Muntinlupa City is among 2019 Seal of Good Local Governance (SGLG) awardees
Today the City Government of Muntinlupa announced that they have been feted by the Department of the Interior and Local Government (DILG) as one of the 2019 Seal of Good Local Governance (SGLG) awardees for its excellent delivery of public service. This latest development continues to show why Muntinlupa is a standout city among South Metro Manila’s cities.

The prestigious SGLG award was received by Mayor Jaime Fresnedi from DILG Sec. Eduardo Año during the awarding ceremony held at the Manila Hotel yesterday. With the mayor were City Administrator Engr. Allan Cachuela and DILG Muntinlupa Field Office chief Bernadette Ferino.
Despite having a more stringent assessment criteria for the award, the City of Muntinlupa has passed “all-in” seven assessment areas in governance namely: Financial Administration; Disaster Preparedness; Social Protection; Peace and Order; Business Friendliness and Competitiveness; Environmental Protection; and Tourism Culture and the Arts.
To put things in perspective, Muntinlupa City was among the three hundred and eighty local government units (LGU) in the country conferred with the coveted award in governance. In the National Capital Region or NCR, only eight LGUs received this year’s Seal including the cities of Caloocan, Malabon, Mandaluyong, Navotas, Pasay, Quezon City, and San Juan.
Fresnedi thanked the DILG for its recognition of Muntinlupa’s commitment in improving local administration and service delivery for Muntinlupeños.
“We are honored to receive this award as it validates our efforts towards local governance reforms and development. This recognition is an outcome of the collective efforts of dedicated city officials and employees who tirelessly worked in facilitating a transparent, caring, and accountable government for the people,” the mayor said.
As an incentive, 2019 SGLG recipients are set to receive Performance Challenge Fund (PCF) to finance local development projects and capacity development assistance from the DILG.
To be clear, SGLG is the DILG’s progressive assessment and reward system that gives LGUs distinction for their remarkable performance across various pillars. This year’s award is the second SGLG award conferred to Muntinlupa City after receiving the same recognition in 2015.
Furthermore, Muntinlupa City was also awarded with three major awards from the Department of Health (DOH) last November 4 at the Metro Manila Center for Health Development’s “Gabi ng Parangal” held in Crowne Plaza Manila.
The DOH conferred the City Government with Best in Rabies Prevention and Control Program, Best in National Voluntary Blood Services Program, and Plaque of Appreciation for the implementation of the Universal Health Care.
More about the NCR city governments and the DILG’s organizing of the 2019 Seal of Good Local Governance awards, I reached out to my contacts at the City Government of Parañaque and asked what was their reaction about their city NOT receiving the prestigious SGLG award. They did not reply at all today.
I guess it’s more comfortable for them to remain silent than answering tough questions about competition with other city governments. Now I’ve got to check with one other South Metro Manila city regarding the SGLG awards.
Barangay BF Homes Sangguniang Kabataan (BFSK) kagawad Alma Galindo announced the remaining activities and events of the year.
The BFSK will organize the Calamity Preparedness seminar on November 1, the Financial Literacy and Micro Business seminar on November 10, the Self Defense and Drug Awareness Campaign seminar on November 16, the Poster Making activity on November 23, the Sports Clinic activity on November 24 and the Sportsfest (Chess and Badminton) on November 30. All these events will be done at the Phase 1 gym along Elsie Gatches inside BF Homes subdivision.
On December 1, a Sportsfest with swimming lessons will be held although the venue has yet to be finalized. On December 14, the BFSK will organize a Miss Gay event at the Phase 1 gym. On December 22, the BFSK’s special campaign Waste Wise for Rice will be held in the developing communities of Masville, Estrada 1 and 2, Sampaloc Site 1 and 2, Governor Santos, Lagoon, Dela Rama, Target, Clinic and Ipil Site.
Finally, on December 28, the BFSK will organize the Year-End Katipunan ng Kabataan at the Phase 1 gym which was described to be something exciting.
The BFSK is on a roll and has been successful in attracting and engaging youth from around the barangay. Considering how much they achieved, imagine what BFSK chairperson Tumang and her team could pull off in twenty-twenty.

This past Sunday, a general meeting of the Barangay BF Homes Assembly took place at the 2nd floor of the barangay hall along Elsie Gatches street, Parañaque City. Barangay chairman Paolo Marquez, who has been serving since the middle of 2018, led the reporting of achievements and discussion of recent developments. The general meeting was done in compliance with the order of the Department of Interior and Local Government (DILG).
Seated at left were Barangay BF Homes Kagawad Sheryll Ortonio-Gonzales, Chairman Paolo Marquez, Sangguniang Kabataan chairperson Mariel Tumang and Kagawad Cielo Lazatin.
On the topics of health and emergency response, Marquez announced that a total of 427 ambulance services were rendered over a 3-month period while basic services rendered were at around two thousand transactions handling over one thousand and five hundred recipients. The barangay currently has two ambulances – one of which is a modern vehicle made possible by the office of then District II Representative Gus Tambunting – and the captain announced that the local residents’ access to use an ambulance has improved lately.
On general barangay transactions, Barangay BF Homes handled over sixty thousand transactions and processed over 13,400 cedulas (community tax certificates) since January this year. Such transactions were processed by a team in a small office at the ground floor of the barangay hall.
The captain also announced the issuance of a new ID card for barangay residents that will not only identify them properly but also be accepted by the local banks. The barangay launched a new system that records significant information of the residents like their names, addresses, contact numbers, social security numbers and more. The new ID card uses new technology that can be read by scanners and make electronic verification happen.

On the topic of gender, it was announced that the barangay caught forty children or minors who violated the existing curfew laws. What Marquez and his team noticed was that there were several children, who came from depressed communities, who deliberately violated the curfew to get apprehended and take advantage of the cooler interiors of barangay hall which they found more comfortable to sleep in even for just a few hours. In response to this trend, the captain announced that the barangay has coordinated with the local Department of Social Welfare and Development (DSWD) to take curfew-violating minors into their own facility.
When it comes to crime, there were four cases of gambling and theft, twenty-two cases of physical injury, one case of rape and one case of the use of a minor as a drug courier.
On the topic of violence against women and children there were thirty cases of physical violence recorded plus three cases of psychological abuse and nine cases of economic abuse.
What struck people during the meeting was Marquez’s announcement that after carefully examining the physical evidence of a pregnant woman who got abused by a man she was involved with, he had the man arrested. The barangay captain stressed that his administration is aware of the delicate condition women experience when they are at least four months pregnant and they strongly oppose any form of physical abuse that affect them.
On the environment, Marquez said that the barangay has personnel working in coordination with the City Environment and Natural Resources Offices (CENRO) on declogging waterways and creeks, including those located near Presidents Avenue and Pergola Mall.

On the topic of dengue, it was announced that Barangay BF Homes has one hundred and eighty cases recorded. The barangay captain said that his team will continue to perform fumigation by means of fogging which involves the use of a motor-powered machine that generates smoke (sourced from a specific chemical targeting mosquitoes). The use of misting or liquid spray, Marquez stressed, is not too effective on public places due to the rainy season. Such spray is effective only inside the household. Dengue is spread by mosquitoes (carrying the dengue virus) by means of biting a person’s skin. Barangay BF Homes is taking the dengue problem very seriously and, as I wrote before, they took action ever since. It is notable that in Parañaque City as a whole, dengue cases increased a lot this year with 1,702 cases (January 1 to September 14) recorded versus the 1,174 of the same period a year before. Paranaque is also the 4th highest ranking city in the National Capital Region (NCR) with dengue cases recorded.
Interestingly, Marquez explained that there are four strains of dengue virus and among them are two strains that can affect a person only once respectively (as the person becomes immune to the two strains after infection).
When it comes to stray dogs, the barangay now has a dog pound and already they turned over to the Parañaque City Veterinary Department ten dogs. Loose dogs are a long-time problem in the community, even inside BF Homes subdivision. Many times before, I encountered such dogs while traveling along Aguirre Avenue. It’s nice that the barangay has a facility and the personnel to get rid of the loose dogs to make the streets safer for both motorists and pedestrians.
On barangay zoning, Marquez reiterated that due to the reform under Republic Act Number 11032, the barangay no longer has the responsibility to issue business clearances and all business owners will have to go straight to city hall to apply for their respective business permits. In the old days, business owners had to apply for a business clearance at the barangay and once they receive it, only they could they go to the Business Permit and Licensing Office (BPLO) at the city government for the biz permit. This reform from the top is clearly a relief to the barangay which previously had to set up several computer units and printers to process all the applications of the many, many businesses of Barangay BF Homes each time the businesses are due to secure new permits.
More on zoning, it was announced that there were 126 construction permits issued and 84 permits for renovation and 24 permits for demolishing.
Regarding barangay livelihood, a total of seventy-four students have enrolled for cooking, caregiving and food-and-beverage courses. Future courses about carpentry and basic electrical work will be held very soon. Captain Marquez stressed the importance of carpentry as there is a good demand for carpenters and higher-than-average daily wages await them. As such, he encouraged manual laborers and other job seekers to take enroll in the carpentry course.
The birthing and lying-in center of the barangay will be renovated very soon with expansion in mind. The physical work on the center will take place sometime in 2020. On urban poor matters, the barangay organized off-site activities serving 2,368 residents and they organized feeding activities that served 4,750 people.
The barangay lupon reported that it has a total of 98 crime cases and 68 civil cases. A total of fourteen cases were dismissed while sixty-six were settled.
The Others
Early during the meeting, Parañaque District II Representative Joy Tambunting visited and announced that her office is working closely with the barangay and together they have new infrastructure projects in development. The working relationship between the barangay and the office of the congresswoman was described as harmonious.
Later, barangay kagawad Sheryll Ortonio-Gonzales announced that the gender committee successfully organized events they planned such as the “Bida ka Mars” activity and a seminar for violence against women and children. Barangay kagawad Cielo Lazatin reported that a donation drive of the barangay is ongoing and the committee on nutrition made a lot of progress. For her part, Barangay BF Homes Sangguniang Kabataan (BFSK) chairperson Mariel Tumang said her team just accomplished successfully a youth camp in Laguna province that very weekend. She also highlighted the accomplished events that attracted community youth in great numbers such as the Linggo ng Kabataan event (which attracted more than 300 participants), the Mutya ng BF Homes pageant (which drew a large audience and helped the BFSK’s Facebook page likes double), the Waste Wise for Rice drive and varied seminars.

The general meeting ended with Marquez’s closing remarks stressing that the barangay and its teams of personnel need the cooperation of the stakeholders – the businesses, the residents and community organizations – to realize continued services and make progressive change happen. Subsequently the members of the assembly and guests were served with catered food.
Under the leadership of captain Paolo Marquez, Barangay BF Homes is taking its public service seriously. What will happen in the next several months going into the year of twenty-twenty should be interesting.

When it comes to being competitive among the many cities of the Philippines, making the Top Ten of the most important category is a big achievement already. Thanks to the respective news releases of Business Mirror and the Department of Trade and Industry (DTI) the latest Cities and Municipalities Competitiveness Index (CMCI) for 2019 showed that Muntinlupa City is now the 8th most competitive highly urbanized city (HUC) of the entire nation.
Specifically, Muntinlupa is one of six Metro Manila cities that made the Top 10 of the Most Competitive Highly Urbanized Cities category as revealed during the 7th Regional Competitiveness Summit held at the Philippine International Convention Center in Pasay City on October 24.. The city that is home to Ayala Alabang, Alabang Hills, Filinvest City and Northgate Cyberzone is the only South Metro Manila city to make it in the Top 10 of the said category. This is a notable improvement over last year’s results.
Muntinlupa’s Public Information Officer Tez Navarro responded to my inquiry by saying that their administration is glad that the city made it in the Top 10 among HUCs. I also made inquiries to my sources within the city governments of Parañaque and Las Piñas and, as of this writing, nobody responded. The Most Competitive City for HUCs is Quezon City.
In my view, it’s not surprising that Muntinlupa made it big given the City Government’s (headed by Mayor Jaime Fresnedi) continued public services, efficiency and the local economy’s strong growth. Muntinlupa also made it in the Top 10 on the categories of government efficiency and infrastructure.
As for Parañaque, this year marks another chapter in history in which the city (whose local government unit is led by mayor Edwin Olivarez) failed to break into the Top 10 among Highly Urbanized Cities. In the 2018 Cities and Municipalities Competitiveness Index, the city that is home to BF Homes subdivision as well as those fancy casinos and resorts of Entertainment City ranked 14th among HUCs and 21st place overall in the competitiveness chart that includes HUCs and component cities.
Going back to this year’s Cities and Municipalities Competitiveness Index, Parañaque got tied with Caloocan City for the 3rd place ranking for the Most Improved LGUs category among HUCs. The Most Improved LGU for Highly Urbanized Cities is shared at the top by Valenzuela and Malabon. When it comes to economic dynamism and infrastructure, Parañaque got mentioned.
Now that the CMCI for 2019 has been published, now is a good time to take a close look at the infrastructure quality and government efficiency in Parañaque. Very recently traffic along Presidents Avenue (the road that connects Dr. A. Santos Avenue with the BF Homes commercial zone and the villages) worsened due to the three road operations (two belonging to Maynilad and one with the Department of Public Works and Highways) happening there at the same time. Those operations occupied significant space on the road making the flow of traffic tighter and more congested. Already motorists who travel regularly along Presidents Avenue are already annoyed with the worsened traffic congestion and a few of them questioned as to why is it that the City Government did not bother to send inspectors on the three road operations. Going back to this year’s CMCI, government efficiency is clearly where Parañaque is lacking.
As for the City of Las Piñas, there is a lack of available information as to how it fared among HUCs in varied categories as of this writing.
Ranking the Competitiveness
According to the CMCI website, The rankings of Cities and Municipalities are based on the sum of their scores on four pillars: Economic Dynamism, Government Efficiency, Infrastructure and Resiliency. Provincial rankings meanwhile are based on population and income weighted average of the Overall scores of cities and municipalities under a province.
The Cities and Municipalities Competitiveness Index or CMCI is an annual ranking of Philippine cities and municipalities developed by the National Competitiveness Council through the Regional Competitiveness Committees (RCCs) with the assistance of the United States Agency for International Development.
The City Government of Las Piñas announced that Mayor Imelda T. Aguilar confirmed her commitment to rid Zapote-Alabang Road and secondary roads of any obstruction to ensure safety and ease traffic as the Department of the Interior and Local Government (DILG) rated the city with high compliance in road clearing operations.
The Mayor ad her daughter Vice Mayor April Aguilar-Nery, on Monday again called on members of Task Force (TF) Kaayusan, barangay officials, and homeowners’ associations to sustain the gains of the clearing operations.
The mayor cited the improved flow of traffic along Zapote-Alabang Road which is the city’s main thoroughfare, as well as removal of sidewalk vendors and demolition of overlapping structures, including the unfinished excavations by various service utilities.
“These obstructions must be permanently out from our main thoroughfare and the inner roads since the sidewalks are for the pedestrians and the roads to motorists,” Mayor Aguilar said.
Even before the announcement of the DILG directive, Task Force Kaayusan was already convened by the Mayor in July shortly after her re-election. The task force, composed of the Estate Management and Development Office, City Engineering Office and the local Philippine National Police, being spearheaded by the Mayor’s Office conducted clearing operations to address concerns on traffic and road hazards.
She also ordered the traffic enforcers to strictly implement City Ordinance No. 577-02, which prohibits all forms of traffic violation and obstructions along the roads and sidewalks.
The DILG last Friday posted on its website the evaluation and assessment report on compliance of Metro Manila cities and municipalities to its Circular 121 based on the directive of President Rodrigo Duterte during his State of the Nation Address last July. Las Piñas was among the twelve Metro local government units which got a high performance rating, meaning with 91% to 100% cleared roads and sidewalks.
In a Philippine Star report, the city, along with Valenzuela City, Navotas City, Marikina City, San Juan City, Makati City, Taguig City, Muntinlupa City and Pateros, received a perfect compliance score from the DILG. Indicators on determining compliance include ordinances issued, use of a road inventory plan, displacement strategies, rehabilitation efforts and direct on-ground clearing operations. In that same report, it is notable that Las Piñas and Muntinlupa are the only South Metro Manila cities that got listed with achieving perfect compliance scores.

Mayor Jaime Fresnedi and his team attended the final judging. They presented the innovations made on ease of doing business including streamlining business processes through the establishment of the Single-Window Transaction and assistance to MSME (micro-small-medium enterprises) through a zero-percent interest loan assistance, among others.
Last year, Muntinlupa was hailed (for the 2nd straight year) the Most Business Friendly LGU award during the 44th Philippine Business Conference. Back then, Muntinlupa bested other finalists in four pillars which include: Fast-tracking Sustainable Local Economic Development, Improvement of Ease of Doing Business (EODB), Investment Promotion Initiatives, and Initiatives to Enhance Industry/ Sectoral Competitiveness.
Now that Muntinlupa made the finals again, the suspense now begins for which city will be hailed as this year’s Most Business-Friendly LGU. The 45th Philippine Business Conference & Expo will take place on October 16 and 17 at the Manila Hotel.
Since the start of the construction of the Skyway extension project on the evening of September 24, traffic got worse on the northbound lane of the South Luzon Expressway (SLEX). The result? The construction – which resulted eating up road space – made traffic more congested than before. As I drove on the way to the office in Laguna on September 25, I saw many vehicles (heading north) jammed together tightly from the Alabang viaduct up to around twenty kilometers going south in the jurisdiction of Laguna.
And then I later experienced the hardship of being in the traffic jam going back to Alabang that same day. The trip home took an additional one hour and twenty minutes for me.
The next day, it took me more than an hour again to reach Alabang from Laguna going home. Only this time, I took the exit to go to the Muntinlupa-Cavite Expressway (MCX), turned to Daang Hari and go to Alabang. On the other side of the SLEX, motorists traveling north took the exit going to the National Road of Muntinlupa. National Road is composed of only four lanes, take note.
As the Skyway operator confirmed that the project construction will last until late 2020, we the motorists have no choice but to accept the new reality that the worsened traffic will be the new normal along the SLEX.
The City Government of Muntinlupa noticed this problem. The construction also affected the East service road’s traffic which caused inconvenience to the businesses and residents who often travel there.
This is why today (September 30), the City Government formally announced the implementation of a one-way traffic scheme at the East service road no later than October 13. The purpose of this new move is to address, and hopefully ease, the heavy traffic motorists are experiencing.
Already a consultation was organized by Traffic Management Bureau chief Danidon Nolasco with representatives from San Miguel Corporation Tollways, EEI, transport groups, and subdivisions and companies situated the East service road.
Nolasco said SMC Tollways anticipate at least 14 weeks to finish the construction of the extension project with the currently imposed stop-and-go traffic scheme. He added that construction period will be reduced by half if a one-way traffic scheme will be enforced.
Motorists are advised that a northbound one-way traffic route will be implemented at the East service road from Alabang viaduct going to Sucat Interchange on or before October 13. While, the West service road and Baybayin will remain two-way in traffic as usual.
The representatives of the business establishments located in the area agreed to the new rerouting plan and requested that the new traffic scheme to be disseminated and implemented immediately.
As for the Skyway extension project along the East service road, EEI Project Manager Joe Ilagan said at least forty-one columns will be erected and the project’s bored piles and columns will be situated in between the service road and expressway. This is why road space is reduced resulting worse traffic on both the service road and the northbound lane of the SLEX.
The elevated toll road extension project from Sucat skyway off-ramp to Soldiers Hills, Muntinlupa is expected to be completed by December 2020.
Until that project is completed and traffic relief is realized, we motorists really have to adjust ourselves and be more patient using the SLEX. Heavy traffic obviously costs the nation’s economy (and us, the people) a lot of money and time. Imagine all the appointments, all the planned flights, all the opportunities get lost because SLEX northbound traffic prevented people from reaching their respective destination.
As the Christmas season approaches, vehicular traffic will get even worse due to the anticipated rise in business transactions related to Christmas-related spending. Take for example, the many commercial joints here in South Metro Manila. People will go out to the shopping malls (in Parañaque, Muntinlupa and Las Piñas), the bazaars and in BF Homes to buy items for gift-giving. Trucks will be going around to deliver food (example: catering), hardware and other ordered products.
Better start getting used to the new normal along SLEX. Plan your moves ahead of time as well.
The City of Parañaque is back in the news but not in a very ideal way. Rather news about the city are depressing as the City Government declared a state of calamity due to a rise of dengue cases. According to the City Government’s own health department, one thousand seven hundred and two cases of dengue were recorded for the period of January 1 to September 14 this year.
Think about it. 1,702 dengue cases in the city versus 1,174 cases in the city in the same period a year ago. That’s a jump of 44.97% in difference! That’s really sad news and no amount of diversion publicity, beauty pageants, careless journalism and showing off can take people’s minds off that. With its 1,702 dengue cases, Parañaque is now the 4th highest ranking city in terms of dengue cases among cities in the National Capital Region (NCR).
My sources at City Hall told me that their health department has been working to solve the problems. City Councilor Wahoo Sotto, meanwhile, has been going around the city informing people about dengue, what the facts are and what are the myths hounding people from realizing the facts. He recently visited Parañaque Elementary School Central and, as the guest of honor, he spoke about the dangers of dengue and what can be done to deal with it.
Going back to the City Government, the declaration of a state of calamity would allow officials of barangays (communities) in the city to release funds to boost the campaign against the disease. The city has a total of sixteen barangays and the most notable among them all is Barangay BF Homes which is led by chairman Paolo Marquez. Already the barangay took action against dengue.
For you, my readers as well as residents and stakeholders in Barangay BF Homes, I contacted captain Marquez directly for his views about the campaign against dengue. I asked him about the City Government’s support for the barangay regarding dengue prevention. His answer below.
“Yes, somehow the City Government provided assistance to us to minimize dengue,” said Captain Marquez. “However, we cannot just depend on them since we have to do whatever is necessary to minimize it.”
The barangay chief further stated that their fogging (fumigation by means of machine-generated fog to disinfect areas) and information campaigns about dengue has been done for some time already (even before the City’s state of calamity declaration was done) and they will continue to perform and serve until the epidemic dies down.
Of course, Barangay BF Homes is working even harder and making the hard adjustments.
“I’m recently acquiring additional chemical solutions as I anticipate this will go on for quite some time. I’m now looking also in the feasibility of acquiring additional machines to do the job, plus the fact that water-based misting has been rendered ineffective due to rain,” he said.
When Marquez mentioned misting, that instantly reminded me of the community wide misting service performed by the Tahanan Homeowners Association (THA) for the residents in Tahanan Village over at least the past few years. Back to Barangay BF Homes, captain Marquez said he is focused on thermal fogging machines which, he believes, are effective and can protect the community from dengue even further.
As of this writing, it has been confirmed that Barangay BF Homes personnel have been doing fogging operations around the community. They have done it on key areas of depressed communities (or mission sites) and also in private subdivisions like BF NorthWest. The barangay itself is open to requests for services related to dengue prevention. You want your residential community or establishment to be cleared of dengue mosquitoes? Visit barangay hall along Elsie Gatches street as soon as possible.
Right now, the officials of the three cities of South Metro Manila – Parañaque, Las Piñas and Muntinlupa – are performing their respective duties on preventing dengue infections among the constituents, informing people to be knowledgeable about the dreaded disease. Of course, the City Governments and barangay units cannot do the tasks alone as they need help from the constituents. Did you spot a particular location near your residence that could be a potential breeding ground for dengue mosquitoes? Call the local authorities immediately.
For those of you who know someone who is already infected and suffering from dengue fever, take time out to read my article about the use of papaya leaf juice as a remedy. Even as the Department of Interior and Local Government (DILG)issued an order to all Sangguniang Kabataan (SK) units nationwide to use their respective budgets by following the Joint Memorandum Circular (JMC) of January 2019 designated as JMC Number 1 (issued by the Department of Budget and Management, the National Youth Commission and the DILG itself), Barangay BF Homes Sangguniang Kabataan (BFSK) chairperson Mariel Angela Tumang confirmed to me today that their SK achieved compliance before the DILG’s September 17 order was published.

“We have complied with all the requirements needed. These include the opening of bank account, doing the fidelity bonding, making the three-year plan, the annual investment plan, and the annual budget for 2019,” BFSK chairperson Tumang said. “We now have our independence using the SK funds. Already we have started disbursing the SK budget since this past August.”
The BFSK head added that, right now, they are waiting for the mandatory training that the DILG and the NYC are supposed to organize. The training is designed to provide guidance to all SK units about utilizing the SK funds properly and in accordance to existing laws.
As Tumang told me previously, more projects and activities will be organized by the BFSK in the near future now that they have achieve independence from the barangay and now have access to the SK funds.
Speaking of activities in Barangay BF Homes in Parañaque City, there will be a seminar on pregnancy and HIV/AIDS on September 28 and the 3rd quarter Waste-for-Rice activity on September 29. Tumang announced these on September 14.
The technical stuff
In the order of the DILG, it was stated that JMC Number 1 (Series of 2019) provides guidelines on the appropriation, release, planning and budgeting process for the SK funds.
Jonathan E. Malaya, who serves as the Undersecretary and Spokesperson of the DILG, stated that pending the issuance of the Commission on Audit (COA)’s guidelines on SK financial transactions, the SK may start using their budgets “provided they comply with the requirements of the DBM-DILG-NYC Joint Memorandum Circular.”
“The development agenda for the youth sector cannot be further delayed. SK officials in every locality should now get the ball rolling so that they can already carry out projects that are meant to promote the interests and welfare of the youth,” Malaya said.
The spokesperson added that there is no need to wait for the COA guidelines because the commission has given the SK the green light to use their funds in accordance to JMC Number 1 which in itself details the procedures on how they can disburse their respective budgets.
In order for SK funds to be disbursed, a current bank account under the name of the SK must be opened (by the SK chairperson specifically) in a government-owned bank, apply for fidelity bonding (with the SK chairperson and the SK treasurer as the accountable officials), and a 3-year rolling plan called the Comprehensive Barangay Youth Development Plan (CBYDP) must be formulated.
Beyond these, SK officials are required to undergo training programs conducted by the DILG, NYC, and the authorized training providers in accordance with DILG Memorandum Circular No. 2018-48, as well as continuing training programs on the Government Procurement Reform Act, Manual on Financial Transactions of the SK, the proper utilization of SK fund, the accounting and auditing rules and regulations and any other relevant trainings which will help them carry out their functions effectively and efficiently.
When it comes to the funding, 10% of the general fund of barangays shall be set aside for the Sangguniang Kabataan which shall be appropriated in lump sum and distributed solely for youth development and empowerment purposes in accordance to the SK Reform Act.
The law further states that the SK shall have financial independence in its operations, disbursements and encashment of their fund, income and expenditures.

On the floor of the Philippine Senate, Senator Christopher “Bong” Go presented his proposal to make barangay officials regular government employees which drew reactions from two key officials of Barangay BF Homes in Parañaque City today.
Specifically, Senator Go presented Senate Bill Number 391 (SB 391) otherwise titled the Magna Carta for Barangays. He stated that there is a lack of regular salaries for barangay officials who have a lot of duties and responsibilities in their respective communities. This prompted him to make better compensation and benefits a reality for them.
If SB 391 ever gets approved, the head of the barangay (captain/chairperson), the barangay kagawads (the barangay council), the Sangguniang Kabataan head (SK chairperson), the barangay secretary and the barangay treasurer will be entitled to salaries, emoluments, allowances (example: transportation allowance), the 13th month pay and other benefits.

“It’s a relief to us in terms of benefits,” Barangay BF Homes captain Marquez said to me. “However, they first must look into amending the local government code in general since some important provisions are quite outdated already in terms of barangay administration and governance in general.”
For BFSK chairperson Mariel Tumang, Go’s move was good news not only for her but for many others in the barangay. Whether SB 391 will pass or not, she confirmed to me that she and the SK kagawads will focus on organizing and accomplishing projects and activities not only this year but also next year. Public service fulfillment is the priority for Tumang and the BFSK. In recent times, the BFSK organized the local Linggo ng Kabataan event as well as a seminar.
Going back to the Philippine Senate, SB 391 outlines the basic priorities in each barangay that include regular supply of clean/potable water, public transportation availability, barangay halls, etc.
