Chinese national wanted for cyber fraud arrested at airport

A Chinese passenger who is on the wanted list of foreigners for involvement in cyber fraud was recently arrested at the Ninoy Aquino International Airport (NAIA) in Pasay City, the Bureau of Immigration (BI) reported on Wednesday.

Commissioner Norman Tansingco identified the passenger as 28-year-old Qin Xingye, who was intercepted at the NAIA Terminal 3 last April 28 before he could board an Air Asia flight to Hong Kong.

The foreigner was reportedly arrested after his name prompted a hit in the bureau’s derogatory check after presenting himself for clearance at the immigration departure counter.

“He was referred by the immigration officer to his supervisors who verified his identity and later confirmed that the passenger and the person in the bureau’s derogatory list are one and the same,” Tansingco said in a statement.

The derogatory hit showed that he was placed on the immigration blacklist for being an undesirable alien and for overstaying and illegally working in the country.

The BI’s Border Control and Intelligence Unit (BCIU) reported that the passenger was previously charged for engaging in cyber fraud activities and for working without a permit.

P170.6-billion NAIA deal signed

Recently at Malacañang Palace, the ambitious P170.6 billion agreement to rehabilitate and modernize the Ninoy Aquino International Airport (NAIA) was formally signed in the presence of President Ferdinand “Bongbong” Marcos Jr., House Speaker Martin Romualdez and Executive Secretary Lucas Bersamin which symbolically starts the public-private partnership, according to a Philippine News Agency (PNA) news article.

The PHP170.6-billion Public-Private Partnership (PPP) agreement for the rehabilitation of the Ninoy Aquino International Airport (NAIA) is expected to herald economic growth through better collaborations with both local and foreign investors, Transportation Secretary Jaime Bautista said Monday.

At the signing of the concession deal between the Department of Transportation (DOTr) and the New NAIA Infra Corp. (NNIC) in Malacañang, Bautista said the PPP project would “open floodgates” of opportunities from investments, business, tourism, and employment.

“We welcome this development for the NAIA PPP Project as this will not only generate revenue for the government but it will also create opportunities for Filipinos. With a modernized NAIA, we are elevating the airport’s facilities and services to international standards,” he said.

The agreement, Bautista said, would send signal to the international business community about the viability of government infrastructure projects.

“This radical transformation comes at no small price Substantial investments in infrastructure and technology will necessitate collaborations with local and foreign partners,” he added.

San Miguel Corporation president and chief executive officer Ramon Ang, for his part, said the NNIC would not only rehabilitate but also improve the airport’s functionality and “establish a new standard in serving excellence.”

“Together with our partner, Incheon, we have assembled a team of experts, focused on implementing immediate improvement, and help us achieve our long-term goal for NAIA,” Ang said.

President Ferdinand R. Marcos who witnessed the signing described the pact as an “investment in our future.”

“This undertaking is not just about revenues that will be remitted to treasury alone, but resources invested in the airport,” Marcos said.

The agreement, signed by Bautista, Ang and Manila International Airport Authority (MIAA) General Manager Eric Ines, covers 15 years with an option for a 10-year extension.

Two wanted foreigners apprehended by immigration officials at airport

Recently at the Ninoy Aquino International Airport (NAIA), two foreigners who were tagged as wanted for crime got arrested by immigration officers in separate occasions before they could leave the country, according to a Manila Bulletin news report.

Two foreign fugitives wanted in their countries for ciminal offenses have been arrested at the Ninoy Aquino International Airport (NAIA) before they could take their flights abroad.

Bureau of Immigration (BI) Commissioner Norman Tansingco identified the two fugitives as Chinese national Zhao Yaxin, 33, and Moroccan national Badr Ettachi, 32.

“They will undergo deportation proceedings as a consequence of their status as fugitives from justice and afterwards we will expel and ban them perpetually from re-entering the Philippines for being undesirable aliens,” Tansingco said in a statement issued on Sunday, Feb. 4.

Zhao and Ettachi are now detained at the BI’s Warden Facility located in Camp Bagong Diwa, Taguig City, he said.

Citing reports from the BI’s Border Control and Intelligence Unit (BI-BCIU), Tansingco said that Zhao and Ettachi were separately intercepted by immigration officers at NAIA Terminal 3 last Jan. 27 and 28, respectively.

He said that Zhao, who was to depart for Guanzhou, China, is “one of 34 Chinese nationals whose deportation was sought by the Chinese government due to their involvement in illegal online gaming operations.”

“A warrant of detention was reportedly issued against Zhao and his cohorts by the Chanqing Hechuan distict public security bureau in China,” the BI said.

In the case of Ettachi, the BI said the Moroccan was “accused of pocketing US$60,000 intended for the salaries of seafarers and workers of a shipping vessel that was entrusted to him for delivery by a friend of the owner of the firm responsible for disbursing the said payroll money.”

Two foreign sex offenders prevented from entering the Philippines

The Bureau of Immigration (BI) announced recently that they prevented two sex offenders from the United States from entering the country in separate times at the Ninoy Aquino International Airport (NAIA), according to a Manila Bulletin news report. Both foreigners were respectively convicted of varied offences in the past.

Two convicted American sex offenders have been barred from entering the Philippines when they arrived at the Ninoy Aquino International Airport (NAIA) separately on Dec. 27 and Jan. 1.

The Bureau of Immigration (BI) identified them as Paul Neal Coltharp, 46, and Zachary Tyler Thompson, 39.

“Both aliens have been immediately excluded and flown back to their port of origin and their names have been included in the BI’s blacklist of undesirable aliens,” the bureau said.

As registered sex offenders (RSOs), the bureau explained “both Thompson and Coltharp are excludable aliens under the Immigration Act which forbids the entry of aliens convicted of crimes involving moral turpitude.”

It said that Thompson, who arrived from Los Angeles, had been “convicted in 2013 and 2015 for possessing obscene materials depicting a minor in sexual conduct and for annoying or molesting a child under 18 years of age.”

LTO suspends license of controversial taxi driver

During the past Christmas season, it was widely reported in the local media that a certain taxi driver charged his passengers (foreigners) several thousands of Pesos at the Ninoy Aquino International Airport (NAIA) which was recorded on video which in turn became viral online. Very recently, the Land Transportation Office (LTO) suspended for 90 days the driver’s license of the controversial taxi driver, according to a news report by the Daily Tribune.

The Land Transportation Office has issued a 90-day preventive suspension on the driver’s license of a taxi driver caught in a viral video charging P10,000 fare to a foreign tourist at the Ninoy Aquino International Airport.

In the Show Cause Order issued to the driver of the taxi with license plate ABG 7845, LTO chief Atty. Vigor D. Mendoza II said that the driver was ordered to explain why no sanction would be imposed for violations of at least three provisions of the Joint Administrative Order 2014-01 for overcharging passengers, discourteous and arrogant to passengers and violation of the franchise.

Citing the result of the investigation, Mendoza said the taxi driver was identified as Arnel Acle.

“Under the guidance of Department of Transportation Secretary Jaime Bautista, we are now coordinating with the Land Transportation Franchising and Regulatory Board on the sanctions that may be imposed on the operator of the taxi,” Mendoza said.

Bautista earlier disclosed that the entire fleet of the taxi company that owns the cab will no longer be allowed to operate at the NAIA as Mendoza also stressed that the incident was a clear violation of the law.

He added that the investigation they conducted led to the identification of the taxi through a CCTV and later resulted in the identification of the driver.

To recall, the taxi was seen in parking area of the taxi company in Valenzuela City and based on the statement of the operator after the video went viral, Acle told them that he would go on vacation in his province.

Acle, however, did not report for work since he last appeared to remit his earnings to the taxi owner on 19 December and is believed to have gone into hiding.

“We are now coordinating with the Philippine National Police and our local offices to locate this man,” Mendoza said.

Departing Indonesian arrested at airport, gets charged for overstaying, working without a permit and cyber crime

Recently at the Ninoy Aquino International Airport (NAIA), an Indonesian man who previously worked for a raided Philippine Offshore Gaming Operator (POGO) in Las Piñas City was intercepted and arrested by law enforcement agents before he could leave the country, according to a Manila Bulletin news report. The suspect has been charged for overstaying in the country, for working without a permit and for cyber crime.

An Indonesian national who worked for a Philippine Offshore Gaming Operator (POGO) facility that was raided by law enforcement agents mid this year was apprehended at the Ninoy Aquino International Airport (NAIA) last Dec. 21 before he could board his flight to Singapore.

The Bureau of Immigration (BI) identified the arrested foreigner as Angga Pratama, 24, who used to work with Xinchuang Network Technology, Inc. (XNT) in Las Pinas City.

Angga has been charged with overstaying in the Philippines and working without a permit. He was also charged with cybercime while employed at XNT, BI said.

XNT was raided by agents of the Philippine National Police (PNP) last June 27 for alleged human trafficking and cybercrime.

The PNP rescued from the facility around 2,700 persons including Filipinos and foreigners who were believed (to) be human trafficking victims.

Following the raid, the PNP filed before the DOJ charges against five foreigners who were involved in the operations of the illegal POGO, namely, Li Jiacheng, Xiao Liu, Yan Jiayong, Duan Haozhuan and LP Hongkun.

“The BI remains vigilant in its efforts to safeguard our borders against individuals involved in illegal activities,” Commissioner Norman Tansingco said in a statement issued on Sunday, Dec. 24.

“We are committed to ensuring the security and integrity of our nation’s borders,” he said.

During inspection at the NAIA, Angga’s name was found included in a derogatory hitlist of the BI.

Lounge for OFWs at NAIA Terminal 3 will be built

For the many Filipinos working overseas and supporting their families back home, a lounge at the Ninoy Aquino International Airport (NAIA) Terminal 3 will be built and eventually opened specifically benefiting the OFWs (overseas Filipino workers), the Manila Bulletin reported.

A dedicated lounge for overseas Filipino workers (OFWs) will soon be built at the Ninoy Aquino International Airport (NAIA) Terminal 3.

Cesar Chiong, general manager of the Manila International Airport Authority (MIAA) that operates NAIA, shared this development to congressmen during a recent briefing of the House Committee on Transportation.

Chiong said that the Overseas Filipino Workers Welfare Administration (OWWA) and Department of Migrant Workers (DMW) have already come to an agreement on the matter.

“We met with the OWWA representatives, we’ve already identified the area sir and we’re working on the project so matutuloy na po yun sir (so this will push through),” Chiong said during the interpellation of Zamboanga Sibguay 1st district Rep. Wilter Palma in the briefing Wednesday, Jan. 18.

Palma, in a previous panel briefing, asked the MIAA to set up amenities that OFWs–our so-called “modern-day heroes”–could use whenever they have to wait for flights, or if their flights get cancelled.

The Mindanao lawmaker welcomed the development and asked Chiong for a timetable on the OFW lounge.

“Magsa-submit po kami ng more detailed timeline sir (We will submit a more detailed timeline sir) after the detailed discussions with OWWA,” the MIAA chief told Palma.

“Inuna lang po namin sir is yung area pati ho yung location (We just prioritized the area and the location) because we’ve identified the location to be near the government center,” Chiong added. He said the lounge will be on the left side of Terminal 3, when one is facing the terminal.

Duty Free Philippines Grows 4% in 2019

Hey everyone! Have you shopped at a Duty Free Philippines yet? Me? I have not been to a Duty Free Philippines outlet or shopping center for quite some time now.

Duty Free Philippines Corporation (DFPC) announced today that it grew 4% in 2019 in terms of year-on-year sales growth. Notably, the achieved growth was a clear improvement over the 2% growth it achieved in 2018.

To put things in perspective, the consolidated sales reached a total of $226 million in 2019 compared with $217 million the previous year.

In relation to the latest statistics, DFPC chief operating officer Vicente Pelagio Angala said the Philippines’ hosting of the Southeast Asian Games (SEA Games) and the opening of Duty Free Luxe have significantly contributed to the upswing.

He said the growing number of tourists visiting the newly-rehabilitated Boracay Island via Kalibo Airport has been beneficial to DFPC sales.

When it comes to the top source markets, 85% came from Filipino tourists, balikbayans (visiting Filipinos who live overseas) and overseas Filipino workers (OFWs).

Confectionery is still the major growth driver, with 31 percent share of the total sales, followed by liquor (21 percent), fragrance and cosmetics (18 percent), and fashion merchandise (10 percent).

The DFPC claimed it has met a number of significant milestones last year, including the opening of “Go Lokal’s” Marahuyo this past November.

“In line with the directive of Department of Tourism (DOT) Secretary Bernadette Romulo-Puyat and in partnership with the Department of Trade and Industry (DTI), we have augmented our product portfolio which now includes more local artisans,” Angala said.

With the agency’s strong commitment to giving top local products a global audience, DFPC was recognized as “Highly Commended CSR Initiative of the Year “at the 2019 Frontier Awards in Cannes, France for supporting The Micro Small & Medium Enterprises (MSMEs).

The DFPC has expanded the list of exclusive brands that it carries which now includes: Gucci Beauty, Armani Beauty, Hogan, and MCM. Last year, it also embarked on the renovation of the Fiestamall and NAIA Terminal 1 Arrival stores.

DFPC is expected to maintain the momentum in 2020 with the opening of Duty Free store at the Hilton Sun Valley Resort inside Clark Freeport Zone by the first quarter of this year.

For everyone’s reference, the DFPC is the country’s sole operator of the duty-and tax-free merchandising system, and a vital component of the DOT as it contributes to the efforts in the development of the country’s tourism infrastructure, programs, and projects through revenue remittances.
