Muntinlupa City Government receives 2024 SGLG award from DILG

Recently, the City Government of Muntinlupa received the 2024 Seal of Good Local Governance (SGLG) award from the Department of the Interior and Local Government (DILG) during the award ceremony held at the Manila Hotel and it is the 3^rd straight SGLG award won, Mayor Ruffy Biazon announced via social media.

Out of 1,715 LGUs assessed nationwide by the DILG, Muntinlupa proudly stands among the distinguished recipients of the SGLG!

This shows our commitment to excellence in key governance areas such as disaster preparedness, social protection, environmental sustainability, financial administration, and more. This is also the fruit of our hard work, dedication, and collaboration of the city government, barangay officials, and the entire Muntinlupeño community.

And more than anything else, this award is not just an achievement—it is a testament to our value for transparency, integrity, and progress.

This is also the third consecutive year that we received the SGLG Award since 2022. We are also recipients of the said award in 2019 and 2015. Muntinlupa, makes me proud!

Las Piñas City Government officially receives 2024 SGLG award

Recently, the City Government of Las Piñas officially received from the Department of the Interior and Local Government (DILG) the prestigious 2024 Seal of Good Local Governance (SGLG) award during the awarding ceremony held at the Manila Hotel, according to the social media video post of the local government. In the news report of the Manila Bulletin, it was stated that this marks the first-time ever that Las Piñas City won an SGLG award.

Previously the DILG announced the official list of city governments nationwide which qualified for the 2024 SGLG award and Las Piñas City was one of them. It should be noted that the DILG set the criteria that local government units (LGUs) should meet in order to qualify for the prestigious award.

For insight, the SGLG award is “a recognition given to local government units that meet the Department of the Interior and Local Government’s (DILG) stringent criteria for excellent governance in 10 key governance areas: financial administration, disaster preparedness, social protection, health, education, business-friendliness, safety and order, environmental management, tourism and culture, and youth development.”

1,500 children in Las Piñas City receive Christmas gifts

Recently in the City of Las Piñas, the City Government participated in the nationwide gift-giving program of “Balik Sigla, Bigay Saya Year 3” which resulted in the release of Christmas gifts to one thousand five hundred children at a local venue, according to the local government’s social media announcement. The local gift-giving was facilitated by Vice Mayor April Aguilar.

A total of 1,500 children in Las Piñas took part in the nationwide “Balik Sigla, Bigay Saya Year 3” gift-giving initiative on Sunday, December 8, at the Verdant Covered Court. The event, spearheaded by President Ferdinand Marcos Jr. and First Lady Liza Araneta-Marcos, was held simultaneously across various local government units in the Philippines to spread holiday cheer to children.

In Las Piñas, City Vice Mayor April Aguilar facilitated the distribution of kiddie gift sets that included a trolley bag, pillow, raincoat, socks, face and hand towel, tumbler, watch, hygiene kit, coloring book, crayons, and a small toy. The event also featured interactive games, activities, and entertainment, making it a memorable celebration for children and their families.

Vice Mayor Aguilar thanked the President and First Lady for their efforts in spreading joy to children in Las Piñas. “President Bongbong Marcos and First Lady Liza Marcos, maraming maraming salamat. Marami tayong pinasayang bata ngayong umagang ito. Maraming maraming salamat sa tulong mo sa Las Piñas. Mahal na mahal ka ng mga Las Piñero,” she said.

The “Balik Sigla, Bigay Saya” program is an annual initiative led by the Office of the President and the First Lady, in collaboration with the Department of Social Welfare and Development (DSWD) and local government units.

Muntinlupa City wins two Digital Democracy Awards

The City Government of Muntinlupa has new additions to its growing list of achievements as it won two awards at the Digital Democracy Awards, according to a Manila Bulletin news report.

The Muntinlupa City government won at the first Digital Democracy Awards organized by the Makati Business Club (MBC) and sponsored by USAID Philippines and Konrad-Adenauer-Stiftung Philippines.

US Ambassador to the Philippines MaryKay Carlson, MBC Chairman Edgar Chua, and Department Of Information And Communications Technology Usec. Jocelle Batapa-Sigue presented the Digital Democracy Champion award to 14 city local government units for their exceptional implementation of Digital Democracy initiatives.

Muntinlupa is one of the 14 winners and it also received the Data Stewardship Award for its “responsible handling of citizen data and dedication to advancing smart city initiatives.”

The 14 LGUs that won and recognized as Digital Democracy Champions “for their dedication to advancing citizen participation and transparency in governance” are: 1. Cagayan de Oro City 2. Victorias City 3. Himamaylan City 4. Iligan City 5. Quezon City 6. Isabela City, Basilan 7. Masbate City 8. Tagbilaran City 9. Batangas City 10. Muntinlupa City 11. Naga City 12. San Fernando City, La Union 13. Tagum City 14. Zamboanga City

According to MBC, the awardees in key categories are:

People’s Participation Award: Quezon City for their “Usapang QC” initiative, which bridged communication gaps and engaged over 430,000 residents.

Citizen-Led Policy Award: Naga City for translating citizen feedback into impactful policies, exemplifying the power of participatory governance.

Leadership Award: Batangas City Mayor Beverley Rose Dimacuha, for her exceptional vision and hands-on leadership in advancing digital initiatives.

Outstanding Public Communication Award: Tagbilaran City for their innovative and creative communication strategies, including social media campaigns and community engagement efforts.

Data Stewardship Award: Muntinlupa City for their responsible handling of citizen data and dedication to advancing smart city initiatives.

The City of Muntinlupa made it as an awardee of the 2024 Seal of Good Local Governance (SGLG) as recorded in the official list of awardees that the Department of the Interior and Local Government (DILG) released online.

For 2024, there is a grand total of 714 SGLG awardees nationwide covering cities, municipalities and provinces. Among them are 14 National Capital Region (NCR) cities and Muntinlupa City is one of them.

Parañaque City fails to qualify in 2024 Seal of Good Local Governance (SGLG) list of awardees

Just months after its embarrassing 27^th place finish among highly urbanized cities (HUC) in the 2024 Cities and Municipalities Competitiveness Index (CMCI), the City of Parañaque suffered another setback as it failed to make it in the list of the 2024 Seal of Good Local Governance (SGLG) awardees which the Department of the Interior and Local Government (DILG) released online very recently.

To put things in perspective, there were a total of 96 cities nationwide that were named as awardees of the SGLG for 2024. Among those 96 cities, 14 were from the National Capital Region (NCR). Among the 14 NCR cities, two cities of South Metro Manila made it as awardees – Muntinlupa City and Las Piñas City.

Parañaque City was completely missing from the 2024 list which clearly means it was not an awardee at all. In order to win the SGLG award, the local government unit (LGU) must pass the DILG’s strict standards. For transparency, posted below are images of the lists of the 96 cities that made it as 2024 SGLG awardees.

All in all, there were a total of 714 SGLG awardees for 2024 covering the cities, municipalities and provinces around the country. The 2024 SGLG awardees list was signed by DILG Secretary Juanito Victor C. Remulla. The official Facebook page of SGLG posted below its message to the 2024 awardees:

Hats off to the 714 awardees of the 2024 Seal of Good Local Governance!

Your commitment to excellence in public service and dedication to the principles of good governance have set a remarkable standard for local leadership. Your unwavering dedication to serving the people is an inspiration to us all.

Going back to Parañaque, this is not the first time the city failed to become an SGLG awardee. In 2023 list of SGLG awardees, eleven NCR cities were named and the City of Parañaque was not among them. Look at the image below.

Now that Parañaque City is ending 2024 with a very bad CMCI finish and the failure to qualify for an SGLG award, one has to wonder what has the current City Government been doing with regards to public service, governance, financial administration, disaster preparedness, social protection, health compliance, public safety, peace and order, and more.

The Department of the Interior and Local Government (DILG) just released the official list of Seal of Good and Local Governance (SGLG) awardees for 2024 and the City of Las Piñas made it, the City Government announced via social media. Las Piñas is one of the fourteen National Capital Region (NCR) cities that were declared awardees.

Las Piñas City was honored with the prestigious Seal of Good Local Governance (SGLG) 2024 from the Department of the Interior and Local Government (DILG) in recognition of the smooth and effective governance of the city under the leadership of Mayor Imelda Aguilar and Vice Mayor April Aguilar. This award is only given to local governments that pass the strict standards of DILG in various aspects of public service and governance.

The SGLG focuses on ten key categories, including Financial Administration and Sustainability, which assesses proper and transparent use of city funds; Disaster Preparedness, which ensures disaster preparedness; Social Protection and Sensitivity, which emphasizes addressing the needs of the poor and vulnerable Sector; Health Compliance and Responsiveness, which promotes effective health services; Sustainable Education, which aims to improve the quality of education; Business-Friendliness and Competitiveness, which facilitates business; Safety, Peace, and Order, which promotes safety and order; Environmental Management, which values environmental care; Tourism, Heritage Development, Culture, and Arts, promoting tourism and cultural appreciation; and Youth Development, encouraging active participation of youth in governance.

I personally have visited the Subic Bay Freeport Zone (SBFZ) from time to time since 1994. I have witnessed how much Subic Bay evolved as a tourism destination, a shopping destination as well as a special events destination. The tourism team of the SBMA has a long track record of sports tourism development and the hosting of many kinds of sports events. That being said, it is not surprising to me that the SBMA won another sports tourism award.

For the newcomers reading this, Subic Bay was the host venue of selected events of the 2019 Southeast Asian Games (SEA Games). Each year, Triathlon Philippines (TriPhil) organizes the Subic Bay International Triathlon (SuBIT) there.

Las Piñas City Mayor Imelda Aguilar and Vice Mayor April Aguilar warmly welcomed Julian Jean Quijano Plata, a young figure skater from Las Piñas City National Science High School, during her courtesy visit at the City Hall on Tuesday, September 24. The student recently brought pride to the city by winning multiple gold and silver medals at the Skate Asia 2024 competition held in Taipei, Taiwan, from August 3-11, 2024. Her impressive performance in categories such as Freestyle 4, Artistic FS4, and Solo Compulsories earned recognition for both her school and the city.
