Philippines wins Mixed Junior Relay gold medal in the 2024 Asia Triathlon Junior Cup Kampar

The Philippines won another gold medal of the Mixed Junior Relay competition of the 2024 Asia Triathlon Junior Cup which was held at Kampar, Malaysia, yesterday.

The Philippines – composed of Matthew Hermosa, Kira Ellis, Samantha Corpuz, and Dayshaun Ramos – topped the contest (distances of 375m swimming – 5 Km biking – 1.5 Km running) with a collective time of 1 hour, 27 minutes and 51 seconds (1:27:51). Ellis and Hermosa were members of the same Philippine squad that won the Mixed Aquathlon 4X Team Relay event of the 32^nd Southeast Asian Games. Ellis won the gold of the Junior Women contest on Saturday.

Meanwhile, Hong Kong clocked in 1:29:33 for the silver medal while Uzbekistan finished in 1:32:45 for the bronze medal of the Mixed Junior Relay contest. To see the complete results of the race, click here.

In other contests of the 2024 Asia Triathlon Junior Cup, Eleora Avanzado and Cristy Perez of the Philippines finished 4^th and 5^th place respectively in the U15 Women contest. Avanzado was behind bronze medalist Alexandra Sharayeva of Uzbekistan by less than 10 seconds.

Iloilo City Council starts move to investigate illegal aliens and their links with crime and illegal activities

Recently in Iloilo City, the City Council of Iloilo formally started their moves to probe the presence of several illegal aliens and their involvement with illegal activities, according to a Philippine News Agency (PNA) news report.

The Sangguniang Panlungsod (SP) will convene as a committee of the whole to investigate the reported presence of several illegal immigrants here.

This developed as Councilor Romel Duron pushed for a resolution calling for an investigation of undocumented immigrants involved in illegal activities in the city.

In his resolution, Duron asked the committee to invite all agencies involved and even homeowners associations of subdivisions where the presence of foreigners leasing houses is reported.

“It’s not only illegal immigrants but illegal activities are also happening in our city, more so with the ongoing Senate investigation on Philippine Offshore Gaming Operators (POGO),” he said.

“In the past months here in Iloilo, there were illegal immigrants engaging in illegal activities; some were even apprehended. There are reports that in some subdivisions, there are many foreigners occupying or leasing, who could not speak English or Hiligaynon.”

In a follow-up interview, Duron said the Bureau of Immigration (BI) should explain why many tourists are working in the city when their visas are only good for 30 days.

The council will also invite the Department of Labor and Employment to validate reports that these foreigners were able to secure certification from the agency.

The councilor expressed alarm over crimes and illegal activities linked to illegal immigrants, like human trafficking, crime against women and their children, and drugs, among others.

“Maybe, as of now, it is not rampant, but when ignored, it might happen to us,” he added.

Last year, the City Drugs Enforcement Unit of the Iloilo City Police Office with the Cybercrime Investigation and Coordinating Center of the Department of Information and Communications Technology arrested 17 Chinese nationals for operating a suspected cybersex den in Barangay Lawa-an in Jaro District.

PAGCOR declares POGO operations in compounds officially prohibited, guidelines coming

With all the controversies about Philippine Offshore Gaming Operators (POGO) and their connections with criminal activities going on, the Philippine Amusement and Gaming Corporation (PAGCOR) announced that POGOs are no longer allowed to operate within large spaces and compounds, according to a GMA Network news report.

The Philippine Amusement and Gaming Corporation (PAGCOR) on Wednesday said that it will no longer allow the operations of Philippine Offshore Gaming Operators (POGO) within large spaces and compounds.

PAGCOR Chairman and CEO Alejandro Tengco made the announcement at a Senate hearing after he was asked by Senator Sherwin Gatchalian to make an assurance that there will be no POGO-linked crimes in the country.

“We’re coming out with certain guidelines. We’re already banning hubs. In the meantime that wala pa namang (there is no) order ng closure, this early I can inform everybody that we will not allow any hub existing or going to be applied for, we will not approve it anymore,” Tengco said.

According to the PAGCOR chief, POGO operations will now be “site specific” and “building specific” unlike in the POGO compounds in Bamban, Tarlac and Porac, Pampanga that were raided by authorities for alleged illegal activities within these establishments.

Tengco said he cannot assure that POGO will no longer commit crimes, but they will ensure that the 43 remaining licensed POGO firms will follow PAGCOR’s new guidelines and “enhancements.”

Further, Tengco said they will create teams that will monitor the POGO firms 24/7 in a bid to “deter” these criminal activities.

Nine Chinese nationals arrested at Parañaque City Fishport

Recently in the city of Parañaque, nine Chinese nationals were arrested by immigration agents (supported by the Armed Forces of the Philippines) at the Parañaque City Fishport for illegally working onboard vessels, according to a Manila Bulletin news report.

Nine Chinese nationals suspected to be working illegally onboard vessels along Manila Bay were arrested last June 29 at the Paranaque City Fishport, the Bureau of Immigration (BI) said on Monday, July 1.

BI Commissioner Norman Tansingco said only five of those arrested have pre-arranged working visas petitioned by an engineering company in Pasay City.

Tansingco identifed them as Li Weilin, Liu Peng, Wang Yong, Huang Haibing, Gong Yuan Ju, Zhang Tao, Dai Guang Yuan, Li Jiang Yu, and Kang Tian De. Those with working visas were not identified.

He said they were arrested by BI operatives in coordination with the Armed Forces of the Philippines (AFP) while disembarking from three motorboats at the Paranaque City Fishport at around 4:30 a.m. on Saturday, June 29.

“This operation is a clear message that we will not tolerate foreign nationals abusing their stay in the country,” Tansingco said.

“We remain vigilant in our efforts to protect our borders and maintain order,” he assured.

Tansingco said: “We have reason to suspect that these individuals are engaging in illegal work in vessels along Manila Bay.”

He said the visas of five of them “limit their work to a company in Pasay City and nowhere else.”

He stressed that “foreign nationals with valid working visas, if found to be working in a different company, are violating the conditions of their stay.”

The Bureau of Immigration intercepted two foreign nationals suspected of attempting to enter the country to work illegally.

According to a statement by the BI on Friday, 20-year-old Chinese national Ding Junda claimed he was visiting a relative in the country for eight days when he arrived at the Ninoy Aquino International Airport Terminal 3 on Sunday.

On Monday, 22-year-old Vietnamese Nguyen Thi Tuyet Trang arrived and said she was going to Tagaytay City for a holiday.

However, the two individuals confessed to working in the country during a secondary inspection, with Ding working as a parcel delivery rider and Nguyen as a nail technician.

Ding was also found to have been sponsored by another Chinese national outside the country.

“They were denied entry after our officers determined that they were likely to become a public charge, as stipulated by the provisions, resulting in their classification as excludable aliens under our immigration laws,” said BI Commissioner Norman Tansingco.

Major agreement between Japan and the Philippines formally signed, up for ratification

A major agreement between Japan and the Philippines pertaining to defense matters and accessibility has been formally signed in the presence of President Ferdinand “Bongbong” Marcos, Jr., at Malacañang Palace, according to a Philippine News Agency (PNA) news article. It should be remembered that Defense Secretary Gilberto Teodoro mentioned this past June that the signing would happen in July. The newly signed agreement is up for ratification in both nations.

The Philippines and Japan on Monday signed the Reciprocal Access Agreement (RAA) that would facilitate mutual visits between Filipino and Japanese armed forces for training and joint exercises.

Japanese Foreign Minister Kamikawa Yoko and Defense Secretary Gilberto Teodoro Jr. signed the treaty documents in the presence of President Ferdinand R. Marcos Jr. in a ceremony at Malacañan Palace.

The treaty will have to be ratified by the respective legislative bodies of the Philippines and Japan before it comes into force.

In a courtesy call by Kamikawa and Japan Defense Minister Kihara Minoru to the President, Marcos expressed elation over the signing of the new defense deal.

“Your presence here increases our confidence in the importance that the Japanese government puts on this very important agreement that we have. And I’m very glad that we have come to this day,” Marcos said.

For her part, Kamikawa said the signing of the RAA is “a great achievement” for the two countries deepening bilateral relations.

Meanwhile, Kihara touted the leadership of Marcos and Japanese Prime Minister Fumio Kishida in strengthening the ties of the two countries.

He also vowed to continue working with Teodoro to further enhance the defense cooperation and exchanges of the Philippines and Japan.

The Philippines has been expanding engagements with its allies while also beefing up the capabilities of the Armed Forces of the Philippines amid China’s aggression in the West Philippine Sea.

It has similar defense pacts with the United States and Australia, while another defense deal is being pursued with France.

Upgraded ties – Teodoro, meanwhile, said the partnership between the Philippines and Japan has been “upgraded one level higher”, following the signing of the RAA.

“This is another milestone in our shared endeavor to ensure a rules-based international order to ensure peace and stability in the Indo-Pacific and particularly in our region. Once again we thank the Government of Japan for the assistance rendered to us in several fields,” Teodoro said during his bilateral meeting with Kihara held at the Shangri-la The Fort, Manila in Taguig City.

Teodoro said this landmark deal has added security to the “traditional fields” where Manila and Tokyo have strong ties, particularly economy and trade.

“By adding the vital aspect of security which creates a holistic dimension or adds a holistic dimension to our bilateral relations. It will also add to the multilateral efforts that both our governments are doing to make sure that our region, with respect to international law, we (worked) hand in hand in creating a global architecture which will ensure sustainable peace and stability particularly in our area,” Teodoro said.

The DND chief said Manila is looking forward to more confidence-building measures between the Japanese Self-Defense Force and the Armed Forces of the Philippines, along with their respective defensive departments.

Meanwhile, Kihara extended his sincere appreciation for the warm welcome he had received from the Teodoro and the DND.

The National Capital Region Police Office announced the arrest of a high-profile fugitive tagged by the Chinese government as an undesirable alien.

A composite team from the Fugitive Search Unit, Bureau Immigration and Deportation and the Parañaque City Police Station arrested Zhu Tingyun in Barangay Tambo, Parañaque City on Wednesday.

Zhu, 43, was a senior manager of an illegally established online gambling company in the Philippines, with an estimated income of CNY 30 billion from its illegal activities since 2016.

The suspect has been on the run since an outstanding warrant of arrest was issued against him by the Guangxi Cangwu Public Security Bureau on March 2, 2023 for operating a gambling house.

COMELEC may file election-related offense case against suspended Bamban mayor Alice Guo following matching fingerprints with Guo Hua Ping

The Commission on Elections (Comelec) said Sunday it may file an election-related offense case against suspended Bamban Mayor Alice Guo following the findings that she and Chinese passport holder Guo Hua Ping have matching fingerprints.

Comelec chairman George Garcia said that the poll body may file charges “motu proprio” or on its own against Guo based on misrepresentation.

Based on Guo’s Certificate of Candidacy (COC) when she ran as mayor of the Tarlac municipality in the 2022 elections, she signed a declaration that she is a Filipino citizen, and that she is not a permanent resident of or an immigrant to a foreign country.

“Ang isang taong ‘yan ay pupwedeng humarap ng election offense na may three to five years na imprisonment. At the same time, pwedeng maharap ng kasong perjury o…dahil nagsinungaling nga sa isang pinanumpaan na dokumento, kasong falsification [of public document],” Garcia said in a Super Radyo dzBB interview.

(That person may face an election offense with three to five years imprisonment. At the same time, she may face a case of perjury or falsification of public documents because she lied when she signed a sworn document.)

The poll chairman also pointed out that the country’s laws are applicable to anyone, whether they are Filipinos or foreigners. He also said that a government official may still face a criminal case even after getting elected.

“Kahit ang isang taong tumakbo ay hindi nafile-an ng kasong disqualification o kanselasyon ng kanyang candidacy, hindi nangangahulugan na siya ay pupwede nang malibre o ma-abswelto sa kahit na anong obligasyon o responsibilidad lalo pa’t ito’y kasong kriminal, lalo na ‘yung tinatawag na misrepresentation,” Garcia added.

(Even if a case of disqualification or cancellation of candidacy was not filed against a person running for election, it does not mean that s/he can be absolved from any obligation or responsibility, especially a criminal case like misrepresentation.)

The Comelec earlier submitted to the Senate Committee on Women, Children, Family Relations and Gender Equality the COC and Statement of Contributions and Expenditures (SOCE) of Guo.

According to her COC, the 37-year old Guo declared Tarlac, Tarlac as her place of birth.

Guo also stated in her COC that on the day before the May 9 elections, she has been living in the Philippines for 35 years and two months and she has been living in the municipality of Bamban, Tarlac for 18 years and two months.

However, Senator Risa Hontiveros, as confirmed by the National Bureau of Investigation (NBI), revealed that the embattled mayor and Guo Hua Ping are the same person following finding that they have matching fingerprints.

The NBI also showed a picture of another woman with the name Alice Leal Guo who had the same information as the suspended mayor.

Batangas City Council approves resolution to ban POGOs

The Batangas City Council has approved a resolution banning the application and operation of Philippine Offshore Gaming Operators (POGOs) in the city.

The decision was made during a regular session on Monday, June 24, 2024.

The move came in light of issues and an ongoing Senate investigation into POGOs in Bamban, Tarlac, which allegedly involved the local government unit (LGU) there.

“Saying it is with regard to the issue at Bamban, Tarlac na investigation ng Senate sa POGO involving the LGU. It would give assurance din sa mga Batangueno na hindi dapat matakot sa mga POGO activities dito sa Batangas City,” Nestor Dimacuha, chairman of the Committee on Laws and Rules, said.

For Mary Jane Ante, a 39-year-old helper at a small eatery in Batangas City, the ban brings great relief. Despite knowing that POGOs could provide many jobs, she prefers not to have foreign operators in the country due to safety concerns.

“Baka sumakop sila sa Pilipinas. Dito na lang, ayos din para Pilipino na lang ang magtatrabaho sa atin at wala na ‘yung mga taga-ibang bansa,” Ante said.

“Hindi naman talaga maganda ang sugal talaga sa pang araw-araw, kasi nakakaperwisyo yan ng pamilya. Hindi ako pabor sa ganoon. Huwag na lang pumasok dito ang POGO para walang ma-perwisyo,” Arnel Montalbo, a printing shop owner, added.

The resolution cites that POGOs tarnish the dignity of the LGU, leaving no room for such operations in the city. It also serves as a warning to businesses operating secretly as POGOs, despite having business permits.

The council will request the mayor to revoke permits of establishments found to be operating illegally as POGOs.

Ombudsman rejects Bamban mayor Alice Guo’s bid versus suspension order

The bid of the controversial and suspended Bamban mayor Alice Guo to lift the preventive suspension has officially been rejected by the Office of the Ombudsman, according to a GMA Network news report.

The Office of the Ombudsman has junked Bamban, Tarlac mayor Alice Guo’s bid to lift the six-month preventive suspension slapped against her over her alleged links to a raided Philippine Offshore Gaming Operator (POGO) in her jurisdiction.

The Ombudsman resolution dated June 21 said it is standing by its preliminary findings that there are sufficient grounds to hold that the evidence against Guo and the other respondents are strong.

Aside from Guo, also suspended by the Ombudsman were Bamban Business Permit and Licensing Office (BPLO) officer Edwin Campo and Municipal Legal Officer Adden Sigua.

The Ombudsman suspended the three in May to keep them from interfering in the investigation following the complaint filed by the Department of the Interior and Local Government (DILG), which is accusing them of committing grave misconduct, serious dishonesty, gross neglect of duty, and conduct prejudicial to the best interest of the service.

In its resolution signed by Ombudsman Samuel R. Martires, there is evidence that Guo has business interest in Baofu Land Development Inc., owner of the land where the raided POGO was located. It said this was shown by a Tarlac Electric Cooperative Inc Statement of Account dated March 8, 2024 under Guo’s name that was seized during the March 13, 2024 raid in the Baofu compound for alleged human trafficking and serious illegal detention.

The Ombudsman also cited documents showing that Baofu and the POGO, Zun Yuan, operated their respective businesses with permits processed by the BPLO and issued by Guo, as well as documents showing that Sigua knew and had prior acquaintances with Guo since he was the one who notarized each of the Deed of Absolute Sale covering the eight parcels of land that Guo bought that later on became the compound.

“This Office only deems it prudent to preventively suspend respondents Guo, Campo and Sigua given their undeniable hand in the operation of Baofu and Zun Yuan,” the Ombudsman said.

“After due consideration of the factual circumstances of the instant case, this Office finds no compelling reason to reconsider and lift the Order of preventive suspension of respondents Guo, Campo and Sigua while the case against them is pending adjudication,” it added.
