President Ferdinand R. Marcos Jr. has formally lifted the state of public health emergency declared due to the coronavirus disease 2019 (Covid-19) pandemic, Malacañang announced on Saturday.

Marcos on Friday issued Proclamation 297, lifting the nationwide declaration of a public health emergency due to Covid-19, Presidential Communications Office (PCO) Secretary Cheloy Garafil said in a statement.

All prior orders, memoranda, and issuances that are effective only during the State of Public Health Emergency shall be deemed withdrawn, revoked or canceled and shall no longer be in effect,” according to the proclamation.

Under Proclamation 297, all government agencies are enjoined to ensure that their policies, rules, and regulations will take into consideration the lifting of the state of public health emergency.

Government agencies are also instructed to amend existing or promulgate new issuances, as may be appropriate.

Garafil said all emergency use authorization (EUA) issued by the Food and Drug Administration (FDA) under Executive Order (EO) 121 issued in 2020 would remain valid for one year from the date of issuance of Proclamation 297 “for the sole purposes of exhausting the remaining vaccines.”

EO 131 authorizes the FDA to issue EUAs for Covid-19 vaccines, which shall be valid only within the duration of the declared public health emergency.

The proclamation also states that although Covid-19 remains to be a serious concern for certain subpopulation and requires continued public health response, the country has maintained sufficient health care system capacity and low hospital bed utilization rates even after the liberalization of Covid-19 health protocols,” Garafil said.

Former president Rodrigo Duterte issued Proclamation 922 on March 8, 2020, declaring a state of public health emergency after the first Covid-19 transmission reported by the Department of Health (DOH).

On May 4 this year, the International Health Regulations Emergency Committee of the World Health Organization (WHO) noted the decreasing trend in Covid-related deaths, the decline in hospitalizations and intensive care unit admission, and the high levels of population immunity to SARS-CoV-2 (severe acute respiratory syndrome coronavirus 2).

WHO Director General Tedros Adhanom Ghebreyesus on May 5 concurred with the committee’s advice and determined that Covid-19 no longer constitutes a public health emergency of international concern. Ghebreyesus advised the transition to long-term management of the Covid-19 pandemic.

In May, Marcos said the country is already “on normal footing” after the WHO lifted the global state of public health emergency.

President Marcos signs Maharlika Investment Fund bill into law

A new economic age for the Philippines has started as President Ferdinand “Bongbong” Marcos, Jr., signed into law the Maharlika Investment Fund (MIF) bill which formally establishes the nation’s sovereign wealth fund, according to a Philippine News Agency (PNA) report.

President Ferdinand R. Marcos Jr. on Tuesday signed into law a bill establishing the Maharlika Investment Fund (MIF), the Philippines’ first-ever sovereign wealth fund.

Marcos signed Republic Act (RA) 11954 in a ceremony at the Kalayaan Hall of Malacañan Palace in Manila.

In a keynote speech, Marcos said the MIF is designed to drive economic development in the country.

The MIF is a bold step towards our country’s meaningful economic transformation. Just as we are recovering from the adverse effects of the pandemic, we are now ready to enter a new age of sustainable progress, robust stability and broad-based empowerment,” Marcos said.

We now have an available fund that will provide us the seed money for investments and to attract other foreign investments and for us to be able to participate in those operations, in those investments without additional borrowings,” he added.

Following the signing of RA 11954, Marcos said his administration would “go out to the world and do the changes that are necessary for the Philippines to become an investment-friendly nation.”

The fund will fail if we do not make money on the fund. It’s that simple… That is why we put up a Maharlika Fund so as to be able to give us the capacity and the ability to join in those investments, be part of that,” he said.

He reiterated that he would make sure that the MIF would be “well-run” by professionals.

He added that the country has the “best” economic managers both in government and the private sector to ensure the proper management of the MIF.

“Let us make sure that the decisions that are being made for the fund are not political decisions, that they are financial decisions because that is what the fund is,” Marcos said.

The MIF is established to optimize national funds by generating returns to support the Marcos administration’s economic goals laid out in the Medium-Term Fiscal Framework, the 8-point Socioeconomic Agenda, and the Philippine Development Plan 2023-2028.

In a separate statement, Budget Secretary Amenah Pangandaman said the Department of Budget and Management (DBM) will continue to provide support and technical assistance in the formulation of the implementing rules and regulations of RA 11954.

“The creation of this development fund is very good news because this means we now have an opportunity to expand our fiscal space for the government’s priority programs,” Pangandaman said. “Of course, we fully support this as it will help expand our fiscal space. So we at the DBM remain committed to helping ensure that this development fund will be a success and implemented with utmost integrity.”

Under RA 11954 , the MIF will be used to invest in a wide range of assets, including foreign currencies, fixed-income instruments, domestic and foreign corporate bonds, joint ventures, mergers and acquisitions, real estate and high-impact infrastructure projects that contribute to the attainment of sustainable development.

The establishment of the MIF will provide the government with a long-term source of income, as well as ease the burden on the national budget by providing additional funding for other priority projects of the government.

Unlike other government-owned or -controlled corporations (GOCCs), the MIF will be able to maximize government assets through its investments in projects that generate bigger returns.

The proposed measure seeks the establishment of the Maharlika Investment Corp. (MIC), which will act as the “sole vehicle for the purpose of mobilizing and utilizing the MIF for investments in transactions in order to generate optimal returns on investments (ROIs).”

The MIC is expected to have at least PHP75 billion in paid-up capital this year, with PHP50 billion sourced from the Land Bank of the Philippines and PHP25 billion from the Development Bank of the Philippines.

The law prohibits government agencies and GOCCs that provide for social security and public health insurance to contribute to and invest in the Fund.

These include the Social Security System, Government Service Insurance System, Philippine Health Insurance Corporation, Home Development Mutual Fund, Overseas Workers Welfare Administration, and Philippine Veterans Affairs Office pension fund.

Cash incentives for 32nd SEA Games and 12th ASEAN Para Games medalists to be awarded on July 20

Members of the Philippine Team who won medals in the 32nd Southeast Asian Games (SEA Games) and the 12 ASEAN Para Games (APG) will be awarded with the promised cash incentives by the national government on July 20, 2023, at Malacañang Palace, according to a Philippine News Agency (PNA) news article. The cash incentives will be released in accordance to Republic Act Number 10699 and President Ferdinand “Bongbong” Marcos, Jr., himself will be in attendance.

President Ferdinand R. Marcos Jr. will present cash incentives to the medalists of the 32nd Southeast Asian Games (SEAG) and 12th ASEAN Para Games (APG) in a ceremony scheduled on July 20 at the Malacañan Palace.

We are grateful for President Marcos’ decision to personally award the incentives to Team Philippines, an expression of his admiration to our national athletes and their unwavering passion and dedication for representing the country,” Philippine Sports Commission (PSC) Chairman Richard Bachmann said in a statement on Monday.

The government cash incentives amounting to PHP74 million, including PHP14 million for Para Games medalists, is in accordance to Republic Act 10699, or the Expanded National Athletes and Coaches Incentives and Benefits Act.

Medalists in the SEAG will get PHP300,000 for gold winner, PHP150,000 (silver) and PHP60,000 (bronze), while for the ASEAN Para Games winners, the incentives are PHP150,000 (gold), PHP75,000 (silver) and PHP30,000 (bronze).

The cash bonuses will come from the monthly remittances of the Philippine Amusement and Gaming Corporation (PAGCOR) through the PSC’s National Sports Development Fund (NSDF).

“In the past, the PSC conducted two separate awarding for SEAG and APG medalists, but I believe it is more fitting to join the two for the President’s first-ever incentives awarding during his administration,” Bachmann said.

Bachmann will be joined by PSC Commissioners Matthew “Fritz” Gaston, Edward Hayco, Walter Francis Torres and Olivia “Bong” Coo during the awarding ceremony.

Also invited to the ceremony are Executive Secretary Lucas Bersamin, Senate Committee on Sports Chairman Sen. Bong Go, House Committee on Youth and Sports Chairman Rep. Faustino Dy III, Philippine Olympic Committee (POC) President Mayor Abraham Tolentino, and other sports executives and officials.

The Philippines won 58 golds, 85 silvers and 117 bronzes in the SEA Games to surpass its 52-70-105 haul in Vietnam last year, but remained fifth overall.

World champion Carlos Edriel Yulo bagged two gold and two silver medals for the gymnastics team, which also won two bronze medals.

In the ASEAN Para Games, the country collected 34 gold, 33 silver and 50 bronze medals to duplicate its fifth-place finish last year in Indonesia.

I Love Israel: Major agreements made between Israel and the Philippines; direct flights included

This week has been very significant for Israel-Philippines relations. Israel’s Foreign Minister Eli Cohen arrived here on an official visit and he had a high-level meeting with President Ferdinand “Bongbong” Marcos, Jr. in Malacañang Palace which resulted in very tremendous agreements that include direct flights between Israel and the Philippines, according to a Philippine News Agency (PNA) news article.

The Philippines and Israel are pushing for the direct flights between the two countries and elevating their partnership in agriculture and water sectors, Malacañang said on Tuesday.

The plan to enhance cooperation between Manila and Tel Aviv was discussed when President Ferdinand R. Marcos Jr. met with Israeli Foreign Minister Eli Cohen at Malacañan Palace in Manila on Monday, Presidential Communications Office (PCO) Secretary Cheloy Garafil said in a statement.

Cohen told Marcos that establishing direct flights between the Philippines and Israel would boost the two nations’ tourism and economic ties.

There’s another thing that we, both of us, took for an action item. [It] is to have a direct flight… your external sea between Israel and the Philippines,” Cohen, as quoted by the PCO, said during the meeting, referring to his earlier meeting with Filipino officials.

And I think that we agree that both ministries will work together to have the direct flight. And this is also to bring more business people to come to invest and reach the place between us. So this is also another important action item that we will do.

The Philippine Airlines was supposed to launch its direct flights to Tel Aviv in 2022, but the plan has been stalled because of geopolitical concerns.

The Philippines has become one of the top tourist destinations for the Israelis in the last few years, Israeli Ambassador to the Philippines Ilan Fluss said in November 2022.

Cohen also told Marcos about Israel’s planned closer cooperation with the Philippines to ensure food security, suggesting that the two nations may open an agricultural hub.

I think that we can work together on the segment of agriculture. I just let you know that our land, 60 percent of our land is desert. But although 60 percent of our land is desert, we were able to provide all our water needs,” Cohen said.

“And I think that we can work together and let’s say that less import, more export for the Philippines. And I think that we can work together,” he added.

Marcos said he was glad that Cohen raised Israel’s plan, as he expressed admiration for its advancement in agriculture.

He added that agricultural development is “very important” for the Philippines,

Because when we look at the economy as hard to just test, we said how do we fix the economy. It always comes down to agriculture first, how to fix every policy, then everything else would be great. So that’s the position that we find ourselves in,” he said. “So, the offers that you make for assistance and partnership in those two areas are very, very welcome.

Cohen said the Philippines and Israel can also collaborate on water management, noting Tel Aviv’s vast experience in this sector.

He said Israeli experts may visit the Philippines to provide advice, noting that Israel has been reusing a large portion of its water resources because of water scarcity and it can share its experience in water management with the Philippines.

Marcos said the Philippines is looking at Israel and Singapore for best practices that the country can imitate.

Indeed, these recent developments prove the Israel-Philippines ties are blossoming and truly essential. For the newcomers reading this, the 65th anniversary of friendship between Israel and the Philippines was commemorated. It was also this year when the 75th year of independence of the State of Israel was celebrated.

New SBMA chief Tan emphasizes his priority on the ease of doing business and job creation

In recent times, Jonathan Tan became the new Chairman of the Subic Bay Metropolitan Authority (SBMA) and through his first public interview, he made clear to the people that he is prioritizing the ease of doing business and creating jobs in the Subic Bay Freeport Zone, according to a Manila Bulletin news report. Previously, Tan served as a mayor of Pandan in Antique.

Jonathan Tan, the newly appointed Subic Bay Metropolitan Authority (SBMA) chairman and administrator, said he is prioritizing further streamlining in the processing of business permits of investors to ensure ease of doing business and create more jobs at the freeport.

In his first public interview at the Laging Handa Public Briefing as SBMA chief, Tan said he will further streamline business processes at the freeport in compliance with President Ferdinand R. Marcos Jr.’s order to attract more foreign investors and create more jobs at the Subic Bay Freeport zone.

Tan, who served as mayor of Pandan, Antique from 2010 to 2019, reported that he highlighted ease of doing business when he met with Subic investors, locators, and stakeholders during his first Townhall meeting Wednesday since he assumed office last week.

“My priority is ease of doing business to ensure faster processes of business permits,” he said telling around 1,000 SBMA stakeholders. He also vowed to make the Townhall Meeting a regular event to thresh out issues and address them faster.

He also vowed of a participatory governance as SBMA chief, promising to consult all Subic Freeport stakeholders and to treat them as partners.

He also mentioned of efforts to improve existing facilities like port rehabilitation as well as tieups with Department of Tourism and stakeholders with resorts. At present, he said, there are several tourist-related activities in Subic, including, water sports, environmental, and ecotourism.

On smuggling, Tan said he has always emphasized to do his best to minimize if not eliminate smuggling in partnership with the Bureau of Customs.

The Philippine Information Agency (PIA) awarded the city government of Las Piñas with a plaque of appreciation for hosting the first leg of the 2023 Pre-SONA (State of the Nation Address) caravan of President Ferdinand Marcos Jr. on May 10.

The plaque of appreciation was received by Vice- Mayor April Aguilar and Public Information Office (PIO) Chief Paul San Miguel during the Monday regular flag raising ceremony held at the Las Piñas City Hall quadrangle on May 15.

Nuclear Philippines effort moves forward some more

The potential future of the Philippines adapting nuclear power that will generate clean and abundant energy for the needs of the people and businesses moved a few more steps forward thanks to two key meetings involving the group of President Ferdinand “Bongbong” Marcos, Jr., and notable energy firms, according to a news article by the Philippine News Agency (PNA). This is the latest in the Marcos administration’s effort to adapt nuclear power for the Philippines (click here and here).

President Ferdinand R. Marcos Jr. is considering using a “cutting-edge” micro nuclear fuel technology to address the country’s power woes, Malacañang said Tuesday.

Marcos met with officials of US-based Ultra Safe Nuclear Corporation (USNC), a vertical integrator of nuclear technologies and services in Washington.

In a news release, the Presidential Communications Office said the Marcos administration has made it a top priority to ensure an unhampered supply of energy alongside the promotion and utilization of renewable energy sources.

Francesco Venneri, CEO of Ultra Safe Nuclear Corporation, expressed interest to bringing clean and reliable nuclear energy to the Philippines, which the firm is seriously considering for its first nuclear energy facility in Southeast Asia. Venneri also vowed to help address the series of blackouts that hit several areas of the country.

The Marcos administration earlier swiftly acted on the power crisis in the provinces with the operation of at least three more power stations to provide 24-hour electricity power service.

“We also note that there’s a great deal of discussion about Mindoro having blackouts and that might be an excellent….a good science [solution],” said Venneri.

The micro modular reactor (MMR) energy system is a fourth-generation nuclear energy system that seeks to deliver safe, clean and cost-effective electricity to users, according to USNC officials.

The MMR is being licensed in Canada and the US and considered the first “fission battery” in commercialization.

The company anticipates eventual heavy demand for its MMRs and its nuclear fuel and envisions the Philippines as its nuclear hub in the region.

Earlier, Oregon-based NuScale Power Corporation expressed interest to invest in the Philippines after a meeting with Marcos in Washington.

The PCO said that NuScale, which is known for developing a safe modular, and scalable small nuclear power system, is expected to invest USD6.5 billion to USD7.5 billion (PHP415.5 billion) to provide 462 megawatts to the country by the early 2030s.

It is clear President Marcos is seriously working to solve the nation’s fragile power supply with a focus on nuclear power and related technologies as potential solutions. Compared to nuclear power, solar and wind power are both unreliable. Those two forms of clean energy – which are the favorites of climate change zealots and Leftists – cannot generate the abundant energy that nuclear power could provide.

Philippine athletes meet with President Marcos before proceeding to Cambodia for 32nd SEA Games

Before proceeding to Cambodia for the 32nd edition of the Southeast Asian Games (also referred to as SEA Games and Cambodia 2023), members of the Philippine Team as well as top sports officials met with President Ferdinand “Bongbong” Marcos, Jr., at the Philippine International Convention Center (PICC) in Pasay City, according to a Philippine News Agency (PNA) news report.

President Ferdinand R. Marcos Jr. believes that sports is too valuable of a support to the society that it must be kept that way.

Speaking to the athletes who will compete in the Southeast Asian Games (SEAG) during the formal send-off ceremony at the Philippine International Convention Center in Pasay on Monday, Marcos said even their wins alone give the Filipinos joy already.

“That is why it has to be kept as a very, very important part of our support to our society. And beyond that, ang ating mga champion, ang ating mga nag-uuwi ng medalya at saka tropeo ay talaga namang nagdadala ng kasiyahan at naipagmamalaki ng buong madla na kami ay Pilipino. ‘Yang mga ‘yan Pilipino ‘yan, mga champion namin ‘yan at ‘yan ang siguro ang pinakamahalaga na dinadala — nagdadala kayo ng dangal sa Pilipinas (our champions, those who bring home medals and trophies really bring joy and become pride of the Filipinos. Those Filipinos, those are our champions and that’s perhaps the most important thing – you bring honor to the Philippines),” Marcos said.

He added, “It’s good for your discipline. It’s good for your health. It’s good for your camaraderie. It’s good to mature young people.”

This is the first time that Marcos attended an athletes’ send-off event since his overwhelming victory in the May 2022 presidential elections.

“It is my great, great pleasure to be able to be with you just very quickly. Pinilit kong makapunta rito dahil gusto kong makilala ‘yung mga champion (I made sure to come here because I want to meet our champions),” he said.

He expressed willingness to help the athletes and sports officials by any means possible.

“If there is anything more that this government can do, that this administration can do, that I personally can do, you please make sure you will tell me because we are all rooting for you,” Marcos said.

He wished the Cambodia SEAG-bound athletes and officials “good luck”.

“At huwag niyong kakalimutan kapag talagang napagod na, nahirapan na, na-injure na nang kaunti, pakinggan niyo ulit ‘yung sigaw, maririnig niyo kami ‘yun, ‘yung mga kapwa niyo Pinoy, sinisigaw (Don’t forget when you’re tired, you’re having hard time, you’ve been injured, listen to those rooting for you, you’ll hear us your fellow Filipinos shouting): Go! Go! Go! Go!,” he said.

Philippine Sports Commission (PSC) confirms full support for national athletes in the 32nd SEA Games

With the 32nd edition of the Southeast Asian Games (also referred to as SEA Games and Cambodia 2023) officially opening in Cambodia in a few weeks’ time, the Philippine Sports Commission (PSC) confirmed its full support for the national team participating in the big regional sports event, according to a news story published by the Philippine News Agency (PNA). Take note that the Philippine delegation has slightly lesser athletes than previously announced.

The Philippine Sports Commission (PSC) on Tuesday vowed to fully support the members of Team Philippines when they compete in the 32nd Southeast Asian Games scheduled May 5 to May 17 in Phnom Penh, Cambodia.

PSC chairperson Richard Bachmann said the support includes funding preparation, supplies, manpower and logistics.

Asked to predict Team Philippines’ finish in the biennial meet, Bachmann said he hopes for a better performance this year.

I just want to support them. If we were fourth place last year, then hopefully we can improve this year,” Bachmann said during his guesting at the weekly Philippine Sportswriters Association (PSA) Forum at the Rizal Memorial Sports Complex in Manila.

Team Philippines will be banking on the 840-strong Philippine delegation that will carry the country’s tricolors in 38 disciplines in the biggest biennial multisport event in the region.

Boxing, one of the country’s medal-rich sports, will be bannered by 2020 Tokyo Olympics silver medalists Nesthy Petecio and Carlo Paalam. Olympian and world gymnastics champion Carlos Yulo and world No. 3 pole vaulter Ernest John Obiena are also strong gold medal contenders in Cambodia meet.

Weightlifting Olympian Elreen Ando and Asian champion Vanessa Sarno will spearhead the national weightlifting squad in the absence of the Philippines’ first Olympic gold medalist Hidilyn Diaz who is deep in training to qualify for the 2024 Paris Olympics.

“Our national athletes have been working hard and hopefully, all their hard work will pay off,” added Bachmann who has been visiting the training and preparations of the different national teams since January.

Aside from the SEA Games, Bachmann also encouraged each National Sports Association (NSA) to look at the bigger picture, especially at other major events that are also set this year like the Asian Games, World Championships, and qualifying events for the Paris Olympics.

“I’m not putting down the Southeast Asian Games, I’m just saying that, we should win that all the time. We have many events this year, suportahan natin ang atletang Pilipino (let’s support the Filipino athletes),” Bachmann said.

The above report ended stating that a send-off party for the national team will be held at the Philippine International Convention Center (PICC) in Pasay City on April 24, 2023, and it will be attended by President Ferdinand “Bongbong” Marcos, Jr.
