COMELEC and DOJ sign agreement versus vote-buying related to the BSKE

With the Barangay and Sangguniang Kabataan Elections (BSKE) all set to happen on October 30, 2023, the Commission on Elections (COMELEC) and the Department of Justice (DOJ) formally signed an agreement versus vote-buying, according to a Philippine News Agency (PNA) news article.

The Commission on Elections (Comelec) and the Department of Justice (DOJ) signed an agreement on Monday to go after and prosecute persons involved in vote-buying in the Barangay and Sangguniang Kabataan Elections (BSKE).

Justice Secretary Jesus Crispin Remulla said prosecutors nationwide will be on duty to accept complaints on Oct. 30, election day.

“The fiscals will be available for the cases that may be filed,” he told the media during the “Kontra Bigay” memorandum of agreement signing at the DOJ office in Manila. “We can handle the volume. Mahalaga dyan may testigo (What is important is there are witnesses).”

He said the need for witnesses is crucial since most-vote buying may be conducted using electronic wallets, instead of actual cash changing hands.

Remulla also sees no conflict with a recent DOJ directive to closely scrutinize all charge sheets filed before prosecutors to ensure that complaints with a reasonable probability of conviction will be filed by the courts.

All charges may be considered “open-and-shut” cases if sworn statements from witnesses are complete and sufficient.

Comelec chairperson George Erwin Garcia expressed confidence that measures such as warrantless arrest of persons involved in vote buying and red flags like the transport of large volumes of cash and giveaways are sufficient measures.

So far, Comelec has already received 23 complaints related to vote-buying.

The practice of “flying voters” or voters ferried to different voting areas are no longer prevalent due to the adoption of modern voter identification systems, Garcia added.

The campaign period for the BSKE will be on Oct. 19 to 28.

About 7,800 young kids received free school supplies from the Muntinlupa City government.

Mayor Ruffy Biazon distributed the Balik Eskwela Packages to the young students in 89 Child Development Centers in Muntinlupa on Sept. 20.

Through Muntinlupa’s Early Childhood Education Division (ECED), the students received school bags, water tumblers, notebooks, pad papers, jumbo pencils and crayons.

“Naglaan ng pondo ang city government para makapag-provide ng gamit para sa kanila. Bahagi ito ng Karunungan Agenda natin sa ilalim ng 7K Agenda (The city government allotted funds to provide things to them. This is part of of the Karunungan Agenda under the 7K Agenda),” said Biazon.

Foreign tourist arrivals in the Philippines approaching 4 million

The Philippines is close to hitting its 2023 arrival target after recording more than 3.87 million foreign tourists as of Sept. 19, Tourism Secretary Christina Frasco said Wednesday.

At the opening of the 2023 Philippine Travel Exchange (PHITEX) in Cebu, Frasco said the country logged 3,877,183 inbound arrivals or at least 80.77 percent of the 4.8 million foreign tourists that the DOT targets to reach by the end of the year.

In the same period, the Philippines generated PHP316.9 billion in revenue from tourists coming mostly from South Korea, the United States and Japan.

Frasco is optimistic these figures will increase as business-to-business meetings between sellers and buyers at the PHITEX commence on Sept. 20.

She said the Marcos administration would continue working to transform the Philippines as a “tourism powerhouse in Asia”.

She shared the DOT’s plans and programs aimed at promoting ecotourism, the development of tourism communities across the country, fostering robust private sector participation to promote heritage protection, diversification of the country’s tourism portfolio and other initiatives to benefit tourism stakeholders.

THE Commission on Elections (Comelec) warned electronic wallet operators they could be involved in vote-buying cases if they allow candidates in the Barangay and Sangguniang Kabataan Elections (BSKE) to use their apps to buy votes.

Comelec Chairman George Garcia said over the weekend that the agency has already informed GCash, Maya and other companies involved in mobile payment services that they may face charges for conspiracy to commit vote-buying.

Garcia said they advised the companies to monitor high-volume transactions, especially in the days prior to election day. The companies were also told to be suspicious when money is sent to 50 to 200 people in one day.

“A red flag would be if someone sent a certain amount of money to a large number of recipients,” Garcia pointed out.

He said companies involved in digital wallets and online banking have vowed to support Comelec’s efforts against vote-buying.

The poll body intends to sign a memorandum of agreement with e-wallet companies, Garcia said.

The mayor said the City Agriculture Office (CAO), in coordination with the City Social Welfare and Development Office (CSWDO), distributed P15,000 cash assistance to each of the beneficiaries.

Muntinlupa City Councilor wants solution related to ongoing Skyway project in Alabang

A Muntinlupa councilor wants to open a village road in Alabang as a solution to the impending traffic problem that will be created by the Skyway off-ramp widening project on the West Service Road.

Councilor Francis Ian Bagatsing, chairperson of the City Council’s Committee on Engineering, Public Works and Infrastructure, had earlier recommended to stop the Skyway off-ram widening project due to lack of permits.

Skyway complied with the requirements and was given a permit by the Office of the City Building Official.

Bagatsing, in the committee report, said the Skyway project will narrow a portion of the West Service Road and will cause heavy traffic.

The committee said the “narrowing of the West Service Road south bound towards Filinvest Northgate is due to the additional exit tollbooth being constructed by the Skyway management.”

It said the portion of the West Service Road affected by the project will lose about 1.2 to 2 meters of “carriage way because of the said expansion.”

“Residents, establishments, and some stakeholders along West service road are not amenable to the said Skyway exit tollbooth expansion since this will result to a ‘funneling’ and traffic jam,” according to the report.

The City Council’s Committee on Land Use and Zoning held a hearing on Sept. 11 with Filinvest and recommended to having a portion reclaimed at the easement of the company’s fire station and water treatment facility.

Bagatsing said he is proposing to open Rizal Village in Alabang from the West Service Road leading to the main road in the Northgate portion of Filinvest as an alternate route for motorists.

He said the opening of the village road will be done through an ordinance.

Show cause orders against several BSKE candidates surpass 300 nationwide

The Commission on Elections (COMELEC) revealed that show cause orders for Barangay and Sangguniang Kabataan Elections (BSKE) candidates over election offenses have surpassed three hundred nationwide, according to a Philippine News Agency (PNA) news article. The BSKE will have an official campaign period before the voting happens on October 30, 2023.

A total of 304 candidates for the Barangay and Sangguniang Kabataan Elections (BSKE) have been issued show cause orders for various violations as of Tuesday, Commission on Elections (Comelec) Chair George Erwin Garcia said.

Aside from the 102 issued last week and 122 on Monday, another 80 were sent to candidates on Tuesday, Garcia said in a Viber message.

Garcia said the complaints were about the distribution of breads and noodles with imprinted faces of the candidates on the packaging; door-to-door distribution of maintenance medicine kits for senior citizens; cakes for birthday celebrators; and smart televisions, fans and sacks of rice as raffle prizes.

Comelec data show that Cebu, Quezon City, Pampanga, Bukidnon, Nueva Ecija, Laguna, Cavite, Bulacan, Manila, Batangas, Bataan, Cotabato and Rizal have a high number of premature campaigning violation reports.

Violations were also recorded in some areas in Caloocan, Parañaque, Las Piñas, Taguig, Sorsogon, Tarlac, Camarines Sur, Leyte, Albay and Negros Oriental, among others.

“Expect the number to increase as complaints come in and the show cause orders roll out,” Comelec spokesperson John Rex Laudiangco said in another Viber message Monday night.

Comelec gives BSKE candidates three days upon receipt of the show cause order to respond.

Recently in the progressive City of Muntinlupa, more than four hundred people filed their respective certificates of candidacy (COCs) at the local Commission on Elections (COMELEC) to run in this October’s Barangay and Sangguniang Kabataan Elections (BSKE), according to a Manila Bulletin news report which also revealed the city has more than three hundred thousand voters for the barangay contests.

A total of 405 candidates in nine barangays in Muntinlupa filed their certificates of candidacy (COCs) with the Commission on Elections (Comelec) for the Oct. 30 Barangay and Sangguniang Kabataan Elections (BSKE).

“We welcome the participation of qualified Muntinlupeños who wish to lead the local communities through the exercise of our right to vote and through the democratic process. Likewise, we enjoin everyone to cooperate and work together to ensure this year’s polls are reliable, trustworthy, and peaceful,” said Mayor Ruffy Biazon.

Based on Comelec-Muntinlupa’s unofficial list, of the 405 candidates, 24 filed COCs for barangay chairman and 193 for barangay kagawad in Barangays Buli, Putatan, Bayanan, Poblacion, Tunasan, Alabang, Ayala Alabang, Cupang and Sucat.

In addition, 23 candidates filed for the position of SK chairperson and 165 for SK kagawad.

Of the nine barangays, the position of barangay chairman of Ayala Alabang is the only one that is uncontested.

There are 319,654 registered voters for the barangay election and 93,723 registered voters for the SK election in Muntinlupa, based on Comelec-Muntinlupa data.

The Muntinlupa City government has started distributing its free Balik Eskwela Packages to public school students.

The Balik Eskwela Package will benefit 90,007 students from day care level to senior high school. Mayor Ruffy Biazon led the distribution of the Balik Eskwela packages on Sept. 4.

“With the high cost of commodities, your City Government has set aside funds so we can help families provide for their children. This is our way to help offset the cost of school supplies especially for struggling families,” he said.

Biazon distributed the free packages to students at Sucat Elementary School, Cupang Senior High School, Cupang Elementary School, Alabang Elementary School, Pedro E. Diaz High School, and Putatan Elementary School.

Councilors and city government department heads also joined the simultaneous giving out of the kits in other schools around the city as well.

COMELEC urges BSKE candidates to be watchful and file charges against rivals who violate election laws

With over a million candidates nationwide registered for this October’s Barangay and Sangguniang Kabataan Elections (BSKE), the Commission on Elections (COMELEC) urged the aspirants to be observant and file complaints against those who are caught violating the election laws, according to a Philippine Star news report. Previously the COMELEC warned against premature campaigning and they anticipated an intense BSKE this year.

As the filing of certificates of candidacy (COCs) for the Oct. 30 barangay and Sangguniang Kabataan elections officially ended yesterday in most parts of the country, the Commission on Elections (Comelec) urged BSKE candidates to be watchful and file charges against rivals who violate election laws.

Comelec Chairman George Garcia said they are relying on the vigilance of candidates to prevent poll offenses, including violations of laws against political dynasties among candidates in the Sangguniang Kabataan (SK) or youth councils.

“We welcome the filing of disqualification cases by their rival SK candidates or any interested parties against those who are relatives of incumbent national or local officials,” Garcia said.

Due to limited resources, the Comelec chief admitted that it is difficult for local poll offices to immediately determine if the one filing the COC for the SK election has relatives who are incumbent elected national or local officials.

“We are left with no choice but to accept the COC as the local Comelec offices have no information if they have elected relatives,” he said

The SK Reform Act prohibits those with relatives within the second civil degree of consanguinity or affinity to any incumbent elected national official or to any incumbent elected regional, provincial, city, municipal or barangay official, in the locality from seeking SK post.

Thus, Garcia encouraged rivals of candidates who are attempting to violate the SK Reform Act to file appropriate charges against the latter.
