Scam Calls In The Philippines Jumped 78.44% In 3rd Quarter Of 2025

If you are in the Philippines, did you receive any suspicious calls on the telephone or on your mobile phone lately? Based on the data of an anti-scam app developer, scam calls in the country surged by more than 78% in the 3^rd quarter of this year, according to a Manila Bulletin news report.

A 78.44 percent rise in scam calls was recorded in the Philippines in the third quarter of 2025, data from the latest Whoscall Scam Report of global anti-scam app developer Gogolook showed.

During the period, Whoscall said it logged a total of 62,390 scam calls, a sharp increase from 34,964 in the previous quarter.

Despite the spike, it noted that the figure remains 62.24 percent lower year-on-year than the 165,236 scam calls recorded in the same period in 2024.

Whoscall stated that it recorded 37,609 SMS scams, down by 42.17 percent from 65,035 in the previous quarter and a 97.71 percent year-on-year drop from 1,645,470 in 2024.

Gogolook Philippines Country Head and General Manager Mel Migriño said the trend indicates a behavioral shift among mobile users.

“Since the first quarter Scam Report of 2025, we have seen that Filipinos have become more cautious about clicking links from unknown numbers in SMS swindles. This shows that scammers are now shifting their tactics to calls and social media,” she said.

She explained that the rise in call scams is largely driven by fraudsters exploiting the telemarketing systems of financial institutions.

“They are taking advantage of legitimate promotional calls like credit card limit upgrades, making their scams sound more believable to unsuspecting consumers,” she noted.

Per Migriño, the continued decline in text-based scams can be credited to the “whole-of-society approach” involving law enforcement raids of major scam hubs nationwide and joint awareness campaigns.

Authorities urged the public to remain vigilant and report scam incidents through official channels.

Cybercrime Investigation and Coordinating Center (CICC) acting executive director Usec. Renato “Aboy” Paraiso said public reports are crucial in combating online fraud.

“We continue to urge the public to report scam incidents, as these serve as leads for further investigation and as the foundation for various initiatives that raise public awareness against online scams,” he said.

S&P Credit Rating Upgrade For Philippines Derailed By Flood Control Scandals

THE FINANCE CHIEF on Tuesday said the multibillion-peso flood control scandal prevented the Philippines from getting a credit rating upgrade from S&P Global Ratings.

“If [only] we did not have the flood control issue,” Finance Secretary Ralph G. Recto told reporters on the sidelines of a Senate budget hearing. “We met with S&P, and they were ready to give us a credit rating upgrade this year.”

The controversy, which involves “ghost” projects and fund misuse in government flood control programs, has triggered investigations by Congress, the Commission on Audit, the Ombudsman, and the Independent Commission for Infrastructure.

The Marcos administration is facing increasing scrutiny over flood control projects, where billions of pesos in public funds were diverted through padded contracts and shell companies.

The scandal highlighted spending inefficiencies and governance lapses that credit agencies closely monitor when evaluating institutional credibility and fiscal management.

Asked whether the Philippines can achieve an “A” credit rating in the next two years, Mr. Recto said: “I hope so.”

He said the government wants to maintain its current credit rating, despite the multibillion-peso corruption scandal.

“There is a big chance they will maintain it, but there was a bigger chance for a credit rating upgrade,” he added.

In November 2024, S&P affirmed its “BBB+” long-term credit rating for the Philippines, which is a notch below the “A” level grade targeted by the government.

S&P had also raised its rating outlook to “positive” from “stable.” A positive outlook means the Philippines’ credit rating could be raised over the next two years if improvements are sustained.

Mr. Recto said the government needs to improve its governance and resolve the flood control mess.

Couple Arrested In Valenzuela City For Mass Producing And Selling Fake Government ID Cards

In the City of Valenzuela, the local police officers arrested a couple suspected of mass producing fake government ID cards and selling them online, according to a news report by the Philippine Daily Inquirer.

Valenzuela police apprehended a couple allegedly mass producing and selling fake government IDs online, Valenzuela Mayor Wes Gatchalian announced on Wednesday at a press conference.

PNP-Anti-Cybercrime Group (PNP-ACG) Acting Director PBGen. Bernard Yang said the couple was tagged as the main suppliers by another online seller the police previously arrested.

Apart from forging tools, and a printer, operatives seized over 300 pieces of the fake government-issued identification cards: PhilHealth, Social Security System (SSS), Unified Multi-Purpose ID (UMID), Taxpayer Identification Number (TIN), and Driver’s licenses. The suspects also reportedly forged government documents such as PhilHealth Member Data Records.

“We have confiscated so many IDs. They can do almost anything. And these are being sold online on different social media platforms ranging from P40 to P1,000,” Yang stated in Filipino.

The cops identified the couple as “Chippie,” 44, and “Kaye,” 40, who, when asked by the media, admitted to printing the IDs saying they were only doing their jobs, but they failed to name their employer.

They will face charges of falsification of documents, a violation of the Revised Penal Code, in relation to the Cybercrime Prevention Act of 2012.

Gatchalian advised against the production of fake IDs as it affects local businesses, as well as persons with disabilities and senior citizens.

“Disadvantaged here are the establishments that are losing money… The real senior citizens and the real PWDs of our city are disenfranchised,” the mayor said in a mix of Filipino and English.

Additionally, PhilHealth NCR Vice President Bernadette Lico reminded that registering to Philhealth can be done online, and the IDs can be claimed for free, highlighting that there’s no need to pay for fake documents.

“There are many people online who are buying PhilHealth IDs ranging from P200 to P900… There is no need to do this anymore. Because all Filipinos are covered by PhilHealth, When you get an ID made, there is no fee. And with the e-gov app, you can register for a PhilHealth ID online.” Lico explained.

The Current State of Flood Control in Las Piñas City

If you were in Las Piñas City during the week of July 21 to 25, 2025, were you trapped in the middle of heavy traffic because of immense flooding? Did you witness flood water that entered houses of a local residential community during that week? Today, the topic of flood control is a very hot one for Las Piñas City residents because a lot were negatively affected by flooding and Congressman Mark Santos has been speaking out a lot about it.

Santos recently pointed out that more than forty construction projects of the Department of Public Works and Highways (DPWH) in the city lacked permits from the City Government.

The DPWH itself has turned controversial due to several flawed and questionable flood control projects nationwide handled by contractors. No less than Philippine President Ferdinand “Bongbong” Marcos, Jr., was angered over a Bulacan flood control project that was never completed even though the contractor has been paid. Not only that, one particular business person admitted owning several construction firms that bid for DPWH projects.

Going back to Las Piñas City, there is controversy over certain infrastructure projects involving the influential Villar business and political family and already there was friction with the City Government. Congressman Santos pointed out that the Las Piñas-Zapote River Drive (another project of the Villar family which you can learn about by clicking here and here) made flooding in the city worse. Parañaque Online Scam Hub Raided By CIDG, 14 Suspects Apprehended

Recently in the City of Parañaque, operatives of the Criminal Investigation and Detection Group (CIDG) successfully raided an online scam hub, seized several pieces of equipment and arrested fourteen suspects, according to a Manila Bulletin news report.

Operatives of the Criminal Investigation and Detection Group (CIDG) arrested 14 people, including a female foreigner, following a raid in an online scam hub in Parañaque City.

CIDG director Brig. Gen. Christopher Abrahano said the operation also resulted in the rescue of a minor who was hired as one of the scammers in what he called ” online task job scam”.

“This underscores our unyielding fight against trafficking in persons, child abuse, and cybercrimes. With this, we significantly prevented future ‘online task job scam’ from happening,” he said.

Abrahano explained that the modus of the syndicate is to operate through the online messaging application “Telegram” where the suspects/scammers send links to their intended victims. Each suspect, he said, is assigned to 600 Telegram accounts to contact potential victims.

The CIDG chief said that once the link is accessed, the victims are directed to a so-called “task job,” which assigns simple online tasks such as liking the pages of hotel packages. After the completion of these tasks, the victims are instructed to open a Binance account – cryptocurrency account.

After creating the account, Abrahano said the scammers would require the victims to deposit funds into it. The victims are subsequently directed to transfer the deposited funds into a Binance account allegedly managed by the arrested Chinese manager.

“The scammers/suspects will lure victims that the transferred money will generate profit or accrue interest, promising continuous growth of the investment,” said Abrahano.

This misrepresentation forms the basis of the fraudulent scheme, ultimately leading to financial loss on the part of the victims,” he added.

During the raid in Barangay Tambo, CIDG operatives seized 70 desktop computers, cellular phones, computer peripherals, vault, dormitory pass IDs, and passports. They also discovered cryptocurrency account numbers.

Woman Arrested in Parañaque City for Deceiving Job Applicant, Accomplice Still at Large

Have you been very careful when applying for a job overseas? Recently in Parañaque City, a woman who deceived an applicant over an overseas job got arrested as a result of a successful entrapment operation by the local police, according to a Manila Bulletin news report.

A woman who conned an applicant for a job in the Netherlands and Japan was arrested by the Parañaque City Police in an entrapment operation on July 16.

The suspect was identified as Mary Joyce, 26, while her accomplice, Nellica, remains at large. She was arrested at around 5:20 p.m. along Quirino Avenue, Barangay Don Galo, Parañaque City.

The police said the victim, identified as Jennilyn, 29, reported that the suspects misrepresented themselves that they are connected with Dimension Manpower Agency Inc.

Jennilyn said the two promised her deployment in the Netherlands or in Japan on July 29 and asked for P175,000 as processing fee.

The victim also stated that when asked for an official receipt and update of her deployment, the suspects failed to provide any and instead demanded an additional P16,000 which prompted her to report to the police.

The police said the agency issued a certification notifying Jennilyn that the suspects are not connected with them, which led the police to conduct an entrapment operation.

The police immediately arrested Mary Joyce after receiving two P1,000 bills and 14 pieces of boodle money from the victim.

NBI Arrests 9 in Parañaque Over Car Financing Scam

Recently in the city of Parañaque, National Bureau of Investigation (NBI) agents arrested a group of nine people – six foreigners and three locals – for their involvement in a car financing scam, according to a Philippine News Agency (PNA) news article.

The National Bureau of Investigation (NBI) has arrested three Filipinos and six Indian nationals for their alleged involvement in an “assume balance-talon” scheme.

In a statement on Friday, NBI Director Jaime Santiago identified the suspects as Teotima Batutay, Rose Torion and Michael Castulo, and Indian nationals Sajjan Sarkar, Sai Charan, Kulvatnh Thati, Gayatri Sarma, Ray Anand, and Nithin Kamepalli.

They were arrested on June 24 in Parañaque City and charged with carnapping and syndicated estafa.

According to the NBI, the complainant said he failed to pay the monthly amortization of the subject vehicle to a bank and offered it for sale on the “assume balance” process.

The said vehicle was assumed by a car dealer, which passed it to Batutay who allegedly sold the vehicle to Castulo. Castulo together with Sarkar, mortgaged it to Anand for PHP120,000.

The bank chased after the complainant after the amortizations fell due, and sought the recovery of the vehicle through Castulo.

However, Castulo demanded PHP450,000 from the complainant and even threatened to tear the car into parts if the money, which was later reduced to PHP250,000, was not given.

The complainant filed a report with the NBI, leading to the suspects’ arrest and the recovery of the vehicle.

Joint forces of the National Bureau of Investigation (NBI) and Bureau of Immigration (BI) arrested nine Koreans in Parañaque City for alleged involvement in online fraud, the bureau announced Friday.

According to the NBI, agents of the NBI-Organized and Transnational Crime Division and BI-Fugitive Search Unit (FSU) arrested the foreigners in a condominium in Parañaque on Wednesday, June 25.

“The Korean nationals were found operating computer workstations that run multiple applications displaying foreign-language scripts and exhibiting user interface windows typically associated with financial transactions and online communication platforms,” the NBI said in a statement.

“The configuration and real-time display of these systems raised reasonable suspicion of involvement in online loan fraud schemes,” it added.

The arrested individuals underwent inquest proceedings by the BI for violations of the Philippine Immigration Act of 1940, as amended, the NBI said.

BSP Calls for Anti-Counterfeiting Campaigns in Malls, Supermarkets and Wet Markets

Counterfeiting of money is a hot issue right now in the Philippines as the Bangko Sentral ng Pilipinas (BSP) called for targeted anti-counterfeiting campaigns in specific places of trade and commerce, according to a business news report by the Manila Bulletin.

The Bangko Sentral ng Pilipinas (BSP) is calling for targeted anti-counterfeiting campaigns in shopping malls, supermarkets, and wet markets after these locations emerged as the main sources of fake banknotes and coins recovered last year.

Data from the 2024 BSP annual report published in June showed that counterfeits were “frequently recovered in areas with high foot traffic, such as shopping malls (27.2 percent), supermarkets (25.9 percent), and wet markets (20.9 percent).”

“This highlights the need for targeted anti-counterfeiting campaigns in these areas,” the report said.

According to the central bank report, the ₱1,000 paper banknote was the most counterfeited bill, accounting for 59.9 percent or the majority of documented counterfeits last year. The ₱500 paper banknote was the second-most counterfeited bill at 19.3 percent.

Notably, there were a very low number of cases of counterfeit ₱1,000 polymer banknotes. Recording only three “low-quality” counterfeits in 2024, the BSP noted that the three-year-old ₱1,000 polymer banknote has shown “resilience” against counterfeiting.

“These counterfeit polymer banknotes were printed on paper, with the transparent portions cut out and substituted with substandard plastic, making them easily detectable by the public,” the BSP said.

Fake coins also dropped significantly by 87.8 percent last year, noting that there were fewer than one fake coin for every one million real coins in circulation. Most counterfeit coins were leftovers from previous years, mostly five-peso coins from the BSP coin series.

The BSP attributed this substantial decline in counterfeited banknotes and coins to the “enhanced security features of the New Generation Currency (NGC), including the micro-printed details and laser-engraved designs.”

These added features made it more challenging for fraudsters to copy and reproduce the currencies, the BSP said.

Most counterfeiting involved inkjet printing, accounting for 79.7 percent of the recorded cases. Laser printing was next at 12.6 percent, while tampered security threads accounted for 7.6 percent.

When it comes to location, most fake currencies were found in Metro Manila, at 52.2 percent, followed by the provinces of Cavite, Laguna, Batangas, Rizal, and Quezon (collectively known as CALABARZON), at 12.2 percent.

Bureau of Immigration Files Deportation Charges Against Three Foreigners Who Pretended to be Filipinos

Recently the Bureau of Immigration (BI) formally filed deportation charges against three foreigners for misrepresenting themselves as Filipino citizens during their time working in the country, according to a GMA Network news report.

The Bureau of Immigration (BI) filed deportation cases against three foreigners who allegedly misrepresented themselves as Filipinos while working in the country.

On Tuesday, BI Deputy Spokesperson Melvin Mabulac said this developed after immigration officials nabbed three foreigners aged 46, 41 and 34, in Zamboanga del Sur on June 16 for allegedly pretending to be Filipinos.

Mabulac said the foreigners were engaged in legitimate businesses in the province. However, they were using alleged fake government-issued documents in identifying themselves.

“Ang Immigration ay nag-file ng deportation case sa mga dayuhang ito para sila ay ma-deport,” he told state-run PTV’s “Bagong Pilipinas Ngayon”.

(The BI has filed deportation cases against the foreigners.)

“Pero sa ating pag-deport, kung may pananagutan sila sa criminal case, they have first be accountable sa ibang kaso,” Mabulac added.

(But before we deport them, they should be held accountable to any criminal cases they are possibly facing.)

According to the BI, one of the foreigners was apprehended in the town of Dumalinao and was discovered to be allegedly operating a coconut charcoal business without a proper permit and visa since 2022.

Another suspect was found working without a permit in the same business. He allegedly managed the aforementioned business, was found to be misrepresenting himself as a Filipino and possessed a Philippine driver’s license indicating his nationality as such.

The BI likewise apprehended a 41-year old foreigner who was found manning a cellphone store. Found in his possession was a Driver’s License indicating his nationality as Filipino.

“Nakakabahala kasi if we go into the previous cases, nakikita natin once nahuli na mayroong silang mga dokumento na government-issued. Nakakabahala ito kaya ang ating national security agencies, tulong-tulong tayo,” Mabulac added.

(These incidents are causes for concern because if we go into the previous cases, we see that they have government-issued documents. We are working with national security agencies to address this.)

Meanwhile, the BI warned of possible charges against Filipinos who will assist foreigners in acquiring fraudulent government documents.
