Foreign tourist arrivals in the Philippines approaching 4 million

Close to four million foreign tourist arrivals have been counted lately as Department of Tourism (DOT) secretary Christine Frasco confirmed, according to a Philippine News Agency (PNA) news article. Take note that the target for 2023 is 4.8 million foreign tourist arrivals and the government intends to make the country a stronger tourism force in Asia by the year 2028.

The Philippines is close to hitting its 2023 arrival target after recording more than 3.87 million foreign tourists as of Sept. 19, Tourism Secretary Christina Frasco said Wednesday.

At the opening of the 2023 Philippine Travel Exchange (PHITEX) in Cebu, Frasco said the country logged 3,877,183 inbound arrivals or at least 80.77 percent of the 4.8 million foreign tourists that the DOT targets to reach by the end of the year.

In the same period, the Philippines generated PHP316.9 billion in revenue from tourists coming mostly from South Korea, the United States and Japan.

Frasco is optimistic these figures will increase as business-to-business meetings between sellers and buyers at the PHITEX commence on Sept. 20.

She said the Marcos administration would continue working to transform the Philippines as a “tourism powerhouse in Asia”.

She shared the DOT’s plans and programs aimed at promoting ecotourism, the development of tourism communities across the country, fostering robust private sector participation to promote heritage protection, diversification of the country’s tourism portfolio and other initiatives to benefit tourism stakeholders.

Las Piñas City Mayor Imelda Aguilar led the distribution of cash assistance to 139 rice retailers at Las Piñas City Café in the City Hall grounds on Tuesday, Sept. 12.

The mayor said the City Agriculture Office (CAO), in coordination with the City Social Welfare and Development Office (CSWDO), distributed P15,000 cash assistance to each of the beneficiaries.

Aguilar took a decisive stance in response to the rising prices of rice to safeguard the city’s small-scale rice retailers, traders, and vendors.

The cash assistance is just the beginning of the city government’s initiatives to help its small rice business owners, said Aguilar, showing her commitment to aiding local businesses and prioritizing community welfare.

The mayor also revealed that the city government is in the process of developing a more comprehensive plan to support local rice traders and vendors.

The cash assistance aims to provide immediate relief to small businesses in the city, empower them to continue their operations and contribute to stabilizing rice supplies in the community since the livelihoods of rice retailers are under severe strain due to the surging price of rice.

It should be noted that government-related action towards rice grain has been making waves elsewhere. In fact, the Department of the Interior and Local Government (DILG) called on local government units to pass ordinances to help rice retailers.

Muntinlupa City Councilor wants solution related to ongoing Skyway project in Alabang

Recently in the progressive City of Muntinlupa, a member of the City Council wants a solution to the potential traffic problem that could happen in connection to the Skyway’s off-ramp project in Alabang, according to a Manila Bulletin news report. A Muntinlupa councilor wants to open a village road in Alabang as a solution to the impending traffic problem that will be created by the Skyway off-ramp widening project on the West Service Road.

Councilor Francis Ian Bagatsing, chairperson of the City Council’s Committee on Engineering, Public Works and Infrastructure, had earlier recommended to stop the Skyway off-ram widening project due to lack of permits.

Skyway complied with the requirements and was given a permit by the Office of the City Building Official.

Bagatsing, in the committee report, said the Skyway project will narrow a portion of the West Service Road and will cause heavy traffic.

The committee said the “narrowing of the West Service Road south bound towards Filinvest Northgate is due to the additional exit tollbooth being constructed by the Skyway management.”

It said the portion of the West Service Road affected by the project will lose about 1.2 to 2 meters of “carriage way because of the said expansion.”

“Residents, establishments, and some stakeholders along West service road are not amenable to the said Skyway exit tollbooth expansion since this will result to a ‘funneling’ and traffic jam,” according to the report.

The City Council’s Committee on Land Use and Zoning held a hearing on Sept. 11 with Filinvest and recommended to having a portion reclaimed at the easement of the company’s fire station and water treatment facility.

Bagatsing said he is proposing to open Rizal Village in Alabang from the West Service Road leading to the main road in the Northgate portion of Filinvest as an alternate route for motorists.

He said the opening of the village road will be done through an ordinance.

Show cause orders against several BSKE candidates surpass 300 nationwide

The Commission on Elections (COMELEC) revealed that show cause orders for Barangay and Sangguniang Kabataan Elections (BSKE) candidates over election offenses have surpassed three hundred nationwide, according to a Philippine News Agency (PNA) news article. The BSKE will have an official campaign period before the voting happens on October 30, 2023.

A total of 304 candidates for the Barangay and Sangguniang Kabataan Elections (BSKE) have been issued show cause orders for various violations as of Tuesday, Commission on Elections (Comelec) Chair George Erwin Garcia said.

Aside from the 102 issued last week and 122 on Monday, another 80 were sent to candidates on Tuesday, Garcia said in a Viber message.

Garcia said the complaints were about the distribution of breads and noodles with imprinted faces of the candidates on the packaging; door-to-door distribution of maintenance medicine kits for senior citizens; cakes for birthday celebrators; and smart televisions, fans and sacks of rice as raffle prizes.

Comelec data show that Cebu, Quezon City, Pampanga, Bukidnon, Nueva Ecija, Laguna, Cavite, Bulacan, Manila, Batangas, Bataan, Cotabato and Rizal have a high number of premature campaigning violation reports.

Violations were also recorded in some areas in Caloocan, Parañaque, Las Piñas, Taguig, Sorsogon, Tarlac, Camarines Sur, Leyte, Albay and Negros Oriental, among others.

“Expect the number to increase as complaints come in and the show cause orders roll out,” Comelec spokesperson John Rex Laudiangco said in another Viber message Monday night.

Comelec gives BSKE candidates three days upon receipt of the show cause order to respond.

While the Barangay and Sangguniang Kabataan Elections (BSKE) are still several weeks away from happening, the Commission on Elections (COMELEC) issued show cause orders to almost one hundred candidates due to possible election offenses, according to a GMA Network news report.

At least 91 candidates for the 2023 Barangay and Sangguniang Kabataan Elections (BSKE) were issued with show cause orders due to alleged election offenses such as premature campaigning, the Commission on Elections (Comelec) said Sunday.

Interviewed on Super Radyo dzBB, Comelec Chairman George Garcia said the candidates were given three days from the receipt of the show cause orders to explain their sides regarding the accusations.

“‘Yan po, walang formal na complaints. ‘Yan pong mga ‘yan ay resulta ng mga nakita na natin o nai-report sa atin. Ang ginawa ng Comelec, motu proprio [investigation]. Sariling initiative ito ng Commission on Elections,” he said.

(There were no formal complaints. These were only the results of what we have seen or reported to us. What the Comelec did is motu proprio [investigation]. This is the Comelec’s own initiative.)

The poll body has repeatedly warned against premature campaigning as the campaign period will run only from October 19 to October 28.

Garcia said the Comelec has the power to investigate and file its own complaints against candidates who commit election offenses.

Even putting up posters and promoting themselves on social media before the campaign period starts may be considered as premature campaigning.

“’Yung sinabi kong 91, simula pa lang ‘yun. Madami pa po. Susunod-sunurin natin, at aaraw-arawin,” the poll chairman added.

(The filing of show cause orders against 91 BSKE bets was just the beginning. There will be many more. We will do that daily.)

Recently in the progressive City of Muntinlupa, more than four hundred people filed their respective certificates of candidacy (COCs) at the local Commission on Elections (COMELEC) to run in this October’s Barangay and Sangguniang Kabataan Elections (BSKE), according to a Manila Bulletin news report which also revealed the city has more than three hundred thousand voters for the barangay contests.

A total of 405 candidates in nine barangays in Muntinlupa filed their certificates of candidacy (COCs) with the Commission on Elections (Comelec) for the Oct. 30 Barangay and Sangguniang Kabataan Elections (BSKE).

“We welcome the participation of qualified Muntinlupeños who wish to lead the local communities through the exercise of our right to vote and through the democratic process. Likewise, we enjoin everyone to cooperate and work together to ensure this year’s polls are reliable, trustworthy, and peaceful,” said Mayor Ruffy Biazon.

Based on Comelec-Muntinlupa’s unofficial list, of the 405 candidates, 24 filed COCs for barangay chairman and 193 for barangay kagawad in Barangays Buli, Putatan, Bayanan, Poblacion, Tunasan, Alabang, Ayala Alabang, Cupang and Sucat.

In addition, 23 candidates filed for the position of SK chairperson and 165 for SK kagawad.

Of the nine barangays, the position of barangay chairman of Ayala Alabang is the only one that is uncontested.

There are 319,654 registered voters for the barangay election and 93,723 registered voters for the SK election in Muntinlupa, based on Comelec-Muntinlupa data.

The Muntinlupa City government has started distributing its free Balik Eskwela Packages to public school students.

The Balik Eskwela Package will benefit 90,007 students from day care level to senior high school. Mayor Ruffy Biazon led the distribution of the Balik Eskwela packages on Sept. 4.

“With the high cost of commodities, your City Government has set aside funds so we can help families provide for their children. This is our way to help offset the cost of school supplies especially for struggling families,” he said.

Biazon distributed the free packages to students at Sucat Elementary School, Cupang Senior High School, Cupang Elementary School, Alabang Elementary School, Pedro E. Diaz High School, and Putatan Elementary School.

Councilors and city government department heads also joined the simultaneous giving out of the kits in other schools around the city as well.

Each Balik Eskwela Package consists of a school bag, a pair of leather shoes, eight notebooks, a case of pencils and sharpener for Kinder to Grade 3, and assorted ballpens for Grade 4 to Grade 12 students.

For day care students, the kits include a school bag, two notebooks, two jumbo pencils, pad paper, crayons, and a drink bottle.

As the filing of certificates of candidacy (COCs) for the Oct. 30 barangay and Sangguniang Kabataan elections officially ended yesterday in most parts of the country, the Commission on Elections (Comelec) urged BSKE candidates to be watchful and file charges against rivals who violate election laws.

Comelec Chairman George Garcia said they are relying on the vigilance of candidates to prevent poll offenses, including violations of laws against political dynasties among candidates in the Sangguniang Kabataan (SK) or youth councils.

“We welcome the filing of disqualification cases by their rival SK candidates or any interested parties against those who are relatives of incumbent national or local officials,” Garcia said.

Due to limited resources, the Comelec chief admitted that it is difficult for local poll offices to immediately determine if the one filing the COC for the SK election has relatives who are incumbent elected national or local officials.

“We are left with no choice but to accept the COC as the local Comelec offices have no information if they have elected relatives,” he said

The SK Reform Act prohibits those with relatives within the second civil degree of consanguinity or affinity to any incumbent elected national official or to any incumbent elected regional, provincial, city, municipal or barangay official, in the locality from seeking SK post.

Thus, Garcia encouraged rivals of candidates who are attempting to violate the SK Reform Act to file appropriate charges against the latter.

“Asahan natin na talagang magiging napakainit ng labanan na ito sapagkat napakahaba termino nung nakaraang Barangay and SK officials at nakailang postpone din tayo kaya asahan natin na medyo mas maiinit ito (Let’s expect that this elections will indeed be very intense because the previous Barangay and SK officials had very long terms, and we also had several postponements, so let’s anticipate that this will be somewhat more heated),” said Comelec Chairman George Erwin Garcia in an interview during the first day of Certificate of Candidacy (COC) filing.

Cooperative Development Council established in Muntinlupa City

The Muntinlupa City government has established its own Cooperative Development Council to benefit cooperatives.

Mayor Ruffy Biazon signed Ordinance No. 2023-102 passed by the Muntinlupa City Council, “creating the Cooperative Development Council of Muntinlupa, defining its objectives, functions, and appropriate funds thereof and for other purposes.”

The Muntinlupa City Cooperative Development Council (MCCDC) will “coordinate and harmonize the implementation of various cooperative plans, programs, and projects of the government.”

It will also assist the Cooperative Development Authority (CDA) “in the broad-based monitoring and coordination of the implementation of the Philippine Cooperative Development Plan (PCDP), through the collective efforts of all sectors and to develop such mechanism in line with the PCDP; and “propose policies affecting cooperatives for local and national implementation.”

The Muntinlupa City Cooperative Development Council will be composed of the mayor as chairperson. Its members are the chairperson of the Committee on Livelihood and Cooperatives of the City Council, and chairpersons or representatives of registered and accredited primary and secondary cooperatives.

Its members from the city government will be the heads of the City Cooperative Development Office, Department Of Agriculture-ESO, Public Employment and Services Office, Muntinlupa Traffic Management Bureau, Lake Management Office, Community Affairs Development Office, Gender and Development Office and City Planning and Development Office, and the director of the Muntinlupa City Technical Institute, university president of the Pamantasan ng Lungsod ng Muntinlupa and college director of the Colegio de Muntinlupa.
